Opaque structure adds to challenge of defeating Isis

International pressure may be mounting for the west to scale up its military efforts against the Islamic State of Iraq and the Levant, known as Isis, but the global intelligence community is still piecing together a picture of the organisation, its capabilities and its intentions.

Western spymasters have come under increasing pressure for having underestimated Isis, which in the space of a year has exploded in size and influence beyond the confines of the Syrian civil war in which it first thrived.

Even the size of the group is unclear. Iraqi agencies and regional counterparts say the group has as many as 50,000 fighters. US intelligence estimates have put the figure at about 10,000. Britain is even more conservative. One British intelligence official said UK agencies estimate Isis’s size to be somewhere “in the low thousands”.

But understanding the group’s operational structure and, crucially, identifying its leaders is arguably more significant in defeating Isis than counting its fighters. The group’s workings are opaque – even the group’s leader Abu Bakr al-Baghdadi was a mystery until his Ramadan sermon appeared online last month.
“They have learnt [since the 2006 Iraq insurgency],” says Anthony Cordesman, former director of intelligence at the Pentagon, now at the CSIS, a Washington think-tank. “They have far more dispersed authority. They make sure they have two commanders on the scene at all times; they have a lack of a centralised control. Leaders set policy but they don’t attempt to plan every operation one by one. And they are mobile. Most people in the group have no idea where the key leadership is.”

When the UN Security Council last week passed a resolution aimed at condemning Isis and curbing the group’s money-raising capabilities, it sanctioned six individuals, but only two were actual members of Isis – Hamid Hamad

Hamid al-Ali, a financier, and Abu Mohamed al-Adnani, Isis’s propaganda chief.

Other sources, including signatures on declarations and documents in the areas Isis governs, open-source social media imagery and texts and intelligence officials, provide a more comprehensive, if still limited, picture of the group’s hierarchy.

As with its predecessor organisation, al-Qaeda in Iraq, Isis’s senior leadership is divided between a shura council – a ruling ‘cabinet’ consisting of ministers with responsibility for specific areas such as recruitment, finances and food supplies – and a smaller military council, with its own military chief. Below the military council are officials with special responsibilities and areas of expertise, such as building truck bombs or improvised explosive devices.

Mr Baghdadi, the self-proclaimed “caliph” of Isis exerts his authority over the organisation, as his AQI predecessors did, through two key means: an internal security hit-squad to assassinate wayward subordinates and a religious authority to bring ideological pressure to bear.

Besides this core structure, Isis has a “government” of regional emirs, responsible for their own regions, and separate military commanders. Putting names to all these roles is complicated, and made more so by the ubiquitous use of noms de guerres.

Isis’s war ‘minister’ is reputed to go by the name of Abu Suleiman al-Naser, and like Mr Baghdadi was imprisoned at Camp Bucca, the US internment centre in Iraq, before becoming a jihadi. Hazem Abdul Razzaq al-Zawi is the interior ‘minister’ and Abu Safwan Rifai is security chief, according to detailed but unverifiable information leaked through an anonymous – and therefore only partly credible – internet account known as ‘wikibaghdadi’ in 2013.

Other figures can be more clearly identified. Abu Abdul-Rahman al-Bilawi was one of Isis’s top commanders – some sources say he was the group’s overall military chief. His death in June directly preceded Isis’s assault and capture of Mosul. Isis insiders sometimes refer to the attack as the Bilawi campaign.

Abu Omar al-Shishani – a Chechen – has also become a figure in the group. He commanded his own faction, Jaish al-Muhajireen, in Syria before defecting to Isis. Shaker Wahib al-Fahdawi, known as “the desert lion”, is another senior commander – and is more keen to show his face than others in Isis. He is recognisable in dozens of images: a stern, unsmiling, thuggish face framed with shoulder-length black hair.
Abdullah al-Janabi – once a key AQI figure who evaded US assassination attempts – also appears to have a senior role in Isis, though his title is unclear. Mr Janabi has regularly held sermons in the Iraqi city of Fallujah since it was seized by Isis at the end of 2013.

“The leadership of Isis is essentially Iraqi Ba’athist and very concerned about regaining power in Iraq,” says Richard Barrett, former head of global counter terror operations at MI6 and now a jihadism expert at the Soufan Group.

“You can see it in their military experience. The old AQI people have formed the nucleus of the group and are committed to the same ideas.”

For AQI, the ideological target had always been “the near enemy” – a term that essentially refers to other muslims, particularly Shia and monarchies such as the Hashemites or the house of Saud. By comparison, the core al-Qaeda

network has always focused on the “far enemy” – Western infidels.
With the US’s campaign of air strikes, and Isis’s murder of James Foley, however, the group may have shifted its focus. Unlike AQI, Isis has declared itself a transnational “caliphate” and may need to stake a more international claim to authority.

“Isis is in competition to replace al-Qaeda as the main jihadi brand,” says one senior Israeli intelligence official. “The difference with al-Qaeda is not in their ideology. The difference is how and when. Isis want it now. Al-Qaeda is more patient.”

The issue is further complicated by questions of command and control.
According to some of the western intelligence assessments, it is unclear how much central authority Isis is exerting on regional groups committing atrocities. A large influx of new members, drawn by the ultraradical ideological promises of the caliphate, is not fully integrated into Isis’s command structure – partly because the group’s leadership is paranoid about infiltration and partly because the group’s activities are now spread so widely. The new zealots are likely to be more freewheeling and unpredictable in their actions, intelligence officials believe.

How quickly or not Isis could strike out against the west – either according to a centrally formulated plan or by its eager recruits – remains to be seen.

“When it comes to planning an attack abroad,” says the Soufan Group’s Mr Barrett, “Right now, they do not have the capabilities.”

