The war logs reveal civilian killings by coalition forces, secret efforts to eliminate Taliban and al-Qaida leaders, and discuss the involvement of Iran and Pakistan in supporting insurgents. A huge cache of secret US military files today provides a devastating portrait of the failing war in Afghanistan, revealing how coalition forces have killed hundreds of civilians in unreported incidents, Taliban
attacks have soared and Nato commanders fear neighbouring Pakistan and Iran are fuelling the insurgency.
The disclosures come from more than 90,000 records of incidents and intelligence reports about the conflict obtained by the whistleblowers' website Wikileaks in one of the biggest leaks in US military history.
The files, which were made available to the Guardian, the New York Times and the German weekly Der Spiegel, give a blow-by-blow account of the fighting over the last six years, which has so far cost the
lives of more than 320 British and more than 1,000 US troops.
Their publication comes amid mounting concern that Barack Obama's "surge" strategy is failing and as coalition troops hunt for two US naval personnel captured by the Taliban south of Kabul on Friday.
The war logs also detail:
• How a secret "black" unit of special forces hunts down Taliban leaders for "kill or capture" without trial.
• How the US covered up evidence that the Taliban have acquired deadly surface-to-air missiles.
• How the coalition is increasingly using deadly Reaper drones to hunt and kill Taliban targets by remote control from a base in Nevada.
• How the Taliban have caused growing carnage with a massive escalation of their roadside bombing campaign, which has killed more than 2,000 civilians to date.
In a statement, the White House said the chaotic picture painted by the logs was the result of "under-resourcing" under Obama's predecessor, saying: "It is important to note that the time period reflected in the
documents is January 2004 to December 2009."
The White House also criticised the publication of the files by Wikileaks: "We strongly condemn the disclosure of classified information by individuals and organisations, which puts the lives of the US and
partner service members at risk and threatens our national security. Wikileaks made no effort to contact the US government about these documents, which may contain information that endanger the lives of
Americans, our partners, and local populations who co-operate with us."
The logs detail, in sometimes harrowing vignettes, the toll on civilians exacted by coalition forces: events termed "blue on white" in military jargon. The logs reveal 144 such incidents.
Some of these casualties come from the controversial air strikes that have led to Afghan government protests, but a large number of previously unknown incidents also appear to be the result of troops shooting
unarmed drivers or motorcyclists out of a determination to protect themselves from suicide bombers.
At least 195 civilians are admitted to have been killed and 174 wounded in total, but this is likely to be an underestimate as many disputed incidents are omitted from the daily snapshots reported by troops on
the ground and then collated, sometimes erratically, by military intelligence analysts.
Bloody errors at civilians' expense, as recorded in the logs, include the day French troops strafed a bus full of children in 2008, wounding eight. A US patrol similarly machine-gunned a bus, wounding or killing
15 of its passengers, and in 2007 Polish troops mortared a village, killing a wedding party including a pregnant woman, in an apparent revenge attack.
Questionable shootings of civilians by UK troops also figure. The US compilers detail an unusual cluster of four British shootings in Kabul in the space of barely a month, in October/November 2007,
culminating in the death of the son of an Afghan general. Of one shooting, they wrote: "Investigation controlled by the British. We are not able to get [sic] complete story."
A second cluster of similar shootings, all involving Royal Marine commandos in Helmand province, took place in a six-month period at the end of 2008, according to the log entries. Asked by the Guardian
about these allegations, the Ministry of Defence said: "We have been unable to corroborate these claims in the short time available and it would be inappropriate to speculate on specific cases without further
verification of the alleged actions."
Rachel Reid, who investigates civilian casualty incidents in Afghanistan for Human Rights Watch, said: "These files bring to light what's been a consistent trend by US and Nato forces: the concealment of
civilian casualties. Despite numerous tactical directives ordering transparent investigations when civilians are killed, there have been incidents I've investigated in recent months where this is still not happening.
Accountability is not just something you do when you are caught. It should be part of the way the US and Nato do business in Afghanistan every time they kill or harm civilians." The reports, many of which the
Guardian is publishing in full online, present an unvarnished and often compelling account of the reality of modern war.
Most of the material, though classified "secret" at the time, is no longer militarily sensitive. A small amount of information has been withheld from publication because it might endanger local informants or give
away genuine military secrets. Wikileaks, whose founder, Julian Assange, obtained the material in circumstances he will not discuss, said it would redact harmful material before posting the bulk of the data on
its "uncensorable" servers.
Wikileaks published in April this year a previously suppressed classified video of US Apache helicopters killing two Reuters cameramen on the streets of Baghdad, which gained international attention. A 22-
year-old intelligence analyst, Bradley Manning, was arrested in Iraq and charged with leaking the video, but not with leaking the latest material. The Pentagon's criminal investigations department continues to
try to trace the leaks and recently unsuccessfully asked Assange, he says, to meet them outside the US to help them. Assange allowed the Guardian to examine the logs at our request. No fee was involved and
Wikileaks was not involved in the preparation of the Guardian's articles.

