Public Administration and Home Affairs Minister Dr. Sarath Amunugama yesterday (20) told parliament that India was ready to provide US$ 2.6 billion to Sri Lanka in case the IMF had not granted its loan facility.
He said that Indian Prime Minister Manmohan Singh had even told the IMF on one occasion that India would supply that amount of funds it did not approve the standby credit facility for Sri Lanka.
"Such was the kind of friendship this government has developed with neighbouring countries," he said.
The government would never forget the assistance and backing of regional governments, such as India and Pakistan, Sri Lanka received during desperate times.
"Indian Finance Minister Pranab Mukherjee had telephoned the Indian representatives of the IMF and instructed them to support Sri Lanka’s case.
Prime Minister Man Mohan Singh himself had said that if the IMF would not approve the loan facility to Sri Lanka, India would give it," Dr. Amunugama said.

'US fund manager cleared of funding terrorism'

COLOMBO (AFP) – Sri Lankan-born hedge fund billionaire Raj Rajaratnam was investigated for allegedly funding Tamil Tiger rebels, but there was no evidence against him, the Central Bank of Sri Lanka said Monday.
US authorities on Friday charged Rajaratnam, 52, with fraud after saying they had uncovered the biggest ever case of insider-trading by a hedge fund.
He was among several wealthy overseas Sri Lankans whose donations to a Maryland-based charity, the Tamils Rehabilitation Organisation (TRO), are suspected of making their way to the separatist Tamil Tigers.
"At the time Mr. Rajaratnam made the donations, the TRO was not banned by the Sri Lankan government, nor the US. It was a donation made in good faith," the central bank's investigations unit chief, D.K. Wijesuriya, told AFP.
The central bank is the leading investigating authority in Sri Lanka for all financial transactions that are suspected of breaching money-laundering laws.
The Liberation Tigers of Tamil Eelam (LTTE) are considered a terrorist organisation by Sri Lanka, the United States and the European Union. After decades of civil war, the government declared victory over the LTTE in May.
Wijesuriya said their investigations did not uncover any wrongdoing by Rajaratnam, who he said had given the money to the TRO for reconstruction work following the December 2004 Indian Ocean tsunami.
The TRO was outlawed in Sri Lanka in November 2007 and its assets were frozen a year later.
Sri Lanka's securities regulator said there were no probes on Rajaratnam's dealings in the island's tiny 10-billion-dollar bourse.
"None of his trades ever aroused our suspicion. This (the US charges) came as a surprise," the Securities and Exchange Commission director general, Channa de Silva, told AFP.
Federal prosecutors in New York charged Rajaratnam, founder of the Galleon Management hedge fund, with securities fraud and conspiracy to commit securities fraud.
Sri Lankan shares tumbled 3.1 percent in morning trade Monday on fears of economic fallout from the US case against Rajaratnam, who has substantial business interests on the island.
Rajaratnam, who had his primary education in Sri Lanka, is the world's 559th richest person according to Forbes magazine with a net worth of 1.3 billion dollars.
Sri Lanka's justice ministry thanked Rajaratnam last month for donating millions of dollars to rehabilitate child soldiers conscripted by the Tamil Tigers.(MORE)

India assures Lanka of safeguarding democracy

Sri Lanka informally sounded India on Thursday over reports of a possibility of a destabilization of the democratic system, the Sunday Times learns. Such fears have arisen due to prevailing tensions within the defence establishment.
The subject had come up for discussion during a conversation between President Mahinda Rajapaksa and outgoing Indian High Commissioner in Sri Lanka, Alok Prasad. Following apprehensions expressed by President Rajapaksa, Mr. Prasad is learnt to have briefed Govt.leaders in New Delhi. Diplomatic sources in Colombo said the Indian Government’s position was that it would offer all help under such circumstances to a democratically-elected Government. This is on the same basis India sent troops to the Maldives in the wake of an attack in Male by armed members of PLOTE, then a separatist group, on the invitation of the Maldivian President. Indian troops landed in Male and helped the National Security Service there to restore order.

Rights council adopts Gaza report

At least 1,400 Palestinians and 13 Israelis were killed during Israel's three-week war on Gaza [AFP]
The UN human rights council has endorsed the Goldstone report on Israel's war on Gaza, which accused both Israel and the Palestinian group Hamas of war crimes, but was overall more critical of Israel than Hamas.
The council's resolution adopting the report was passed by 25 votes for to six votes against with 11 countries abstaining.
The Goldstone report calls on Ban Ki-moon, the UN secretary general, to monitor whether Israel and Hamas conduct credible investigations into the conflict which took place last winter.
Should the two sides fail to do so, it calls on the UN Security Council to refer the allegations to the International Criminal Court.
The Palestinian Authority had initially agreed to defer a vote on the UN-sanctioned report but later backtracked under heavy criticism.( More )

