Sri Lanka On Cargo Ship Fire

Colombo: Sri Lanka's top environment body said on Saturday the country was facing its worst marine ecological disaster triggered after a Singapore-flagged cargo ship caught fire near the Colombo beach, fuelling severe environmental concerns.

The cargo vessel - MV ''X-Press Pearl''- was carrying a consignment of chemicals and raw materials for cosmetics from Hazira in Gujarat to Colombo Port on May 20 when it caught fire some 9.5 nautical miles away from the port of Colombo.

The firefighting effort on May 21 was assisted by the Indian coastal guard vessels and an aircraft, in addition to the Sri Lanka Navy and Air Force.

Apart from the 325 metric tonnes of fuel in its tanks, the vessel was loaded with 1,486 containers carrying about 25 tonnes of hazardous nitric acid.

Darshani Lahandapura, Chairperson of the Marine Environment Pollution Authority (MEPA), said that according to the available information so far this would be the worst marine ecological disaster in the island nation.

"With the available information so far, this can be described the worst disaster," she said.

The plastic beads floating in the waters covering the affected coastal area are badly affecting the marine ecology in the respective areas, she said.

Lahandapura said the fishing breeding points and mangroves around the Negombo Lagoon, a major tourist attraction, were very sensitive and the resultant pollution could affect them.

She said an explosion was heard from the ship wreck last night.

According to a statement issued by the ship's owners in Singapore, "by 9.45 am Sri Lanka time today, the vessel's hull remains structurally intact, as do the bunker tanks, and there has been no loss of oil into the port's waters. The Sri Lankan Navy has also confirmed that there have been no oil sightings since the fire began".

The Sri Lanka Air Force dropped fire dousing material this morning. Authorities say the fire was under control and the possibility of ship's sinking was less.

The ministry of fisheries has assured that there was no reason to fear consuming fish as the fishing in the affected area had been banned from last Sunday.

The fishermen affected by the fishing ban are to be provided livelihood support, the ministry said.

The officials said a large number of dead sea turtles, birds and small fish could be seen along the coast.

India on Tuesday dispatched ICG Vaibhav, ICG Dornier and Tug Water Lilly to help the Sri Lankan Navy extinguish the fire on the container ship.

India's specialised pollution response vessel Samudra Prahari will reach on Saturday to augment pollution control efforts, the Colombo Gazette reported on Friday.

All 25 crew members of the ship - of Indian, Chinese, Filipino and Russian nationalities - were rescued on Tuesday after a ''fire alarm'' dispatch was sent.

இலங்கை கடல் பரவில் மூழ்கிக்கொண்டுள்ள எக்ஸ்பிரஸ் பேர்ல் கப்பலில் இருந்து வெளியாகியுள்ள இரசாயன பதார்த்தங்கள், பிளாஸ்டிக் துண்டுகள் காரணமாக இலங்கை கடல் எல்லைக்குள் ஏற்படும் பாதிப்புகள் மற்றும் கடல் உயிரினங்கள் எதிர்கொள்ளவுள்ள விளைவுகள் குறித்து தெளிவுப்படுத்துகையில் அவர் இதனை தெரிவித்துள்ளார்.

அவர் மேலும் கூறுகையில்,

கடல் உயிரினங்களை பொறுத்தவரையில் இந்த காலத்திலேயே இனப்பெருக்கம் செய்யும். மீனினங்கள் மற்றும் ஏனைய கடல் உயிரினங்கள் இனப்பெருக்கம் செய்ய கரையை நோக்கி வேகமாக வரும் காலகட்டமாகும். அவ்வாறானதொரு நிலையில் துரதிஷ்டவசமாக எமது கடல் பரப்பில் நச்சு இரசாயன பதார்த்தங்கள் கலக்க நேர்ந்துள்ளது.

சில வேளையில் எமது கடல் பரப்பில் ஏற்பட்டுள்ள விபத்தை மீனினங்கள் உணர்ந்தால் அவைகள் தமது பயணப்பாதையில் இருந்து விலகவும் வாய்ப்புகள் உள்ளது.

எவ்வாறு இருப்பினும் இப்போது கடலில் கலந்துள்ள இரசாயனங்கள் காரணமாக கடல் உயிரினங்களுக்கு பாரிய அச்சுறுத்தலாகும். குறிப்பாக பிளாஸ்டிக் துண்டுகள் கடலில் கலந்துள்ளன.

இவற்றை மீன்கள் உண்பதற்கு அதிக வாய்புகள் உள்ளன. அதேபோல் கடலில் கலக்கப்பட்டுள்ள பிளாஸ்டிக் நீருடன் கலந்து சூரிய ஒளியின் தாக்கங்கள் அதன்மேல் பட்டால் அவை வேறு இரசாயன பதார்த்தங்களாக மாற்றமடையலாம்.

