COLOMBO: The Trincomalee-based Social Development and Research Organization (SDRO) has demanded the establishment of a separate province for Tamils in Eastern Sri Lanka in case it is not possible to re-unite the Northern and Eastern Provinces to form a single Tamil-majority North Eastern Province.

At  meeting with the Public Representation Committee on the new constitution at Trincomalee on February 24, SDRO Executive Director A.Jathindra said that it is necessary for the three communities in the Eastern Province, namely the Tamils, Muslims and Sinhalese, to have separate provinces. He argued that the three communities, which have had a history of conflict, can strike fair deals with each other only when they interact as equals. Territorial autonomy will assure equality.

The Northern and Eastern Provinces were merged following the India-Sri Lanka Accord of 1987 to form a single Tamil-majority province. The Muslims opposed it on the grounds that they would lose power, but did not try to annul it. However, a Sinhalese nationalist group filed a case in the Supreme Court against the merger. In 2006, the court ordered de-linking on the grounds that the way the merger took effected was illegal.

In the separated Eastern Province, the Tamils see themselves as being disadvantaged because they can be marginalized if the Muslims and Sinhalese unite.

On the question whether the new constitution should be “federal” or “unitary”, the SDRO said that nomenclature is not important. What is essential is to ensure that the powers devolved to the provinces are not taken away. It stressed the importance of giving powers over land and added that the provinces must be given powers to get investors without going through Colombo. While seeking police powers, the sDRO said that the Central government need not fear and quoted former President Chandrika Kumaratunga as saying that even at the height of Tamil militancy, no Tamil police or army man had defected to the rebels.

On the question of state religion, the sDRO said that it has no objection to primacy being accorded to Buddhism, but the constitution should explicitly say that it will protect the rights of other religions also. At present, the government  rushes to the help of a Buddhist temple if its lands are grabbed, but turns a blind eye to encroachments on Hindu temple lands.

The ceasefire in Syria brokered by the US and Russia will last no more than a few days according to the opposition coalition, which warned if the ceasefire failed another will not be established. Citing an airstrike that happened less than an hour after the ceasefire came into effect on 27 February, vice president of the National Coalition of Syrian Revolution and Opposition Forces, Nagham Ghadri, said there was no belief that Russia and the Syrian regime would uphold the deal.

"We told the US we don't think Russia and the regime will make it happen," she said in an interview with IBTimes UK. "It will happen for a day or maybe two, but at 12.30, just half an hour after the ceasefire was agreed, they came back. The ceasefire won't last more than a few days."

The Syrian war has caused millions of people to flee their homes, seeking refuge in camps in Syria and neighbouring countries. Many have made the perilous journey to Europe in search of safety.

While both Iran and Russia are backing the Syrian regime and president Bashar Al Assad, Western countries, Arab states and Turkey have sided with the rebels aiming to overthrow him, although both sides are united in their fight against Isis.

And a ceasefire, while beneficial, particularly to those civilians suffering bombardment from airstrikes, will not mean an end to the desire of opposition forces to rid Syria of the regime.

"What the world needs to understand is that you have groups that said yes to a ceasefire, these are groups that are seeking peace, but we won't give up our revolution, we won't give up our goal to knock down this regime," Ghadri said. "If this ceasefire doesn't succeed, it won't happen again. So it is important that pressure is put on the regime and Russia to comply with it."

The ceasefire is intended to last for six months, with Syrian opposition agreeing to a two-week trial period, during which peace talks will be conducted.It is also an opportunity for humanitarian aid to reach people who have been cut off by local government and Russian attacks, many of whom are believed to be suffering from chronic food shortages.

 A cessation of hostilities in Syria came into effect at the agreed time of midnight on Saturday (2200 GMT Friday) under a U.S.-Russian plan which warring sides in the five-year conflict have said they would commit to.

A monitoring group said shortly after midnight that across most of western Syria fighting appeared to have stopped, with isolated incidents of fire in some areas.

Damascus and its ally Russia, as well as a range of insurgent groups fighting against them, had said they would commit to the plan.

The truce does not apply to Islamic State and al Qaeda affiliate the Nusra Front, and the Syrian government and Moscow have said they will not halt combat against those militants.

