மண்ணில் புதையுறப்போகும் எனது கண்களைப் பார்வை இல்லாத ஒரு தமிழ் இளைஞனுக்குப் பொருத்துங்கள். அது, மலரப்போகும் விடுதலைத் தமிழீழத்தைக் காணும் என்று நீதிமன்றத்தில் கூறிய ஒரே காரணத்துக்காக, குட்டிமணியின் கண்களைத் தோண்டி எடுத்து, காலில் போட்டு மிதித்துச் சிதைத்தது சிங்கள இராணுவம்.

30 ஆண்டுகளுக்கு முன் வெலிக்கடைச் சிறையில் நடந்த அவலம், இன்றும் தொடர்கிறது இன்னும் கொடூரமாய்.

2009-ம் ஆண்டு மே மாதம் சிங்கள இராணுவத்துக்கும் தமிழீழ விடுதலைப் புலிகளுக்கும் போர் முற்றிலும் முடிந்ததாக அறிவிக்கப்பட்டது.

அப்போது, 4,500-க்கும் மேற்பட்ட விடுதலைப்புலிகள் சிங்கள அரசாங்கத்தால் கைது செய்யப்பட்டனர்.

அவர்கள் மீது எந்த வழக்கும் போடாமல்... விசாரணையும் செய்யாமல் கடந்த மூன்று ஆண்டுகளாக சிறையில் அடைக்கப்பட்டுள்ளனர்.

இது குறித்து கடந்த 27.5.2012 தேதியிட்ட ஜூனியர் விகடன் இதழில் 'வழக்குப் போடு அல்லது விடுதலை செய்’ என்ற தலைப்பில் கட்டுரை வெளியிட்டிருந்தோம்.

ஒரு மாதத்துக்குள் உங்களின் பிரச்னைகள் அனைத்துக்கும் தீர்வு காணப்படும்’ என்று அப்போது வாக்குறுதி தரப்பட்டது. ஆனால், இதுவரை எந்தத் தீர்வும் காணப்படவில்லை.

இந்தச் சூழ்நிலையில், வவுனியா சிறையில் இருந்த மூன்று அரசியல் கைதிகளை விசாரணைக்கு அழைத்துச் சென்றது சிங்கள இராணுவம். அவர்கள் மீண்டும் சிறைக்கு அழைத்து வரப்படவே இல்லை.

இது புலிகள் மத்தியில் சந்தேகத்தையும் ஆத்திரத்தையும் ஏற்படுத்தியது. சிறையில் வேறென்ன செய்ய முடியும்? தங்கள் எதிர்ப்பைத் தெரிவிக்க 32 கைதிகள் உண்ணாவிரதம் தொடங்கினார்கள்.

அவர்களைச் சாப்பிட வைக்க சிங்கள அதிகாரிகள் பலாத்காரத்தைப் பிரயோகித்தனர். அப்போது அனைத்துப் புலிகளும் ஒன்று சேர்ந்து சிறை அதிகாரிகளை சிறைப்பிடித்துக் கொண்டார்கள். இது சிங்களத் தரப்பை ஆத்திரம்கொள்ள வைத்தது.

உரிமைக்காகக் குரல் கொடுத்த கைதிகள் மீது சிங்கள இராணுவத்தினர் தங்கள் வெறித்தனத்தைத் தீர்த்துக்கொள்ள ஓர் 'அரிய’ வாய்ப்பு கிடைத்தால் விடுவார்களா? சிறை அதிகாரிகளைக் காப்பாற்றுவதாகச் சொல்லி சிறைக்குள்ளே கடுமையான தாக்குதலைத் தொடங்கினர்.

தண்ணீரைப் பீய்ச்சியடித்தும் கண்ணீர் புகைக் குண்டுகள் வீசியும் அனைத்துக் கைதிகளையும் மயக்கமடைய வைத்திருக்கிறார்கள்.

மயக்க நிலையிலேயே பலரை அனுராதபுரம் சிறைக்கும் பின்னர் மகர சிறைக்கும் கொண்டு சென்றுள்ளது சிங்கள காவல்துறை.

அங்கு, தமிழ்க் கைதிகள் தனித்தனியாகப் பிரிக்கப்பட்டு தாக்கப்பட்டு உள்ளனர். சிங்களக் கைதிகளைக்கொண்டு தமிழ்க் கைதிகளைத் தாக்கினர்.

பூட்ஸ் கால்களை நக்கச்செய்தும் முகத்தில் எச்சிலைத் துப்பி உதைத்தும் கொடுமைப்படுத்தி இருக்கிறார்கள்.

இப்போது தமிழ் அரசியல் கைதிகள் பலரும் கை, கால்கள் முறிக்கப்பட்டு ரத்தக் காயங்களுடன் கிடக்கின்றனர். அவர்களுக்கு மருந்தும் கிடையாது, உணவும் கிடையாது.

இந்தத் தாக்குதலில், மகர சிறைச்சாலை மருத்துவ மனையில் சேர்க்கப்பட்ட நிமலரூபன் என்ற 28 வயது இளைஞர் கடந்த 4-ம் தேதி இறந்து போனார்.
இவர் வவுனியாவில் உள்ள நெளுக்குளத்தைச் சேர்ந்தவர்.

