பிரிவினைவாதத்துக்கு எதிரான மற்றும் அன்றிலிருந்து புலிகளை எதிர்த்து செயற்பட்டுவந்த ஆனந்த சங்கரி போன்ற ஒருவரை முதலமைச்சர் வேட்பாராள கூட்டமைப்பு நிறுத்தியிருந்தால் அது 13 ஆம் திருத்தத்தையும் மாகாண சபை முறைமையையும் பாதுகாக்கும் எமது முயற்சிக்கு பாரிய பலமாக அமைந்திருக்கும் என்றும் அமைச்சர் குறிப்பிட்டார்.

கூட்டமைப்பின் வேட்பாளர் தெரிவின் ஊடாக இனவாத கட்சிகளுக்கு தற்போது 13 ஆவது திருத்தச் சட்டத்துக்கு எதிராக போராட வலுவான ஆயுதம் ஒன்று கிடைத்துள்ளது என்றும் அவர் கூறினார்.

வட மாகாண சபைத் தேர்தல் மற்றும் அதற்கான தயார் நிலை குறித்து விபரிக்கையிலேயே அமைச்சர் மேற்கண்ட விடயங்களை முன்வைத்தார். அமைச்சர் திஸ்ஸ விதாரண இந்த விடயம் குறித்து மேலும் குறிப்பிடுகையில்

வட மாகாண சபைத் தேர்தலுக்கான தமிழ்த் தேசியக் கூட்டமைப்பின் முதலமைச்சர் வேட்பாளராக ஓய்வுபெற்ற நீதியரசர் விக்னேஸ்வரன் நியமிக்கப்பட்டுள்ளார். இந்த முடிவானது ஒரு ஆரோக்கியமான தீர்மானமாக தெரியவில்லை.

காரணம் வட மாகாண சபைத் தேர்தலில் தமிழ்த் தேசியக் கூட்டமைப்பு வெற்றிபெற்று விக்னேஸ்வரன் முதலமைச்சராக வந்தால் 13 ஆவது திருத்தச் சட்டத்தை பலப்படுத்துவதற்கும் மாகாண சபை முறைமையை வலுப்படுத்துவதற்கும் பாரிய தடைகள் எற்படும். விக்னேஸ்வரனின் நியமனமானது 13 ஆம் திருத்தச் சட்டத்தை வலுவிழக்கச் செய்வதற்கான பின்னணிக்கான பலத்தை மேலும் அதிகரிக்கும்.

காரணம் தென்னிலங்கை இனவாத கட்சிகள் விக்னேஸ்வரன் விடயத்தை பாரிய விவகாரகமாக முன்னிறுத்தி 13 ஐ பாதுகாக்கும் எமது முயற்சிக்கு தடையாக இருக்கும் என்பதில் சந்தேகமில்லை. புலம்பெயர் மக்களும் விக்னேஸ்வரனின் நியமனத்தை ஏற்றுக்கொண்டுள்ளனர். இது சரியான தீர்மானம் என்று புலம்பெயர் மக்கள் குறிப்பிட்டுள்ளனர்.

எனவே இந்த விடயங்களை தென்னிலங்ககையில் உள்ள இனவாத கட்சியினர் முன்னிறுத்தி 13 ஆவது திருத்தத்தை பலப்படுத்துவது ஆபத்தாக அமைந்துவிடும் என்று பிரசாரம் செய்வார்கள். அவ்வாறான பிரசாரமானது 13 ஆவது திருத்தத்தை பாதுகாக்கவேண்டும் என்ற எமது முயற்சிகளுக்கு பாரிய தடையாக அமையும் என்பதில் சந்தேகம் இல்லை.

கூட்டமைப்பு விக்னேஸ்வரனுக்கு பதிலாக பிரிவினைவாதத்துக்கு எதிராக அன்றிலிருந்து செயற்பட்டுவந்த ஆனந்த சங்கரி போன்ற ஒருவரை முதலமைச்சர் வேட்பாராள கூட்டமைப்பு நிறுத்தியிருந்தால் அது 13 ஆம் திருத்தத்தையும் மாகாண சபை முறைமையையும் பாதுகாக்கும் எமது முயற்சிக்கு பாரிய பலமாக அமைந்திருக்கும். ஆனந்த சங்கரி என்பவர் தென்னிலங்களை மக்களினால் ஏற்றுக்கொள்ளப்பட்டவர் என்பதுடன் இடதுசாரி கட்சிகளுடனும் தொடர்புகளை கொண்டுள்ளவர்.

