WASHINGTON, Feb 5 (Reuters) - Elon Musk's rapid takeover of two U.S. government agencies has enabled the South African-born billionaire to exert unprecedented control over America's 2.2-million-member federal workforce and begin a dramatic reshaping of government.

The world's richest man and an ally of President Donald Trump, Musk, 53, has in two weeks created a new center of power in Washington as he executes Trump's cost-cutting initiative to reduce the size of the U.S. government.The CEO of Tesla (TSLA.O), opens new tab and founder of SpaceX, Musk has acted swiftly since Trump's Jan. 20 inauguration, deploying teams of current and former employees of his companies as his agents. Musk's actions have fostered a wave of panic among government workers and public protests in Washington and at times have threatened to overshadow Trump's own agenda.Trump's up-and-down trade war with neighboring Canada and Mexico vied this week for space on front pages with Musk's effort to shut down USAID, the Agency for International Development, America's main humanitarian aid agency to the world. Musk's efforts are part of a massive government restructuring by Trump, who has fired and sidelined hundreds of civil servants in his first steps toward downsizing the bureaucracy and installing more loyalists.Americans are witnessing "an extraordinary centralization of power in someone who lacks a top-level security clearance and has not been subject to any Senate confirmation process," said Don Moynihan, a professor at the Ford School of Public Policy at the University of Michigan."Musk has unprecedented and centralized control of the basic plumbing of government," he added. Nonetheless, Musk operates at Trump's pleasure. "A White House source said, "those leading this mission with Elon Musk are doing so in full compliance with federal law, appropriate security clearances, and as employees of the relevant agencies, not as outside advisors or entities." Asked who they are more worried about when it comes to the prospect of being fired, an employee of the General Services Administration that manages federal property and services said: "Musk. No one is really talking about Trump. "Trump has put Musk in charge of what both men call the Department of Government Efficiency. Despite its name, it is not a department, Musk does not draw a government salary, and DOGE's creation immediately drew lawsuits from government unions, watchdogs and public interest groups.Exactly who makes up DOGE is unclear. The Trump administration has not released a list of DOGE employees. Nor has it said how they are being paid, or how many have entered each agency. Musk and his DOGE lieutenants have taken over the Office of Personnel Management and the General Services Administration along with their computer systems.OPM is the human resources arm of the U.S. government, overseeing 2.2 million government workers. From there, emails have been sent out in the past week offering federal employees financial incentives to quit. The GSA oversees most government contracts and manages federal property. At least four current and former Musk aides are part of a team that has taken over OPM, shutting out some senior managers from their own computer systems, sources told Reuters. Musk visited the GSA last Thursday, an official said, while members of his team moved into the agency. On Friday, a Musk team gained access to the U.S. Treasury Department's payment system, which sends out more than $6 trillion a year on behalf of federal agencies and contains the personal information of millions of Americans who receive Social Security payments, tax refunds and other monies from government.Michael Linden, a senior official during the administration of former President Joe Biden at the Office of Management and Budget, a powerful agency that oversees the federal budget, said the access by Musk's aides to payment systems gives them extraordinary potential power."They could get to pick and choose which payments the federal government makes," Linden said in an interview.Neither Musk nor the White House immediately responded to a request for comment.Trump has repeatedly said that the federal bureaucracy is bloated and inefficient, and needs to be downsized. JERUSALEM, Feb 5 (Reuters) - U.S. President Donald Trump's vision of a Gaza Strip cleared of its Palestinian inhabitants and redeveloped into an international beach resort under U.S. control has revived an idea floated by his son-in-law Jared Kushner a year ago.

The idea, outlined by Trump in a press conference on Tuesday, has drawn shocked reactions from both Palestinians and Western critics who say it would be tantamount to ethnic cleansing and illegal under international law.

But it was not the first time Trump has spoken of Gaza in terms of real estate investment opportunities. In October last year, he told a radio interviewer Gaza could be "better than Monaco" if rebuilt in the right way.

The idea of a radical redevelopment of Gaza was aired soon after Israel began its campaign in the narrow coastal enclave following the Hamas-led attack on Israel on Oct. 7, 2023, most prominently by Kushner, who as special Middle East envoy in Trump's first term helped drive the "Abraham Accords" normalizing relations between Israel and a number of Arab countries.

"Gaza's waterfront property, it could be very valuable, if people would focus on building up livelihoods," Kushner, who once described the entire Arab-Israeli conflict as "nothing more than a real-estate dispute between Israelis and Palestinians" said at an event in Harvard in February 2024.

"It's a little bit of an unfortunate situation there, but I think from Israel's perspective, I would do my best to move the people out and then clean it up," he said. Kushner was himself a property developer in New York prior to Trump's first term.

A spokesperson for Kushner did not immediately respond to a request for comment for this story.

There were also doubts about how literally Trump's proposal should be understood, given his reputation as a freewheeling dealmaker used to unsettling his negotiating partners with attacks from unexpected angles.

Saudi Arabia, the predominant power in the Arab world, "will not take this statement very seriously," a source close to the royal court in Riyadh said. "It has not been thought through and is impossible to implement, so he will eventually realize that."

In a statement on Wednesday, Saudi Arabia's foreign ministry said the kingdom rejected any attempt to displace the Palestinians from their land. Both the Palestinian Authority and Hamas also condemned the remarks.

Reuters could not establish whether Kushner, whose private equity firm has taken investments from Gulf countries including $2 billion from Saudi Arabia, has engaged in any discussions in the region about Gaza investment.

For Palestinians, however improbable the idea of Gaza as a waterfront resort may sound, such talk recalls the "Nakba" or catastrophe after the 1948 war at the start of the state of Israel, when 700,000 fled or were forced from their homes.

Early on in the war, internet memes showing mocked-up images of beachside condominiums along the Gaza shoreline were widely shared on social media, often by pro-Israel posters looking to mock Palestinians in Gaza, where health officials say 47,000 people have died during Israel's retaliation for the Oct. 7 attacks that killed 1,200 people, according to Israeli tallies.

Israeli politicians have often reproached Palestinian leaders for focusing on fighting Israel rather than developing a new Dubai or Singapore in areas like Gaza, which for the past two decades has been under blockade that severely limits access to finance and basic materials.

In former years, the coastal enclave was a popular destination for Israeli tourists and even after the takeover by the Islamist movement Hamas in 2007, there was a laidback scene, opens new tab of smart beachside restaurants and cafes along the seafront.

But the practicalities of realizing Trump's vision of creating "The Riviera of the Middle East" in Gaza, where the Islamist movement Hamas is still firmly in control and where there has been a furious reaction to his comments, remain unexplained.

Land ownership in Gaza is covered by complex mix of regulations and customs drawn from Ottoman, British mandate and Jordanian laws as well as clan practices, with land title sometimes backed by documents from previous legal regimes. There are currently heavy restrictions on foreigners buying land.

For the moment, after 15 months of bombardment, Gaza is a "demolition site" in Trump's words, that will require 10-15 years of reconstruction, according to his special Middle East envoy Steve Witkoff, himself a former real-estate developer who last week became the most senior U.S. official to step foot in the enclave since the war began.

Estimates of the cost of reconstruction go as high as $100 billion.

However, Gulf countries, a potential source of investment in rebuilding Gaza, have strongly rejected offering any finance while a pathway to an independent Palestinian state remains closed.

For other potential investors, the uncertainties appear to outweigh any potential benefits, at least for the moment, according to analysts contacted by Reuters. Many of Israel's largest construction companies and the builders association declined to comment.

"Large-scale redevelopment in post-conflict areas generally requires significant investment, stability, and long-term planning, but beyond that, it's impossible to assess anything concrete right now," said Raz Domb, an analyst at Leader Capital Markets in Tel Aviv, an investment bank.

SETTLEMENTS

One group which has reacted with enthusiasm is Israel's settler movement, which has long dreamed of returning to settlements in Gaza that were abandoned 20 years ago under former Israeli prime Minister Ariel Sharon.

Trump's own administration contains a number of officials close to the settler movement and although Trump said he did not see Jewish settlements being rebuilt in Gaza, his comments were seized on immediately.