இறந்த பிறகே மருத்துவமனைக்குக் கொண்டு வரப்பட்டார் நிமலரூபன்.
மாரடைப்பு வந்து இறந்ததாக சிங்களக் காவல்துறை சொல்கிறது.

'மாரடைப்பால் இறந்தவருக்கு உடம்பெல்லாம் இரத்தக் காயம் இருக்குமா?’ என்று கேட்கிறார்கள் தமிழீழ மனித உரிமை ஆர்வலர்கள்.

அடித்து உதைக்கப்பட்ட பல கைதிகள் இன்னமும் கோமா நிலையில் இருக்கிறார்கள்.

கிருபாகரன், முத்துராஜா தில்ரூகசன், சரவணமுத்து யோகராஜா போன்ற கைதிகள் கோமா நிலையிலும் கால்கள் கட்டப்பட்ட நிலையில் மருத்துவமனையில் உயிருக்குப் போராடி வருகின்றனர்.

இறந்த நிமலரூபனின் உடலை, அவரது சொந்த ஊரான வவுனியாவுக்கு எடுத்துச் செல்லக்கூட காவல்துறை அனுமதிக்கவில்லை.

அவருடைய பெற்றோர் எவ்வளவோ மன்றாடியும்... அவரது உடலை மகர பகுதியிலேயே அடக்கம் செய்து விட்டார்கள்.

சுமார் 150 வரையிலான விடுதலைப் புலிகள் இயக்க சந்தேகநபர்கள் தடுத்து வைக்கப்பட்டுள்ள, மகசின் விளக்கமறியல் சிறைச்சாலையில் நேற்று முன்தினம் இரவு திடீர் தேடுதல்கள் நடத்தப்பட்டுள்ளன.

நேற்றுமுன்தினம் இரவு 8 மணிக்குத் தொடங்கிய இந்தத் தேடுதல் சுமார் இரண்டு மணிநேரம் வரை நீடித்தது.

இந்தத் தேடுதலுக்கு, குண்டுகள், உலோகங்களை கண்டுபிடிக்கும் – மெட்டல் டிடெட்டர்- கருவிகளும் பயன்படுத்தப்பட்டுள்ளன.

இந்தத் தேடுதலின்போது, சிறைச்சாலையின் பல்வேறு இடங்களிலும் மறைத்து வைக்கப்பட்டிருந்த செய்மதித் தொலைபேசிகள் உள்ளிட்ட 36 கைத்தொலைபேசிகள் கைப்பற்றப்பட்டுள்ளதாக சிறிலங்காவின் சிறைச்சாலை அதிகாரிகள் தெரிவித்துள்ளனர்.

இங்குள்ள சிறைக்கைதிகள் வெளிநாடுகளில் உள்ள விடுதலைப் புலிகளின் செயற்பாட்டாளர்களுடன் தொடர்புகளை வைத்திருந்துள்ளதாகவும், இந்த தொலைபேசிகளை சிறைக்குள் கொண்டுவர சிறைச்சாலை அதிகாரிகள் உடந்தையாக இருந்துள்ளனர் என்றும் அந்த அதிகாரிகள் கூறியுள்ளனர்.

இதையடுத்து விடுதலைப் புலிகளின் சந்தேகநபர்களுடன் தொடர்புகளை வைத்திருந்த சிறைகாவலர்களை அடையாளம் காணும் விசாரணைகளும் ஆரம்பிக்கப்பட்டுள்ளன.

வவுனியா சிறைச்சாலையில் இடம்பெற்ற தேடுதலை அடுத்து 57 கைத்தொலைபேசிகள் அங்கு கைப்பற்றப்பட்டன.

அதையடுத்து, கொழும்பு, அனுராதபுர, காலி, நீர்கொழும்பு, மகர சிறைகளிலும் தேடுதல்கள் நடத்தப்பட்டு 100இற்கும் அதிகமான கைத்தொலைபேசிகள் கைப்பற்றப்பட்டுள்ளன.

Elections to Sri Lanka’s northern provincial council will take just over a year from now. “We want to hold elections in September 2013,” President Mahinda Rajapaksa told The Hindu. “We are working towards it [the elections] in a systematic manner.”

In an interaction at his official residence, Temple Trees, here, Mr. Rajapaksa said there were many issues to be resolved ahead of holding of elections. The primary one related to the electoral rolls. People who fled when the Tamil Tigers were in power and during the war were still coming in and staking claim to their land and property after the defeat of the Tamil Tigers in May 2009. These people too had to be accommodated in the rolls.

The last rolls were more than 30 years old and had no relation to the current eligible voters in the province.

The second issue was the completion of the rehabilitation and resettlement process. This was on with international support and was expected to be completed soon. Livelihood issues too were being addressed.

The holding of elections hold the key to moving forward on the question of granting Tamils the political space they lacked. In fact, this should have been possible soon after the India-Sri Lanka accord of 1987 (later called the 13th Amendment because the Sri Lankan Constitution was subsequently amended to include this provision), which also had a clause on devolution of powers. Ironically, the amendment benefitted all the other regions — albeit in a very limited manner — and all the provinces, barring the North, had a provincial council.

On the issue of glaring visibility of the Army in all walks of life, Mr. Rajapaksa said he had instructed that the Army should be visible only when required.

Mr. Rajapaksa refused to accept that the Indian vote against Sri Lanka in the United Nations Human Rights Council was because Colombo did not implement the promises it made to the Council in 2009. Insisting that his government had worked on all the promises that were delivered and was serious about fulfilling all undertakings that were given, he said he had even said that he was willing to go beyond the 13th Amendment.

