There was no government so strong as the one led by President Mahinda Rajapaksa and no
government with such strength as the present one, said the former Editor of The Hindu
newspaper N Ram.

He said what the TNA (Tamil National Alliance) should do is to extend their full support to
President Rajapaksa to find a lasting solution to ethnic issue.

Ram said the TNA leadership was silent when the LTTE leadership was acting in similar fashion
to the Pol Pot group. They remained silent until the LTTE was defeated. They did all what the
LTTE commanded of them and today, as the LTTE has been destroyed by the war, the TNA
should use the political freedom for the benefit of the entire country. Hence, the TNA leaders
should join hands with the President and support the Government in finding a lasting solution to
the ethnic issue.

“In 1987, the LTTE declared war against the Indian Peace Keeping Force. In 1991, they
assassinated Indian Prime Minister Rajiv Gandhi. This resulted in the people of India distancing
themselves from the LTTE. The LTTE lost any rapport and sympathy they enjoyed up to then
with India,” he pointed out.

”Today, the Indian people and especially people in Tamil Nadu have expressed their dislike
towards the LTTE.

When a group of Sri Lankan Media personnel went over to the Asian Training Centre for
Journalists in India, former Hindu Editor Ram disclosed these facts to them.

However, Ram underscored the fact that the people of Tamil Nadu are of the view that the ethnic
issue needs a strong political solution.

“The statement attributed to former Chief Minister Karunanidhi who led the Toso Conference
that there should be a referendum to resolve the Tamil issue was only a political statement and
no Tamil politician in Tamil Nadu was keen on that, “Ram said.

“Indian Peace Keeping Force Commander Lt. Gen. Digendra Singh said in a interview with the
Hindu newspaper in 1987 that it would take about 30 years to end the war.

He said as he was a government servant at the time and had to side by the Government command.
Ram also pointed out that the enemy of the Tamils of Sri Lanka are the Tamil Diaspora leaders.
He said the International Media seems to be supportive from the weight they give to the ethnic
issue.

Making reference to Arjuna Ranatunga, Ram said although he is a good cricketer, a cricketing
hero, his political policies and principles lack maturity. Ram said the Asian Institute for
Journalists is willing to grant scholarships to youth.

Commissioner R K M A Rajakaruna also attended the function.

A Maoist leader from Jharkhand Anil Kharwal alias Anandji was arrested along with his brother-
in-law in Tezpur on Thursday, police said.

Thirty-four-year-old Anandji, who is the zonal commander of Latehar, Garwah and Palamau
districts of Jharkhand, was arrested from a hotel in Tezpur town, Sonitpur Additional
Superintendent of Police P.K. Nath said.

His 24-year old brother-in-law, Anil Singh, a former employee of Power Grid Corporation of
India, was also taken into custody though his involvement with the outfit was yet to be
ascertained, Mr. Nath said.

The duo had checked into the lodge last night and was arrested following specific information
received by the police.

Anandji hailed from Dewar village in Latehar district and had joined the outfit in 2002.

There are 18 cases registered against him in Jharkhand and he carried a reward of Rs. 5 lakh on
his head.

He was also jailed for eleven months in 2007.

Police suspected that he had come to Tezpur to organise the outfit in the remote areas of the
district.

Latehar police in Jharkhand have been informed about the arrest.

With the academic activities of the Jaffna University coming to a grinding halt in protest of
police and military atrocities during the past three days, Sri Lanka’s defence authority has
increased the military presence around the Jaffna University amid fears that there could be more
arrests of University students on false charges of terrorism related activities.

It is reliably learnt that the Jaffna University administration has been given a wanted list of names
of at least ten University students following the police-military joint attack on the students on
November 27 and 28. Acting Vice Chancellor of the University Prof. Velnamby however, has
refused to speak to the media in this regard.

According to media and academic sources in the island’s north, the military which was drastically
reduced following the raid on the ladies’ hostels on November 27 and the unprovoked attack on
the peaceful students’ march on November 28, has been visibly increased in the vicinity of
University from the early hours of today (02).

“The University area looks virtually like a battlefield with the unusual presence of heavily armed
military personnel. You could see hundreds of soldiers guarding all the roads and lanes leading
to the Jaffna University and carrying out random checks using sniff dogs on almost all the
commuters in a threatening manner,” the sources told the JDS from Jaffna via phone.

