The following are the Union Budget 2014-15 highlights

For individuals

* Tax slab on personal income remains unchanged

* Income tax exemption limit raised by Rs 50,000 to Rs 2.5 lakh and for senior citizens to Rs 3 lakh

* Exemption limit for investment in financial instruments under 80C raised to Rs 1.5 lakh from Rs 1 lakh.

A Jerusalem court released US-Palestinian teen Tariq Abu Khdeir on bail Sunday morning. Khdeir, whose cousin was brutally murdered last week, told reporters he vaguely remembered the vicious beating he received. “I was attacked by police. I woke up in the hospital.” Khdeir, suspected of throwing Molotov cocktails and rocks and of injuring an officer, was detained last Thursday. A video clip circulated on the Internet on Saturday showed two Israeli border police holding down and repeatedly pummeling a masked youth before carrying him away.

“I remember standing and watching the group of people. They came from the side of me and I tried to run away,” he told reporters.

The family of Khdeir, from Tampa, Florida, who was visiting relatives in East Jerusalem, says he was the target of the punches, although the footage is blurred and the victim cannot be identified as he appears also to be wearing a head covering.

A later part of the video shows Khdeir’s face with a heavy black eye and swollen lip. He is a cousin of Mohammed Abu Khdeir, the youth whom Palestinians believe was abducted and murdered by far-right Israelis on Wednesday.

The Israeli Justice Ministry said in a statement that the police investigations department was looking into the incident.

Police spokesman Micky Rosenfeld said Khdeir was one of six rioters caught and detained in the incident, three of whom were found to be carrying knives.

State Department spokeswoman Jen Psaki confirmed that Tariq Khdeir was visited by a consular officer on Saturday.

Tel Aviv - An autopsy of a Palestinian teenager murdered this week in an apparent revenge attack suggests that he was burned alive, according to Palestinian officials.

The preliminary results showed that 16-year-old Mohammed Abu Khdair, who was buried by more than a thousand mourners on Friday, had a head wound and burns across 90 percent of his body, the officials said on Saturday.

He was abducted from the occupied East Jerusalem neighbourhood of Shuafat early on Wednesday morning, and his charred body was found hours later in a Jerusalem forest.

"The direct cause of the death is burns [caused] by fire, and their complications," Mohammed Abdel Ghani al-Owaiwi, the Palestinian Authority attorney general, said in a statement.

The autopsy found soot in his lungs, suggesting that Abu Khdair was still alive and breathing when he was set on fire, Owaiwi said.

Micky Rosenfeld, spokesman for the Israeli police, declined to comment on the autopsy, which was conducted on Thursday at the Abu Kabir forensic institute in Tel Aviv.

A Palestinian coroner, the director of forensic medicine at Al-Quds University, took part in the inquest.

Cousin 'beaten'

Police have not officially identified a motive for the murder, but it is widely believed that Abu Khdair was killed by Israeli Jews, an act of revenge for the murder of three teenage settlers whose bodies were found on Monday.

The Hyundai sedan used to kidnap Abu Khdair was used in the attempted abduction of another Palestinian child one day earlier, Channel 10 reported this week.

His funeral on Friday ended violently, when mourners tried to pass through a line of Israeli border police blocking the road to central Jerusalem.

They threw stones and firecrackers at the police, who responded with tear gas and rubber-coated bullets.

The Red Crescent said 73 Palestinians were hurt, and Rosenfeld said 13 officers were lightly wounded.

The clashes continued on Friday night in several East Jerusalem neighbourhoods, and also in several majority-Palestinian cities in central Israel.

In Qalansuwa, northeast of Tel Aviv, there was one report of a Jewish man dragged out of his car by masked Palestinians.

The man was unharmed, but his vehicle was torched.

Photos of Abu Khdair's 15-year-old cousin, Tariq Abu Khdair, who was allegedly beaten while in Israeli police custody, circulated on social media on Friday. Tariq, who is a US citizen, was released from custody to go to hospital, but security officers returned to the hospital to take him to a court hearing.

A growing number of videos posted on social media show assaults across the country: in one, posted on Wednesday, a passenger on a bus tries to attack a Palestinian, then assaults the soldiers who try to defend him.

Online campaigns calling for "revenge" have garnered thousands of supporters.

It has been revealed that not even the most basic investigations have been launched to determine the cause of the fires that resulted in extensive property damages in Southern Sri Lanka following the anti-Muslim violence that erupted in several coastal towns, further proving the Rajapaksa regime’s apathy towards delivering justice to victimized families of the brutality.

Reports have surfaced and they have been further concreted by a statement made by the Bar Association of Sri Lanka (BASL) on the fact that the Government Analyst has still not been summoned to the areas affected by the brutal anti-Muslim clashes, to investigate the cause of the fire though it has been over two weeks since the incident.

Making matters worse, Colombo Telegraph has been told that the rapid reconstruction operations that were underway by the military are in fact a clever disguise deployed by the government to bury evidence in the absence of a proper investigation on what caused the fire that caused heavy damages to properties in the area.

The BASL meanwhile has filed an application requesting the Government Analyst testing on the incident and in response the Kaluthara Magistrate has ordered the suspension of debris clearance while ordering the Police to summon the GA to the affected areas. However, the suspension order has been limited to the Welipitiya area where three individuals died succumbing to fatal injuries inflicted by anti-Muslim rioters.

Furthermore, following doubts expressed by Justice Minister Rauff Hakeem on the authenticity of the post-mortem reports of two victims who had been shot to death – but whose cause of death in the reports had been noted as cut injuries as reported by Colombo Telegraph – the Judicial Medical Officer (JMO) who submitted the reports have been summoned to Courts.

The BASL has also sought a court order to exhume the bodies of the victims but the ruling on the order is to be delivered only following the statement obtained by the JMO that has been scheduled for tomorrow.

Algeria will donate their £5.25m ($9m) Brazil World Cup second round prize money to the people of Gaza, according to striker Islam Slimani.

The North African side won a new legion of fans after their heroic Group H performances earned them a Second Round tie against Germany.

Slimani, a striker for Portuguese side Sporting Lisbon, announced that the entire squad will donate their hefty prize money to the occupied territory because "they need it more than us", according to a report in the Daily Mail.

The Gaza Strip is a narrow territory occupied by Israel currently under a land, sea and air blockade. Humanitarian conditions have continued to deteriorate rapidly because of the blockade, according to the United Nations and aid agencies.

The Algeria team returned to the capital of Algiers for an open-top parade through the city centre after reaching the Second Round of the global tournament for the first time in their history.

"The players insisted that they will want physical cash. Government had to mobilise the money and a chartered flight to Brazil. The money is in excess of $3 million (£1.8 million)," said Ghana's Deputy Sports Minister Joseph Yamin.

The Cameroonian World Cup squad refused to board their flight to Brazil after a dispute over bonus payments. The team eventually flew to the tournament a day late after striking a deal with the nation's football authority following an emergency meeting.

Nigerian's World Cup stars went one step further when they boycotted a training session over fears that they would not receive their bonus money after the tournament.

The financial impasse caused Nigerian President Jonathan Goodluck to intervene and reassure the squad that they would be paid any money owed to them.

The Chinese government has banned Muslims in the Xinjiang region from celebrating Ramadan, the month of fasting.