Settler groups say their interest in returning to Gaza is motivated by the Biblical connections they feel with the land but, for the moment at least, such considerations were secondary to the prospect of moving out Palestinians.

Last year the Nachala Movement, which promotes Jewish settlement in the West Bank, helped organize a conference at the edge of the Gaza Strip called "Preparing to Resettle Gaza", where politicians in Netanyahu's Likud party and others discussed plans to "encourage emigration" of Palestinians from Gaza and rebuild the settlements.

"Assuming Trump's comments about transferring Gazans to other countries are translated into practice, we must hurry and establish settlements throughout the Gaza Strip," the group said on the social media platform X.

WASHINGTON/CAIRO, Feb 5 (Reuters) - President Donald Trump's top aides staunchly defended his proposal for the U.S. to take over war-ruined Gaza and create a "Riviera of the Middle East" after relocating Palestinians elsewhere.

A longtime New York property developer, Trump drew rebukes on Wednesday from world powers Russia, China and Germany, which said it would foster "new suffering and new hatred." Regional heavyweight Saudi Arabia rejected the proposal outright.

Barely two weeks in the job, Trump shattered decades of U.S. policy on Tuesday with a vaguely worded announcement saying he envisioned building a resort where international communities could live in harmony after nearly 16 months of Israeli bombardment devastated the coastal enclave and killed more than 47,000 people, according to Palestinian tallies.

At a White House briefing on Wednesday, his press secretary Karoline Leavitt hailed his Gaza proposal as "historic" and "outside of the box" thinking but stressed that the president had not made a commitment to putting "boots on the ground" in the Palestinian enclave. She declined, however, to rule out potential use of U.S. troops there.

At the same time, Leavitt backed away from Trump's earlier assertion that Gazans needed to be permanently resettled in neighboring countries, saying instead that they should be "temporarily relocated" for the rebuilding process.

It was unclear whether Trump would go ahead with his proposal or was simply taking an extreme position as a bargaining strategy, as he has done on other issues in the past.

Trump's son-in-law and former aide, Jared Kushner, last year described Gaza as "valuable" waterfront property, and on Tuesday Trump made similar claims as he called for the permanent resettlement of more than two million Palestinians from there.

Some experts said the proposed actions could violate international law. Others described his ideas as unworkable.

"Everybody loves it," Trump told reporters in the Oval Office earlier on Wednesday, referring to his Gaza idea.

On a trip to Guatemala, U.S. Secretary of State Marco Rubio, apparently seeking to counter the wave of global criticism, insisted Trump's proposal was not a "hostile move" but instead expressed "the willingness of the United States to become responsible for the reconstruction of that area."

Trump offered no specifics as he announced his proposal while welcoming Israeli Prime Minister Benjamin Netanyahu to the White House on Tuesday. He said he and his team had been discussing the possibility with Jordan, Egypt and other regional countries.

Netanyahu, who met on Wednesday with U.S. Vice President JD Vance, would not be drawn into discussing the proposal, other than to praise Trump for trying a new approach.

Jordan's King Abdullah said on Wednesday he rejected any moves to annex land and displace Palestinians. Egypt said it would back Gaza recovery plans, following a ceasefire that took effect on Jan. 19, without Palestinians leaving the territory.

'TRUMP CAN GO TO HELL'

In Gaza, Palestinians living among the wreckage of their former homes said they would never accept the idea.

"Trump can go to hell, with his ideas, with his money, and with his beliefs. We are going nowhere. We are not some of his assets," said Samir Abu Basel, a father of five in Gaza City displaced from his house by the war.

Since taking office on Jan. 20, Trump has talked about a U.S. takeover of Greenland, warned of the possible seizure of the Panama Canal and declared that Canada should become the 51st U.S. state.

Some critics have said his expansionist rhetoric echoes old-style imperialism, suggesting it could encourage Russia in its war in Ukraine and give China justification for invading self-ruled Taiwan.

World leaders said they remained supportive of the two-state solution that has formed the basis of U.S. policy in the region for decades, which has held that Gaza would be part of a future Palestinian state that includes the Israeli-occupied West Bank.

U.S. national security adviser Mike Waltz on Wednesday played down any notion the U.S. was walking away from longstanding Middle East policy. "I certainly didn't hear the president say it was the end of the two-state solution," he told CBS News.

'RIDICULOUS AND ABSURD'

An official from Palestinian militant group Hamas, which ruled the Gaza Strip before the war there that followed Hamas' deadly October 7, 2023, cross-border attack on Israel, said Trump's proposal was "ridiculous and absurd."

"Any ideas of this kind are capable of igniting the region," Sami Abu Zuhri told Reuters, saying Hamas remains committed to the ceasefire accord with Israel and negotiating its next phase.

Trump's pronouncements appear to run counter to U.S. public opinion, which polls have shown is overwhelmingly opposed to new military entanglements in conflict zones following lengthy interventions in Iraq and Afghanistan.

Trump frequently asserted during the 2024 election campaign and since returning to office that he would end what he called "ridiculous" wars and prevent others from starting.

Trump said that he plans to visit Gaza, Israel and Saudi Arabia, but did not say when he would go.

Trump's proposal raises questions about whether Saudi Arabia would be willing to join a renewed U.S.-brokered push for a historic normalisation of relations with Israel.

Saudi Arabia, a pivotal U.S. ally in the Middle East, said it would not establish ties with Israel without the creation of a Palestinian state, contradicting Trump's claim that Riyadh was not demanding a Palestinian homeland.

Trump would like Saudi Arabia to follow in the footsteps of the United Arab Emirates, a Middle East trade and business hub, and Bahrain, both of which signed the Abraham Accords in 2020 and normalised ties with Israel.

But on Wednesday, the kingdom's foreign ministry said Saudi Arabia rejected any attempts to remove Palestinians from their land and said Crown Prince Mohammed bin Salman had affirmed this position in "a clear and explicit manner."

Itamar Ben-Gvir, a far-right Israeli lawmaker and former minister for national security, said "encouraging" Gazans to emigrate was the only correct strategy at the end of the Gaza war and urged Netanyahu to adopt the policy "immediately."

Michael Milshtein, a former intelligence officer and one of Israel's leading specialists on Hamas, said Trump's comments put Israel on a collision course with its Arab neighbours.

"Maybe Trump is trying to promote pressure on the Arab states (so) they will not create any obstacles if he tries to promote a normalisation between Saudi Arabia and Israel."

Gaza residents said after war and bombs had failed to eject them from Gaza that Trump would not succeed in doing so.

As fighting raged in the Gaza war, Palestinians feared they would suffer another "Nakba," or catastrophe, the time when hundreds of thousands were dispossessed of their homes in the war at the birth of the state of Israel in 1948.

Now they fear another round of displacement.

"We will not leave our areas," said Um Tamer Jamal, a 65-year-old mother of six. "We have brought our kids up teaching them that they can't leave their home and they can't allow a second Nakba."⍐

ஈழ சுய நிர்ணய உரிமை, வென்று பெறுவோம்! 

உண்மைச் சுதந்திரம் அடைய, ஒன்றுபடுவோம்!

பெப்ரவரி 4, 2025 இல்  77 ஆண்டு போலிச் சுதந்திரத்துக்கு விழா எடுக்க அனுராவின் டொலர் ஆட்சி ஆயத்தமாகி வருகின்றது. System Change என்று கூறி ஆட்சி அதிகாரத்தைக் கைப்பற்றியது JVP. ஒரு புறம் போலிச் சுதந்திரத்துக்கு விழா எடுத்துக் கொண்டு, மறு புறம், அந்த தொடர் காலனிய அடிமைத்தனத்தை, சுரண்டலை, ஆதிக்கத்தை நிலை நிறுத்திப் பாதுகாக்க உருவாக்கப்பட்ட அரசுமுறையை (System) மாற்றப் போவதாக JVP - அனுரா ஆட்சி கூறுவது கடைந்தெடுத்த அயோக்கித்தனமா இல்லையா?