“This has increased a very tensed atmosphere in the area and instilled fear among the students
using the hostel facilities, especially after the arrest of four students by the Terrorism
Investigation Division (TID). The students in the hostels are facing great difficulties even in
getting their food as a result,” the sources said.

Attempt for more arrests

Meanwhile, a police team has visited the house of Management Faculty Union leader,
Paranthaman Sabeskumar in the early hours of Sunday (02) to arrest him. As he was not present
at home at the time of the police visit, his parents were ordered that he be produced at the Jaffna
police station before noon to avoid them being arrested.

Sri Lanka’s police chief, DIG N. Illankakoon when contacted by the leader of the Tamil National
Alliance (TNA) R. Sampanthan, had claimed no knowledge of the predawn move by the police to
arrest Sabeskumar.

DIG Ilankakoon however, has confirmed to the TNA leader during his conversation via phone the
arrest of the four other university students on Saturday, informing him that they were being kept
and interrogated by the TID at the Vavuniya prison.

Secretary of the Jaffna Students’ Union Paramalingham Darshananth (24) of Kantharmadam,
Arts Faculty Union President Kanakasundaraswami Jenamejeyan (24) of Puthukkudiyiruppu,
Science Faculty Union member Shamugam Solomon (24) of Jaffna and Ganeshamoorthy
Sutharshan (22) of Urumpirai were arrested by  the police on Saturday.

False charges

Police spokesman SSP Prashantha Jayakody has told the media in Colombo that these University
students have been arrested “on charges of throwing petrol bomb at a pro-government Tamil
party office in Jaffna and pasting posters supporting the militarily defeated Tamil Tiger rebels”.

The academic sources of the University, however, have rejected these charges as “fake, fabricated
and politically-motivated to stifle the independency and integrity of the Jaffna University”.

“The military, which virtually runs the daily affairs of the north and the east despite the presence
of a so-called civil administration, is hell-bent on establishing its administration even in the
Jaffna University. It is unacceptable for the military to practise its anti-terrorism tactics on the
innocent students’ society in the war-ravaged Jaffna,” he told the JDS from Jaffna.

“The University administrations are under the University Grants Commission and Ministry of
Higher Education, and certainly not under the Ministry of Defence,” he said angrily reacting to
the recent military activities.

The University students who boycotted their classes initially for two days in protest of the attacks
have now decided to continue their boycott campaign indefinitely with the arrest of four fellow
students. The students are demanding that the University Administration should ensure the safety
and integrity of the University, instead of allowing the military to run the administration at their
will.

Meanwhile, the TNA and the Tamil National People’s Front (TNPF) have decided to launch a
joint protest rally in Jaffna on Tuesday (December 4) to condemn the ongoing military
aggression on the Jaffna students’ society.

Academics, clergy and members of the public want the Police and military banned from entering
the premises of the Jaffna campus, including the student hostels. If they insisted on visiting the
campus, they should seek the permission of the university authorities. Two separate letters and a
statement to this effect were issued last week.

Writing to President Mahinda Rajapaksa, the Jaffna University Science Teachers’ Association
(JUSTA) warned that “dragging innocent students through police stations and cells – as in the
1970s and 1980s – would harden them and breed contempt for the law and its enforcers.”

“Where there should be trust and co-operation, there is fear, resentment and then defiance,” the
association said. “Surely, we do not want the consequences of that again.”

In a separate communication, members of the clergy and the public expressed concern that Jaffna
University students had been arrested for campaigning against alleged Army human rights
violations.

 Describing the arrests as “baseless and politically motivated”, 121 persons, some representing
organisations, signed a document urging the Government to release the students, as there was no
clear evidence of wrong-doing. They also demanded legal assistance and family visits for the
detainees and an assurance that the students in custody would be treated well.

The statement was signed by religious leaders, including the Roman Catholic bishops of Mannar,
Jaffna, Anuradhapura, Galle and Kurunegala. Jaffna University students were boycotting classes
to protest these arrests and “acts of intimidation and attacks carried out by the Army,” the
statement pointed out, adding that many students had left their hostels, fearing further assaults or
arrest.