For Fawaz Gerges, a professor at the London School of Economics who has studied al-Qaeda, the first target will probably be regional.

“I would be terribly concerned about [American or European] diplomatic facilities in Lebanon, in Jordan and in Turkey – they are a soft underbelly. They are going to do their best to hit hard.”

lslamic terrorism threat to SL : Gotabaya

lslamic terrorism threat to SL : Gotabaya
FRIDAY, 22 AUGUST 2014 10:30
In a paper published in the latest issue of the US Defence Department’s journal “Prism”, Sri Lanka’s Defence Secretary, Gotabaya Rajapaksa, has reiterated his belief that Islamic terrorism poses a threat to Sri Lanka.

Since the LTTE’s defeat, some of the Muslim groups in Lanka have begun to engage in activities that go “far beyond self-protection”, he said in the journal brought out by the Center for Complex Operations (CCO).

“There is information that some of these groups have even tried to link up with global Islamic terrorist organisations. This is a situation that requires careful monitoring,” Gotabaya said.  “Some Islamic groups in Lanka have started to establish ties with LTTE-linked agents to create further problems,” he further said.

According to Gotabaya, the increasing insularity of Lanka’s ethnic groups is at the root of the problem.   “Rather than identifying themselves on the basis of nationality, the communities of Sri Lanka have begun to identify themselves on the basis of ethnicity or their religion. The cross-border links that can arise as a result of such insular ethnic or religious identification are also troublesome,” he said.

“There are some foreign groups that wish to encourage Lankan Muslims to identify themselves more with the global Muslim community, thereby reducing their integration within Lanka.” The increasing insularity and cohesion amongst minority ethnic groups has also led to the emergence of hard line groups from the majority community, the top Lankan security official observed.

Kashmir:4 militants, 2 soldiers killed on LOC

Fierce encounters in Kupwara; Army says more gunmen trapped

Kupwara, Aug 24: Four militants and two soldiers were killed—and three more soldiers injured—in two separate encounters near the Line of Control in this north Kashmir district, officials said.
An Army officer said a fierce gunfight broke out between militants and army in Nunwani (Kalaroos) forests on Sunday when a group of heavily armed militants came in contact with the soldiers of 41 Rashtriya Rifles in a dense forest area near Z-Gali, some 45 kms from here. “The encounter erupted in the midst of cordon and search operation in areas of Kalaroos, Lolab, Haihama, and Manighah,” he said.
The Kupwara-based army officer said militants, believed to be of six to eight, sneaked into this side of the LOC near Z-Gali in Machil sector “most likely on August 21/22 and were caught this afternoon  during the cordon in the area.

The exit points in the area were closed. So far four militants have been killed in the ongoing encounter,” the officer said.

He said two militants were killed in the initial stage of the gunfight while two more militants were killed later in the day “when they were trying to break the cardoon laid by the forces.” Three soldiers also received injuries in the gun-battle. One of them, later identified as Naik Neeraj Kumar who was seriously injured, was airlifted to Army’s 92 Base hospital in Srinagar where he succumbed to his injures.

A Srinagar-based army spokesman confirmed that four militants and a solider were killed in the encounter.

ANOTHER ENCOUNTER

Meanwhile, another Army soldier who was injured late Saturday night near the LOC in Keran sector Sunday succumbed to his injuries at a hospital. Giving details, an official source said, a group of militants attacked army’s patrol near Balbeer Post, some 60 kms from here, along the Line of Control (LoC) in Keran sector yesterday evening.

“The militants opened fire upon army’s patrolling party from 23 Grenadier near Balbeer post in Mundian forest in Keran. In the attack a soldier identified as Sepoy Rahul Kumar, 22, (Belt no. 270831 P) sustained critical bullet injuries”, he said, adding the injured soldier was immediately shifted to army’s hospital in Drugmulla here where he succumbed this morning.

Kashmir:BJP eyeing pro-boycott segments: Omar Abdullah

BJP eyeing pro-boycott segments: Omar Abdullah

Srinagar, Aug 24:  Asserting that only National Conference has the “ability” to stop the Bharatiya Janata Party (BJP) from “sneaking into Kashmir’s political space”, the J&K Chief Minister Omar Abdullah Sunday admitted that the right-wing party is “eyeing at least five constituencies in the Valley which witness the boycott on the separatists’ call.”

Addressing NC supporters at Chanapora in Amira Kadal Assembly constituency here—after inspecting the Urban Health Centre constructed at Rs 20 crore—Omar said the BJP is banking on boycott in various constituencies in Kashmir in the forthcoming Assembly elections. “They are eyeing Tral, Sopore, Amira Kadal, Habba Kadal, Khanyar and a few more Assembly constituencies to make their entry into the Kashmir politics,” he said. “These constituencies observe boycott on the separatists’ call. Geelani (Hurriyat Conference chairman) should understand who the real beneficiaries of his boycott call are. It is the BJP, PDP, RSS and Jan-Sangh who benefit from the poll boycott?”

He urged people to come out in large numbers to vote for the National Conference. “Don’t fear to cast your vote,” Omar said.

Taking a dig at the opposition Peoples Democratic Party, Omar said development done by his government can’t be evaluated by the opposition.  “They bulldozed shops during their regime without thinking what will happen to the poor shopkeepers. We constructed rehabilitation complexes for the shopkeepers before bulldozing their shops for construction of flyovers,” he said. “We used bulldozers to raise the bunkers of forces to the ground. 50 bunkers were removed from the Srinagar city including the one at Maisuma.”
Omar said he was surprised to see that Rs 80 crore has been spent on the development of Amira Kadal constituency alone. “If people would ignore the work done by my government and vote for the PDP in lieu of money, nobody would work in Kashmir. I am sure that PDP has got the money they are spending to woo voters from some government-sponsored scheme (during their rule). If they will give you money, take that and spent that on some good work or charity.”

