ஜனாதிபதி தேர்தலில் எவருக்கு ஆதரவளிப்பது தொடர்பாக நாளை இடம்பெறவுள்ள கட்சியின் கூட்டத்தில் முடிவு எடுக்கப்படும் என ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ் தெரிவித்துள்ளது.

கட்சியின் தலைவர் ரவூப் ஹக்கீம் தலைமையில் இடம்பெறவுள்ள  இந்த கூட்டத்தில் முஸ்லிம் காங்கிரஸ் கட்சியின் தொகுதி அமைப்பாளர்கள், நாடாளுமன்ற, மாகாண சபை மற்றும் உள்ளூராட்சி சபைகளின் உறுப்பினர்கள் கலந்து கொள்ள கட்சியின் தேசிய அமைப்பாளர் சபீக் ரஜாப்தீன் தெரிவித்துள்ளார்.

 இதேவேளை ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ் 18வது திருத்தச் சட்டத்திற்கு ஆதரவாக வாக்களித்தமை குறித்து தற்போது வருந்துவதாகவும் இதனடிப்படையில் நாளை கூடும் அதியுயர் பீட கூட்டத்தில் 18வது திருத்தச் சட்டம் குறித்து முக்கிய கவனம் செலுத்தப்படும் என்றும் அவர் கூறியுள்ளார்.

இதனிடையே ஜனாதிபதித் தேர்தலில் எந்த தரப்புக்கு ஆதரவு வழங்குவது என்பது தொடர்பில் கலந்துரையாடுவதற்காக தமிழ்த் தேசியக் கூட்டமைப்பின் நாடாளுமன்றக்குழு எதிர்வரும் திங்கட் கிழமை கூடவுள்ளதாக அதன் ஊடகப் பேச்சாளர் சுரேஷ் பிரேமச்சந்திரன் எம்.பி தெரிவித்துள்ளார்.

பதுளை மாவட்டம் கொஸ்லந்த மீரியாபெத்த மண்சரிவு அனர்த்தத்தினால் பாதிக்கப்பட்ட மலையக மக்களுக்கு ஆதரவு தெரிவிக்கும் சிவில் சமூகத்தினரின் அறிக்கை – ப.விஜயகாந்தன்

2014 ஒக்டோபர் 29ஆம் திகதி ஹல்துமுல்லைப் பிரதேச மீரியாபெத்த தோட்டத்தில் நிகழ்ந்த பேரழிவில் மலையகத்தைச் சேர்ந்த ஆண்கள், பெண்கள், குழந்தைகள் உட்பட ஏராளமானோர் கொல்லப்பட்டுள்ளனர். நூற்றுக்கணக்கான குடும்பங்கள் தங்கள் வீடுகளிலிருந்து  இடம் பெயர்ந்து வேறு இடங்களில் புகலிடம் தேட நிர்ப்பந்திக்கப்பட்டுள்ளன. மலையத்தில் இத்தகைய ஆபத்தை எதிர்நோக்கியுள்ள ஆயிரக்கணக்கான குடும்பங்கள் இதனால் பிதியடைந்துள்ளன.

தங்கள் அன்புக்குரியவர்களை இழந்து தவிக்கும் குடும்பங்களுக்கு எமது ஆழ்ந்த அனுதாபங்களைத் தெரிவித்துக்கொள்கிறோம். மண்சரிவில் சிக்குண்டு காணாமல்பேனவர்களாகக் கருதப்படுவோரின் குடும்பங்களின் வேதனையில் நாமும் பங்குகொள்கின்றோம். காயமுற்று, தங்கள் வீடுகளையும் உடைமைகளையும் இழந்து, தங்கள் எதிர்காலம் பற்றிய நிச்சயமின்றி அகதி முகாம்களில் வாழ்வோருக்கும் எமது ஆழ்ந்த அனுதாபங்களைத் தெரிவித்துக் கொள்கின்றோம்.

இலங்கை மக்கள் ஒன்றிணைந்து வெளிப்படுத்திய துயரமும், அனர்த்தத்திலிருந்து தப்பிப் பிழைத்தோருக்கு நாடெங்கிலும் இருந்து வரும் உதவிகளும் எமக்கு ஆறுதலையும் நம்பிக்கையையும் தருகின்றன. பாதிக்கப்பட்டோரை அக்கறையுடன் பராமரிக்கும் அதிகாரிகள், முகவர்கள் ஆகியோரின் முயற்சிகளை நாம் பாராட்டுகிறோம். இன, மத பேதமற்று மக்கள் இத்துயரில் பங்குகொண்டமை நம் எல்லோருக்கும் பொதுவான மனிதப்பண்பு நம் எல்லோரையும் ஒன்றிணைப்பதை வெளிப்படுத்துகின்றது. இத்தகைய இயற்கை அனர்த்தங்கள் நமது சூழல் பராமரிப்புபற்றி நாம் சிந்திக்கவேண்டியதன் அவசியத்தையும் வலியுறுத்தகின்றன.

இது முற்றிலும் தவிர்த்திருக்கக் கூடிய ஒரு துயரம் என்ற உண்மை எம்மை அதிர்ச்சியடையச் செய்கின்றது. அரசும், உரிய அதிகாரிகளும் உரிய நேரத்தில் தலையிட்டுத் தகுந்த நடவடிக்கைகள் எடுத்திருந்தால் இப்பேரழிவிலிருந்து மக்களைக் காப்பாற்றியிருக்க முடியும். தமது பாராமுகம், அசட்டை என்பவற்றுக்காக அரசாங்கத்தையும், மலையக தலைமைகளையும்இ தோட்டக் கம்பனியையும் (மஸ்கெலிய பெருந்தோட்ட கம்பனி) நாம் வன்மையாகக் கண்டிக்கிறோம். மலையகப் பெண்ணகள், ஆண்கள், குழந்தைகளின் இந்த மரணங்களுக்கு அரசாங்கமும்இ மலையக தலைமைகளும்இ தோட்டக் கம்பனியுமே பொறுப்புக் கூறவேண்டும் என்று நாம் கருதுகிறோம்.

நேரடியாகப் பாதிக்கப்பட்ட சமூகத்தினால் முன்வைக்கப்பட்டுள்ள எட்டு அம்சக் கோரிக்கையை நாம் அங்கீகரிக்கின்றோம். அரசாங்கம் அவர்களின் கோரிக்கைக்குச் செவிமடுத்து அவற்றை நிறைவேற்ற முன்வருகின்றதா என்பதைக் காண நாம் விரும்புகிறோம்.

மலையகத் தமிழ்; மக்கள் அரசியல், பொருளாதார, சமூக அடிப்படையில் ஓரங்கட்டப்பட்டதன் நேரடி விளைவே இப்பேரிழப்பு என்று நாம் கருதுகிறோம். அவர்கள், இலங்கை அரசாங்கம் முழுமையாகப் பொறுப்பேற்காத பாராபட்சம் காட்டப்படும் ஒரு மக்கள் பிரிவாக உள்ளவரை, காணி, வீடு, மற்றும் ஏனைய உரிமைகளைப் பொறுத்தவரை அவர்கள் சமத்துவமாக நடத்தப்படுவது உறுதிசெய்யப்படாத வரை நிலைமையில் எவ்வித முன்னேற்றமும் ஏற்படாது. சமத்துவத்தை உறுதிப்படுத்த வேண்டியதன் அவசரத்தை வலியுறுத்தும் எச்சரிக்கை மணியோசையாக மீரியாபெத்தை கருதப்பட வேண்டும்.

