Back and never to leave again
After nearly 20 years, Muslims in Jaffna who were evicted by the LTTE, return home. Here they share their happiness with Chandani Kirinde Fifty-six-year-old Mohamed Basheer’s eyes still well up with tears when he recollects the day in 1990 when the LTTE issued an eviction order on all Muslims living in the Jaffna peninsula, giving them a few hours to quit a city that had been their home for as many generations as he could recollect.

With his wife and six young children, they left with all they could take with them, leaving behind their hometown to live for nearly 20 years as “outsiders” going from place to place but never finding a place to call home.

But today Basheer is a happy man. He has returned to Moor Street in the Jaffna town and vows never to leave it again.

“The day we left, we were stripped of all our valuables. Some little girls had their earrings torn out from their ears as they left. But now I am back and I will never leave this city,” said Basheer as he sat on the floor of the mosque which he and two others are slowly reconstructing as the thousands of Muslims who fled Jaffna come back to their former homes with normalcy returning after nearly three decades of bitter fighting.

Several Muslims returned to Jaffna after the re-capture of the town by government troops in 1995 and S.M. Fiaz is among them. He left his family at the welfare centre for displaced Muslims in Puttalam and moved back as he felt someone needed to look after the mosque. “I am glad that things are returning to normal now and more and more people are coming back. We are preparing the mosque for their arrival,” Fiaz said.

Life is still hard for most of the families who had returned to Jaffna more than seven years ago and who are now housed in the remnants of the Kadija Girls’ School. The school has been compartmentalised and made into makeshift homes.

Khair Unnisar lives with her family in one of the small blocked out sections and wants more government action to assist them as well as those who will be returning soon. “The government must assist us to build our old homes,” said Unnisar who works at a local NGO.

They have been well received by their Tamil brethren with relations between the two communities not constrained by the bitter experiences of the past.

“We always felt like “outsiders” even in predominantly Muslim areas in the country.

But now, with God’s blessings we are back in our old homes,” Basheer said, content that he is back to his roots and eagerly awaiting the arrival of his family members.

A new Moulavi Mohamed Irshad arrived at the mosque recently from Matale and he will lead the prayers at the Moor Street Mosque.

Now instead of the sound of gunfire and explosions, it is the call to prayers to the faithful that is once again filling the air in the Muslim enclaves of Jaffna.

கடந்த ஆண்டுக்கான நாட்டின் வரவு செலவுத் திட்டத்தில் துண்டு விழும் தொகை 34 ஆயிரத்து 280 கோடி ரூபாவாக இருக்கும் என எதிர்வு கூறப்பட்டது. ஆனால் அது 37 வீதம் எகிறி 46 ஆயிரத்து 960 கோடி ரூபாவாக எட்டியது என்று அரசின் புள்ளிவிவரங்கள் தெரிவிக்கின்றன.