Clarifying for the first time what the plus was, Mr. Rajapaksa said this was the creation of a Senate. “I said 13th Amendment plus. Then Shankar [Shiv Shankar Menon, Indian National Security Adviser] remarked if I meant the creation of a Senate, and I said yes.”

Mr. Menon had met Mr. Rajapaksa on June 29 on post-Geneva issues. India is the chair for the Universal Periodic Review at the UNHRC that comes up in November.

Mr. Rajapaksa made it clear that the creation of a Senate and the fleshing out of a solution needed to come from Parliament. “This is [where] the Parliamentary Select Committee is important,” he said
When The Hindu brought to his notice the plight of five fishermen from Tamil Nadu, who were being held in a Jaffna prison since November 28, 2011, he said he would first ascertain the facts of the case. He had called the Inspector General of Police and received an update on the issue.

At least 76 people have been injured in Madrid as clashes flared up between protesters and police, the latter using rubber bullets. Thousands of Spaniards turned out against new cuts introduced by the government.

Those injured include 33 police officers and 43 protesters – miners and their supporters.

Minor arrests have been made so far, with seven people being detained. Three of those arrested reportedly threw bricks at police, local El Pais newspaper reported.

Protesters panicked and sought shelter as police began to disperse the crowd, Olvidio Gonzalez, 67, a retired miner from the northern Asturias region told AP.

“We were walking peacefully to get to where the union leaders were speaking and they started to fire indiscriminately. There was no warning,” said Gonzalez, who was also struck by a rubber bullet.

About 200 people remain surrounded by dozens of police in front of parliament, Twitter user Danips posted on his microblog.

Some media reports suggest a spontaneous demonstration flared up in front of parliament. Protesters are calling on Spaniards via Twitter to join bigger protests at 19:30 local time.

Protesters disagree with a 63 per cent cut in subsidies to coal mining companies, major contributors to the Spanish energy market. Unions say the plan threatens 30,000 jobs and could destroy their livelihoods.

Miners, who were hiking from the north of the country for the past two weeks, have been joined by tens of thousands of Spaniards also protesting against Prime Minister Mariano Rajoy’s tax hike.

The prime minister announced his decision to raise VAT by 3 per cent as part of the plan to trim the public budget by 65 billion euro over the next two-and-a-half years. Rajoy also declared a 3.5-billion-euro cut to local government spending.

Many protesters marched more than 400 kilometers (250 miles) from mines in northern Spain.

As protesters call for more demonstrations to make their voices heard journalist and writer Miguel-Anxo Murado told RT that the government seems to underestimate the protests. 

“They think they can cope with these protests partly because mining regions are localized in certain areas of the country. These are small areas. So they think that this will not affect the rest of the country. The truth is that the miners are getting a lot of solidarity because many people relate to them and see their problems as their own problems,” he said.

Asian Tribune: Do you believe in an undivided united Sri Lanka?

Suresh Premachandran: We have told again and again, several times and Mr. Sampanthan - leader of the TNA has told repeatedly, that ‘we wants to resolve our problems within a united Sri Lanka.’ Therefore, there is no point in asking again and again, “do we believe in a united Sri Lanka?”.

The Tamil people want to have the share of their political power. They want the political settlement. They want to look after themselves. This must be clearly understood by the leaders of the government.

It is better to allow the people to decide for themselves - what to do and how to do. Let the people do their own development work. Why do you want to decide from Colombo? - Asked Suresh Premachandran.

The TNA parliamentarian Suresh Premachandran said, “Actually it is more and more alienating the people from the government and the government could not win the hearts and minds of the people.

The best example is in the parliamentary elections and in the local government elections, TNA won convincingly. You must consider why the Tamil people are voting for the TNA?
In fact Tamil people wanted to look after themselves. They want to develop their own area. They want to keep their own security. They want to take care of their children’s education, their economical growth and they want to do all these for themselves.

Suresh Premachandran when talking to Asian Tribune said at present, the land issue is the primary issue. We are not against Arm Forces. You know in 1983 also they had a camp at Palaly. And also in Vavuniya and they can go back to the 1983 position.

He said If the government want to keep their armed forces in the North and East and if they want to grab lands and if they want to put up the Buddhist temples where there are no Buddhists, then the Tamil people will think that there is no point in talking to this government and there is no point in living in this country. So they have only an option of going out of this country or fight back.
Given below excerpts of the interview Asian Tribune had with Suresh Premachandran M.P., one of the important leaders of the Tamil National Alliance:

Asian Tribune: I want to ask you whether TNA is contesting in the Eastern Provincial Council?
Suresh Premachandran: We are contesting.

Asian Tribune: What about any alliance with Sri Lanka Muslim Congress?
Suresh Premachandran: The TNA is the only alliance we are having. The Muslim Congress to my knowledge and understanding, they will be with the government.

Asian Tribune: There were some reports to say that TNA is also seeking alliance with the Sri Lanka Muslim Congress?
Suresh Premachandran: Yes we told them, but all depend on them.

Asian Tribune: Have you contacted them?
Suresh Premachandran: Yes we have sent our request and we told them very clearly, but all depend on them.