இதன் விளைவுகள் மோசமானத அமையலாம். மீன்கள் இந்த பிளாஸ்டிக் பொருட்களை உணவாக்கிக்கொண்டால் அவை மீன்களின் உடலில் படியும். சிறிய மீன்கள் இவற்றை உட்கொள்ளும் பட்சத்தில் சிறிய மீன்களை உண்ணும் பெரிய மீன்களும் இதனால் பாதிக்கப்படலாம்.

அதனையும் தாண்டி வெறுமனே பிளாஸ்டிக்காக இல்லாது வேறு இரசாயனமாக மாற்றம் பெற்றால் அவை மீனின் உடலில் பதியலாம். அவற்றை அறியாது நாம் மீன்களை உட்கொண்டால் அவை குறுகியகால அல்லது நீண்டகாலதின் பின்னர் புற்றுநோய் போன்ற நோய்களை உருவாக்க வாய்ப்புகள் உள்ளன.

எனவே இது மிக அச்சுறுத்தலான விடயமாகும். மக்கள் எந்த மீனை உணவாக பயன்படுத்துவது, எதனை நிராகரிப்பது என்பதை கூறுவதும் சிரமமான ஒன்றாகியுள்ளது.

முடிந்த வரையில் பாதிக்கப்பட்டுள்ள பகுதிகளில் மீன்பிடியில் ஈடுபடாது தவிர்ப்பது ஆரோக்கியமானதாகும். அதுமட்டுமல்ல இலங்கையின் கடல்சார் ஆய்வுகளை முழுமையாக செய்ததாக எம்மிடம் தரவுகள் எதுவும் இல்லை, கடந்த 2018 ஆம் ஆண்டில் நோர்வே ஆய்வுக்கப்பலொன்று எமது கடல் எல்லையில் முன்னெடுத்த ஆய்வுகளின் பின்னர் அவர்கள் வழங்கிய தரவுகள் மட்டுமே எம்மிடம் உள்ளன.

எனவே எமது கடல் வளம் எவ்வாறு இருந்தது என்பதையும் இப்போது அவை எவ்வாறு மாறியுள்ளது என்பதையும் அவதானிக்க முடியாத நிலையொன்று எமக்குள்ளது. எனவே எமக்கென்ற ஆய்வு மையங்களை இனியாவது ஆரம்பிக்க வேண்டும் எனவும் அவர் மேலும தெரிவித்துள்ளார்.

குறித்த கப்பலின் தீ முழுமையாக அணைக்கப்பட்டு, அதனை ஆழ்கடலுக்குக் கொண்டு சென்றாலும் அதனாலேற்பட்ட பாதிப்புக்களிலிருந்து கடற்பிராந்தியம் பழைய நிலைக்குத் திரும்புவதற்கு சுமார் 20 வருடங்கள் ஆகலாம் என்று  கடற்பிராந்தியப் பாதுகாப்பு அதிகாரசபையின் தலைவர் தர்ஷனி லஹதபுர எச்சரித்துள்ளார்

எனினும் சூழலியல் பாதிப்புக்கள் ஒருபுறமிருக்க இந்த எக்ஸ்பிரஸ் பேர்ள் கப்பலில் ஏற்பட்ட தீப்பரவலும் அதனைத்தொடர்ந்து சூழலுக்கு ஏற்பட்ட பாதிப்புக்களும் பல்வேறு சமூகப்பிரச்சினைகளைத் தோற்றுவித்துள்ளன.

குறிப்பாக கடலுடன் நேரடியாகத் தொடர்புபட்டிருக்கக்கூடிய மீனவ சமூகத்தின் வாழ்வாதாரம் பெரிதும் கேள்விக்குறியாகியுள்ளது. தீப்பரவல் ஏற்பட்ட எக்ஸ்பிரஸ் பேர்ள் கப்பல் தரித்து நிற்கும் பகுதியை அண்மித்த கடற்பிராந்தியங்களில் மீன்பிடி நடவடிக்கைகளில் ஈடுபட வேண்டாம் என்று கடற்சூழல் பாதுகாப்பு அதிகாரசபை மீனவர்களிடம் கோரிக்கை விடுத்திருந்தது.

ஏனைய கடற்பிராந்தியங்களில் மீனவர்கள் மீன்பிடி நடவடிக்கைகளில் ஈடுபட்டாலும், கப்பலில் இருந்து வெளியேறிய எண்ணெய் மற்றும் இரசாயனப்பொருட்களின் கசிவுகள் மீனின் உடலில் கலந்திருக்கலாம் என்ற அச்சத்தின் காரணமாக சந்தையில் மீனுக்கான கேள்வியில் சடுதியான வீழ்ச்சி ஏற்பட்டுள்ளது.