கடந்த ஆண்டுக்கான நாட்டின் வரவு செலவுத் திட்டத்தில் துண்டு விழும் தொகை 34 ஆயிரத்து 280 கோடி ரூபாவாக இருக்கும் என எதிர்வு கூறப்பட்டது. ஆனால் அது 37 வீதம் எகிறி 46 ஆயிரத்து 960 கோடி ரூபாவாக எட்டியது என்று அரசின் புள்ளிவிவரங்கள் தெரிவிக்கின்றன.
கடந்த ஆண்டுக்கான வரவு செலவுப் புள்ளி விவரங்களை அரசு நேற்று வெளியிட்டது.
2009 இல் வரவுக்கு மிஞ்சிய செலவாக 34 ஆயிரத்து 280 கோடி ரூபா இருக்கும் என உத்தேசிக்கப்பட்டது. இது மொத்த உள் நாட்டு உற்பத்தியின் ஏழு வீதமாகும்.
ஆனால் அறவீடுகள் எதிர்பார்த்ததை விடக் குறைந்ததாலும், நாட்டின் பொருளாதாரப் பின்னடைவுகளாலும் நாட்டின் வரவு செலவு வேறுபாட்டில் துண்டு விழும் தொகை சுமார் 37 வீதம் அதிகரித்து 46 ஆயிரத்து 960 கோடியை எட்டியது எனத் தெரிவிக்கப்படுகின்றது. இது மொத்த உள்நாட்டு உற்பத்தியின் 9.7வீதத்தைத் தொட்டு நிற்கின்றது.
வரிகள் மூலம் கடந்த ஆண்டு 72 ஆயிரத்து 570 கோடி ரூபா அறவிடப்பட முடியும் என உத்தேசிக்கப்பட்டது. ஆனால் 3.2 வீதம் குறைவாக 70 ஆயிரத்து 210 கோடி ரூபாவே அறவிடப்பட முடிந்தது.
நாட்டின் மொத்தச் செலவினம் கடந்த ஆண்டில் 109 ஆயிரத்து 100 கோடி ரூபாவாக இருக்கும் என மதிப்பிடப்பட்டது. ஆனால் அது 9.7 வீதம் எகிறி 119 ஆயிரத்து 700 கோடி ரூபாவைத் தொட்டது.
மீண்டுவரும் செலவினம் 6.6 வீதம் உயர்ந்தது.
பொதுச்சேவை சம்பளம் மற்றும் செலவினம் எதிர்பார்க்கப்பட்டமையை விட 2.6 வீதம் உயர்ந்தது.
மானியங்களும், மாற்றீடுகளும் 3.7வீதமும், பொருட்கள் மற்றும் சேவைகள் மீதான செலவினங்கள் 2.2 வீதமும் எதிர்பார்க்கப்பட்டதை விட அதிகரித்தன.
இதேசமயம் நடப்பு ஆண்டுக்கான வரவு செலவுத்திட்டம் நாட்டுக்கு மிக சாதகமான பல அம்சங்களைக் கொண்டிருப்பதாகத் திறைசேரி வட்டாரங்கள் தெரிவித்தன.

கிளிநொச்சியில் ஜெயந்தி நகர் பகுதியில் முன்னர் சர்வதேச ஆங்கில பாடசாலையாக இயங்கிய கட்டடத்தினையே இவ்வாறு முகாம் அமைப்பதற்காக சிறீலங்கா இராணுவத்தினரும், சில ஒட்டுக்குழு அங்கத்தவர்களும் துப்புரவாக்கி வருகின்றனர்.
இந்த காணியும் கட்டடமும் குருகுலம் சிறுவர் இல்லம் மற்றும் குருகுலம் ஆச்சிரமம் ஆகியவற்றுக்கு அண்மையில் அமைந்துள்ளமை குறிப்பிடத்தக்கது. அங்கு தமது வீடுகளைப் பார்க்கச் சென்ற மக்களிடம் சிறீலங்கா இராணுவத்தினரும், ஒட்டுக்குழுக்களும் கலந்துரையாடியுள்ளனர்.
இவர்கள் மீண்டும் படுகொலைகள், கற்பழிப்புகள், கொள்ளை சம்பவங்களில் ஈடுபடலாம் என்ற அச்சத்தில் மீளக்குடியமர்ந்த மக்கள் உள்ளனர் என தெரியவந்துள்ளது.

Radovan Karadzic, the former Bosnian Serb leader, has told judges presiding over his genocide trial that the Bosnian wars during the 1990s were "just and holy".
Karadzic addressed the International Criminal Tribunal for the former Yugoslavia in The Hague on Monday, ending his months-long boycott of the proceedings.
He told that court that the Bosnian Serbs had defended themselves against Islamic fundamentalists who had started the war in Bosnia to lay claim to the entire country.
"I will defend that nation of ours and their cause that is just and holy. We have a good case. We have good evidence and proof," he said.
'Reluctant' Serbs
Karadzic, dressed in a dark suit and tie, traced the origins of the 1992-95 war to the rejection by Bosnia's Muslim leadership of any power-sharing proposal.
He argued that conflicts resulting from the break-up of Yugoslavia were a natural consequence of the struggle for land.
Barnaby Phillips, Al Jazeera's correspondent in The Hague, said that Karadzic had appeared as "unapologetic, proud, at times even veering to sarcasm".
"Overall the tone of Mr Karadzic is proud, defiant, what he's saying is that there was certainly no plot on the part of the Bosnian Serbs to exterminate the Muslim, or Croat community," said Phillips.