Dilxadi Rexiti, a spokesman for the exiled World Uyghur Congress (WUC), which promotes democracy, human rights and freedom for the Uyghur people, said authorities encouraged Uyghur to eat free meals, and inspected homes to check whether families were observing the fast.

According to the South China Morning Post, the commercial affairs bureau of Turfan city said on its website that "civil servants and students cannot take part in fasting and other religious activities".

The state-run Bozhou Radio and TV University warned the ban would also be enforced "on party members, teachers, and young people from taking part in Ramadan activities.

"We remind everyone that they are not permitted to observe a Ramadan fast," it added. Xinjiang, also as known as East Turkestan, is an autonomous region in North-Western China, which is inhabited by the Uyghur, a Muslim minority who demand total independence from Beijing. There are about 10.2 million Uyghurs in Xinjiang, according to a China's 2000 census ( the latest available). 

"China taking these kind of coercive measures, restricting the faith of Uyghur, will create more conflict," said Mr Rexiti. "We call on China to ensure religious freedom for Uyghur and stop political repression of Ramadan."

Uyghur have often been subjected to religious discrimination by the Chinese government.

China accuses Uyghur militants of waging a violent campaign for an independent state; however, Beijing is often accused of exaggerating Uyghur's extremism to justify its religious crackdown on the Muslim minority.

Violent clashes between Uyghurs and Chinese people often occur. In July 2009 violent conflicts between the Han Chinese and the Uyghur erupted, killing nearly 200 people in Xinjiang's capital Urumqi.

A mosque in Colombo Fort received a threatening letter on Saturday with raw pieces of pork
ordering the Mosque authorities to halt the reconstruction of the mosque.

A priest attached to the  Mosque who was present at the time had opened the threatening letter.

Eye witnesses said he was disturbed after seeing the letter and the raw pieces of pork which
were sent to him by an unidentified person.

Hearing of this incident the local police authorities had visited the mosque, but it was learned that
the mosque authorities had not lodged a complaint with the police.

However, speaking to Tamil media the mosque authorities had expressed their utmost
displeasure and disappointment with this act.

The Palestinian Islamic resistance movement Hamas rejects as baseless Israel’s claim that the movement is involved in the alleged abduction of three Israeli youths in the West Bank.

Hamas Political Bureau Chief Khaled Meshaal says the resistance movement has no information about the Israelis.

He also says even if the missing Israelis turn out to have been captured, their kidnapping would be a logical and natural reaction to the violations of occupation forces.

 Meshaal also slammed security coordination between the now president of the Palestinian national unity government Mahmoud Abbas and Israel. Earlier, Abbas vowed to maintain security coordination with Israel.

Hamas says Tel Aviv’s allegation of abducting three Israeli settlers by Hamas is aimed at torpedoing the recent reconciliation deal between Hamas and Fatah.

Israeli forces have arrested dozens of Palestinians, including members of the resistance movement Hamas, as part of a search campaign for three teenage settlers who have gone missing in the occupied West Bank for a few days now.

Israeli forces have completely sealed off the city of al-Khalil (Hebron) and have raided many homes there.

The teenagers disappeared on June 12 near a settlement north of the city.

In April, Palestinian factions Fatah and Hamas signed an agreement to end years of rivalry and form a unity government.

The United Nations hailed the formation of the Palestinian unity government.

The Israeli regime and its staunch supporter, the United States, have reacted angrily to the Palestinian deal. While Washington expressed disappointment over the deal, the Israeli regime cancelled the so-called peace talks with the Palestinian Authority.

Sunni rebels declare new 'Islamic caliphate'

Armed group ISIL changes name to Islamic State, and says its empire extends from Diyala in Iraq to Syria's Aleppo.

A Sunni armed group which controls large areas of Iraq and Syria has announced the establishment of a "caliphate" straddling the two countries, urging other groups to pledge allegiance.

In an audio recording released on Sunday, the group formerly known as the Islamic State of Iraq and the Levant declared its chief, Abu Bakr al-Baghdadi, "the caliph" and "leader for Muslims everywhere".

"The legality of all emirates, groups, states and organisations becomes null by the expansion of the caliph's authority and the arrival of its troops to their areas," said the group's spokesman Abu Mohamed al-Adnani. "Listen to your caliph and obey him. Support your state, which grows every day.''

 The group announced that it was now called the "Islamic State". According to the statement, the new caliphate stretches from Iraq's Diyala province to Syria's Aleppo.

"The Shura [council] of the Islamic State met and discussed this issue [of the caliphate] ... the Islamic State decided to establish an Islamic caliphate and to designate a caliph for the state of the Muslims, said Adani.

"The words 'Iraq' and 'the Levant' have been removed from the name of the Islamic State in official papers and documents."

An official document was also released, in English and several other languages.

It describes Baghdadi as "the sheikh, the fighter, the scholar who practices what he preaches, the worshipper, the leader, the warrior, the reviver, descendant from the family of the Prophet, the slave of God".

It urges Muslims to "gather around your caliph, so that you may return as you once were for ages, kings of the earth and knights of war."

Al Jazeera's Imran Khan, reporting from Baghdad, said that a caliphate was effectively an Islamic republic led by one leader, regardless of national boundaries.
He added however that Sunni groups which have fought with the Islamic State group in Iraq have yet to pledge allegiance.

The announcement might cause problems with other Sunni fighters in Iraq, who are fighting the central government of Nouri al-Maliki and not for the caliphate, our correspondent said.

The group's announcement came as Iraq's army pressed its offensive to recapture the northern city of Tikrit.

Troops backed by helicopter gunships began an assault on the city on Saturday, while tanks and helicopters were sent to areas around Tikrit university on Sunday, security sources said.

A nation searching for new troubles and new enemies

Today the Bodu Bala Sena stands in the dock indicted with the heinous charge of attempting to return this nation to the blood-soaked barbaric age of violence from which it had risen so recently. It stands accused of repeated anti-Muslim attacks that have now resulted in inevitable bloodshed and death; and it stands condemned for outraging the religious sensitivities of the Buddhists by presenting to the world’s reproach and contempt, its distorted, savage and warped version as the sworn practical translation of the Buddha’s noble doctrine of Ahimsa.

With the anguish and pain of the harrowing thirty-year-old racial war which wracked the nation apart and left thousands of her citizens dead, still bleeding fresh in the nation’ traumatised memory, the reprehensible actions of the Bodu Bala in Aluthgama last Sunday night once more brought Lanka closer to the
perilous precipice to shiver precariously on its brink, facing the abysmal vista of another possible conflagration to engulf the nation in religious flames.

Hardly three days after thousands of Lankan Buddhists had commemorated the arrival of Buddhism to Lanka 2558 years ago and spent the day in the practice of Buddhist ethics, meditating upon the sublime states of loving kindness to all and tolerance toward all faiths and creeds, a small group of rebel monks launched another serial attack on Muslims and showed the world the other side of Poson’s midnight moon.

Let’s cut the euphemisms and do away with the niceties adopted to spare the shame. Let’s brave the truth and face reality. Let’s accept the fact that these were not men in robes, as renegade monks are sometimes referred to and their actions dismissed summarily as having little or no consequences. These were ordained monks of the 2500 year old Buddha Sasana, card carrying members of the established nikayas, registered with the Government as Buddhist monks. Draped in the sacred saffron robe of the Buddha they were the official members of the Noble Order of Buddhist monks.

