India, Sri Lanka to double bilateral trade to USD 10 billion by 2016

New Delhi, Jan 22 (ANI): Recognising the need to build a special economic partnership framework to achieve the shared goals of poverty alleviation, job creation and economic development for the people of the two countries, India and Sri Lanka on Tuesday agreed to encourage closer economic and trade linkages between all stakeholders with a view to doubling bilateral trade to USD 10 billion in the next three years.

In this context, a Ministry of External Affairs release said that it was also agreed to initiate a dialogue between the Commerce Secretary of India and the Secretary of the Ministry of Finance and Economic Development of Sri Lanka at an early date to evolve a framework for a special economic partnership between the two countries. ‘

The decision was taken during the eighth meeting of the India-Sri Lanka Joint Commission here today. The meeting was co-chaired by External Affairs Minister Salman Khurshid and his Sri Lankan counterpart Prof. G.L. Peiris. The Joint Commission Meeting (JCM) was preceded by the Senior Officials Meeting at the level of the Foreign Secretaries of the two countries on Monday.

During the meeting, it was acknowledged that the substantial development assistance provided by the Government of India towards relief, resettlement and rehabilitation of Internally Displaced Persons (IDPs) and livelihood generation and reconstruction efforts in the Northern and Eastern Provinces of Sri Lanka has had a positive impact on the ground.

In this context, both sides welcomed the successful completion of the pilot project for construction of 1,000 houses for IDPs in the Northern Province in August 2012 and the launch of the next phase for construction/repair of remaining 49,000 houses on October 2, 2012.

It was noted with satisfaction that substantial progress has been made in implementation of the projects like repair and construction of hospital and schools, setting up of Vocational Training Centres, organization of artificial limb refitment camps, provision of fishing equipment, tractors, bicycles, trishaws, agricultural equipment and seeds, restoration of the Northern Railway lines and the Southern Railway Corridor, rehabilitation of the Kankesanthurai Harbour, rehabilitation of the Palaly Airport, among others.

Both sides also noted the impressive growth of tourism traffic between the two countries both ways. India currently contributed the largest number of tourist arrivals in Sri Lanka and over 250,000 Sri Lankans visited India in 2011-2012.

It was agreed that with a view to enhance connectivity, people to people exchanges and movement of goods and services, the two sides would meet at the earliest to explore the possibility of finalizing and signing a revised Air Services Agreement, work towards the resumption of ferry services between Talaimannar and Rameswaram for which the Joint Committee on Ferry Services would meet at the earliest and hold the meeting of the Joint Working Group on Tourism in the first quarter to 2013 to identify potential areas of cooperation, including marketing and capacity-building.
Describing the Sampur Power Project as a landmark initiative, the two sides directed the officials concerned on both sides to work towards its implementation so that the project goes on-stream by 2016, and to expeditiously complete the joint study on establishing power inter-grid connectivity.
Both sides also agreed to enhance bilateral cooperation in the areas of New and Renewable energy, and in this context agreed to conclude a MoU on Cooperation in New and Renewable Energy; to cooperate in establishing three power plants of aggregate capacity of 15 MW using biomass fuel; and enhance cooperation in wind and solar energy sectors.

It was also agreed to enhance bilateral cooperation in the fields of oil and gas; civil nuclear energy; science and technology; and space technology. (ANI)

சட்டவிரோதமான முறையில் இலங்கைக்கு கடத்திவரப்பட்ட தரத்தில் குறைந்த பெரிய வெங்காய விதைத் தொகையொன்று கட்டுநாயக்கவில் வைத்து கைப்பற்றப்பட்டதாக எமது விமான நிலைய செய்தியாளர் தெரிவித்தார்.

இந்தியப் பிரஜைகள் மூவரால் இவ்விதைகள் இலங்கைக்கு கடத்தி வரப்பட்டதாகவும்  இவை இலங்கையில் தற்போது உற்பத்தி செய்யப்படும் வெங்காய வகைக்கு பெரும் அழிவுகளை ஏற்படுத்தியிருக்கக்கூடியதெனவும் தெரிவிக்கப்படுகின்றது.

