Jayalalithaa disqualified from contesting elections for 10 years: Tamil Nadu issues notification

 AIADMK chief Jayalalithaa is disqualified from contesting elections for ten years, the Tamil Nadu government has said in a gazette notification.

"Consequent upon the conviction of Selvi J Jayalalithaa, Member of the Legislative Assembly, she stands disqualified for being a Member of the Tamil Nadu Legislative Assembly from the date of conviction, i.e., the 27th day of September, 2014 for the period of her sentence (four years)," the gazette notification dated November 8 read. It was issued by Speaker of the Tamil Nadu Assembly P Dhanapal. It also said that she "shall continue to be disqualified for a further period of six years since her release in terms of the existing Section 8 of the Representation of the People Act, 1951." The notification also said that Srirangam Assembly Constituency, represented by Jayalalithaa "shall be deemed to have become vacant from the date of her conviction," September 27.

Although media was given to understand on November 9 that a notification declaring Srirangam seat as vacant was issued, only today it has been officially released by the state government. Also, the details pertaining to disqualification has become known only today. Jayalalithaa was convicted and sentenced to four years in jail besides a fine of Rs 100 crore in a 18-year-old disproportionate assets case by a special court in Bangalore. She was released from jail in Bangalore on October 17 as per the Supreme Court order granting her bail in the case.

Once again Aluthgama was in the news last week with the reported clash between two groups. The latest incident was reported in the Pathirajagoda area in Dharga Town in Aluthgama on November 1. Two youths were reportedly admitted to hospital following the clash, while several persons have been taken into custody following the attack.

According to police, the clash had occurred when a group of Muslim youth were celebrating after a football match and making noise on the road, and a Sinhala youth on a bike had asked them to tone down their noise.

The latest incident, however, almost created the atmosphere for another communal clash like the one that took place in Aluthagama earlier this year when Sinhalese and Muslims clashed in the area.
The STF and the police were deployed promptly after the latest incident to prevent it from escalating into one like what was experienced earlier this year.

While the army has been playing a significant role in rebuilding the devastated buildings and houses following the previous clash, the commanding officer of the Security Forces Head Quarters West, Major General Ubaya Medawala took a personal interest in trying to defuse the tension and create a peaceful atmosphere for both communities to live amicably.

According to Maj. Gen Medawala, after the football match some youth were travelling on motor bikes and when they were crossing the Pathirajagoda temple area a Sinhala youth had said something to them which led to an argument followed by a clash. “In fact, I went to the hospital and I spoke to the injured youth and his parents. The mother and father were calm about the whole incident and they told me what was required was to ensure his safety and speedy recovery. The youth was subsequently released from hospital after treatment and he is recovering.”

General Medawala also addressed both communities of the Pathirajagoda village comprising of 185 families on Thursday and told them that they need to now let these petty differences go and live in harmony as these sort of hostilities would only lead to grief and mayhem between the two communities. A positive message and appealing campaign strategy would not work well without a credible messenger. Hence General Medawala highlighted the considerable role that can be played by the local religious and community leaders.

“I told the elders and the parents of both communities that they should take control of the actions of their children and make sure they are not allowed to loiter in places and get themselves into unnecessary situations. Then I addressed the chief priests of the temples in the area and also asked them to take all measures to prevent such communal disputes taking place. Now, however the situation is under control and everything is calm and quiet and back to normal. On Thursday I addressed the Muslim community and spoke to the elders both male and female as they are persons who have control over the youth and advised them as well. Representatives of the Aluthgama Development Fund and religious congress members as well as the ASP were present when I was addressing these parties,” he added.

At least two members from all 185 families attended this meeting which was a positive sign that these people are committed to resolving this issue. The fact that the parents have taken the initiative to take control over the behavior of their children is also a very positive sign.

Meanwhile, General Medawala assured these people that the army will also assist them in educating their youth and also providing them a safe and violence free area for them to live in a pleasant manner.

When asked to comment on certain reports that indicated that the monks at the Pathirajawela temple were affiliated to the BBS and that they had aggravated the dispute, Medawala said that there was no truth into these allegations. “In fact what had happened was that there were people gathered at the temple for religious observances and some had also come after the incident in order to know what had taken place. However, the whole incident was brought under control by around 11pm that same night. While the police are the main party that took charge of the security of the area and helped maintain law and order, I as the SF Commander for the area had to intervene and access the situation and work together with the police,” he said.

Meanwhile around 80% of the reconstruction and repair of the houses that were damaged in the previous spate of violence in Aluthgama and the reconstruction of commercial buildings have also been completed. However general Medawala said that three of these buildings that were damaged are still being evaluated in order to establish the extent of the structural damage. He said that once the report is received the military engaged in the reconstruction of the damaged houses will be able to decide if these three multi storied buildings are to be demolished and reconstructed or repaired in its current form.

Ceylon Finance Today: As the country worries over a possible shortage of US$ 1 billion foreign direct investments in 2016 for the anticipated economic gains, a senior minister claimed that if the government removed some of the restrictions, the Board of Investment would be able to attract more FDI and surpass targets.

Sri Lanka is in an ambitious journey of improving its GDP to US$ 100 billion by 2016 with a per capita income of US$ 4,000 by that time.

Minister of Investment Promotion Lakshman Yapa Abeywardena highlighted that the country's economy would be US$ 100 billion by 2016, and that foreign direct investment needed to improve and reach close to 5% to US$ 5 billion by that time.

However, the Board of Investment had predicted a shortfall of US$ 1 billion FDI's in 2016 to achieve the government's ambitious target.The BOI had claimed, FDI would reach only US$ 4 billion in 2016.