As the formal authorised representatives of the Buddha Sasana, their speech and conduct reflect upon Buddhism’s value. Generally, when monks step out of line with the Vinaya Code they face disciplinary action by the appropriate Council of the Sasana but in this case no such action has even been mooted by any Temple Elder.

These lapses have no doubt contributed in no small a measure to the rise of these perverse bands of rebel monks, the foremost of which is the Bodu Bala Sena, for which body this was merely one more incident in its long litany of religious attacks against the Muslims. Having savoured success without restraint at every turn, it was only to be expected that they would sooner or later go over the top.

And indeed they did. For the first time in the nation’s two thousand five hundred year old history, a group of Buddhist monks actively played a participatory role in a racial attack on a minority group which resulted in the murder of three Muslims and grievous bodily harm to nearly eighty others. According to the Police, out of the suspects arrested over the incident, two were monks who were armed and drunk.

Hate speech

Flouting every rule in the Buddhist canon, casting this cardinal, unpardonable insult to the religion they profess to follow, violating the hallowed tenets of the Buddha, in whose sacrosanct name they commit every ghoulish villainy, the Bodu Bala Sena has sprouted from unknown origins to spread the wild

seeds of religious disharmony unchecked. They have openly preached and blatantly practised violence as a means of achieving their mysterious ends. But, as last Sunday’s attacks in Aluthgama and Beruwela vividly demonstrated, this time they had gone over the edge, and placed themselves beyond the

pale of redemption.

But are they worried? No. As the Bodu Bala chief Galagoda-atte Gnanasara proudly declared at the Aluthgama meeting as if it was the best epithet he could receive, “Spineless ministers and others say we are racists, they say we are religious bigots. Yes, we are racists. Yes, we are religious bigots.”

Inciting the crowds with vicious language and rhetoric of Sinhala supremacy in Lanka and declaring the undisputable right of the majority race to inflict violence on any minority grouping who dared to out step the allowed bounds of their limited tolerance, the head of this rabid renegade brigand of fanatical monks, the saffron robed Galagoda Gnanasara arrogantly proclaimed in his inflammatory speech to a crowd clapping his every word: “If we do not unite and determine today to do our duty, our still unborn generations will, at a future date, curse us to be struck down by lightning. Without being subject to that curse, look at our ancestors, our forefathers and what they did. They sacrificed their blood, tears, sweat and their lives, donated their eyes, their flesh, their blood to safeguard this age old heritage on behalf of us. Today, evil sinful forces have emerged from all four directions to plunder this heritage.”

“We tell everyone,” Gnanasara warned, raising his hand defiantly, “This country still has a Sinhala police. Still has a Sinhala army. After today, if one Sinhalese is even touched, let alone a robe, if one Sinhalese is even touched by any Muslim or anyone else that will be the end of them all.”

The mob violence began soon after.

But Sunday’s violent climax was only to be expected. When the seeds of hate have been allowed to be sown to the winds of pseudo patriotism, what surprise is there when the whirlwind boomerangs to be reaped? Founded only two years ago in July 2012, the Bodu Bala Sena’s rise to notoriety has been mysteriously meteoric. During this brief period they have emerged as the sacred bulls of Lanka, allowed to wander and preach their gospel of hate and violence wherever they wished, untethered and given free rein of the rope to head butt and kick their way into any organisation they chose, granted immunity to attack and set fire to any Muslim business premises they focused their sights on; and regurgitate their unfettered violent exploits ad nauseam to further flaunt their untouchable status, and present themselves as the exalted saviours of Buddhism in Lanka.

They have arrogated to themselves the right to do as they wish to appoint themselves as the nation’s moral police, to anoint themselves as Buddhism’s guardians and even to damn themselves as the devil’s angels to wage holy war with the Muslims of Lanka.

Even the name of this rabid organisation Bodu Bala Sena which means Buddha’s Power Force is a perverse misnomer and a grievous insult but no power has seen the need to deplore this profanity committed on the hallowed name of Gautama the Buddha, The law enforcing authorities who deemed it fit to remand and deport a British nurse, a practising Buddhist, for innocently having an image of the Buddha tattooed on her right arm in an act of pious devotion, on the grounds of sacrilege, have had no qualms about remaining inert when they witness blood spilt on the roads of the land and fear inflicted in the hearts of society by a group of monks exploiting the reverence accorded to the robe and waving Buddhism as their flag of immunity. If that is not sacrilegious, then what is?

As you read these words now, spare a thought on the grief and heartbreak the wives and small children of the three Muslim men killed near a mosque in Aluthgama must be suffering today. Was there any cause worthy enough to have killed them? What advance has been made by their deaths? What reason has justified their wanton deaths or what purpose has been served except to sate the macabre blood lust of a few megalomaniacs? Has Buddhism become a stronger religion and more protected because of it? Ask yourself; is this the Buddhism the Buddha preached? Does the real threat to Buddhism come from without or from within?

The Bodu Bala Sena’s sudden rise to the summit of immunity has indeed been phenomenal. Hardly known outside their own temples, Gnanasara and his renegade clan have become more bloated with arrogance with every boastful assault on the nation’s social and religious fabric. Meeting no opposition to thwart its ascent but a police guard to smooth its path, the litany of its villainy progressed to climax on Sunday night on the streets of Dharga Town in Aluthgama.

During these last two years, emboldened by not meeting any challenge to their attacks, they began to believe in their own professed infallibility and that Divine Providence blessed their mission and provided their talisman of protection to wage the holy war with impunity and dared the authorities to stop them

if they could. In the face of this direct challenge to law and order and to the visible threat to peace and communal harmony the Government, the Police, the Mahanayakes, the due process and the laws of the land fell ominously silent.

But, for this apathy displayed towards repeated Bodu Bala attacks on the Muslim populace, there will be a price to pay. If the Bodu Bala and similar radical groupings are not checked and dealt with in accordance with the laws of the land, Lanka will face an almost insurmountable crisis and no amount of parliamentary resolutions passed will suffice to turn the tide of international opinion already fast moving against the nation.

The Bodu Bala claim that they are fighting Muslim extremists but that cannot justify their actions, for if there are indeed Muslim extremists operating in Lanka, as there well maybe, then it is a matter for the Government to tackle, not for a bunch of vigilantes in robes to take the law unto their own hands and wreak havoc on the land.

Soon the United Nations war crime probe will begin its inquiry. Though Navi Pillay will be retiring this month much to Lanka’s relief, it cannot bring great comfort to know that the new person to occupy the post of the Human Rights Commissioner will be a Muslim from Jordan. Can Lanka expect greater understanding from him when Muslims are subjected to religious attacks in Lanka and nothing is being done to prevent it?

With the Government standing firm on its decision not to cooperate with the UN war crimes probe, its present plan of action to thwart this violation of national sovereignty has been, in the main, to convince individual governments it is still friendly with that such a radical step by the UN is not called for since the

government is taking meaningful steps to further expedite the process of reconciliation with the Tamil minority and address their grievances. Can the Government keep a straight face and try to persuade foreign governments to believe in their sincerity, when groups of fanatical Sinhalese are allowed carte blanche to launch attacks against another minority, this time the Muslims, and create new grievances, without any action being taken against the perpetrators?

