Colombo's victory over the Tamils shows India's power on the wane.
India's waning leverage over Sri Lanka is manifest from the way it now has to jostle for influence there with arch-rivals China and Pakistan. Hambantota--the billion-dollar port Beijing is building in Sri Lanka's southeast--symbolizes the Chinese strategic challenge to India from the oceans.
Even as some 280,000 displaced Tamils--equivalent to the population of Belfast--continue to be held incommunicado in barbed-wire camps, India has been unable to persuade Colombo to set them free, with incidents being reported of security forces opening fire on those seeking to escape from the appalling conditions. One of the few persons allowed to visit some of these camps was U.N. Secretary-General Ban Ki-moon, who said after his tour in May: "I have traveled around the world and visited similar places, but these are by far the most appalling scenes I have seen ..." Prime Minister Manmohan Singh said
recently that India has conveyed its "concerns in no uncertain terms to Sri Lanka on various occasions, stressing the need for them to focus on resettling and rehabilitating the displaced Tamil population at the earliest." But India seems unable to make a difference even with messages delivered in "no uncertain terms."
The story of the loss of India's preeminent role in Sri Lanka actually begins in 1987, when New Delhi made an abrupt U-turn in policy and demanded that the Tigers lay down their arms. Their refusal to bow to the diktat was viewed as treachery, and the Indian army was ordered to rout them.
Since then, Sri Lanka has served as a reminder of how India's foreign policy is driven not by resolute, long-term goals, but by a meandering approach influenced by the personal caprice of those in power. The 1987 policy reversal occurred after then Sri Lankan President J.R. Jayewardene--a wily old fox--sold neophyte Prime Minister Rajiv Gandhi the line that an "Eelam," or Tamil homeland, in Sri Lanka would be a dangerous precursor to a Greater Eelam uniting Tamils on both sides of the Palk Straits. In buying that myth, Gandhi did not consider a simple truth: If Bangladesh's 1971 creation did not provoke an Indian Bengali nationalist demand for a Greater Bangladesh, why would an Eelam lead to a Greater Eelam? கைதடி தடுப்பு முகாமில் விடுவிப்பதற்காக வவுனியாவிலிருந்து கொண்டு செல்லப்பட்ட இரண்டு மாணவிகள் இன்று காலை இராணுவத்தால் அழைத்துச் செல்லப்பட்டுள்ளதாக படைத்தரப்பில்
இருந்து குளோபல் தமிழ்ச் செய்திகளிற்கு தெரிய வந்துள்ளது.
கடந்த மாதம் 20 திகதி வவுனியாவிலரந்து இந்த மாணவிகள் அழைத்துச் செல்லப்பட்டனர். இவர்களுடன் 57 மாணவர்கள் கொண்டு செல்லப்பட்டு அவர்கள் கடந்தமாதம் 28ஆம் தகதி விடுவிக்கப்பட்டனர். அதன் பின்னர் இரண்டு தொகுதி மாணவர்கள் விடுவிக்கப்பட்டபோதும் குறித்த மாணவிகள் விடுவிக்கப்படாது இருந்தனர். இன்றைய தினம் 47 மாணவர்கள் உட்பட முடும்பத்தினருடன் 57போ விடுவிக்கப்பட்டபோது இன்று காலையில் குறித்த மாணவிகள் இராணுவத்தால் கொண்டு செல்லப்பட்டள்ளனர். இவர்கள்
எங்கிருக்கிறார்கள் என்பதைப் பற்றியும் என்ன நடந்தது என்பது பற்றியும் எந்த தகவலும் தெரியவரவில்லை என யாழ்ப்பாணத்தில் இருந்து கூறப்படுகிறது.