சென்னையில் இருந்து இலங்கையை வந்தடைந்த ஸ்ரீ லங்கன் எயார் யு.எல் 126 என்ற விமானத்தின் மூலமே இவ் விதைகள் கொண்டு வரப்பட்டுள்ளன.

இதன்போது சுமார் 195 கிலோ விதைகள் கொண்டுவரப்பட்டதாகவும் அவற்றின் மொத்த பெறுமதி சுமார் 8 இலட்சம் ரூபா எனவும் தெரிவிக்கப்படுகின்றது.

எவ்வித முன் அனுமதியோ, சான்றிதழ்களோ இன்றி அவை கொண்டுவரப்பட்டுள்ளதாக தெரிவிக்கப்படுகின்றது.

இதனை கடத்திக் கொண்டு வந்த இந்தியப் பிரஜைகள் தற்போது தடுத்து வைக்கப்பட்டுள்ளதாகவும் அவர்களிடம் மேலதிக விசாரணைகள் நடத்தப்பட்டு வருவதாகவும் தெரிவிக்கப்படுகின்றது.

அதற்கான சகல நடவடிக்கைகளையும் அரசாங்கம் மேற்கொண்டுள்ளதாகத் தெரிவித்த ஜனாதிபதி அவர்கள் தேர்தலை நடத்துவதற்கான வெற்றிகரமான சுபவேளையை நிர்ணயிக்கும் செயற்பாடுகள் இடம் பெறுவதாகவும் தெரிவித்தார். வெலிஓயா பிரதேச மக்களுக்கு மஹாவலி காணி உறுதிப்பத்திரம் வழங்கும் நிகழ்வில் இது பற்றி தெரிவித்த ஜனாதிபதி மக்களின் மகிழ்ச்சியே தமது மகிழ்ச்சி எனவும் தெரிவித்தார்.

வெலிஓயா மக்களுக்கு மஹாவலி காணி உறுதிப்பத்திரம் வழங்கும் வைபவம் நேற்று வெலிஓய மஹாவலி விளையாட்டு மைதானத்தில் ஜனாதிபதி மஹிந்த ராஜபக்ஷ அவர்களின் தலைமையில் நடைபெற்றது.

அமைச்சர்கள் டி சில்வா, ரிசாட் பதியூதின், குணரத்ன வீரக்கோன், திஸ்ஸ கரலியத்த பிரதியமைச்சர் டபிள்யூ. பி. ஏக்கநாயக்க, எஸ்.எம். சந்ரசேன உட்பட பிரதியமைச்சர்கள் மற்றும் முக்கியஸ்தர்கள் பலரும் கலந்து கொண்ட இந்நிகழ்வில் ஜனாதிபதி மேலும் உரையாற்றுகையில்:

மகாவலி திட்டத்தை ஆரம்பித்த நாள் முதல் இருந்து வரும் மக்களின் காணிப் பிரச்சினைகளுக்குப் படிப்படியாக நாம் தீர்வு பெற்றுக் கொடுத்து வருகிறோம். இதன் மூலம் மஹாவலி மக்களுக்கான சுபீட்சமான யுகம் உருப்பட்டுள்ளது.
விவசாய நடவடிக்கைகளுக்கு அரசாங்கம் வழங்கி வரும் மானியம் மற்றும் சலுகைகளினால் எம்மால் அரிசியில் தன் னிறைவு காண முடிந்துள்ளது. அதனால் கோதுமை மா கொள்வனவு செய்வதை நாம் குறைத்து விலையிலும் சிறு மாற்றம் செய்துள்ளோம். அரிசி உணவைப் பெரும்பாலும் உட்கொள்ளுமாறு நாம் தெரிவிக்கின்றோம். டாக்டர்களின் அறிவுரையும் அதுதான். இதனால் கோதுமை மாவின் விலை அதிகரித்து அரிசியின் விலை குறைவடைந்துள்ளதைக் காண முடிகிறது.