On Monday in Bolivia after he was awarded the medal of honour for peace and democracy, the highest honour presented by the Plurinational State of Bolivia, by the Bolivian Government, President Mahinda Rajapaksa told Bolivian President Evo Morales that establishing relationships with new nations is a part of the Government’s policy. The Foreign Office should ensure that it is also part of Government policy to retain the friendly relationship it has already established, especially those strong ties long forged with the Arab and Muslim nations, not forgetting Muslim Pakistan, which championed Lanka’s brief robustly at the Geneva Human Rights Council in March this year.

It will not contribute to the continuance of such friendly relationships with those Muslim states if the Muslims of Lanka are seen to have been reduced to the status of sitting ducks for any passing diehard Sinhala racist to take pot shots at without fearing any reprisals. It should not be forgotten that these are the nations that supply Lanka the oil it needs for its very existence and that they are also the main employers of Lanka’s Middle Eastern labour force which contribute 7 billion dollars to Lanka’s coffers every year. Without the oil and without the money this country would be brought to a halt.

For all the repulsive, arrogant and boastful bragging by the Bodu Bala chief Gnanasara that this country has still a Sinhala police and Sinhala army and that if one Sinhalese is even touched by a Muslim then that will be the end of all Muslims, the reality is that if the Sinhalese touch even one Muslim in the future and the Muslim nations place an embargo on oil to Lanka and slap a ban on employing housemaids from Lanka, then it will be the end of the Sinhalese.

Lanka has enough and more problems than it can chew. If it does not act now and take the necessary measures to prevent a repeat of Black Sunday, then it would appear that this nation has lost its marbles and is in search of new troubles and new enemies. The perpetrators should be dealt with under the normal criminal laws of the land and all citizens of Lanka must be assured that the first duty of any government which is to maintain law and order is being effectively discharged.

Today the Bodu Bala has blood on its robes and evil sin on its conscience. Missing still are the manacles on its hands.

THE OFFENCE OF UNLAWFUL ASSEMBLY

The definition of unlawful assembly is stated in Section 138 in the Penal Code as an assembly of five or more persons if the common object of the persons comprising that assembly is, amongst other objects, to commit mischief or criminal mischief or other offence.

Section 143 states that wherever force or violence is used by an unlawful assembly every member of such assembly is guilty of the offence of rioting. It is not necessary for the prosecution to prove that the others should have committed any physical act apart from joining or remaining in the unlawful assembly.

Section 150 states that ‘whoever maliciously or wantonly by doing anything which is illegal, gives provocation to any persons intending or knowing it to be likely that such provocation will cause the offence of rioting to be committed, shall, if the offence of rioting be committed in consequences of such provocation, be punished with imprisonment

Sri Lankan refugees from India in trouble at sea

A boat with 153 refugees from Sri Lanka on board is in trouble 250 km from Christmas Island, Indian media reported.

Passengers have spoken to reporters in Australia, saying the boat left from India two weeks ago and contains 32 women and 37 children and they are mostly Tamils from Sri Lanka.

“We are refugees. We come from Sri Lanka, we stayed in India and we are unable to live there. That’s why we are coming to Australia,” a man calling himself Duke told the Australian Broadcasting Corporation.

The man said the vessel was leaking and struggling in high seas and strong winds, and requested assistance.
The Australian government has vowed to stop boats carrying asylum seekers from reaching its territory, which includes Christmas Island in the Indian Ocean.

Several boats have been towed back to Indonesia in the past six months, but it was not clear whether this boat could be towed to Indonesia because it did not originate there.

Immigration Minister Scott Morrison refused to comment on the latest boat but said there was nothing to indicate an extreme risk of life at sea.

Prime Minister Tony Abbott told reporters on Saturday that the government would act in accordance with its existing policy.

People who arrive by boat without visas are taken to detention centres on Nauru and Papua New Guinea’s Manus Island. No boat carrying refugees has reached Australia since December 19, 2013.

கிறிஸ்மஸ் தீவிலிருந்து பலநூறு கிலோமீட்டர்கள் தொலைவில் தத்தளித்துக்கொண்டிருந்த இந்தப் படகில் 150க்கும் மேற்பட்ட இலங்கைத் தமிழர்கள் இருந்ததாக அகதிகளுக்கான தொண்டு நிறுவனம் ஒன்றின் (Refugee Action Coalition ) இணைப்பதிகாரியான இயன் ரிண்டுல் பிபிசி தமிழோசையிடம் கூறினார்.

'கடந்த 2 நாட்களாக நாங்கள் அந்தப் படகில் இருந்தவர்களுடன் தொடர்பில் இருந்தோம். ஆனால் கடந்த 9 மணிநேரமாக அவர்களுடன் நாங்கள் பேசவில்லை. அவர்களின் நிலைமை தொடர்பில் எங்களுக்கு கவலைகள் இருக்கின்றன' என்று உள்ளூர் நேரப்படி இரவு 9.30 மணியளவில் இயன் ரிண்டுல் கூறினார்.

 ஆஸ்திரேலியாவில் புதிய அரசாங்கம் பொறுப்பேற்ற பின்னர் கிறிஸ்மஸ் தீவை சென்றடைந்திருக்கின்ற முதலாவது படகு இது என்றும் அவர் கூறினார்.
இந்தோனேசியாவைக் கடந்து படகுகள் மூலம் தஞ்சம்கோரி வருபவர்களை இந்தோனேசியாவுக்கே ஆஸ்திரேலிய அரசாங்கம் திருப்பி அனுப்பி வருகின்றது.

ஆனால், இந்தியாவிலிருந்து புறப்பட்டிருக்கின்ற இந்தப் படகில் இருந்தவர்களை மனுஸ் தீவு அல்லது நவ்றூ தீவு முகாம்களுக்கு அதிகாரிகள் அனுப்பக்கூடும் என்று இயன் ரிண்டுல் நம்புகின்றார்.

விடுதலைப் புலிகளுக்கு ஆதரவாகவும் இலங்கை படையினருக்கு எதிராகவும் சாட்சியமளிக்க பல்வேறு தரப்பினர் தயாராகி வருவதாக ஏற்கனவே தகவல்கள் வெளியாகியிருப்பதாக நாளை வெளியாகும் ஞாயிறு திவயின பத்திரிகையில் தெரிவிக்கப்பட்டுள்ளது.

ஐ.நா மனித உரிமை ஆணையாளரின் விசாரணைக் குழுவினர் ஜெனிவா உட்பட உலகின் 8 நகரங்களில் சாட்சியங்களை பதிவு செய்ய தீர்மானித்துள்ளனர்.

இதனிடையே விசாரணைக் குழுவின் முன் பொய்ச்சாட்சி வழங்கி அரசியல்
புகலிடம் பெற சில தரப்பினர் முயற்சித்து வருவதாகவும் இவ்வாறு நாட்டை
காட்டிக் கொடுக்க நபர்களின் சொத்துக்களை கூட அரசுடமையாக்க முடியும்
எனவும் திவயின குறிப்பிட்டுள்ளது.

இரண்டு முன்னாள் இராணுவ அதிகாரிகள் உட்பட 31 பேர் விசாரணைக் குழுவின் முன் சாட்சியமளிக்க உள்ளதாக தகவல்கள் தெரிவிப்பதாகவும் அந்த பத்திரிகை குறிப்பிட்டுள்ளது.