The United Nations unanimously demanded late on Friday that all parties to the conflict comply with the terms of the plan.

Fighting had raged across much of western Syria right up until the agreement came into effect, the Britain-based Syrian Observatory for Human Rights said.

Shortly after midnight, there was calm in many parts of the country, it said.

"In Damascus and its countryside... for the first time in years, calm prevails," Observatory director Rami Abdulrahman said.

"In Latakia, calm, and at the Hmeimim air base there is no plane activity," he said in reference to the Latakia base where Russia's warplanes operate from.

On Friday at least 40 government soldiers and allied fighters, and 18 insurgents were killed in battles and air strikes in Latakia province, the Observatory reported.

Also in the hours before the halt, six people died in an air raid in western Aleppo province, it said. Near Damascus, dozens of air raids hit besieged Daraya suburb. Rescue workers said at least five people were killed in Douma northeast of the capital.

U.N. APPEAL FOR PEACE TALKS

Nusra Front on Friday called for an escalation in fighting, urging insurgents to intensify their attacks in a call that added to the dangers facing the fragile agreement.

Under the measure, which has not been signed by the Syrian warring parties themselves and is less binding than a formal ceasefire, the government and its enemies were expected to stop shooting so aid can reach civilians and peace talks begin.

Aid has been delivered to some besieged areas of the country this year in a series of localised agreements, but the United Nations demands unhindered access to all Syrians in need of help.

Peace talks collapsed earlier this month before they began, and Damascus and Moscow intensified assaults in the north and northwest of the country.

Moscow's intervention in the war in September with an air campaign has helped Assad's forces and their allies recapture territory, notably in Aleppo and Latakia provinces.

Rebels have advanced elsewhere including in Hama province, but fighting has largely tipped in favour of Damascus, which is also backed by Lebanese Hezbollah and Iranian fighters.

Saudi Arabia, which supports insurgents, has said it is willing to send its forces into Syria to fight Islamic State, and Turkey, another Assad opponent, wants ground troops deployed but has denied plans for unilateral action.

Friday's U.N. resolution urged the government and opposition to resume talks, renewing a call to end a war in which most regional and world powers are involved.

U.N. Syria envoy Staffan de Mistura said he intends to reconvene talks on March 7 provided the halt in fighting largely holds.

The Syrian government has said the cessation plan could fail if foreign states supply rebels with weapons or insurgents use the truce to rearm.

The main Saudi-backed opposition alliance, which has deep reservations, said it would accept it for two weeks but feared the government and its allies would use it to attack opposition factions under the pretext that they were terrorists.

The U.S.-backed Kurdish YPG militia, which is battling Islamic State in the northeast and Turkish-backed rebel groups in the northwest, said it would abide by the plan, but reserves the right to respond if attacked.

இந்தச் சம்பவம் தொடர்பில் காவல்துறையினர் விசாரணைகளை மேற்கொண்டு வருவதாகக் கூறிய போதிலும், இதுவரையில் எவரும் கைது செய்யப்படவில்லை.

இது தொடர்பில் அந்தச் சங்கம் விடுத்துள்ள அறிக்கையில் மேலும் குறிப்பிடப்பட்டுள்ளதாவது,

'எமது பிரதேசங்களில் நடைபெறும் வன்முறைகளுக்கும், கொடுமைகளுக்கும், அரக்கத்தனங்களுக்கும் இதுவரை எந்த நீதியும் கிடைத்ததில்லை. அஹிம்சை வழியில் நாம் செய்கின்ற எந்த எதிர்ப்பு நடவடிக்கைகளும் இதுவரை பயன் தந்ததில்லை.

மேலும் ஹரிஸ்ணவிக்கு நீதி கோரி மேற்கொள்ளப்பட்ட ஆர்ப்பாட்டத்தில் வெளியிடப்பட்ட அறிக்கையில் தெரிவிக்கப்பட்டுள்ளதாவது,

ஆனாலும் அண்மைக் காலங்களில் சிறுவர்கள் மீதான துஸ்பிரயோகங்கள் அதிகரித்து வருவதானது எல்லோரையும் அச்சத்தில் ஆழ்த்தியுள்ளது சிறுவர்களை பாடசாலைகளுக்கும், வெளியிடங்களுக்கும் அனுப்புவதற்கு பெற்றோர்களும், பாதுகாவலர்களும் அதிகம் அச்சப்படக் கூடிய சூழல் இன்று ஏற்பட்டுள்ளது.

