agreements with a total value of over US$16 billion. Before that, the Shanghai Electric Group of China and other two Chinese companies signed with their Indian counterparts contract of 59 coal-fired power
generating units worth up to US$8.3 billion. These units are installations of efficient and clean energy. During this visit, China has agreed to provide over US$4 billion in buyer’s credit for the implementation of
this project. A number of well-known Indian businesses have obtained considerable orders from the Chinese procurement mission. All this shows that our business cooperation enjoys huge potential and broad
prospects. China understands India’s concern over the bilateral trade imbalance. We are ready to take measures to facilitate access of Indian IT products, pharmaceuticals and farm produce to the Chinese
market. Meanwhile, our two sides should handle appropriately trade frictions, oppose all forms of protectionism, and jointly create conditions for the launch of regional trade arrangement negotiations. ''

Lanka strengthens Armoured Corps, eyes more UN missions
* Talks underway with Russia
December 15, 2010, 9:45 pm
By Shamindra Ferdinando
The government is boosting the strength of the Armoured Corps, with a view to securing more UN peace keeping missions in which AC can play a leading role.
This was revealed by Army Chief Lt. Gen. Jagath Jayasuriya, who is also Colonel Commandant of the Armoured Corps, at the 55th anniversary of the Corps held at its Regimental Headquarters, Rock House, Muttwal on Wednesday (Dec.15).
Following in the footsteps of his predecessor, Sinha Regiment veteran General Sarath Fonseka, Jayasuriya remains the Colonel Commandant of the Armoured Corps even after taking over the Army. Fonseka held the position of Colonel Commandant of Sinha Regiment throughout the war, while being the Commander of the Army.
Lt. Gen. Jayasuriya said that the government was in the process of negotiating with Russia to acquire armoured fighting vehicles as part of its overall strategy to secure fresh UN missions.
During the war, the government acquired two types of armoured fighting vehicles from Russia and China for the Mechanised Infantry Regiment. About 140 troops of the Mechanised Infantry with several armoured fighting vehicles among other equipment are about to be deployed in South Lebanon under UN Command shortly.
Lt. Gen. Jayasuriya said that the army would never allow terrorism to raise its head again. Whatever the situation abroad, the army chief vowed not to allow those with separatist and treacherous sentiments to cause trouble in the country.
The announcement of a move to acquire new equipment is the first such public statement since the conclusion of the war in May last year.
Since September 2004, Sri Lanka maintains a battalion of troops in the Caribbean Island of Haiti. Army headquarters told The Island that more troops could be assigned to overseas missions and the country remained ready to take on new assignments at short notice.
The government increased the defence allocation at the recently presented budget to facilitate among other acquisition of new equipment as well as payments for what Sri Lanka had acquired over the years.
Tens of thousands commemorate PFLP 43rd anniversary in Gaza City
December 11, 2010
Tens of thousands of members and supporters of the Popular Front for the Liberation of Palestine gathered today, December 11, 2010 , in Gaza City's Palestine Stadium, marking the forty-third anniversary of the PFLP's founding in a mass rally. Palestinians from all sectors - men and women, elderly and children, workers and farmers, attended the rally from all sectors of Gaza City, and traveling in groups from throughout the Gaza Strip, waving red flags that filled the stadium.
Comrade Jamil Majdalawi, member of the Political Bureau of the PFLP, delivered the main speech of the rally, emphasizing the need for Palestinian national unity to confront the occupier and build the resistance in the face of all repression. He emphasized that the Palestinian people have the right to all forms of resistance, including armed, popular and economic resistance, and that resistance is the only solution to the occupation.
He denounced the accumulation of wealth, power and influence at the expense of the struggle of the Palestinian people, saying that it benefits the enemy only. He called upon Hamas and Fatah to move toward reconciliation and prioritize the national struggle of the Palestinian people.
He denounced the path of "negotiations" and "peace talks" flowing from the Oslo accords and said that the masses of the Palestinian people must lead a collective reevaluation in order to learn the lessons of this period to continue the march of the Palestinian revolutionary struggle.