மராட்டிய மாநிலத்தில் நேற்றுமுன்தினம் 200 மாவோ நக்ஸலைட்டுகள் திரண்டு வந்து பொலிஸார் மீது அதிரடித் தாக்குதல் நடத்தினர்.
அப்போது இரு தரப்பினருக்கும் இடையே 4 மணிநேரம் நடைபெற்ற பயங்கரத் துப்பாக்கிச் சண்டையில் 18 பொலிஸார் பலியாகினர்.மராட்டிய மாநிலம் காத்சிரோலி மாவட்டத்தில் உள்ள சில கிராமங்களில் நக்ஸலைட் ஒழிப்புப் படையைச் சேர்ந்த கொமாண்டோக்களும், சாதாரண பொலிஸாருமாக 46 பேர், நேற்றுமுன்தினம் காலை வழக்கமான ரோந்துப் பணியில் ஈடுபட்டு இருந்தனர்.அந்தமாவட்டத்தின் லகிர் கிராமத்துக்கு அவர்கள் வந்து கொண்டிருந்தனர். அப்போது, ஓரிடத்தில் மறைந்திருந்த 200 மாவோயிஸ்ட்டுகள் கொண்ட கும்பல், பொலிஸார் மீது திடீரெனத்
துப்பாக்கிச் சூடு நடத்தியது. பொலிஸார் உடனடியாக சுதாரித்துக் கொண்டு, எதிர் தாக்குதல் நடத்தினர். இருதரப்பினருக்கும் இடையே கடுமையான சண்டை நடைபெற்றது.கூடுதல் படைகளும் வரவழைக்கப்பட்டன.
அப்படையினர் மீதும் மாவோயிஸ்ட்டுகள் தாக்குதல் நடத்தினர்.இரு தரப்பினருக்கும் இடையே 4 மணி நேரமாக நடைபெற்ற இச்சண்டையில் உதவி இன்ஸ்பெக்டர் ஒருவர் உள்பட 18 பொலிஸார் பலியாகினர்.
இவர்கள் இவர்கள் அனைவரும் நக்ஸலைட் ஒழிப்புப் படையைச் சேர்ந்தவர்கள் ஆவர். சண்டை நடைபெற்றுக் கொண்டிருந்தபோது, எல்லைப் பாதுகாப்புப் படையினர் 50 பேர் அங்கு அனுப்பி வைக்கப்பட்டனர். அவர்கள் மாவோயிஸ்டுகளுடன் துணிச்சலாக மோதினர்.
இதையடுத்து மாவோயிஸ்டுகள், அடர்ந்த காடுகளுக்குள் தப்பி ஓடிவிட்டனர். இதனால் மீதியுள்ள 28 பொலிஸாரை எல்லைப் பாதுகாப்புப் படையினர் பத்திரமாக மீட்டனர்.சண்டை நடைபெற்றுக் கொண்டிருந்தபோது, எல்லைப் பாதுகாப்புப் படையினர் 50 பேர் அங்கு அனுப்பி வைக்கப்பட்டனர். அவர்கள் மாவோயிஸ்டுகளுடன் துணிச்சலாக மோதினர்.

மராட்டிய மாநில சட்டசபை தேர்தல், வரும் 13ஆம் திகதி நடைபெற இருக்கும் நிலையில், இந்த தாக்குதல் நடந்துள்ளது.
இதற்கிடையே, பிரதமர் மன்மோகன் சிங் தலைமையில் பாதுகாப்புக்கான மத்திய அமைச்சரவைக் கூட்டம் நடைபெற்றது. அக்கூட்டத்தில், நக்ஸலைட் பிரச்சினை பற்றியும், அதை ஒடுக்குவதற்கான வழி முறைகள் குறித்தும் ஆலோசனை நடத்தப்பட்டது.

1. Introduction
A quarter million people, who have been on the run from artillery fire for more than a year, are now restricted by barbed wire inside an area less than one kilometre square. A comparison with the size of some
heavily populated cities (Table) gives some idea of the congestion that is made even more acute by restricting the freedom of movement of the inmates. The scenario has drawn the attention of United Nations,
Amnesty International, Human Rights Watch, governments of many leading countries and several other local and international NGOs, as well as all the major media.
The scenario has continued for over six months and there is no end in sight despite pressures applied on and promises made by the Sri Lankan Government. The account below adds to the existing descriptions
of the camp conditions and is based entirely on my first hand experience as an inmate in the zone-3 camp (Figure) for more than four months.........
9. Mysterious happenings
Once there were rumours of three to six bodies of young women floating in the river adjacent to the camp. There were speculations as to the reasons for the presence of these bodies. There were rumours of white-van abductions within the camp. There were also stories of a young man disappearing while going to collect water. We were not treated like people with intelligence who deserve to find out what is going on. There were only rumours based on such facts and no way of finding out anything else.
There were these people whom the camp inmates called ‘CIDs”. They were apparently senior LTTE members who had been taken away and then “released” into the camp to be with their families. Their job is to spot LTTE members and LTTE Police members who have not reported to the military. One such CID man was living close to my tent. I have seen him interrogating other men suspected of close liaison with LTTE. This CID man has apparently said that he is doing this after he was beaten severely until he agreed to do this task. We also heard another well known female LTTE member coming in Sri Lankan military uniform to the camps and identifying LTTE members in the camp.( More)

Interrogation of post-conflict Tiger leader Sri Lanka will not heed any requests by foreign governments for their security agencies to interview Kumaran Pathmanathan (KP), head of the Tiger guerrilla procurement wing, until the legal process against him is completed locally.
Such a process, the Sunday Times learns, is to be initiated only after ongoing investigations are concluded. At present, CID detectives are conducting a detailed interrogation on a wide-range of matters.