“The situation in the Jaffna University remains tense and volatile,” the statement said, adding that
the actions of the security forces would disrupt life at the university, academic work and threaten
the safety and security of the students on the campus.

The Jaffna University Science Teachers’ Association has called for intervention by President
Mahinda Rajapaksa. The Association said it wasforced to write to the President because no
official in Jaffna seemed “able to deal with the problem or to adequately comprehend our

concern.”

 

The association said there was no agreement or consensus among the university community on the action taken by some students to observe “Heroes’ Day.” The significance of the actions had to be discussed and differences of opinion sorted out, they said.

In the absence of a political settlement to the problems in the North and East, “residual influences” have been allowed to legitimise November 27 as a day of defiance, the association added.

President Rajapaksa has been in politics for several decades and was at the centre of two
insurgencies in the South, the Jaffna University Science Teachers’ Association said. The
President should therefore know that the defeat of an insurgent force does not extinguish or
eliminate the feelings or causes that gave rise to the insurgent movement, the JUSTA observed.

“Such feelings are not a police matter, but are rather to be handled as part of the political task of
reconciliation and rebuilding,” it was pointed out.

In an open letter to the Jaffna University Vice-Chancellor, the University Teachers’ Association
of Jaffna (UTAJ) called for the “immediate removal of military, Police and security checkpoints
around the campus (set up after November 27).”

It also demanded a guarantee that no outsider, particularly military or Police, be allowed to enter
the Jaffna University or hostels without permission from the university authorities.

Authorities have launched an investigation into an alleged multi-million rupee scam involving
the smuggling of Sri Lankan workers to U.S. bases in Iraq and NATO bases in Afghanistan,
senior officials said yesterday.

 Foreign Employment Secretary Nissanka Wijeyratne told the Sunday Times they were probing
the activities of an individual, alleged to have amassed millions through his clandestine
operations carried out through a third country.

“We are in possession of documentary evidence related to this issue and the matter is under
investigation at the highest level by a cross section of the authorities,” he said.

According to Mr. Wijeyratne, copies of the documents that include cleverly doctored entry visas
into the United Arab Emirates (UAE), have already been forwarded to the authorities at the
Defence, External Affairs Ministry (EAM) and the Sri Lanka Bureau of Foreign Employment
(SLFEB).

“According to available information, the workers were first taken to the UAE and later
transferred to NATO bases in Afghanistan and Iraq by charter flights that leave Terminal 2 at
Dubai International Airport,” he said.

“It was only last month that we set a trap involving the relevant agencies, at the Bandaranaike
International Airport (BIA), when a fresh batch of workers were bound for the NATO bases, but
the exercise proved futile as no one turned up,” Mr. Wijeyratne added.

Officials at the SLFEB’s Legal Division, said they were also examining the documents, mainly
the forged visas, and that, the matter would be shortly handed over to the police for further
investigations.

 “At the moment, there are only allegations and copies of forged visas for us to go on, but it is a
start, and we will probe this down to the wire,” Additional General Manager (AGM) SLFEB
Legal Division, M.A.C.K. Pemasiri told the Sunday Times.

“We will also look into allegations that officials at the Bureau may have connived with this
particular individual who is alleged to have been operating this racket for the past eight years,”
Ms. Pemasiri added.

 Head of Approval Division, SLFEB, Kalyani Herath said that, although there is no current ban
for Sri Lankans to travel to both these countries, approval for work at NATO bases is yet to be
sanctioned.

 “It is not clear how these people are getting there, but as far as the SLFEB is concerned, there are
no official records to confirm that Lankans had left the country for work in the NATO bases of
these two countries. If it is happening at all, then these people are being smuggled through
various channels,” Ms. Herath said.

 She added that, employment in these two countries are subject to several conditions that include
a NATO clearance and a safety insurance cover of US$ 15,000 or Rs 1.9 million per worker,
among other requirements.

She added that this is something the Immigration and Emigration authorities should look into
more closely because it largely involves the exit point at the BIA.

Immigration Controller Chulananda Perera said that he was not aware of such a smuggling ring,
but said that the matter would be investigated once his office is notified towards this end. “As of
now, I have not received any information,” he told the Sunday Times.Sources in the foreign
employment industry said that this particular individual had several contacts with senior
government officials who were allowing him to have a free run, and this has been going on for
the past several years.