சுமார் பத்தாண்டுகாலமாக கொடுக்கப்பட்டுவந்த தெளிவான, அழுத்தமான எச்சரிக்கைகளைப் புறக்கணித்து அரசாங்கம் செயற்படாதிருந்தமை நம்மை அதிர்ச்சியடைய வைத்துள்ளது. மண்சரிவின் ஆபத்து பற்றியும் அதனால் பாதிக்கப்படக்கூடிய பிரதேசங்கள் பற்றியும் 2005ஆம் ஆண்டிலேயே அடையாளம் காணப்பட்ட போதிலும், அதைத் தொடர்ந்து Nடீசுழு – பல மதிப்பீடுகளைச் செய்திருந்த போதிலும் அதைத் தடுப்பதற்கும் குறைப்பதற்குமான எவ்வித நடவடிக்கைகளும் மேற்கொள்ளப்படவில்லை. அதன் விளைவே இந்த மரணங்களும் பேரழிவும். குற்றத்தை வௌ;வேறு திணைக்களங்கள்மீது சுமத்துவதையிட்டு நாங்கள் வருந்துகிறோம். அரசாங்கமே இதற்குப் பொறுப்பேற்கவேண்டும் என்றும், இவ்வளவு காலமாகத் தங்கள் கடமையைச் சரிவரச் செய்யாதவர்களுக்கு எதிராக உடனடியாக ஒழுங்கு நடவடிக்கை மேற்கொள்ளப்பட வேண்டும் என்றும் நாம் கோரிக்கை விடுக்கின்றோம். எதிர்வர இருக்கும் ஆபத்தும், மக்களை வெளியேற்றும் உத்தரவும் இறுதி நாட்களில்கூட பாதிப்புக்கு ஆளாக்கக்கூடிய மக்களுக்கு தேவையான அவசரத்தடன் தெரிவிக்கப்படவில்லை என்பது கவலைக்குரியது. பேரழிவுக்குக் காரணமாக  பாதிக்கப்பட்ட மக்களையே குற்றம்சாட்டி சில அமைச்சர்களும் அதிகாரிகளும் வெளியிட்டுள்ள அறியாமைமிக்க அறிக்கைகளால் நாம் வருத்தப்படுகிறோம்.

தங்கள் தொடர்ச்சியான, பாரதூரமான அசட்டைக்காகத் தோட்டக் கம்பனியை நாம் கண்டிக்கிறோம். தோட்டச்; சொந்தக் காரர்களையும் தேசத்தையும் வளப்படுத்துவதற்காக இந்தத் தோட்டங்களில் தலைமுறை தலைமுறைகளாகத் துயருற்ற தொழிலாளர்களின் உயிர்களும் நலன்களும் ஒரு பொருட்டாக மதிக்கப்படவில்லை என்பதையே இது காட்டுகின்றது. அவர்களுக்கு எதிரான தெளிவான சான்றுகள் இருக்கும்போது மண்சரிவு ஆபத்து பற்றித் தங்களுக்கு எதுவும் தெரியாது என்று அவர்கள் மறுப்பதும் வேறு பல பொய்கள் சொல்வதும் எமக்கு அதிர்ச்சி ஊட்டுகின்றது. பாதிக்கப்பட்ட மக்களையும் ஊடகங்களையும் சந்திப்பதற்கு அவர்கள் மறுப்பதும், தங்கள் செயற்பாடுகளுக்குப் பொறுப்பேற்க அவர்கள் மறுப்பதும் கண்டிக்கத் தக்கது. நடைபெற்ற துயரம்பற்றி இதுவரை பகிரங்க அறிக்கை எதையும் கம்பனி வெளியிடவில்லை. கம்பனி தமது பொறுப்பை ஏற்றுக்கொள்ள முன்வராவிட்டால் இப்பிரச்சினையை எழுப்புவதற்கு அவர்களின் உற்பத்தியை வாங்குவோரரையும் நுகர்வோரையும் நாடிச்செல்ல நாம் நிர்ப்பந்திக்கப்படுவோம்.

உயிர் இழப்பு, வாழ்வாதார இழப்பு. சொத்து இழப்பு ஆகியவற்றுக்குரிய நட்டஈடு, பாதிக்கப்பட்ட குடும்பங்களைப் பாதுகாப்பான இடங்களில் மீள் குடியமர்த்துதல் ஆகிய வற்றுக்கான திட்டங்களை உடனடியாக அறிவித்து நடைமுறைப் படுத்துமாறு அரசாங்கத்தையும் கம்பனியையும் நாம் கோருகின்றோம். பாதிக்கப்பட்ட குடும்பங்கள் தங்கள் வாழ்வாதாரங்களைத் தொடரக்கூடிய வகையில் கிட்டிய தூரத்தில் பாதுகாப்பான இடங்கள் அடையாளப்படுத்தப்பட வேண்டும் என்றும், குறைந்த பட்சம் யுத்தத்தால் பாதிக்கப்பட்ட குடும்பங்களுக்குக் கொடுக்கப் பட்டது போன்ற தரத்தில் வீடுகளைக் கட்டுவதற்குரிய வசதிகள் செய்துகொடுக்கப்பட வேண்டும் என்றும் நாம் கோருகின்றோம்.

2013, 2014ஆம் ஆண்டுகளுக்கான தேசிய வரவுசெலவுத் திட்டத்தில் மலையகத் தமிழர்களுக்குத் தருவதாக வாக்களிக்கப்பட்ட காணியும் வீடமைப்புத் திட்டமும் போதிய மூலவளங்களுடன் நிறைவேற்றப்பட வேண்டும் என்று நாம் கோருகின்றோம். வாக்குறுதிகளைத் தவிர இந்த நோக்கத்துக்காக ஒரு சதம்கூட ஒதுக்கப்படவில்லை என்பதை ஏமாற்றத்துடன் அறியத்தருகிறோம்.
ஜனாதிபதியால் அறிவிக்கப்பட்ட பொலிஸ் விசாரணையில் எமக்கு நம்பிக்கை இல்லை. மலையகத் தமிழ் உறுப்பினர்களையும் உள்ளடக்கிய உயர் தொழில் வாண்மையர், அனர்த்த அபாய நிபுணர்கள் ஆகியோரைக் கொண்ட பக்கச்சார்பற்ற ஒரு விசாரணைக் குழு அமைக்கப்பட வேண்டும் என்றும், அவர்களுக்கு ஒரு குறிப்பிட்ட கால அட்டவணை வழங்கப்பட வேண்டும் என்றும் அவர்களின் அறிக்கை பகிரங்கப்படுத்தப்பட வேண்டும் என்றும் நாம் கோருகின்றோம்.