நள்ளிரவுடன் வாபஸ் பெறப்பட்டுள்ளதாக சிவாஜிலிங்கம் வியாழக்கிழமை (26) தெரிவித்தார்.

இது தொடர்பாக சிவாஜிலிங்கம் மேலும் தெரிவிக்கையில்,

'பொலிஸ் திணைக்களத்தினால் வழங்கப்படும் நாடாளுமன்ற உறுப்பினருக்கான பாதுகாப்பு எனக்கு 2001 ஆம் ஆண்டு முதல் வழங்கப்பட்டிருந்தது. தொடர்ந்து நான் நாடாளுமன்ற உறுப்பினராக இல்லாத காலப்பகுதியிலும் முன்னாள்  நாடாளுமன்ற உறுப்பினர்களுக்கு வழங்கப்படும் பாதுகாப்புத் தொடர்ந்து வழங்கப்பட்டு வந்தது.

இந்நிலையில், கொழும்பிலிருந்த வந்த அறிவுறுத்தலுக்கமைய அந்தப்
பாதுகாப்பு புதன்கிழமை (25) நள்ளிரவு முதல் வாபஸ் பெறப்பட்டுள்ளது' என அவர்; மேலும் தெரிவித்தார்.

ஏற்கனவே வடமாகாண சபை உறுப்பினர்களாக அனந்தி சசிதரன், பாலச்சந்திரன் கஜதீபன் மற்றும் சந்திரலிங்கம் சுகிர்தன் ஆகியோரின் பொலிஸ் பாதுகாப்பினை யாழ்.மாவட்டப் பிரதிப் பொலிஸ்மா அதிபர் றொஹான் டயஸ் விலக்கியிருந்தமை குறிப்பிடத்தக்கது.

 இலங்கையில்  இனவாத அமைப்புகள் என்ற பெயரில் செயற்பட்டுவரும் தமிழ், முஸ்லிம் அமைப்புகளைத் தடை செய்வது தொடர்பில் அரசாங்கம் கவனம் செலுத்தியுள்ளது.

சிறுபான்மையினருக்கெதிரான இனவாத தாக்குதல்களை மேற்கொண்டு வரும் பெளத்த பல படையணியை ( பொதுபல சேனாவை) த் தடை செய்ய வேண்டுமென்ற கோரிக்கை வலுப்பெற்று வருகின்றது.

மேலும் பெளத்த பல படையணியை,  அரசாங்கமே பின்னின்று இயக்கி வருவதும் அம்பலமாகி வருகின்றது.

இந்த நிலையில் பொது மக்களின் கவனத்தை திசை திருப்பும் வகையில்
இலங்கையில் இனவாத, தீவிரவாத செயற்பாடுகளை முன்னெடுப்பதாகத்

The Chairman of the Northern Provincial Council, CVK Sivagnanam removed provincial councilor MK Sivajilingam's proposal calling for United Nations investigators to enter Sri Lanka, from the provincial councils agenda yesterday (June 26).

Sivajilingam wanted the council to pass a resolution demanding the 
Sri Lankan government to allow the investigators in. Such a proposal would have led to a direct confrontation with the central government who has refused to cooperate with the UN investigators looking into alleged war crimes in Sri Lanka.

Sivajilingam sat on the floor protesting Sivagnanam's decision to dismiss the above proposal and three other proposals of his. Sivajilingam later told media that he wanted the UN investigators looking into alleged war crimes in Sri Lanka to visit the country. In his proposals he has also called for the Tamil Nadu regional assembly to appoint a committee to investigate war crimes in Sri Lanka. "I sat on the floor as the Charmian of the council removed my proposals from the agenda", he said.

He added that the parliament of Sri Lanka, dominated by Sinhalese politicians, have passed a resolution against the UN investigations and it was the duty of Tamil politicians to pass resolutions calling for investigators to arrive in Sri Lanka. The Northern Provincial Council is dominated by Tamil National Alliance (TNA), a party Sivagnanam also belongs to. 

However the council in general has attempted to avoid unnecessary confrontation with the centre and to restrict divisive actions of Sivajilingam and Ananthi Sasitharan.

பெற்றோல் குண்டு வீசப்பட்டிருக்கலாம் என சந்தேகம் எழுந்துள்ளது.

எனினும், இது மின்கசிவினால் ஏற்பட்டிருக்கலாம் என்று சிறிலங்கா காவல்துறை கருத்து வெளியிட்டுள்ளது,

இன்று அதிகாலை 3 மணியளவில் பற்றிய தீயை அணைக்க, 5 தீயணைப்பு வண்டிகள் முயற்சிகளை மேற்கொண்ட போதும், ஆடைக்காட்சியறை முற்றிலும் எரிந்து நாசமாகியது.

இது முஸ்லிம்களுக்குச் சொந்தமானது என்பதும், அண்மைக்காலத்தில் நோமிலிட் காட்சியறைகளைக் குறிவைத்து பௌத்த அடிப்படைவாத பெளவுத்த பல படையணி , இராவண பலய போன்ற அமைப்புகள் தாக்குதல்களை நடத்தியிருந்தன.

அளுத்கம, தர்காநகர் பகுதிகளில் இடம்பெற்ற வன்முறைச் சம்பவங்களின் பின்னணியில் அரசாங்கமே உள்ளது. சிங்களவர்,தமிழர், முஸ்லிம்கள் என்ற வேறுபாட்டுக்கு அப்பால் தேசிய ஒற்றுமைக்காக இந்த நாட்டு மக்கள் ஒன்று படவேண்டும் என மக்கள் விடுதலை முன்னணியின் பொதுச் செயலாளர் ரில்வின் சில்வா தெரிவித்தார்.

மக்கள் விடுதலை முன்னணியின் மட்டக்களப்பு மாவட்ட அலுவலகம் மட்டக்களப்பு மாவட்டத்தின் பாலமுனை பிரதேசத்தில் புதன்கிழமை திறந்து வைத்த பின்னர் அங்கு உரையாற்றுகையிலேயே அவர் மேற்கண்டவாறு தெரிவித்தார்.

மக்கள் விடுதலை முன்னணியின் மட்டக்களப்பு மாவட்ட அமைப்பாளர் எம்.ஜே.எம்.றஊப் தலைமையில் நடைபெற்ற இந்த வைபவத்தில் தொடர்ந்துரையாற்றிய மக்கள் விடுதலை முன்னணியின் பொதுச் செயலாளர் ரில்வின் சில்வா, இந்த நாட்டில் இனவாதத்தை உருவாக்கி இனங்களை மோத விடுகின்ற வேலையை ராஜபக்ஷவின் குடும்பம் மேற்கொண்டு வருகின்றது.

அளுத்கம தர்காநகர் பகுதிகளில் இடம்பெற்ற வன்முறைச் சம்பவங்களுக்கு முழுப்பொறுப்பையும் அரசாங்கமே எடுக்க வேண்டும்.

இனங்களை மோதவிட்டு அதனூடாக அரசியல் நடத்தும் வேலைகளையே இந்த அரசாங்கம் செய்து வருகின்றது. ஊழல், மோசடி, வன்முறை இவ்வாறுள்ள இந்த அரசாங்கத்திற்குத்தான் இன்று அமைச்சர்களான ஹக்கீம், றிசாட் பதியுதீன், டக்ளஸ் தேவானந்தா, கருணா அம்மான், ஹிஸ்புல்லாஹ், தொண்டமான் போன்றரோர் ஆதரவளிக்கின்றனர்.