“It will be damning, should the relevant authorities say they are not aware of this racket. We have
time and again raised the matter with the various authorities, even providing them with
documents and other evidence, but they opted to remain quiet all these years for reasons known
only to them,” the sources said.

 They added that the workers were being smuggled out to mainly dodge the pre-conditions, that

of the NATO clearance certificate and the massive insurance cover.

 

“These individuals could also pose a threat to the interests of these bases, as they are not screened and not accounted for at any end.”

 EAM Secretary Karunatilleke Amunugama said he was not aware of such a smuggling racket,
adding that, the security factor should be the concern of the NATO authorities who are offering
employment to these individuals.

However, he added that Colombo’s Mission in Baghdad has had reports of Lankans turning up
for employment in military bases in that country. “Their source of entry into the bases is not
known, but their presence could be confirmed,” Mr. Amunugama added.

கண்டி மாநகர் என்பது முற்றிலும் ஒரு மாறுபட்ட அமைப்பைக் கொண்டது. அதாவது நீண்டகாலமாக மூவினங்களும் ஒற்றுமையாகவும் இணக்கமாகவும் வாழ்கின்ற ஒருபகுதி.

ஆங்காங்கே சிறு சம்பவங்கள் ஏற்பட்ட போதும் அவை வெளியாரால் மேடை ஏற்றப்பட்டதே தவிர உள்ளுர் மக்கள் வெளிப்படையாக ஈடுபடுவதுமில்லை.

அப்படி பெரும்பான்மை இன கண்டி மக்களிடத்தில் இன ரீதியான குரோத உணர்வுகளை காண்பதற்கும் இல்லை.

கதை என்னவென்றால் அனுராதபுரம், தம்புள்ளை, தெஹிவளை, ராஜகிரிய, குருநாகல், பதுளை… என வந்துள்ள ஒருவகையான உணர்வு கண்டிப் பக்கமும் தலைகாட்ட ஆரம்பித்து விட்டது என்பது தான்.

நேற்று (8.12.2012) கண்டி நகரிலும் சுற்றுப்புறங்களிலும் ஒட்டப்பட்டிருந்த சுவரொட்டி எதைக் கட்டியம் கூறுகிறது என்பதை, யூகிக்க முடியுமே தவிர உறுதியாக எதையும் கூறமுடியாதுள்ளது.

ஓன்று மட்டும் நிச்சயம் தெரிகிறது பேரினவாதிகளின் அடுத்த இலக்கு கண்டி என்பது. இதற்கு இரண்டு உதாரணங்களைக் கூறமுடியும். ஓன்று இத்துடன் உள்ள சுவரொட்டி.

மற்றது கண்டி மீராமக்கம் பள்ளியில் முற்பக்க சுவரைப் பர்த்தால் தெரியும் அது என்ன என்பது.

மீராமக்காம் தர்ஹா மற்றும் பள்ளி போன்றன அமைந்துள்ள இடம் சிங்கள மன்னர் காலத்தில் முஸ்லிம்களுக்கு தானம் வழங்கப்ட்டது. அதுவும் அஸ்கிரிய பீடத்திற்குச் சொந்தமான காணியிலாகும்.

நூற்றாண்டுகள் பழைமை வாய்ந்த இந்த இடத்தில் அஸ்கிரிய பீடமும் மீராமக்கம் பள்ளியும் அயல் வீடுகள் போன்று காணப்படலாம். அதற்காக நாம் எமது பள்ளியை தாரை வார்க்கத் தேவையில்லை. அது அவர்களுக்குச் சொந்தமானது என உரிமை கொண்டாடவும் முடியாது.

ஆனால் அதன் சுவரில் பொறிக்கப்பட்டுள்ளது ‘அஸ்கிரிய விகாரைப் பிரதேசம்’ என்று.

பழக்கப்பட்ட எம்மவர்களுக்கு அது புரிவதில்லை. ஏனெனில் அஸ்கிரிய பிரதேசத்திற்கு போகும் பாதையை அல்லவா அது குறிக்கிறது என்று நாம் கண்டும் காணததுமாக உள்ளோம் இன்னும் பலவருடங்கள் சென்று பள்ளிச்சுவரிலே அஸ்கிரிய விகாரைப்பிரதேசம் எனப் பொறிக்கப்பட்டுள்ளதே. இது நீண்டகாலமாவே உள்ளதே. எனவே இது எமக்கு சொந்மதானது என
ஒருசாரார் உரிமை கொண்டாட வந்தாலும் வருவார்கள்.