He emphasized that for the PLO to fulfill its role as an umbrella uniting the people, it must be democratic and embrace all of the parts of the Palestinian national movement in a pluralistic manner, based on democratic elections and proportional representation.
Comrade Majdalawi paid tribute to the Front's leadership and history, calling for the freedom of General Secretary Comrade Ahmad Sa'adat in the jails of the occupier, and the freedom of his comrades and all Palestinian prisoners, and saluting the legacy of past General Secretaries Abu Ali Mustafa and George Habash. He noted the strength and importance of the involvment of young people and women in all activities and at all levels of the Front and the Palestinian movement.
Comrade Musab al-Bashir, a freed former prisoner, spoke about the struggle of prisoners, calling on all forces to prioritize the case of Palestinian prisoners, and pointing to the prisoners' movement as an example of ending the internal division. He discussed the ongoing crimes and abuses being committed against prisoners in the Zionist jails, and emphasized the commitment of the Front on the 43rd anniversary to its imprisoned comrades and all of the imprisoned sons and daughters of the Palestinian people.
The festival included artistic performances, speeches and poetry and concluded with a new song performed by the Palestinian artist Ahmed Assaf entitled "The Backbone of the Front".

Mourners Beaten, Arrested; Curfew Triggers Chaos In City
WASIM KHALID
Srinagar, Dec 15: Police fired tear gas canisters and baton charged the mourners, who formed part of Muharram processions, and commuters even as the stringent curfew remained imposed in areas coming under five police stations of Srinagar. At least 12 people sustained injuries while as 15 persons were arrested following clampdown on the mourners.Complete chaos ruled the city where curfew enforced complete shutdown and hundreds of commuters and students appearing in the exams were either stopped or forced to take alternative routes by the police and CRPF amid the winter chill. The police was accused of highhandedness while dealing with the situation. Early morning, CRPF and police wearing riot gear and equipped with sophisticated weapons were deployed in strength to enforce a strict curfew in a bid to debar people from joining Muharram processions. The bunker vehicles were parked at major junctions while concertina wires were laid to stop the movement of people on the roads and city entry points. Despite strict security arrangements in city and surrounding areas, the mourners brought out processions at various localities.A large group of mourners assembled at Khanqah and were later led by Itehadul Muslimeen chairman Moulana Masroor Abbas Ansari to city. As the mourners, dressed in black clothes and beating their chests, marched towards Lal Chowk, they were intercepted at several places by police. The large procession was first stopped at Babdemb by police. Cops fired tear gas canisters and resorted to baton charge to disperse the mourners. Later Masroor Abbas along with his many party members was arrested and lodged at Kral Khud Police Station.Senior member of Hurriyat (G), Nisar Ahmad Rather, led a procession of mourners near Jehangir Chowk. Police used force to quell the procession. The police also swung into action on mourners at Chinkral Mohalla in Habba Kadal area, Budshah Chowk near Lal Chowk and Tankipora near Divisional Commissioner’s office. The police fired innumerable tear gas shells. Some 10 people received injuries. Journalists covering the incident alleged that SHO Karan Nagar manhandled them. In the evening, violence again flared up at Jehangir Chowk.Muharram procession was also taken out at Dalgate which was intercepted by police.Earlier curfew was imposed in areas falling under Kothibagh, Maisuma, Kralkhud, Ram Munshi Bagh and Shaheedgunj police stations. The officials said the restrictions in these areas were imposed due to apprehensions that separatist groups might attempt to stage anti-national protests during Muharram processions.