He alleged that the BJP and PDP are having a “secret pact and nexus.” “NC has no relation with the BJP and neither any future. Let the PDP leaders take an oath of holy Quran and make it public that they have no relation with BJP.”

Asked how he sees the BJP’s poll slogan ‘Delhi huwi Hamari, Ab Kashmir Ki Bari’, Omar said: “NC is the only party having the capacity and ability to foil this slogan. We won’t allow them to sneak into the Kashmir politics. It won’t be Kashmir for them.”

Speaking on the occasion, NC Provincial President for Kashmir, Nasir Aslam Wani highlighted the performance of the Omar-led government over the past five-and-a half years.
The Chief Minister also inaugurated a Community Facility Centre constructed at the Cost of Rs 105 lakh rupees at Chanapora.People living near LoC deserve ‘Achay Din’

Omar said people living close to the LOC deserve ‘Achay Din’ (better days) more than anybody else in India.

“It (ceasefire violations) is a matter of serious concern. They (Pakistan) are no longer confined to few older posts (at the LoC). Civilian areas are being targeted now and the civilian population is forced to migrate,” he said, replying to a query.

Omar said he fails to understand how the Prime Minister Narendra Modi plans to resolve the issue of ceasefire violations (with Pakistan) given the fact communication between the two countries stands stalled by his government.

“Modi has an obligation to resolve this issue. He has promised Achay Din to people of India, but people living close to LoC deserve better days more as they have always seen bad days,” Omar said.
On the recent cancelation of Foreign Secretary level talks between India and Pakistan, Omar said the talks were not cancelled due to violation in the ceasefire agreement. “Talks were cancelled because Hurriyat leaders met Pakistan High Commissioner over a cup of tea. This cup of tea process is on for long and will continue as they (Hurriyat leaders) see it (Pakistan) as a moral support. Pakistan won’t stop it either till the overall settlement of Kashmir issue,” the Chief Minister said. “I hope there is some rethink on resumption of dialogue between the two countries.”

Omar said the meetings between Hurriyat leaders haven’t caused any harm so far. “These meetings happened during the Prime Ministerial tenures of P V Narasimha Rao, Atal Bihari Vajapayee and Manmohan Singh also,” he said.

Prime Minister Narendra Modi has favoured a political solution in Sri Lanka that builds on the 13th amendment to the island nation’s Constitution.

In a meeting with a six-member delegation of the Tamil National Alliance, Mr. Modi stressed the need for a political solution that “addresses the aspirations of the Tamils for equality, dignity, justice and self-respect within the framework of a united Sri Lanka.”

The Prime Minister conveyed to the TNA delegation on Saturday that he had already raised some concerns relating to the treatment of the Tamil community with Sri Lankan President Mahinda Rajapaksa.

Nato 2014 Summit: UK Terror Threat Increased to 'Severe' as World Leaders Gather

Theresa May

Home Secretary Theresa May has raised UK terror threat to 'severe'(Reuters)
Days before the United Kingdom hosts one of the most significant Nato summits in decades, the terror threat facing Britain has been raised from 'substantial' to 'severe', suggesting an attack is highly likely.

Home Secretary Theresa May announced the upgrade, saying it was as a direct result of the threat posed by Britons returning from Syria and Iraq where they have fought alongside Isis combatants (also known as Islamic State).

World leaders are set to descend on Wales for the 2014 Nato summit at Newport's Celtic Manor in south Wales. High on the agenda will be the threat posed by IS, as well as Russia and the separatist war in the eastern Ukraine.

Experts have also highlighted 11 September, the anniversary of the al-Qaeda attacks on the World Trade Center in New York, as another possible target date for Islamist terrorists.

The threat level is now just one below the highest level of 'critical' and was downgraded in July 2011 to 'substantial'.

Intelligence agencies continually monitor the likelihood of a terror attack in the UK and, with the growing crisis in Iraq and Syria, have been warning about hundreds of Britons who have travelled to the region to swell the ranks of IS militants.

11th anniversary of 9/11 attacks could be a trigger for attempted terrorist attacks

Many of those individuals have now returned to the UK and it is those fighters the intelligence agencies are concerned about.

May was eager to reassure the change does not mean people need to fear an attack and, for most, they will not notice any change in their daily lives.

Security at the Summit

More than 150 ministers and heads of state will be attending the Nato summit in Newport, so security will be high to ensure the safety of some of the world's most important people.

To keep the politicians secure, key sites in Cardiff - where Nato events will also be taking place - and Newport have had security fencing in place along roads, cycle routes and paths.

There will be 9,500 police officers on duty during the two-day summit, sourced from all 43 police forces from the UK, while Nato warships will be present in Cardiff Bay and Ministry of Defence officers will be on hand to make sure all areas are secure.

Protests against the Nato Summit 2014 in Newport, South Wales.Vertigogen,
The week before the Nato Summit in Newport is due to kick off, the first protesters have opened a "peace camp" in the city's Tredegar Park.

Campaigners have arrived ahead of a weekend of marches and meetings, as well as a Counter Summit, taking place on the campsite this Sunday (August 31).

Estimates as to how many protesters are expected vary, with Eddie Clarke of the "No to NATO" group telling IBTimes UK that his group alone is expecting hundreds of campers. They will be joined by representatives of groups such as the Campaign for Nuclear Disarmament (CND), the Stop the War Coalition and South West against Nuclear (SWAN).