அரசாங்கம் உரமானியம் வழங்கி வருகையில் உரமானியம் தொடர்பில் எதிர்க்கட்சியினர் மோசமான பிரசாரங்களில் ஈடுபட்டு வருகின்றனர். உரமானியம் முறையாக வழங்கப்படுவதில்லை என விமர்சிக்கும் அவர்கள், மறுபுறம் இரசாயன உரம் காரணமாக விவசாயிகள் சிறுநீரக நோயினால் பாதிக்கப்பட்டு வருவதாகவும் அரசாங்கம் இது விடயத்தில் கவனமெடுப்பதில்லை எனவும் கூறி வருகின்றனர்.

நாம் எத்தகைய விமர்சனங்கள் பிரசாரங்களுக்கு மத்தியிலும் விவசாயிகளை ஊக்குவிக்கும் நடவடிக்கைகளை நிறுத்துவதில்லை. எனினும் கடந்த காலங்களை சிந்திக்காமல் செயற்படுபவ ர்களும் உள்ளனர்.

நாம் ஜனநாயகத்திற்கு மதிப்பளித்து ஆட்சியை முன்னெடுப்ப தால்தான் ஏனைய கட்சிகளும் அரசியல் நடத்த முடிகிறது என்பதை அவர்கள் உணர வேண்டும்.

யுத்த காலத்தில் வெலிஓயா மக்கள் பட்ட துயரங்களை நாம் அறிவோம். பயங்கரவாத தாக்குதலில் பெருமளவிலான மக்கள்பலியாகியுமுள்ளனர். சிறிபுர, பராக்ரமபுர உட்பட பல பகுதிகள் இரத்தக் காடாகக் காட்சியளித்ததை நாம் காண முடிந்தது. நாம் இப்பிரதேச மக்களை மீளக்குடியமர்த்தி அவர்களின் தேவைகளைப் பெற்றுக்கொடுப்பதில் கூடுதல் கவனம் செலுத்தி வருகிறோம். சில நாடுகள் ஏனைய பகுதிகளை அபிவிருத்தி செய்ய உதவி செய்த போதும் இப்பகுதியை அபிவிருத்தி செய்வதில் அக்கறை கொள்ளவில்லை.

எமது மக்களின் தேவைகளை நிறைவேற்றுவதில் நாம் வெளிநாடுகளின் நிதியை எதிர்பார்த்திராமல் எமது அரசாங்கத்தின் நிதியிலேயே அவற்றை மேற்கொள்ள நடவடிக்கை எடுத்துள்ளோம். இது தொடர்பில் உரிய அதிகாரிகளுக்கும் தெளிவுபடுத்தியுள்ளோம்.

இப்பகுதியில் ஆசிரியர் வெற்றிடங்களை நிரப்புவதற்கு வடமாகாண ஆளுநர் நடவடிக்கைகளை மேற்கொண்டுள்ளார். மக்களுக்கு மின்சாரம் வழங்கும் நடவடிக்கைகளை மேற்கொள்ளுமாறு நான் அமைச்சர் ரிசாட் பதியுதீனுக்கு பணிப்புரை விடுத்துள்ளேன். இப்பகுதி மக்கள் தமது பிள்ளைகளின் கல்வியைக் கருத்திற் கொண்டு ஏனையவற்றை விட அதற்கு முக்கியத்துவமளிக்க வேண்டுமென கேட்டுக்கொள்கிறேன்.

காணி உறுதிப்பத்திரங்களைப் பெற்றுக்கொண்டுள்ள மக்கள் அதனைத் தமது சொத்தாக பாதுகாக்க வேண்டும். அதனை விற்று விடும் சிலர் சம்பந்தமாக அறிய முடிந்தது. அவ்வாறு செயற்பட வேண்டாம்.

நாம் நாட்டைப் பாதுகாத்துள்ளோம். பிளவுபட்ட நாட்டை ஒன்றிணைந் துள்ளோம். எல்லைக் கிராமம் என்ற பெயரை இல்லாதொழித்துள்ளோம். நாடு பிளவுபடும் உடன்படிக்கையை நாம் கிழித்தெறிந்திராவிட்டால் இன்று எமக்கு நாடு இருந்திருக்காது. நாடு இரண்டாகப் பிளவுபட்டிருக்கும்.

