PFLP: No foreign forces accepted on Palestinian soil
PFLP: No foreign forces accepted on Palestinian soil; negotiations benefit only occupation
Feb 05 2014
Comrade Badran Jaber rejected proposals that NATO troops would be stationed in an alleged future Palestinian state, saying that accepting any such arrangement would mean “escaping from the mouse only to fall into the grasp of the lion.” He noted that the Popular Front for the Liberation of Palestine
completely rejects any foreign forces on Palestinian land and rejected any “formulas that limit or impair the rights or dignity of the Palestinian people.” He noted that any real Palestinian sovereignty means control over the airspace, water, and natural resources of the Palestinian people, and that the occupation state has
been the only beneficiary of 21 years of negotiations. He challenged the idea that there was some benefit to be gained by “debating” or “arguing” with representatives of the occupation, asking “What argument has convinced Israelis to come to their senses and stop acting as invaders, occupiers, settlers, colonizers
and racists during 21 years of arguments?”
Furthermore, Comrade Khalida Jarrar reiterated the PFLP’s complete rejection of the U.S. Secretary of State John Kerry’s so-called framework agreement. “The Kerry plan is a new step of the notorious Oslo agreement and serves the U.S. primary goal of ending the conflict in favor of Zionism, as indicated by the frantic attempts to impose fundamentally Zionist solutions on core issues like the right of return, Palestinian sovereignty, borders and Jerusalem.”
She noted that the current stage is quite dangerous, establishes a continual status of ongoing negotiations which is fully compatible with the goals of the occupation to guarantee its security by raising the level of security coordination and cooperation with the Palestinian Authority to an even higher level. Jarrar also
condemned the role of the European Union and its attempts to pressure Palestinian officials to accept the Framework agreement, which is deeply damaging to the Palestinian cause.
jarrarJarrar commented on the media statements of opposition within the Zionist entity to the framework agreement as a disingenuous distraction, noting that the entire proposal is to the benefit of the occupying power. “Attempts are being made to portray in front of world public opinion that there is ‘Israeli opposition’ to the plan, which will be followed by efforts to ‘persuade the Israelis’ to accept it, which is in reality a means of pressure upon Palestinians to continue with the negotiations and accept this framework.”
Jarrar noted that Palestinian Authority officials are not serious in addressing political alternatives to negotiations, and noted that the Kerry formula will be presented in an attempt to mislead even Palestinian public opinion by portraying it as fulfilling certain Palestinian goals, while in fact remaining entirely illusory. She said that statements of some PA officials regarding withdrawing from the negotiations do not constitute real pressure on the PA leadership, but mere deceptive talk in the media. This is happening, she said, while “there are statements from PA President Mahmoud Abbas on Zionist TV openly praising the security
cooperation” and pledging ongoing action against Palestinain resistance, which is quite dangerous.
She said that the negotiations are useless and it is the responsibility of the international community to implement United Nations resolutions of international legtitimacy to ensure the rights of the Palestinian people and to protect the Palestinian people. Furthermore, she denounced Abbas’ comments about a so-called
demilitarized state, noting that this directly violates the fundamental principles of sovereignty and noting that this raises concerns about officials’ acceptance of the Kerry plan. Jarrar said that “Palestinian national consensus rejects the continuation of negotiations,” saying that the occupation exploits the negotiations,
systematically building settlements, Judaizing Jerusalem and Al-Aqsa mosque, and that the Kerry plan and negotiations will produce nothing except concessions of Palestinian rights.