முழு மலையகப் பிரதேசத்தையும் உள்ளடக்கும் வகையில் அனர்த்த அபாயக் குறைப்புச் செயற்திட்டம் ஒன்று நிபுணர்களதும் பாதிப்புக்குள்ளாகக்கூடிய சமூகத்தினரதும் ஆலோசனையுடன் உருவாக்கப்பட்டு அதை நிறைவேற்ற தேசிய முன்னுரிமை கொடுக்கப்பட வேண்டும் என்றும் நாம் கோருகின்றோம். இதுபற்றித் தீர்மானிப்பதற்குப் பாராளுமன்றத்தில் ஒரு விசேட அமர்வுக்கு அழைப்புவிடுக்க வேண்டும் என தோட்டத் தொழிலாளர் சமூகத்தைப் பிரதிநிதித்துவப்படுத்தும் தலைவர்களை நாம் கேட்டுக்கொள்கிறோம்.
நிவாரணப் பணிகளை வரவேற்கும் அதேவேளை, உடனடியான மீட்புப் பணிகள் பற்றியும் அதைத் தொடர்ந்த தேடுதல் நடவடிக்கைகள் பற்றியும், மீள்குடியமர்வுச் செயற்பாடுகள் பற்றியும் நாம் அக்கறை கொண்டிருக்கிறோம்.
ஐந்து நாட்கள் கழிந்த பின்னரும்கூட இறந்தவர்கள், காணாமல் போனவர்களின் எண்ணிக்கை பற்றி ஓரளவு உறுதியுடன் கூறமுடியாமை, அனர்த்த முகாமைத்துவ அமைச்சரின் பொறுப்புணர்வற்ற, பெரிதும் வேறுபடுகின்ற ஏறுக்குமாறான கருத்துக்கள் என்பன மலையகத் தமிழ்மக்கள் பற்றிய மொத்தமான புறக்கணிப்பையே காட்டுகின்றன. மரணித்தவர்கள், காணாமல் போனவர்கள் பற்றிய சரியான தகவல்கள் ஊடகங்களில் தெளிவாகவும் பொறுப்புணர்வுடனும் கிரமமாக வெளிப்படுத்தப்பட வேண்டும்.
தேடுதல் நடவடிக்கைகள் முப்படைகளால் மந்தகதியில் மேற்கொள்ளப்படுகின்றன. அதில் ஒரு அவசர உணர்வு காணப்படவில்லை. விசேட உபகரணங்களும், நிபுணத்துவமும் பயன்படுத்தப் படுவதற்கான அறிகுறிகள் எதுவும் இல்லை. பிரதேசம் பற்றிய அறிவும், மலைகளில் வேலை செய்த அனுபவமும் உடைய இப்பிரதேச மக்கள் இதில் பயன்படுத்தப்படவில்லை. அனுபவம் அற்ற இளம் ராணுவத்தினர் தோண்டுதல் நடவடிக்கையில் ஈடுபடும்போது, அப்பிரதேசம் பற்றிய அனுபவமும் அறிவும் உடைய சமூகத்தினர் பார்வையாளர்களாக இருக்க நேர்வது ஒரு கவலைக்குரிய விடயமாகும். சர்வதேசரீதியில் தொழில்நுட்ப உதவியைக் கோருவதும், பின்-அனர்த்தத் தீர்மானங்கள் மேற்கொள்வதில் சம்பந்தப்பட்ட சமூகம் பங்குகொள்வதும் சர்வதேசரீதியில் ஏற்றுக்கொள்ளப்பட்ட நியமமாகும்.

உடல்கள் எல்லாம் கண்டெடுக்கப்பட்டு. கடைசி நபரின் விதியும் நிறுவப்படும்வரை தேடுதல் நடவடிக்கை தொடரவேண்டும் என்பதே பாதிக்கப்பட்ட குடும்பங்களின் எதிர்பார்ப்பாகும். தேடுதல் நிறுத்தப்பட்டவிடுமோ என அவர்கள் அஞ்சுகின்றனர். தேடுதல் நடவடிக்கையின் முன்னேற்றம் பற்றி பாதிக்கப்பட்ட சமூகத்தினருக்கு கிரமமாகத் தெரிவிப்பது அதிகாரிகளின் கடமையாகும்.
நிவாரண முகாம்களின் நிருவாகம் முற்றிலும் சிவில் அதிகாரிகளிடம் ஒப்படைக்கப்பட வேண்டும், அதில் ராணுவத்துக்கு எவ்வித பங்கும் இருக்கக்கூடாது. முகாம்களுக்கு உள்ளும் வெளியிலும் பாதுகாப்பான சூழலை ஏற்படுத்திக் கொடுக்கும் பொறுப்பு பொலிசாருக்கு உரியது.
ராணுவத்தினர் தங்கள் நடவடிக்கைகளின் கட்டளைத் தளமாகக் கோயில் வளாகத்தைப் பயன்படுத்துவது, ஆரம்பத்தில் அவசியமாக இருந்திருப்பினும், இப்போது வணக்கத்தலத்தின் புனிதத்தைப் பேணுவதற்காக அது மாற்றப்பட வேண்டும். அவர்கள் கோயிலை விட்டு வேறு இடத்துக்குச் செல்ல வேண்டும்.
முகாம்களின் முகாமையாளர்களும் ஏனையோரும் முற்றிலும் சிங்களம் பேசுவோராக உள்ளனர். ஆனால் பாதிக்கப்பட்ட சமூகத்தினர் தமிழ்ப் பேசுவோராவர். அவர்களுக்கு இருமொழி அறிவும் உண்டு. தேவை மதிப்பீடு, மனநல ஆலோசனை, கருத்தறிதல், எதிர்காலச் செயற்பாடுகள் பற்றிய தொடர்பாடல் போன்றவை பாதிக்கப்பட்ட சமூகத்தினர் நன்கு அறிந்த மொழியில் நடைபெற வேண்டும்.

பாதிக்கப்பட்ட குடும்பத்தினருக்கு நடமாட்ட சுதந்திரம் வழங்கப்பட வேண்டும். தங்கள் உறவினர்களையும், நண்பர்களையும் சந்தித்துத் தொடர்புகொள்ள அவர்களுக்குச் சுதந்திரம் இருக்க வேண்டும்.

இடம்பெயர்ந்தோர் முகாம்களில் தங்கி இருக்கும் குடும்பத்தினருக்கு அடுத்த கட்ட நடவடிக்கைகள் பற்றிய முழுத் தகவல்களும் வழங்கப்பட வேண்டும். பாடசாலைகளை விட்டு அவர்கள் எங்கு செல்ல இருக்கிறார்கள்? இடைக்கால ஒழுங்குகள் என்ன? அதன் தரம் எத்தகையது? தங்கள் பழைய இடங்களுக்கு அவர்கள் திரும்பிச் செல்ல முடியுமா? அவர்களுக்கு எங்கு நிலம் ஒதுக்கப்படும், அது அவர்களுக்கு ஏற்புடையதாக இருக்குமா? எப்போது அவர்களுக்கு நிலம் வழங்கப்படும், எப்போது வீடுகள் கட்டப்படும்?