INTERVIEW - Sri Lanka to miss 2010 FDI goal, set up new policy

COLOMBO (Reuters) - Sri Lanka, likely to miss its 2010 target for Foreign Direct Investment (FDI), will introduce new policies in the 2011 budget to spur post-war investment and tax revenues, a senior investment official said on Thursday.
The $42 billion economy had aimed to attract a record $1 billion FDI mainly in tourism and outsourcing after a 25-year war ended in May last year.
Jayampathy Bandaranayeka, the chairman and director general of the country's state-run Board of Investment (BOI) said the aim was ambitious.
"We are unlikely to move beyond $1 billion and investments would be more in line with what was achieved last year," Bandaranayeka said in an interview.
"The real take off will be following the budget in November. We expect 2011 to be much higher than $1 billion," he said.
Foreign direct investment hit a record $889 million in 2008, but fell in 2009 to $602 million due to the global downturn.
The end of the war, since when the stock market had surged over 152 percent, boosted Sri Lanka's growth prospects.
The new FDI policies, expected in 2011 budget, will aim to draw investments into agriculture, fisheries, business outsourcing, education, shipping, aviation, infrastructure and tourism, Bandaranayeka said.
The new policies also will rationalise tax concessions, which were given to attract foreigners due to the prolonged war.
"The government will be looking forward to a different regime of incentives that take into account the special needs of the country. The expectation is both to attract FDIs to increase investments and also to ensure the future tax base of the country is protected," he said.
Future FDI projects would be available for investors across the world in all the selected sectors and the BOI hopes to minimise all bureaucracy for foreigners.

Muralitharan ends career with 800 test wickets

Thu, Jul 22 2010GALLE, Sri Lanka (Reuters) - Off-spinner Muttiah Muralitharan became the first man to take 800 test wickets as he helped Sri Lanka beat India by 10 wickets on the fifth and final day of the first test on Thursday.
The 38-year-old, the leading wicket-taker in tests and one-day internationals, dismissed India's Pragyan Ojha to reach the milestone in his final test appearance as his family watched from the stands.
Last man Ojha, brilliantly caught by Mahela Jayawardene at first slip for 13, was the final wicket to fall in the second innings as India totalled 338 in a desperate attempt to avoid defeat.
Muralitharan, though, said victory was more important than his personal milestone.
"I told my captain (Kumar Sangakkara) to somehow get the wickets," the spinner told reporters. "Had the match ended in a draw it would have been very sad.
"I badly wanted to win my final test. We all play to win. At that moment we would have taken even a run out.
"It was hard work for the spinners. The wicket had something in it yesterday and (paceman Lasith) Malinga's magnificent yorkers made the difference (as he took five for 50)."
Muralitharan went into the final day of his 133-match test career needing two wickets to achieve his milestone and he took just 15 deliveries to trap Harbhajan Singh lbw for eight for his 799th dismissal.
WINNING TARGET
India survived until lunch and more than an hour of the afternoon session before Muralitharan dismissed Ojha in his 45th over as the home side gave themselves a winning target of 95 to claim the first test of the three-match series.
"I am not emotional ... frankly I am happy I have done it (retired)," added Muralitharan. "I have trained really hard, even last week I trained hard to play in this test match and took it very seriously.
"I chose to finish my career at the end of the first test because I know my knees are not going to last to bowl 50-60 overs (in a match any more).
"If I am there it will be four spinners and only two can play. I will be blocking the place of another young spinner," said Muralitharan after snapping up three for 128 in the second innings. "I am very happy God has given me everything, eight wickets (in the game), a victory, basically everything. This is one of the greatest moments in my life retiring this way."
Sangakkara said his team could not have scripted the last day better.
"When we came here on the first day we got off to a good start," he said. "The second day was washed out and there were some doubts in my mind whether we could get a result.
"Once we got that 520 for eight platform (in the first innings) and the way Lasith bowled, there was no way we were going to lose."