New evidence of war crimes in Sri Lankan civil war
New evidence of war crimes in Sri Lankan civil war
Published: Tue, 2014-02-04 12:56
A landmark report, released today, sheds new light on some of the worst alleged war crimes and crimes against humanity committed during the final months of the Sri Lankan civil war, which ended in May 2009. This report will contribute to an upcoming meeting of the United Nations Human Rights Council where states will decide how to ensure accountability on this issue.
The report,
Island of impunity? Investigation into international crimes in the final stages of the Sri Lankan civil war.
Was produced by the Public Interest Advocacy Centre’s (PIAC’s) International Crimes Evidence Project (ICEP).
The report brings together some of the world’s leading experts on war crimes investigations and international law. It combines detailed, impartial, legal analysis and expert forensic and military analysis with new information and eye-witness accounts.
‘This is the most comprehensive, evidence-based report investigating allegations of war crimes and crimes against humanity in the Sri Lankan conflict,’ said PIAC CEO, Edward Santow.
‘The report builds on what we already know about indiscriminate artillery bombardment of civilian areas, the denial of humanitarian assistance to those most affected by the hostilities, and specific incidents of extrajudicial killing, torture, sexual violence and enforced disappearance.’
The report will assist the UN Human Rights Council in considering how to ensure accountability for allegations of atrocities committed in the final stages of the civil war. The report presents an evidentiary platform for an international investigation into war crimes and crimes against humanity.
One new eye-witness alleges that, after the conflict, the Sri Lankan Government has systematically exhumed civilian mass graves and destroyed crucial evidence of human remains. This has critical implications for future investigations and highlights the need for urgent action to be taken.
‘The ICEP investigation reveals some of the gravest crimes under international humanitarian law and demands accountability,’ said John Ralston, Chair of ICEP’s Committee of Experts.
‘This can only occur if there is a full independent and impartial international investigation.’

Inquiry finds Sri Lanka war crimes evidence
Public Interest Advocacy Centre - Australia
Ashley Hall reported this story on Wednesday, February 5, 2014 12:42:00
ELEANOR HALL: An Australian-led investigation has found new evidence that war crimes were committed during the final months of the Sri Lankan civil war.
The report by the Public Interest Advocacy Centre finds that atrocities were committed by both sides, but that senior Sri Lankan government and military officials may bear criminal responsibility for war crimes and crimes against humanity.
The government is resisting calls for an independent international investigation.
Ashley Hall has our report.
ASHLEY HALL: The Sri Lankan civil war drew to a close in 2009, ending 20 years of conflict.
By all accounts, the final stages of the war was a particularly brutal campaign.
EDWARD SANTOW: The evidence itself is utterly compelling and utterly horrific.
ASHLEY HALL: Edward Santow is the chief executive of the Public Interest Advocacy Centre which conducted the investigation.
EDWARD SANTOW: Unless there is a full process of accountability that can be believed in, there'll not be a proper and lasting peace and reconciliation in Sri Lanka.
ASHLEY HALL: The inquiry found both government forces and Tamil Tiger rebels committed a wide range of human rights violations, including executions, rape and torture.
But it concluded the military "committed the vast majority of alleged crimes".
EDWARD SANTOW: We've received very recently some witness testimony to the effect that the Sri Lankan government has forced some people in Sri Lanka to identify where some of the civilian mass graves are located and participate in exhuming those human remains and then destroying those human remains,
which is horrific in itself.
But it also, if true, would destroy some very crucial evidence of some of the alleged war crimes.
ASHLEY HALL: Sri Lanka's High Commissioner to Canberra, Admiral Thisara Samarasinghe says the latest report has no credibility.
THISARA SAMARASINGHE: This type of unsubstantiated, baseless allegations against the Sri Lankan military, who fought the brutal terrorist organisation and it appears that the it keeps surfacing time and again, absolutely baseless.
ASHLEY HALL: Well the inquiry says that it has found substance to these allegations, that it's conducted a forensic analysis of them and found that there is enough in some cases to prosecute for war crimes or crimes against humanity. Do you reject that?
THISARA SAMARASINGHE: I totally reject that. What is this organisation, what is the credibility of this organisation?
ASHLEY HALL: One of the most damning claims in this report involves an eye witness account that government forces are involved in identifying mass civilian graves, digging them up and destroying them, thereby destroying evidence. What's your response to that allegation?
THISARA SAMARASINGHE: These are allegations which need to be investigated and don't forget terrorists had many masked graves.
ASHLEY HALL: The release of the report comes as the United States prepares to make a third pitch for an independent international investigation to the United Nations human rights body.
Dr Sam Pari is the national spokeswoman for the Australian Tamil Congress. She welcomes the new report.
SAM PARI: The international community could have intervened and stopped the war crimes and the crimes against humanity that took place in 2009, yet they didn't. It's now a chance for the international community to vindicate themselves and actually bring the perpetrators to justice.
ASHLEY HALL: The report's release coincides with Sri Lanka's Independence Day. The president Mahinda Rajapaksa used a speech marking the day to hit out at attempts to force an independent investigation on the country.
MAHINDA RAJAPAKSA (translated): I see the allegations of war crimes that some are hoping to be brought against Sri Lanka in Geneva as a victory of those who are opposed to peace.
ASHLEY HALL: A United Nations panel of experts' estimates as many as 40,000 civilians might have been killed in the military offensive that ended the war.
The prime ministers of Britain and Canada sought to highlight concerns about human rights at the recent Commonwealth Heads of Government Meeting in Colombo.
But the Australian Prime Minister remained quiet on the issue.
The leader of the Australian Greens, Senator Christine Milne, says it's time to change that approach.
CHRISTINE MILNE: Australia doesn't want to put pressure on Sri Lanka because they want cooperation over asylum seekers and they see no reason to increase the pressure on the Rajapaksa regime to have and accept an international inquiry.
ASHLEY HALL: The World Today sought a response from the Foreign Minister Julie Bishop, but as she's travelling today, she's been unavailable.
ELEANOR HALL: Ashley Hall reporting.