இன்று மக்கள் மாற்றத்தை நோக்கி சென்று கொண்டிருக்கின்றனர். மக்கள் விடுதலை முன்னணியின் பக்கம் மக்கள் நாளர்ந்தம் வந்து கொண்டிருக்கின்றனர். கிழக்கு மாகாணத்திலும் மக்கள் விடுதலை முன்னணி எதிர் காலத்தில் மாபெரும் எழுச்சி காணும்.

இனவாத மத வாத அடிப்படைவாதிகளால் இழைக்கப்படும் துரோகத்தை வளர்க்கும் பொறியில் சிக்கி விடக் கூடாது.

 பொறுமையாகவும் அமைதியாகவும் பொறுப்புடனும் செயற்பட வேண்டும்.

ஜனா­தி­பதி இங்கு தொடர்ந்து உரை­யாற்றும் போது,

அன்று வடக்­கி­லி­ருந்து 19000 முஸ்லிம் மக்­களை உடுத்த உடுப்­போடு இரண்டு மணித்­தி­யா­லங்­க­ளுக்குள் கையில் கிடைத்­ததை எடுத்துக் கொண்டு வீடு­க­ளி­லி­ருந்தும் கிரா­மங்­க­ளி­லி­ருந்தும் விடு­த­லைப்­பு­லி­களே விரட்­டி­ய­டித்­தனர்.

அப்­போதே ஹர்த்தால் கடை­ய­டைப்பு எங்கே? இன்று ஹர்த்தால் மேற்­கொள்வோர் அன்று எங்­கி­ருந்­தார்கள்?எவரும் எதையும் செய்­ய­வில்லை.காத்­தான்­குடி பள்­ளி­வாசல் மீது தாக்­குதல் நடத்தி விடு­தலை புலிகள் முஸ்­லிம்­களை கொலை செய்­தனர்.யார் ஹர்த்தால் செய்­தார்கள்?ஆனால், இன்று சிறு சம்­ப­வத்­திற்­காக ஹர்த்தால் செய்­கின்­றனர்.இன­வா­தத்தை தூண்­டு­கின்­றனர். இதனை இரண்டு தரப்­பி­னரும் கைவிட வேண்டும்.

நாட்டின் சமா­தா­னத்தை அமை­தியை பாது­காக்க அர­சாங்கம் மட்­டு­மல்ல மக்­களும் பங்­க­ளிப்பு வழங்க வேண்டும்.அன்று சிங்­கள முஸ்லிம் தமிழ் மக்கள் விடு­தலைப் புலி­களால் கொலை செய்­யப்­பட்­டார்கள்.

அப்­போ­தெல்லாம் ஹர்த்தால் எங்­கி­ருந்­தன ?நாட்டில் ஆங்­காங்கே சிறு சிறு சம்­ப­வங்கள் இடம்­பெற்று வரு­கின்­றன. இது தொடர்பில் சட்­டத்தை நடை­மு­றைப்­ப­டுத்­து­மாறு ஆலோ­ச­னைகள் உத்­த­ர­வுகள் பிறப்­பிக்­கப்­பட்­டுள்­ளது.

இன்று அளுத்­க­ம­விற்கு ஏன் இரா­ணு­வத்­தி­னரை அனுப்­ப­வில்லை என கேள்வி எழுப்­பு­கின்­றனர்.ரத்­துபஸ் வலைக்கு இரா­ணு­வத்தை அனுப்பி வைத்தோம். இன்று அது தொடர்பில் ஐ.நா. எம்­மிடம் கேள்­வி­யெ­ழுப்­பு­கின்­றது.

எமது நாட்டின் அபி­வி­ருத்­திக்கு சீனா மட்­டு­மல்ல இந்­தியா, கொரியா, ஜப்பான், பிரிட்டன் போன்ற பல நாடுகள் உத­வி­களை வழங்­கு­கின்­றது.ஆனால், சில அரச சார்­பற்ற நிறு­வ­னங்கள் இவ் அபி­வி­ருத்­தி­களை தடுக்கும் கைங்­க­ரி­யங்­களில் ஈடு­ப­டு­கி­றது.இதனால் நாடும் மக்­க­ளுமே பாதிப்­ப­டை­வார்கள்.

எதிர்க்­கட்சி…

நாட்டில் எதிர்க்­கட்­சி­யொன்று இருக்க வேண்டும். ஆனால் அபி­வி­ருத்­தி­களை எல்லாம் தடுத்து நிறுத்தும் முட்­டுக்­கட்டை போடும் எதிர்க்­கட்­சி­யாக இருக்கக் கூடாது. அபி­வி­ருத்­திக்கும் நாட்டின் முன்­னேற்­றத்­திற்கும் ஒத்­து­ழைப்பு வழங்கும் எதிர்க்­கட்­சி­யாக இருக்க வேண்டும்.

ஆனால், அவ்வாறானதொரு கொள்கை எமது நாட்டு எதிர்க்கட்சியிடம் கிடையாது.நாட்டின் அபிவிருத்திகளை மக்களே அனுபவிப்பார்கள் எதிர்கால சந்ததியினரே பயன்படுத்துவார்களென்றும் ஜனாதிபதி தெரிவித்துள்ளார்.இந்நிகழ்வில் அமைச்சர்களான அநுர பிரியதர்ஸன யாபா, ரோஹித அபேகுணவர்தன ஆகியோரும் உரையாற்றினர்.

நடந்து முடிந்த கறுப்பு ஜூன் கலவரத்தால் அளுத்கம, பேருவளை மற்றும் தர்ஹா நகர் உள்ளிட்ட பகுதிகளில் உள்ள முஸ்லிம்களின் 600 கோடி ரூபாவுக்கு மேற்பட்ட சொத்துகள் சேதமாக்கப்பட்டுள்ளன சூறையாடப்பட்டுள்ளன.

ஆரம்பக்கட்ட கணக்கெடுப்பின் மூலமே இந்தச் சேத விவரம் கண்டறியப்பட்டுள்ளது. இந்தக் கணக்கெடுப்பு நன்கு திட்டமிடப்பட்ட முறையில் மேற்கொள்ளப்படவில்லை என்றும் அவசரம் காட்டாமல் அமைதியாகக் கணக்கெடுப்பை மேற்கொண்டால் சேதமடைந்த சொத்துகள் 600 கோடி ரூபாவைத் தாண்டும் என்றும் பாதிக்கப்பட்ட மக்கள் கூறுகின்றனர். இதுதான் உண்மை.

அப்படியாயின், உண்மையான சேத விவரங்களைக் கண்டறிவதென்றால் அந்த சேத விவரங்களை அரசும் பாதிக்கப்பட்ட முஸ்லிம்களும் ஏற்றுக்கொள்வதென்றால் அரசால் ஒரு நடுநிலையான ஆணைக் குழுவொன்று நியமிக்கப்படவேண்டும். அந்தக் குழுவில் மிதவாத சிந்தனையுள்ள சிங்களவர்களும் முஸ்லிம்களும் அடங்கவேண்டும். அப்போதுதான் உண்மையான சேதவிவரங்களைத் திரட்ட முடியும்.