COMPLETE CHAOS:Unaware of curfew and strict restrictions, the commuters and students appearing in exams were caught in the chaos. The troops manning streets asked them to take diversions or barred them from moving at all. A student said even their admit slips were not entertained by the troops.Farooq Qautroo, a commuter who was Delhi bound was stopped in Dalgate and beaten. “I showed them my air ticket, but the policemen slapped me and asked me to return,” Qautroo said. “I took a different route thereafter to reach the Airport.”Across the Badshah Bridge, SHO Kothibagh led a team and stopped students and commuters to proceed. The police officer also behaved rudely even with the journalists.Police did not allow even vehicles of media organisations and journalists to enter the areas under curfew. The imposition of curfew led to massive traffic jams in the city areas where no restrictions were imposed. Schools, shops and private offices in the curfew-bound areas were closed.Muharram marks the death of Prophet Muhammad’s (SAW) grandson, Imam Hussein (RA), in the battle of Karbala on Ashura. Before 1990, the people used to take out processions from Abi Guzar in Kothibagh and Guru Bazaar in Kralkhud areas which culminated at Dalgate in Ram Munshi Bagh area to mark the eighth day of Muharram. However after 1990, the religious processions were banned by the Government.
POLICE SPEAKS:Police spokesman said there were no reports of any untoward incident from any place. “Situation is normal and under control throughout Kashmir valley,” the spokesman said. “As a precautionary measure, authorities have today put in place restrictions under Section 144 of the Criminal Procedure Code, under areas falling under five police stations.”

disappointed with how Swedish justice had been abused. Skip related contentAssange has been remanded in custody in Britain after a European arrest warrant was issued by Sweden, which wants to question Assange about allegations made by two women of sexual crimes. He has
denied the allegations.
"I came to Sweden as a refugee publisher involved with an extraordinary publishing fight with the Pentagon, where people were being detained and there is an attempt to prosecute me for espionage," Assange
said in an interview in the documentary, aired on Swedish public television.
"So I am unhappy and disappointed with how the Swedish justice system has been abused," the 39-year-old Australian added in the documentary, which was made before his arrest.
Assange faces a fresh British hearing on December 14. His Swedish lawyer has said he will fight extradition to Sweden.
One of his British lawyers, Jennifer Robinson, told ABC News in London on Friday that a U.S. indictment of Assange was imminent, but the report offered no further details or comment by Robinson why she
believed charges were likely to be filed.
The U.S. Justice Department has been looking into a range of criminal charges, including violations of the 1917 Espionage Act, that could be filed in the WikiLeaks case involving the release of hundreds of
confidential and classified U.S. diplomatic cables.

Isaippiriyaa appearing in O'liveechchu, February 2001Isaippriyaa’s infant child Akal, suffered aspiration while in a bunker during a Kfir bombing, got admitted in the hospital and died on 15 March 2009, the medical practitioner told TamilNet.
Above: The pictures were taken by keeping a mobile phone camera in a shopping bag. They show the scene of some camp inmates being taken into a vehicle by the SLA and kith and kin crying for them. Several men and women in the camp were taken at gunpoint by SLA and were transferred to unknown destination. Nothing was heard about them later, the medical practitioner witnessing the events said.
Below: Hunger deaths in the internment camp in Vavuniyaa. Another woman was also taken along with Isaippriyaa from the interment camp by the SLA, says the wife of the medical practitioner.
The meta-data found in the video released by the Journalists for Democracy in Sri Lanka (JDS) to Channel-4 on August 25, 2009, showed 18 July 2009 as the date of recording. The present release involving the killing of Isaippiriyaa belongs to the same scene of massacre.
Administrations of many countries, especially the Co-Chairs, and the UN, repeatedly appealed to the people to come out of the war zone. When they came out none of them were there to take care.
On the isolation and internment of LTTE combatants, The UN Secretary General, Ban Ki Moon said that Sri Lanka has the right to intern them for up to one year. But the UN was not there to see who were combatants and who were non-combatants.
Isaippriyaa’s case is a clear instance, raising many pertinent questions on behalf of thousands of victims like her, pointing at not only towards the Rajapaksa regime for the war crimes, but also towards the war crimes responsibility of the international system, the UN and the administrations of several countries.