அறக(ga)லயவும் சுதந்திரமும்:

தன்னியல்பான அறக(ga)லய கிளர்ச்சியின் உணர்ச்சியை அறுவடை செய்து 50% வாக்குகள் பெற்று, நாடாளமன்ற ஜனநாயகத்தின் புண்ணியத்தில் அறுதிப் பெரும்பான்மை ஆட்சி அமைத்தது அனுரா-சில்வா ஜே.வி.பி கும்பல்.

தன்னியல்பான அறக(ga)லய கிளர்ச்சி ( 2022 மார்ச்), அது தானே பிரகடனப்படுத்தியவாறு 75 ஆண்டுகால ஆட்சியின்  தொடர் துன்பங்களின்  தவிர்க்கவியலாத விளைவாகும்.

முதலாவதாக: இந்த 75 ஆண்டுகால ஆட்சியின் சுமார் 40 ஆண்டுகள், இருந்த இந்த அமைப்பு முறையில் தேர்தலில் பங்கேற்று வந்த கட்சி ஜே.வி.பி.1979 இல் கொழும்பு மாநகர சபை, 1981 இல் மாவட்ட அபிவிருத்தி சபை, 1982 இல் ஜனாதிபதித் தேர்தல், 1983 பொதுத் தேர்தல் பல ஆண்டுக்கு ஜே.ஆர் ஆட்சியால் பின்போடப்பட்டதால் பங்கு கொள்ள  இயலவில்லை.1994 பொது தேர்தலில் பங்கு கொண்டு ஜனாதிபதித் தேர்தலில் சந்திரிக்கா வெற்றி பெற தன்னை அர்ப்பணம் செய்தது. 

2002 இலிருந்து இந்த அமைப்பு முறையின் காவலராக இருந்த ஆளும் கும்பலுடன், அந்த ஆட்சியாளர்களோடு அவர்களது ஆட்சிகளோடு,  கூடிக் குலாவி ஆட்சி சுகம் அனுபவித்து வந்த கட்சி ஜே.வி.பி.

இரண்டாவதாக: இலங்கை அரசியல் அதிகாரத்தின் அசைக்க இயலாத சமூகத் தூணான பெளத்த மத பீட சமூக சக்திகளின் அரசியல் குரலாக, போர் வாளாக இருந்த, இருந்துவருகின்ற கட்சி ஜே.வி.பி.

மூன்றாவதாக: இந்த 75 ஆண்டுகால ஆட்சி என்பது ஈழதேசிய ஒடுக்கு முறையில் தங்கியிருந்து, அதன் மீது தேசிய ஒடுக்குமுறை அரசு ஒன்றைக் கட்டியமைத்து, அதனை பாசிச மயப்படுத்திய காலமாகும். இந்தக் கட்டிடத்துக்கு மண் சுமந்த கட்சி ஜே.வி.பி. குறிப்பாக 2002 பேச்சுவார்த்தைக் காலத்தில் இருந்து முள்ளிவாய்க்கால் வரை ஈழ தேசிய ஒடுக்குமுறை யுத்தத்தைத் தொடர-பேச்சுவார்த்தையை முறியடிக்க- மூர்க்க வெறியோடு முன்னின்று உழைத்த கட்சி ஜே.வி.பி

``ரணில் பயங்கரவாதிகளுக்கு உதவுகின்றார்`` என்ற கண்டுபிடிப்பை சிங்கள மக்கள் மத்தியில் பிரச்சாரம் செய்து யுத்தத்துக்கு ஆதரவு திரட்டிய இழி செயலை தனது வரலாற்றுப் பெருமையாக இன்றும் கூறி வருகின்ற கட்சி ஜே.வி.பி. 

2022-1965 தனது 57 ஆண்டு வாழ்க்கையில் முதல் 17 ஆண்டுகள் ஜே.வி.பி தன்னை ஒரு அரசியல் கட்சியாக கட்டியமைக்க செலவிட்டது. எஞ்சிய 40 ஆண்டுகளும் இந்த அமைப்பு முறையில் தான் ஜே.வி.பி அரசியல் நடத்தியது.

1972-1987 கிளர்ச்சிகளின் ஊடாக அரசிதிகாரத்தைக் கைப்பற்றலாம் என்ற கனவு முயற்சிகளும் இந்த அமைப்பு முறையை அங்கீகரித்தே அமைந்திருந்தன. 

இரண்டு கேள்விகள்;

1) ஆக 2022 இல் ஜே.வி.பி இந்த `அமைப்பு முறை மாற்றம்- System Change` என்கிற நிலைப்பாட்டிற்கு எப்படி வந்தது?

இது களவாணி ஜே.வி.பி அறக(ga)லய இயக்கத்திடமிருந்து களவாடியது. 

அறக(ga)லய இயக்கம் எதையெல்லாம் எதிர்த்ததோ அவை அனைத்தினதும்  பங்காளிக் கட்சியாக இருந்தது  ஜே.வி.பி.

2) அப்போ எப்படி ஜே.வி.பி அற(ga)லயவுக்கு தலைமை தாங்கியது?

மேலெழுந்தவாரியான பார்வைக்கு அபத்தமாகத் தோன்றக்கூடிய இந்த முரண் உண்மை உலகமெங்கும் நிகழ்ந்தவண்ணமேயுள்ளது.

இதைத் தொடர்வதற்கு `நாடாளமன்ற ஜனநாயகம்` ஆளும் வர்க்கங்களுக்கு மிகச் சிறந்த சாதனமாக உள்ளது.

இதன் மர்மத்தை விளக்கி லெனின் பின்வருமாறு கூறினார்: 

'' நீதி, மதம், அரசியல், சமுதாயம் சம்பந்தமான எல்லாவித சொல்லடுக்குகளுக்கும் பிரகடனங்களுக்கும் வாக்குறுதிகளுக்கும் பின்னே ஏதாவதொரு வர்க்கத்தின் நலன்கள் ஒளிந்து நிற்பதைக் கண்டுகொள்ள மக்கள் தெரிந்துகொள்ளாத வரையில் அரசியலில் அவர்கள் முட்டாள்தனமான ஏமாளிகளாகவும் தம்மைத் தாமே ஏமாற்றிக்கொள்வோராகவும் இருந்தனர், எப்போதும் இருப்பார்கள். பழைய ஏற்பாடு ஒவ்வொன்றும் எவ்வளவுதான் காட்டு மிராண்டித்தனமாகவும் அழுகிப் போனதாகவும் தோன்றிய போதிலும் ஏதாவது ஒரு ஆளும்வர்க்கத்தின் சக்தியைக் கொண்டு அது நிலைநிறுத்தப்பட்டு வருகிறது. சீர்திருத்தங்கள், அபிவிருத்திகள் ஆகியவற்றின் ஆதரவாளர்கள் இதை உணராத வரையில் பழைய அமைப்பு முறையின் பாதுகாவலர்கள் அவர்களை என்றென்றும் முட்டாளாக்கிக் கொண்டே இருப்பார்கள். இந்த வர்க்கங்களின் எதிர்ப்பைத் தகர்த்து ஒழிப்பதற்கு ஒரே ஒரு வழிதான் உண்டு. அது என்ன?

பழைமையைத் துடைத்தெறியவும் புதுமையைச் சிருக்ஷ்டிக்கவும் திறன் பெற்றவையும், சமுதாயத்தில் தாங்கள் வகிக்கும் ஸ்தானத்தின் காரணமாக அப்படிச் சிருக்ஷ்டித்துக் தீரவேண்டிய நிர்ப்பந்தத்தில் இருக்கிறவையுமான சக்திகளை, நம்மைச் சூழ்ந்துள்ள இதே சமுதாயத்துக்குள்ளேயே நாம் கண்டுபிடித்து, அந்தச் சக்திகளுக்கு ஞானமூட்டிப் போராட்டத்துக்கு ஸ்தாபன ரீதியாகத் திரட்ட வேண்டும். இது ஒன்றேதான் வழி. ''

அற(ga)லய ஒரு தன்னியல்பான கிளர்ச்சியென்பதால்  அது தானே தனது விடுதலைக்கு , விமோசனத்துக்கு எதிரான வர்க்கத்தின் நலனை சுமந்து கொண்டிருந்தது. ஜே.வி.பி வசதியாக இதற்குள் ஒழிந்து கொண்டது.