பாதிக்கப்பட்ட சமூகத்தினரின் பிரச்சினைகளைக் கையாளும்போது. அகதிமுகாம் முகாமைத்துவம், மீள்குடியேற்றம் என்பவை தொடர்பாக முன்னைய அனர்த்த அனுபவங்களின்போது கற்ற பாடங்கள் கருத்தில் கொள்ளப்பட வேண்டும். தீர்மானங்களை மேற்கொள்வதில் பெண்களின் பங்குபற்றலுக்கு விசேட கவனம் செலுத்தப்பட வேண்டும். நிவாரண, மீள்குடியேற்ற நடவடிக்கைகளில் பெண்கள் மற்றும் குழந்தைகளின் அக்கறைகள் போதிய அளவு உள்வாங்கப்பட வேண்டும்.

A group of senior members of the Sri Lanka Freedom Party (SLFP) today described SLFP stalwart Maithripala Sirisena contesting the upcoming Presidential polls as the common candidate against Mahinda Rajapaksa, is part of an international conspiracy to create political instability in Sri Lanka.

These remarks were made during a special media briefing that was convened by the SLFP a short while ago at the party headquarters to which senior SLFP-ers including newly appointed General Secretary Anura Priyadharshana Yapa and government Ministers Nimal Siripala de Silva, Dullas Alahapperuma, Susil Premajayantha and W. M. J. Senevirathne attended.

 “What happened yesterday is a link in the chain of foreign conspiracies that seek to destabilize this country. There have been certain countries that have pumped money into this scheme through their embassies to establish a puppet regime in Sri Lanka. We warn them to put a stop to these activities,” government Minister Dullas Alahapperuma said. He said these forces will be revealed in the near future.

Minister Alahapperuma went on to state that Maithripala’s actions are part of a ‘mega teledrama’ that is being directed by former President Chandrika Kumaratunga.

“Yesterday he made certain pledges including the abolition of Executive Presidency within 100 days of being elected and appointing Ranil as the Prime Minister. Unfortunately, what he has promised is not even constitutionally feasible,” he added.

Meanwhile, government Minister and senior SLFP-er Susil Premajayantha who also spoke at the media briefing today said that there is still scope for UPFA coalition partner – JHU to work with the government and urged them to refrain from being a part of the conspiracy.

He also commented on the stance maintained by the JVP so far concerning the upcoming Presidential polls. “They have stated that the polls are illegal in order to justify their inability to contest at the upcoming elections. But let’s see whether their stance will change following the new political developments – if they do, their credibility will be at stake,” Premajayantha added.

Maithripala - Ranil Meet For A Closed-door Session At Sirikotha

Common candidate of opposition Maithripala Sirisena yesterday met Opposition Leader Ranil Wickremesinghe for a closed-door session soon after the press conference he addressed at New Town Hall in Colombo.

During the meeting, the two leaders discussed several matters pertaining to their mutual agreement on which both parties would carry out their election campaign. At the press conference, Maithripala Sirisena disclosed that UNP Leader Ranil Wickremesinge would be the Prime Minister under his Presidency.

However, sources from Sirikotha told Asian Mirror that the UNP Leader looked “happier and brighter” after the meeting with Maithripala Sirisena. The duration of the meeting was nearly half an hour.

No final agreement, according to highly placed party sources, has so far been reached between the two parties. But, all important decision making bodies of the main opposition party, namely G-20 committee, parliamentary group and the Working Committee have given approval to proceed with the common candidate of the opposition, Maithripala Sirisena.

Speaking to “Asian Mirror’ this morning, UNP MP Lakshman Kiriella said all UNP MPs as well as the top decision making bodies of the party fully welcome Maithripala Sirisena’s candidature at the presidential election.

What is still not clear at the moment is whether former President Chandrika Bandaranaike Kumaratunga will play a significant role in a future government headed by Maithripala Sirisena and Ranil Wickremesinghe.

Speaking to Asian Mirror, a senior figure of the opposition who was instrumental in forming the common opposition front,  said the former President had made it clear that she did not want any position in the government.

எதிர்த்தவர்களுக்கு, எதிர்ப்பவர்களுக்கு வெள்ளை வான் தான்.

என்னை மீண்டும் போட்டியிடுமாறு பலரும் கோரினர். அதிகாரத்தில் இருக்கும் பேராசை எனக்கு இல்லை.

பழிவாங்கும் தலைவர்கள் இருக்கின்றனர். பாதுகாப்பு தேவைப்படுகிறது. எங்களுடைய உயிர்களுக்கு உத்தரவாதம் இல்லை.

எங்களுக்குரிய சகல வரப்பிரசாதங்களும் இல்லாதொழிக்கப்பட்டுள்ளன.

பிள்ளைகள் எதிர்க்கின்றனர். எனினும் நாட்டுக்காக தீர்மானம் எடுத்தேன்.

வெளியில் இறங்கும்போது உயிர் அச்சுறுத்தலுக்கு முகங்கொடுக்க நேரிடும். பயப்படமாட்டேன்.

Department of Elections, a short while ago, announced that the presidential election of 2015 will be held on January 08.

It also added that the nominations for the Presidential Elections will be called on December 08.

Speaking to media, Elections Commissioner Mahinda Deshapriya yesterday said that nominations would be called for the Presidential Election 2015 will be called after 16 days and before 21 days.

The Elections Commissioner also said that the election will be held within 45 to 65 days from today (20). Deshapriya added that he will issue the date for nominations and the date of the election within the next 48 hours.  

He made this announcement yesterday upon receiving the proclamation signed by President Mahinda Rajapaksa.

Former President Chandrika Bandaranaike Kumaratunga today announced her return to active politics after a hiatus of nine years.

“I was silent for nine years, but finally I decided to break my silence. I will actively engage in politics from this point on,” she said.

“I am happy to be part of this historic mission and I am grateful to all parties who allowed me to do so. I am back at my old home and it is good to be back,” former President Kumaratunga said addressing a press conference at New Town Hall in Colombo.

“We will appoint Maithripala Sirisena as the leader of the Sri Lanka Freedom Party and we have embarked on that mission,” the former President asserted.

“The present government does not tolerate any sort of dissention and their sole response is white vans. There is no rule of law in the country and the entire system is in total disarray,” the former President said.

“Members of the ruling party were prohibited from talking to me. I was expelled from the party on my birthday and I was harassed in numerous ways,” she added

 “Core values of the party and its basic principles were violated in broad daylight,” Kumaratunga said while stressing the need of re-gaining the Sri Lanka Freedom Party into the hands of real soils of the son.

RanilPresident Mahinda Rajapaksa says opposition leader Ranil Wickremesinghe now has a Maithri at home and Maithri outside his home.

The President was referring to Wickremesinghe’s wife Maithri Wickremesinghe and common opposition candidate Maithripala Srisena.

He noted that the UNP has now had no choice but to put forward a candidate from the Sri Lanka Freedom Party (SLFP) as the opposition candidate.

“This is like Tissa Attanayake coming to our party and contesting the election.” he said.

He said that Maithripala Srisena has got caught like Sarath Fonseka did at the 2010 Presidential elections.

The President said that some people are now crying crocodile tears but he said he will protect the Sri Lanka Freedom Party and the people of this country.