Minister Abeywardena, who previously tried to halt the recently introduced Land Law, after receiving several complaints from investors, said that if the government removed some of the obstacles his ministry and the country's investment promotion agency, the country would be able to achieve FDI goals.

Many investors both local and foreign had shown their disgust to the Ministry of Investment Promotion and several other ministries on the decision to restrict foreign ownership of land.
Minister Abeywardena attempted to convince the Cabinet that the land alienation law was ill-convinced, and that the government should consult all stakeholders before making any further decisions on this issue.

Sri Lanka failed to achieve the last two years' FDI targets failing short of US$ 160 million in 2012 and US$ 610 million in 2013 to meet US$ 1.5 billion and US$ 2 billion respectively.
However, this year seems to be promising according to the minister, who said that the country had received US$ 1.5 billion during the first 10 months to achieve this year's revised target of US$ 2 billion.

மஸ்கெலியா கார்ட் ஜமோர் தனியார் தோட்டம் கல்கந்த டிவிசனில் நிலத்திலும், குடியிருப்புகளிலும் வெடிப்பு ஏற்பட்டு, நிலம் தாழ்ந்து வருவதால் அங்குள்ள  47 குடும்பங்களைச் சேர்ந்த 202 பேர் வெளியேற்றப்பட்டு கார்ட்மோர் தமிழ் மகா வித்தியாலயத்தில் தங்க வைக்கப்பட்டுள்ளனர்.

இந்த பிரதேசத்தில் பாரிய கற்பாறை ஒன்றும் சுமார் 70 அடி உயரமுள்ள மலைப் பிரதேசமும் சரிந்து விழும் அபாயம் நிலவுவதாகவும் தெரிவிக்கப்படுகின்றது.

மேலும், மக்கள் பாடசாலையில் தங்கியுள்ளதால் மாணவர்களின் கற்றல் நடவடிக்கை பாதிக்கப்பட்டுள்ளமையால் தொடர்ந்தும் மக்கள் பாடசாலையில் தங்க முடியாத நிலை ஏற்பட்டுள்ளதாகவும் தெரிவிக்கப்படுகின்றது.

STRATEGIES TO ADDRES THE NEEDS OF THE VICTIMS OF MEERIYABEDDA
LANDSLIDE AT HALDUMULLA IN BADULLA DISTRICT – 29/10/2014
Background:

A severe landslide ocured in Meriyabeda area in Kotabathma Grama Niladhari division in
Haldumula Divisional Secretariat Division in Badula District on 29th October 204 at around 7.30 am.
The impact of landslide afected around 30 people of 57 familes in Ampitkanda tea estate. Total
number of buildings destroyed were 63 including Houses, Kovil, Community Center, Dairy colection
Centers, Boutiques, Telecommunication Center, and 3 Estate bungalows. As of 30th October 2014
four dead bodies were recovered. The total number of mising persons is yet o be confirmed. Out of
the total number of children who atend the schol, 75 children were orphaned. As per the instructions
given by the HE the President, The Minister of Disaster Management directed al Provincial and
District Politcal Authorites, the Agencies under the Ministry of Disaster Management, District and
Divisional Secretaries, Health Authorites, Tri-forces and Police to continue the Search and Rescue
operations and post disaster recovery activites. Government provides the funeral expenses and
undertakes the last rights of the deceased persons. Al hospitals in the area conducting emergency
medical services to minimize health impacts. The government has already provided required funds to
met he immediate emergency requirements.

As an emergency response, people in high risk areas are acommodated in two safe centers which
were established at Koslanda Tamil Schol and Ponagala Tamil Schol. As of 30th October 2014
these two centers acommodate 52 & 317 people respectively. In responding to the early warnings
isued by the National Building Research Organization, number of people are continue to evacuate
from the high risk areas and therefore number of safe centers wil be increased.

In the above context, strategy of the Ministry is to implement a short, medium and long term disaster
risk reduction program. A “Hazard Resilent Vilage” concept is promoted for the survived
community of Meriyabeda.

1. Long Term Strategies

a) Hazard Resilent Vilage
Resilent Vilages mainly focuses on construction of resilent houses under the technical asistance
and supervision of National Building Research Organization (NBRO) for the afected familes. The
resilent vilage wil include;  30 hazard resilent houses with basic furniture and kitchen utensils  Health Center  Fuly equiped community Center  Religious Center  Provide water and sanitation facilties  Rain Gauges to improve community based early warning system
b). Programme for Orphaned children due to Meriyabeda landslide
Provisioning of scholarships and developing a foster parent scheme in order to ensure the safety and
beter future of orphaned children under the supervision of government.  Schol including a hostel for the orphaned children within the resilent vilage  Scholarship scheme  Foster Parent Scheme  Psychosocial suport and Trauma Counseling
 Playgrounds with equipment
c). Empowering livelihod options of displaced personel
Provision of livelihod options for the displaced persons and their dependants. Implementation of the
livelihod development programme linking the existing initatives.

2. Medium Term strategies

a). Temporary relocation of landslides victims
Provision of suitable land for relocation of landslide victims of Meriyabeda and provision of
temporary shelters and al the required basic facilties. Aditonaly, provision of facilties and other

2. Short Term strategies
Provision of basic requirements for the displaced communites by giving special atention to children,

 Personal belongings for women ( sanitary items etc)  Whel chairs, crutches, other disabilty friendly equipment  Towels, bed shets, blankets, umbrelas, mosquito nets etc.  Matreses (Folding and Sleping)  Water purifcation kits  Tarpaulin
 Mobile toilets  Water tanks and Water pumps  Rofing shets  Ground penetration detectors which can be used for search & Rescue operation
 Emergency rechargeable lamps  Raincoats, bots etc.