Asian Tribune: Regarding the resettlement - you staged a satyagaraha recently at Thirumurukandy. What is the latest on the resettlement?
Suresh Premachandran: You know very well that the land grabbing matters are still going on in the North and Eastern Provinces. So in the North, so many thousands of acres of land have been taken by the Sri Lankan arm forces for their own requirements. There are state lands, as well as private lands involved in the acquisition by the Army.
In the case of the lands in the Thirumurukandy village is concern, all the lands over there belongs to the private people. That the people wanted to go back to their own area.
According to the Geneva Convention, the displaced people have the right to go back to their own lands. But Sri Lankan government is telling the world that they are sending them back to their original places, and resettling them. Unfortunately in Thirumurukandy they didn’t allow the people to go and resettle in their own lands. That is why we staged an agitation against the government, likewise you know in Jaffna, in Mannar because of government’s involvement in the land grabbing.

Asian Tribune: What is happening in Mannar?
Suresh Premachandran: In Mannar also the Navy has taken over a complete village called Mullikulam, located in the Muslai Divisional secretariat area. That village is located very closer to the sea. The fishermen of that area were not even given a place to go and settle down. The fact is that people belongs to Mullikulam are displaced and they don’t have a place to go. That area is being taken by the Sri Lanka Navy. They have put up a camps there. Now they have brought their families also.
So these poor people of Mullikulam do not have any place to go. Now they are in the jungle. The government did not clear the jungle and resettle them even in the jungle. They are simply there.
This is a small example and in other parts of Mannar also, there are several other areas where the Army wanted put up their camps. The place called Channar in Mannar district and there also the Army has taken a very large amount of area to put up the camp and so the people could not stay there.
There are several areas in the Mullaitivu district, in Kilinochchi district, in Vavuniya and Mannar districts and also in the Jaffna district. So, all these areas are facing the same problem.
We are not against the armed forces. You know in 1983 also they had a camp at Palaly. And also in Vavuniya and they can go back to the 1983 position.
Why still they need such a huge area. In Jaffna they are occupying large number of houses. In Tellipalai area in the 24 Grama Sevaka divisions they did not allow people to go back for the last 25 years. Also in Mathagal in the place call Thiruvadinilaiyam, Navy want a huge area of land, may be runs into hundreds of acres.

Asian Tribune: I want to know details of you all staging of Satyagraha
Suresh Premachandran: Satyagraha is the democratic way of protest. We are showing our anger and frustration and tell the government “look here, hundreds of thousand displaced persons need resettlement and government must come forward to resettle them as the citizens of this country.

Asian Tribune: Do you believe in an undivided united Sri Lanka?
Suresh Premachandran: We have told again and again, several times and Mr. Sampanthan - leader of the TNA has told repeatedly, that ‘we wants to resolve our problems within a united Sri Lanka.’
Therefore, there is no point in asking again and again, “do we believe in a united Sri Lanka?”.
The way the government behaves is simply pushing the Tamil people into a corner.
He said If the government want to keep their armed forces in the North and East and if they want to grab the lands and if they want to put up the Buddhist temples where there are no Buddhists, then the Tamil people will think that there is no point in talking to this government and there is no point in living in this country. So they have only an option of going out of this country or fight back.

Asian Tribune: What do you mean by ‘fight back’?
Suresh Premachandran: You know, when we say fight back, Late Mr. S.J.V. Chelvanayagam fought with the succesive governments for more than 30 years. And again for another 30 years there was a violent struggle.
And if now the government thinks that there is no need to give the Tamils their rights back, then that all available and acceptable democratic process we will use to retrieve our rights.

In fact Tamil people wanted to look after themselves; they want to develop their own area. They want to keep their own security. They want to take care of their children’s education, their economical growth and they want to do all these for themselves.

So why can’t the government give the powers to them so that they can do as they wish.
There are several countries like in Switzerland, like in India, like in Canada , like in Australia and similarly there are various other countries, they are having a system where people are living together and looking after their own economy in their own states, or in cantons or in their provinces. So why can’t the government of Sri Lanka do something like that.

Asian Tribune: Are you happy with the development works this government is doing in the North and East? Do you think that the government can win the hearts and minds of the Tamil people through these development works?
Suresh Premachandran: No ... not at all. Because the entire population is badly affected.

1. They want to go back to their own land

2. They need assistances to build their houses.
3. They need some help for their livelihood

Unfortunately, these things are not there. But the government is only putting up the highways. These highways may be helpful for the army for their easy movements.

It is better, let the people decide for themselves what to do and how to do. Let the people do their own development work. Why do you want to decide from Colombo?

Actually it is more and more alienating the people from the government and by this the government could not win the hearts and minds of the people.

The best example is in the last parliamentary elections and in the local government elections, TNA won convincingly. You must consider why the Tamil people are voting for the TNA?
Because, the Tamil people want to have the share of their political power. They want the political settlement. They want to look after themselves. This must be clearly understood by the leaders of the Government.

குறிப்பாக, கொல்லப்பட்ட பொதுமக்களின் எண்ணிக்கை தொடர்பில் அடிப்படை ஆதாரமற்ற தகவல்கள் முன்வைக்கப்பட்டு வருவதாக அவர் கூறினார்.

7 ஆயிரம் முதல் 40 ஆயிரம்பேர் வரையில் என அமைந்துள்ள இந்த எண்ணிக்கைகள் சுயாதீனமான ஆதாரங்களை கணக்கில் எடுக்காமல் கூறப்பட்டவை என்றும் கோட்டாபய கூறியிருக்கிறார்.

