Greek Farmers Intensify Blockades

The Greek farmers unions have decided to intensify blockades during the weekend and for an indefinite period of time, while tractors filled the main roads of Thessaloniki stopping traffic.

Several key points of Greece’s main thoroughfares will be blocked for several hours during the weekend as farmers continue to protest the new tax and security fund measures. On Friday, the national highway is blocked at Tempi — a key point in the center of the country connecting northern and southern Greece —  from 10 am to 10 pm. On Saturday, Tempi will be completely blocked of farmers from noon until 10 pm.

Other key points along national highways that will be closed indefinitely are Kerdyllia, Niseli, Chrysoupolis, Nikaia and Isthmus. Also, checkpoints at Promahonas and Kipi on the border with Bulgaria will remain closed indefinitely. Farmers allow only a few trucks to cross on special occasions.

On Saturday, blockades in crucial points will be in effect from noon until noon on Sunday. At the moment there are 62 roadblocks across Greece.

Farmers will keep the Athens-Thessaloniki motorway at Kastro closed on Saturday from noon until midnight.

Moreover, farmers from the region of Fthiotida will block the Athens-Thessaloniki motorway as well as the regional roads at Atalanti and Anthili from noon to 2 pm and on Saturday from noon until midnight. They will also close the old national highway from noon to 2 pm and from 7 pm to 10 pm on Friday and on Saturday from noon to until midnight.

In Peloponnese, farmers remain along the main roads without interrupting traffic. However, the farmers said they will escalate their mobilizations and will close the Corinth-Tripolis motorway at Nestani on Friday at midnight.

Sri Lanka has to trim budget deficit urgently: IMF

ECONOMYNEXT - Sri Lanka has to trim its runaway budget deficit "urgently" to and raise more taxes, the International Monetary Fund said, as the central bank continued to print money to accommodate state spending, driving credit up and pressuring the currency.

An IMF mission that ended a visit to Colombo on February 05 said the budget deficit is likely to overshoot the target and the economy was at risk from the gap and the need to borrow from domestic and foreign markets.
"The mission has advised the government to urgently make a stronger effort to narrow the fiscal deficit and put the public finances on a sustainable path," a statement said.

In 2015 the budget deficit is estimated to have topped 7 percent of gross domestic product.

Sri Lanka has to focus on broadening the tax base and simplifying and making an equitable tax system and improve tax administration.

The budget for 2016 raised personal income threshold taking many rich people out of the tax net but has started raising protectionist taxes.

Sri Lanka has said it is seeking a loan from the IMF this year.

"Despite the narrowing of the current account, capital outflows have intensified and the overall balance of payments deteriorated," the IMF mission said.

"These outflows were accompanied by downward pressure on the rupee and a decline in central bank gross foreign exchange reserves mainly due to short-term capital outflows as experienced in many emerging markets."

Analysts using classical economic approach had already forecasted that capital outflows or a reduction in net inflows on the financial account will lead to a contraction of the current account deficit.

But money printing by the Central Bank (purchase of domestic assets to extend central bank credit to the banking system) will lead to reserve losses and also currency depreciation if the printed money is not mopped up through currency defence, they warned early last year.

No benefit also could be expected to come from falling oil price of retail prices were cut, as the increase in disposable income will lead to non-oil imports either through direct consumption or through credit if the money is saved.

The IMF claimed that monetary policy was tightened at the end of the year (through a reserve ratio hike) but analysts have said that continued money printing would nullify any effect and the rupee would continue to come under pressure.

The rupee has fallen 9 percent over 2015 and the IMF said the central bank had allowed market forces to work more.

An attempt to float the rupee failed in September 2016, as no attempt was made to fix the deficit or raise interest rates high enough to curb consumption and allow the budget to be financed without printing money.

Data showed that in December forex reserves fell by a billion US dollars to 6.3 billion dollars.

“These imbalances are also set against an increasingly less benign external environment," the IMF said.

"Key risks for emerging market and developing economies relate to a weaker global growth environment, market volatility, declining commodity prices, and tighter external financing conditions in the context of global rebalancing''. 

"Set against such risks, the mission emphasized the urgent need for Sri Lanka to bolster its economic defenses.