A heavy police presence will patrol Newport and Cardiff, 12 miles away. There are 9,500 officers expected, with many being shipped in from as far afield as London.

Many of the protesters are aggrieved by the very existence of Nato, which is taken to represent nuclear proliferation. Groups representing refugees from Iraq, Afghanistan and Libya are also expected to be in attendance.

"The objectives are to get rid of nuclear and Nato, to completely obliterate weapons of mass destruction. The short-term aims are to connect each similar group in Nato member countries to us, to have a single voice, equal in each individual country," Clarke said.

However there is also significant discontent on a local level. The Summit, which takes place at the Celtic Manor resort next Thursday and Friday, is expected to lead to widespread disruption.

There are 12 miles of perimeter fences now in place in parts of Newport and Cardiff, as police try to ensure the security of some of the world's highest profile politicians.

But with roads and schools closing, many have been forced to take time off work, with local businesses also complaining about the disruption.

"Nobody has given anything clear as to how much money it will bring into Wales or Newport. People having to take the day off work because of travel disruptions and schools being closed, it looks like it will have the opposite effect.

Money's going to be taken out of the economy because people aren't going to be able to get to work," Simon Coopey, who will a stand for Plaid Cymru in Newport West at the next general election, told IBTimes UK.

The Welsh Secretary Stephen Crabb said: "I'm very sensitive to the fact that people are experiencing daily inconvenience but this is very much a temporary measure and we're hugely appreciative of what people are doing. The important point is to try to keep the disruption to a minimum, but not to rush the preparations."

Gaza truce collapses, fighting erupts, Israel orders negotiators home
BY NIDAL AL-MUGHRABI AND JEFFREY HELLER
GAZA/JERUSALEM Tue Aug 19, 2014 6:43pm EDT

(Reuters) - A ceasefire in the Gaza Strip collapsed on Tuesday, with Palestinian militants firing dozens of rockets at Israel and Israel launching air strikes that health officials said killed three people including a woman and a young girl in Gaza.

Accusing Gaza Islamists of breaking the truce, Israel promptly recalled its negotiators from talks in Cairo, leaving the fate of Egyptian-brokered efforts to secure a lasting peace hanging in the balance.

Rockets were fired from Gaza nearly eight hours before a ceasefire - extended by a day on Monday - was due to expire. Later dozens of rockets took aim at a number of cities and one missile hit open land in the greater Tel Aviv area, causing some damage but no casualties.

Gaza witnesses said Israeli aircraft launched 35 attacks, including one on a house in Gaza City, where hospital officials said a woman and a two-year-old girl were killed. A third unidentified person also died in the strike, officials said.

Israeli media said Israel had targeted a senior Hamas figure at the house that was bombed, possibly the head of a rocket launching operation. The army declined to comment on the bombing of that particular home in Gaza City, saying only that it had bombed 30 sites across Gaza on Tuesday.

Gaza's dominant Islamist group Hamas said it fired at least 40 rockets at Israel after that deadly hit, targeting Jerusalem and the Tel Aviv area including Israel's Ben-Gurion International Airport. An Israeli security official said there was no disruption of activity at the airport.

A police spokesman said a car was damaged in Tel Aviv and a rocket was intercepted in the Jerusalem area, where witnesses heard several explosions shortly after warning sirens sounded, and the military said one rocket struck inside an open area.

"Police have stepped up patrols in response to the wave of rocket fire," spokesman Micky Rosenfeld said.

Hamas's armed wing issued a statement after the rocket barrage accusing Israel of "violating the calm and committing a massacre ... the enemy has opened the gateway to hell." It vowed Israel would "pay a heavy price" for its air strikes.

Earlier Hamas had denied any involvement in rocket fire when three rockets struck in the Beersheba region in southern Israel, which Israel denounced as a violation of a truce eight hours before it expired at 1700 ET or midnight local time.

Mark Regev, a spokesman for Prime Minister Benjamin Netanyahu, called that initial attack "a grave and direct violation of the ceasefire" and a military spokesman said that in response to the salvoes, "terror targets across the Gaza Strip" were attacked.

On Netanyahu's order, Israeli delegates to the indirect talks in Cairo on ending the Gaza war and charting the territory's future, immediately flew home.

Israel has said repeatedly that it will not negotiate under fire, and Egyptian mediators have been struggling to end the five-week-old Gaza conflict and seal a deal that would open the way for reconstruction aid to flow into the territory of 1.8 million people, where thousands of homes have been destroyed.

The Palestinian Health Ministry says some 2,019 people, mostly civilians, have been killed in the small, densely populated coastal territory since fighting started on July 8.

Sixty-four Israeli soldiers and three civilians in Israel have also been killed during the offensive, which the Jewish state launched with the stated aim of halting militant fire.

MORE VIOLENCE FEARED

Suggesting that Israel expected more violence, the military instructed Israeli civilians to open bomb shelters as far as 80 km (50 miles) from Gaza, or beyond the Tel Aviv area.

Israel's Channel 10 TV said those instructions may have been issued in anticipation of the retaliation that might follow were Israel to target a senior Hamas official. The station did not identify the official.

Israelis living within a seven km (four mile) range were urged to sleep in safe rooms or shelters.

Israeli media said municipalities in the Tel Aviv area were reopening shelters they had shut when fighting subsided two weeks ago.

The violence also prompted a new exodus of dozens of Palestinian families who had fled previous fighting and had returned home only days ago.

A Palestinian delegate in Cairo said negotiations for a durable ceasefire were near collapse. "The talks have been suspended unofficially," said Qais Abdel Karim of the Popular Front for the Liberation of Palestine.

The Palestinians want Egypt and Israel to lift their blockades of the economically crippled Gaza Strip that predated the Israeli offensive.