சிறுவர்களுக்கு எதிரான கொடூர பாலியல் வன்புணர்வுகளும், அதன்பின்னரான கொலை சம்பவங்களும் அதிகம் பதிவாகிய வண்ணம் உள்ளன. இதில் மிகவும் கண்டனத்திற்கும், அனைத்து சமூகத்தினரினதும் கொந்தளிப்புக்கும் உட்பட்ட விடயமாக யாழ் மாணவி வித்தியாவின் கொலை. அதனையடுத்து கொட்டகதெனிய சிறுமி சேயா சந்தவமியும், தற்போது வவுனியா மாணவி ஹரிஸ்ணவியும் என சிறுவர்கள் பாலியல் வன்புணர்வுக்குப் பின் கொலை செய்யப்படுவது தொடர் கதையாய்  தொடர்கிறது.

திருகோணமலை சம்பூரில் பாதுகாப்பு வலயப் பிரதேசத்தில்,  பாலியல் வன்புணர்வின் பின் கொலை செய்யப்பட்டு கல்லில் கட்டபட்டு கிணற்றில் வீசப்பட்ட ஆறு வயது சிறுவன்

மேலும் திருகோணமலை சம்பூரில் ஆறு வயது சிறுவன் பாலியல் வன்புணர்வின் பின் கொலை செய்யப்பட்டு கல்லில் கட்டபட்டு கிணற்றில் போட்ட சம்பவமும், 10 வயது சிறுவன் ஒருவனை அத்துருகிரிய பகுதியில் படுகொலை செய்துள்ள சம்பவமும், பொலனறுவை மன்னம்பிட்டிய பகுதியில் 9 வயது சிறுமியை 3 பேர் பாலியல் வன்புணர்வுக்குட்படுத்தியமை என சொல்லிக் கொண்டே போகும் அளவுக்கு நிலைமைகள் மோசமாக்கியுள்ளது.

இந்த நிலைமை இலங்கையில் நாளுக்கு நாள் அதிகரித்த வண்ணம் உள்ளமை எல்லோரினதும் மத்தியில் அச்சத்தினை தோற்றுவித்துள்ளது. இன்று சிறுவர்களுக்கு எதிரான பாலியல் தொல்லை வன்புணர்வு,ஆபாச படங்களை காட்டுவது, ஏமாற்றுதல், கடத்தல், கொலை செய்தல் போன்ற கொடூரங்கள்  சர்வசாதாரணமான நிகழ்ந்து கொண்டிருக்கின்றன.

ஆனால் இவற்றை கட்டுப்படுத்துவதில் அரச செயற்பாடுகள் திருப்தி அளிப்பதாக இல்லை. இவ்விடயங்களில் அரசாங்கம் அசமந்த போக்கிலேயே செயற்படுகிறது.

நாட்டில் சிறுவர் துஸ்பிரயோகத்தினை தடுத்து நிறுத்த எத்தனையோ சட்டங்கள் கொண்டு வரப்பட்ட போதும் அச்சட்டங்கள் கடுமையானதாக இன்மையால் இவ்வாறான சம்பவங்களை கட்டுப்படுத்த முடியாத நிலையில் நாட்டின் சட்டமும், பாதுகாப்பும் காணப்படுகிறது.

நாளை எம் சமூகத்தின் தலைவர்களையும், தலைவிகளையும் பாதுகாக்க இன்றே அணிதிரளுங்கள்!. 

சிறுவர்கள் மற்றும் பெண்களுக்கு எதிரான வன்முறைகளை தடுக்கவிழிப்படையுங்கள்! 

ஹரிஸ்ணவியோடு பெண்கள், சிறுவர்கள் மீதான இந்த கொடூரங்கள் முடியட்டும்!

Tension crops up at Thotalanga with the removal of unauthorised constructions

Police say that the group that had launched a protest at Thotalanga last night against the removal of unauthorized constructions continue to demonstrate on both sides of the road.

