Fifth India-U.S. 2+2 Ministerial Dialogue

 


Raksha Mantri, Shri Rajnath Singh and Minister of External Affairs Dr. S. Jaishankar will welcome U.S. Secretary of State Antony J. Blinken and Secretary of Defence Lloyd J. Austin III for the Fifth India-U.S. 2+2 Ministerial Dialogue in New Delhi on 10 November 2023.

The 2+2 will enable a high-level review of progress being made in cross-cutting aspects of defence and security cooperation, technology value chain collaborations and people-to-people ties.

The Ministers will take the opportutnity to progress the futuristic roadmap for the India-US partnership as envisioned by Prime Minister Shri Narendra Modi and President Joseph Biden, in their discussions in June and September this year.

Both sides will also take stock of contemporary regional issues and exchange views about shared priorities for augmenting cooperation in multilateral platforms, and through frameworks such as Quad.

Raksha Mantri and EAM are also scheduled to have bilateral meetings with their respective U.S. counterparts, which will mark a continuity of Ministerial Dialogue and reaffirm the India-US Comprehensive Global Strategic partnership.

On Sunday, Netanyahu suspended Israel’s Jerusalem Affairs and Heritage Minister Amichai Eliyahu after he claimed there are no noncombatants in the Gaza Strip and said that dropping a nuclear weapon on the Gaza Strip is “an option.” This comes just days after an Israeli lawmaker from Netanyahu’s ruling Likud Party took to social media to incite genocide. Writing on the social media site X, formerly known as Twitter, Galit Distel Atbaryan wrote, “Erase Gaza from the face of the earth. Let the Gazan monsters rush to the southern border and flee into Egypt, or die.

Israel’s nuclear programme is widely seen as one of the Middle East’s worst kept secrets.

It is believed to have originated in the 1950s. Today, Israel possesses about 90 nuclear bombs, according to the Stockholm International Peace Research Institute.

Israel has never officially acknowledged the existence of its nuclear weapons, but they’re believed to be aimed at rivals in the region such as Iran.

The country is not a signatory to the nuclear Non-Proliferation Treaty.

So the statement by a cabinet minister that Israel could opt to drop an atomic bomb on Gaza is raising alarm. More so since hardliners such as National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich are part of Prime Minister Benjamin Netanyahu’s cabinet.

So as Israel continues its bloodbath in Gaza, should the world be worried about its nuclear arms programme?

US joins Adani Group to build terminal at Colombo Port

Colombo, Nov 8 (IANS): The US had joined the Adani Group with a half a billion dollar loan to build a new deep water shipping container terminal at the in strategic Colombo Port in the race against China’s acquisition of part of ports in the Sri Lankan capital and the southern town of Hambantota.

The US International Development Finance Corporation (DFC) on Wednesday announced it’s $553 million finance on the Colombo West International Terminal Private Limited (CWITP), Sri Lanka biggest Foreign direct investment of $750 million to develop the port.

The US has joined in the joint venture between Sri Lanka and India with Adani Ports & Special Economic Zones Limited (APSEZ) which owns 51 shares of the project.

"DFC works to drive private-sector investments that advance development and economic growth while strengthening the strategic positions of our partners. That's what we're delivering with this infrastructure investment in the Port of Colombo," DFC CEO Scott Nathan said while announcing the partnership in Colombo.

"Sri Lanka is one of the world's key transit hubs, with half of all container ships transiting through its waters. DFC's commitment of $553 million in private-sector loans for the West Container Terminal will expand its shipping capacity, creating greater prosperity for Sri Lanka -- without adding to sovereign debt -- while at the same time strengthening the position of our allies across the region," Nathan added.

In addition to APSEZ, CWITP is comprised of Sri Lanka’s John Keells Holdings which owns 34 per cent shares of the build, operate and transfer (BOT) basis project that is to run for a period of 35 years.

The state-run Sri Lanka Ports Authority (SLPA) will have 15 per cent of the total shares.

“We welcome the associate of the DFC in funding the Adani's project. We see this as reaffirmation by the international community of our vision of our capability and our governance. This is the largest single FDI into Sri Lanka through a single project," Karan Adani, APSEZ’s Whole Time Director and CEO, said at the event in Colombo.

“The relationship between Sri Lanka, the US and India is multifaceted and holds great promise. It symbolises the intersection of economic interests, regional stability and global security. Today is a historic day for all of us and today is a day that celebrates the deep historical and cultural and socio-economic bonds between two Asian neighbours Sri Lanka and India.