Comrade Sa'adat to challenge isolation on October 22

Comrade Leader Ahmad Sa'adat, the imprisoned General Secretary of the Popular Front for the Liberation of Palestine, will have a hearing on his challenge to his isolation and to the practice of isolation in the occupation prisons on October 22, 2009.
Attorney Leah Tsemel, who is representing Comrade Sa'adat in the challenge to the practice of isolating Palestinian political prisoners from the general Palestinian political detainee population, said that the challenge will come before the Central Court of Bir Saba on October 22, against the Israeli Prisons Administration.
Comrade Sa'adat has been held in isolation in Ramon prison in the Naqab desert for six months, when he was transferred from Hadarim prison in Asqelan after 14 days of isolation. Comrade Sa'adat, as well as other national and popular leaders within the prisonm, have been targeted for isolation and abusive prison conditions based on their activity, and placed in special isolation units. Within these isolation units, Comrade Sa'adat has been placed further inside a separate isolation unit where he is confined without access even to the other prisoners in isolation, and deprived of basic human rights. His personal books have been confiscated and he is allowed access to newspapers only once or twice weekly. He has been denied family visits - his wife, Abla, has been denied visits for three months - as well as legal visits, and barred from purchases at the prison canteen, including cigarette purchases.
In the priosn yard, Comrade Sa'adat has been held handcuffed and in ankle shackles and allowed only one-hour of exercise/recreation. All of this has been 'justified' by the occupation authorities as 'punishment' for giving two packs of cigarettes to another prisoner. Of course, Comrade Sa'adat has in fact been subjected to these inhumane conditions because he is a recognized leader among the prisoners, in an attempt to destroy the Palestinian prisoner movement and target the achievements and struggles of the prisoners. Furthermore, the Prison Administration is attempting to criminalize the human and social relationship between fellow Palestinian prisoners, and between the prisoners and their families outside. Comrade Sa'adat has led in the struggle against isolation, engaging in a nine-day hunger strike in July 2009 that was immediately followed by his transfer to Ramon prison.
Comrade Sa'adat has been imprisoned since 2002 in the prisons of the Palestinian Authority, held under U.S. and British guard, until his abduction by the Zionist occupation forces on March 14, 2006 by an occupation military raid on Jericho prison. On December 25, 2008, Comrade Sa'adat was sentenced to thirty years inside the occupation prisons. He is a member of the Palestinian Legislative Council and one of the foremost Palestinian national leaders held inside the occupier's jails.
Events and activities are expected to be held in Palestine and around the world in support of Comrade Sa'adat from October 16-22, calling for freedom and justice for Sa'adat and all Palestinian prisoners. Abla Sa'adat, Comrade Sa'adat's wife, called for a broader campaign of solidarity on the Palestinian, Arab and international levels in order to end the inhuman conditions of isolation confronted by Palestinian prisoners that violate all standards of human rights, as well as to demand and secure his release. She further called upon the Palestinian Authority to take responsibility in this aspect, since it bears the responsibility for holding him in Jericho Prison as part of its 'security cooperation' with the occupier. Abla Sa'adat said further that she is confident that those who hold captured occupation soldier Gilad Shalit have kept Comrade Sa'adat at the top of the list of prisoners whose release is demanded in return for Shalit.

