Moscow: In what appears to be a concern not only for the United States of America, but also for countries in Asia, the Taliban has been extended a friendly hand by Russia amid a global outcry over the insurgent group’s return to power in Afghanistan.

Russian President Vladimir Putin’s special representative to Afghanistan informed on Thursday that the country will invite representatives of the Taliban for international-level talks in Moscow on October 20.

However, representative Zamir Kabulov did not reveal further details of the talks, according to news agency Reuters.

Moscow had in March hosted an international conference on Afghanistan, which was attended by Russia, the United States, China and Pakistan. They had then issued a joint statement calling for the warring Afghan sides – government and insurgents – to arrive at a peace deal and check violence.

It had also urged on the Taliban to not launch any offensives anytime soon.

However, with the United States and its allies later withdrawing their troops after 20 years of intervention in the Central Asian country, the Taliban seized the opportunity to take down the Ashraf Ghani government in a lightning advance, bring down Kabul in a blitzkrieg.

Russia, meanwhile, is concerned about the ripple effects of this fallout that could have a far wider impact in the region and the possibility of Islamist militants infiltrating former Soviet strongholds, which Moscow sees as its defensive buffer down south.

With the brisk Taliban takeover, Moscow rushed in with military exercises in Tajikistan and augmented its ammunition at the military base there.

Ashish Mishra was named in a first information report (FIR) following allegations that he was in one of the vehicles that mowed down farmers protesting against UP deputy chief minister Keshav Prasad Maurya's visit on Sunday.

In photos posted by the ANI news agency, it was seen that the UP police has already started making preparations to tighten the security in Lakhimpur Kheri police lines, ahead of Ashish Mishra's expected appearance before the cops today.

Ashish Mishra, the son of Union minister of state (MoS) of home affairs Ajay Mishra ‘Teni’, is expected to appear before the Uttar Pradesh police at 11am on Saturday for questioning in connection with the incident where eight people lost their lives. 

Ashish Mishra was previously summoned as a witness, not an accused, by the police on Friday but he failed to appear before them. MoS Teni later said his son was unable to report to the police due to ‘health reasons’. After this, the UP police pasted 

a fresh notice outside the minister's residence asking his son Ashish Mishra to appear before them for questioning on October 9.

U.S. Senate approves temporary lift of debt ceiling, averts default

 WASHINGTON, Oct 7 (Reuters) - By Richard Cowan and Makini Brice

The U.S. Senate approved legislation on Thursday to temporarily raise the federal government's $28.4trillion debt limit and avoid the risk of a historic default this month, but put off until early December a decision on a longer-lasting remedy.

The Senate voted 50-48 to pass the bill following weeks of partisan fighting. Earlier, 11 Republicans voted in favor of a procedural vote allowing the bill to proceed.

The Senate-passed bill now goes to the House of Representatives, which needs to approve it before President Joe Biden can sign it into law. The House will hold a vote on the bill on Tuesday, according to the office of the No. 2 House Democrat, Steny Hoyer.

"President Biden looks forward to signing this bill as soon as it passes the House and reaches his desk," White House press secretary Jen Psaki said in statement on Thursday.

"As we approach the coming months, we hope that even more Republicans will join Democrats in responsibly addressing the debt limit instead of choosing default or obstruction."

The $480 billion increase, which would lift the debt limit to $28.9 trillion, is expected to be exhausted by Dec. 3, the same day that funding for most federal programs expires under a stop-gap measure passed earlier this month following another partisan standoff.

That means that over the next eight weeks, the bitterly divided Congress will have the twin challenges of finding a middle ground on agency spending through September 2022 -- ranging from education and foreign aid programs to immigration enforcement and airport security -- and avoiding yet another debt limit meltdown.

The vote followed a months-long standoff that brought the nation close to the Oct. 18 date that the Treasury Department forecast as when it would no longer be able to meet its obligations.

"Republicans played a dangerous and risky partisan game and I am glad that their brinksmanship did not work," Senate Majority Leader Chuck Schumer said after the vote.