Sri Lanka's current cycle of economic problems started with a revised 2015 budget in January which raised state salaries and subsidies and was worsed by a policy rate cut in April adding monetary fuel to the fiscal fire.

Sri Lanka has a so-called soft-pegged monetary arrangement - where the central bank tries to control the exchange rate while printing money - since 1951 and the country has got into balance of payments trouble form 1952. (Colombo/Feb05/2016)

Sri Lanka faces alarming disparity in income equality: Poll

The latest nationwide survey conducted by TNS Lanka, for business magazine LMD, reveals that a massive majority (82%) of those polled feel that wealth distribution in Sri Lanka is inequitable, while 10% dispute this claim and 8% are unsure.

Respondents say that the gap between the rich and poor continues is as wide as ever, with only 7% saying it as ‘fair’ – a whopping 86% disagree with this view and another 7% remains on the fence. However, over the need to do more to reduce and alleviate poverty, there is a greater degree of unanimity among respondents, at 92%. Slightly over half (55%) the respondents feel that those who work hard earn decent wages, while 30% say that salary levels are disproportionate.

Wealth distribution is unequal across the world, according to 86% of those polled, while a mere 2% feel otherwise.

LMD reports that citizens propose a number of ways to bridge the gap between Sri Lanka’s rich and poor: 20% suggest donating to the poor, while a somewhat similar number (18%) want people to work harder to amass wealth.

A spokesperson for the magazine also notes that “about 12% of those polled want the surety that everyone receives a decent salary, while 11% call for an increase in job opportunities. Then there’s one-in-10 who feel that the wealthy should help the poor.”

U.N. top official’s visit not related to Geneva resolution: Colombo

Sri Lankan Foreign Ministry says visit would be in response to an invitation extended by the government in February 2015, many months before the adoption of the resolution.

This week’s visit by top United Nations official for human rights Zeid Ra’ad Al Hussein to Sri Lanka has nothing to do with the review of the implementation of the Geneva resolution, according to the Sri Lankan government.

Mr. Al Hussein, United Nations High Commissioner for Human Rights, will be here in the country during February 6 - 9.  It was he who told the media in September that “our investigation has laid bare the horrific level of violations and abuses that occurred [during the final stages of the civil war] in Sri Lanka.”

An official at his office in Geneva said a release, providing more details, would be issued shortly.  

In response to government’s invitation

Responding to queries by The Hindu, Mahishini Colonne, spokesperson of the Ministry of Foreign Affairs, said the visit was in response to an invitation extended by the government in February 2015, many months before the adoption of the resolution by the United Nations Human Rights Council (UNHRC) in October. This was on the lines of the previous Rajapaksa regime’s action of inviting Mr. Al Hussein’s predecessor, Navaneetham Pillay, who came to Sri Lanka in August 2013.

On the agenda of the U.N. official, the spokesperson, however, maintained that he had “no agenda.”

Commitment given by Sirisena

She recalled that at the time of the presidential election in January 2015, there was a commitment given (by Maithripala Sirisena) to people of Sri Lanka on good governance and the protection of human rights. “As part of the government’s willingness to work together with international community, the invitation was extended to him,” she explained.

Mr. Al Hussein’s visit will take place at a time when the public discourse in Sri Lanka has again turned to the Geneva resolution.

On Monday, Prime Minister Ranil Wickremesinghe told a seminar, organized by the Commonwealth Secretariat and Commonwealth Parliamentary Association (CPA), that the government was not deviating from the Geneva resolution in any way and the government had been “implementing” it.  He added that the country “is now in the process of ensuring that human rights will never become an issue again and democracy is further strengthened.”

On February 1, Assistant U.S. Trade Representative for South Asia Michael J. Delaney visited Colombo and met with government, trade, and business officials ahead of the upcoming Trade and Investment Framework Agreement (TIFA) talks in Washington.  Delaney met with Minister of Development Strategy & International Trade Malik Samarawickrema and representatives from the Ministry of Foreign Affairs, the Ministry of Public Enterprise Development, the Board of Investments, the Department of Commerce, and the Prime Minister’s office to discuss ways to increase trade and investment.