ஆட்சேதங்கள் பற்றிய ஐநாவின் இலங்கைக்கான ஆய்வுக்குழுவின் அறிக்கையில், 2008-ம் ஆண்டு ஆகஸ்ட் மாதம் முதல் 2009ம் ஆண்டு மே மாதம் 13ம் திகதி வரையான காலப்பகுதியில், அதாவது போர் முடிவடைந்ததாக அறிவிக்கப்பட்ட மே 18ம் திகதிக்கு சில தினங்களுக்கு முன்னர்வரை, 7,721 பேர் தான் கொல்லப்பட்டிருக்கிறார்கள், 18,479 பேர் காயமடைந்திருக்கிறார்கள் என்று கூறப்பட்டதாகவும் அதனைக் கருத்தில் கொள்ளாமலேயே ஐநாவின் நிபுணர்குழு 40,000 பேர் அளவில் கொல்லப்பட்டிருக்கலாம் என்று கூறியிருப்பதாகவும் அவர் தெரிவித்துள்ளார்.

'தெளிவுபடுத்தவே சனத்தொகை கணக்கெடுப்பு'

இதனை தெளிவுபடுத்த வேண்டிய தேவை அரசுக்கு இருந்தபடியால்தான், அரசாங்கத்தின் சனத்தொகை புள்ளிவிபரத்துறை, வட மாகாணத்தில் இறுதிக்கட்டப் போரில் கொல்லப்பட்டவர்களின் எண்ணிக்கையை கணக்கெடுத்துள்ளதாக பாதுகாப்புச் செயலாளர் கூறினார்.

இதன்படி, இறுதிக்கட்டப் போரின்போது, 8000க்கும் குறைவானவர்கள்தான் கொல்லப்பட்டிருக்கிறார்கள் என்றும் இவர்களில் விடுதலைப் புலிகளும், அவர்களால் கொல்லப்பட்ட பொதுமக்களும், மோதலின் இடைநடுவில் சிக்கிக் கொல்லப்பட்டவர்களும் அடக்கம் என்றும் கோட்டாபய கூறினார்.

'இறுதிக்கட்டப் போர் தொடங்கியபோது கிட்டத்தட்ட 25 ஆயிரம் விடுதலைப்புலிகள் இருந்தார்கள், அவர்களில் 12 ஆயிரம் பேர் வரையில் படையினரிடம் சரணடைந்துவிட்டார்கள். இதன்படி, கைப்பற்றப்பட்ட விடுதலைப் புலிகளின் சடலங்களின் எண்ணிக்கையை வைத்துப்பார்த்தால், கிட்டத்தட்ட 4600 போராளிகள் கொல்லப்பட்டிருக்கிறார்கள். இவர்களில் போரிடுவதற்காக விடுதலைப் புலிகளால் நிர்ப்பந்திக்கப்பட்ட பொதுமக்களின் எண்ணிக்கை சேர்க்கப்படவில்லை' என்றும் அவர் தெரிவித்திருக்கிறார்.

இதேவேளை, இறுதிப்போரில் கொல்லப்பட்டதாகக்கூறப்படும் 7,896 பேரில் பெரும்பாலானவர்கள் புலிகள் தான் என்று வெளிநாட்டுத் தூதர்களின் பயிற்சி முகாமில் கோட்டாபய ராஜபக்ஷ கணக்குக் காட்டியிருக்கிறார்.

அதேபோல், 2009 ஜனவரி முதல் மே வரையான காலப்பகுதியில் 2,635 பேர் காணாமல் போயிருக்கிறார்கள், அவர்களில் பலர் வெளிநாடுகளுக்கு படகுகளில் சென்றுவிட்டார்கள். இவர்கள் பற்றிய விபரங்களை மற்ற நாடுகள் தந்து உதவவில்லை என்றும் அவர் கூறியிருக்கிறார்.

காணாமல்போனவர்களை கண்டுபிடிப்பதற்காக அரசு யுனிசெஃப்பின் உதவியுடன் வேலைத்திட்டத்தை முன்னெடுத்திருப்பதாகவும், வயது வந்தவர்கள் 1888 பேரையும், சிறார்கள் 676 பேரையும் கண்டுபிடித்துத் தருமாறு குடும்பங்களிடமிருந்து விண்ணப்பங்கள் வந்துள்ளதாகவும், காணாமல்போயுள்ள 64 வீதமான சிறார்கள் விடுதலைப் புலிகளால் படையில் சேர்க்கப்பட்டவர்கள் தான் என்றும் இலங்கை பாதுகாப்புச் செயலாளர் தெரிவித்துள்ளார்.

இதேவேளை, இலங்கைப் படையினரின் நடவடிக்கைகளால் கொல்லப்பட்டவர்கள் எத்தனைபேர், காணாமல்போனவர்கள் எத்தனைபேர் என்று எழுகின்ற குற்றச்சாட்டுக்கள் மற்றும் கேள்விகளுக்கான பதில்களைத் தரக்கூடிய புள்ளிவிபரங்களை கோட்டாபய ராஜபக்ஷ இங்கு தெளி்வாக முன்வைக்கவில்லை.