He also noted that the Parliament Select Committee was appointed two years ago to propose constitutional changes including reducing the Presidential powers but yet the opposition boycotted it and is now pushing for the Executive Presidency to be abolished. (Colombo Gazette)

MahindaPresident Mahinda Rajapaksa today urged the public not to be misled by false propaganda and also expressed confidence in winning the next election.

Speaking at two separate events today, the President said that some foreign powers are attempting to destabilize the country by spreading false allegations.

The President said that he has faith in the public and urged them to support him like before.

Speaking in Tamil at one event, the President said that no matter what happens and what some may say he will always protect the public.

“I am your protector. You can trust me. I trust you,” he stressed.

The President said that in 2005 when he contested the election the public asked him to ensure a respectable peace and he gave just that.

Today, he says, foreign powers are attempting to make Sri Lanka like Iraq and Libya and have someone they can control as the leader in Sri Lanka and they are ready to spend to achieve that goal. (Colombo Gazette)

India’s Lethal Birth Control

There’s no secret to reducing population growth: Women who are informed about and given access to contraception choices have fewer children.

Yet India persists in a cruel strategy of bringing down birth rates through mass female sterilization. In poorer states with high birthrates, health workers are driven by threats and induced by incentives to cut any corners necessary to meet government targets.

In the 12 months ended in March 2013, 4.6 million Indians were sterilized. Between 2009 and 2012, India’s government paid compensation for 568 women who died as a result of the procedure. All told, 37 percent of all the female sterilizations performed in the world are done in India, many in unsanitary, assembly-line conditions.

Thirteen women died shortly after undergoing tubal ligations on Nov. 8, in what in India is called a “sterilization camp.” They were part of a group of 83 women who, enticed by a payment of about $22 and the promise of contraception, had assembled in a filthy public clinic where a doctor and two assistants performed tubal ligations on them that day.

The women were not medically examined before the operations, nor kept for medical observation afterward. They were simply sent home with some painkillers and antibiotics. The antibiotics appear to have been tainted, quite possibly by rat poison. About 60 of the women soon began writhing in pain and were taken to local hospitals.

Faced with public outrage, Prime Minister Narendra Modi has ordered an investigation into what caused the sickening and deaths of so many women this time. The victims’ families were immediately paid compensation.

But last month, India’s Health Ministry directed 11 state governments to double the payments for sterilizations as a means of hitting even higher targets. This is the wrong approach. India’s poor women have a right to informed reproductive choices, and to medical care that meets minimum standards. Mr. Modi should call for an immediate end to mass sterilization of poor women, provide men and women with the means to make educated reproductive choices, and invest in fixing a dysfunctional health system.

A protest was staged in Jaffna today calling for the release of the three Sri Lankans who were sentenced to death together with five Indians.

The five Indians were yesterday pardoned by President Mahinda Rajapaksa but the three Sri Lankans are still in jail serving a life sentence.

The family members of the Sri Lankans and others staged a protest walk in Jaffna which began from opposite the Jaffna prison this morning.

The five Indians were freed following protests in India and the intervention of Indian Prime Minister Narendra Modi.

The Indians were been handed over to the relevant officials yesterday to be sent back to India.

The five Indians and three Sri Lankans were apprehended in 2011 and were sentenced to death by the Colombo High Court on October 30 for alleged drug trafficking. (Colombo Gazette)

இந்த நீதி மன்றத் தீர்ப்பை கண்டித்து, தமிழகத்தின் பல்வேறு பகுதிகளில் மீனவர்களும்,அரசியல் கட்சிகளும்,புரட்சிகர அமைப்புக்களும் போராட்டத்தில் ஈடுபட்டனர்.

5 தமிழக மீனவர்களையும் விடுவிக்கத் தேவையான நடவடிக்கைகளை எடுக்க வேண்டும் என்று வலியுறுத்தி, மத்திய அரசுக்கு தமிழக அரசு கடிதம் எழுதியது.

இந்நிலையில், தமிழக மீனவர்களுக்கு விதிக்கப்பட்ட மரண தண்டனையை எதிர்த்து, இலங்கை உச்ச நீதிமன்றத்தில் இந்தியத் தூதரகம் சார்பில் கடந்த 11ஆம் தேதி மேல்முறையீடு செய்யப்பட்டது.

இதைத் தொடர்ந்து, இந்த விவகாரம் தொடர்பாக பிரதமர் நரேந்திர மோடி, இலங்கை அதிபர் மஹிந்த ராஜபட்சவுடன் தொலைபேசியில் பேசினார்.

அப்போது, 5 தமிழக மீனவர்களையும் இந்தியாவுக்கு இடமாற்றம் செய்வது தொடர்பாக ஆராய்வதாக பிரதமர் நரேந்திர மோடியிடம் ராஜபட்ச உறுதி அளித்ததாகத் தகவல்கள் வெளியாகின.

இந்நிலையில், இலங்கை வெலிகடை சிறையில் அடைக்கப்பட்டிருந்த 5 தமிழக மீனவர்களும் புதன்கிழமை விடுதலை செய்யப்பட்டனர்.

இலங்கை அதிபர் என்ற முறையில் தனக்குள்ள மன்னிப்பு வழங்கும் அதிகாரத்தைப் பயன்படுத்தி, 5 பேரும் விடுதலை செய்யப்பட்டுள்ளனர். 

இதுகுறித்து இலங்கை சிறைத்துறை அதிகாரிகள் தெரிவிக்கையில், "இந்த விவகாரத்தில் மேற்கொண்டு நடவடிக்கை எடுப்பதற்காக, 5 பேரும் குடியேற்றத் துறையினரிடம் ஒப்படைக்கப்பட்டுள்ளனர்' என்றனர்.

அவர்கள் 5 பேரும் வியாழக்கிழமை (நவ.20) அல்லது வெள்ளிக்கிழமை (நவ.21) நாடு திரும்புவார்கள் என இலங்கையில் உள்ள இந்தியத் தூதரக வட்டாரத் தகவல்கள் தெரிவிக்கின்றன.

ராஜபட்சவுக்கு இந்தியத் தூதர் நன்றி: 

5 தமிழக மீனவர்களும் விடுதலை செய்யப்பட்டதற்கு, ராஜபட்சவுக்கு கொழும்பில் உள்ள இந்தியத் தூதரகமும், இந்திய தூதர் ஒய்.கே. சின்ஹாவும் நன்றி தெரிவித்துக் கொண்டுள்ளனர். இதுகுறித்து, இந்தியத் தூதரகம் வெளியிட்டுள்ள அறிக்கையில் தெரிவிக்கப்பட்டிருப்பதாவது:

கொழும்பு உயர் நீதிமன்றத்தால் கடந்த மாதம் 30ஆம் தேதி மரண தண்டனை விதிக்கப்பட்ட இந்திய (தமிழக) மீனவர்கள் 5 பேரும், இந்தியாவுக்கு அனுப்பி வைக்கப்படுவதற்காக சிறையில் இருந்து விடுதலை செய்யப்பட்டனர் என்பதை உறுதி செய்கிறோம்.

மனிதாபிமான அடிப்படையில், இலங்கை அதிபர் மஹிந்த ராஜபட்ச மேற்கொண்ட இந்த நடவடிக்கைக்கு நன்றி தெரிவித்துக் கொள்கிறோம்.