எனவே அவரை முதலமைச்சர் வேட்பாளராக கூட்டமைப்பு நிறுத்தியிருந்தால் தென்னிலங்கையின் இனவாத கட்சிகளிடம் இருந்து பாரிய எதிர்ப்பு கிளம்பியிருக்காது. மேலும் 13 ஆவது திருத்தச் சட்டத்தையும் மாகாண சபை முறைமையையும் பாரிய தடைகள் இன்றி பலப்படுத்தியிருக்கலாம்.

வட மாகாண சபைத் தேர்தலை நடத்துவதற்கு கடும் எதிர்ப்புக்கள் கிளம்பின. ஆனால் பல்வேறு சிரமங்களுக்கு மத்தியில் வட மாகாண சபைத் தேர்தலை உரிய நேரத்தில் நடத்தும் சந்தர்ப்பத்தை பெற்றுள்ளோம். மேலும் 13 ஆவது திருத்தச் சட்டத்தில் கைவைக்க முயற்சிக்கப்பட்டது. அதனையும் ஒருவாறு பாதுகாத்துவருகின்றோம்.

ஆனால் தற்போது கூட்டமைப்பின் வட மாகாண முதலமைச்சர் வேட்பாளர் காரணமாக இனவாத கட்சிகளின் தர்க்கங்கள் மேலோங்கும் நிலைமையே காணப்படுகின்றது. இதன்மூலம் 13 ஆவது திருத்தச் சட்டத்தை வலுவிழக்கச் செய்யவேண்டும் என்ற தரப்பினரின் கோஷங்கள் பலமடையும். இனவாத கட்சிகளுக்கு தற்போது 13 ஆவது திருத்தச் சட்டத்துக்கு எதிராக போராட வலுவான ஆயுதம் ஒன்று கிடைத்துள்ளது என்றார்.

சர்வதேசத்தின் நிலைப்பாட்டை அறிந்தே தமிழ் தேசியக் கூட்டமைப்பின் வட மாகாண முதலமைச்சர் வேட்பாளர் தெரிவு செய்யப்பட்டதாக அதன் தலைவர் இரா. சம்பந்தன் தெரிவித்தார்.

நேற்று மாலை வவுனியா நகர விடுதி ஒன்றில் நடைபெற்ற தமிழரசுக் கட்சியின் மத்திய செயற்குழு கூட்டத்தில் அவர் தெரிவித்தார்.

கூட்டம் ஆரம்பித்த வேளையிலிருந்து தொடர்ச்சியாக கட்சியின் தலைவர் சம்பந்தன் மீது கடும் விமர்சனங்கள் முன்வைக்கப்பட்டுள்ளன.

மக்களுடைய கருத்துக்கள் மற்றும் விமர்சனங்களுக்கு மதிப்பளிக்கப்படுவதில்லை என அவர் மீது குற்றஞ்சுமத்தப்பட்டுள்ளது.

இதற்கு பதிலளித்த சம்பந்தன், சர்வதேசத்தின் நிலைப்பாட்டை அறிந்தே முதலமைச்சர் வேட்பாளராக உயர் நீதிமன்ற முன்னாள் நீதியரசர் சி.வி.விக்னேஸ்வரனின் தெரிவு செய்யப்பட்டதாக குறிப்பிட்டார்.

மக்களை விட்டு தான் ஒருபோதும் விலகமாட்டேன் எனவும் கட்சியின் ஒற்றுமைக்காகவும் கட்சியின் வெற்றிக்காகவும் அனைவரும் உழைக்க வேண்டும் எனவும் கூறினார்.

இந்த நிலையில் நேற்றைய கூட்டத்தில் இரண்டு பிரேரணைகள் முன்வைக்கப்பட்டன.

கட்சியின் ஒற்றுமைக்காகவும் நன்மைக்காகவும் தானாக முன்வந்து முதலமைச்சர் வேட்பாளர் தெரிவிலிருந்து விலகிக் கொண்ட மாவை சேனாதிராஜாவிற்கு நன்றி தெரிவிப்பதாகவும்,

கட்சியின் தலைவர் இரா.சம்பந்தனது முதலமைச்சர் வேட்பாளர் அறிவிப்பை மனதார ஏற்று வட மாகாண சபைத் தேர்தலில் கட்சியின் வெற்றிக்காக பாடுபட வேண்டும் எனவும் இரண்டு பிரேரணைகள் நிறைவேற்றப்பட்டன.