வவுனியா சிறைச்சாலையில் தாக்கப்பட்டு மகர சிறைச்சாலைக்கு கொண்டு செல்லப்பட்டு தற்போது ராகம வைத்தியசாலையில் இரண்டு கால்களும் சங்கிலியால் பிணைக்கப்பட்டு கோமா நிலையிலுள்ள தமது மகனான முத்துராஜா டில்ரூக்‌ஷனைக் காப்பாற்றுமாறு அவரது தாயார்
உருக்கமான கோரிக்கை ஒன்றை முன்வைத்துள்ளார்.

தமது மகன்  ஐந்து வருடங்களுக்கு முன்னர் காணாமல் போனவர் எனவும் மன்னார் இலுப்பைக்கடவையைச் சேர்ந்த இந்தப் பெண் தெரிவித்தார்.
இவர் தன்னுடைய கணவர் அந்தோனி முத்துராசா மற்றும் பிள்ளைகள் உறவினர்கள் சகிதம் நேற்று மன்னார் நகருக்கு வருகை தந்து மன்னார் மாவட்ட ஆயர் வண. இராயப்பு ஜோசப், மன்னார் மாவட்ட எம்.பி. வினோநோகராதலிங்கம் ஆகியோரைச் சந்தித்து தமது மகனைப் பாதுகாப்பதற்கு உதவுமாறு உருக்கமாகக் கோரியுள்ளார்.

முத்துராஜா டில்ரூக்‌ஷன் 2006 ஆம் ஆண்டு தொழில்வாய்ப்புப் பெற்று கட்டார் சென்றுள்ளார். அங்கிருந்து அவர் தமது குடும்பத்துடன் அடிக்கடி தொடர்புகொண்டுள்ளார். இந்தநிலையில் 2007 ஆம் ஆண்டு நவம்பரில் நாடு திரும்பிய பின்னர்  இவர் மன்னார் பகுதியில் வைத்து கைது செய்யப்பட்டார்.
அப்போது குடும்பத்தினருடன் தொடர்புகொண்டிருந்த அவர், மன்னார் பகுதியில் போர் இடம்பெற்று அவரது குடும்பத்தினர் அங்கிருந்து இடம்பெயர்ந்த பின்னர் தொடர்பற்றிருந்துள்ளார்.

இந்தநிலையில் கடந்த வாரம் இவர் ராகம வைத்தியசாலையில் கோமா நிலையில் இருப்பதை அறிந்த பெற்றோர் அங்கு சென்று அவரைப் பார்த்துள்ளனர். தமது மகன் இரு கால்களும் சங்கிலியால் கட்டப்பட்ட நிலையில் கோமா நிலையில் உயிருக்குப் போராடிக்கொண்டிருப்பதாகவும்

இன்று பிற்பகல் 2.30 மணியளவில் நடைபெற்ற இந்த ஆர்ப்பாட்டத்திற்கு 'அரசியல் கைதிகளை விடுதலைச் செய்வதற்கான அமைப்பு' அழைப்பு விடுத்திருந்தது.

நிமலரூபனைப் படுகொலைச் செய்தது இந்த அரசாங்கமே. தமிழ் அரசியல் கைதிகளை அடித்து துன்புறுத்தி நாட்டின் பல்வேறு சிறைகளிலும் அடைத்து வைத்திருக்கும் இந்த அரசாங்கம் அவர்களுக்கு தேவையானவர்களை மாத்திரம் விடுதலைச் செய்கின்றது.

அந்த வரிசையில் கருணா, பிள்ளையான், கே.பி, ஏன் தமிழினியையும் விடுதலை செய்துள்ளது.

ஆனால் தமிழ் அரசியல் கைதிகள் விடுதலை செய்யப்படவில்லை.
நிமலருபன் தொடர்பில் அரசு இழைத்திருப்பது பாரிய தவறு என்பதுடன், இது பாரிய கொலையாகும். இந்த கொலைக்கு அரசாங்கம் கூடிய விரைவில் பதில் தரவேண்டும் எனவும் மனோ கணேசன் குறிப்பிட்டார்.

இதேவேளை இந்த ஆர்ப்பாட்டத்தில் கலந்து கொண்ட மனித உரிமை செயற்பாட்டாளாரும் நாம் இலங்கையர் அமைப்பின் தலைவருமான உதுல் பிரேமரத்ன இவ்வாறு தெரிவித்தார்,

விடுதலைப் புலிகள் என அவர்கள் மீது குற்றச்சாட்டுக்கள் முன் வைக்கப்பட்டுள்ளன. ஆனாலும் அவர்கள் எமது சகோதரர்கள் என குறிப்பிடுவதற்கு நான் அச்சப்படமாட்டேன். இவ்வாறான ஒரு சகோதரனையே கடந்த சில நாட்களுக்கு முன்னர் கொலை செய்தனர்.
அரசாங்கத்தின் பாதுகாப்பு தரப்பினரால் விசேடமாக கொழும்பிலிருந்து சென்ற சிறைச்சாலை அதிகாரிகளினால் தாக்கப்பட்டு நிமலரூபன் உயிரிழந்துள்ளார்.

இதனை நாம் மறக்க கூடாது. இது சாதாரண ஒரு விடயமல்ல. கைது செய்யப்பட்டு அரச பாதுகாப்பு பிரிவின் பாதுகாவலில் இருந்த ஒருவர் அடித்துக் கொல்லப்படுவதானது ஒரு பாரிய விடயமாகும். இதனை யாரும் மறந்துவிடக்கூடாது.

