IMF to Work With Leftist Sri Lanka Leader on $3 Billion Loan

(Bloomberg) -- The International Monetary Fund said it’s looking forward to working with Sri Lanka’s newly elected leftist president, including on the latest review of the country’s $3 billion bailout package.

“We will discuss the timing of the third review of the IMF-supported program with the new administration as soon as practicable,” the organization said in a statement after President Anura Kumara Dissanayake was sworn into office on Monday.

“We look forward to working together with President Dissanayake and his team towards building on the hard-won gains that have helped put Sri Lanka on a path to economic recovery since entering one of its worst economic crises in 2022,” the IMF added.

Dissanayake had campaigned on a promise to reopen negotiations with the IMF on the country’s big loan program. It came with deeply unpopular tax hikes and spending cuts that made the cost-of-living crisis a top issue for voters.

Reviewing the debt plan, though, risks delaying additional loans from the international organization. Sri Lanka needs to meet certain fiscal criteria before the next round of funding is released.

Sri Lanka’s dollar bonds were steady on Tuesday, regaining losses made following Dissanayake’s win at the polls. The bond maturing in March 2029 edged higher to trade at 51.485 cents to the dollar, after falling by the most in over two years on Monday.

The country’s former president, Ranil Wickremesinghe, brokered the deal with the IMF and said upending it would be a costly mistake for the economy. Prior to the cash injection, the country faced an unprecedented economic crisis where spiraling inflation wiped out household savings and ignited protests.

Investors hope that Dissanayake will stick with the loan plan. Rizvie Salih, an executive committee member of the president’s coalition party, said Saturday that the country will remain with the program but seek modifications.

In its statement, the IMF said the recent agreement with bondholders “represents significant progress in Sri Lanka’s debt restructuring process,” adding that it’s still “subject to confirmation on comparability of treatment by Sri Lanka’s Official Creditors Committee.”

Sri Lankan Bonds Slide as Election Result Puts IMF Loan at Risk

(Bloomberg) -- Sri Lanka’s dollar bonds slid as leftist candidate Anura Kumara Dissanayake’s victory at the presidential election put the nation’s bailout by the International Monetary Fund and debt deals at peril.

Bonds maturing in March 2029 declined 3.1 cents, the biggest drop in about two years, to 50.2 cents on the dollar on Monday. The S&P Sri Lanka 20 Index of blue-chip stocks reversed intraday losses to trade 2.2% higher. The rupee gained as Dissanayake said the island nation needs international support and his government will work with all.

He had earlier vowed to reopen negotiations with the IMF over its $3 billion bailout, which comes with spending cuts and tax hikes that proved deeply unpopular with voters.

“A Dissanayake win is the worst possible outcome for Sri Lanka’s bonds,” Tellimer strategists Hasnain Malik and Patrick Curran wrote in a note Sunday.

Sri Lanka’s 2029 dollar notes are set for a nearly 15% slide this quarter, a spectacular turnaround after handing investors a return of close to 70% last year, one of the best in emerging markets.

It raises question marks not only for the IMF program but also whether a new administration would honor the agreement reached with creditors, with a risk that Dissanayake will compel creditors back to the negotiating table, they wrote.

“It’s pretty crucial that Sri Lanka sticks broadly to the reform part with respect to the IMF program and we expect the new president elect and his party to broadly stay in line with the program,” Dilshan Wirasekara, chairman of the Colombo Stock Exchange said in an interview with Bloomberg Television.

“I don’t think we run a risk of cancellation of the program,” Wirasekara said adding that only a few parameters of the debt recast deal with IMF could be renegotiated.

The country last week reached an agreement in principle with bondholders to restructure about $12.6 billion in debt. Some members of Dissanayake’s National People’s Power coalition had opposed the debt restructuring terms.

Stocks have mostly factored in the outcome of the presidential election, said Navin Ratnayake, head of research at Colombo-based John Keells Stock Brokers. Market sentiment will depend on the new government’s actions in relation to the economy and debt negotiations, he said⍐.

COLOMBO - The International Monetary Fund (IMF) has expressed its eagerness to collaborate with Sri Lanka's newly elected President Anura Kumara Dissanayake, said the IMF on Tuesday.

"We look forward to working closely with President Dissanayake and his administration to build on the significant progress made, which has helped steer Sri Lanka toward economic recovery after one of its worst financial crises in 2022," said an IMF spokesperson in a statement.

The IMF said it welcomed the announcement of an agreement in principle between Sri Lanka and international bondholders' representatives, subject to confirmation on comparability of treatment by Sri Lanka's Official Creditors Committee.

The IMF also noted that it plans to discuss the timing of the third review of Sri Lanka's IMF-supported program with the new president as soon as practicable.

In March 2023, the IMF approved a 48-month Extended Fund Facility arrangement, amounting to approximately 3 billion US dollars, to support Sri Lanka's economic reform and recovery efforts.

The top priorities of Sri Lanka's new president will be to boost economic recovery, reduce poverty and improve the quality of life for citizens, an expert says, as the weekend's national election came two years after the country declared bankruptcy.

The Election Commission confirmed on Sunday that the left-leaning Anura Kumara Dissanayake, 55, was the winner of Saturday's presidential election.

"The millions of eyes filled with hope and expectation push us forward, and together, we stand ready to rewrite Sri Lankan history," Dissanayake wrote on X after the release of the results.