The medical practitioner also confirms that there were several deaths in the internment camps, due to hunger and diseases. Most of the victims were the elderly and children. The children died mainly due to meningitis, hepatitis, diarrhoea and cerebral malaria, the medical practitioner said.
Hunger and diseases took the life of a large number of civilians in the war zone too. On the number of people staying in the war zone, the Colombo government and the Indian government insisted on a figure that was just one fifth of the actual figure, while the UN citation was only half.
Who were responsible for the wrong figures and the resultant death of a large number of civilians lacking supplies of food and medicine, is another area the war crimes investigation may have to concentrate.
Classified documents being leaked by WikiLeaks show that at least there was intention in the West to stop the war and to organize an international responsibility for the affected people. But there were some establishments that sat on any international intervention and they contributed to the crimes as such that was committed to Isaippriyaa and thousands of victims like her.
Obviously such establishments would oppose to any war crimes investigation.

''Mr Stephens has warned any attempt to extradite Mr Assange will be resisted,
================================
".
WikiLeaks: British Police Arrest Assange
The 39-year-old Australian was detained by Scotland Yard officers at around 9.30am after he voluntarily went to a police station in central London.
Police contacted Mr Assange's lawyer last night after receiving a fresh European arrest warrant from the Swedish authorities, as anger grows in the US over the latest leaked embassy cables by the whistleblowing website.
Labelling the move as a "political stunt", Mr Assange's solicitor Mark Stephens said his client wants to find out what allegations he faces so he can clear his name.
Mr Stephens has warned any attempt to extradite Mr Assange will be resisted, "mainly on the grounds that he may be handed over to the Americans".
Two women in Sweden have claimed they were sexually attacked when Mr Assange visited the country in August.
Sky News' foreign affairs editor Tim Marshall said: "Mr Assange had sex with the two women on August the 15th and 17th but two days later they both went to a police station and claimed one rape and one sexual molestation.
"Mr Assange admits he had consensual sex with the women but he absolutely denies these charges."
Mr Assange is expected to appear before City of Westminster magistrates within the next few hours so a decision can be made about whether the warrant is appropriate for extradition.
Sky News' reporter Paul Harrison expects that Mr Assange will be released on bail for a sum between £100,000 and £200,000.
He said: "We're talking about a lot of money for him to be released on bail and it will have to be money from six separate people.
"If the money can't be found then he will have to be held in custody on remand, but I don't think that will be the case as he won't find it difficult to find the bail money.
"And I don't think there are any concerns that he will go on the run. It was his intention to meet the police and he denies all the allegations against him."
Officials in Washington are said to be watching developments "very closely".
Sky News' US correspondent Greg Milam said: "There is a growing clamour in the US for something to be done even if they're not completely sure what that should be.
"The big fear for everyone here is what comes next. What will be contained in the next leak of documents and how damaging will that be?"
Yesterday, Prime Minister David Cameron's national security adviser ordered all government departments to provide "assurances" about the quality of IT security.

Protesters clash with UN peacekeepers in second-largest city of Cap Haitien over epidemic that has killed more than 900.
Last Modified: 15 Nov 2010 20:42 GMT
Clashes and gunfire have broken out between protesters and UN troops in Haiti, where a cholera epidemic has claimed over 900 lives in about three weeks.
Protesters, who hold Nepalese UN peacekeepers responsible for the cholera outbreak, threw stones and threatened to set fire to a base in the country's second-largest city of Cap Haitien on Monday, Haitian radio and eyewitnesses reported.
There are also unconfirmed reports that five protesters and one UN peacekeeper have been shot dead.
The UN disputes the claims against the Nepalese mission, but the suspicion persists.
Troubled relationship
Al Jazeera's Cath Turner, en route to Cap Haitien, said that the situation "has been brewing for a while" with "very tense relations" between the UN peacekeepers stationed there and the local community.
"Back in August, a 16-year-old boy was found dead - he was hanging from a tree. And the Haitians believed that he was killed by the troops up there," she said. But the troops claimed the boy had committed suicide, and there was never a formal investigation into the boy's death, she added.