இதனால் எந்த வரையறையும் செய்யப்படாத சூக்குமான சூத்திரங்களைக் கொண்டு-``அமைப்பு மாற்றம்``, ``சுத்தமான சிறீ லங்கா`` என்றவாறு- மக்களின் உணர்வுக்கு வடிகால் அமைக்க முடிந்தது. இத்தைகைய ஒரு தலைமையின் கீழான தன்னியல்பான கிளர்ச்சியை அமெரிக்க இந்திய அந்நிய சக்திகள் `கோத்தா ஆட்சியைக் கவிழ்க்கும் நோக்கத்துக்கு-ஜே.வி.பி உடன் செய்து கொண்ட எழுதப்படாத ஒப்பந்தத்துக்கு அமைய- பயன்படுத்திக் கொண்டனர். இராணுவ அடக்குமுறையைச் சந்திக்காமலே அரக்களையவினரால் கோத்தா தடாகத்தில் நீராட முடிந்தது. அவர்கள் நீராடிய அழகை உலகமே பார்த்து வியந்தது!   

இவ்வாறாகத்தானே ஜே.வி.பி அந்நிய ஆதரவுடன் நடத்தி முடித்த  அற(ga)லய  ``புரட்சி``, பொல்லை ரணிலிடம் கொடுத்து, தேர்தல் ஒன்றை நடத்தி அநுராவின் கைக்கு மாற்றிக்கொண்டது.

அநுரா தேர்தலில் வெல்வார் என்று முதன் முதலில் மோடி மாந்திரீகம் கண்டுபிடித்து, அரசமரியாதை விருந்தளித்து `விபரங்களை` சொல்லி அனுப்பி தேர்தலில் வெல்ல வைத்தது.

களத்தில் பலர் குதித்து ஜனநாயகம் களைகட்டி இருந்தபோதும் ஆடுகளம் அநுரா வெற்றிக்கு ஏற்ப அமைக்கப்பட்டிருந்தது.

அநுரா அரியணை ஏறினார்.

எவ்வளவுதான் அற(ga)லய ஒரு தன்னியல்பான கிளர்ச்சியாக இருந்த போதும் அது நெடுங்கால வெஞ்சினத்தின் வெளிப்பாடாக இருந்தது.

அதிலிருந்து ( இயல்பாகவே பருண்மையான ஆய்வில், தத்துவ பரிசீலனையில், சர்வாங்க வர்க்கப் போராட்டம் தழுவிய வகையில், வகுக்கப்பட்ட கொள்கைகள், கோட்பாடுகள், முழக்கங்கள் என அரசியல் போர்த்தந்திர வழியில் அமைந்தவையாக இல்லாத போதும்) வெளிப்பட்ட ஒரு பொது உணர்வு புரட்சியின் அடி நாதமாகும்.

அதை அவர்கள் வரையறை செய்யாமல் `அமைப்பு முறை மாற்றம்- System Change' என்று அழைத்தார்கள், கூடவே

1) கோத்தா மட்டுமல்ல `225 Go Home`என்றார்கள்; கைத்தடி ரணிலுக்கு மாறிய போது `Ranil Go Home' என்றும் பரிதாபமாகச் சொன்னார்கள்.ரணில் ஆட்சி சத்தம் சந்தடி இல்லாமல் இயக்கத்தை நசுக்கியது.

2) கோத்தாவின் அரண்மனைக்குள் புகுந்த போது இன்று தான் எமக்கு ``உண்மையான சுதந்திரம் கிடைத்தது `` என்று கூறி தேசியக் கொடியை முத்தமிட்டார்கள்;

3) மக்களுக்கு விசுவாசமானவர்கள், அறிவு மிகுந்தவர்கள், திருடர்கள் அல்லாத நல்லவர்களை ஆட்சிக்குக் கொண்டு வர வேண்டும் என்றார்கள்.

4) இலங்கையருக்குள் உருவாக்கப்பட்டிருந்த பாகுபாட்டை புறந்தள்ளி இருந்தார்கள்.

மறுபுறம் சர்வதேசக் காரணிகள் என்ற வகையில்

1) அமெரிக்கா திருமலைத் துறைமுகத்தை  அபகரிக்க இடமளிக்க மறுத்தது, 

2) சீன ஆதரவுப் பாதையை எடுத்தது, 

என்பன அமெரிக்காவுக்கும் இந்தியாவுக்கும், `கோத்தா ஆட்சிக் கவிழ்ப்புக்கான` பொது அடிப்படையை வழங்கின.

உள்நாட்டுக் கிளர்ச்சியின் அரசியல் பலவீனம், புறவயமாக சாதகமாக அமைந்த கோத்தா ஆட்சிக் கவிழ்ப்புத் திட்டம் இறுதியாக  அநுரா-சில்வா ஆட்சி அமையக் காரணமாய் அமைந்தன.

அனுரா ஜனாதிபதியானார், நாடாளமன்றம் கூடி அரசாங்கம் அமைக்கப்பட்டுவிட்டது, அமைச்சுக்கள் பொறுப்புக்களை ஏற்றுக் கொண்டுவிட்டன, கணிசமான அளவுக்கு படைத்தரப்பும், உளவுப்பிரிவும் சுத்தம் செய்யப்பட்டுவிட்டன, முதலாவது வரவு செலவுத் திட்ட முனைவுகள் விவாதத்துக்கு வந்துவிட்டன, இரண்டு முக்கிய வெளிநாட்டு விவகாரம் சார்ந்த அரசு முறைப் பயணங்கள் முடிந்து விட்டன, IMF வலை விரித்தபடி உள்ளது, பங்குச் சந்தை தலை தெறிக்க ஓடுகின்றது;

அந்த உண்மையான சுதந்திரம்?

ஜே.வி.பி மந்திரஜால இயக்கம் அல்ல என்பதால் மக்கள் கால அவகாசம் அளித்து காத்திருக்கின்றனர்.கோரிக்கையைக் கைவிடவில்லை.மறக்கவும் இல்லை, மறக்கப் போவதும் இல்லை. போதுமான காலம் முடிகிற போது சுதந்திரம் கிடைத்திருக்குமா? கிடைக்குமா??

இதற்கு விடைகாண ஏற்கெனவே இலங்கைக்கு கிடைத்த சுதந்திரத்தை அதன் தன்மையை ஆராய்ந்து கண்டறிய வேண்டும்.

போலிச் சுதந்திரமும் வரலாற்றுப் பொய்மையும். 

1948 இல் இலங்கைக்கு வழங்கப்பட்ட  சுதந்திரம் ஒரு தனி நிகழ்வு அல்ல.அது இலங்கை என்கிற தனி ஒரு நாடு மட்டும் சுதந்திரம் பெற்றுக் கொண்ட கதை அல்ல.

அது பிரபுத்துவ மன்னராட்சி சாம்ராஜ்ய காலனித்துவம், முதலாளித்துவ உதய கால காலனித்துவம், ஏகாதிபத்திய காலனித்துவம் என குறைந்தது சுமார் 500 ஆண்டு வரலாறு கொண்ட  காலனித்துவ அமைப்பு முறையின் தகர்வின் விளைவாக விளைந்தது ஆகும்.

இந்த அமைப்பு முறையின் தகர்வின் விளைவாக அது கட்டியாண்ட அத்தனை காலனி நாடுகளும் ஏறத்தாழ ஏக காலத்தில் நேரடிக் காலனியாதிக்கத்தில் இருந்து விடுபட்டன.

எல்லாக் காலனித்துவ நாடுகளும் தமது காலனிகளை  நேரடியாக ஆட்சி செலுத்த இயலாத நிலைக்குத் தள்ளப்பட்டு காலனிகளை தளர விட நிர்ப்பந்திக்கப்பட்டனர்.