`` I share your dream to strengthen the Sri Lankan nation under a single flag in a united country `` MR
Country will proceed towards progress
– President
February 3, 2014, 9:48 pm
President Mahinda Rajapaksa has, in his Independence Day message, said that the country will proceed in its journey towards progress.
The full text of his message is as follows:
On this day, as we celebrate the 66th anniversary of our independence, we restate our commitment to safeguard the freedom and rights of our people, and decide on our future free of dictates from the re-emerging forces of colonialism.
With our freedom strengthened by the defeat of separatist terrorism, we proceed on our journey towards progress, This requires new social, political and economic strategies that include modern infrastructure such as ports, airports, highways, power and energy and the latest trends in industry, commerce and trade, and education. While most of this is already in place, in the new drive for development, much more remains to be achieved offering exciting challenges ahead.
It is our belief that the strength of our freedoms largely depend on developing indigenous skills and knowledge, to restore tae glories of our past and move ahead to the victories of the future.
As we celebrate our freedom today we should remember with the deep gratitude the members of our Security Forces who courageously stepped forward to defend our sovereignty and territorial integrity when they were under grave threat. We shall always honour and pay tribute to the great sacrifices they made to ensure that we live in freedom and unity.
Our policy of Non-Alignment, with a commitment to justice and humanity, has brought us friends in the global community who understand our trials in recent decades, and are ready to help us go forward in freedom with the assurance of support in international fora.
I share your dream to strengthen the Sri Lankan nation under a single flag in a united country. Achieving this requires hard work, with diligence and honesty of purpose. It calls for patriotism that transcends the barriers of geography and community, with reconciliation in a rich unity of purpose.
This will lay the foundation for the success of our children and future generations who will inherit this land, to live in peace and harmony bringing the glories of new achievements that inspire us from our past. Let us together pledge to build this futures for our, land and people in the peace and freedom we have won.
Mahinda Rajapaksa