இப்போதும் நாட்டைத் துண்டாடும் எதிர்பார்ப்பிலேயே சில சக்திகள் செயற்படுகின்றன. மீண்டும் இந்த நாட்டைப் பிளவுபடுத்த எவருக்கும் இடமளிக்கப்போவதில்லை.

கடந்த நான்கு வருடங்களில் நாம் பல மாற்றங்களை ஏற்படுத்தியுள்ளோம். இடம்பெயர்ந்த தமிழ் மக்களை மீளக்குடியமர்த்தும் நடவடிக்கைகள் நிறைவுற்றுள்ளன. இடம்பெயர்ந்து முஸ்லிம், சிங்கள மக்களையும் மீளக்குடியமர்த்த நடவடிக்கை எடுத்த வருகிறோம். முஸ்லிம் மக்கள் புலிகளால் 2 மணித்தியாலயங்களுக்குள் துரத்தப்பட்டு கடந்த 19 வருடங்களாக புத்தளத்தில் வாழ்ந்து வருகின்றனர்.

சிங்கள மக்கள் அகதி முகாம்களில் வாழவில்லை. அவர்கள் தமது உறவினர்களின் வீடுகளில் வாழ்கின்றனர். அவர்களை அவர்களது சொந்த இடங்களில் குடியமர்த்துவது அவசியமாகும். நாடு என்ற ரீதியில் கடந்த 4 வருடங்களில் நாம் பல துறைகளையும் கட்டியெழுப் பியுள்ளோம். பல அமைச்சுக்களினூடாக தொடர்ந்தும் அதற்கான செயற்பாடுகள் முன்னெடுக்கப்பட்டு வருகின்றன.

குறைகளை நிவர்த்தி செய்து கொண்டு முன்னோக்கிச் செல்வோம். அனைவரும் இணைந்து நாட்டைக் கட்டியெழுப்புவோம் எனவும் ஜனாதிபதி மேலும் தெரிவித்தார்.

வட மாகாண ஆளுநர் ஜீ.ஏ.சந்ரசிறி, பாராளுமன்ற உறுப்பினர் ஹுனைஸ் பாரூக் உட்பட பலரும் கலந்து கொண்ட இந்த நிகழ்வில், விவசாயிகளுக்கு இயற்கைப் பசளையை உற்பத்தி செய்யும் உபகரணங்களும் ஜனாதிபதியால் வழங்கப்பட்டன. (ஸ)

செய்தி விமர்சனக் குறிப்பு

இன்று (17 April 2013) அதிகாலை இரண்டு மணியளவில் இரத்தினபுரி மாவட்ட வேவல்வத்தை பொலிஸ் பிரிவில் அலுபொல தோட்டத்தில் வாழும்  மலையகத் தமிழ்த் தோட்ட தொழிலாளர்களின் குடியிருப்பு பகுதிக்குள் நுழைந்த சிங்கள பெளத்த வெறியர்களின் கும்பல் ஒன்று தாக்குதல் நடத்தியுள்ளது. இதனால் காயப்பட்ட மூன்று தொழிலாளர்கள் தற்போது பலாங்கொட வைத்தியசாலையில் அனுமதிக்கப்பட்டுள்ளனர்.

மதுபோதையில் வந்த சிங்கள பெளத்த காடையர்கள்  இந்துக் கோவிலின் தர்மகர்த்தாவை குறி வைத்து தேடியதாகவும், அவரைக் காண முடியாத பட்சத்தில் அவரது சகோதரர் மீது தாக்குதல் நடத்தியதாகவும் அப்பகுதி மக்கள் தெரிவித்தனர்.

நேற்றைய தினம் (16 April 2013) இதே பகுதியில் கலபொட தோட்டத்திலும், இரண்டு நாட்களுக்கு முன்னர் நிவித்திகல பகுதியில் தொலஸ்வல என்ற தோட்டத்திலும், சில நாட்கள் முன்பு பெல்மதுல்ல பகுதியின் லெல்லுபிடிய, கோணகும்புற ஆகிய இரண்டு தோட்டங்களிலும் இத்தகைய தாக்குதல்கள்  நடைபெற்றுள்ளன.