அவரது நடவடிக்கையால், இந்தியா-இலங்கை இடையிலான பன்முகத்தன்மைக் கொண்ட உறவு மேலும் வலுப்படும் என்று அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

இந்தியா, இலங்கை உள்ளிட்ட 8 நாடுகள் அங்கம் வகிக்கும், சார்க் எனப்படும் தெற்காசிய ஒத்துழைப்பு அமைப்பின் மாநாடு, நேபாளத்தில் விரைவில் தொடங்க இருக்கிறது. இதில், பிரதமர் நரேந்திர மோடியும், ராஜபட்சவும் கலந்து கொள்ளவுள்ளனர். இந்தச் சூழ்நிலையில், 5 தமிழக மீனவர்களையும் இலங்கை விடுதலை செய்துள்ளது குறிப்பிடத்தக்கது.

போதைப்பொருள் கடத்தல் குற்றச்சாட்டில் மரணதண்டனை விதிக்கப்பட்ட இந்திய மீனவர்கள் ஐந்து பேர் விடுதலை செய்யப்பட்டுள்ள நிலையில், அந்த வழக்கில் தண்டனை விதிக்கப்பட்ட மூன்று யாழ்ப்பாண மீனவர்களையும் விடுதலை செய்யுமாறு அவர்களின் உறவினர்கள் கோரிக்கை விடுத்துள்ளனர்.

ஒரே குற்றச்சாட்டுக்காக – ஒரே வழக்கில் மரணதண்டனை விதிக்கப்பட்ட எட்டு மீனவர்களில் ஐந்து பேருக்கு மட்டும் சிறிலங்கா அதிபர் பொது மன்னிப்பு அளித்து விடுதலை செய்துள்ளார்.

எனினும், இந்த வழக்கில் மரணதண்டனை விதிக்கப்பட்ட யாழ்ப்பாணம், குருநகர் மற்றும் மண்டைதீவைச் சேர்ந்த மீனவர்களை விடுவிப்பது தொடர்பான எந்த அறிவிப்பும் வெளியிடப்படவில்லை.

இந்தநிலையில், இதுகுறித்து உறவினர்கள் விசனம் தெரிவித்துள்ளனர்.

மரணதண்டனை விதிக்கப்பட்டுள்ளவர்களில் ஒருவரான, மண்டைதீவைச் சேர்ந்த கிறிஸ்துராஜா ஹில்மட்ராஜின் மனைவி மரியபுளோரன்ஸ் இதுகுறித்து பிபிசியிடம் தகவல் வெளியிடுகையில்,

“எனது கணவருடன்( கிறிஸ்துராஜா ஹில்மட்ராஜ்), குருநகரைச் சேர்ந்த ஞானப்பிரகாசம் துஷாந்தன், கமல் கிறிஸ்டி ஆகிய மூவருக்கும், ஐந்து இந்திய மீனவர்களுடன் தண்டனை வழங்கப்பட்டது.

இந்திய மீனவர்கள் குற்றமற்றவர்கள் என்று விடுதலை செய்யப்படும் போது எங்கள் கணவன்மாரையும் விடுதலை செய்யாதது ஏன்?

அவர்களையும் விடுதலை செய்ய வேண்டும். அவ்வாறு விடுதலை செய்யாவிட்டால் நாங்களும் தூக்கில் தொங்குவதைவிட வேறு வழி எங்களுக்கு இல்லை.

இவர்களை விடுதலை செய்வார்கள் என்று எதிர்பார்த்துத்தான் நாங்கள் கடந்த மாதம் 30 ஆம் திகதி நீதிமன்றத்திற்குப் போயிருந்தோம்.

ஆனால் அவர்களுக்கு மரண தண்டனை என்று நீதிமன்றம் தீர்ப்பு வழங்கிவிட்டது.

இப்போது அவர்களுடன் தண்டனை வழங்கப்பட்ட இந்திய மீனவர்களை பொதுமன்னிப்பு என்று விடுதலை செய்துவிட்டார்கள்.ஆனால் எங்கள் உறவுகளைப் பற்றி எந்தத் தகவலும் இல்லை.

எனக்கு ஒரு மகன் இருக்கின்றார். எனது கணவரை நம்பித்தான் நாங்கள் வாழ்கின்றோம். அவர்கள் இல்லாமல் எங்களால் வாழ முடியாது”, என்றும் அவர் கூறியுள்ளார்.

A total of 1655 persons from 492 families affected by landslides and landslide threat in the Koslanda area were still being housed at five relief camps yesterday (November 15).According to figures provided by the army, 417 persons belonging to 124 families were being sheltered at the Koslanda Sri Ganesha Tamil School. The rest of are housed at four relief camps set up in the Poonagala area. Accordingly, 660 persons from 200 families are housed at Poonagala Tamil Maha Vidyalaya, while 294 persons from 80 families are housed at the Poonagala Junior School.

A further 97 persons from 33 families are housed at Poonagala Sinhala School while 187 persons from 55 families were being housed at Poonagala’s Sri Subramanium Kovil last evening.

Lieutenant Colonel Epsitha Dissanayake, who is in charge of the four relief camps in the Poonagala area, told The Nation that renovations were now ‘almost complete’ at the disused tea factory being renovated by the army in Poonagala to temporarily house those who had lost their houses in the October 29 Meeiyabedda landslide.

As such, once government officials inspect the site and approval is granted, the families are due to be moved to the location early this week.

However, there was still some confusion regarding how many families would be moved to the factory since some families that were not registered with local authorities were known to have been staying at the houses at the time of the landslide. Some government officials had earlier indicated as many as three families had been living in some of the houses, with only one of them was registered.

However, all others who are currently staying at the relief camps after being removed from areas deemed ‘high risk’ are expected to move back to their homes once officials of the National Building Research Organization (NBRO) inspect the locations and declare that there is no longer a landslide threat to these locations.

Sri-Lankan-refugeesTwenty-six, including 25 Sri Lankan refugees, who have been quarantined at a special camp at the Central Prison in Tiruchi, launched a fast yesterday, demanding the early completion of the cases against them, The Hindu newspaper reported.

They are facing charges, including illegal entry and suspected association with the Liberation Tigers of Tamil Eelam (LTTE). Many of them were recently transferred to the special camp here from different camps in the State. A Malaysian citizen is among them.

Sources said the 26 persons did not have breakfast and lunch. They told the authorities that they would not take food unless there was an assurance that the cases against them were settled soon. It was unfair to conduct the trial of the cases for so long when peace prevailed in Sri Lanka, they said.

தமிழ் தேசிய கூட்டமைப்புடனான இரு தரப்பு  பேச்சுவார்த்தைகளை மேற்கொள்ளும் துரித  முயற்சியினை ஐக்கிய தேசிய கட்சி மேற்கொண்டு வருகின்றது. வெகு விரைவில் கூட்டமைப்பின் தலைவர் சம்பந்தனுடன் பேச்சுவார்த்தை நடத்துவோம் எனவும்  ஐக்கிய தேசிய கட்சி தெரிவிக்கின்றது.