திமுக கூட்டணி எம்பிக்களின் இலங்கை பயணத்தின் பின்னணி பற்றிய பல அதிர்ச்சி தகவல்கள் வெளியாகியுள்ளன. இந்த பயணத்துக்கு முன்பு இலங்கை அதிபர் ராஜபக்சே பல்வேறு நிபந்தனைகளுடன் முதலமைச்சர் கருணாநிதிக்கு எழுதிய கடிதம் பற்றியும் தற்போது தெரிய வந்துள்ளது.. . இலங்கையில் முள்வேலி முகாம்களில் அடைபட்டுள்ள தமிழர்களை சந்திப்பதற்காக இலங்கை சென்ற திமுக கூட்டணி எம்பிக்கள் குழு நேற்று சென்னை திரும்பியது.
சர்வதேச அளவில் கடும் நெருக்கடி எழுந்த போதும், முகாம்களில் உள்ள தமிழர்களை சந்திக்க இதுவரை யாரையும் அனுமதிக்காமல் இருந்த அதிபர் ராஜபக்சே, தமிழக எம்பிக்கள் குழுவை மட்டும் எப்படி அனுமதித்தார் என்பது குறித்த பரபரப்பு தகவல்கள் தற்போது கசியத் தொடங்கியுள்ளன.
இது தொடர்பாக இலங்கை அதிபர் ராஜபக்சே அண்மையில் முதலமைச்சர் கருணாநிதிக்கு கடிதம் எழுதியுள்ளார். அந்த கடிதத்தில் இந்திய அரசின் சார்பாகவும், தமிழக அரசின் சார்பாகவும் பிரதிநிதிகளை அனுப்பினால் அவர்களை முகாம்களில் உள்ள தமிழர்களை சந்தித்து நிலைமைகளை கண்டறிய அனுமதி அளிப்பதாக ராஜபக்சே தெரிவித்துள்ளார்.
இந்த பிரதிநிதிகள் குழுவில் தமிழக அரசியல் கட்சிகளின் பிரதிநிதிகளோ, தமிழர் அமைப்பின் பிரதிநிதிகளோ இடம் பெறக்கூடாது என்று அவர் அந்த கடிதத்தில் குறிப்பிட்டிருந்ததாக தெரிகிறது.இந்த கடிதத்தை முதலமைச்சர் கருணாநிதி, பிரதமருக்கு அனுப்பி வைத்துள்ளார். அதன் பின்னர் மத்திய உள்துறை அமைச்சர் சென்னை வந்து முதலமைச்சருடன் ஆலோசனை நடத்தினார்.
இந்த சந்திப்பின் போது இலங்கை செல்லும் எம்.பி.க்கள் குழு , இந்திய அரசின் சார்பாகவோ, தமிழக அரசின் சார்பாகவோ செல்லத் தேவையில்லை என்று சிதம்பரத்தின் வாயிலாக முதலமைச்சரிடம் பிரதமர் தெரிவித்ததாக கூறப்படுகிறது.
அதன்படி திமுககாங்கிரஸ் ஆகிய கட்சிகளின் எம்.பி.க்கள் இக்குழுவில் இடம் பெற்றனர். அதே சமயம் இக்குழுவில் விடுதலை சிறுத்தைகள் தலைவர் திருமாவளவன் இடம்பெற காங்கிரஸ் தரப்பில் முதலில் எதிர்ப்பு தெரிவிக்கப்பட்டதாக தெரிகிறது.
கூட்டணி கட்சியின் தலைவர் என்ற முறையில் அவரை குழுவில் இடம் பெற செய்ய டெல்லியில் பேசி முதலமைச்சர் கருணாநிதி அனுமதி பெற்று தந்ததாக கூறப்படுகிறது. அந்த அடிப்படையிலேயே தமிழக எம்பிக்கள் குழுவில் திருமாவளவன் இடம் பெற்றார் எனத் தெரிகிறது. இந்த எம்.பி.க்கள் குழு இலங்கை செல்லும் முன் கருணாநிதியை சந்தித்துப் பேசினர்.
அப்போது இலங்கையில் அந்நாட்டு அரசுப் பிரதிநிதிகள் வழிகாட்டுதலின் பேரில்தான் செயல்பட வேண்டும் என்றும், அங்கு யாரையும் தன்னிச்சையாக சந்தித்து பேசவோ, விவரங்களை சேகரிக்கவோ கூடாது என்றும் பத்திரிகையாளர்கள் யாரையும் சந்தித்து பேசக்கூடாது என்றும் கருணாநிதி எச்சரித்து அனுப்பியதாக கூறப்படுகிறது.
குறிப்பாக திருமாவளவனை எம்.பி.க்கள் குழுவை விட்டு எங்கும் வெளியே போகக்கூடாது என்று முதல்வர் தெரிவித்து அனுப்பியதாக பரபரப்பாக பேசப்படுகிறது.
5 நாள் சுற்றுப்பயணம் முடிந்து சென்னை திரும்பிய எம்.பி.க்கள் பத்திரிகையாளர்களை சந்தித்து பேசக்கூடாது என்பதற்காகவே கருணாநிதி விமான நிலையத்திற்கு முன்கூட்டியே சென்று சுமார் 40 நிமிடம் காத்திருந்து அவர்களை அழைத்து கொண்டு அறிவாலயம் வந்ததாகவும் கூறப்படுகிறது.
அந்த குழு வந்த சிறிது நேரத்திலேயே அவர்கள் யாரையும் பத்திரிகையாளர்களை சந்திக்க அனுமதிக்காமல் முதலமைச்சர் கருணாநிதி நிருபர்களை சந்தித்து பேசியதிலும் பல்வேறு சந்தேகங்கள் எழுந்துள்ளன.
5 நாட்கள் பயண விவரங்களை எம்.பி.க்கள் குழு வந்த 40 நிமிடத்திலேயே எப்படி அறிக்கையாக தயாரித்து தர முடிந்தது என்ற கேள்வியும் பலமாக எழுந்துள்ளது. இது தொடர்பாக திருமாவளவனை பத்திரிகையாளர்கள் தொடர்பு கொண்டு பேச முயன்றுள்ளனர். ஆனால் பத்திரிகையாளர்களால் அவரை தொடர்பு கொள்ள முடியவில்லை.
இந்த நிகழ்வுகளை எல்லாம் ஒட்டுமொத்தமாக வைத்து பார்க்கும் போது தமிழக எம்பிக்கள் குழுவின் இலங்கை பயணம் அந்நாட்டு அரசுக்கு சார்பாக திட்டமிட்டு நடத்தப்பட்ட ஒரு நடவடிக்கை என்றே அரசியல் பொது நோக்கர்கள் தெரிவித்துள்ளனர்