இன்று தீகவாப்பி, கதிர்காமம் புனித பிரதேசம், பலாங்கொடையிலுள்ள ஜெய்லானியை அண்மித்த பகுதி என எவ்வளவோ உதாரணம் கூறலாம். இப்படி உரிமை கொண்டாடும் இடங்கள் எல்லாம் முன்னைய ஆதாரங்களை வைத்தே சொல்லப்படுகிறது. அப்படியாயின் இதுவும் பின் ஒரு
காலத்தில் முன் ஆதாரமாகலாமே. ஏதஜர் காலத்தில் கபளீகரம் செய்யப்படலாமே.

அத்துடன் கண்டியில் ஒட்டப்பட்டுள்ள சுவரொட்டியை உற்று நோக்கினால் சில உண்மைகள் தெளிவாகிறது. இது எவனோ ஒரு கோமாளி செய்தான் எனக் கருத முடியாது. ஏனெனில் இவ்வாறான போஸ்டர்கள் தொடர்ந்து எழுதிப் பழக்கப்பட்ட ஒருவரது கைவண்ணமாக உள்ளது. எனவே அதன் பின்னணியில் ஒரு திட்டமிட்ட குழு செயற்படுகிறது என்பது தெளிவு.

அத்துடன் ஒட்டப்பட்டுள்ள இடங்கள் மறைவான இடங்கள் அல்ல. சன நெரிசல் மற்றும் பாதுகாப்புப் படையினர் போன்றவர்கள் நடமாடும் மிகப் பிரதான சந்தி எப்பொழுதும் பொலீஸார் சேவையில் இருக்கும் இடம். தைரியமாகச் சென்று ஒட்டுவதற்கு சாதாணை ஒருவனால்
முடியாது.

மேலும் எமது சிந்தனையில் உதிக்காத யாருமே எதிர்பார்த்திராத ஒரு தனிநாட்டுப் பெயர் குறிப்பிடப்படுகிறது. அது …ஸ்தான் என முடிவதனால் பாகிஸ்தான், ஆப்கானிஸ்தான், கசகிஸ்தான், என்ற அடிப்படையில் இதுவும் ஒரு ..ஸ்தான். சபரிஸ்தான் என்றால் என்ன? என்ற விபரம் தெரியாது.

அத்துடன் முஸ்லிம் கடைகளில் பொருட்களை வாங்க வேண்டாம் என்று அதில் கூறப்படவில்லை. வாங்குவோமா? எனக் கேட்பதன் மூலம் மிகப் புத்தி சாதுர்யமாக விசக் கருத்தைப் புகட்டுவதாக உள்ளது. இது முஸ்லிம் வர்த்தகர்கள் மீது ஒரு காழ்ப்புணர்ச்சியை ஏற்படுத்துகிறது.

2025ம் ஆண்டு இலங்கை முஸ்லிம் நாடாகும் என்று கூறுவதற்கு எது  ஆதாரம் என்று தெரியவில்லை.

எனவே கூட்டு மொத்தமாக முஸ்லிமகள் மீது பொறாமை கொண்டு ஒரு குழு இயங்குவதையும் சட்டத்தை கையில் வைத்திருப்போர் கண்டும் காணாததுமாக இருப்பதும் தொட்டிலை ஆட்டும் செயல் என்பதும் தெளிவு. இன்னும் குழந்தையை கிள்ளத் துவங்கவில்லை. இன்று தொட்டிலை ஆட்டும் அதே கைகள் குழந்தையை கிள்ளி விட்ட பின்பும் ஆட்டமுடியும்.

 

எனவே நாம் என்ன செய்யவேண்டும் என்பதில் தீர்க்கமான முடிவு தேவை. எம்மை தூண்டுகிறார்கள். தூண்டி விட்டு மோதப் பார்க்கிரார்கள் என்பது தெளிவு. எனவே நாம் பொறுமைகாக்க வேண்டும். அதனால்தானோ சபர் – சபரிஸ்தான்(பொறுமை) எனப் பெயர்வைத்துள்ளார்களோ தெரியாது. அல்லது பர்மிய மொழியில் ஏதேனும் கருத்துக்கள் உள்ளதோ தெரியவில்லை.