Hamas leader Izzat al-Risheq told reporters at a Cairo hotel he believed chances of reaching another truce were "very weak". Risheq posted on Twitter that Egypt was awaiting an Israeli response before the truce officially expired.

Israel, like Egypt, views Hamas as a security threat and wants guarantees that any removal of border restrictions will not result in militant groups obtaining weapons.

A senior Palestinian official in Gaza said sticking points to an agreement in the Cairo talks have been Hamas's demands to build a seaport and an airport, which Israel wants to discuss only at a later stage.

Israel has called for the disarming of militant groups in the enclave. Hamas has said that laying down its weapons is not an option.

Punctuated by several temporary ceasefires, the scale of fighting had diminished greatly since Israel pulled its ground troops out of Gaza two weeks ago and it had seemed there was little appetite on either side for the war to drag on.

However, Netanyahu said on Monday the Israeli military was prepared to take "very aggressive action" if shooting against Israel resumed.

Israel and Hamas have not met face-to-face in Cairo, where the talks are being held in a branch of the intelligence agency, with Egyptian mediators shuttling between the parties in separate rooms. Israel regards Hamas, which advocates its destruction, as a terrorist group.

Move against Nouri al-Maliki deepens Iraq crisis

Move against Nouri al-Maliki deepens Iraq crisis
By Borzou Daragahi in Cairo and Erika Solomon in Beirut and Richard McGregor in WashingtonAuthor alerts

The exclusion of Mr Maliki was endorsed by Washington, with Barack Obama interrupting his holidays to deliver a statement in support of the “constitutional process” under way in Baghdad.
The Obama administration has long wanted to get rid of Mr Maliki, after giving up hope that he could be persuaded to run a less sectarian government which excludes the Sunni minority.
Mr Obama called the choice of a new prime minister “a promising step forward in forming a new government which can unite different communities.”

The power struggle in Baghdad highlights deep disagreements within the country’s Shia political and religious establishment over the fate of Mr Maliki, who has insisted on retaining the premiership despite widespread opposition. Sunni, Kurdish and rival Shia blocs blame Mr Maliki for the sectarian and ethnic divisions that paved the way for a two month offensive by militants fighting with the Islamic State of Iraq and the Levant, known as Isis.
A ceremony to endorse Mr Maliki’s replacement was attended by the Sunni Speaker of parliament and leading Shia politicians in a sign of cross-sectarian support for his replacement. It was also broadcast on state television – long seen as under the control of Mr Maliki.

Mr Maliki immediately challenged the attempt to unseat him, issuing a letter rejecting the authority of the National Alliance grouping in parliament, which includes dozens of defecting members of his own bloc.
It remains unclear whether Mr Maliki will remain in his post while Mr Abadi tries to form a government, although there were fears that he could use force to retain the premiership amid reports of a bolstered security presence on the streets of Baghdad. Mr Maliki has consolidated his control over the security services during his eight years in power.

“Next few hours are going to make or break Iraq,” the Iraqi scholar Haydar al-Khoei wrote on Twitter. “Maliki’s reaction to the Shia bloc’s move against him will be key. He can go now or burn Iraq.”
The UN envoy to Iraq, Nickolay Mladenov, also endorsed Mr Abadi’s designation. “All groups in parliament should co-operate to swiftly form an inclusive government,” he said in a message posted to social media.

The political struggle unfolded as the US confirmed that it had agreed to give direct military aid to Kurdish forces, or peshmerga, who are also locked in battle with Isis. The militants have seized a third of the country and surprised and shocked many when they over-ran areas under the control of the peshmerga, who had been considered a tougher proposition than government forces.
However, Washington played down the impact of US air strikes on Isis. General William Mayville said in a briefing at the Pentagon that the strikes had slowed the momentum of Isis but had not contained them or affected their overall capabilities.

Backed by US air strikes, Kurdish fighters retook from Isis the towns of Gwer and Makhmour southwest of Erbil, the capital of Iraqi Kurdistan. But Isis still controls the Mosul dam and has pushed the peshmerga out of the strategic town of Jalawla in Diyala province, north of Baghdad.

Mr Abadi, 62, is a British-educated engineer and a Dawa party stalwart who is often described as relatively moderate and low-key. He served as communications minister in the shortlived US-appointed government of Iyad Allawi in 2004. Mr Abadi’s appointment came hours after an Iraqi court appeared to support Mr Maliki’s effort to halt Mr Masoum from naming any other candidate as premier.

However, later on Monday the Iraqi army’s official Twitter page posted a statement saying: “We are the army of Iraq and not of Maliki.”

Mr Maliki’s coalition won the most seats in April 30 elections but the larger National Alliance of Shia groupings that coalesced after the vote insists that it must be given the first shot at forming a government.
Members of Mr Maliki’s State of Law coalition – and the Dawa party around which it is built – appear to have abandoned him. The defections gathered pace after a widely reported July 25 statement attributed to the country’s senior Shia cleric, Ayatollah Ali Sistani, urging politicians not to cling to power.

“This was a game changer, especially after Maliki’s own Dawa party then issued a statement echoing Sistani’s words,” said Mr Khoei, the scion of a famous Shia clerical family.

The full text of  Rayappu Joseph’s letter follows:

The Chairman and Commissioners, Presidential Commission on Missing Persons.

Dear Commissioners,

Submission Regarding My position with regard to appearing before the above Commission in Mannar

Mannaar Bishop's position on appearing before PCMP
I am thankful for your very kind visit to me and for your personal invitation to testify before the commission during it's sittings to be held in Mannar between the 8th and 11th of August 2014.