‘கொரோனா வைரஸ் பரவலின் இரண்டாம் அலை பேலியகொட மீன்சந்தையில் ஏற்பட்டதைத் தொடர்ந்து மீன்களைக் கொள்வனவு செய்வதை நாட்டுமக்கள் வெகுவாகக் குறைத்துக்கொண்டார்கள்.

அமைச்சர்கள் சிலர் வேகவைக்காத மீனை உண்டு காண்பித்து, அச்சப்படாமல் மீன் வாங்குங்கள் என்று மக்களிடம் கோரும் நிலைக்குத் தள்ளப்பட்டார்கள்.

இவ்வாறு கொரோனா வைரஸ் பரவல் காரணமாகப் பாரிய வாழ்வாதார நெருக்கடிக்கு முகங்கொடுத்திருந்த மீனவ சமூகம் தற்போது கப்பலில் ஏற்பட்ட தீப்பரவலால் மீண்டும் பாதிப்புக்களை எதிர்கொண்டுள்ளனர்’ என்று மக்கள் விடுதலை முன்னணியின் பிரசாரச்செயலாளர் விஜித ஹேரத் சுட்டிக்காட்டியுள்ளார்.

கப்பலில் ஏற்பட்ட தீப்பரவல் காரணமாக மீன் பிடித்தொழிலில் ஈடுபட முடியாமல் நெருக்கடியை எதிர்கொண்டிருக்கும் மீனவர்களுக்கு 5000 ரூபாவைப் பெற்றுக்கொடுப்பதாக இராஜாங்க அமைச்சர் செஹான் சேமசிங்க தெரிவித்திருப்பதாகக் குறிப்பிட்டுள்ள விஜித ஹேரத், இக்காலப்பகுதியில் மேற்குக்கடலில் அதிகளவில் இறால்கள் உற்பத்தியாகும்.

அதனூடாக மீனவர்கள் அதிக வருமானத்தைப் பெறக்கூடிய வாய்ப்புக் காணப்பட்ட நிலையிலும், இந்தத் தீப்பரவல் காரணமாக அதனை இழக்கவேண்டியேற்பட்டுள்ளது என்றும் தெரிவித்துள்ளார்.

அதேவேளை மூழ்கும் நிலையிலுள்ள எக்ஸ்பிரஸ் பேர்ள் கப்பலை ஆழ்கடலுக்கு இழுத்துச்செல்லும் பணிகள் ஆரம்பிக்கப்பட்டிருப்பதனால், நீர்கொழும்பு களப்பிற்குள் கப்பல்கள் நுழைவதும் பாணந்துறையிலிருந்து நீர்கொழும்பு வரையான கடற்பிராந்தியத்தில் மீன்பிடி நடவடிக்கைகளில் ஈடுபடுவதும் மீன்பிடித்திணைக்களத்தினால் உடனடியாக இடைநிறுத்தப்பட்டிருப்பதாக மீன்பிடி இராஜாங்க அமைச்சர் காஞ்சன விஜேசேகர தெரிவித்துள்ளார்.

கப்பல் முழுமையாக ஆழ்கடலுக்கு இழுத்துச்செல்லப்பட்டதன் பின்னரும் தற்போது ஏற்பட்ட மாசடைவிலிருந்து கடற்பிராந்தியம் முழுமையாக மீட்சியடையும் வரையில் அப்பகுதி மீனவர்கள் இத்தகைய நெருக்கடியை எதிர்கொள்ள வேண்டியிருக்குமா என்ற கேள்வியும் எழுந்துள்ளமை குறிப்பிடத்தக்கது.

Das vor der Westküste Sri Lankas mittlerweile in voller Länge brennende Containerschiff „X-Press Pearl“ (IMO 9875343) könnte als „total loss“ enden.

Zu dieser Einschätzung kommt Tim Hartnoll, Geschäftsführer von Sea Consortium Pte Ltd. Diesem Unternehmen gehört das in China gebaute und erst vor gut drei Monaten in Dienst gestellte Containerschiff (2700 TEU). Der Frachter ist nach Angaben von Hartnoll beim London P&I Club versichert. Der Reederei-Manager geht davon aus, dass das Feuer in einem der im Vorschiffsbereich gestauten Container ausgebrochen ist.

Medienberichten zufolge befanden sich in verschiedenen Containern leicht brennbare Chemikalien. Bekannt wurde inzwischen auch, dass sich das Feuer langsam ausbreitete und bereits in der vergangenen Woche durch die Besatzung während des Seetransits entdeckt und bekämpft wurde. Schließlich geriet der Brand außer Kontrolle. Flugzeuge der Küstenwache und Luftwaffe von Sri Lanka dokumentierten die Brandentwicklung systematisch.