காலனித்துவ ஆட்சியின் கொடுங்கோன்மை, அதை எதிர்த்து காலனி நாடுகள் அனைத்திலும் சினங்கொண்டெழுந்த மக்களின், குறிப்பாக விவசாயிகளின் கிளர்ச்சிகள் கலகங்கள், மார்க்சியத்தின் பரவல், ரசிய சீனப் புரட்சிகளின் தாக்கம்,இரண்டு உலகப் போர்கள், பாசிசத்தின் விழ்ச்சி போன்ற வரலாற்று வர்க்கப் போராட்ட நிகழ்வுகள் இந்த நிர்ப்பந்தத்தை உருவாக்கின.

இதன் விளைவாக, போர்த்துக்கல்,ஒல்லாந்து, ஸ்பெயின், பிரான்சு, பெரிய பிரித்தானியா (ஆங்கிலேயர்) ஆகிய காலனித்துவ ஆட்சியாளர்கள் ஆசிய, ஆபிரிக்க,லத்தீன் அமெரிக்க காலனிகளில் இருந்து முன்கதவால் வெளியேறினர்.

இந்த வரலாற்று நிகழ்வுதான் `சுதந்திரம்` என நடைமுறையிலும்  காலனித்துவ நீக்கம்` என கோட்பாட்டு வழியிலும் பெயர் சூட்டப்பட்டு கொண்டாடப்பட்டு வருகின்றது. 

காலனி நாடுகளில் இருந்து அவர்கள் அடைந்த ஆதாயத்தை, அடித்த கொள்ளைகளை, தூர நோக்கில் கட்டியெழுப்பிய கோட்டை கொத்தளங்களை தட்டில் வைத்து தமக்கு வழங்கி விட்டுச் சென்றதாக எமக்குச் சொல்லப்பட்டு வருகின்றது.

பள்ளிப் பாடப் புத்தகங்களில் கல்வி என்று போதிக்கப்பட்டுவருகின்றது.

இதன் விளைவாக  உருவான ஒரு அடிமை அறிவாளிக் கூட்டம்  இந்த அதிகாரக் கைமாற்றத்தை சுதந்திரம் என்று போற்றித் துதித்து வாதிட்டு வருகின்றது.

மாபெரும் விவாதம், `இவ்வாறு முன்கதவால் சென்றவர்கள் பின்கதவால் மீண்டும் உள் நுழைந்து காலனியாதிக்கத்தை தொடர்கின்றனர்` என வரையறை செய்தது.

இது முதல், ஏகாதிபத்திய தாச `சுதந்திர` முகாமும், ஏகாதிபத்திய விரோத தேசிய முகாமும் ஆக வர்க்கப் போராட்டம் முன்னேறி வருகின்றது.

இவ்வாறு சுதந்திரம் அடைந்த நாடுகளில் அதிகாரத்தைக் கைமாற்றிக் கொண்ட வர்க்கங்களுடன் இணைந்து தொடர் காலனிய பொருளாதரச் சுரண்டலுக்கு, அரசியல் ஆதிக்கத்துக்கு உறிஞ்சு குழலாக இருக்கும் பொருட்டு உருவாக்கப்பட்ட அரசுகள் இயல்பாகவே ஜனநாயகமற்றவையாக இருந்து தீர வேண்டியது அவசியமாகும்.

இந்த ஜனநாயகமற்ற அரசுமுறை இந்நாடுகளில் எல்லாம் தேசியப் பிரச்சனையைக் கூர்மைப்படுத்தின.இதனால்தன் தேசியப் பிரச்சனை கொதித்துக் கொந்தளிக்காத, ஒரு போலிச் சுதந்திர நாட்டைக்கூட உலகின் எந்த மூலையிலும் காணமுடியாது.  

ஏகாதிபத்திய தாச `சுதந்திரம்` போலியும், வரலாற்றுப் பொய்மையுமாகும் என்பதை கடந்த நூற்றாண்டும் சமகால வரலாறும் ஐயம் திரிபற நிரூபித்துள்ளன.

போலிச் சுதந்திரமும் இலங்கையின் தேசியப் பிரச்சனையும்:

போலிச் சுதந்திர நாடுகளில் ஜனநாயகமற்ற அரசுகளை நிறுவிய போக்கு மிக நீண்டகாலம் கொண்டதும், நேரடிக் காலனிய ஆட்சியின் தொடர் விளைவாக ஏற்படுத்தப்பட்டதும் (இது ஒன்றே போதும் இது சுதந்திரம் அல்ல என்பதை நிரூபிக்க!),  நாட்டுக்கு நாடு தனித்தன்மை வாய்ந்ததும் ஆகும். 

இலங்கையின் தேசியப் பிரச்சனையின் இரண்டு அம்சங்கள்:

இலங்கையில் காலனித்துவ ஆதிக்கம் தொடர்வதின் விளைவாக முழு நாடும் தொடர் காலனிய ஆதிக்கத்தில் இருந்து விடுதலை பெறவேண்டியது ஒரு அம்சம்.

இலங்கையில் தொடர் காலனிய ஆதிக்கத்துக்கான ஜனநாயகமற்ற அரசுமுறை ஈழதேசிய ஒடுக்குமுறையின் மீது கட்டப்பட்டு இருப்பதனால், ஈழ தேசம் விடுதலை அடைவது-சுய நிர்ணய உரிமை அரசியல் அமைப்பிலும், நடைமுறையிலும் அங்கீகரிக்கப்படுவது  இரண்டாம் அம்சமாகும்.

இதனால் ஈழ தேசிய ஒடுக்குமுறைக்கு முடிவு கட்டும் ஒரு ஜனநாயகத் தீர்வு மட்டும் தான், நிலவும் அரசுமுறையைத் தகர்க்கும். இதன் மூலம் தான் தொடர் காலனிய ஆதிக்கத்துக்கு முடிவு கட்ட முடியும்.

எனவே இந்த இரண்டு அம்சங்களிலும், தேசிய சமத்துவமே பிரதானமானதாகும்.

இலங்கையில் 'System Change' என்பது தேசிய ஒடுக்குமுறை அரசை, தேசிய சமத்துவ ஜனநாயகக் குடியரசாக மாற்றுவது தவிர வேறெதுவும் இல்லை. அல்லாத எதுவும் வெறும் பிதற்றலும் பித்தலாட்டமுமே ஆகும்.

அநுரா ஆட்சியின் `சுத்தம்` என்கிற அடுத்த முழக்கம், சுத்தமான அசுத்தமாகும்.

அற(ga)லய இயக்கம் `நாட்டைச் சுத்தப்படுத்துவது என்பதன் பேரால்` என்ன கருதியது என்றால், நாடாளமன்ற தொடர் காலனிய நாடு என்ற ஒரே காரணத்துக்காக ஒரு நாடு, 2022 இல் இலங்கை அடந்திருந்த நிலையை எட்டியிருக்க வேண்டும் என்ற எந்த அவசியமும் இல்லை. இதற்கு இட்டுச் சென்ற காரணிகளை சுத்தம் செய்யவேண்டுமென்றே கருதினார்கள்.அந்தக் காரணிகள் என்ன என்பதை அவர்கள் எவ்வாறு புரிந்து கொண்டார்கள் என்பதைக் கீழே காண்போம்.

JVP என்ன செய்ததென்றால் மீண்டும் அற(ga)லய `சுத்தத்தைக்` கடன் வாங்கி தேர்தல் மேடையில் பேசி வாக்குப் பொறுக்கியது. அதிகாரத்தைக் கைப் பற்றியதும் சுத்திகரிப்பை சட்டத்தின் ஆட்சியை நிலை நிறுத்துவதிலும், அரசாங்கம்,மற்றும் அரசதிகாரிகளை ( ஊழலற்ற, ஒழுங்கு மற்றும் கட்டுப்பாடானவர்களாக) சிறந்த சேவகர்களாக மாற்றுவதிலும் செலவிடுகின்றது. மக்களை ஏமாற்ற தெரிந்தெடுத்த சில சில்லறை அதிகார துஸ்பிரயோகங்களுக்கு எதிராக நடவடிக்கை என்கிற பாசாங்கு, உல்லாசப் பயணிகளைக் கவர `டெங்கு ஒழிப்பு பாணி` சுற்றுச் சுகாதாரம் என நாடகமாடி வருகின்றது.