The US has joined in the joint venture between Sri Lanka and India with Adani Ports & Special Economic Zones Limited (APSEZ) which owns 51 shares of the project. 

"Today is also a day we see the US- India relationship grow in strength and breath. I see this project as a first step through which three countries can foster cooperation and the development of sustainable infrastructure like smart and green ports which will improve the efficiency of port operation and also align with global efforts to combat climate change,” he added.

On her part, the US Ambassador to Sri Lanka Julie Chung said: "The $553 million investment by DFC for the long-term development of the Port of Colombo's West Container Terminal will facilitate private- sector-led growth in Sri Lanka and attract crucial foreign exchange inflows during its economic recovery.

"This financing is symbolic of the US' long-standing commitment to the development and well-being of the people of Sri Lanka. Sri Lanka regaining its economic footing will further our shared vision for a free and prosperous Indo-Pacific."

The Port of Colombo is the largest and busiest trans-shipment port in the Indian Ocean and it has been operating at more than 90 per cent utilisation since 2021, signaling its need for additional capacity.

The new terminal will cater to growing economies in the Bay of Bengal, taking advantage of Sri Lanka's prime position on major shipping routes and its proximity to these expanding markets, the US Embassy said in a statement.

Once completed, the CWIT will be the biggest and deepest container terminal in Sri Lanka and will be equipped to handle ultra large container vessels with capacities of 24,000 TEUs.

The annual cargo handling capacity of this new terminal is likely to exceed 3.2 million

COLOMBO (News 1st); Sri Lanka's Supreme Court has determined that the Online Safety Bill or its provisions are NOT inconsistent with the constitution of Sri Lanka, and can be passed by a simple majority following committee stage amendments on certain clauses.

The Supreme Court determination was announced by the Deputy Speaker in Parliament on Tuesday (7).

He said that the Supreme Court determined that a series of clauses in the bill must be passed by a special majority, however, if those clauses are amended in the committee stage, the bill can be passed by a simple majority.

G7 foreign ministers on Tuesday (7 November) discussed what happens after the Gaza conflict recedes and how to revitalise peace efforts in the Middle East, the host Japan said in its statement.

The ministers are set to issue a joint statement on the Israel-Hamas war on Wednesday and are expected to call for temporary pauses in fighting to allow humanitarian aid into the besieged Gaza Strip.

It would mark only the second joint statement from the group of wealthy nations on the crisis since gunmen from the Palestinian militant group Hamas sparked the conflict with a 7 October attack on southern Israel.

The communique, to be issued near the end of a two-day meeting in Tokyo, is also likely to reiterate that G7 support for Ukraine in its war with Russia remains undimmed despite the spiralling conflict in the Middle East.

“We hope to be able to present a united G7 position on the situation in the Middle East in the G7 Foreign Ministers’ Statement, which we understand is currently being coordinated,” said Japan’s Chief Cabinet Secretary Hirokazu Matsuno.

The issue of humanitarian pauses in the conflict was raised at a working dinner attended by ministers from Britain, Canada, France, Germany, Italy, Japan, the United States and the European Union on Tuesday, host Japan said in a statement.

Wednesday’s communique is expected to include a call for such pauses, temporary breaks in fighting to allow aid into the besieged enclave, several Japanese media outlets reported.

Israeli Prime Minister Benjamin Netanyahu has said Israel would consider “tactical little pauses” but, alongside its close ally the United States and other Western countries, has rejected calls for a ceasefire it says would allow Hamas to regroup.

The G7 has appeared to struggle to agree on a firm, united approach to Israel’s war in Gaza, raising questions over its relevance as a force to tackle major crises.

The only other G7 statement came after a meeting of its finance ministers on 12 October and amounted to a few, brief sentences. Other group members have issued joint statements.

G7 divisions have also been evident at the United Nations, with France voting in favour of a resolution calling for a humanitarian truce in the conflict on 26 October, the US opposing it and the group’s other members abstaining.

Long-term plan

The ministers on Tuesday also discussed what happens after the Gaza conflict recedes and how to revitalise peace efforts in the Middle East, Japan said in its statement.

It gave no details of options being discussed if the Hamas militant group is ousted from Gaza as the result of the Israeli bombardment of the Palestinian enclave.

Israel has been vague about its long-term plans for Gaza. In some of the first direct comments on the subject, Netanyahu said this week that Israel would seek to have security responsibility for Gaza “for an indefinite period”.

But Israeli Foreign Minister Eli Cohen told the Wall Street Journal that Israel wanted the territory to be under an international coalition, including the US, European Union and Muslim-majority countries, or administered by Gaza political leaders.