Die zum Teil auf Youtube veröffentlichten Filme zeigen, dass sich das Feuer vom Vorschiffsbereich mit hoher Geschwindigkeit in Richtung Brückenaufbau zuarbeitete und diesen schließlich vollständig erfasste.

Reederei-Manager Hartnoll ist erleichtert, dass die 25-köpfige Besatzung des unter singapurischer Flagge fahrenden Frachters rechtzeitig das vor dem Hafen Colombo vor Anker auf Reede liegende Schiff verlassen hatte. Lediglich zwei Crewmitglieder wurden mit leichteren Verletzungen ins Krankenhaus gebracht.

Neben der Luftwaffe von Sri Lanka hilft auch die indische Küstenwache bei der Brandbekämpfung mit. Zudem ist der Fokus der Beteiligten darauf gerichtet, die inzwischen von dem Havaristen ausgehende Umweltverschmutzung zu dokumentieren.

Die Lagemeldungen sind zugleich eine wichtige Grundlage für entsprechende Warnungen an die Bevölkerung. Neben einer kilometerweit sichtbaren hochgiftigen Rauchwolke wurden inzwischen durch den verheerenden Schiffsbrand auch zahlreiche Container über Bord gespült. Zudem sind größere Mengen Bunkertreibstoff ausgetreten, die nun auf die Küste zutreiben. Mehrere Boxen, die durch die enorme Hitzeentwicklung vollständig deformiert wurden, erreichten inzwischen den Küstensaum.

Der 186 Meter lange Feeder hatte am 15. Mai den Hafen von Hazira in Indien verlassen. Zielhafen sollte Port Kelang in Malaysia sein.

In den zurückliegenden Jahren kam es gerade im Fahrtgebiet Indischer Ozean wiederholt zu Bränden auf Containerfrachtern. Die Ursache war immer wieder, dass Ladung bewusst falsch deklariert und/oder auch falsch gestaut war und es zur Selbstentzündung kam. EHA/jwy

Marine experts attempt to prevent environmental disaster

Efforts continue by marine experts, such as the National Aquatic Resources Research and Development Agency (NARA) and Marine Environment Protection Authority (MEPA), to mitigate the ocean and coastal pollution due to the fire and subsequent explosion of the X-Press Pearl cargo ship, which finally sank on Wednesday (3). 

Initial reports have found no change in pH levels in the ocean and lagoon. “We are awaiting results on tests conducted on seabed species,” said State Minister of Fisheries, Kanchana Wijesekera, yesterday. He also said MEPA has formulated a strategic plan in case there is an oil spill from the sunken ship. 

Booms and skimmers will be used around the vessel and strategic locations, and a spray will be used to disperse any potential oil slick. There are also contingency plans for full beach clean-ups, he tweeted. Meanwhile, Singapore's Maritime and Port Authority (MPA), yesterday, announced that it aims to launch a probe into the charred X-Press Pearl containers in the water, as it may cause an environmental disaster. The sunken vessel is currently sitting on the ocean floor at 22 mt depth with the aft left to be visible, 9.5 km off Colombo Port, in Dickovita beach area. 

The NARA has been monitoring and conducting tests on marine resources and coastline around the country impacted by the Singapore-flagged ship that caught fire on 20 May. The Indian Coast Guard is also monitoring the situation of the shipwreck site. Currently, India’s Samudra-class hightech Pollution Control Vessel (PCV), Samudra Prahari is on standby. 

The other Pollution Response Vessel, Vaibhav is also engaged in this mission. Vessel Vajira has returned to India and will be on standby if there is an emergency call, the Indian sources said. RV ‘Samudrika,' a research vessel from the NARA, operated by the Sri Lanka Navy Hydrographic Service (SLNHS) was deployed on 1 June to collect water and sediment samples from the sea area where the ship lies. It is revealed that there were 78 metric tonnes of plastic nurdles on board the ship. 

The badly burnt ship, carrying charred containers on board was to be for about 30 mn to avoid further sea pollution on 2 June, but that plan was aborted as the ship began to sink. As the NARA and several other local authorities continue to coordinate a joint operation to mitigate the impact of the burnt ship to avoid further possible environmental damage, the Government, at the Media briefing, said certain factions are blaming it for the unfortunate incident. 

 “Some claimed the Qatari and Indian ports had denied entry and we had granted permission, which is incorrect. The ship entered both ports and then carried their cargo as well and sailed to Colombo,”

Minister of Ports Rohitha Abeygunawardena said many are using the fire to attack the Government to gain political mileage and they have to tell the public what really happened. He said the ship fire was an “unfortunate” incident and there was nothing political about it. “Some claimed the Qatari and Indian ports had denied entry and we had granted permission, which is incorrect. The ship entered both ports and then carried their cargo as well and sailed to Colombo,” he added. 