I am writing to inform you that having considered the following I have decided not to make representations before your commission. I have over the years grown to be weary of domestic mechanisms in resolving serious injustices that Tamil people have faced over the period of the war, prior to it and after it's conclusion. Over the years many commissions such as yours have been set up and there is absolutely no shred of evidence that they have tackled impunity. Most, if not all of these commissions have provided only to be eye washers for the then Governments in power. As Ms. Navaneetham Pillay, UN High Commissioner for Human Rights noted in her report to the UN Human Rights Council in March 2014, the problem in Sri Lanka is one of lack of political will to end impunity. Despite knowing this acutely for many years now, I personally appeared before the Lessons Learnt and Reconciliation Commission and gave evidence. The Government has not acted seriously on any of the issues on which the Tamil people including myself gave evidence. Given this experience I find it impossible to draw myself to appear before your commission. May I add this that the Commission's name itself - "Commission on Missing Persons"- appears to me to indicate a denial on the part of those who created this commission that the issue is one relating to enforced disappearances and not merely about 'missing persons'.

I am aware that many Tamils, throughout the North and East who have lost their kith and kin have come before your commission and narrated their grievances. The only reason why they come before the commission is not because they believe that your commission will help locate their loved ones, but because they have nothing to lose in doing so. Hence they go and air their grievances wherever they can, whilst well knowing that no consequences are likely to follow. This is the terrible plight of the Tamil people in this country. I have also been informed that the Commision in its various sittings in the North and East, unfortunately, has been more interested in knowing about their economic well-being, rather than engaging in a serious effort at locating the disappeared. There are also credible reports that the Government has launched a programme to encourage families of the disappeared to obtain death certificates, which has been happening parallel to your commission's sittings throughout the North and East. I am also concerned that the recent expansion of your mandate and the appointment of international experts to oversee the work of the commission without any clear terms of reference has been deliberately done to undermine the work of the UN OHCHR's inquiry into Sri Lanka which commenced recently. Without serious commitment to truth and justice there can never be Reconciliation and Peace will ever remain a mirage.

Please permit me to present to you my last submission with my covering letter sent to His Excellency the President on his own invitation sent through His Eminence Malcom Cardinal Ranjit, Archbishop of Colombo. This was made on the 21st, August, 2012. It explains 14 grievances with my expectations spelt out in the form of suggestions.

Consequent to this, two meetings were held with me regarding this matter by the Hon Minister of Foreign Affairs Mr G.L Pieris and the President's Secretary Mr Lalith Weeratunga in the presence of the Cardinal Archbishop of Colombo. At both these meetings they failed even to have a look at even one of the grievances raised by me in spite of my repeated insistence. A third meeting was promised by them to be held along with those state-personnel with experience and expertise with regard to the grievances proposed and this meeting never saw the light of day as that was the end of this exercise and now two years have passed allowing us only to gasp in the air. For the above reasons I regret that I am not in a position to appear before your commission with any hope of a retrieve.

Taher: Disarming the resistance is a pipe dream of the occupier

Disarming the resistance is a pipe dream of the occupier
It is our inalienable right to resist this occupation

Aug 06 2014

“Disarming the resistance is out of the question, and all factions hold tight to their weapons as long as their is occupation anywhere on the land of Palestine,” said Comrade Dr. Maher al-Taher, a member of the political bureau of the Popular Front for the Liberation of Palestine.

“There are various media reports that Israel will not accept the reconstruction of Gaza except after the removal of the weapons of the resistance, and it is demanding to supervise everything that enters the Strip. We have affirmed very clearly that the idea of disarming the resistance is a pipe dream and an illusion that is unacceptable to all. It is unacceptable to even discuss this issue in principle or see it as a debatable question. It is our inalienable right to resist this occupation,” said Taher.

He noted that the Palestinian delegation is united in its insistence to lift the siege imposed on Gaza and allow free movement of goods and people. “This demand is part of the political battle, which must be addressed as competently and with as much steadfastness and clarity as the resistance has done in the military battlefield.”

Union of Palestinian Women’s Committees: Ban Ki-Moon must resign immediately

Union of Palestinian Women’s Committees: Ban Ki-Moon must resign immediately
Aug 04 2014

The Union of Palestinian Women’s Committees released the following statement on August 3:

United Nations Secretary-General Ban Ki-Moon gave a green light to the Zionist occupation to continue its aggression and carry out more massacres against our people in the Gaza Strip using internationally prohibited weapons. Following his remarks about the need to “immediately and unconditionally release the soldier,” relying on the false claims by the occupation state to justify breaking the humanitarian ceasefire, the occupier has killed more than 200 children, women and men, wounding hundreds more and destroying more homes and displacing thousands more during what was alleged to be a United Nations-sponsored ceasefire!

This comes in addition to his comments that “the United Nations strongly condemns the rocket attacks on Israel, and calls for an end to them immediately.” He says this while there are massive massacres taking place in the Strip impacting every one of our people in Gaza, even those who have taken refuge in UNRWA schools. We are left to bury our people, after these vicious attacks, following which the occupation state declared that the soldier in question was dead.

We demand that Ban Ki-Moon immediately resign from office, as it is clear that he is biased to stand with the perpetrator and the criminal, the occupation, rather than to stand with the victim. We demand that he be tried for the consequences of his actions. And we demand from all forces and institutions, and from all the friends of the Palestinian people to work together to campaign demanding his resignation and his trial as a partner in the aggression against the sons and daughters of our people.

We also emphasize the urgent need to continue all activities to support our people in Gaza, in Palestine and in all areas of the world.

PFLP praises direct actions for Palestine and urges further escalation

PFLP praises direct actions for Palestine and urges further escalation
Aug 06 2014

The Popular Front for the Liberation of Palestine praises the direct actions taken by various groups around the world to shut down the operations of the war machine assaulting the Palestinian people, and calls for increasing and escalating these actions everywhere the occupier and its supporters are present.