இந்த கூட்டத்தில் பேசிய மாவை சேனாதிராஜா, நாடாளுமன்ற உறுப்பினர் என்ற நிலையை வைத்துக் கொண்டு மக்களுக்காக தான் தொடர்ந்தும் குரல் கொடுப்பேன் என குறிப்பிட்டார்.

வவுனியா நகரசபை மண்டபத்தில் நேற்று  மாலை நடைபெறவிருந்த இக்கூட்டம் கடைசி நேரத்தில் திடீரென கட்சியின் உயர்மட்டத்தால் குறித்த விடுதிக்கு மாற்றப்பட்டது.

இந்த நிலையில் நேற்று மாலை 4 மணிக்கு ஆரம்பமான கூட்டம் இரவு 10.30 வரை தொடர்ந்தது.

ஊடகவியலாளர்கள் எவரும் உட்செல்ல அனுமதிக்கப்படாத அதேவேளை பலத்த பொலிஸ் பாதுகாப்புக்கு மத்தியில் கூட்டம் நடைபெற்றுள்ளது.

கட்சியின் தலைவர் இரா.சம்பந்தன் தலைமையில் இடம்பெற்ற இக் கூட்டத்தில் கட்சியின் பொதுச் செயலாளர் மாவை சேனாதிராஜா, பாராளுமன்ற உறுப்பினர்களான ஸ்ரீதரன், சரவணபவன், பொன்.செல்வராசா, சுமந்திரன் மற்றும் மத்திய செயற்குழுவின் ஒவ்வொரு மாவட்ட செயற்குழு உறுப்பினர்களும் கலந்து கொண்டனர்.

இதேவேளை தமிழ்த் தேசியக் கூட்டமைப்பின் தேர்தல் நியமனக் குழு கூட்டம் இன்று காலை வவுனியாவில் ஆரம்பமாகி நடைபெற்றுக் கொண்டிருக்கிறது.

WASHINGTON (Reuters) - President Barack Obama can go ahead with a plan for the United States to arm the struggling Syrian rebels after some congressional concerns were eased, a key Republican lawmaker said on Monday.

"We believe we are in a position that the administration can move forward," House of Representatives Intelligence Committee Chairman Mike Rogers told Reuters.

The White House announced in June that it would offer military aid to vetted groups of Syrian rebels after two years of balking at directly sending arms to the opposition.

But both Republicans and Democrats on the House and Senate intelligence committees had expressed worries that the arms could end up in the hands of Islamist militants in Syria like the Nusra Front, and would not be enough to tip the balance of the civil war against President Bashar al-Assad anyway.

Members of the Senate Intelligence Committee who had questioned the wisdom of arming the insurgents had earlier tentatively agreed that the administration could go ahead with its plans, but sought updates as the covert effort proceeded.

Now, the House committee has also given at least a cautious go-ahead.

"It is important to note that there are still strong reservations," Rogers said. "We got a consensus that we could move forward with what the administration's plans and intentions are in Syria consistent with committee reservations."

Supporters of the rebels hope the deliveries of U.S.-provided arms will start in August.
They hope for "a large number of small weapons" such as rifles and basic anti-tank weapons, said Louay Sakka, a co-founder of the Syrian Support Group, which backs the Free Syrian Army fighting Assad.

Committee sessions on arming the rebels are classified and have been held in secret. Senior government figures like Secretary of State John Kerry have briefed lawmakers behind closed doors to persuade them to back the White House's Syria strategy. Rogers said he still had "very strong concerns" about the plan's chances of success.

REBELS LAGGING

The mostly Sunni Muslim rebels have been struggling since government forces, helped by Lebanese Hezbollah allies, took the strategic town of Qusair in early June. Backed by warplanes and artillery, Assad is much better armed than the rebels.

Representative Adam Schiff, a Democrat on the House Intelligence Committee, opposes sending U.S. arms to the rebels.

"It's too late to affect the outcome with a small amount of arms," Schiff said. "I think we would have to provide such a massive amount of arms, and additional military support to change the balance on the battlefield, that we would inevitably be drawn deeply into the civil war," he said.

"And I think we also have to expect that some of the weapons we provide are going to get into the hands of those who would use them against us," Schiff said.

He said his view is probably a minority one within the intelligence committee - but that for many Americans, after two wars in Iraq and Afghanistan, there is "little appetite for getting involved in a third."