"As you can see, this is really the next phase of this deadly cholera outbreak - this real frustration against the troops - and these people in this community also believe that the UN troops, particularly the Nepalese, are responsible for bringing cholera into this country."
There are Nepalese as well as Chilean troops in Cap Haitien.
This isn't the first protest in Haiti, where crowds have taken to the streets, expressing anger at the Haitian government and the UN for failing to contain the outbreak.
Spreading epidemic
There are now cholera cases in every part of Haiti and UN agencies expect a "significant increase" in the number of people affected, a top UN official said on Monday.
"We have cases in every department," Nigel Fisher, a UN humanitarian co-ordinator in Haiti, said.
The UN and Haiti government had started a review of the epidemic and Fisher said that officials "foresee a significant increase" in the number of cases. He also said it was not unusual for hundreds of thousands of people to be hit by cholera in such an epidemic but added that many would be mild cases.
The Haitian health ministry's latest figures put the number of dead at 917 with more than 14,600 people treated in hospitals.

The protesters scuffled with police officers, set off flares, burned placards, threw eggs, bottles and other projectiles and shattered windows at the building, 30 Millbank, in Westminster. A small group of demonstrators, some of whose faces were obscured by ski masks, climbed to the roof of a nearby building, waving anarchist flags and chanting “Tory scum.”
The protest was dispersed about 10 p.m. Fourteen people, including seven police officers, were injured, none of them seriously, the authorities said. Thirty-five people were arrested.
An estimated 52,000 people from across the country also massed near Parliament on Wednesday to condemn the government’s education proposals, which would allow universities to charge £6,000, or $9,600, to £9,000, or $14,400, in tuition a year, up from a cap of £3,290, or $5,264. The protest was the largest street demonstration against the government’s plans, which were announced last month, to cut public spending by $130 billion by 2015. Unions and public employees have promised more demonstrations and strikes, particularly as details of the cuts become clear.
Tuition is a politically sensitive subject in Britain, where universities are heavily subsidized by the government. Until the late 1990s, when the Labour government introduced tuition, students paid nothing to attend college.
The current government, a coalition of Conservatives and Liberal Democrats that has ushered in an age of budget austerity, has announced plans to cut teaching grants to universities and said it had no choice but to raise tuition.
That has presented a dilemma for Liberal Democrats — the more vulnerable members of the coalition — who made abolishing university tuition a core element of their platform in the general election last spring. Joining the Conservatives in proposing tuition increases has been hard for many Liberal Democrats. Their leader, Deputy Prime Minister Nick Clegg, was taunted Wednesday in the House of Commons by members of the opposition Labour Party.
“In April he said that increasing tuition fees to £7,000 a year would be a disaster,” Harriet Harman, the deputy leader of the opposition, said of Mr. Clegg. “What word would he use to describe fees of £9,000?” Accusing him of “going along with Tory plans to shove the cost of higher education onto students and their families,” Ms. Harman told Mr. Clegg that he was like a college freshman who meets “a dodgy bloke” during the first week of classes “and you do things that you regret.”
“Isn’t it true he has been led astray by the Tories?” she asked.
Mr. Clegg responded that he had to make compromises as part of a coalition, and because the country’s finances had been left in such poor shape by the previous government. But, he said, he had prevailed on the Conservatives to make the proposals fairer and more progressive.
Under the plan, students would borrow money from the government to pay tuition, as they do now. They would not start repaying the debt until they earned at least £21,000 a year (about $38,000 at current exchange rates), an increase from the current level of £15,000 ($24,100). They would then pay 9 percent of their income above that level to settle the debt. The debt would be wiped out after 30 years.
Student leaders have made it a priority to denounce Liberal Democrats who support the higher tuition, and they said on Wednesday that they would try to recall any legislators who had broken their election promises on the issue. Some Liberal Democrats have said they would abstain from the vote to increase tuition when it comes up in Parliament.