The plan emerged on Wednesday after top Senate Republican Mitch McConnell said Republicans were open to a temporary hike after twice blocking Democrats' attempts to raise the cap. That offer came after Biden raised the possibility of bypassing the Senate's filibuster rule requiring 60 of the 100 members to agree on most legislation.

Not all Republicans were happy with McConnell's move, and it took long negotiations behind closed doors to secure enough Republican votes to advance the measure.

"This is a complete capitulation," said Republican Lindsey Graham.

Earlier in the day, news of the negotiations drove Wall Street's main stock indexes to end sharply higher in a broad-based rally. In a sign of bond market relief, the yield on one-month Treasury bills fell to the lowest point since Sept. 8 as investors deemed that the risk of default had eased. read more

RECONCILIATION

Washington's debt limit troubles are unlikely to be resolved with passage of the short-term increase.

McConnell is still expected to insist that the next increase in December be achieved through the time-consuming "budget reconciliation" process, which would allow for passage without any votes from his party.

Doing so could bolster Republican candidates in the 2022 congressional elections as they try to burnish their credentials as fiscal conservatives - even though most of them previously supported an array of measures passed during Republican Donald Trump's administration that jacked up U.S. budget deficits.

Democrats have adamantly rejected using the reconciliation process, although they have used it to pass some of Biden's other priorities, saying that in this case it is too unwieldy and would establish a bad precedent.

Referring to the deal providing a debt limit reprieve until December, McConnell said in a Senate speech: "Now there will be no question. They'll (Democrats) have plenty of time" to pass the next increase using reconciliation.

Democrats had been trying to pass legislation that would have raised the debt limit through the end of 2022, which Republicans blocked.

While the deal relieves debt ceiling pressures for now, it adds to the high-stakes, partisan battles Congress will wage through the end of the year.

Democrats want to pass two massive spending bills that make up much of Biden's domestic agenda in the coming weeks, including a multi-trillion-dollar social policy package to be passed by reconciliation and a $1 trillion bipartisan infrastructure bill.

But by late November, their attention will have to return to funding the government and again avoiding the debt ceiling.

Sri Lanka’s central government debt had climbed to 104 percent of gross domestic product by June 2021

 

ECONOMYNEXT – Sri Lanka’s central government debt had climbed to 104 percent of gross domestic product by June 2021 from 101 percent in December 2020, based on the latest national income estimates and debt data.

Sri Lanka’s nominal GDP for the 12 months ending June was 15.9 trillion rupees, while total debt had grown to 16.56 trillion rupees.

Foreign debt in rupee terms went up to 6.63 trillion rupees, from 6.0 trillion rupees, despite a net pay back of rupees as the rupee fell.

A falling rupee tends to make foreign debt rise, though the GDP can also inflate later as the currency falls.

The increase in central government debt does not take into account the fall in foreign reserves which makes net debt go up. 

Sri Lanka’s central bank has also been entering into swaps taking on additional debt.

When central government loans are repaid with central bank swaps, debt is effectively transformed from the Treasury to the central bank balance sheet.

Sri Lanka has seen net foreign debt rise whenever money was printed to keep down rates, triggering forex shortages and the country loses the ability to settle loans using current external receipts.

The phenomenon was seen in 2015/2016, 2018 and 2020, analysts have shown.

Sri Lanka got the ability to print money after a domestic operations department was set up in the newly created Latin America style central bank in 1950.

Sri Lanka’s national debt has grown steadily under so-called revenue based fiscal consolidation where cost-cutting (state-austerity) was discouraged, spending to GDP was ratcheted up and the burden of higher spending was passed on to productive sectors.

Classical economists call the attempt achieve budget balance by raising taxes the ‘statistical’ methods.

“This alternative is beset with pitfall,” classical economist B R Shenoy said in 1966 when Sri Lanka’s revenue to GDP was 20 percent and money was printed to cover what he called the ‘net cash deficit’.

“Past experience in Ceylon, which is in line with experience in virtually all parts of the world, is that in a democratic set up political and other pressures are heavily on the side of more and more spending by the government,” he said in great wisdom.