ஆனால், இப்போது நடப்பது என்ன? பொலிஸார்தான் இந்த சேதவிவரங்களைக் கணக்கெடுக்கத் தொடங்கியுள்ளனர் பொலிஸார் மேற்கொள்ளும் கணக்கெடுப்பு நிச்சயமாக முழுமையானதாக இருக்காது அவர்கள் சேதத்தைக் குறைத்தே கணக்கெடுப்பர் அத்தோடு,இந்தக் கணக்கெடுப்பில் மறைமுகமாகவோ நேரடியாகவோ பேரினவாதிகளின் தலையீடு இருக்கப்போவது நிச்சயம்.

முஸ்லிம்களுக்கு ஏற்பட்டிருக்கும் சேதங்களைக் குறைத்து மதிப்பிடுவதன் மூலம்தான் பேரினவாதிகள் நல்ல பிள்ளைகளாகுவர். அந்த மதிப்பீடு அரசுக்கும் சாதகமாகவே அமையும். சேதங்கள் எவ்வளவு குவாக மதிப்பீடு செய்யப்படுகிறதோ அவ்வளவு தூரம் அரசுக்கு அரசியல் ரீதியாகவும் பொருளாதார ரீதியாகவும் சாதகமான நிலை ஏற்படும்.

இந்தப் பேரழிவு ஏற்படுவதற்கு பொலிஸார் மற்றும் விசேட அதிரடிப்படையினரின் பக்கச்சார்பான செயற்பாடுகளே காரணம் என்று பாதிக்கப்பட்ட ஒவ்வொரு முஸ்லிமும் தெரிவிக்கின்றனர்.
தாக்குதல் நடத்திய பேரினவாதிகளைக் கட்டுப்படுத்தாது அவர்களுக்கு இந்தப் பொலிஸாரும், விசேட அதிரடிப்படையினரும் ப+ரண பாதுகாப்பு வழங்கினர் என்று பாதிக்கப்பட்ட சம்பவத்தை நேரில் பார்த்த முஸ்லிம்கள் கூறுகின்றனர். அதுபோக, உயிரிழந்த இரண்டு முஸ்லிம் சகோதரர்களும் விசேட அதிரடிப் படையினரின் துப்பாக்கிச் சூட்டில்தான் உயிரிழந்தனர் என்றும் அவர்கள் கூறுகின்றனர்.

அதுபோக, கலவரம் தொடங்கி மறுநாள் உயிரிழந்த சகோதரர்களின் ஜனாஸாக்களை களுத்துறையிலிருந்து தர்ஹா நகருக்கு எடுத்துச்சென்ற சகோதரர்கள் மீதும் பேரினவாதிகள் தாக்குதல் நடத்தினர். ஊரடங்குச் சட்டம் அமுலில் இருந்த நிலையில், பொலிஸார் மற்றும் விசேட அதிரடிப் படையினரின் முன்னிலையில்தான் இந்தத் தாக்குதல் நடத்தப்பட்டது என்றும், அத்தாக்குதலைத் தடுக்காது அவர்கள் பார்த்துக்கொண்டு நின்றனர் என்றும் பாதிக்கப்பட்டவர்கள் தெரிவித்துள்ளனர்.

நாடாளுமன்ற உறுப்பினர் பாலித தெவரபெரும முஸ்லிம்களைக் காப்பாற்றி அழைத்து வந்துகொண்டிருந்த போது அவர் மீதும், அவர் அழைத்துவந்த முஸ்லிம்கள் மீதும் தாக்குதல் நடத்தப்பட்டது. அத்தாக்குதலும் பொலிஸாரும் அதிரடிப் படையினரும் பார்த்துக் கொண்டிருக்கும்போதுதான் இடம்பெற்றது என்று அச்சம்பவத்தில் பாதிக்கப்பட்டவர்களும் தெரிவித்துள்ளனர்.
பாதிக்கப்பட்ட ஒவ்வொரு வீட்டாரும் தெரிவிக்கும் குற்றச்சாட்டுகள் பேரினவாதிகள், அதிரடிப் படையினர் மற்றும் பொலிஸார் சகிதம் வந்தே தமது வீடுகளையும், கடைகளையும் எரித்தனர் என்பவையாகும். இந்தப் பேரினவாதிகளும் பொலிஸாரும் தங்கள் வீட்டுக்கு வந்து தேநீர் தயாரித்துப் பருகி அங்குள்ள உணவுப்பொருட்களையெல்லாம் உண்டு, குடித்துவிட்டே வீடுகளுக்குத் தீ வைத்தனர் என்றும் சிலர் தெரிவித்துள்ளனர்.
பேரினவாதிகள் வாகனங் களைக் கொண்டுவந்து ஆறுதலாக இருந்து தங்களது சாமான்களை ஏற்றிச்செல்லும் வரை பொலிஸார் அவர்களுக்குப் பாதுகாப்பு வழங்கிக்கொண்டிருந்தனர் என்று அந்த மக்களின் வாக்குமூலங்க ளிலிருந்து அறிய முடிகின்றது.

இதுபோக, பொலிஸில் முறைப்பாடுகளைச் செய்வதற்கு முஸ்லிம்கள் செல்கின்றபோது பொதுபலசேனாவுக்கு எதிராக முறைப்பாடுகளைத் தரவேண்டாம் என்று பொலிஸார் தம்மிடம் கூறுவதாகவும் முஸ்லிம்கள் கூறுகின்றனர்.

ஆகவே, இவ்வாறு அனைத்து நிகழ்வுகளையும் வைத்துப் பார்க்கும்போது பொலிஸார் முஸ்லிம்களுக்கு எதிராகவே செயற்பட்டுள்ளனர் என்று தெரியவருகின்றது. அவ்வாறானதொரு நிலையில், எவ்வாறு அவர்கள் மேற்கொள்ளும் சேத விவரக் கணக்கெடுப்பு நியாயமானதாக இருக்கப்போகின்றது? இவர்கள் நிச்சயம் குறைத்தே மதிப்பீடு செய்வர்.
அரசு பாதிக்கப்பட்ட மக்களுக்கு முழுமையான நிவாரணத்தை வழங்க இதயசுத்தியுடன் செயற்படுவது உண்மையென்றால் சிங்கள மற்றும் முஸ்லிம் பிரதிநிதிகளைக் கொண்ட ஓர் ஆணைக்குழுவை நியமித்து அதனூடாகவே கணக்கெடுப்பை மேற்கொள்ள வேண்டும்.

பாதிக்கப்பட்ட முஸ்லிம்கள் இன்று வேண்டுவது இழக்கப்பட்ட சொத்துகளில் கொஞ்சமேனும் குறையாமல் அப்படியே வேண்டும் என்பதுதான். அவர்களின் கோரிக்கை நியாயமானது. அப்படியாயின், அவர்களின் சொத்துக்களின் கணக்கெடுப்பு சரியாக மேற்கொள்ளப்படவேண்டும். இந்தக் கோரிக்கையையேனும் அரசு தட்டிக்கழிக்காமல் நிவேற்ற முன்வரவேண்டும்.

Sunni fighters led by the Islamic State in Iraq and the Levant (ISIL) have expanded their offensive in Iraq, capturing more territory from the government.