இரத்தினபுரி மாவட்ட தோட்டங்கள் சிங்களக் கிராமங்களால் புடை சூழப்பட்டவை.இதனால் தொடர்ந்து இனவெறித் தாக்குதலுக்கு உள்ளாக்கப்பட்டு வருபவை.இது இன்று தொடங்கியது அல்ல 1983 லிருந்து, சொல்லப்போனால் அதற்கு முன்பே இருந்து, தொடர்கிற கதையாகும்.
இரவு வேளையில் கூட்டம் கூட்டமாக வந்து சிங்கள பெளத்த காடையர்கள் எந்நேரமும் தாக்குவார்கள் என்ற அச்சத்துடனேயே  இரத்தினபுரி தோட்டங்களில் வாழும் தமிழ் மக்கள் இரவுகளில் விழித்திருந்து தமது அன்றாட வாழ்க்கையைக் கழிக்கின்றனர்.

இதே வேளையில் இஸ்லாமியத் தமிழர்களுக்கு எதிராகவும் சிங்கள பெளத்த காடையர்கள் தாக்குதல் தொடுத்து வருகின்றனர்.மசூதிகள் மீது தாக்குதல்,வர்த்தக நிலையங்கள் மீது தாக்குதல், கலாச்சார விழுமியங்கள் மீது தாக்குதல், நில அபகரிப்பு, மீள் குடியேற்ற உரிமை மறுப்பு,என இவை தொடர்கின்றன.

தமிழீழ விடுதலைப் புலிகளை மே 18 2009 இல் தோற்கடித்துவிட்ட சிங்களம், குறிப்பாக பக்ச பாசிஸ்டுக்கள் தமது இராணுவ சர்வாதிகார பாசிசத்தை நிலை நிறுத்த ’பாசிசப் பிக்கு கும்பலுடன்’ கூட்டமைத்து புதிய தாக்குதல் களம் ஒன்றைத் திறந்துள்ளனர்.

தமிழீழ இனச்சிறுபான்மையிரான மலையகத் தமிழர்களுக்கு எதிராகவும், மதச்சிறுபான்மையினரான இஸ்லாமியத் தமிழர்களுக்கு எதிராகவும் சிங்களம் புதிய தாக்குதல் களம் ஒன்றைத் திறந்து,அவர்களுக்கு எதிராக வெறி கொண்டு பாய்ந்த வண்ணம் தான் நல்லிணக்க நாடகம் ஆடி வருகின்றது.
இந்த நல்லிணக்கப் பிண்டத்துக்கு இரண்டு பெரு தொடைகள் உண்டு

1) அதிகாரத்தைப் பகிர்ந்து ஐக்கியப் படுவோம்!
 2) ஐக்கியப்பட்டு ’ஒரு நாட்டு’ புரட்சி செய்வோம்!

இந்த இரண்டு பாதைகளின் ஆதரவாளர்களும் பிண்டத்தின் பிணத்தொடை நக்கிப் பிழைப்போரே ஆவர்!

நமது பாசையில் சொல்வதானால் இவையிரண்டும் சிங்களத்தைப் பலப்படுத்தும் பாதைகளே ஆகும்.

வலி. வடக்கு மற்றும் கிழக்கு பிரதேச செயலாளர் பிரிவுகளில் தமிழ் மக்களின் 6 ஆயிரத்து 381 ஏக்கர் உறுதிக் காணிகள் இராணுவத்தினரால் சுவீகரிக்கப்படவுள்ளன. இதற்கான உத்தியோகபூர்வ அறிவித்தல்கள் நேற்று ஒட்டப்பட்டுள்ளன.

யாழ்.மாமாவட்டக் காணி மற்றும் காணி அபிவிருத்தி அமைச்சின் அலுவலகத்தினால், காணி சுவீகரிப்பு அதிகாரி ஆ.சிவசுவாமியின் கையொப்பத்துடன், காணி எடுத்தல் சட்டத்தின் (அத் 460) 2 ஆம் பிரிவின் கீழான அறிவித்தல் என்று அதில் குறிப்பிடப்பட்டுள்ளது.

The Popular Front for the Liberation of Palestine sent greetings of pride and appreciation to all Palestinian prisoners in the jails of the occupation, men and women, children and elders, to the veteran long-time prisoners and our imprisoned leaders, at the forefront, the Front’s General Secretary, Comrade Ahmad Sa’adat, and brother leaders Marwan Barghouthi, Sheikh Hassan Yousef, and members of the Legislative Council.