 அற(ga)லய இயக்கம் எதிர்பார்த்த அளவுக்குக் கூட செல்லத் தயாராக இல்லை. வங்குரோத்துக்கு காரணமான குற்றவாளிகள் என நீதிமன்றம் தீர்ப்பளித்தவர்கள் மீது கூட அனுரா அரசு எந்த நடவடிக்கையும் எடுக்கவில்லை. (டொனால் ரம்ப் பாணியில் கோத்தா மீண்டும் ஜனாதிபதி ஆகவும் கூடும்!) நெல் விவசாய-மற்றும் பல-சட்ட விரோத மாபியாக்களுக்கு அஞ்சி அடிபணிந்து ஆட்சி நடத்தி வருகின்றது. நெல்லுக்கு உத்தரவாத விலை  நிர்ணயிக்காமல் மாபியாக்களின் பிடியில் விவசாயிகளைத் தள்ளியுள்ளது. இவர்கள் தான் அனுராவின் ஒளிரும் ஆட்சிக்கு வாக்களித்த பெரும்பான்மையான சமூகப் பிரிவினர்.அனுரா ஆட்சி நெருப்போடு விளையாடுகின்றது!

யுத்தக் கறை சுத்தம் செய்! 

சுத்தம் பற்றிய பிரச்சனை அற(ga)லய இயக்கம் எதிர்பார்த்ததைக் காட்டிலும் பாரியது, பாரதூரமானது. சுத்தம் செய்வதற்கு முன்னால் அசுத்தத்தை வரையறை செய்யவேண்டும்.அது வளர்ந்த வரலாற்றை ஆய்வு செய்ய வேண்டும். அறியாத ஒரு பொருளை எவராலும் மாற்ற முடியாது, அதிக பட்சம் முட்டி மோதத்தான் முடியும்!

அரசியலில் அசுத்தம் என்பது அதிகார துஸ்பிரயோகம். அதிகார துஸ்பிரயோகம் சாத்தியம் இல்லையென்றால், சட்டமும் சட்டத்தின் ஆட்சியும் எந்தளவு சுத்தமாக இருக்கின்றதோ அந்தளவுக்கு நாடும் சுத்தமாக இருக்கும். நாடாள மன்ற ஜனநாயகத்தில், அதுவும் திருப்பி அழைக்கும் உரிமை இல்லாத ஜனநாயகத்தில் இதற்கான வாய்ப்பு மிக மிக குறைவு, ஆனாலும் 2022 இலங்கை நிலைமையை தடுத்திருக்க முடியும்.

அது இலங்கையின் நாடாளமன்ற ஜனநாயகத்தின் கீழ் 77 (ஆம் இன்றுவரை), ஆண்டுகள் இருக்கவில்லை இயலவில்லை.

பல காரணிகள் மத்தியில் அவற்றையெல்லாம் மூடி மறைத்துவிட்ட ஒரு காரணம், அதுவே அதிகாரத்தைக் கைப்பறுவதற்கு காரணமாக அமைந்தது.

ஏகாதிபத்திய தொடர் காலனிய ஆதிக்கமும் சுரண்டலும் நீடித்தாலும், எந்தளவுக்கு அதிகார துஸ்பிரயோகமும், ஊழலும் அடக்குமுறையும், வறுமையும் தலைவிரித்தாடினாலும். ஈழ தேசிய ஒடுக்கு முறையில் அதிகம் தீவிரமானவர் அதிகாரத்தைக் கைப்பற்றி விடமுடியும். வேறு எதற்கும் அந்த ஆட்சி பொறுப்புக் கூற வேண்டிய எந்த அவசியமும் இல்லை.

ஏறத்தாழ முதல் முப்பது ஆண்டுகள் இது பிரதானமாக இரத்தம் சிந்தாமல் நடந்தேறியது, அடுத்த முப்பது ஆண்டுகள் இரத்தம் சிந்தி நடந்தேறியது. யுத்தம் ஓய்ந்த அடுத்த பதினைந்து ஆண்டுகளும் யுத்த வெற்றியே அதிகாரத்தைக் கைப்பற்ற வழி கோலியது.

இவ்வாறு அதிகாரம் கைப்பற்றப்படும் போது அதிகார துஸ்பிரயோகத்தை தடுக்க முடியாது. இப்படித்தான் அடுக்கடுக்காக அசுத்தப் படை நம் நாடு மீது படிந்து யுத்தக் கறையாக வளர்ந்துவிட்டது.

இந்த யுத்தக் கறையை யுத்தத்தின் தீவிர பங்காளியான JVP ஒரு போதும் சுத்தம் செய்யத் தலைப்படாது.

அதிசயமாக ஒருவேளை பகவான் கருணையில் விரும்பினாலும் கூட, அதை இந்த அரசுமுறையின் உள்ளிருந்து, அதனுடைய அரசாங்கத்தில் இருந்து, நாடாளமன்றத்தில் இருந்து செய்ய முடியாது.

``மிளகாய்த் தூள் வீசுகின்ற அளவுக்கு எமது நாடாளமன்றத்துக்கு அபகீர்த்தி ஏற்படுத்திவிட்டார்கள்`` என்று அங்கலாய்க்கிற அநுரா என்கிற மார்க்சிஸ்ற் இதை எண்ணுவார் என்பது சற்று அதிகமான கற்பனைதான்!

ஆட்சியின் இதுவரையான குறுகிய நாட்களிலும் JVP தேர்தலில் அளித்த வாக்குறுதிகளுக்கு நேர் எதிராக செயற்படுவது அப்பட்டமான அதிகார துஸ்பிரயோகமே ஆகும்.இதைத் தொடர்ந்து படிப்படியாக அசுத்தம் வருமே ஒழிய சுத்தம் வராது.

பொய் சொல்லத் தொடங்கி விட்டது. மீனவர் பிரச்சனைக்குத் தீர்வு காண்போம் என ஜனாதிபதி யாழ்-வல்வெட்டித் துறையில் பச்சைப் பொய் கூறியுள்ளார். இந்தியப் பயணத்தில் மீனவர் பிரச்சனையை `` மனிதாபிமான ரீதியாக`` அணுகுவோம் என்று உடன்பாடு செய்துவிட்டு  பிரச்சனைக்குத் தீர்வு காண்போம் என்பது கடைந்தெடுத்த அயோக்கித்தனம் தவிர வேறென்ன?

அது என்ன இந்த `` மீனவர் பிரச்சனையை மனிதாபிமான ரீதியாக அணுகுதல்`` என்பது? இந்த வார்த்தைகளை வைத்து இதற்கு ஏதாவது பொருள் காணமுடியுமா? இல்லவே இல்லை. (ஆங்காடிகளில் இருக்கும்; ``உங்கள் பொக்கெற்றுக்களை நிறையுங்கள்``, `` சேமியுங்கள் $$$ `` என்பது போன்றது இது. குறிப்பான அர்த்தம் எதுவுமில்லாத வெற்று ராச தந்திர சொல்லாடல் இது. 

`பாகிஸ்தானின் எல்லை தாண்டிய பயங்கரவாதத்தை இந்தியா மனிதாபிமான ரீதியாக அணுக வேண்டும்` என நாம் இந்தியாவுக்கு ஆலோசனை சொல்லலாமா?

ஆனால் உடன் பாடு என்னவென்றால் இலங்கைக் கடலில் இந்தியர்-தமிழக திராவிடர்- தொழில் செய்வதை தடுக்கக் கூடாது. அது இந்தியாவின் உரிமை. அண்மையில் நடந்த துப்பாக்கிச் சூட்டுச் சம்பவம் தொடர்பான இந்திய அரசின் பதில் நடவடிக்கை இதனையே நிரூபிக்கின்றது.

ஒரு கட்டத்தில் இந்தப் பொய்களைச் சகிக்காமல் மக்கள் மீண்டும் தெருவில் இறங்குவார்கள். அப்போது மக்களை நசுக்க அடக்குமுறை எந்திரம் தயாராக இருக்க வேண்டும், இதற்குத் தான் கால அவகாசம் கோருகின்றது அனுரா ஆட்சி.

கால அவகாசம் அனுராவின் ஆட்சித் தந்திரம்.