"Certainly not to ethnically cleanse them out of any part of Bosnia.

"Rather the Serbs very reluctantly acquiesced in Bosnia's secession from Serbia, from Yugoslavia at that time, they didn't want that secession to happen.

"And even then it was Muslim desire for domination in Bosnia, and the nefarious interference of Western powers, perhaps in particular Germany, which took Bosnia into civil war, and not the acts of the Serbs themselves.

"It's an interesting defence, and it's a defence which I think will surprise many people in Western Europe and indeed in the Muslim world."

'Greater Serbia'

Addressing the court, Karadzic said: "I stand here before you not to defend the mere mortal that I am, but to defend the greatness of a small nation in Bosnia Herzegovina.

"Which for 500 years has had to suffer and has demonstrated a great deal of modesty and perseverance to survive in freedom."

The wartime Bosnian Serb leader is accused of having colluded with Slobodan Milosevic, the late Yugoslav leader, with the aim of creating a "Greater Serbia" that was to include 60 per cent of Bosnian territory.

Karadzic stands charged as the "supreme commander" of an ethnic cleansing campaign of Croats and Muslims in the Bosnian war in which 100,000 people were killed and 2.2 million displaced.

He is facing 11 counts of genocide, war crimes and crimes against humanity, but though he denies any wrongdoing, he has refused to enter a formal plea.

Among the charges against Karadzic are the 1995 Srebrenica massacre of more than 7,000 captured Muslim men and boys, and the 44-month siege of the capital Sarajevo that ended in November 1995, leaving about 10,000 people dead.

Hasan Nuhanovic, a survivor of the Srebrenica massacre who lost his parents and brother there, spoke to Al Jazeera from Sarajevo, the Bosnian capital.

Nuhanovic said: "Radovan Karadzic is being tried in The Hague, it's very important.

"But, it's even more important, in my opinion, that the shooters, the people who killed my family, who still live in my neighbourhood, not really far from where I live, they are still free. And they have not been prosecuted.

"So while their leader is being tried in The Hague, I expect the authorities of this country to try the war criminals who still live here in our neighbourhood, that's very important as well for this community."

Trial boycott

Karadzic had refused to attend the opening of his trial last October, insisting on more time to prepare his case and causing a four-month delay.

He had sought a new delay of the trial until June 17 after his two-day opening statement concludes on Tuesday, to study an additional 400,000 pages of prosecution evidence he claims have been filed since October.

His request was refused by the court which ruled last Friday that the first prosecution witness, whose identity is being withheld, will testify on Wednesday.

Under these circumstances, Karadzic was likely to resume his boycott, said Marko Sladojevic, his legal adviser.

In November, the court appointed Richard Harvey, a British lawyer, to take over the defence if Karadzic opted to continue his boycott of the court.

Nato manhunt


First indicted in 1995, Karadzic eluded a Nato manhunt for more than a decade before being caught in July 2008 in Belgrade, where he had been living as a new-age philosopher.


Karadzic faces possible life imprisonment if convicted in what is one of the last and largest cases brought to the UN war crimes tribunal for the former Yugoslavia.

The UN Security Council, which set up the tribunal in 1993, has ordered it not to open new cases.

The tribunal has indicted 161 political and military officials, of which 40 cases are still continuing.

Two fugitives, Karadzic's former top general, Ratko Mladic, and Croatian Serb leader Goran Hadzic, could still be brought to trial at The Hague.

Karadzic is scheduled to return to the courtroom on Tuesday to present the rest of his opening statement.

கிழக்கு மாகாணம் மட்டக்களப்பு மாவட்டம் ஏறாவூர் சித்தாண்டிக்கு அருகில் உள்ள திகிலிவெட்டையில் படையினரின் பாலியல் வன்முறைக்குள்ளான ஒன்பது வயதுச் சிறுமி.