The Front saluted the historic role of the prisoners’ movement in building and sustaining the Palestinian national liberation movement and its ongoing victories in upholding the prisoners’ will and steadfastness against the executioner. The prisoners’ struggle is one that transcends Palestinian political and geographical division and builds national unity based on the resistance of our people and their multilayered struggle to defeat the occupation, free the prisoners and achieve return, liberation, self-determination and our capital in Jerusalem.

The Front said that the first duty in supporting the prisoners’ movement, their struggles, their families and honoring their sacrifices and those of the martyrs is to uphold the resistance and restore national unity, ending this national crisis and the twenty-year nightmare of negotiations, to struggle together to defeat the occupation, the settlements, the siege, killings, arrests and terror exerted by the occupation state against our people, our land and our rights.

The Front called on Palestinian Prisoners Day, April 17, to be a landmark for the Palestinian movement to adopt a strategy and a unified national and political resistance to support the struggle of the prisoners’ movement against the occupier and its crimes. It also emphasized the need to provide a framework for the solidarity movement internationally to work to hold Israel accountable on the international level and to confront the occupation on the Arab level, including recognizing Palestinian prisoners as prisoners of war, prosecuting the occupation for violating their rights guaranteed in customary international law and the Geneva Conventions. The Front urged international organizations to act to defend the rights of our people and our prisoners as prisoners of war and fighters for freedom, independence and self-determination, and to hold the occupation and its leaders accountable.

The Front said that the prisoners’ struggle is part of an alternative national strategy based on a program of resistance, national liberation, democracy, and restoring the status of the PLO as the sole legitimate representative through a new elected National Council representing our people inside and outside the homeland, and developing a unified national leadership. The Front emphasized the need to protect the prisoners’ rights during their imprisonment and after their liberation, as they are the vanguard of the Palestinian struggle for liberation and role models for generations to come.

The Front called for the widest participation in actions and events on Palestinian Prisoners’ Day inside and outside Palestine. The battle of freedom of the prisoners is an integral part of the battle for freedom of our people, and action cannot be delayed.

British Prime Minister David Cameron will attend the Commonwealth Summit in November in Sri Lanka, the British Telegraph reported quoting a government spokesman as saying .

Calls on Mr Cameron to boycott the event risked an embarrassing split with Buckingham Palace, had the Queen travelled to the meeting as the Commonwealth’s head.

The organisation decided at its last meeting two years ago to hold the Commonwealth Heads of Government Meeting (CHOGM) in Sri Lanka this year but many states have since been dismayed by Sri Lanka’s failure to heed calls for reform.

In particular Colombo has come under fire for its failure to promote reconciliation with the Tamil minority in the aftermath of the vicious civil war that ended in 2010.

According to the Telegraph, British officials have said that Cameron had decided to make a robust stand in person against Sri Lanka’s human rights record and attacks on its democratic standards by its authoritarian president, Mahinda Rajapaksa.

“We do not think that turning away from the problem is the best way to make progress in Sri Lanka. There’s nothing to suggest that not going will convince Rajapaksa he must do more,” said a government spokesman.

“Instead, we should make very clear that as the incoming chair of Chogm they need to live up the values of the Commonwealth. We believe that the attendance of many world leaders and the global media will help to shine a light on what is going on the country, what has been achieved and what more needs to be done.

“And the PM will use his visit to see the situation in the country for himself and be clear on what progress is needed.”

Downing Street has taken the view that it can push Rajapaksa in the coming months to adopt recommendations of its own reconciliation inquiry into the Tamil conflict.

It also hopes that the government will allow free provincial elections in September.

“The prime minister believes this is the right thing to do for the Commonwealth and he will take a very tough message to the Sri Lankan Government: that they need to make concrete progress on human rights, reconciliation and political settlement,” the official said. “This Government is a strong supporter of the Commonwealth and we firmly believe that it can continue to be a force for good around the world, promoting the important values about freedom and democracy and rights.” (Colombo Gazette)