The agitation is causing heavy traffic congestion at the Baseline Road and several roads around Borella.

last night people continued to engage in the protest obstructing the Japanese Friendship Bridge travellers.

The Urban Development Authority had begun removing unauthorized houses constructed on the Thotalanga – Fergushion Road yesterday.

While more than 200 unauthorised houses have been constructed, the UDA said that about an year ago, occupants had been asked to evacuate their houses.  

It was in accordance with this that the UDA launched the demolition and removal of these houses yesterday.

A tense situation cropped up with the residents in the area staging a protest against the evacuation.

The police STF  was also deployed to control the situation.

Greed and need at heart of Thotalanga evictions

The government tried to explain why it sent in dozers to demolish scores of makeshift homes amid scenes of shrieking women confronting police, explaining most of the residents had other homes.

Almost 350 residents of unauthorised homes built down Ferguson Road, Thotalanga, an area known as Kajima Watte, were evicted by the Urban Development Authority (UDA) this week amidst disputed claims that authorities had given prior notice.

One of those evicted, 29-year-old Inoka Perera described how backhoes and bulldozers had broken through the shanties that contained their belongings, and claimed at least two children had been injured and taken to hospital.

She said her family had previously been evicted from the nearby Henmulla Nawa Niwasa and taken up residence in Kajima Watta.

“We shifted from Henmulla Nawa Niwasa to Kajima Watte because the authorities asked us to,” she claimed. “They should have told us not to set ourselves up here. One needs about Rs 75,000 to Rs 80,000 to build a house.”

Basir Rajabdeen, 37, a father of four, said the families’ belongings had been crushed and buried when the houses were bulldozed.

 “They demolished all our furniture. We have no way to send our children to school because all their books, clothes and schoolbags were destroyed. We have no money to buy new items,” he said.

Mr. Rajabdeen complained that although he had voted for the United National Party no ministers had visited the evicted families.

“I accept that we settled down in this house illegally but we had lived here for two years. The government should give us alternative housing as we are citizens,” another resident, Akila Suminda said.

The government said it would continue to provide housing to low-income families but, Secretary to the Ministry of Megapolis and Western Development Nihal Rupasinghe warned, “No-one will be allowed to take government property without authorisation”.

There are about 68,000 families lving in unauthorised buildings in Colombo. The State has relocated 5,000 of them so far in new housing complexes.

People who had been given housing, have rented them out and returned to their unauthorised shanties, the government said.
Mr. Rupasinghe warned the government would seize any dwellings that had been rented out in the housing complexes, saying residents had been warned not to do this.

Almost everyone who had been living at Kajima Watte had rented out homes given to them by the government, Brigadier Ranjith Samarasinghe of the UDA pointed out, adding that these people were not eligible for more housing units.

While some had rented out their free homes others had left a couple of family members in the new dwelling and returned to the condemned shanties in the hope of obtaining more housing.

Their friends and relatives had also come to the area, occupying a huge expanse of marshland, Brigadier Samarasinghe said.
Families who had been living in slum homes of more than 700 square feet had been granted two housing units of 550 square feet each.

“We evacuated 280 families from sites in Madampitiya, Borella and Thotalanga and gave them flats, but after the election, due to some political interference, around 70 families in January 2015 came back to their old homes and in December 2015 more families came back to settle illegally. Thus again 280 families came back to the place from where they were before being given housing,” he said.

“The UDA has provided 5,000 housing units in seven places: Dematagoda, Wellawatte, Bloemendal, Borella, Madampitiya, Salamulla and Thotalanga.”

The evicted residents’ protests this week in Thotalanga caused long delays for traffic, with one person saying her family missed an international flight due to the holdup.

Commuter Nadeesha Wijeyasooriya, who travels from Kelaniya to Kollupitiya for work, said she had only reached home at 11pm on Tuesday as she had had to get down from her bus and walk for several kilometres.

Defending police action to expedite the evictions, police spokesman SSP Ajith Rohana said, “If we had followed a different method of action, an unfortunate incident would have taken place that would have been worse than the traffic congestion.”