SLPA Chairman Daya Ratnayake reiterated that the adverse weather delayed dousing the fire. Between 24 and 26 May over 39 hours, the cyclonic condition hampered the mission of dousing the fire, he added. The Harbour Master added that as said before the ship arrived and the usual permit was granted after seeing the manifest or the list of cargo that was to be unloaded in Colombo, transshipment cargo, and transit cargo. The Harbour Master reiterated that they were not informed by the Captain of any issues on the ship prior to entering Sri Lankan waters. He said there were no explosive chemicals mentioned in the list that needed approval from the Defence Ministry. 

The ship had arrived at midnight on 19 May and on 20 May afternoon there was smoke and later a fire, he added. He also said while in the anchorage, the ship Captain sent some pictures of the leak in the cargo, while they were working on the arrangements to call the ship to the terminal. These are normal, he said, which any ports attend to. 

It's part of the normal operation, where when such problems are brought up, it needs attention and service. Reworking is part of a normal operation, he added. He also added that they always follow the International Maritime Dangerous Goods (IMDG) code while loading and unloading the consignments.  

கடலுணவுகளை அச்சமின்றி உட்கொள்ள முடியும் - அமைச்சர் தேவானந்தா உறுதியளிப்பு

கடலுணவுகளை உட்கொள்வதற்கு மக்கள் தயங்கத் தேவையில்லை என்று தெரிவித்துள்ள கடற்றொழில் அமைச்சர் டக்ளஸ் தேவானந்தா, கப்பல் விபத்துக்குள்ளான கொழும்பு மற்றும் கம்பஹா  மாவட்ட கடல் பிரதேசத்தில் மீன்பிடி செயற்பாடுகளுக்கு தடை விதிக்கப்பட்டுள்ளது எனவும் தெரிவித்துள்ளார்.

கொழும்பு துறைமுகதிற்கு இரசாயனப் பொருட்கள் அடங்கிய கொள்கலன்களை ஏற்றிவந்த சரக்கு கப்பலில் ஏற்பட்ட வெடி விபத்தின் காரணமாக உயிரினங்களுக்கு கேடு ஏற்படுத்தக்கூடிய  இரசாயனப் பதார்த்தங்கள் கடலில் கலந்திருக்கக் கூடும் என்று அஞ்சப்படுகின்றது.

இதன்காரணமாகக் கடலுணவுகளை உண்பது தொடர்பாக மக்கள் மத்தியில்  ஏற்பட்டுள்ள அச்ச நிலையை நீக்கும் வகையில் கடற்றொழில் அமைச்சர் மேற்கண்டவாறு தெரிவித்தார்.

இதுதொடர்பாக அவர் மேலும் தெரிவித்திருப்பதாவது,

"இதுவரையில், குறித்த சம்பவத்தினால் கடல் வாழ் உயிரினங்களுக்கு  பாதிப்புக்கள் ஏற்பட்டிருப்பதாக உறுதிப்படுத்தப்படவில்லை.

எவ்வாறெனினும், கப்பலில் விபத்து ஏற்பட்ட நேரத்தில் இருந்து சம்மந்தப்பட்ட கடல் பிரதேசத்தில் மீன்பிடி நடவடிக்கைகளுக்கு தடை விதிக்கப்படடுள்ளது.

அதேவேளை, கடலில் கலந்திருக்கக் கூடிய பாதார்த்தங்கள் தொடர்பாகவும், அவற்றினால் உருவாக்கக்கூடிய தாக்கங்கள் தொடர்பாகவும் கண்டறிவதற்கான ஆய்வுகளில் நாரா எனப்படும் தேசிய நீரியல்வள ஆராய்ச்சி  நிறுவனம் ஈடுபட்டுள்ளது.

குறித்த ஆராய்ச்சி அறிக்கை கிடைக்கும் வரையில், சம்மந்தப்பட்ட கடல் பிரதேசத்தில் மீன்பிடிச் செயற்பாடுகளுக்கான தடையை இறுக்கமாக அமுல்ப்படுத்துமாறு அதிகாரிகளுக்கு அறிவுறுத்தப்பட்டுள்ளது.

அதேவேளை, போக்குவரத்து கட்டுப்பாடுகள் விதிக்கப்பட்டுள்ள காலப் பகுதியிலும் நாடளாவிய ரீதியில் கடலுணவுசார் போக்குவரத்துகளை மேற்கொள்வதற்கு அனுமதிக்கப்பட்டுள்ளது.

