பாதுகாப்பு வலயங்களும் இராணுவ முகாம்களும் நீக்கப்படாமல் அவ்வாறே இருக்கவேண்டும் என்றும் பாதுகாப்பு அச்சுறுத்தல் இருக்கின்றன என்று அடையாளம் காணப்படும் இடங்களில் மேலும் பாதுகாப்பு வலயங்கள் அமைக்கப்படும் என்றும் தெரிவிக்கப்பட் டுள்ளது. அமைச்சரவை முடிவுகளை அறிவிக்கும் நேற்றைய செய்தியாளர் மாநாட்டில் கலந்துகொண்டு உரையாற்றிய ஊடகத்துறை அமைச்சர் கெஹலிய ரம்புக்வெல இதனைத் தெரிவித்தார்.
அவர் இது தொடர்பாக மேலும் கூறியவை வருமாறு:
இந்த நாட்டின் பாதுகாப்புக்கே முதலாவது இடமும் இரண்டாவது இடமும் மூன்றாவது இடமும் வழங்கப்படும். ஒரு நாட்டின் பாதுகாப்புக்காக பாதுகாப்பு வலயங்கள் அமைக்கப்பட வேண்டியது கட்டாயம். அமெரிக்கா கூட அந்நாட்டின் பாதுகாப்புக்காக கொரியாவில் பாதுகாப்பு வலயம் ஒன்றை அமைத்துள்ளது.
நாட்டில் தற்போது இருக்கின்ற பாதுகாப்பு வலயங்களும் இராணுவ முகாம் களும் அவ்வாறே இருக்கவேண்டும். அந்தப் பாதுகாப்பு வலயங்களுக்குள் மக்களின் காணிகள் இருந்தாலும் கூட அந்தக் காணிகள் அவர்களுக்கு வழங்கப்பட மாட்டா. அத்தகையோருக்கு வேறு இடங்களில் காணி வழங்கப்படும்.
மீள்குடியேற்றம் துரித கதியில்
தற்போது மீள்குடியேற்றம் துரிதமாக இடம்பெறுகின்றது. சில மக்கள் அவர்களின் சொந்தக் காணிகளில் அல்லாது வேறு காணிகளில் குடியமர்த்தப்பட்டுள்ளனர். 10 முதல் 15 வீதமான மக்களே இவ்வாறான பிரச்சினைகளை எதிர்நோக்கியுள்ளனர். அது விரைவில் தீர்க்கப்படும்.
ஆனால் ஒட்டுமொத்தமாகப் பார்க்கும்போது யுத்தம் முடிந்து இந்தக் குறுகிய காலப்பகுதிக்குள் பெரும் எண்ணிக்கையிலான மக்களை மீள்குடியேற்ற முடிந்தமை ஒரு பெரும் சாதனையாகும்.
கண்ணிவெடிகள் துரிதமாக அகற்றப்பட்டுக்கொண்டு வருகின்றன. வன்னியில் சுமார் 15 லட்சம் கண்ணிவெடிகள் புதைக்கப்பட்டுள்ளன என்று மதிப்பீடு செய்யப்பட்டுள்ளது. அவற்றுள் இதுவரை 2 லட்சத்து 68ஆயிரம் கண்ணிவெடிகள் அகற்றப்பட்டுவிட்டன. இதற்காக அரசு 88ஆயிரம் கோடி ரூபாவைச் செலவுசெய்துள்ளது.
கண்ணிவெடிகளை அகற்றுவதில் எமது படையினர் மிகவும் அர்ப்பணிப்புடன் ஈடுபட்டு வருகின்றனர். துரிதமாக மீள்குடியமர்த்தப்படவில்லை என்று சிலர் அரசு மீது குற்றஞ்சாட்டுகின்றனர்.
அந்தக் குற்றச்சாட்டுகளுக்குப் பயந்து அவசரப்பட்டு மீள்குடியமர்த்தி மக்களுக்கு கண்ணிவெடிகளால் உயிர்ச்சேதம் ஏற்பட்டால் அதற்கும் அரசு மீதே குற்றம் சுமத்தப்படும்.
இன்னும் சொற்ப எண்ணிக்கையிலான மக்களே மீள்குடியமர்த்தப்படவுள்ளனர். கண்ணிவெடிகள் அகற்றி முடிக்கப்பட்டதும் அவர்கள் விரைவில் குடியமர்த்தப்படுவர் என்றார்.