The Front commended the multiple direct actions around the world targeting Israeli embassies, consulates, institutions and corporations, including the 2-day occupation of an Elbit arms factory outside Birmingham, UK; the blockade of the Israeli embassy in The Hague; the shutdown of El Al’s ticket counter in Athens; popular de-shelving and removal of Israeli products in Ireland; and actions in New York, Chicago, San Francisco and Albuquerque in the United States at Israeli missions and consulates, Bank Leumi, Israel Discount Bank, Boeing, and Lockheed Martin, as well as a upcoming blockade of an Israeli ZIM Ship in Oakland, California. These actions come amid a flurry of die-ins and sit-ins in parliamentary and government offices across Europe, North America and around the world, and demonstrations in Paris and elsewhere taking the streets, defying police and government repression to stand with Palestine.

Comrade Khaled Barakat said, in a message to the solidarity movements with Palestine around the world, that “These actions are part of the Palestinian, Arab and international resistance to the Israeli massacres against our people. They illustrate that the people of the world are fed up with the images they have seen for the past month – of children torn apart and innocent Palestinians besieged and bombarded. This has been the Palestinian reality for over 66 years – and the people of the world are saying, ‘Enough!’ We want to see more of these direct actions, such as occupying Israeli and U.S. embassies and consulates, shutting down war profiteers and occupation corporations, and civil disobedience actions in cities around the world. These actions make clear that Palestinians are not alone, and that the people of the world are putting their own bodies on the line because they will no longer tolerate the illegitimate occupation state’s actions.”

Barakat emphasized that the Palestinian struggle is an international struggle; as Comrade Ghassan Kanafani said, “The Palestinian cause is not a cause for Palestinians only, but a cause for every revolutionary, wherever he is, as a cause of the exploited and oppressed masses in our era.”

“The impact of these direct actions is felt in every Palestinian heart in Gaza. They are heard and felt by every Palestinian fighter in Gaza who emerges from the tunnels of resistance, that the people of conscience of the world stand with our just struggle for liberation,” said Barakat.

Barakat noted that “while the colonial and settler colonial governments of the U.S., Canada, the U.K., and the European Union are engaged in an imperialist campaign to liquidate the Palestinian people and their cause, hundreds of thousands of people in these countries have taken to the streets to stand with Palestine and denounce the bloody complicity of these powers, the sponsors of the racist settler colonial project in Palestine. What drives individuals and groups to occupy an Israeli embassy or shut down an Israeli weapons factory is their deep sense of justice, and their outrage at the injustices inflicted upon the Palestinian people.”

He saluted the support of the people of Latin America, as well as the official support extended by Latin American governments, including Venezuela, Cuba, Bolivia, El Salvador Brazil, Chile, and Ecuador. “The people of Latin America have fought colonialism and U.S. imperialism for too long to remain silent in the face of the U.S.-sponsored war machine occupying Palestine and massacring our people,” said Barakat.
sains“The Palestinian resistance has always welcomed internationalists to fight among us, and to be an integral part of this struggle. There are countless internationals: fighters, leaders, artists, writers, journalists, who have done so and continue to do so, and we know them through their direct actions. They join the Palestinian struggle through their direct actions, in armed struggle, in demonstrations, in occupying embassies and war and occupation profiteers and putting themselves on the line alongside our people,” Barakat said.

Barakat noted that “these direct actions send a significant message also to the occupation state: that the world is watching and the people are watching – and that they are angry, and acting, and not merely observing. Occupying Israeli embassies, consulates, trade offices, and corporations everywhere in the world is an important part of boycotting and isolating the settler-colonial apartheid regime in Palestine. This kind of action is also reaching the occupier’s media and public. They can no longer count on the silence or the ignorance of the people of the world – today, after over 66 years of Zionist colonization and occupation in Palestine, it is quite clear that the world does know, and is speaking and acting to bring an end to the massacres and the crimes. The Israeli entity must learn that the world no longer can tolerate Zionism.”

PFLP: We will not raise the white flag in the face of massacres

PFLP: We will not raise the white flag in the face of massacres
Aug 03 2014

A statement from the Popular Front for the Liberation of  Palestine in the Gaza Strip

We will not raise the white flag – and the blood of the martyrs of Rafah and Gaza illuminates the road to liberation

The Popular Front for the Liberation of Palestine saluted proudly the heroic military resistance of the Palestinian people east of Rafah, leading to the deaths of many soldiers and reports of the capture of an officer, confirming that the continued Zionist crimes against the people of Gaza, the latest being the massacre of dozens of people in Rafah, will not pass in vain, and that the blood of the martyrs of our people will remain a beacon that illuminates our path to liberation.

The criminal and brutal Zionist enemy intended in advance to target the city of Rafah through massive assaults on the city since yesterday, committing open atrocities against our people without seeing any need to justify its continuous aggression since its occupation began on the land of Palestine. The barbaric war machine’s crimes during the continued assault on Gaza for over 26 days confirms its defeat by the resistance strikes as it has resorted instead to bloody massacres against civilians, innocent women, men, children and elders in indiscriminate and massive bombing and shelling. The Front also reiterated the resistance’s confirmation that the clash with invading occupation soldiers took place before the beginning of the humanitarian ceasefire.

The Front is confident in the Palestinian resistance, its military wings, and its achievements, and the occupation’s criminal assaults and invasions of Rafah are desperate attempts to justify its utter failure in front of the great and brave resistance and its heroism, noting at the same time that the resistance is prepared to confront all of the occupation’s threats and plans to invase Rafah. The resistance will not give up, our people’s resolve will not be broken. We will not raise the white flag. We are determined to win this battle and the resistance will continue to shatter the image of the invincible Zionist soldier.