எனவே, பேலியகொட உட்பட நாடளாவிய ரீதியில் உள்ள  சந்தைகளில் கொழும்பு மற்றும் கம்பஹா போன்ற சந்தேகத்திற்கிடமான கடல் பிரதேசங்களைத் தவிர்ந்த ஏனைய  பிரதேசங்களில் இருந்து கொண்டு வரப்பட்ட கடலுணவுகளே விற்பனை செய்யப்படுகின்றன என்ற அடிப்படையில்,  அவற்றை உட்கொள்வது தொடர்பாக மக்கள் சந்தேகம் கொள்ளத் தேவையில்லை" என்று  தெரிவித்துள்ளார்.

Sri Lanka calls on US House Foreign Affairs Committee NOT TO proceed with Resolution

Sri Lanka on Thursday formally called on the US House Foreign Affairs Committee (HFAC) not to proceed with H. RES. 413 on Sri Lanka moved by Congresswoman Deborah Ross (Democrat/North Carolina) on 18 May. In a letter addressed to HFAC Chair Representative Gregory Meeks (Democrat/New York) and Ranking Member Representative Michael McCaul (Republican/Texas), Sri Lanka’s Ambassador to the USA Ravinatha Aryasinha said: “Sri Lanka vehemently opposes the contents of the Resolution which contains allegations relating to Sri Lanka that are inaccurate, biased and unsubstantiated, raising grave suspicion regarding the intention of the Resolution.” 

The letter was accompanied by a detailed analysis of the Resolution, which laid out paragraph by paragraph, its prejudicial nature. The Ambassador observed that the proposed resolution which equates the LTTE – proscribed by the US since 1997 and named by the FBI in 2008 as ‘among the most dangerous and deadly extremists in the world’ – to an ‘armed independence organisation’, exposes the Resolution’s origins and purpose. The Resolution encourages separatism and questions even the nature of the Sri Lanka State, by references to ‘Traditional Tamil Homelands’. 

This not only misrepresents established historical facts, and present-day realities, but also contributes to supporting the dismemberment of Sri Lanka, which is the ultimate goal of the LTTE and its supporters. Ambassador Aryasinha said the resolution’s wilful ignorance of the USA’s own security concerns about the LTTE and its front organisations and efforts at glorification of terrorism would give inspiration to rump elements of the LTTE and its numerous front organisations within the US and across the world, as well as to other terrorist organisations. Observing that the USA had been “a consistent defence partner of Sri Lanka, including in Sri Lanka’s war against terror,” the Ambassador said:

 “The Resolution which is at significant variance with stated US policy, across Administrations – both Democratic and Republican, may lead to an erroneous conclusion that the House supports armed acts to achieve political goals. This would undermine the US Administration’s own foreign policy foundation of being rooted in democratic values, and negatively impact the warm bilateral relations between Sri Lanka and the USA.” It asserted that the Sri Lanka Government, having struggled for nearly 30 years to defeat LTTE terrorism, consistent with its constitutional duties to protect its citizens regardless of race, religion, language, caste, sex, political opinion or place of birth, launched a humanitarian operation to protect and liberate all Sri Lankans. 

It also outlined the measures taken by the Government since the defeat of terrorism in May 2009, to address the needs of 300,000 internally displaced who had been used as human shields by the retreating LTTE, to rebuild and develop infrastructure in the conflict-affected areas and to restore livelihood opportunities to many, including to over 12,000 ex-LTTE combatants – also comprising 596 child soldiers, who were rehabilitated and reintegrated into the society. Ambassador Aryasinha recalled that following the ending of the conflict, the then government in 2013 conducted Northern Provincial Council elections, ensuring democratic freedoms and rights to the people of the north. 

He noted that since 2017, all minority parties in Parliament, including the TNA, supported the deferral of elections, through a ruling that required electoral reform prior to holding PC elections, which never materialised. For nearly three years, the HRC or Western countries having not taken issue with the delay of elections to Provincial Councils, including that of the Northern Province, however, presently have projected it as a major issue, at a time the current Government has taken the initiative to appoint a Parliamentary Committee to make recommendations on this matter. Noting that reports on Sri Lanka cited in the Resolution, including the OISL Report of 2015, constituted a mere subjective narrative of events including ‘desk-reviewed’ information, the Ambassador said that these documents failed to reveal sources and were not verifiable. 

On the contrary, there was an abundance of verifiable evidence that has been ignored, contained in, inter alia, the Lessons Learnt Reconciliation Commission (LLRC), the ‘Paranagama Commission’, reports from the UN and international agencies including the UNDP, UNICEF and the ICRC, as well as information presented before the UK House of Lords by Lord Naseby challenging among other things the vastly-exaggerated civilian casualty figures. Expert opinions including by international legal luminaries, as well as dispatches in real time by Colonel Anton Gash, Military Attaché of the British High Commission in Colombo and statements by Lt. Col. Lawrence Smith who had served as Defence Attaché of the US Embassy during the last phase of the conflict, also contested this narrative. 