Instead, it will soon have the Hindi character closest to 'R' with a horizontal line crossing the middle like the euro.
The dollar is still almighty - for nowThe design was chosen in a competition won by a teacher at one of the country's Indian Institutes of Technology. Uday Kumar's design was chosen from a shortlist of five and he was awarded around £3,500 in prize money.
India's decision to adopt a symbol reflects its rising confidence as its economy grows at more than nine per cent. India is expected to overtake China as the world's fastest growing economy in the next twenty years and the rupee is expected to be ranked alongside the euro, dollar, pound and yen before then.
The new design will now be incorporated into India's IT systems and feature on computer keyboards.
Introducing it into commercial use is expected to be expensive – the advent of the euro in 1999 is believed to have cost companies more than $50 billion.
Ambika Soni, India's information minister, said the new design will "distinguish the rupee from other currencies."

NEW DELHI, July 9: India has advised visiting Tamil National Alliance (TNA) parliamentarians to accept the current realities in Sri Lanka, to be pragmatic, to move on, and work sincerely with President Mahinda Rajapaksa’s government to find an enduring political solution to the ethnic problem.
A six-member TNA team led by R. Sampanthan arrived here on Sunday evening, met several top Indian leaders, called on Prime Minister Dr Manmohan Singh on Thursday, and flew back to Colombotonight.
TNA MP Appadorai Vinayagamoorthy told The Island this afternoon: "We are thoroughly satisfied with our visit to India, and with our talks with the leaders and officials here."
"The Indian government has assured us that it will work along with the TNA. Fourteen of the 18 MPs elected from the Northern and Eastern provinces belong to TNA. We are the true representatives of the Tamil people," he asserted.

The TNA MP said: "We depend hundred per cent on India for help to find a political solution acceptable to our people. We will be happy if President Mahinda Rajapaksa gives us what India thinks is reasonable."

Vinayagamoorthy said: "Prime Minister Dr Singh advised us to take along with us the Muslims, the upcountry Tamils and others and work unitedly with President Rajapaksa to evolve a solution to the Tamil problem. We told him we will try to do so."
Apart from meeting Dr Singh, the TNA team called on External Affairs Minister SM Krishna, Home Minister Palaniappan Chidambaram, Finance Minister Pranab Mukherjee and met Foreign Secretary Mrs Nirupama Rao.

Sri Lankan High Commissioner to India Prasad Kariyawasam hosted a dinner for the team. Appreciating the gesture, the MPs told the envoy: "We are honoured to be invited by you. We are happy to attend your dinner as Sri Lankan parliamentarians."

This is perhaps for the first time that the Sri Lankan high commissioner here hosted a dinner for MPs from the North and East ever since the LTTE began its bloody campaign for Eelam, a separate state for the island’s minority Tamils, in 1983.

The Island understands from people who interacted with the TNA MPs that, in the wake of the LTTE’s defeat in the so-called Eelam War IV in May last year, President Rajapaksa’s impressive re-election for a second term, and the near two-third majority that his coalition garnered in the parliamentary election early this year, the visitors appeared to be coming to terms, slowly but definitely, with the changed political realities in Sri Lanka today.
One such source told The Island: "The Indians advised them to get real and drop the rhetoric and the mindset of the 1970s and 1980s. The Sri Lanka of today is very different from what it was three decades ago. Instead of fighting amongst themselves, the island’s Tamils should now unite and negotiate a pragmatic deal with President Rajapaksa. They should work with this President because he appears to be making a sincere effort to solve the ethnic problem for good."
Another source said the delegation conveyed to the Indians their three main concerns, namely
1. The high-security zones in Jaffna should be cut considerably if they cannot be dismantled completely;
2. The rehabilitation and resettlement efforts should be speeded up so that the internally displaced Tamils can go back to their original homes and resume their normal lives; and
3. The extensive presence of the all-Sinhala army in the Jaffna peninsula should be reduced drastically if it cannot be removed completely.
The Tamil MPs’ Indian interlocutors and the Sri Lankan diplomats they interacted with have assured them that the Rajapaksa government is taking suitable steps to address these concerns.
The other four members of the delegation are: Selvam Adaikalanathan, Mavai Senathiraja, M. A. Sumandhiran and Suresh Premachandran.

எந்தவித விசாரணைளும் இன்றி எத்தனையோ பேர் எதிர்காலத்தையும் குடும்பங்களையும் தொலைத்து சித்திரவதைப்படுகின்றோம். அரசாங்கத்தினால் இடம்பெயர்ந்த மக்களுக்கு மறுவாழ்வும் அபிவிருத்தியும் வழங்கப்பட்டுள்ளன. ஆயுதமேந்திப் போராடிய விடுதலைப் புலிகளுக்கு புனர்வாழ்வு, கல்வித்திட்டம், திருமணம் ஏற்படுத்திக் கொடுக்கின்றது. அதை நினைத்து நாங்கள் சந்தோசமடைகிறோம். ஏனென்றால் எமக்கும் மாண்புமிகு ஜனாதிபதி இப்படியான சந்தர்ப்பத்தை வழங்குவார் என்று முழுநம்பிக்கையுடன் இருக்கின்றோம்.