“When revenues increase, under the weight of these pressures, expenditures too increase to meet, or even exceed, revenue collections.

“There is a real danger that any program for increased revenue collections may be attended by a corresponding increase in the consumption expenditures of the government, and little may be left of the additional revenues to cover budget deficits.

“Increased revenue collections under these conditions would militate against the paramount need to step up national savings.”

Predictably under the revenue based fiscal consolidation debacle, spending to GDP was ratcheted up from 17 percent of GDP to close to 20 percent as taxes were collected from productive sectors and channeled to as higher state salaries to an expanding state worker cadre and subsidies. In his recently published book on reporting 40 years from the United Nations, our special correspondent Thalif Deen, often called Sri Lanka’s ‘permanent ambassador’ to the world body, writes; “Come September, Sri Lankan Presidents or Prime Ministers routinely visited New York to address the annual sessions of the UN”.

The Bandaranaike family had three members address the UN General Assembly (UNGA), a record parallaled only by the Nehru family of India. Now Sri Lanka has two brothers who have addressed it. There were a few exceptions though. Presidents D.B. Wijetunga and R. Premadasa never bothered. President J.R. Jayewardene — “Yankee Dicky” to his political opponents — never even stepped in to meet the UN Secretary General when he was in New York during a state visit to the US.

Mr. Deen relates a story of President Jayewardene’s brother, H.W., when he was in Geneva at the United Nations Commission on Human Rights during the northern separatist insurgency at home trying to upstage a resolution against Sri Lanka instigated by the West. The telephone rang at “Braemar’, the Ward Place residence of the President seeking instructions. Towards the tail-end of the conversation those in the hotel room in Geneva heard the Queen’s Counsel saying to his elder brother, the President; “Yes, Dicky, Yes, Dicky, No, Dicky, we can’t do that, Dicky”. Asked what President Jayewardene’s instructions were, they were told; “the President wants us to leave the UN”.

யாழ்ப்பாணம், அளவெட்டியைப் பிறப்பிடமாகக் கொண்டவர்  வர்ண ராமேஸ்வரன் அவர்கள். ஆரம்பக் கல்வியை அளவெட்டி சீனன்கோட்டை ஞானோதய வித்தியாசாலையிலும், பின்னர் உயர் கல்வியை தெல்லிப்பழை மகாஜனக் கல்லூரியிலும் கற்றார். 

சிறுவயதிலேயே வாய்ப்பாட்டு, பண்ணிசை, வீணை, வயலின் எனும் கலைகளைத் தமது தந்தையாரான 'கலாபூஷணம்' 'சங்கீதரத்தினம்' வர்ணகுலசிங்கம் அவர்களைக் குருவாக் கொண்டு கற்கத் தொடங்கியவர். பின்னர் மிருதங்கம், பியானோ ஆகிய வாத்தியக் கருவிகளையும் முறையாகக் கற்றுக் தேறிய பெருமைக்குரியவர்.

இலங்கை வானொலி மற்றும் தொலைக்காட்சிச் சேவைகளின் நிகழ்ச்சிகளில் இசைக்கலைஞராக இருந்து பல சிறப்பு நிகழ்ச்சிகளுக்கு இசையமைப்பாளராகவும் பணியாற்றிருந்தார். 

இலங்கை இந்து கலாசார அமைச்சினால் இசை நடன ஆசிரியர்களுக்கு என நடத்தப்பட்ட பயிற்சிப் பட்டறைகளை தலைமை தாங்கி நடத்தியிருந்தார்.

சென்னைப் பல்கலைக்கழகத்தில் இசை மேற்படிப்பை மேற்கொண்ட வர்ண ராமேஸ்வரன், தமிழகத்தின் முதன்மைக் கலைஞர்களில் ஒருவரான திருவாரூர் பக்தவத்சலம் அவர்களிடம் மிருதங்கத்தையும் இசை மேசை ரி.எம். தியாகராஜன் , கல்கத்தா கிருஷ்ணமூர்த்தி, ரி.வி கோபாலகிருஷ்ணன் ஆகியோரிடம் இசை நுணுக்கங்களையும் கற்றுத்தேறி, தமிழ்நாட்டில் பல இசைக்கச்சோிகளையும் நடத்திப் பலரதும் பாராட்டைப் பெற்றவர்.