Ambassador Aryasinha also observed that, having had Sri Lanka co-sponsor UN Resolution 30/1 in October 2015 and extracted a commitment that Sri Lanka would initiate an accountability mechanism which would include foreign judges and lawyers, which was unconstitutional, for five years neither the UN bodies nor the US and other proponents of this resolution, pressed the previous Government to carry out its promises. 

He said, calling for an ‘international mechanism’ at this juncture was sinister, at a time the present Government had provided a credible transparent domestic process to address the concerns raised, by in January 2021 instituting a Presidential Commission of Inquiry (PCOI), which had on 4 March “invited any person, persons or organisations to submit written representations or information or any other material which relates to the above for the Commission to inquire”. The Commission has been conducting hearings since April and heard testimony from witnesses.

புதுடெல்லி: மத்திய வேளாண் சட்டங்களை எதிர்த்து, டெல்லியில் விவசாயிகள் 16வது நாளாக தொடர் போராட்டத்தில் ஈடுபட்டுள்ள நிலையில், பஞ்சாப்பின் பல்வேறு பகுதிகளில் இருந்து 1200 டிராக்டர்களில் மேலும் 50 ஆயிரம் விவசாயிகள் டெல்லி நோக்கி புறப்பட்டுள்ளனர்.  மத்திய அரசு இயற்றிய 3 வேளாண் சட்டங்களை எதிர்த்து பஞ்சாப், அரியானா, உத்தரப்பிரதேசம் உள்ளிட்ட பல்வேறு மாநிலங்களைச் சேர்ந்த விவசாயிகள் டெல்லி எல்லையில் முகாமிட்டு 16வது நாளாக நேற்றும் தங்களின் போராட்டத்தை தொடர்ந்தனர். மத்திய அரசு நடத்திய அனைத்து பேச்சுவார்த்தைகளும் தோல்வி அடைந்த நிலையில், இனி பேச்சுவார்த்தை நடத்தப் போவதில்லை என விவசாயிகள் திட்டவட்டமாக கூறி உள்ளனர். வேளாண் சட்டங்களை ரத்து செய்வதை தவிர வேறெந்த நிபந்தனையையும் ஏற்கப் போவதில்லை என்ற உறுதியுடன் விவசாயிகள் போராடி வருகின்றனர். மத்திய அரசு சட்டத்தில் திருத்தம் செய்ய தயாராக உள்ளதே தவிர, எக்காரணம் கொண்டும் சட்டத்தை ரத்து செய்யக் கூடாது என்பதில் உறுதியாக உள்ளது. இதனால், விவசாயிகள் தங்கள் போராட்டத்தை தீவிரப்படுத்தமுடிவு செய்துள்ளனர்.

டெல்லிக்குள் நுழையும் அனைத்து சாலைகளையும் முடக்கப் போவதாக ஏற்கனவே அறிவித்துள்ளனர். இந்நிலையில், போராட்டத்தை தீவிரப்படுத்த விவசாயிகள் கரங்களை பலப்படுத்தும் வகையில் பஞ்சாப்பின் பெரோசிபூர், பெசில்கா, அபோகர் பரித்கோட் மற்றும் மோகா ஆகிய பகுதிகளில் இருந்து மேலும் 50 ஆயிரம் விவசாயிகள் டெல்லி நோக்கி புறப்பட்டுள்ளனர். இது குறித்து மஸ்தூர் சங்கராஸ் கமிட்டி என்ற விவசாய அமைப்பின் தலைவர் சத்னம் சிங் கூறுகையில், ‘‘இனி எங்கள் போராட்டம் சாகும் வரை நடக்கும். எந்த சூழலிலும் எங்கள் நிலத்தை விட்டு வெளியேற மாட்டோம். எங்களுக்கு ஆதரவாக 1200 டிராக்டர்களில் மேலும் 50 ஆயிரம்  விவசாயிகள் பஞ்சாப்பில் இருந்து புறப்பட்டுள்ளனர். அவர்கள் நாளை (இன்று) டெல்லி சிங்கு எல்லையை வந்தடைவார்கள்,’’ என்றார்.