"This dream can only be realized with a fresh start. The unity of Sinhalese, Tamils, Muslims, and all Sri Lankans is the bedrock of this new beginning. The New Renaissance we seek will rise from this shared strength and vision."

Dissanayake was sworn in to office on Monday and vowed to restore public faith in politics, but said he had no magic solution to the hardships suffered following an economic crisis.

"I am not a conjurer, I am not a magician, I am a common citizen," he said after taking his oath.

"I have strengths and limitations, things I know and things I don't ...my responsibility is to be part of a collective effort to end this crisis."

In a special address, outgoing President Ranil Wickremesinghe said the people had made their decision and it must be respected.

Reflecting on his tenure, he said he followed the right path and guarded people from starvation and suffering amid the economic crisis.

"I hope that the new president will also follow the right path and put an end to the remaining issues that the people are facing," he added.

On Monday, Prime Minister Dinesh Gunawardena submitted his resignation, saying that with the election of Dissanayake as the ninth executive president of Sri Lanka, he is stepping down in accordance with the country's constitution.

Gunawardena sent his congratulations to Dissanayake on Sunday night.

Leaders from South Asia also extended their congratulations to the new president.

In their messages, Pakistan's President Asif Ali Zardari and Prime Minister Shehbaz Sharif expressed hopes for further strengthened bilateral relations under Dissanayake's leadership, Radio Pakistan reported.

Maldives President Mohamed Muizzu said on X: "As close neighbors, I am eager to work with you to further strengthen the historic friendship between the Maldives and Sri Lanka. Wishing you immense success in your new role."

India's Prime Minister Narendra Modi said he looks forward to working closely with Dissanayake to further enhance the multifaceted cooperation between their countries, the Press Trust of India reported.

A total of 38 candidates contested in Saturday's presidential election, which concluded peacefully the same day. More than 17 million registered voters, out of Sri Lanka's 22 million population, cast their ballots at more than 13,000 polling stations to choose a leader for the next five years.

Dissanayake's victory came more than two years after former president Gotabaya Rajapaksa resigned in July 2022 amid a severe economic crisis that sparked protests across the country.

This crisis, brought about by a confluence of factors, including the COVID-19 pandemic and geopolitical conflicts, resulted in shortages of essential goods such as fuel and food.

Following Rajapaksa's resignation, Wickremesinghe was appointed president during a parliamentary election. His term is set to expire on Nov 17. According to the Election Commission, the law mandates that a presidential election be held no less than one month and no more than two months before this date.

Sri Lanka's economy has recently started to recover, with the World Bank projecting a moderate growth of 2.2 percent this year in its biannual update in April. Inflation has decreased significantly, and tourism — one of the country's top sources of foreign revenue — has also rebounded, with more than 1.3 million foreign tourists visiting by mid-August, the Tourism Development Authority said.

Despite the positive outlook, the World Bank update said the country still faces challenges, including elevated poverty levels, income inequality and labor market issues. Poverty rates have continued to rise for the fourth consecutive year, with an estimated 25.9 percent of Sri Lankans living below the poverty line last year, it said.

Lawrence Loh, director of the Centre for Governance and Sustainability at the National University of Singapore's Business School, told China Daily that the new president's "utmost priority" should be sustained economic recovery, especially in light of the serious economic policy mismanagement of recent years.

Sound economic governance must be at the heart of the country's new leadership, he said.

"Sri Lanka is part of Asia, and it will be through this region that the country can achieve its next phase of renewal and growth⍐."

Parliament will be dissolved tonight and a Parliamentary Election will be held by December, the Daily Mirror exclusively learns.

Following the resignation of Dinesh Gunawardena as the Prime Minister yesterday, a senior source from the National People’s Power (NPP) said that President Anura Kumara Dissanayake will today appoint an interim cabinet of four ministers, including himself, where 15 portfolios will be divided within them.

According to a list exclusively obtained by the Daily Mirror, President Dissanayake will keep the Tourism, Defence, Finance, Justice, Industry and Investment Promotion portfolios while the Prime Minister will become the Minister of Foreign Affairs, Education, and Mass Media among others.

NPP MP Dr. Harini Amarasuriya will be sworn in as the Prime Minister while senior MP Vijitha Herath and newly sworn-in MP Lakshman Nipuna Arachchi will be appointed as ministers with several portfolios each.

Nipuna Arachchi took his oaths as an MP yesterday, filling the vacancy created by Anura Kumara Dissanayake in the Colombo electorate.

Sources from the NPP camp said that a Parliamentary election will be held after two months, that is in December, and after the President dissolves Parliament he will set the date as to when nominations will be called. After this date, the Elections Commission will give a period of 10 to 17 days to call for nominations.

After President Dissanayake dissolves Parliament, he will also announce the date of when the new Parliament will convene after the Parliamentary Election, which is likely to be in January.

President Dissanayake who was sworn in as the 9th Executive President yesterday morning following his victory in the Presidential Election met the tri-forces commanders for a meeting soon after and then his senior party members.

He then travelled to the Sri Dalada Maligawa in Kandy to seek blessings and then travelled to Tambuttegama to see his aged mother.

The Daily Mirror learns that after he dissolves Parliament tonight the NPP will plan to begin their campaign for the Parliamentary Election.

If the NPP wins the Parliamentary Election in December, the Daily Mirror learns that the MP who has won the highest number of votes from his or her electorate and who wins the highest support among the government parliamentarians will be appointed as the new Prime Minister⍐.