அடுத்த ஆண்டில் ஜனாதிபதி தேர்தல் நடைபெறும் என தெரிவிக்கப்பட்டு வருகின்ற நிலையில் பிரதான எதிர்க்கட்சியான ஐக்கிய தேசிய கட்சி ஏனைய எதிரணிகளை சந்திக்கும் முயற்சிகளையும் பொது எதிரணிக்கான ஆட்களை ஒன்று திரட்டும் முயற்சிகளை மேற்கொண்டு வருகின்ற நிலையில் தற்போது  தமிழ் மக்களின் ஆதரவினை பெறும் நோக்கில் தமிழ் தேசியக்கூட்டமைப்புடனான சந்திப்புக்களுக்கான முயற்சிகளை தொடர்ச்சியாக   மேற்கொள்ளப்பட்டு வருகின்றது.

ஏற்கனவே ஐக்கிய தேசிய கட்சியின் தலைவர்  ரணில் விக்கிரமசிங்க தமிழ்  தேசியக் கூட்டமைப்புடனான நேரடிப் பேச்சுவார்த்தைகளை நடத்த தயார் என தெரிவித்திருந்த  நிலையில் நேற்று தமிழ் தேசிய கூட்டமைப்புடனான உத்தியோகப்பற்றற்ற பேச்சுவார்த்தையினை ஐக்கிய தேசிய கட்சி  மேற்கொண்டுள்ளது.

இரு கட்சிகளினதும் முக்கிய  பிரமுகர்கள் இப்பேச்சுவார்த்தையினை கொழும்பில் நடத்தியுள்ளதுடன் சில  முக்கிய கலந்துரையாடல்கள் இடம்பெற்றுள்ளதாக ஐக்கிய தேசிய கட்சியின் முக்கிய உறுப்பினர் ஒருவர்  உறுதிப்படுத்தியுள்ளார்.

மேலும், கடந்த வாரத்தில் தமிழ் தேசிய கூட்டமைப்புடனான சந்திப்பினை மேற்கொள்ளவிருந்த போதிலும் கூட்டமைப்பின் தலைவர் இரா. சம்பந்தனுக்கு சுகவீனம் ஏற்பட்டுள்ளதன் காரணத்தினால் பேச்சுவார்த்தைகள் தள்ளிப்போயுள்ளது. எனினும் வெகு விரைவில் மீண்டும் பேச்சுவார்த்தைகள் நடத்தப்படும். அதேபோல் அரசாங்கத்தின் கூட்டணிகள் ஒரு சிலரையும்

நடைபெறவுள்ள ஜனாதிபதி தேர்தலில் களமிறங்கவுள்ள ஜனாதிபதி மஹிந்த ராஜபக்ஷவகுக்கு மலையக மக்கள் நூற்றுக்கு நூறு வீதம் தனது வாக்குகளை வழங்கி வெற்றிபெற செய்வர். இதில் எந்த சந்தேகமும் இல்லை என தொலைத்தொடர்புகள், தகவல் தொழில்நுட்பப்  பிரதியமைசர் பிரபா கணேசன் தெரிவித்தார்.

 ஸ்ரீலங்கா சுதந்திரக்கட்சியின் தலைமையகத்தில் இன்று இடம்பெற்ற ஊடகவியலாளர் மாநாட்டிலேயே அவர் இதனைத் தெரிவித்தார்.

In fear of possible landslides 101 families from the Koslanda, Meeriyabedda and Haldummulla areas have been evacuated.

Asian Mirror correspondent reported that the Disaster Management Center (DMC) took this decision due to a crack which has appeared on the ground above the place where the landslides occurred earlier this month.

The DMC has taken steps to remove 408 civilians from the Koslanda Sri Ganesha Vidyalaya also in fear of landslides.

A massive mudslide, triggered by torrential rains, swept away scores of homes at a tea estate in the hill country.

The landslide which struck the Meeriyabaddawatta Koslanda in Badulla district, about 220 km east of Colombo on October 29 morning sent shock waves across the country. It was initially thought that as much as 200 people might be missing, buried under the mud.

However, when the chaotic situation cleared, it was found that the missing number was much less.

 AIADMK chief Jayalalithaa is disqualified from contesting elections for ten years, the Tamil Nadu government has said in a gazette notification.

"Consequent upon the conviction of Selvi J Jayalalithaa, Member of the Legislative Assembly, she stands disqualified for being a Member of the Tamil Nadu Legislative Assembly from the date of conviction, i.e., the 27th day of September, 2014 for the period of her sentence (four years)," the gazette notification dated November 8 read. It was issued by Speaker of the Tamil Nadu Assembly P Dhanapal. It also said that she "shall continue to be disqualified for a further period of six years since her release in terms of the existing Section 8 of the Representation of the People Act, 1951." The notification also said that Srirangam Assembly Constituency, represented by Jayalalithaa "shall be deemed to have become vacant from the date of her conviction," September 27.

Although media was given to understand on November 9 that a notification declaring Srirangam seat as vacant was issued, only today it has been officially released by the state government. Also, the details pertaining to disqualification has become known only today. Jayalalithaa was convicted and sentenced to four years in jail besides a fine of Rs 100 crore in a 18-year-old disproportionate assets case by a special court in Bangalore. She was released from jail in Bangalore on October 17 as per the Supreme Court order granting her bail in the case.

Once again Aluthgama was in the news last week with the reported clash between two groups. The latest incident was reported in the Pathirajagoda area in Dharga Town in Aluthgama on November 1. Two youths were reportedly admitted to hospital following the clash, while several persons have been taken into custody following the attack.

According to police, the clash had occurred when a group of Muslim youth were celebrating after a football match and making noise on the road, and a Sinhala youth on a bike had asked them to tone down their noise.

The latest incident, however, almost created the atmosphere for another communal clash like the one that took place in Aluthagama earlier this year when Sinhalese and Muslims clashed in the area.
The STF and the police were deployed promptly after the latest incident to prevent it from escalating into one like what was experienced earlier this year.

While the army has been playing a significant role in rebuilding the devastated buildings and houses following the previous clash, the commanding officer of the Security Forces Head Quarters West, Major General Ubaya Medawala took a personal interest in trying to defuse the tension and create a peaceful atmosphere for both communities to live amicably.

According to Maj. Gen Medawala, after the football match some youth were travelling on motor bikes and when they were crossing the Pathirajagoda temple area a Sinhala youth had said something to them which led to an argument followed by a clash. “In fact, I went to the hospital and I spoke to the injured youth and his parents. The mother and father were calm about the whole incident and they told me what was required was to ensure his safety and speedy recovery. The youth was subsequently released from hospital after treatment and he is recovering.”

General Medawala also addressed both communities of the Pathirajagoda village comprising of 185 families on Thursday and told them that they need to now let these petty differences go and live in harmony as these sort of hostilities would only lead to grief and mayhem between the two communities. A positive message and appealing campaign strategy would not work well without a credible messenger. Hence General Medawala highlighted the considerable role that can be played by the local religious and community leaders.