எதை நிறைவேற்றுவதற்கும் ஒரு கால நிர்ணயம் உண்டு என்பது எல்லோரும் அறிந்த மிக எளிமையான உண்மையே!

சமஸ்டிக் கட்சி அதிகாரப் பகிர்வின் அடிப்படையில் தீர்வுகாண சிங்கள ஆட்சியாளர்களுக்கு 75 ஆண்டுகள் அவகாசம் கொடுத்தது;

இந்தியப் பேரரசு 13வது திருத்தத்தை-முழுமையாக!_நிறைவேற்ற 38+ ஆண்டுகள் அவகாசம் கொடுத்து வருகின்றது;

ஐ.நா.சபை போர்க்குற்றங்களுக்கு பொறுப்புக் கூற 16+ ஆண்டுகள் அவகாசம் கொடுத்து வருகின்றது;

இவை எதையும் நிறைவேற்ற கொள்கை அளவில் JVP தயாராக இல்லை.

இது போலத்தான் நாடு தழுவிய பிரச்சனைகளிலும்:

1- IMF பிரச்சனையில் தேர்தல் வாக்குறுதிகளுக்கு எதிராக ரணில் விட்ட இடத்தில் இருந்து அதே திட்டத்தைத் தொடர்கின்றது.

2- புதிய சட்டம் வரும் வரை பயங்கரவாதச் சட்டத்தை நீக்க மாட்டோம் என்கின்றது.இதன் பொருள் என்ன? புதிய சட்டம்  பயங்கரவாதச் சட்டம் போலல்லாது சிறந்த சாதாரண சட்டமாக இருக்குமானால் அதுவரை இது இருக்க வேண்டிய அவசியம் இல்லை.இதே போலவே இருக்குமானால் அப்படி ஒரு ``புதிய சட்டம்`` தேவை இல்லை!

அப்போ எதற்கு  திட்டமிடுகின்றது JVP ?, இதை விட மோசமான ஒரு சட்டத்தால் இதைப் பிரதியீடு செய்யப் போகின்றது. இதற்குத் தான் கால அவகாசம் தேவைப்படுகின்றது.

அல்லாமல் கொள்கை அளவில் தயாரில்லாத ஒரு பிரச்சனைக்கு கால அவகாசம் கோருவது கள்ளத் தந்திரம்.

அதாவது கால அவகாசம் கேட்டு மக்களைச் சாந்திப்படுத்துவது. அதே நேரத்தில் மக்கள் விரோதக் கொள்கைகளை நிறைவேற்றுவதும், அடக்குமுறை அரசு எந்திரத்தைப் பலப்படுத்துவதும்.

சாந்தியின் எல்லை கடந்து மக்கள் அரசைச் சந்திக்கும் போது அரசின் இயல்பை-புத்தியைக் காட்டுவது அடக்குமுறையை ஏவுவது.

இவ்வாறுதான் கால அவகாசம் என்பதை ஒரு நடைமுறைத் தேவை என்கிற வகையில் அல்லாமல்  ஆட்சித் தந்திரமாக கையாளுகின்றது அனுரா ஆட்சி.

அனுரா ஆட்சி எதிர்கொள்ளும் உலகப் புறச் சூழலும் உள் நாட்டு நிலைமையும்.

உலகப் புறச் சூழல்:

நாம் வாழுவது ஏகாதிபத்தியத்தினதும்,பாட்டாளிவர்க்க சர்வாதிகாரத்தினதும் சகாப்தம் ஆகும்.இது தான் எமது அரசியல் முகவரி, இது தான் உலகின் சர்வாங்கமான விதி, இதனால் தான் உலகம் ஆளப்படுகின்றது.

எனினும் இந்தப் பொதுவான வரையறையும் குறிப்பான நிலைமையும் ஒன்றல்ல. ஏகாதிபத்தியத்தின் இன்றைய குறிப்பான நிலைமையின் குணாம்சங்கள் வருமாறு;

1) அமெரிக்காவின் முதன்மைப் பாத்திரம் நீடிக்கின்ற அதேவேளையில் பல் துருவ உலக ஒழுங்கமைப்பு உருவாகி வருகின்றது.

2) ரசிய, சீன ஏகாதிபத்திய நாடுகளோடு மட்டுமல்ல ஐரோப்பிய ஒன்றிய நாடுகளோடும் அமெரிக்கா முரண்பாடு கொண்டுள்ளது.

3) முதலாளித்துவம் சந்தித்த நிதி நெருக்கடி, நிதி மூலதன ஏற்றுமதி சந்திக்கும் இடர்கள், நவீன தொழில் நுட்பங்களும் அதன் சர்வவியாபகமான தன்மையும், உலகமயம் உருவாக்கிய ஒரு புல்லுருவி வர்க்கம் இவை அனைத்தினதும் சேர்க்கையான சமூக சக்தி ஒன்று தோன்றியுள்ளது. 

4) நெருக்கடியின் தீவிரம் காரணமாக- ஒழுங்குமுறைகள் தடை என்று கருதுவதன் காரணமாக இச்சக்தி பாசிச சக்தியாக வளர்ந்து வருகின்றது.

5) ரம்ப் எலான் தலைமையிலான அமெரிக்கா இப் போக்குக்கு தலைமையேற்க, ஐரோப்பா எங்கும் நாடாளமன்ற முறைமை ஊடாக பாசிசம் அதிகாரத்தைக் கைப்பற்றி வருகின்றது.

6) இரண்டாம் உலகப் போருக்குப் பிந்திய உலக ஒழுங்கமைப்பு அனைத்தையும் இது தகர்த்துவருகின்றது.புதிய நிதி மூலதன பாசிச உலக ஆதிக்க சக்திக்கு பழைய மேற்கட்டுமானங்கள் பொருந்தாதவை ஆகியதன் விளைவு இது.

7) நாடாளமன்ற ஜனநாயகமும் நடைமுறையில் காலாவதியாகி பாசிசத்துக்கான படிக்கட்டாக மாறிவிட்டது.

8) இவை அனைத்திற்கும் தீர்வுகாண உலக மறு பங்கீடு மீண்டும் நிகழ்ச்சி நிரலில் இணைந்துவிட்டது.

9) உலகமறுபங்கீடு என்பது இறுதியில் உலகப் போரிலேயே -உலக ஜனநாயக, சோசலிச பாட்டாளி வர்க்க சர்வாதிகார, தேசிய ஜனநாயக விடுதலைப் புரட்சி இயக்கங்கள் ஒன்றிணைந்து முறியடித்தால் ஒழிய-சென்று முடியும்.

10) ஈராக் போர் முதல் தொடர்ச்சியான போர்களின் இராணுவத் தோல்விகளாலும், பொருளாதாரச் செலவுகளாலும் பலவீனமடைந்துள்ள அமெரிக்கா, தன்னை மீளக் கட்டியெழுப்ப MAGA-Make America Great Again- இயக்கத்தைக் கட்டியமைத்து சமாதான நாடகம் ஆடி வருகின்றது. இக் காலத்தில் உலகப் போருக்கு தன்னை தயார் செய்கின்றது. 

அணிசேர்க்கையில் ஏற்படும் மாறுதல்கள்.

ஏகாதிபத்திய உலக ஒழுங்கமைப்பில் ஏற்படும் மேற்கண்ட மாறுதல்கள் - புதிய குணாம்சங்கள் நாடுகளுக்கு இடையேயான உறவுகளையும் மாற்றிவருகின்றன. அனைத்து நாடுகளையும் இவை பாதிக்கின்றபோதும் குறிப்பாக பிராந்திய ஆதிக்க நாடுகளில் ஏற்படும் மாற்றங்கள் முக்கியமானவை ஆகும்.

அயலவருக்கு முதன்மை அளிக்க நாம் கடமைப்பட்டுள்ளோம்.இதனால் இயல்பாகவே நமது முதன்மையான கரிசனைக்கு உரிய நாடு இந்தியா!

இந்திய அமெரிக்க உறவு:

1) உலக மறுபங்கீட்டில் இந்தியா அமெரிக்காவின் யுத்ததந்திரக் கூட்டாளியாக உள்ளது.