Diplomats in Washington, the United Nations, the Middle East and beyond have also started weighing the options.

Discussions include the deployment of a multinational force to post-conflict Gaza, an interim Palestinian-led administration that would exclude Hamas politicians, a stopgap security and governance role for neighbouring Arab states and temporary UN supervision of the territory, Reuters reported this month.

A State Department memo challenging the U.S.’ unflinching support for Israel amid its war with Hamas and bombardment of the Gaza Strip urges the Biden administration to back calls for a ceasefire, according to a copy obtained by Politico. The so-called “dissent memo,” as the outlet characterized it, was marked “sensitive but unclassified.” It was unclear how many staffers had signed it, or whether it had been submitted to an official channel within the department that allows them to voice their opposition to policy. The missive demands that the U.S. be willing to “publicly criticize Israel’s violations of international norms,” adding that relegating any such criticism to private diplomacy “contributes to regional public perceptions that the United States is a biased and dishonest actor, which at best does not advance, and at worst harms, U.S. interests worldwide.” Airing publicly that Israel’s support for tactics like “settler violence” and excessive use of force go “against American values” will also stop Israel from acting with impunity, the memo asserts. In line with procedure, the State Department declined to comment directly on the memo to Politico.

The document offers a window into internal fury at the State Department over President Joe Biden’s Middle East policies.

State Department staffers offered a blistering critique of the Biden administration’s handling of the Israel-Hamas war in a dissent memo obtained by POLITICO, arguing that, among other things, the U.S. should be willing to publicly criticize the Israelis.

The message suggests a growing loss of confidence among U.S. diplomats in President Joe Biden’s approach to the Middle East crisis. It reflects the sentiments of many U.S. diplomats, especially at mid-level and lower ranks, according to conversations with several department staffers as well as other reports. If such internal disagreements intensify, it could make it harder for the Biden administration to craft policy toward the region.

The memo has two key requests: that the U.S. support a ceasefire, and that it balance its private and public messaging toward Israel, including airing criticisms of Israeli military tactics and treatment of Palestinians that the U.S. generally prefers to keep private.

The gap between America’s private and public messaging “contributes to regional public perceptions that the United States is a biased and dishonest actor, which at best does not advance, and at worst harms, U.S. interests worldwide,” the document states.

“We must publicly criticize Israel’s violations of international norms such as failure to limit offensive operations to legitimate military targets,” the message also states. “When Israel supports settler violence and illegal land seizures or employs excessive use of force against Palestinians, we must communicate publicly that this goes against our American values so that Israel does not act with impunity.”

The memo is marked “sensitive but unclassified.” It’s not clear how many people signed it or if and when it was submitted to the department’s Dissent Channel, where employees can voice policy disagreements. It’s also not clear if the document was revised in any way beyond the version obtained by POLITICO.

Still, the arguments in it offer a window into the thinking of many people at the State Department, which has long been vexed by the decades-old Israeli-Palestinian conflict.

The department declined to comment directly on the memo, as is standard on such communications. It referred POLITICO to past statements by spokesperson Matthew Miller, who has said Secretary of State Antony Blinken welcomes such arguments and weighs them carefully.

“One of the strengths of this department is that we do have people with different opinions,” Miller said about such messages during a press briefing last month. “We encourage them to make their opinions known.”

Multiple dissent memos about this war are being circulated in the State Department in efforts to gather signatures. These communications may or may not be classified, but their contents are rarely leaked. The department’s Dissent Channel is a long-established vehicle that allows staffers to freely express their discontent on a policy matter without fear of reprisal.

The memo obtained by POLITICO was authored by two midlevel staffers who have worked in the Middle East, said a department employee who has seen the document and was granted anonymity to discuss a sensitive topic.

The memo concedes that Israel has a “legitimate right and obligation” to seek justice against the Palestinian militants of Hamas, who killed some 1,400 Israelis in a shocking Oct. 7 attack. But it argues that “the extent of human lives lost thus far is unacceptable” — referring to the thousands of Palestinians, most of them civilians and many children, killed by Israel in the days since.

The U.S. “tolerance” for such a high civilian death toll “engenders doubt in the rules-based international order that we have long championed,” the document states. It argues that the United States must hold both Israel and Hamas responsible for their actions.

The memo’s demands are unlikely to get far with Biden or his top aides, at least not anytime soon.

The president, Blinken and others have ruled out demanding a ceasefire, backing Israel’s desire to dismantle Hamas, which is based in the Gaza Strip.