This includes procurements, the guerrilla shipping network, fund raising and matters relating to the LTTE’s international network.
The Government’s position will mean requests by India for its security agencies to interview KP will remain on hold. Among other matters, Indian agencies want to question him with regard to the assassination of former Prime Minister Rajiv Gandhi in Sriperumpudur in Tamil Nadu on May 21 1991.
A Multi-Disciplinary Monitoring Agency (MDMA) set up by the Government of India to investigate the murder conspiracy found that KP had visited Tamil Nadu before Mr. Gandhi was killed. Indian agencies
now want to ascertain how funds were channelled for this purpose.
KP was arrested on August 10 and flown to Colombo in a special non-stop SriLankan Airlines flight from Kuala Lumpur. Though it was widely reported that he was rounded up at a hotel in Kuala Lumpur, the Malaysian Government denied it officially.
Upon his arrival in Colombo, KP was interrogated by senior intelligence officials. He was debriefed on a variety of matters.

இது குறித்து அவர் சென்னையில் வியாழக்கிழமை செய்தியாளர்களிடம் கூறியதாவது:

எனவே இலங்கை கடல் எல்லைக்குள் சட்டவிரோதமாக யார் நுழைந்தாலும் அவர்கள் மீது சட்டப்படியான நடவடிக்கைகளை கடற்படை எடுத்து வருகிறது. அந்த வகையில்தான் இலங்கை கடல் எல்லையில் நுழையும் இந்திய மீனவர்கள் கைது செய்யப்படுகின்றனர். அதுபோல் இந்திய எல்லைக்குள் நுழையும் இலங்கை மீனவர்களும் கைது செய்யப்படுகின்றனர். கடந்த ஓராண்டில் இந்திய எல்லைக்குள் நுழைந்ததாக 560 இலங்கை மீனவர்கள் கைது செய்யப்பட்டுள்ளனர். ஆனால் 100 இந்திய மீனவர்கள்தான் இலங்கை அரசால் கைது செய்யப்பட்டனர்.
கச்சத் தீவு எங்களுக்கே: கச்சத் தீவுப் பகுதியில் மீன் பிடிக்கும் உரிமை இந்திய மீனவர்களுக்கு உள்ளதா, இல்லையா என விவாதிக்க எதுவும் இல்லை. கச்சத் தீவு என்பது இலங்கையின் ஒருங்கிணைந்த பகுதிகளில் ஒன்று. எனவே கச்சத் தீவு குறித்து இதற்கு மேல் பேசுவதற்கு ஒன்றும் இல்லை என்றார் கிருஷ்ணமூர்த்தி.

Comrade Sa'adat: "Negotiations" provide cover for occupation crimes and must end.
The anniversary of Al-Aqsa Intifada and the ongoing Zionist assaults urgently require all Palestinian forces to restore national unity to confront the occupation attacks and honor our people, said Comrade Leader Ahmad Sa'adat, the imprisoned General Secretary of the Popular Front for the Liberation of Palestine, on September 28, 2009.
Attorney Buthaina Duqmaq, President of the Mandela Foundation for Prisoners and Detainees, met with Comrade Sa'adat on September 28 at Ramon prison, and relayed his comments on the current situation. Comrade Sa'adat denounced the vicious Zionist attacks on Jerusalem and the desecration of Al-Aqsa mosque by invading gangs of settlers. He also said that the ongoing and rapacious settlement plans of the Zionists require the development of an immediate and practical comprehensive national plan to end the division and restore national unity in order to confront these challenges and dangers to the Palestinian people and national cause.
Comrade Sa'adat sharply denounced the Abu Mazen-Netanyahu-Obama meeting on the sidelines of the United Nations General Assembly meeting in New York and demanded an end to all such negotiations, saying that it only provided cover for the occupying power as it continues its aggression against our people, and that such "negotiations" show no regard for the seriousness of the situation in the eyes of the Palestinian people.
He further said that unity in confrontation of the occupier honors our people and our martyrs on the anniversary of Al-Aqsa Intifada. He noted the extreme Zionist attacks on Al-Aqsa on the anniversary of the Intifada, which was launched from Al-Aqsa, and said that our people require national unity to defend and protect the achievements of the Intifada and the future of our national cause.
He called upon all Palestinian organizations to respond to the steadfastness of our people, our prisoners, our wounded and our martyrs, with movement toward national unity that closes the file on division and upholds the supreme national interest. Comrade Sa'adat demanded that the next round of national dialogue be the final round, ending with meaningful unity that can support the Palestinian people's struggle.
Comrade Sa'adat's isolation from the general Palestinian prison population has continued for six months now, and the next hearing on his isolation has been postponed into early October. In addition, his wife Abla has been prevented from visiting him at Ramon prison for the past three months due to the occupation authorities, and he is provided with newspapers only once or twice a week.
He ended his comments to Duqmaq by praising the steadfastness of our Palestinian people on their land and their adherence to their national and legitimate right to defend their land and their rights and reject the occupation.