இந்த தாக்குதலானது இந்த நாட்டிலே தமிழர்களுக்கு உரிமை இல்லை, அப்படி உரிமை கோரினால் தடியடிப் பிரயோகம் நடத்தப்படுவதுடன், மண்டை உடைக்கப்படும் என்பதனையே வெளிப்படுத்தியுள்ளது.

எனவே கொல்லப்பட்ட நிமலருபனுக்கு நியாயம் கிடைக்கவேண்டும் என்பதுடன், அவரது இறுதிக் கிரியைகள் அவரது சொந்த கிராமத்திலேயே நடத்தப்படவேண்டும் எனவும் உதுல் பிரேமரட்ண வலியுறுத்தினார்.

Econintersect:  A bombshell report from Reuters today (10 July 2012) suggests the Federal Reserve Bank of New York (NY Fed) knew of the LIBOR (London Interbank Overnight Rate) manipulation scandal five years ago.  Here is what Reuters said today:

The Federal Reserve Bank of New York may have known as early as August 2007 that the setting of global benchmark interest rates was flawed. Following an inquiry with British banking group Barclays Plc in the spring of 2008, it shared proposals for reform of the system with British authorities.

The Reuters article gives many details of the criticism now leveled at the Fed for not taking firmer action.

"It appears that some regulators, at least at the New York Fed, indeed knew there was a problem at that time. New York Fed staff have subsequently presented some very good research on the likely level of distortions in Libor reporting," Duffie said. Tamils only wanted reasonable and acceptable political solutions within an undivided country.
India a regional power is against the concept of a divided country. Therefore what is the fear
and why the government is foot-dragging in coming up with an acceptable political solution,
asked Mano Ganeshan.

The Leader of the Democratic Front Mano Ganeshan said the solution to the Tamil issue is long
overdue and the Government must come forward with an acceptable solution, without any delay.
He insisted that the Government should come forward to hold the Northern Provincial Council
election without further delay. He said while talking with the there was a Government
announcement that the Subragamuwa, North Central and Eastern Provincial Councils would be
dissolved this midnight and date for the elections would be announced soon.

Mano Ganeshan insisted that the Government should come forward to hold the Northern Provincial
Council election without further delay. He said that Government should stop giving flimsy
excuses for not holding the Northern Provincial Council election.

He pointed out that the very election department which has to conduct the provincial Council
elections in the North, has already held three elections very successfully. They are the
President Election, General Elections for the Parliament and the local government elections and
they were held without any incidents. When speaking about Muslims he said they wanted to be a
part of the solutions but they are not coming forward for any political struggle to win the
political solutions. He said that the resolution that was adopted in Geneva was not against the
country.

The resolution insisted on the good governance, rule of law, protection of human rights,
reasonable political solutions to the ethnic issue with reasonable political power within an
undivided Sri Lanka. These go not only to help the Tamils but also the Sinhalese and the
Muslims. This is the true position. And this position was not properly understood by the Muslims
and the Sinhalese leaders. He condemned the Government with regard to the incident at Thiru
Murukandy, where the displaced people were not allowed to settle down in their own villages.
He criticized the act of forcefully loading the displaced families in the waiting busses and put
them back in the Menik Farm located in Vavuniya. He said this single act has exposed the
government’s rehabilitation program of the internally displaced people.

Given below the full text of the interview  Asian Tribune  had with Mano Ganesan, the leader of the Democratic Peoples Front:

Mano Ganeshan: The Government should realize that it is high time for a reasonable political
solution and now we are living in this post-war era and the Tamil population suspect the
activities and the opinions made by the senior partners of the Government, such as Minister
Champika Ranawaka of the JHU, the NSF led by Minister Wimal Weerawansa and also by its
supportive organization National Patriotic Movement led by Dr. Gunadasa Amarasekera.
Deafeat of the Tamils On the other hand the LTTE has been defeated militarily. So this defeat,
even during the war and after the war, the Government’s official position was that this is a war
against LTTE and not against the Tamils and subsequently the defeat is of the LTTE and not of
the Tamil people and that is what President told in the Parliament and I was seated there.

 But in reality, it is not so and we regretfully and sadly wish to state that the Governments
actions are on the other side. The defeat of the LTTE has been systematically been given
different meaning and it has been considered as the defeat of the Tamils and not only the defeat
of the Tamils, also of the Muslims and not only Muslims, it was also the defeat of Christians
too. On the other hand it has been considered as the victory of the Sinhalese Buddhist
population of this country.

Political Solution to the ethnic issues within an undivided Sri Lanka
Tamil leaders have repeatedly said inside and outside the parliament and inside Sri Lanka and
outside Sri Lanka, that the Tamils are prepared for a settlement within an undivided Sri Lanka
and the world forces - the United States of America, India and EU Countries and many other
Governments are playing the role of underwriters . The Tamil political parties have pledged to
find a solution within the undivided Sri Lanka and it is guaranteed by the so called
international forces. On the other hand any sane person in Sri Lanka - Sinhalese or Tamils or
Muslims must understand that India will never agree to the creation of a separate state within
Sri Lanka. Even if in the future sometimes, let us assume, that the Sinhala population here
agrees to the creation of a separate state or another country in the island of Sri Lanka, India
would not agree to that, because that goes against the Indian interests. Then why do you worry?
What is the problem with you? I am asking the Sinhala extremists. Muslims wants to be a part of
the solution but not coming forward for any political struggle It is hurting very much the
Tamils and it has started hurting the Muslims community also. Muslims community today is not a
happy community.