The Front renewed its emphasis on the need for our people in the West Bank to escalate their ongoing clashes with the Zionist occupation in all areas, and also emphasized the need for the Palestinian people in exile and diaspora, the Arab masses and the free people of the world to escalate their actions to support Gaza and take the streets and besiege the embassies of the Zionist enemy and expel their ambassadors.

The Front also demanded that the official Palestinian leadership
immediately sign without any delay the Rome Statute and go to the
International Criminal Court to prosecute the leaders of the occupation for their heinous crimes in the Gaza Strip. There is no excuse for continued postponement on this and the lack of response is understood clearly as collusion and participation in the aggression.

The PFLP saluted the steadfastness of our people in Rafah, Beit Hanoun and throughout the Strip who are subjected to systematic genocide, saying that victory is coming to reward their immense steadfastness and patience in the face of unspeakable crimes.

Palestinian leadership must be committed to resistance

Comrade Khalida Jarrar
Jarrar: Palestinian leadership must be committed to resistance and the people’s right to defend themselves
Jul 20 2014

Comrade Khalida Jarrar, a leader in the Popular Front for the Liberation of Palestine, said that any Palestinian leadership must be committed to the option of resistance, the people and their right to defend themselves.

In comments to Palestine Today, Jarrar denounced the statements of PA President Mahmoud Abbas regarding the aggression on the Gaza Strip, saying that “The leadership today appears to exist in a different reality from the situation of the Palestinian people in the streets.” She demanded a full and immediate end to security coordination with the enemy, saying that these security commitments by the Palestinian Authority keep the Palestinian people at the mercy of the occupation. She demanded the government of national consensus to uphold their responsibilities to meet the needs of Gaza and confront the ongoing aggression, saying that the occupation is trying to divide the Gaza Strip from the West Bank and the rest of Palestine, and this must not be allowed.

Jarrar urged the people and the resistance in the West Bank to express their anger and demanded that the PA security services stop the repression of Palestinian youth seeking to clash with the occupation, and instead protect the people, and called for the formation of popular leadership on the ground to lead the Palestinian people.

Shuja’iya Massacre proves the nature of the occupier and the failure of its aggression

Barakat: Shuja’iya Massacre proves the nature of the occupier and the failure of its aggression
Jul 20 2014

khaled-barakatComrade Khaled Barakat said in an interview with the Popular Front for the Liberation of Palestine media department that “the horrific massacre in Shuja’iya neighborhood in Gaza only proves the brutal, racist, colonialist nature of the occupier that Palestinians are fighting against. The massacre today is one in a long line of ongoing and continuing massacres aiming at the expulsion of Palestinians from our land for over 66 years. The occupation state is based on the massacres and expulsion of Palestinians from their land. It is an illegitimate, racist, settler colonial entity and this shines through in its massacres in Gaza.”

“The massacre also indicates the failure of the aggression and the cowardice of the Israeli Occupation Forces,” Barakat said. “Killing children and bombing civilians is not military heroism. This massacre, conducted with U.S.-made and funded weapons before the eyes of the world, with the silence and complicity of imperial powers and Arab regimes, is another proof that the occupation forces have failed in the battlefield and in their attempt to force a surrender upon the resistance.”

“The war criminals in Tel Aviv wanted to prove to their racist society that they are ‘making progress’ and the way to do that is by shelling a historic neighbourhood in Gaza, Shujai’yya, crowded with civilians, full of people, displacing over 85,000 people, bombing and shelling children and families with tanks and warplanes, because they are unwilling and unable to confront the resistance in the battlefield, face to face. In other words, Israel is using Palestinian civilians as human shields for its cowardly army,” said Barakat.

“In the last 48 hours we have seen that the real heroes in the battlefield, the Palestinian fighters of the resistance who have fought heroically and went behind enemy lines to confront occupation soldiers, achieving true victories against the occupiers,” said Barakat.

Commenting on the brutality of the Shuja’iya Massacre, Barakat said, “These massacres only deepen the Israeli defeat. Let us remember that in 1967 ‘Israel’ occupied the West Bank, Gaza, Sinai and the Golan Heights in 6 days and now, for the past two weeks, the Israeli ‘mighty army’ could not advance into the strip 10 meters fighting the resistance on the ground. And as an alternative, it has conducted massive bombing of civilians, targeting children, family homes, schools, hospitals, centers for people with disabilities, elders, fishers’ boats, family farms, and massive and random shelling of entire civilian neighborhoods.”

We have no doubt that Israel’s technical military capabilities are higher than the Palestinian technical capabilities, just as in the case of every colonizer who possesses massive military power and deploys a killing machine against an oppressed people struggling to live. However, in the confrontation on the battlefield, there is the truth – there are more Israeli soldiers killed and wounded than Palestinian resistance fighters. And so the cowardly colonial army of occupation targets families and civilian neighborhoods for massacres.”

Comrade Barakat said that the unity that the Palestinian resistance is exhibiting has never before been witnessed to this extent, and that “what makes the resistance stronger and more unified is the Palestinian people’s embrace of the resistance on a mass popular level. Our people in Gaza are the shell that protect the resistance and make it stronger and this popular support is the main principle and assurance of the victory to come.”

Barakat said that “there is no doubt that this battle is going to be deeply costly in human terms because of the brutality of the occupier, but the resistance will emerge from this battle stronger and more experienced, just like they did in 2008-9 and in 2012. After each battle, the resistance emerges stronger in its abilities, weapons, tactics, experience and qualitative achievements.”