Hamas embeds its arsenal and fighters throughout the civilian population, making it hard for Israel to delineate targets. Israeli officials say they try to minimize civilian deaths but that a certain number are inevitable given how Hamas positions its people and assets.

The Biden team has increasingly shifted its public messaging to emphasize the importance of safeguarding civilians and following international law. But it has largely avoided direct public criticism of Israeli actions.

Blinken has been holding listening sessions with groups of staffers unhappy with the trajectory of U.S. policy in the last few weeks.

In a message to staff last month, Blinken stressed the importance of allowing and listening to disagreements within the department.

The survey showed that satisfaction with the state of the nation also dropped by half to 6%, from 12% in June 2023. The economic confidence score also fell from negative (-) 44 in June to negative (-) 62.

The Mood of the Nation poll is conducted three times a year and is based on an island wide, nationally representative sample of responses. 

The survey sample and methodology are designed to limit the maximum error margin to under 3% at a 95% confidence level.


Government approval: To the question, “Do you approve or disapprove of the way the current Government is working?” 9% said they approve (with an error margin of ± 1.93%). Further, 7% said that they do not have an opinion. The present approval rating is close to the 10% that it was in January and October 2022, and February 2023.

Sri Lanka satisfaction: To the question, “In general, are you satisfied or dissatisfied with the way things are going in Sri Lanka?” only 6% said they were satisfied (with an error margin of ± 1.66%). This rating was as low as 4% in February 2023.

The economic confidence score worsened to negative (-) 62 in October from negative (-) 44 in June. However, this was better than 2022 levels, when the economic confidence score ranged between negative (-) 96 and negative (-) 78.

Multiple choice questions on the condition and trajectory of the economy are used to generate the economic confidence score. The score can range from negative (-) 100 to positive (+) 100.

Verite said a score above zero means more people see the economic conditions positively rather than negatively. If everyone thinks that the economy is in poor condition (instead of good or excellent), and everyone also thinks it is getting worse (rather than better), then the score will be a (-) 100.

The Mood of the Nation survey is designed to assess the approval, satisfaction, and confidence of the nation in relation to the Government, the country, and the economy. The poll is based on an island wide nationally representative sample of responses from 1,029 Sri Lankan adults, conducted from 21 to 29 October 2023.

The poll is conducted as a part of the syndicated survey instrument of Verité Research with the polling partner Vanguard Survey Ltd. This instrument also provides other organisations the opportunity to survey the sentiments of Sri Lanka.

President Ibrahim also discussed Iran’s diplomatic efforts to unite Arab and Muslim countries in calling for a ceasefire, delivery of relief aid, and the opening of border crossings. He acknowledged that the Palestinian issue is of utmost importance to the Islamic world and emphasized the need for cooperation among Muslim nations to address this critical matter. He criticized the United States and certain European countries for obstructing the ceasefire and humanitarian efforts.

When questioned about Israel’s goal of eliminating Hamas and reshaping the Middle East, President Ibrahim dismissed the notion that Israel or the United States could put an end to the resistance. He highlighted the resilience and determination of the Palestinian people and stated that no amount of injustice or killing could extinguish their resistance. He underscored Iran’s unwavering support for the resistance and expressed confidence in Iran’s strength, both militarily and morally.

In conclusion, the Iranian President reiterated the necessity of supporting the Palestinian cause and urged all countries to stand against the atrocities committed by the Zionist regime. He emphasized that the resistance’s struggle for justice and independence is a legitimate one, and Iran will continue to support their efforts. President Ibrahim also criticized the actions of the United States, pointing out their hypocrisy in claiming to support human rights while providing weapons to the Zionist regime.

The October attack was an exclusively Palestinian operation:

Nasrallah began the speech by praising “the fallen martyrs” of Hezbollah and the other groups fighting Israel, as well as the civilians killed.

He then also thanked the “strong and brave Iraqi and Yemeni hands who are now involved in this holy war,” in an apparent reference to armed groups in the two countries — including the Houthis in Yemen — who are allies of Hezbollah and have launched attacks against Israel or the United States in recent days.

He described the October 7 Hamas attack on southern Israel, in which more than 1,400 people were killed, as “a big event to shake this oppressive … occupying, usurping Zionist regime and its supporters in Washington and London”.

He said the “operation was 100 percent Palestinian in terms of both decision and execution.”

“That element of secrecy was the linchpin to this emphatic success of the operation, it came as a surprise, shocking surprise, unlike what’s assumed by many.”

Independent of Iran:

“This operation has no bearing on any decision or move to be taken by any other faction within the resistance axis,” Nasrallah said, referring to the Iran-led coalition of anti-Israel forces in the region.