Journalist’s killing: Suspect held for questioning
MONDAY, 03 FEBRUARY 2014 18:30 E-mail Print
Police said today the man whom senior journalist Mel Gunasekara had hired to paint her residence at Christmas time was believed to have stabbed her to death on Sunday when his attempt to rob an empty house had failed because she might have accosted him.
Police spokesman Ajith Rohana told a news conference held at the Mirihana Police Station where the suspect Samson Joseph Anthony (39) was being detained
that the killing was initially rumoured to be linked to her work as a journalist at a leading media organisation but it was not so.
“There were no eyewitnesses so we had to look for clues. We found a finger print inside the house,” he said.
SSP Rohana said the police sniffer dogs had stopped close to where CCTV cameras were installed at the house of a prominent public servant down Subodhipura Mawatha in Battaramulla.
“When we examined the video footage we found that a man chewing betel and wearing a yellow shirt and a light blue denim leaving the area a short while later wearing a black trouser and a blue shirt,” he said. “We found the betel he had left behind. When we showed the images to Ms. Gunasekara’s parents they
identified the man as the mason who painted their house at Christmas time. We traced the suspect through his mobile phone. He was also unable to switch off the BlackBerry mobile phone which he robbed and was in his possession.”
SSP Rohana said the man had later thrown away the battery but with the information obtained from communication towers he was arrested at Dompe.
“He lives in Dompe with his wife and three children,” he said.
During interrogation the suspect admitted to have entered the house from the backyard and was taken by surprise when Ms. Gunasekara accosted him because the family members without fail were known to attend Sunday service between 6.30 a.m. and 8.30 a.m.
The suspect said it was when she had screamed at him that he grabbed the knife lying on the table and stabbed Ms. Gunasekera several times.
“I washed the knife and changed my clothes. I wore a black trouser and a blue shirt belonging to the victim’s brother,” he said.
Ms. Gunasekera is reported to have attended a school function the previous night and had slept over.
Police said investigations had revealed that the suspect had observed the movements of the family for some time before breaking into the house.
Police warned people to be more cautious when employing painters, masons, gardeners and electricians or when allowing sales reps to enter the house without proper identification.
“It is the duty of the police to solve crimes but it is also the duty and the responsibility of all concerned as far as possible to prevent crimes from taking place,” he noted.
The investigations were carried out by police personnel led by Mirihana Special Crimes Operations Unit Inspector Nimal Karunaratne under the directions of Colombo South DIG Sumith Edirisinghe.
“We will produce him Courts and detain him for questioning for 48 hours after obtaining the necessary detention orders,” SSP Rohana said. (Supun Dias and Sanath Desmond)

How will India vote in Geneva next month?

NEW DELHI, February 1: India has politely declined to give an assurance of its support to Sri Lanka on a resolution the United States is planning to move in the UN Human Rights Council (UNHRC) in Geneva next month. The resolution may seek an impartial international probe into the excesses and human rights
violations allegedly committed by the island nation’s security forces during the last phase of the socalled Eelam War IV in early 2009.
Sri Lankan External Affairs Minister Prof Gamini Lakshman Peiris met his Indian counterpart Salman Khurshid here last Wednesday and sought India’s help against the US resolution, expected to be moved by Washington for a third consecutive year. The Sri Lankan government did little in response to the previous
resolutions in 2012 and 2013 to assuage an agitated international community.
India had voted for the US-sponsored resolutions so far.
"We heard them out, but gave no assurance about what we will do in Geneva when the resolution comes for voting," an official who attended the Peiris-Khurshid talks told the Sunday Island. "They know what we want. They know what the world also wants from them. Let’s see what they will do between now and end of March, when the resolution may come up at the UNHRC."
Khurshid apparently advised Prof Peiris to engage with Washington directly, and told him that India will take a stand on the proposed resolution at an appropriate time.
The Sri Lankan minister was here primarily to interact with the 82 New Delhi-based heads of diplomatic missions who are concurrently accredited to Sri Lanka. They all met him in small groups during a two-hour session at the Sri Lankan High Commission here. Some of the ambassadors who met the very articulate Prof Peiris said the resolution the US is planning to bring at the UNHRC figured prominently in their discussions. The minister apparently explained to them the government’s efforts to help the Tamils, and sought the sympathy and understanding of the countries whose diplomats he addressed..
However, there is an unstated sense of disappointment here over the reluctance of President Mahinda Rajapaksa’s government to take any visible action on the ground to pacify the global community agitated by the reported killing of 40,000 innocent Tamil civilians and the island’s Tamils who are clearly suffering from
a collective sense of hurt and humiliation.
This is a highly sensitive issue in Tamil Nadu too. India goes to the polls to elect a new Lok Sabha—-lower House of Parliament—-from mid-April. The Congress Party-led United Progressive Alliance (UPA) Government of Prime Minister Manmohan Singh is being attacked on a regular basis by political parties in Tamil Nadu for not doing enough to ensure that justice is done to Sri Lankan Tamils. The DMK snapped its alliance with the UPA on this ground last March. The UPA has no allies in Tamil Nadu right now.
Having supported the US-backed resolutions on two previous occasions, India finds that Colombo has done nothing so far to justify any change of stance in Geneva this time. Therefore, it looks extremely unlikely that India will either support Sri Lanka or abstain from voting at the UNHRC next month.
Analysts here say President Rajapaksa is highly unlikely to order an impartial and credible probe any time soon simply because such a probe will expose the crucial roles played by himself, his brother and Defence Secretary Gotabhaya Rajapaksa, and at least 14 other senior officials of the security forces, who were
responsible for executing the brilliant but brutal assault on the LTTE to end the three-decade-long civil war, and thus successfully eliminate for good the world’s most dreaded terrorist outfit.
If the Nuremberg trials against the Nazis and the other war crimes trials conducted by United Nations-appointed tribunals into the killings in Cambodia, Rwanda, Yugoslavia, Sierra Leone and Lebanon are anything to go by, the roles of the top political and military authorities of the country concerned will be investigated, and punishment meted out to those held responsible for such crimes.
If such an independent probe were to be ordered in Sri Lanka, heading the list of people whose roles may be investigated is President Rajapaksa himself because he is Commander-in-Chief of the Sri Lankan Armed Forces, and nothing would have happened without his approval.
Next to him may be Defence Secretary Gotabhaya Rajapaksa, who used his close access to his brother and President Rajapaksa to procure whatever arms and other equipment from wherever possible to defeat the LTTE.
Then Head of Joint Staff Air Marshal Donald Perera, Army Chief Sarath Fonseka, Navy Chief Wasantha Karannagoda, and Air Force Chief Roshan Gunathilake may be investigated. In addition, those whose roles will have to be probed include the Commanders of Divisions 53 (then Brigadier/now Major General Kamal
Goonaratne), 55 (Brig/Maj Gen Prasanna Silva), 57 (Brig/Maj Gen Jagath Dias), 58 (Brig/Maj Gen Shavindra Silva) and 59 (Brig/Maj Gen Nandana Udawatta).
The Divisions led by them had enabled the humiliating defeat of the LTTE rebels by surrounding them and successfully shutting down all their possible escape routes and trapping them at one place in the Wanni.
The roles of Heads of Task Force One (Brig Rohana Bandara), Task Force 2 (Brig Satyapriya Liyanage and Task Force 8 (Col GV Raviprya, who actually killed Prabhakaran) too will be probed by such an investigation.
There is an uneasy feeling here that the issue may not be brought to a closure for a long time to come, at least till the next election in Sri Lanka a couple of years away. If President Rajapaksa wins that election too, the world may have to simply forget about a credible probe into the excesses of 2009.