I am not a Muslim, but I am a friend of the Muslims. Only on the other day, I made a comment
which has gone very deep in the midst of the Muslims. At the Poet Kanndasan’s memorial event
held in Colombo, I made certain comments about the Muslims community. I said Muslims are today
seeking placements in the political solutions and also they are seeking a separate party status
in the respective discussion about the national questions. Though they are seeking placements
and though they wanted to be part of the solution, but they are not prepared to be part of the
political struggle. It is unfortunate. In fact Muslim people are my brothers and sisters and
they are misled by the Muslim leaders in Sri Lanka.

Geneva Resolution on Sri Lanka

 Recently we saw the Geneva Resolution and we belief that the resolution was not against Sri
Lanka as a country. It was only a resolution which was trying to put things into order in Sri
Lanka in respects of Human Rights, political solution, good governance, rule of law etc.,. These
goals were picked up from the LLRC recommendations and observations.

But the Muslim population and large number of Sinhalese populations are misled by their leaders
for political reasons. They were brought to Colombo and they were forced to take part in massive
protest rallies against the so called international conspiracy. They said even the leaders of
this country are going to be taken to The Hague and are going to be put on the electric chair.
Nothing of that sort happened.

In fact there is the international pressure machinery. This machinery is not only there to help
the Tamils but also the Muslims and the Sinhalese too. The good Governance, rule of law,
protection of human rights, reasonable political solutions to the ethnic issue with reasonable
political power within an undivided Sri Lanka. These go not only to help the Tamils, but also
the Sinhalese and the Muslims. This is the true position and this position was not properly
understood by the Muslims leaders and by the Sinhalese leaders. So the Geneva resolution was not
against Sri Lanka as a country, but it was only concerned about the miss-journey of the
Government of Sri Lanka.

Thiru Murukandy and the Internally Displaced Tamils

 I also wish to state that only two days ago, not two days it was yesterday (Tuesday) our party
was there along with Tamil National Alliance, Tamil National People’s Front, Nava Sama Samja
Party led by Wickremabahu Karunaratne, United Socialist Party led by Sritunga Jayasuriya in
Thiru Murukandy, located in the A 9 road, in the border of Mullaitivu and Kilinochchi district.
The displaced persons who are living in the Menik Farm camp were assured of resettlement in a
very gala event held in Vavuniya, which was with the participation of Namal Rajapaksa MP,
Minister Rishad Bathiyutheen and the Governor Chandrasri and many other Government politicians
and officials.

When these Thiru Murukandy people came to Thiru Murukandy village with the desire of going to
their own lands, they had a rude shock. The Army people at the entry point refused entry and
told the people to go and settle elsewhere, far away from their original village. This was
because Army was building cantonments in Thiru Murukandy village. Now we can see army buildings are coming up there. Since the Army has occupied that place and army is telling the people to go and settle elsewhere. But the people refused and adamantly stayed back temporarily in the Thiru
Murukandy Hindu Tamil vidyalayam. When this issue came up, the Tamil parties and the southern
leftist parties decided to protest yesterday (Tuesday).

But, day before yesterday night, Army personnel came in large numbers and forcefully loaded
these people into the waiting buses and took them again to the Menik Farm. According to our
information army has taken away back to the Menik farm camp in Vavuniya, about 25 families who
were to be resettled in their lands in the Thiru Murukandy village.
In fact, this high handed act of the Army, very much exposed Sri Lanka Government’s resettlement
policy. I am very sad over this development. Under these circumstances we are unable to convince
the extremist forces in the Tamil side to agree for settlements within an undivided Sri Lanka.

Fears of the Sinhala Politicians and Media The Government Ministers and politicians and most of
the Sinhalese media always wonder and worry about the Sinhala extremist forces and the Sinhala
fears and they think any amount of devolution of powers given to the Tamils would end up and
lead to separation.

One good example is that recently the President of the National Patriotic Movement Dr. Gunadasa
Amarasekera opposed conducting the Northern Provincial Council Elections. This provincial
council election is long overdue and pending. Even today (Wednesday) while I am speaking with
you, the Government announced that by midnight today Subragamuwa, North Central and Eastern
Provincial councils are to be dissolved and soon the elections date will be announced. But the
Government should have come forward to conduct the Northern Provincial Council election, because
the period of those three Councils which are to be dissolved expires only by next March / April
and they are being dissolved prematurely.

But elections to the Northern Provincial Council are long overdue and the Government is coming
up with flimsy and unacceptable excuses for not holding the elections. Whereas this very
election department conducted three elections in the Northern Province – President Elections,
General Elections for Parliament and the recent local Government elections. But when the issue
of elections for the Northern Provincial Councils arises, the government comes up with all kind
of unacceptable excuses. Dr, Gunadasa Amarasekera harps that having the Provincial Council
Elections in North is more dangerous. He says Provincial Council election in the Northern
Province should not be conducted and in case if it is conducted and captured by the TNA, it
would lead to Eelam. This is only their imaginary fear. The Tamil population is an underdog in
this country for a very long period.