“At any point of time when there is a battle, they start to speak about the Iranian nuclear programme, the US-Iran negotiations,” Nasrallah said.

In reality, he claimed, “the secrecy surrounding the entire operation” on October 7 proved that the attack was solely about the Palestinian cause, and unrelated “to any international or regional issue”.

“Since the Iranian revolution … [Iran has] always been openly adopting and supporting resistance factions in Lebanon, Palestine and in the region. However, they do not exercise any form of authority or control over these factions or in their leadership. And what happened … proves this fact.”

US responsible for the war in Gaza:

Nasrallah also blamed the US for the continuing violence in Gaza.

“Gaza and the Gazans have been reeling under the brunt of barbaric, ferocious, brutal, ruthless, merciless aerial bombardments,” he said.

He accused the US of remaining “silent” in the face of “the images of thousands of babies and children torn apart in Gaza as a result of the Israeli missiles”.

Nasrallah said the US response exposed the West’s “hypocrisy” on issues like democracy and the rule of law.

“We’re living in a jungle. We all must establish this fact. The United States is totally responsible for the war raging in Gaza, against unarmed defenceless people,” he said.

Hezbollah already in the battle since October 8th:

Nasrallah said that Hezbollah entered “the war” the day after the Hamas attack happened.

“Some claim that we are about to engage in the war. I am telling you, we have been engaged in this battle since October 8,” Nasrallah said.

“The Islamic resistance in Lebanon started operation the very next day.”

“What’s taking place on our front is very important and significant,” said Nasrallah, claiming that the conflict on the border with Israel was the hottest it had been since 1948.

“Yet I assure you this will not be the end. This will not be sufficient.”

“We are calling on the Arab and Muslim states to cut off oil and gas and food supplies from Israel,” Nasrallah said, echoing a demand made by Iran earlier this week.

He said that he hoped that “at a point of time, the whole humanity will listen to the sound of reason”.

توقّف المكتب السياسي للجبهة الشعبية لتحرير فلسطين أمام ملحمة "السابع من أكتوبر"  البطولية التي سطرتها المقاومة الفلسطينية بعد أن أذلت جيش العدو ومرغت أنفه بالتراب، وأثبتت أنه جيش قابل للهزيمة وأن المقاتل الفلسطيني قادر على تحقيق الانتصار، وناقش تداعيات المرحلة المفصلية الجديدة بعد طوفان الأقصى، وتحديات الحرب الصهيو / إمبريالية وإشعالها حرباً هستيرية انتقامية وعبر مسلسل المجازر الدموية  إلى الإبادة الجماعية ضد شعبنا في قطاعنا الحبيب، وتدارس أبعاد هذا العدوان وكل  تداعياته ونتائجه، وتحديات ومهام وأفاق المرحلة المقبلة، وفي هذا السياق أكد المكتب السياسي على ما يلي:

أولاً/ توجيه  التحية  إلى الشعب الفلسطيني البطل الذي يعاند المستحيل نموذجاً في العشق الأسطوري للوطن، وبتأكيد جدارته بالحياة والكرامة والبقاء والتجذر في الأرض، في وجه الغزاة الصهاينة من حلف الناتو الاستعماري الذي يطلق قنابل الفسفور الأبيض والأسلحة المحرمة دولياً، التي تمارس الإبادة الجماعية وارتكاب المجازر بحق الآلاف من الأطفال والنساء والرجال في مشهد يندى له جبين الإنسانية وإحلال الدمار والخراب في منازل المواطنين وممتلكاتهم التي هدمها فوق رؤوسهم في سياسة ممنهجة لإبادة شعبنا في المدن والقرى والمخيّمات. 

 ثانياً/ تحية مجد لكل الشهداء نخبة هذا الشعب وقادته العظام ومقاوميه الصناديد وإلى أطفالنا العمالقة، جنرالات الشجاعة والأمل الكرامة والصمود والعائلات الكريمة التي ستظل خالدة في سجل التاريخ، أسماء لم ولن تمحى، والتحية إلى الجسم الطبي في المشافي، جيشنا الأبيض من رسل الإنسانية وهم يقاتلون الموت في سبيل الحياة، وإلى جنود الحقيقة النبلاء في وسائل الإعلام، العدسة التي تطارد المجرم وتسقط الأقنعة عن وجه القاتل كي يصحو ضمير البشر وتستيقظ قيم الحق والعدالة والإنسانية في هذا العالم. 