ISIL, an al-Qaeda breakaway group active in Syria and Iraq, has taken the towns of Qaim, Rawah and Anah in Anbar province. Qaim, located on the border with Syria, hosts a key crossing between the two countries.

Fighters also claim to be in full control of the northern city of Baiji, which hosts Iraq's biggest oil refinery, though the military denies the rebels control the refinery itself.

The Associated Press news agency, citing Iraqi miltary officials, reported that Sunni fighters captured two border crossings, the Turaibil crossing with Jordan and the al-Walid crossing with Syria, on Sunday.

 The vast Anbar province stretches from the western edges of the capital, Baghdad, all the way to Jordan and Syria to the northwest. Fighting in the predominantly Sunni region has disrupted use of the highway linking Baghdad to the Jordanian border, a key artery for goods and passengers.

In January, fighters in Anbar overran the city of Fallujah and parts of Ramadi.

The latest gains by ISIL are a further blow to Nouri al-Maliki, Iraq’s Shia prime minister, whose grasp on his job is coming under increasing pressure as the rebels try to push the country towards a sectarian showdown.

The capture of the town of Rawah on the Euphrates River and the nearby town of Anah appeared to be part of a march towards a key dam in the city of Haditha. Any destruction of the dam would have a serious impact on the country's electrical grid and cause major flooding.

Military officials said more than 2,000 troops were quickly dispatched to the site of the dam to protect it against a possible attack, the AP news agency reported.

Al Jazeera's Imran Khan, reporting from Baghdad, said there is significant ISIL movement in Anbar on Sunday, adding that the province is increasingly coming under the control of fighters.

"After taking over Qaim, Rawah and Anah, armed groups are now advancing to the next town, Haditha in the west of Ramadi city, and are negotiating with tribal leaders to enter there peacefully," he said.

"Army forces have left Haditha and have moved to the town of Khan al-Baghdadi and the military base of Ein al-Asad."

On Saturday, Shia armed groups rallied across the country vowing to protect religious sites and making a very deliberate show of force against ISIL.

The biggest of the rallies, which were called for by powerful religious leader Moqtada al-Sadr, took place in the northern Baghdad suburb of Sadr City, where hundreds of men dressed in combat fatigues and carrying assault rifles marched in military formation. Sadr's Mahdi Army militia is believed to have as
many as 100,000 fighters.

Maliki's Shia-led government has struggled to defeat the rebels who have seized large swathes of the country since taking control of the second-largest city of Mosul on June 10 after government forces melted away.

Maliki, who has led the country since 2006, has increasingly turned to Iranian-backed Shia fighters and volunteers to bolster his beleaguered security forces.

His State of Law party won the most seats in an April parliamentary election but a new government has not yet been formed, and rivals have started to challenge him from within the broader Shia alliance.

To stay in power, his bloc, which won 92 seats, must form a majority coalition in the 328-seat legislature, which has to meet by June 30.

“Sykes-Picot is dead,” Walid Jumblatt roared at me last night – and he may well be right.

The Lebanese Druze leader – who fought in a 15-year civil war that redrew the map of Lebanon – believes that the new battles for Sunni Muslim jihadi control of northern and eastern Syria and western Iraq have finally destroyed the post-World War Anglo-French conspiracy, hatched by Mark Sykes and François Picot, which divided up the old Ottoman Middle East into Arab statelets controlled by the West.

The Islamic Caliphate of Iraq and Syria has been fought into existence – however temporarily – by al-Qa’ida-affiliated Sunni fighters who pay no attention to the artificial borders of Syria, Iraq, Lebanon or Jordan, or even mandate Palestine, created by the British and French. Their capture of the city of Mosul only emphasises the collapse of the secret partition plan which the Allies drew up in the First World War – for Mosul was sought after for its oil wealth by both Britain and France.

The entire Middle East has been haunted by the Sykes-Picot agreement, which also allowed Britain to implement Foreign Secretary Arthur Balfour’s 1917 promise to give British support to the creation of a Jewish “homeland” in Palestine. Perhaps only today’s Arabs (and Israelis) fully understand the profound historical changes – and deep political significance – that the extraordinary battles of this past week have wrought on the old colonial map of the Middle East.

The collapsing Ottoman Empire of 1918 was to be split into two on a north-east, south-west axis which would run roughly from near Kirkuk – today under Kurdish control – across from Mosul in northern Iraq and the Syrian desert and through what is now the West Bank to Gaza. Mosul was initially given to the French – its oil surrendered by the British in return for what would become a French buffer zone between Britain and the Russian Caucasus, Baghdad and Basra being safe in British hands below the French lines. But growing British commercial desires for oil took over from imperial agreements. Mosul was configured into the British zone inside the new state of Iraq (previously Mesopotamia), its oil supplies safely in the hands of London. Iraq, Trans- jordan and Palestine were under British mandatory control, Syria and Lebanon under the French mandate.

But the new geographical map created by al-Qa’ida and its Nusra and Isis allies runs not north-east to south-west but east to west, taking in the cities of Fallujah, Tikrit and Mosul, and Raqqa and large areas of eastern Syria. Jihadi tactics strongly suggest that the line was intended to run from west of Baghdad right across the Iraqi and Syrian deserts to include Homs, Hama and Aleppo in Iraq. But the Syrian government army – successfully fighting a near-identical battle to that now involving a demoralised Iraqi army – has recaptured Homs, held on to Hama and relieved the siege of Aleppo.

By chance, economist Ian Rutledge has just published an account of the battle for Mosul and oil during and after the First World War, and of the betrayal of the Sunni Muslim Sharif Hussein of Mecca, who was promised an independent Arab land by the British in return for his help in overthrowing the Ottoman Empire. Rutledge has researched Britain’s concern about Shia power in southern Iraq – where Basra’s oil lies – material with acute relevance to the crisis now tearing Iraq to pieces.

For the successor power to Sharif Hussein in Arabia is the Saudi royal family, which has been channelling billions of dollars to the very same jihadi groups that have taken over eastern Syria and western Iraq and now Mosul and Tikrit. The Saudis set themselves up as the foundational Sunni power in the region, controlling Arab Gulf oil wealth – until America’s overthrow of the Sunni dictator Saddam Hussein led inexorably to a majority Shia government in Baghdad allied to Shia Iran.

Thus the new Middle Eastern map substantially increases Saudi power over the region’s oil, lowering Iraq’s exports, raising the cost of oil (including, of course, Saudi oil) and at the expense of a frightened and still sanctioned Iran, which must defend its co-religionists in the collapsing Baghdad government. Mosul’s oil is now Sunni oil. And the vast and unexplored reserves believed to lie beneath the jihadi-held deserts west of Baghdad are now also firmly in Sunni rather than in national, Shia-controlled Baghdad government hands.

This break-up may also, of course, engender a new version of the terrifying Iran-Iraq war – a conflict that killed 1.5 million Sunni and Shia Muslims, both sides armed by outside powers while the Arab Gulf states funded the Sunni leadership of Saddam. The West was happy to see these great Muslim powers fighting each other. Israel sent weapons to Iran and watched its principal Muslim enemies destroy each other. Which is why Walid Jumblatt now also believes that the current tragedy – while it has killed off Mr Sykes and Mr Picot – will have Arthur Balfour smiling in his grave.