The Sri Lankan government has roped in former Tiger leader Kumaran Pathmanathan, once a close aide of Velupillai Prabhakaran, to mobilise the Tamil diaspora for its support and is using his 'data base' on the LTTE to crush its international network.

Detained LTTE leader Selvarasa Pathmanathan alias Kumaran Pathmanathan (KP), former chief of LTTE's international wing, is now reportedly leading efforts to bring together Tiger sympathisers to assist in rebuilding the war-torn northern areas that were once their stronghold.

Defence secretary Gotabaya Rajapaksa said the government was working with KP in a strategic manner to mobilise the support of the Tamil diaspora, but denied reports that it had formed an 'alliance' with the LTTE remnants, the state-run Sunday Observer said.

KP was appointed chief of the LTTE's international activities by Prabhakaran during the last phase of the war, shortly before the LTTE chief was killed along with most of the Tiger leadership.

"We must remember that three groups — Global Tamil Forum, and two factions led by Rudrakumar and Nediyawan — are still active and propagating the LTTE's separatist ideologies. The truth needs to be revealed to the world," the newspaper quoted him as saying.

Rajapaksa denied that the government was grooming KP to be the chief minister of the Northern Province but said it was exploring his 'data base' on the LTTE to crush its international network.

Rajapaksa said a Tamil diaspora group known to KP had visited Sri Lanka and been persuaded by him to deviate from their confrontational attitude towards the government. "KP told them categorically that there was no point in reviving the LTTE's separatist ideology," he said.
According to the defence secretary, KP told the Tamil diaspora representatives that nothing had been gained from the 30-year conflict but destruction and a bleak future for the Tamils in the north and the east.
Pathmanathan, the former chief arms smuggler for the rebels, was reportedly taken into custody last August in a Southeast Asian country and brought to Sri Lanka.
He said the talks with the visiting Tamil diaspora were successful and they had discussed the issues of humanitarian concern and expressed their willingness to cooperate with the government.

Gen. Stanley McChrystal - US commander in Afghanistan sacked

General Stanley McChrystal has been relieved of his command of US and Nato forces in Afghanistan.
McChrystal's departure follows a 30-minute meeting with Barack Obama, the US president, on Wednesday.
He had been summoned to Washington after a Rolling Stone magazine article portrayed the general and his aides as dismissive of the Obama administration and its strategy in Afghanistan.
Obama nominated General David Petraeus, the head of US Central Command, to take command of the war in Afghanistan.

In a statement in the Rose Garden at the White House on Wednesday afternoon, Obama said he was not "personally insulted" by McChrystal's comments, but called his conduct unbecoming.
"The conduct represented in the recently published article does not meet the standard that should be set by a commanding general," Obama said.
"It undermines the civilian control of the military that is at the core of our democratic system."
No change to strategy
Obama made it clear that the change in command would not mean significant changes to his war strategy in Afghanistan.
"This is a change in personnel, not a change in policy," he said.
McChrystal emailed a short statement to reporters shortly after Obama's announcement, calling it a "privilege and honour" to have served as the US and Nato commander in Afghanistan.
"I strongly support the president's strategy in Afghanistan, and am deeply committed to our coalition forces, our partner nations and the Afghan people," he wrote.
"It was out of respect for this commitment that I tendered my resignation."
"Poor judgment"
The Rolling Stone article, released on the internet on Tuesday, contained quotes critical of Joseph Biden, the US vice-president, and several other high-ranking officials.
At one point, McChrystal referred to a leaked memo from Karl Eikenberry, the US ambassador in Kabul, which questioned the competence of the Afghan government.
McChrystal had already apologised for his remarks.

In a statement released on Tuesday, he called his comments "a mistake reflecting poor judgment".

A spokesman for Nato, James Appathurai, told Al Jazeera on Tuesday that the military alliance still had "full confidence" in McChrystal.

The Afghan government also took the unusual step of endorsing McChrystal and urging Obama not to remove him from command.

Waheed Omer, a spokesman for Afghan president Hamid Karzai, said Karzai "respects" the decision.

"We had hoped this would not have happened, but the decision has been made and we respect it," Omer said. "[Karzai] looks forward to working with his replacement."

The change of command is the latest bit of bad news in a difficult month for the Nato mission in Afghanistan. Six Nato soldiers were killed in attacks across the country on Wednesday, bringing the death toll for foreign troops in June to 75.