 ثالثاً/ تحية المقاومة الفلسطينية بكل فصائلها وهي تستعيد زمام المبادرة وامتلاكها  لتوقيت المعركة وطبيعة الصراع مع  الاحتلال، مما أخرجها من دائرة ردة الفعل وشروط الاشتباك المفروضة عليها، ورفضت أن تبقى رهينة يوميّات العنف اليومي المتسلسل في القدس المهددة بالابتلاع  والضفة المقطعة بالاستيطان وغزة المحاصرة والداخل المنهك بالجريمة المنظمة، وأمام الهجمة العنصرية الإحلالية المسعورة ، فلم يبق لشعبنا سوى المقاومة وبكافة أشكالها، فجاءت ملحمة طوفان الأقصى البطولية لتحطم  النظرية الأمنية الصهيونية وأحلامه في الضم والتمدد وهزت جيشه، وفرضت معادلة جديدة،  صاغتها غزة  المقاومة على الدوام، حارسة الحلم ونقطة ارتكاز المقاومة ورأس حربة المشروع الوطني وموطن الفعل الأول والضمانة الحقيقية لتصويب مسار نضالنا  حتى وهي في أحلك ظروفها وأعمق أزماتها.

 رابعاً/ إعلان التعبئة الوطنية الشاملة لشعبنا الفلسطيني في كل مكان باعتبار أن المعركة طويلة الأمد، ومفصلية في تاريخ النضال الفلسطيني، تتطلب الثبات والصمود وتصعيد الفعل المقاوم لإفشال دعوات العدو باستكمال حربه عام ١٩٤٨ وارتكابه نكبة جديدة وتهجير جديد  بإطالة أمد الحرب مع استمرار ماكنة القتل والإبادة والتدمير، مع تصاعد وتيرة قصف المنازل والمؤسسات، لذلك نؤكد مرة أخرى أن هذه المعركة هي معركة الشعب الفلسطيني في كل أماكن تواجده ، في غزة والضفة والقدس والجليل والنقب كما في الشتات القريب والبعيد من أجل رحيل الإحتلال، وحق تقرير المصير وعودة اللاجئين، وإقامة الدولة الفلسطينية وعاصمتها القدس.

 خامساً/ إن هذه الملحمة البطولية التي تكتب بالدم الطاهر واللحم الحي والحلم الفلسطيني وبمآلاتها ويومياتها شكلت تهديداً وجودياً للكيان، وأحيت الأمل للفلسطينيين والعرب باستعادة مشروع تحرير فلسطين، وحطمت صورة تفوق الجيش الذي لا يقهر، وصورة جنوده السوبرمان الذين داست رقابهم أقدام المقاومة. المشهدية التي حفرت عميقاً في وجدان الشعب الفلسطيني والشعوب العربية، هو ما يدفعنا للتأكيد مجدداً أن لا عودة للوراء خصوصاً وأن كل المؤشرات تفيد بأن قرار الحرب على قطاع غزة  كان معداً مسبقاً لدوافع صهيونية وإمبريالية  للقضاء على قوة المقاومة وحسم الصراع بالمجازر والإبادة والتطهير العرقي، لتوجه المقاومة ضربة كبيرة للمشروع الاستعماري في المنطقة ولتوقف قطار التطبيع  في السعودية وتعيق وصوله إلى محطات جديدة، وكشفت طبيعة الكيان المتعدد الجنسيات كأداة وظيفية استعمارية، غير مسموح بانهياره أو فتح جبهات جديدة للحرب عليه، فكان الغرب الاستعماري هو من  يقود المعركة.

 سادساً/ ندعو إلى مواصلة التحركات الشعبية والجماهيرية على المستويين العربي والدولي، وأن يعلو صوت أنصار القضية والأحرار من المنظمات والقوى والدول الصديقة والحليفة والأحزاب اليسارية والتقدمية العربية والدولية. لعزل هذا الكيان والمطبعين معه وطرد ممثليه وتعرية وجهه البشع، وإدانة وتوثيق جرائمه العنصرية البغيضة وداعميه فاقدو الصفة الإنسانية، والنازية الجديدة، التي تقاتل بكل ما تحتويه ترسانة الموت العنصرية الغربية، والتصدي للحملة الإعلامية غير المسبوقة التي تعمل على ترويج الرواية "الإسرائيلية" الكاذبة. كمن يقايض ذنبه النازي بفلسطين، فالإجماع العنصري هذا لم يكن مجرّد انحياز لفظي، بل واكبته حملة من القمع البوليسي، في الدول الغربية. وشراكة عملية في تنفيذ الحرب، مما يتطلب وقفاً غير مشروط لحفل الجنون الاستعماري وكسر هذا العدوان الوحشي، وكشف المجازر المرتكبة بحق شعبنا وتضميد جراحه وتعزيز صموده، بحملة دولية لتقديم المساعدات الطبية والغذائية لشعبنا في قطاع غزة.