திகிலிவெட்டை அரசினர் தமிழ் கலவன் பாடசாலையில் தரம் 4இல் கல்வி கற்கும் அனுஷா (வயது 09) என்ற மாணவியும் இன்னொரு மாணவியும் 12.02.2010 அன்று மாலை நேர வகுப்பு முடிவுற்றதும் திகிலிவட்டையிலுள்ள தமது வீடுகளுக்கு சென்று கொண்டு இருக்கும் வழியில், 3 சிறீலங்கா இராணுவத்தினர் நிர்வாணமாக குளித்துக்கொண்டு இருந்த வேளையில் அந்த
இராணுவத்தினர் இச் சிறுமி இருவரையும் துரத்திய போது அதில் ஒரு (9 வயது) சிறுமி இராணுவத்தினரிடம் சிக்கியுள்ளார். மற்றவர் ஓடி தப்பிவிட்டார்.

பின்னர் அந்த மாணவிக்கு ஒரு இனிப்பு கொடுக்கப்பட்டதாகவும் பின்னர் அந்த மாணவி மயக்கமான நிலையில் நடக்க முடியாமல் தள்ளாடிய நிலையில் வீட்டுக்கு சென்றதாகவும் அந்தரங்க உறுப்புக்களில் இருந்து இரத்தம் வந்ததாகவும் பிள்ளை ஒரு விரக்தியான நிலையிலும் பிரம்மை பிடித்த நிலையிலும் காணப்பட்டதாகவும் உணர்வு குறைந்த நிலையில் அப்பிள்ளை இருந்ததாகவும் கூறப்பட்டுள்ளது.
12-02-2010 அன்று மாலை 5 மணியளவில் பிள்ளையை மாவடிவேம்பு வைத்தியசாலையில் பிள்ளையின் தாய் மற்றும் சிறிய தாயும் சேர்த்துள்ளனர். 12-02-2010 மாலை 6 மணிக்கு பின்னர் இரு சிறீலங்கா குற்றப்புலனாய்வுப் பிரிவினர் வீட்டிற்கு சென்று பிள்ளையின் உள்ளாடைகளை பசோதனைக்காக எடுத்து செல்வதாக கூறி எடுத்து சென்றுள்ளனர். 13.02.2010 சனிக்கிழமை சிறுமி மட்டக்களப்பு போதனா வைத்தியசாலைக்கு மாற்றப்பட்டுள்ளார்.
பின்னர் ஞாயிறு தொடக்கம் கடந்த செவ்வாய்க்கிழமை வரை மட்டக்களப்பு வைத்தியசாலையில் அவரை வைத்திருந்தனர். இதையடுத்து, கிராமத்தில் பதற்றநிலை காணப்பட்டது. உந்துருளிக் குழுவினர் (அப்பாஜ் குழுவினர்) போவோர் வருவோரை விசாரித்தார்கள். இது சம்பந்தமாக அரச சார்பற்ற நிறுவன பிரதிநிதிகளால் அரச அதிபருக்கும் காவல்துறையினருக்கும் முறைப்பாடு செய்யப்பட்டது.

சிறீலங்கா காவல்துறையினர் இது தொடர்பாக கூறுகையில் நான்கு இராணுவத்தினரை கைது செய்தாகவும் சட்ட நடவடிக்கை எடுப்பதாகவும் தெவித்தனர். அப்பிள்ளையை பல இராணுவத்தினர் மற்றும் அயல் கிராம காவல்துறையினர் பயறுத்தியதாகவும் பிள்ளை பயந்த நிலையில் உள்ளதாகவும் இராணுவ சீருடையை கண்டால் பயப்படுவதாகவும் தாயாரால் கூறப்படுகிறது.

இச்சம்பவத்தை அறிந்த இராணுவத்தின் கட்டளை அதிகாரி, காவல்துறை பொறுப்பதிகாரி போன்றோர் சிறுமியை தனித்தனியாக விசாரித்ததில் சிறுமி பயத்துடன் காணப்படுவதுடன் சிறுமியின் தாய் தந்தையர் அச்சுறுத்தப்படுவதாகவும் கூறுகின்றனர். 15-02-2010 அன்று மாலை திகிலிவட்டையில் இருந்த அனைத்து இராணுவ முகாம்களும் அகற்றப்பட்டதுடன் மற்றும் அவர்களால் ஏற்கனவே இயங்கி வந்த கடையும் அகற்றப்பட்டது.