Obama has been reluctant to intervene in the civil war in Syria, in which more than 100,000 people have died.

Supported by Iran and Russia, Assad has looked increasingly stronger in recent months while the opposition has been fractured.

Clashes between Islamist rebel forces and Kurdish militias spread to a second Syrian province last weekend.

The fighting is further evidence that the 2011 uprising against Assad's rule has splintered into turf wars that have little to do with ousting him.

European Union governments agreed on Monday to put the armed wing of Hezbollah on the EU terrorism blacklist in a reversal of past policy fuelled by concerns over the Lebanese militant movement's activities in Europe.

Britain and the Netherlands have pressed EU peers since May to put the Shi'ite Muslim group's military wing on the bloc's terrorism list, citing evidence it was behind a bus bombing in Bulgaria last year which killed five Israelis and their driver.

Until now, the EU had resisted pressure from Washington and Israel to blacklist Hezbollah, arguing such a move could fuel instability in Lebanon, where the group is part of the government, and add to tensions in the Middle East.

But evidence from Bulgaria about the attack and concerns over Hezbollah's growing involvement in the war in Syria persuaded opponents to back the move, which triggers the freezing of any assets the group's armed wing may hold in the 28-nation EU.

"It is good that the EU has decided to call Hezbollah what it is: a terrorist organisation," Dutch Foreign Minister Frans Timmermans said on the sidelines of a meeting of EU foreign ministers who decided on the blacklisting.

"We took this important step today, by dealing with the military wing of Hezbollah, freezing its assets, hindering its fundraising and thereby limiting its capacity to act."

The Popular Front for the Liberation of Palestine (PFLP) said that any return to negotiations on the basis of the views and auspices of US Secretary of State John Kerry is committing “political suicide,” providing a cover for the government of occupation, ultra-extremism and settlements, in committing the most heinous crimes against the Palestinian people and their land.

The Front urged the Palestinian leadership to join all international organizations, including the International Criminal Court, without subjecting Palestinian rights, guaranteed by international law, to any bargains and futile bets on the US that have proved to be failures time and again.
The Front warned that the time to put the Palestinian house in order has come, saying that the Palestinian national movement is the basis for cohesion, unity, and solidarity against the occupation and forces hostile to our people and our nation, and the source of strength to protect our people, their rights and national steadfastness, and build global solidarity with the support of the free people of the world.

Comrade Jamil Mizher, member of the Central Committee of the PFLP, said in an interview that the resumption of direct negotiations “causes severe harm to the Palestinian cause. The PFLP completely rejects the resumption of the absurd negotiations, which do not achieve the minimum national demands of the Palestinian People,” said Mizher, adding that “20 years of absurd negotiations achieved a big zero, and only helped the Occupation to execute its plans of expansion.”
Mizher said that the agreement of Palestinian leadership to resume negotiations under Zionist conditions and American auspices is a great sin and a deep threat to the Palestinian national project, while encouraging occupation terrorism, land grabs and confiscation, and crimes against the Palestinian people.

Mizher said that the Palestinian people are struggling for their full rights, including self-determination, the right of return and independence and are not fighting for “economic improvements here or there, financial bribery offered by the US administration, or the establishment of an airport.”
He said that the president should give priority and importance to restoring national unity and building a national strategy based on adherence to fundamental Palestinian principles, instead of going to these negotiations, “he should be demanding that the International Criminal Court prosecute the occupation for their crimes against the Palestinian people, our brave prisoners, Palestinian land and holy sites.”
Mizher said that any bet on the US administration is a losing bet and that Kerry provided nothing from the Zionist occupation but only comes to pressure Palestinian leadership to make concessions undermining the rights of the Palestinian people, promoting discussions of “territory exchange,” the return of only a handful of refugees, and Palestinian refugees’ mass resettlement in other countries.
Comrade Dr. Rabah Muhanna, member of the Political Bureau of the PFLP, said that the Palestine Liberation Organization Central Council should hold Abu Mazen and the Executive Committee of the PLO accountable for this dangerous decision to return to negotiations. Muhanna said that the masses of the Palestinian people in the West Bank, Gaza, occupied Palestine ’48, and exile and diaspora are overwhelmingly against these harmful and destructive negotiations and must exercise real pressure on the Palestinian leadership equivalent to that exercised by the US and some Arab regimes.
Muhanna said that a return to negotiations means abandoning Palestinian national rights, and that these negotiations always begin from lower and lower points and only undermine Palestinian interests.