2) இதன் நிமித்தம் ஆசிய பசுபிக் பிராந்தியத்தில் சீனாவுக்கு எதிரான, அமெரிக்காவின் நம்பிக்கைத் தளமாக உள்ளது.

3) உலகமய வளர்ச்சிக்கும், கீழை நாடுகளின் தலைமைப் பாத்திரத்துக்கும் அமெரிக்க ஆதரவை பிரதியுபகாரமாக பெற முனைகின்றது.

4) தென்னாசியாசியாவில் இந்தியாவின் விரிவாதிக்க தலைமை நிலை இதற்கு வலுச்சேர்க்கின்றது.(2025-26 வரவு செலவுத்திட்டத்தில் சீத்தா, இலங்கை உட்பட தென்னாசிய நாடுகளின் அபிவிருத்திக்கு நிதி ஒதுக்கியுள்ளார்!) 

5) அமெரிக்காவுக்கும் இந்தியாவுக்கும் இடையில் எழும் ( ரசியா,சீனா தொடர்பான, மற்றும் ) பிரச்சனைகள் பொருளாதார வர்த்தக ரீதியானவை. எல்லா நாடுகளுக்கும் இடையே உள்ளவை போன்று செயல் தந்திர ரீதியானவை. ( ஐரோப்பியன் ஜூனியனில் தலைமைப் பாத்திரம் வகிக்கும் ஜேர்மனிக்கும் பிரான்சுக்கும் இடையே கூட NATO தொடர்பில் முரண்பாடுகள் உண்டு).

6) அமெரிக்க இந்திய உறவின் மையம், QUAD அமைப்பில் இந்தியா வகிக்கும் பாத்திரத்தில் அடங்கியுள்ளது (பங்குச் சந்தை மோசடிக்காரன் கையும் களவுமாக அகப்படுவதில் இல்லை!).

இலங்கை எதிர் நோக்கும் பிரச்சனை:

மேற்கண்ட ஏகாதிபத்திய, பிராந்திய விரிவாதிக்க உலக மறுபங்கீட்டுச் சூழல் தான் இலங்கையின் புறச்சூழல் ஆகும். உள்நாட்டு நிலைமைகளே தீமானகரமான சக்தி எனினும் அவை இப் புறச்சூழலுக்கு கட்டுப்பட்டவை.

இலங்கையின் எதிர்காலம் இந்த உலகமறுபங்கீட்டு போர்த் தயாரிப்பில் அமெரிக்க-இந்தியக் கூட்டின் இராணுவத் தளமாக அமையுமா இல்லையா என்பதிலேயே தங்கியுள்ளது.உண்மையான சுதந்திரத்துக்கான சமுதாய அவசியம் இதில் தான் அடங்கியுள்ளது.

இந்தப் பிரச்சனை ஏற்கெனவே ஆரம்பித்துவிட்டன. இது சார்ந்து ( JVP உட்பட) மூன்று ஆட்சி மாற்றங்கள் நடந்துவிட்டன.

இலங்கையின் எதிர்காலம் குறித்த எந்தத் திட்டங்களும் இந்த அபாயத்தை எதிர்கொள்ள, தடுத்த நிறுத்த வல்லமை உள்ள நாடாக இலங்கையை மாற்றுவதை நோக்கமாகக் கொண்டிருக்க வேண்டும்.

அவ்வாறு இலங்கையை மாற்ற என்ன செய்ய வேண்டும்?

இன்று Fashion ஆகிவிட்ட இந்த Geopolitics இல் சம்பந்தப்பட்ட இரண்டு நாடுகள் இந்தியாவும், சீனாவும்.

இந்த நாடுகள் இலங்கையை தூண்டில் போட்டுப் பிடிக்கவில்லை. இலங்கை ஆட்சியாளர்கள் தான் அந்தத் தீயில் இலங்கையை வீழ்த்தினார்கள்.

இந்தியா 1983 ஜூலைப் படுகொலையை சாட்டாக வைத்து `தமிழரைக் காப்பதாகக் கூறி தலையிட்டு, போராட்ட அமைப்புகளுக்கு எல்லை தாண்டி பயிற்சி அளித்து இலங்கை அரசைப் பணிய வைத்து 1987 ஜூலை ஆக்கிரமிப்பு ஒப்பந்தத்தை செய்தது.அது இன்னும் அமூலில் உள்ளது.

யுத்தத்தை ஒரு தேசியப் படுகொலை மூலம் முடிவுக்குக் கொண்டு வரும் திட்டத்துக்காக சீனாவிடம் பட்ட கடனில் இருந்து தான் சீனத் தலையீடு ஆரம்பித்தது.

இன்று இது இந்தியாவும் சீனாவும் குரங்கு அப்பம் பங்கிட்ட கதையாக வளர்ந்து, உலகமறுபங்கீட்டுப் புறச்சூழலைச் சார்ந்து அமெரிக்க இராணுவத்தளமாகும் நிலைக்கு இட்டுவந்திருக்கின்றது.

இத்தனைக்கும் காரணமாக அமைந்த `ஈழ தேசிய ஒடுக்குமுறையை`, இலங்கையின் இறையாண்மையைக் காப்பதற்கான போர் என்று சொல்லித் தான் 30 ஆண்டுகள் நடத்தி தேசியப் படுகொலையில் முடித்தார்கள்.

இலங்கையின் இறையாண்மை எப்படிக் காப்பற்றப் பட்டிருக்கின்றது என்பதற்கு, திறை சேரியும், இத்தீவைச் சுற்றியுள்ள கடலும் சான்று!

இதற்குப் பதில் சொல்ல இதய சுத்தியுள்ள ஒரு மனிதர் கூட ஒடுக்கும் தேசத்தில் உண்டா? மகா சங்கங்களுக்கு மனச்சாட்சியாவது உண்டா?

அனுரா ஆட்சி ஈழ தேசிய ஒடுக்குமுறையைத் தொடர்ந்தவண்ணம் `இலங்கையராக` ஒன்றுபட அழைப்புவிடுகின்றது. ``நான் கணவனாக நடக்க மாட்டேன், ஆனால் நீ `சீவி முடித்து சிங்காரித்து சிவந்த நெத்தியில் பொட்டு வைத்து` வீதி வலம் வந்து  நீதியாக என்னோடு குடும்பம் நடத்த வேண்டும்`` என்று கோருவது போன்றது இது. (சம்பந்தப்பட்டவர்கள் சொந்த வீடுகளில் விசாரித்துப் பார்ப்பது எதற்கும் நல்லது!)

இது மட்டுமல்ல பொருளாதாரத் துறையிலும் ஒரு விவசாய நாடான இலங்கையை, அந்நிய பண்ட உற்பத்திக்கான தொழில் நிலையமாக மாற்றுகின்றது.பங்குச் சந்தை, உல்லாசத்துறை, டிஜிற்றல் தொழில் நுட்பம்,கல்வித் துறை சீர் திருத்தம் என அனைத்தும் அதே சுமார் 50 ஆண்டு கால உலகமயத் திட்டங்களே. காலாவதியான திறந்த பொருளாதாரக் கொள்கைகளே.

இலங்கை எதிர் நோக்கும் அபாயத்தை தடுக்க ஒரே வழி இலங்கை மக்கள் ஜனநாயகத் திட்டத்தில் ஒன்று சேருவது மட்டுமே. இதற்கு ஈழ தேசிய சமத்துவம் முன் நிபந்தனை. அல்லாமல் இந்த `இலங்கையர்` என்பது வெற்றுக் கூச்சலும், ஏமாற்று மோசடியுமே ஆகும்.

இதன் விளைவு என்ன ஆகப் போகின்றது என்றால், எஞ்சி ஏதாவது ஒன்று இருக்குமானல் அதையும் இழந்து இலங்கை நாடு அடிமைப்படும்.

எனவே போலிச் சுதந்திரத்துக்கு திரை போட்டு விழா எடுப்பது  அல்ல, உண்மையான சுதந்திரத்துக்கு அறைகூவல் விடுப்பதுதான் இன்றைய தேவை.