Aaron Porter, president of the National Union of Students, said the proposed increases were doubly unfair, since they were paired with cuts of about 40 percent in the money the government pays to subsidize teaching at universities. “We should be clear that the government has asked students to pay three times as much for a quality that is likely to be no better than what they are receiving now, and perhaps worse,” he said.

Some viewers may find the footage in the report disturbing
Al Jazeera has obtained photographs that appear to show Sri Lankan army soldiers abusing Tamil civilians in the final days of the Sri Lankan civil war.
The pictures show various graphic scenes, with dead bodies blindfolded and hands bound, shot through the head and mounds of bodies on the back of a farmer's trailer.
It is claimed that the photos were taken in the closing months of the country’s long-running conflict that ended 18 months ago.
One of the photos shows a line of bodies, including what is believed to be the body of the son of Velupillai Prabhakaran, the leader of the rebel group, the Liberation Tigers of Tamil Eelam, or Tamil Tigers, that was defeated in the civil war.
Another photo shows the naked body of a young woman and the body of a boy, perhaps in his early teens.
Authenticity unverified
It is not possible to verify the authenticity of the images that were obtained by Al Jazeera from Tamil contacts who said the photos were handed over by someone from the Sri Lankan military. It is unclear why it has taken so long from them to surface.
The photos come to light as Gamini Lakshman Peiris, the Sri Lankan minister of external affairs, is in London to deliver as speech at the International Institute of Strategic Studies. Ethnic Tamil groups have vowed to protest outside the venue.
The Sri Lankan government has always denied allegations of war crimes and promised to take action if it finds evidence of atrocities.
Rajiva Wijesinha, a Sri Lankan MP who is also a former secretary of the country's human rights ministry, told Al Jazeera that the country has launched an "independent" inquiry into the photos of the alleged massacre.
"We have always said that any allegation will be investigated. We believe that our inquiry going on is perfectly independent."
But Dr. Sam Pari, a spokeswoman for the Australian Tamil Congress, says there has to foreign pressure on the Sri Lankan government to allow an international independent investigation into the atrocity.
"The responsibility of pressuring Sri Lanka to allow an international independent investigation falls upon the international governments that currently deal with Sri Lanka in the form of trade, tourism etc," she told Al Jazeera in an interview.
"So if these governments start placing trade sanctions and travel bans on Sri Lanka, then Sri Lanka will be forced to allow an international investigation into war crimes."
In May, Mahinda Rajapaksa, the Sri Lankan president, said that his government will not punish the Sri Lankan army for "defeating terrorism".
"[…] If the international community wants to punish Sri Lanka for defeating terrorism, I'm not for that," Rajapaksa said.
Sri Lanka has repeatedly rejected international calls for an independent inquiry into the war against the Tamil Tigers, in which the UN estimates at least 7,000 Tamil civilians were killed.
Other estimates suggest the figure could be as high as 20,000 and the inference is that many were killed by government shelling.
'Whitewash'
Sri Lanka has instead set up its own inquiry called the "Lessons Learnt and Reconciliation Commission" (LLRC), which critics say is a whitewash.
Both Human Rights Watch and Amnesty International have refused to participate in the inquiry, stating that it does not meet international standards for independent and impartial inquiries.
The human rights organisations say that the new photographic evidence warrants an independent investigation.
Some of the scenery in the photos is similar to that in video material leaked to the international media which seems to show the execution of Tamil Tiger fighters by Sri Lankan soldiers.
Again the Sri Lankan government denied the military carried out the executions, however, after detailed examination, professor Philip Alston, the UN’s former special rapporteur to Sri Lanka, said he believes the video is genuine.
Since the end of the war in May last year, no one from the military has been charged with any offence and no evidence has emerged from the government inquiries. Critics say the Sri Lankan government is writing its own history.
For more than 25 years, the Tamil Tigers waged a secessionist campaign in Sri Lanka that led to it being designated a terrorist organisation by 32 countries.