 سابعاً/ العدو يمارس القصف الجنوني لتحطيم المعنويات ولمعاقبة الحاضنة الشعبية للمقاومة وتحويل النصر 
إلى هزيمة، ومن أجل كسر الانتصار الذي تحقق بشعبنا وصموده وما أظهره الميدان في الفعل الفلسطيني المقاوم الذي أبدع منذ المرحلة الأولى، وأوقع خسائر عظيمة في صفوف الاحتلال، وكشف عن تقدم نوعي في بنية المقاومة وقدرتها. لدينا عظيم الثقة أن هذه المقاومة قادرة على تحقيق الانتصار، وصيانته  كتعبير عن المصلحة الوطنية العليا ومن خلال  استراتيجية وطنية تهدف إلى مراكمة  كل إنجاز وفعل ميداني وتحويله إلى انجاز في المجال السياسي،  والتركيز على أهمية  الانتصار المعنوي  والقدرة على الصمود والمقاومة رغم التضحيات الجسيمة، ،بما يفرض تحصين  هذا الإنجاز والانتصار من أي محاولات سياسية للالتفاف عليه بعقد صفقات تنال من هذا الإنجاز، ودفع شعبنا إلى اليأس و التنازل والركوع، ولفظ  الحاضنة الشعبية للمقاومة، وهو ما لم ولن يتحقق بفضل الإرادة الصلبة لشعبنا. 

 ثامناً/ يؤكد المكتب السياسي أن المعركة مستمرة والمقاومة مستمرة والهجوم البري سيكون هو الفيصل في صياغة التطورات القادمة، خصوصاً بعد سقوط فزاعة دولة الاحتلال التي تهشمت صورته ولن تعود كما كانت من قبل مهما فعلت من تدمير ووعيد وتهديد وانتقام، ولن تخفي حالة الهزيمة في جيشه وقيادته. فكل خطوة لجيشه على أرض غزة الملحمة والبطولة ستكون قبراً لجنده المهزوم. واستراتيجبة محور المقاومة واضحة وستكون شاملة ومن غير المسموح كسر المقاومة، والاستفراد بساحة من الساحات، ولن تفيده أساطيله وقواته المدمرة في المتوسط. 

 تاسعاً/  المعركة مع الاحتلال لم تنته بعد، لا صوت يعلو فوق صوت المقاومة، صوت وحدة الموقف الوطني وترجمته على الأرض، وميدانياً بالعمل المشترك، وبالخطاب الوطني الجامع والتأكيد على أن هذه المعركة معركة الشعب الفلسطيني بكل فصائله وأطيافه ومكوناته. وهذه هي حقيقة الصراع وما يتعرض له شعبنا منذ 75 عاماً" والتناقض الرئيسي هو مع الكيان الغاصب، الذي يمارس بحقنا كل اشكال الموت والطرد والترانسفير والاستيلاء على الأراضي، وإطلاق قطعان المستوطنين وقلع الأشجار، وهدم للبيوت، واعتقالات بالجملة للآلاف في سجون هذا الكيان الفاشي، حيث أن أكثر من 7000 آلاف أسير يتعرضون للتنكيل والبطش والحرمان من أبسط حقوقهم الإنسانية والقانونية وهم ينتظرون ساعة تحريرهم جميعاً بفارغ الامل.

 عاشراً وأخيراً / العدوان مستمر والمعركة مع الاحتلال لم تنته بعد، والتحديات والمسؤوليات كبيرة، ولنخوض معركة الحرية معاً، ولننتصر معاً، مصيرنا واحد ومستقبلنا واحد، عدونا واحد، إن ما هو قادم قد يكون الأشرس، لكن إرادة النصر عظيمة، وستسقط مشروع الإبادة الجماعية والتطهير العرقي والجميع مطالب بالانخراط بمعركة الشرف كل حسب قدرته وطاقته وظروفه.

Firstly: Saluting the heroic Palestinian people who resist the impossible as an example of the legendary love for their homeland, and by affirming their worth for life, dignity, survival and rootedness in the land, in the face of the Zionist invaders from the colonial NATO alliance that launches white phosphorus bombs and internationally banned weapons, which practice genocide and commit massacres. Against thousands of children, women and men in a scene that devastates humanity, and the destruction and devastation that has been brought to citizens’ homes and property, demolished over their heads in a systematic policy to exterminate our people in cities, villages and camps. 