தமிழீழ விடுதலைப் போராட்டத்தில் தம்மை முழுமையாக அர்ப்பணித்து  போராட்டத்திற்காக பல  விடுதலைப் பாடல்களைப் பாடியிருக்கின்றார். அதில் மாவீரர் நாளில் மட்டும் ஒலிப்பரப்பாகும் பாடலான `மொழியாகி எங்கள் மூச்சாகி நாளை முடிசூடும் தமிழ்மீது உறுதி` என்ற (ஈழப்புலவன் புதுவை இரத்தின துரையின்) பாடல், வர்ண ராமேஸ்வரானால் பாடப்பட்டது. அத்துடன் பல மாவீரர்கள் நினைவுப் பாடல்கள், போராட்ட வெற்றிச் சமர் பாடல்கள், நல்லை முருகன் பாடல்கள் என அவரால் பாடப்பட்ட பாடல்கள் பல எம்முன்னே இருக்கின்றன.

1997 ஆம் ஆண்டு தமிழர்களின் போராட்ட குணத்தை வெளிப்படுத்தும் புறநானூறு பாடல்கள் பலவற்றை நவீன இசையில் இசையமைத்து (இவருடன் வேறு நபர்களையும் இணைத்து) இசைநாடகமாக தமிழீழத் தேசியத் தலைவர் மேதகு வேலுப்பிள்ளை பிரகாரன் அவர்கள் முன் அரங்கேற்றி பாராட்டைப் பெற்றிருந்தார். இதில் அன்று இம்ரான் - பாண்டியன் படையணியின் போராளிகள் குறித்த இசை நாடகத்தில் பாடல்களைப் பாடி நடித்திருந்தார்கள்.

கனடாவுக்கு- ரொறன்ரோவுக்குப் புலம் பெயர்ந்த வர்ண ராமேஸ்வரன் அவர்கள் மிருதங்க, நடன அரங்கேற்றங்களுக்கு முன்னணிப் பாடகராக விளங்கினார். வர்ணம் இசைக் கல்லூரியை அவர் அங்கு உருவாக்கி பல நகரங்களில் இசை வகுப்புக்களை நடாத்தப்பட்டு வருகின்றன. குறிப்பாக வர்ணம் ஒன்லைன் இணைய இசைக்கல்லூரியை உருவாக்கி அதனை நிர்வகித்து வந்திருந்தார்.

அத்துடன் கனடாவில் தாயகப் போராட்டத்திற்கு வலுச்சேர்க்கும் `தாய்` அமைப்புடன் இணைந்து அன்றைய காலகட்டத்தில் நடத்தப்பட்ட பல போராட்டங்களுக்கான பல பாடல்களை இசையமைத்துப் பாடியுள்ளார் என்பது இங்க நினைவூட்டத்தக்கது.

அவர் வாழ்ந்த காலத்தில் தாயத்தில் தமிழீழ விடுதலைப் புலிகள் அமைப்புடனும் புலம் பெயர் நாட்டில் தாயகம் நோக்கிக் கனடாவில் செயற்பட்ட  தாய் அமைப்புடனும் இறுவரை நின்று போராட்டத்தை வலுவாக்கும் இசைத்துறை ஊடான தனது கடமைகளை  முடிந்தளவு செய்து தனது இசைப் பணிக்கு முற்றுப்புள்ளி வைத்துள்ளார். அந்தவகையில் எம்முன்னே வாழ்ந்த அந்த தேசப் பற்றாளனை நாமும் ஒரு கணம் நெஞ்சில் நிறுத்தி வணக்கம் செலுத்துவதே அவருக்கு நாம் செய்யும் இறுதி மரியாதையாகும்.