இருந்த போதிலும் மீண்டும் கிராமத்து மக்களிடம் வந்த இராணுவம் முகாம் இங்கே இருக்க வேண்டும் என்ற கருத்தை மக்களிடம் எதிர்பார்ப்பதாக கூறி அச்சுறுத்தியதன் மூலம் 17-02-2010 அன்று காலையில் கிடைத்த தகவல்படி மீண்டும் இராணுவ வீரர்கள் குவிக்கப்பட்டனர.; 18-02-2010 அன்று DCPU அமைப்புடன் தொடர்பு கொண்ட போது, சட்ட மருத்துவ அதிகாரியின்
அறிக்கை 17-02-2010 மாலை கிடைத்ததாகவும் பிள்ளையை தங்களிடம் ஒப்படைத்துள்ளதாகவும் வைத்திய அறிக்கையில் பாலியல் துஷ்பிரயோகம் இடம்பெற்றுள்ளதாகவும் குறிப்பிடப்பட்டுள்ளதாக அவ்வமைப்பு தெரிவித்துள்ளது.
பிள்ளையின் பெற்றோர்களும் கிராமத்தவர்களும் அச்சுறுத்தப்பட்ட நிலையில் சந்திரசேகரம் சுகபாலன் கடந்த 19 ஆம் திகதி கொலை செய்யப்பட்டு காவல்துறையினால் சடலமாக மீட்கப்பட்டுள்ளார். அவர் இரண்டு பிள்ளைகளின் தந்தை ஆவார். இவன் மனைவியின் தகப்பனார் சம்பவத்தினால் ஆத்திரமுற்று இராணுவத்தினரையும் குற்றப்புலனாய்வு பிரிவினரையும் திட்டித் தீர்த்ததாக தகவல்கள் தெவிக்கின்றன. இச்சம்பவம் சிறுமியின் சம்பவத்துடன் தொடர்புபட்டதாக தகவல்கள் கசின்றன.

* "We and India are on the same page over empowering people in the north and east. However, the fact is that we need a new Tamil leadership to emerge. We can’t work with diaspora groups who are enamoured by the idea of separatism," said Kariyawasam

* “In the last 25-30 years, the LTTE (Liberation Tigers of Tamil Eelam) had eliminated the moderate Tamil leadership. We now have a historic opportunity for the emergence of the moderate Tamil leadership and to create conditions for reconciliation,” he said.

* The envoy said the promised devolution of powers to the Tamils would take place step by step and emphasised that President Mahinda Rajapaksa was waiting for the moderate democratic leadership to emerge before fast-tracking the process.

* Indicating a lasting settlement with the Tamils who comprise around 12 percent of the population, the envoy said the reconciliation and devolution process would work around the India-backed 13th amendment of the constitution that deals with powers to the provinces.

* He said there were plans to give more representation to the minorities in the upper chamber in Colombo to “neutralise majoritarian tendencies”.

* “We, however, can’t give police powers to the northern and eastern provinces as they don’t have the mechanism to absorb them,” he added. The reference was to the war zone where the Sri Lankan military crushed the LTTE in May 2009, ending one of the world’s longest running insurgencies.

* Stressing that the end of the Tamil Tiger insurgency had presented a “historic opportunity” to build permanent peace, Prasad Kariyawasam unveiled an ambitious bilateral agenda of engagement with India that includes starting talks on a comprehensive economic partnership agreement (CEPA) and a ferry between Colombo and Tuticorin in Tamil Nadu.

* India’s FTA with Sri Lanka was the first such pact India has signed with any country. It has boosted bilateral trade, now estimated to be over $3 billion. “We hope to multiply it to $15-20 billion in another 10 years,” he said.

* China has pledged $350 million as post-war financial aid to Sri Lanka and has bagged a large chunk of development projects which are estimated to be worth over $6 billion. India has pledged Rs.500 crore (around $100 million) for rehabilitation of around 300,000 internally displaced people and is also involved in a wide array of infrastructure projects.