Union Home Minister P Chidambaram has said slain LTTE leader V Prabhakaran would have been "Mudisooda Mannan" (uncrowned monarch) of the northern and eastern provinces of Sri Lanka had he accepted the 1987 Indo-Sri Lankan agreement as requested by former Prime Minister Rajiv Gandhi.

Addressing a public meeting here last night, Chidambaram said he had met Prabhakaran and talked with him for hours. "He (Prabhakaran) was not our enemy. We were opposed to the path chosen by him."

Virudhunagar is the home constituency of MDMK chief Vaiko, a known LTTE supporter. Vaiko was defeated by Congress nominee Manick Tagore by 15,000 votes in the 2009 Lok Sabha elections.

Chidambaram said a country needs peace for development. "Violence and rioting will not develop a country." There had been heavy loss of lives and properties in Sri Lanka (during the war against the LTTE).

Claiming that peace had returned to the island nation, he said India had given Rs 3,600 crore for the benefit of the internally displaced Tamils. The government had also allocated Rs 1,000 crore for the construction of 50,000 houses in northern Sri Lanka.

The Home Minister said efforts are underway to renovate Kangesanthurai port and repair Palali airport.

He said he was confident that in another two years, 2.5 lakh displaced Tamils would get their houses and they would be rehabilitated.

Chidambaram was participating in the 108th birth anniversary celebrations of former Chief Minister Kamaraj and 125th anniversary of the Congress party.

India's Bharti objects to SLankan mobile phone prices

COLOMBO (AFP) – India's Bharti Airtel has petitioned Sri Lanka's Supreme Court to stop a new minimum mobile phone price plan announced by the telecom regulator, an official said Sunday.

The Telecommunications Regulatory Commission on Thursday fixed a floor price of two Sri Lankan rupees (0.2 US cents) per minute for outgoing calls on mobile networks, after two years of stiff competition plunged the industry into massive losses.

The regulator said mobile phone operators reported a combined loss of 23 billion rupees (200 million dollars) in 2009, for the first time since cellular phones were introduced to Sri Lanka in 1989.

Airtel, the fifth entrant in Sri Lanka's five-player mobile market, believes the floor price was against consumer interest, its Corporate Communications chief Yohan Munaweera said.

Petitioning the Supreme Court on Friday, Airtel said a floor price "will only help the market leader and maintain the status quo at the expense of the consumer."

Prior to the watchdog's ruling on Thursday, the cost of making mobile phone calls had fallen to 25 Sri Lankan cents (0.0022 US cents) per minute, the regulator said.

In its petition, Airtel, which began operations in January 2009, said unless a new player offered cheaper call rates "any newcomer will not be able to attract subscribers."

Besides Airtel, the island's 15-million user mobile market is mainly shared between Malaysia's Dialog Axiata, Dubai's Etisalat, Mobitel Lanka and Hong Kong's Hutchison Whampoa.

The telecom regulator Anusha Palpita was not immediately available for comment, but he told AFP last Thursday that losses made it difficult for mobile operators to invest in new technologies to expand their network.

Regional technology think-tank LIRNEasia said while a floor price could steady cashflows, the absence of a competition regulator had forced the government to step in.

A number of Sri Lankan mobile users own multiple SIM (Subscriber Indentity Module) cards, either from the same operator or from rival operator, to make use of discount call packages.

The regulator's ruling only affects new packages issued from last Thursday.

"Since the minimum prices affect new customers, we think it will create a grey market for SIMs," said Helani Galpaya, Chief Operating Officer of LIRNEasia.