 Secondly: A tribute of glory to all the martyrs, the elite of this people, its great leaders, and its resistance fighters, and to our giant children, the generals of courage and hope, dignity and steadfastness, and the honourable families who will remain immortal in the record of history, names that have not and will not be erased, and salutes to the medical staff in the hospitals, our white army of messengers of humanity and they are They fight death for the sake of life, and to the noble soldiers of truth in the media, the lens that chases the criminal and drops the masks from the face of the killer so that the conscience of humanity is awakened and the values ​​of truth, justice and humanity are awakened in this world. 

 Third: We salute the Palestinian resistance with all its factions as it regains the initiative and its ownership of the timing of the battle and the nature of the conflict with the occupation, which took it out of the circle of reaction and the conditions of engagement imposed on it, and refused to remain hostage to the daily serial daily violence in Jerusalem, which threatens to be swallowed, the West Bank divided by settlements, the besieged Gaza, and the exhausted interior. With organized crime, and in the face of the rabid racist substitutionary attack, there was nothing left for our people but resistance in all its forms. The heroic epic of the Al-Aqsa flood came to destroy the Zionist security theory and its dreams of annexation and expansion, and shook its army, and imposed a new equation, formulated by Gaza, the resistance that has always been the guardian of the dream, the fulcrum of the resistance, and the spearhead. The national project, the home of the first action, and the true guarantee for correcting the path of our struggle, even in its darkest circumstances and deepest crises.

 Fourth: Declaring the comprehensive national mobilization of our Palestinian people everywhere, considering that the long-term battle, and pivotal in the history of the Palestinian struggle, requires steadfastness, steadfastness, and escalation of resistance action to thwart the enemy’s calls to complete its war in 1948 and commit a new catastrophe and new displacement by prolonging the war while continuing the machine of killing and extermination. And destruction, with the escalation of the bombing of homes and institutions, so we affirm once again that this battle is the battle of the Palestinian people in all their places of presence, in Gaza, the West Bank, Jerusalem, Galilee, and the Negev, as well as in the near and distant diaspora, for the sake of the departure of the occupation, the right to self-determination, the return of refugees, and the establishment of a Palestinian state. Its capital is Jerusalem.

 Fifth: This heroic epic, which is written with pure blood, living flesh, and the Palestinian dream, and its implications and diaries, constituted an existential threat to the entity, and revived hope for the Palestinians and Arabs to restore the project of liberating Palestine, and destroyed the image of the army’s invincible superiority, and the image of its superman soldiers whose necks were trampled by the feet of the resistance. The scene, which was deeply engraved in the conscience of the Palestinian people and the Arab peoples, is what prompts us to reaffirm that there is no turning back, especially since all indications indicate that the decision to war on the Gaza Strip was prepared in advance for Zionist and imperialist motives to eliminate the resistance force and resolve the conflict with massacres, extermination and ethnic cleansing, to direct the resistance. A major blow to the colonial project in the region and the halting of the normalization train in Saudi Arabia and hindering its arrival to new stations. The colonial West was the one leading the battle.

 Sixth: We call for the continuation of popular and mass movements at the Arab and international levels, and for the voices of the supporters of the cause and the liberal organizations, forces, friendly and allied countries, and leftist and progressive Arab and international parties to be louder. To isolate this entity and those normalizing with it, expel its representatives and expose its ugly face, condemn and document its hateful racist crimes and its inhuman supporters, and neo-Nazism, which fights with everything contained in the Western racist arsenal of death, and to confront the unprecedented media campaign that works to promote the false “Israeli” narrative. Like someone who trades his Nazi guilt for Palestine, this racist consensus was not just a verbal bias, but was accompanied by a campaign of police repression in Western countries. And a practical partnership in implementing the war, which requires an unconditional end to the colonial madness, breaking this brutal aggression, exposing the massacres committed against our people, healing their wounds, and strengthening their steadfastness, with an international campaign to provide medical and food aid to our people in the Gaza Strip.

 Seventh: The enemy is practicing insane bombing to destroy morale, to punish the popular incubator of the resistance, and to turn victory into defeat, and in order to break the victory achieved by our people and their steadfastness, and what the field demonstrated in the Palestinian resistance action, which was creative from the first stage, and inflicted great losses on the ranks of the occupation, and revealed qualitative progress. In the structure and capacity of resistance. What is coming may be the fiercest, but the will for victory is great, and it will bring down the project of genocide.