* Lauding India’s assistance in reconstruction of the war-hit areas, the envoy said New Delhi was involved in many infrastructure projects that included railway lines in the country’s north as well as building the Palali airport and the Kankesanthurai port in the Jaffna peninsula.

* “China is an old friend, but India is an older friend. Our relations with India go back 2,000 years. Our political and economic friendship with China will not be at the expense of India,” “We will not be a party to any mechanism or effort to harm India’s strategic interests. Harming India’s interests will be like harming our interests,” he said, when asked to comment about concerns in New Delhi over Beijing’s growing presence in Colombo.

இராமேஸ்வரம்: இராமேஸ்வரம் கடலில் சேது சமுத்திர மாற்றுவழி குறித்த ஆய்வுப்பணி தொடங்கியது.ஒளிரும் மிதவைக் கருவியின் அடிப்பகுதியில் கடலுக்குள் இணைக்கப்பட்டுள்ள கேமரா மற்றும் கருவிகள் மூலம் பெறப்படும் விபரங்கள், இராமேஸ்வரம் சேது சமுத்திர திட்ட கழக அலுவலகத்தில் அமைக்கப்பட்டுள்ள ஆன்டெனா மூலம் மொனிட்டரில் பதிவாகிறது. தனுஷ்கோடி கடலில் சேது சமுத்திர கால்வாய் திட்டத்தை செயல்படுத்துவதற்கு எதிர்ப்புக் கிளம்பியதை தொடர்ந்து, உச்சநீதிமன்றம் இதற்கான மாற்றுப் பாதை குறித்து ஆய்வு செய்யுமாறு உத்தரவிட்டது. இதைத் தொடர்ந்து பச்சோரி தலைமையில் ஆய்வுக்குழு அமைக்கப்பட்டும் மாற்று வழி குறித்த பணிகள் நடைபெறாமல் இருந்தது.

தற்போது சேது சமுத்திர திட்டம் செயல்படுத்தப்படவுள்ள மன்னார் வளைகுடா மற்றும் பாக்குநீரிணை கடல் பகுதியில் மாற்றுவழிக்கான கடல் பகுதியில் கடல் சார்ந்த சுற்றுச்சூழல் குறித்த ஆய்வுப்பணி துவங்கப்பட்டுள்ளது. பாம்பன் முதல் கோடியக்கரை வரையிலான கடல் பகுதியில் எட்டு மையங்களில் இதற்கான ஆய்வுக்கருவிகள் ஒளிரும் மிதவைகளின் உதவியுடன் கடலில் நிறுவப்பட்டுள்ளன. இராமேஸ்வரம் கடல் பகுதியில் கிழக்கே 6 கி.மீ.தூரத்தில் நடுக்கடலில் ஆய்வுக்கருவி ஒன்று நிறுவப்பட்டுள்ளது. இக்கருவியை பாதுகாக்க அருகிலேயே மீனவரின் படகு ஒன்றும் நிறுத்தப்பட்டு இப்பகுதியில் மீன்பிடிக்க வரும் மீனவர்களுக்கு எச்சரிக்கை செய்யப்படுகிறது.

மிதக்கும் கருவியின் அடிப்பகுதியில் கடலுக்குள் இணைக்கப்பட்டுள்ள கேமரா மற்றும் கருவிகள் மூலம் பெறப்படும் விபரங்கள், இராமேஸ்வரம் சேது சமுத்திரத் திட்ட கழக அலுவலகத்தில் அமைக்கப்பட்டுள்ள மானிட்டரில் பதிவாகும். இதுபோல் எட்டு மையங்களில் இருந்தும் பெறப்படும் தகவல்களின் அடிப்படையில், கடல் சுற்றுச்சூழல் பாதிப்பு, சீதோஷ்ண நிலையில் ஏற்படும் மாற்றங்கள் குறித்து ஆய்வு நடத்தப்படும். ஓர் ஆண்டு காலம் நடைபெறும் இந்த ஆய்வுப்பணியில், கொச்சியிலுள்ள தேசிய கடல் ஆராய்ச்சி மைய விஞ்ஞானிகள் ஈடுபட்டு வருகின்றனர்.