CAIRO (Reuters) - A concession offered by President Mohamed Mursi failed to placate opponents who accused him on Sunday of plunging Egypt deeper into crisis by refusing to postpone a vote on a constitution shaped by Islamists.

Islamists say they see the referendum as sealing a democratic transition that began when a popular uprising toppled Hosni Mubarak 22 months ago after three decades of military-backed one-man rule.
Their liberal, leftist and Christian adversaries say the document being fast-tracked to a vote could threaten freedoms and fails to embrace the diversity of Egypt's 83 million people.

More protests were planned near Mursi's palace, despite tanks, barbed wire and other barriers installed last week after clashes between Islamists and their rivals killed seven people.
Mursi had given some ground the previous day when he retracted a fiercely contested decree giving himself extra powers and shielding his decisions from judicial review.

But the president insisted the constitutional referendum go ahead next Saturday and the Muslim Brotherhood, from which he sprang, urged the opposition to accept the poll's verdict.

Ahmed Said, a liberal leader of the main opposition National Salvation Front, described the race to a referendum as "shocking" and an "act of war" against Egyptians.

The Front has promised a formal response later on Sunday.

Egypt is torn between Islamists, who were suppressed for decades, and their rivals, who fear religious conservatives want to squeeze out other voices and restrict social freedoms. Many Egyptians just crave stability and economic recovery.

Brotherhood spokesman Mahmoud Ghozlan said the scrapping of Mursi's decree had removed any reason for controversy.

"We ask others to announce their acceptance of the referendum result," he said on the group's Facebook page, asking whether the opposition would accept "the basics of democracy".
The retraction of Mursi's November 22 decree, announced around midnight after a "national dialogue" boycotted by almost all the president's critics, has not bridged a deep political divide.
Prime Minister Hisham Kandil, a technocrat with Islamist leanings, said the referendum was the best test of opinion.

"The people are the makers of the future as long as they have the freedom to resort to the ballot box in a democratic, free and fair vote," he said in a cabinet statement.

"CONSTITUTION WITHOUT CONSENSUS"

But opposition factions, uncertain of their ability to vote down the constitution against the Islamists' organizational muscle, want the document redrafted before any vote.

"A constitution without consensus can't go to a referendum," said Hermes Fawzi, 28, a protester outside the palace. "It's not logical that just one part of society makes the constitution."

Egypt tipped into turmoil after Mursi grabbed powers to stop any court action aimed at hindering the transition. An assembly led by the Muslim Brotherhood and other Islamists then swiftly approved the constitution it had spent six months drafting.

Opponents, including minority Christians, had already quit the assembly in dismay, saying their voices were being ignored.

A leftist group led by defeated presidential candidate Hamdeen Sabahy demanded the referendum be deferred until a consensus could be reached on a new draft, saying there could be "no dialogue while blood is being spilled in the streets".

After the dialogue hosted by Mursi, a spokesman announced that the president had issued a new decree whose first article "cancels the constitutional declaration" of November 22. He said the referendum could not be delayed for legal reasons.

The decree ignited more than two weeks of sometimes bloody protests and counter-rallies in Egypt. Mursi's foes have chanted for his downfall. Islamists fear a plot to oust the most populous Arab nation's first freely elected leader.

The April 6 movement, prominent in the anti-Mubarak revolt, derided the result of Saturday's talks as "manipulation and a continuation of deception in the name of law and legitimacy".

Islamists reckon they can win the referendum and, once the new constitution is in place, a parliamentary poll about two months later. The Islamist-led lower house elected this year was dissolved after a few months by a court order.

Investors appeared relieved at Mursi's retraction of his decree, sending Egyptian stocks 4.4 percent higher on Sunday. Markets are awaiting approval of a $4.8 billion IMF loan later this month designed to support the budget and economic reforms.

The military, which led Egypt's transition for 16 turbulent months after Mubarak fell, told feuding factions on Saturday that only dialogue could avert "catastrophe". But a military source said these remarks did not herald an army takeover.