At one stage in the conflict 300,000 displaced Tamil civilians languished in makeshift camps.
According to the latest figures there are some 35,000 Tamils left on the island. Emergency powers are still in force; there is a heavy military presence in Tamil areas and more and more Tamils are leaving the country.

Britain tells Israel it will amend war crimes law
Israel has postponed all strategic dialogue with Britain in protest at its law on "universal jurisdiction"
JERUSALEM — (AFP) Foreign Secretary William Hague pledged on Thursday that Britain would act fast to amend a law that puts visiting Israeli officials at risk of arrest for alleged war crimes, an embassy official said.
Britain's top diplomat, who is visiting Israel, made the remarks to Prime Minister Benjamin Netanyahu during "a very productive meeting" that lasted for more than an hour, the British embassy spokesperson told AFP.
"Hague reiterated the government's firm commitment to move as fast as it can on this matter," the official added.
On Wednesday, the embassy said a draft amendment to the law would be put before parliament "in the coming weeks."
"The British government understands that we have a real problem and we are dealing with it," spokeswoman Karen Kaufman told AFP, saying it would take "several months" before any amendment was passed.
"We will present a draft (amendment) in the coming weeks with the goal of passing it in this current sitting of parliament."
Israel has postponed all strategic dialogue with Britain in protest at its law on "universal jurisdiction" which empowers courts to issue warrants against persons accused of war crimes, including visiting foreign politicians.
The strategic dialogue focuses on defence and security issues and generally takes place annually.
Hague and Netanyahu also discussed Iran's nuclear programme, the spokesperson said, while the prime minister's office said they also talked about prospects for renewing stalled Israeli-Palestinian peace talks.
"The two... discussed a broad range of common issues, including the efforts to advance the diplomatic process in the region," it said in a statement.
"Israel and Great Britain maintain very close ties on strategic issues, especially Iran. It was agreed that another official meeting will be held soon in Israel."
Earlier, Hague met one-on-one with Israeli Defence Minister Ehud Barak.
The contents of their meeting were not disclosed, but Israeli daily Yediot Aharonot, which on Wednesday published an interview with Hague, said he would "take advantage of his visit to Israel to participate in a secret and closed discussion on Iran."
Israel, the United States and other Western countries believe Tehran's nuclear programme is aimed at building an atomic bomb. Iran denies the allegations, saying its programme is for civil energy purposes only.
The Jewish state, believed to have the Middle East's sole but undeclared nuclear arsenal, has refused to rule out an attack on arch-foe Iran to prevent it going nuclear.
The Israeli newspaper Haaretz this week reported Hague would hold in-depth talks with Israeli officials to assess the efficacy of international sanctions against Tehran.
The talks, it said, were at Hague's request and would be attended by Meir Dagan, head of the Mossad spy agency, Shaul Horev, who runs Israel's Atomic Energy Commission, and Intelligence and Atomic Energy Minister Dan Meridor.

Republicans sweep US House
Republicans take control over House of Representatives, while Democrats hold on to Senate majority.
Al Jazeera Last Modified: 03 Nov 2010 07:06 GMT
Opposition Republicans have scored major victories in the country's midterm elections by taking control over the House of Representatives from the Democrats and scoring impressive gains in the Senate, which delivered a stinging blow to Barack Obama's presidency.
On Tuesday, Republicans captured 57 seats formerly held by Democrats in the House, exceeding the 39 needed to gain a majority. Meanwhile, Democrats picked up only two seats from the conservative party.
Following the poll victory, Republican congressman John Bohner was designated to replace Nancy Pelosi as the speaker for the US House of Representatives.
He said the election results were a signal of a growing movement against the ruling administration inthe country.
"Across the country right now, we are witnessing a repudiation of Washington, a repudiation of big government, and a repudiation of politicians who refuse to listen to the people,'' Boehner said.
Senate pickups
Republicans have also made big gains in the Senate, capturing a net of six seats from Democrats. But the party fell short of the 10 needed to gain control of the upper legislative chamber.
