Alleged firearm transfer to ‘Makandure Madush’: CID arrests Douglas Devananda

Former Minister Douglas Devananda was arrested by the Criminal Investigation Department (CID) on Friday (26) in connection with an investigation into the alleged transfer of a firearm to an organised criminal, Police said.

According to the Acting Police Media Spokesman, ASP Minura Senarath, the arrest relates to allegations that a pistol issued to Devananda had later been found in the possession of underworld figure ‘Makandure Madush’.

Responding to the arrest, EPDP Spokesman S. Srikanth told Ceylon Today on Friday that there appeared to be confusion and a lack of information regarding the handing over of EPDP weapons—first during the 2002 ceasefire period and again in 2009 to the Ministry of Defence.

He said Devananda had been summoned for an inquiry on Friday over those weapons and had travelled to Colombo to attend it. “It was during this inquiry that he was arrested,” Srikanth noted.

Srikanth further stated that, as the arrest took place on a weekend, it may not be possible to secure Devananda’s release immediately. However, he said there is speculation that the former minister could be produced in Court on Saturday.

During the 2002 Ceasefire Agreement (CFA) between the Sri Lankan Government and the LTTE, several Tamil political parties that had earlier been armed by the State for self-defence purposes were required to hand over their weapons as part of confidence-building measures. The Eelam People’s Democratic Party (EPDP), which had operated as a government-aligned armed group during the conflict, subsequently began a phased process of surrendering its weapons to the State under official supervision.

Following the end of the war in 2009, remaining weapons held by such groups were required to be formally handed over to the Ministry of Defence as part of post-war demilitarisation and reintegration processes. Discrepancies in records from these periods have occasionally surfaced during later investigations, according to political sources.

இராணுவத்தால் அவருக்கு சட்டப்பூர்வமாக வழங்கப்பட்ட பிஸ்டல் வகை துப்பாக்கி, ஒருங்கிணைக்கப்பட்ட குற்றவாளி ஒருவரின் வாக்குமூலத்தை தொடர்ந்து, 2019 ஆம் ஆண்டு வெலிவேரிய பகுதியில் உள்ள ஒரு காட்டில் மறைத்து வைக்கப்பட்டிருந்தமை கண்டுபிடிக்கப்பட்டது தொடர்பாக நடத்தப்பட்ட விசாரணையில் இந்தக் கைது மேற்கொள்ளப்பட்டது.

கைது செய்யப்பட்ட டக்ளஸ் தேவானந்தா 2025.12.27 அன்று கம்பஹா நீதவான் நீதிமன்றத்தில் ஆஜர்படுத்தப்பட உள்ளதுடன், குற்றப் புலனாய்வுத் திணைக்களத்தின் கொலைப் புலனாய்வுப் பிரிவு மேலும் விசாரணைகளை மேற்கொண்டு வருகிறது.

முன்னாள் கடற்றொழில் அமைச்சர் மற்றும் ஈழ மக்கள் ஜனநாயகக் கட்சியின் (EPDP) பொதுச் செயலாளர் டக்ளஸ் தேவானந்தா அவர்கள் குற்றப்புலனாய்வு திணைக்களத்தால் (CID) கைது செய்யப்பட்டுள்ளார்.

2001 ஆம் ஆண்டு இராணுவத்தினரால் டக்ளஸ் தேவானந்தாவின் தனிப்பட்ட பாதுகாப்புப் பயன்பாட்டிற்காக ஒரு துப்பாக்கி வழங்கப்பட்டிருந்தது.

கடந்த 2019 ஆம் ஆண்டு, பிரபல திட்டமிடப்பட்ட குற்றவாளியான மாகந்துரே மதுஷிடம் முன்னெடுக்கப்பட்ட விசாரணைகளின் போது ஒரு துப்பாக்கி கைப்பற்றப்பட்டது.

குறித்த துப்பாக்கியின் தொடர் இலக்கங்களை (Serial Numbers) ஆய்வு செய்தபோது, அது முன்னாள் அமைச்சர் டக்ளஸ் தேவானந்தாவிற்கு வழங்கப்பட்ட அதே துப்பாக்கி என்பது உறுதி செய்யப்பட்டுள்ளது.

இராணுவத்தால் வழங்கப்பட்ட உத்தியோகபூர்வ துப்பாக்கி எவ்வாறு ஒரு பாதாள உலகக் குழுத் தலைவரின் கைக்குச் சென்றது என்பது குறித்தும், அது எவ்வாறு காணாமல் போனது என்பது குறித்தும் அமைச்சரிடம் விசாரிக்கப்பட்டது. எனினும், இது தொடர்பாகப் போதுமான அல்லது தெளிவான விளக்கங்களை அளிக்க அவர் தவறியுள்ளதாகக் கூறப்படுகிறது.

இதனடிப்படையிலேயே, மேலதிக விசாரணைகளுக்காக அவர் கைது செய்யப்பட்டுள்ளதாக சிரேஷ்ட  காவற்துறை அதிகாரி ஒருவர் உறுதிப்படுத்தியுள்ளார்.

CID arrests former Minister Douglas Devananda over missing firearm

The Criminal Investigation Department (CID) arrested former Minister Douglas Devananda in connection with an investigation into a missing firearm.

Police said the arrest follows the recovery of a weapon during the interrogation of organised criminal Makandure Madush in 2019. Subsequent investigations revealed that the firearm had been issued by the Sri Lanka Army to Devananda for his personal security in 2001.

It was revealed that the serial number of the weapon matched that of the firearm issued to the former Minister. During questioning, Devananda reportedly failed to provide a satisfactory explanation regarding how the weapon had gone missing.