“I told the elders and the parents of both communities that they should take control of the actions of their children and make sure they are not allowed to loiter in places and get themselves into unnecessary situations. Then I addressed the chief priests of the temples in the area and also asked them to take all measures to prevent such communal disputes taking place. Now, however the situation is under control and everything is calm and quiet and back to normal. On Thursday I addressed the Muslim community and spoke to the elders both male and female as they are persons who have control over the youth and advised them as well. Representatives of the Aluthgama Development Fund and religious congress members as well as the ASP were present when I was addressing these parties,” he added.

At least two members from all 185 families attended this meeting which was a positive sign that these people are committed to resolving this issue. The fact that the parents have taken the initiative to take control over the behavior of their children is also a very positive sign.

Meanwhile, General Medawala assured these people that the army will also assist them in educating their youth and also providing them a safe and violence free area for them to live in a pleasant manner.

When asked to comment on certain reports that indicated that the monks at the Pathirajawela temple were affiliated to the BBS and that they had aggravated the dispute, Medawala said that there was no truth into these allegations. “In fact what had happened was that there were people gathered at the temple for religious observances and some had also come after the incident in order to know what had taken place. However, the whole incident was brought under control by around 11pm that same night. While the police are the main party that took charge of the security of the area and helped maintain law and order, I as the SF Commander for the area had to intervene and access the situation and work together with the police,” he said.

Meanwhile around 80% of the reconstruction and repair of the houses that were damaged in the previous spate of violence in Aluthgama and the reconstruction of commercial buildings have also been completed. However general Medawala said that three of these buildings that were damaged are still being evaluated in order to establish the extent of the structural damage. He said that once the report is received the military engaged in the reconstruction of the damaged houses will be able to decide if these three multi storied buildings are to be demolished and reconstructed or repaired in its current form.

Ceylon Finance Today: As the country worries over a possible shortage of US$ 1 billion foreign direct investments in 2016 for the anticipated economic gains, a senior minister claimed that if the government removed some of the restrictions, the Board of Investment would be able to attract more FDI and surpass targets.

Sri Lanka is in an ambitious journey of improving its GDP to US$ 100 billion by 2016 with a per capita income of US$ 4,000 by that time.

Minister of Investment Promotion Lakshman Yapa Abeywardena highlighted that the country's economy would be US$ 100 billion by 2016, and that foreign direct investment needed to improve and reach close to 5% to US$ 5 billion by that time.

However, the Board of Investment had predicted a shortfall of US$ 1 billion FDI's in 2016 to achieve the government's ambitious target.The BOI had claimed, FDI would reach only US$ 4 billion in 2016.

Minister Abeywardena, who previously tried to halt the recently introduced Land Law, after receiving several complaints from investors, said that if the government removed some of the obstacles his ministry and the country's investment promotion agency, the country would be able to achieve FDI goals.

Many investors both local and foreign had shown their disgust to the Ministry of Investment Promotion and several other ministries on the decision to restrict foreign ownership of land.
Minister Abeywardena attempted to convince the Cabinet that the land alienation law was ill-convinced, and that the government should consult all stakeholders before making any further decisions on this issue.

Sri Lanka failed to achieve the last two years' FDI targets failing short of US$ 160 million in 2012 and US$ 610 million in 2013 to meet US$ 1.5 billion and US$ 2 billion respectively.
However, this year seems to be promising according to the minister, who said that the country had received US$ 1.5 billion during the first 10 months to achieve this year's revised target of US$ 2 billion.

STRATEGIES TO ADDRES THE NEEDS OF THE VICTIMS OF MEERIYABEDDA
LANDSLIDE AT HALDUMULLA IN BADULLA DISTRICT – 29/10/2014
Background:

A severe landslide ocured in Meriyabeda area in Kotabathma Grama Niladhari division in
Haldumula Divisional Secretariat Division in Badula District on 29th October 204 at around 7.30 am.
The impact of landslide afected around 30 people of 57 familes in Ampitkanda tea estate. Total
number of buildings destroyed were 63 including Houses, Kovil, Community Center, Dairy colection
Centers, Boutiques, Telecommunication Center, and 3 Estate bungalows. As of 30th October 2014
four dead bodies were recovered. The total number of mising persons is yet o be confirmed. Out of
the total number of children who atend the schol, 75 children were orphaned. As per the instructions
given by the HE the President, The Minister of Disaster Management directed al Provincial and
District Politcal Authorites, the Agencies under the Ministry of Disaster Management, District and
Divisional Secretaries, Health Authorites, Tri-forces and Police to continue the Search and Rescue
operations and post disaster recovery activites. Government provides the funeral expenses and
undertakes the last rights of the deceased persons. Al hospitals in the area conducting emergency
medical services to minimize health impacts. The government has already provided required funds to
met he immediate emergency requirements.

As an emergency response, people in high risk areas are acommodated in two safe centers which
were established at Koslanda Tamil Schol and Ponagala Tamil Schol. As of 30th October 2014
these two centers acommodate 52 & 317 people respectively. In responding to the early warnings
isued by the National Building Research Organization, number of people are continue to evacuate
from the high risk areas and therefore number of safe centers wil be increased.

In the above context, strategy of the Ministry is to implement a short, medium and long term disaster
risk reduction program. A “Hazard Resilent Vilage” concept is promoted for the survived
community of Meriyabeda.

1. Long Term Strategies

a) Hazard Resilent Vilage
Resilent Vilages mainly focuses on construction of resilent houses under the technical asistance
and supervision of National Building Research Organization (NBRO) for the afected familes. The
resilent vilage wil include;  30 hazard resilent houses with basic furniture and kitchen utensils  Health Center  Fuly equiped community Center  Religious Center  Provide water and sanitation facilties  Rain Gauges to improve community based early warning system
b). Programme for Orphaned children due to Meriyabeda landslide
Provisioning of scholarships and developing a foster parent scheme in order to ensure the safety and
beter future of orphaned children under the supervision of government.  Schol including a hostel for the orphaned children within the resilent vilage  Scholarship scheme  Foster Parent Scheme  Psychosocial suport and Trauma Counseling
 Playgrounds with equipment
c). Empowering livelihod options of displaced personel
Provision of livelihod options for the displaced persons and their dependants. Implementation of the
livelihod development programme linking the existing initatives.

2. Medium Term strategies

a). Temporary relocation of landslides victims
Provision of suitable land for relocation of landslide victims of Meriyabeda and provision of
temporary shelters and al the required basic facilties. Aditonaly, provision of facilties and other
requirements for the children to continue their education without further interuptions.  Temporary shelters and al the required basic facilties  Water and sanitation facilties  Water bowser and water tanks  Portable generators  Safety equipments
2. Short Term strategies
Provision of basic requirements for the displaced communites by giving special atention to children,
women and disable people for their safety.  Schol uniforms, Schol bags, shoes and other personal belongings  Boks and any other materials required to suport heir education
 Personal belongings for women ( sanitary items etc)  Whel chairs, crutches, other disabilty friendly equipment  Towels, bed shets, blankets, umbrelas, mosquito nets etc.  Matreses (Folding and Sleping)  Water purifcation kits  Tarpaulin
 Mobile toilets  Water tanks and Water pumps  Rofing shets  Ground penetration detectors which can be used for search & Rescue operation
 Emergency rechargeable lamps  Raincoats, bots etc.