Among the group of Senate victories stated by exit polls, Republican Dan Coats, a former ambassador to Germany, won an Indiana seat from the Democrats.
John Hoeven, North Dakota's Republican governor, is also said to have won the Senate race there, taking a Democratic seat.
Three-term Democrat Russ Feingold of Wisconsin is projected to have lost his Senate seat to Republican Ronald Johnson - a significant blow to the more liberal wing of the President's party.
John Boozman has unseated the Democratic candidate in Arkansas.
And Republican congressman Mark Kirk has narrowly defeated state treasurer Alexi Giannoulias to win the Illinois Senate seat, which was held by Obama before his 2008 presidential election.
But Democrats held on to their Senate majority by winning key races in Nevada, West Virginia, and California.
Democrats won the biggest single race in Nevada, with Senate Majority Leader Harry Reid defeating Sharron Angle, a favorite of the Republican 'tea party' movement.
To gain a majority in the Senate, Republicans had to pick up Democratic seats in California, Washington, Nevada, Colorado, Pennsylvania, and Illinois as well as keep all of their current seats.
IN DEPTH Rand Paul, a Senate candidate backed by the conservative Tea Party movement, won in Kentucky.
NBC has also projected a victory for Republican Marco Rubio in Florida, but a loss by Tea Party candidate Christine O'Donnell in Delaware. And Fox News has projected a win by Democrat Richard Blumenthal in Connecticut.
Assessing the results
A Republican victory in either chamber would usher in a new era of divided government, complicate Obama's ability to enact his proposals during the next two years and possibly force him to fight off attacks on health care legislation and other bills already signed into law.
Though international affairs had little role in the campaign, Obama's global agenda also would be affected in areas such as arms control and climate change.
Before the first results came in, Washington already was buzzing with speculation about whether Republican gains would lead to gridlock or attempts to find common ground, and how they would affect Obama's prospects for re-election in 2012.
In addition to the congressional vote, Republicans were expected to make gains in the 37 governors' races and state legislature campaigns, both especially important as states conduct the once-a-decade task of redrawing congressional districts.
The elections were the biggest test yet for the Tea Party movement, an amorphous series of groups angered by what they see as the excessive growth of government. Among the Democrats at risk of falling to a Tea Party candidate was the Senate majority leader, Harry Reid, in Nevada.
That race, along with Senate contests in Illinois, Colorado, West Virginia, Pennsylvania and Washington state, were seen as toss-ups.
Midterm shift
A big Republican victory signals a stunning turnaround in American politics since Obama won the presidency two years ago campaigning on a message of hope and change.
Although the president was not on the ballot, Obama's presidency was at the heart of many campaigns. His popularity has fallen, and Republicans have capitalized on frustration with the weak economic recovery, high unemployment and rising federal deficit.
Four in 10 voters said they are worse off financially than they were two years ago, according to preliminary exit poll results and pre-election polls.
Those who cast ballots expressed dissatisfaction with Obama as well as the two political parties. Democrats blamed the policies of Obama's predecessor, Republican George W Bush, for the weak economy and said Obama's policies prevented a financial catastrophe.
It was difficult to campaign on the message that things could have been worse.
Independents and other voters who had supported Democrats in 2008 shifted to Republicans.
"I will honestly say that I voted for him two years ago," said Sally McCabe, of Plymouth, Minnesota. "And I want my vote back."
Obama gave a series of radio interviews pleading with Democratic supporters not to sit on the sidelines.
"I know things are still tough out there, but we finally have job growth again," he said in one.
All 435 seats in the House were on the ballot, plus 37 in the Senate.
Besides the gubernatorial and state legislative races, voters were considering ballot measures in 37 states, including a proposal in California to legalize recreational marijuana.
Despite the anti-establishment mood, most incumbents were expected to be re-elected. But 100 House races were seen as competitive, an astonishing number by American standards.
About half those seats were in districts Republicans lost to Democrats in 2006 and 2008.