ஏற்கனவே அறிவித்தபடி, விவசாயிகள் இன்று நாடு முழுவதும் சுங்கச்சாவடிகளை முடக்கும் போராட்டத்தை நடத்த உள்ளதாக அறிவித்துள்ளனர். பாரதிய கிஷான் சங்க தலைவர் ராகேஷ் திகைத் கூறுகையில், ‘‘மோடி அரசையும், கார்ப்பரேட் நிறுவனங்களையும் எதிர்த்து இன்று சுங்கச்சாவடிகளை முடக்கும் போராட்டத்தை நடத்துவோம். அதைத் தொடர்ந்து வரும் 14ம் தேதி அனைத்து மாவட்ட முக்கிய நகரங்களிலும் விவசாயிகள் போராட்டம் நடைபெறும்,’’ என்றார். விவசாயிகள் மேலும் அதிகளவில் கூடுவதால் மத்திய அரசும் பாதுகாப்பை அதிகரிக்கும் என எதிர்பார்க்கப்படுகிறது.

சமூக விரோதிகளை அனுமதிக்காதீர்கள்

டெல்லி திக்ரி எல்லையில் விவசாயிகள் போராட்டத்தில் ஒரு பிரிவினர், பல்வேறு குற்றச்சாட்டின் கீழ் கைதானவர்களை விடுவிக்க கோரி கோஷமிடுவதாக செய்திகள் வெளியாகின. இந்த செய்தியை தனது டிவிட்டரில் பதிவிட்ட மத்திய வேளாண் அமைச்சர் நரேந்திர சிங் தோமர், ‘‘விவசாயிகளின் போராட்டத்தை சீர்குலைக்க சமூக விரோதிகள் சதி திட்டம் தீட்டி உள்ளனர். எனவே விவசாய நண்பர்களே விழிப்புடன் இருங்கள். உங்கள் போராட்டத்தை சமூக விரோத சக்திகள் பயன்படுத்திக் கொள்ள அனுமதிக்காதீர்கள்’’ என கூறி உள்ளார்.

நாடு முழுக்க பாஜ ஆதரவு பிரசாரம்

விவசாயிகள் போராட்டத்திற்கு அனைத்து எதிர்க்கட்சிகள் ஆதரவு தெரிவித்து வரும் நிலையில், 3 வேளாண் சட்டங்களால் கிடைக்கும் நன்மைகள் தொடர்பாக நாடு தழுவிய பிரசாரத்தை முன்னெடுக்க பாஜ திட்டமிட்டுள்ளது. நாடு முழுவதும் 700 மாவட்ட கிராமங்களில் செய்தியாளர்கள் சந்திப்பு, பொது நிகழ்ச்சிகள் நடத்திய விவசாயிகள் மத்தியில் விழிப்புணர்வை ஏற்படுத்த உள்ளதாக அக்கட்சி நிர்வாகிகள் கூறி உள்ளனர்.

உச்ச நீதிமன்றத்தில் பாரத் கிசான் வழக்கு

வேளாண் சட்டங்களை ரத்து செய்யக்கோரி உச்ச நீதிமன்றத்தில் விவசாய சங்கங்கள் ஏற்கனவே வழக்கு தொடர்ந்துள்ளன. இந்நிலையில், போராட்டத்தில் ஈடுபட்டுள்ள ‘பாரத் கிசான் சங்கம்,’ உச்ச நீதிமன்றத்தில் நேற்று புதிய இடைக்கால மனுவை தாக்கல் செய்துள்ளது. அதில், ‘வேளாண் சட்டத்தில் குறிப்பிட்டுள்ளபடி மாற்று சந்தைகள் உருவாக்கப்பட்டால், அது விவசாய துறைகளை கண்டிப்பாக முழுமையாக சிதைத்து விடும். அதனால், இச்சட்டத்தை ரத்து செய்யும்படி மத்திய அரசுக்கு உத்தரவிட வேண்டும்,’ என கூறப்பட்டுள்ளது.

 மக்கள் ஜனநாய இளைஞர் கழகம் தருமபுரியில் விவசாயிகளின் அகில இந்திய பந்த-ஐ ஆதரித்து மறியல் போராட்டம் நடைபெற்றது. அனைவரும் கைது செய்யப்பட்டு அவர்கள் மீது வழக்கு போட்டிருக்கிறார்கள். விவசாயிகளுக்காக போராடியவர்கள் மீது அடக்குமுறையை தமிழகம் முழுவதும் மோடியின் எடுபிடி எடப்பாடி அரசு தொடுத்துள்ளது. இந்த அடக்குமுறையை மஜஇக வன்மையாக கண்டிக்கிறது. விவசாயிகளுக்கு துரோகம் இழைக்கும் இந்த மத்திய, மாநில அரசுகள் ஆட்சியிலிருக்க தகுதியில்லாத அரசுகள். இந்த மக்கள் விரோத அரசை தூக்கியெறிய அனைவரும் கிளர்ந்தெழ வேண்டும் என மஜஇக அனைவரையும் அறைகூவி அழைக்கிறது.