US frustrated with Sri Lanka’s reconciliation
Assistant Secretary of State Nisha Biswa says lack of progress in Sri Lanka has frustrated her government and the international community, the Associated Press reported.
According to reports Biswa told reporters at the end of her visit Saturday that the international community’s patience is wearing thin. She says the U.S. will sponsor a resolution asking Sri Lanka to do more on reconciliation and accountability at the U.N. Human Rights Council in March.
She also expressed concern about the worsening human rights situation.

2002 ம் ஆண்டு;
நான் சொல்ல வேண்டியதைச் சொல்லி விட்டேன்;

Batticaloa Catholic Bishop asks for general amnesty to political prisoners
January 27, 2014 6:15 am
By Our Batticaloa Correspondent CT
The Batticaloa Catholic Bishop, Rt. Rev. Dr. Joseph Ponniah, has requested the Defence Secretary, Gotabhaya Rajapaksa, to offer a general amnesty to the Tamil political prisoners or rehabilitate them and reintegrate them into the society.
The Defence Secretary paid a courtesy call on the Batticaloa Catholic Bishop Rt.Rev. Dr.Ponniah, at the Batticaloa Bishop’s house on Thursday.
During the discussion the Batticaloa Bishop requested the Defence Secretary to expedite the process to release the Tamil political prisoners by offering them with a general amnesty or to take measures to rehabilitate them and integrate them into the society.
The Bishop also pointed out to the Defence Secretary that several families have been affected as a result of their bread winners having been detained for several years without any legal action.
Responding to the Bishop the Defence Secretary said that he was also willing to rehabilitate the Tamil political prisoners and if they really preferred to undergo rehabilitation they could express their consent through their lawyers.
The Batticaloa Bishop also explained to the Defence Secretary on the poverty stricken state of the people of the Easters Province and urged him to look into the ways and means of providing job opportunities to the youth in the province.
According to the Bishop the Batticaloa District remains a backward region as a result of the natural resources in the area not being utilized properly.
The Defence Secretary also brought to the notice of the Batticaloa Bishop that 100 development projects will be launched in the Batticaloa area this year.