இந்த நாட்டின் பாதுகாப்புக்கே முதலாவது இடமும் இரண்டாவது இடமும் மூன்றாவது இடமும் வழங்கப்படும். ஒரு நாட்டின் பாதுகாப்புக்காக பாதுகாப்பு வலயங்கள் அமைக்கப்பட வேண்டியது கட்டாயம். அமெரிக்கா கூட அந்நாட்டின் பாதுகாப்புக்காக கொரியாவில் பாதுகாப்பு வலயம் ஒன்றை அமைத்துள்ளது.
நாட்டில் தற்போது இருக்கின்ற பாதுகாப்பு வலயங்களும் இராணுவ முகாம் களும் அவ்வாறே இருக்கவேண்டும். அந்தப் பாதுகாப்பு வலயங்களுக்குள் மக்களின் காணிகள் இருந்தாலும் கூட அந்தக் காணிகள் அவர்களுக்கு வழங்கப்பட மாட்டா. அத்தகையோருக்கு வேறு இடங்களில் காணி வழங்கப்படும்.
மீள்குடியேற்றம் துரித கதியில்
தற்போது மீள்குடியேற்றம் துரிதமாக இடம்பெறுகின்றது. சில மக்கள் அவர்களின் சொந்தக் காணிகளில் அல்லாது வேறு காணிகளில் குடியமர்த்தப்பட்டுள்ளனர். 10 முதல் 15 வீதமான மக்களே இவ்வாறான பிரச்சினைகளை எதிர்நோக்கியுள்ளனர். அது விரைவில் தீர்க்கப்படும்.
ஆனால் ஒட்டுமொத்தமாகப் பார்க்கும்போது யுத்தம் முடிந்து இந்தக் குறுகிய காலப்பகுதிக்குள் பெரும் எண்ணிக்கையிலான மக்களை மீள்குடியேற்ற முடிந்தமை ஒரு பெரும் சாதனையாகும்.
கண்ணிவெடிகள் துரிதமாக அகற்றப்பட்டுக்கொண்டு வருகின்றன. வன்னியில் சுமார் 15 லட்சம் கண்ணிவெடிகள் புதைக்கப்பட்டுள்ளன என்று மதிப்பீடு செய்யப்பட்டுள்ளது. அவற்றுள் இதுவரை 2 லட்சத்து 68ஆயிரம் கண்ணிவெடிகள் அகற்றப்பட்டுவிட்டன. இதற்காக அரசு 88ஆயிரம் கோடி ரூபாவைச் செலவுசெய்துள்ளது.
கண்ணிவெடிகளை அகற்றுவதில் எமது படையினர் மிகவும் அர்ப்பணிப்புடன் ஈடுபட்டு வருகின்றனர். துரிதமாக மீள்குடியமர்த்தப்படவில்லை என்று சிலர் அரசு மீது குற்றஞ்சாட்டுகின்றனர்.
அந்தக் குற்றச்சாட்டுகளுக்குப் பயந்து அவசரப்பட்டு மீள்குடியமர்த்தி மக்களுக்கு கண்ணிவெடிகளால் உயிர்ச்சேதம் ஏற்பட்டால் அதற்கும் அரசு மீதே குற்றம் சுமத்தப்படும்.
இன்னும் சொற்ப எண்ணிக்கையிலான மக்களே மீள்குடியமர்த்தப்படவுள்ளனர். கண்ணிவெடிகள் அகற்றி முடிக்கப்பட்டதும் அவர்கள் விரைவில் குடியமர்த்தப்படுவர் என்றார்.

Instead, it will soon have the Hindi character closest to 'R' with a horizontal line crossing the middle like the euro.
The dollar is still almighty - for nowThe design was chosen in a competition won by a teacher at one of the country's Indian Institutes of Technology. Uday Kumar's design was chosen from a shortlist of five and he was awarded around £3,500 in prize money.
India's decision to adopt a symbol reflects its rising confidence as its economy grows at more than nine per cent. India is expected to overtake China as the world's fastest growing economy in the next twenty years and the rupee is expected to be ranked alongside the euro, dollar, pound and yen before then.
The new design will now be incorporated into India's IT systems and feature on computer keyboards.
Introducing it into commercial use is expected to be expensive – the advent of the euro in 1999 is believed to have cost companies more than $50 billion.
Ambika Soni, India's information minister, said the new design will "distinguish the rupee from other currencies."
