State Minister of Finance Minister Semasinghe reiterates Govt.’s commitment to economic sustainability in inaugural IMF review 

State Minister of Finance Shehan Semasinghe reaffirmed the Government’s unwavering dedication to establishing a sustainable economy at the inaugural meeting of the International Monetary Fund’s (IMF) first review of the Extended Fund Facility (EFF) program at the Presidential Secretariat yesterday.

“We are collaborating closely with the IMF team throughout this process to overcome the challenges ahead of us,” he said via ‘X’ yesterday.

The State Minister also underscored the importance of fostering strong ties with all multilateral institutions, development partners and friendly nations to achieve the country’s economic goals. 

Semasinghe expressed gratitude to the IMF team for their steadfast support in Sri Lanka’s pursuit of economic stability.

“We wish to thank the IMF team for the support extended to Sri Lanka,” he added.

The delegation from the IMF will be in Sri Lanka until 27 September as part of the review.

Apart from Semasinghe other representing the Sri Lankan Government in this deliberation were President’s Senior Adviser on National Security and Chief of Staff Sagala Ratnayaka, President’s Secretary Saman Ekanayake, Advisor to the President on Economic Affairs Dr. R.H.S. Samaratunga, Finance Ministry Secretary Mahinda Siriwardena and Central Bank Governor Dr. Nandalal Weerasinghe.

The International Monetary Fund (IMF) delegation comprises Senior Mission Chief Peter Breuer, Deputy Mission Chief Katya  Svirydzenka, Mike Li, Sophia Zhang, Dmitriy Rozhkov, Noda Selim, Sandesh Dhungana, Nui Miao, Mark Adams (virtual), Joei Turkewitz, and Nuong Lan Vu.

The final discussion of the review will be held on 26 September under the patronage of President Ranil Wickremesinghe who is currently overseas on an official visit to Cuba and the US,.

In March this year, the IMF Executive Board approved a 48-month Extended Fund Facility of about $ 3 billion aimed to restore Sri Lanka’s macroeconomic stability and debt sustainability, mitigate the economic impact on the poor and vulnerable, safeguard financial sector stability, and strengthen governance and growth potential. 

This marked an important step towards the resolution of the crisis. Sri Lanka immediately received an initial disbursement of about $ 330 million from the EFF arrangement, which is expected to catalyse new external financials including from the Asian Development Bank and the World Bank. 

Given the weak external environment and domestic policy tightening, aimed at restoring macroeconomic stability, the economy is expected to contract by 3% in 2023, before registering a modest growth of 1.5% in 2024. Prospects hinge quite critically on the implementation of the economic reform program.

The review process is anticipated to be a pivotal milestone in Sri Lanka’s economic journey, reflecting the nation’s determination to implement reforms that will lead to a robust and sustainable financial landscape.

As Sri Lanka continues to forge ahead with its economic revitalisation efforts, the collaboration with the IMF and other international partners is expected to play a crucial role in shaping the country’s economic trajectory.

பாசிச பாஜக ஆட்சியை தகர்த்தெறிய, அமெரிக்காவின் புதிய காலனிய ஆட்சிக்கும் அம்பானி-அதானி உள்ளிட்ட கார்ப்பரேட் கும்பல்களுக்கும் சமாதி கட்ட தியாகிகளின் வழியை உயர்த்திப் பிடிப்போம்.

நாட்டின் மீதான ஏகாதிபத்திய ஆதிக்கத்தை தகர்த்தெறியவும், தரகுமுதலாளித்துவ, நிலப்பிரபுத்துவ கொடுங்கோன்மைக்கு முடிவுகட்டவும், சாதி, தீண்டாமை கொடுமைகளுக்கு சமாதி கட்டவும், அரைக்காலனிய அரை நிலப்பிரபுத்துவ இந்தியாவை ஒரு புதிய ஜனநாயக இந்தியாவாக மாற்றியமைக்கும் புரட்சிகர போராட்டத்தில் முன்னணியாக செயல்பட்டார் புரட்சித் தோழர் பாலன். 1980 ஆம் ஆண்டு எம்.ஜி.ஆர் ஆட்சியில் கயவாளி தேவாரத்தால் செப்டம்பர் 12ல் தோழர் பாலன் அடித்துப் கொல்லப்பட்ட நாளை, நாட்டின் விடுதலைக்காகவும், ஜனநாயகத்திற்காகவும் போராடி உயிர் நீத்த அனைத்து தியாகிகளின் நினைவையும் லட்சியத்தையும் உயர்த்திப் பிடிக்கும் நாளாகவும், ஆளும் வர்க்கங்களுக்கு சவக்குழிவெட்ட சபதமேற்கும் நாளாகவும் ஒவ்வொரு ஆண்டும் தியாகிகள் தினத்தை கடைபிடித்து வருகிறோம்.

ஏகாதிபத்தியத்தை எதிர்த்த தியாகிகளின் வீரம் செறிந்த போராட்டம் என்பது இன்றோ நேற்றோ துவங்கிய போராட்டமல்ல, அவை 300 ஆண்டுகளின் தொடர்ச்சி ஆகும். 1947க்கு முன்பு பிரிட்டன் ஏகாதிபத்தியத்தை எதிர்த்து சுதந்திரத்திற்காக நெஞ்சுரத்தோடு போராடிய கட்டப்பொம்மன், முதல் மருது சகோதரர்கள் புலித்தேவன், திப்பு சுல்தான், தீரன் சின்னமலை, குதிராம் போஸ், வ.உ.சி., சுப்பிரமணிய சிவா, பாரதியார் வரை எண்ணிலடங்கா தியாகிகளின் லட்சியங்களும், கனவுகளும் இன்னும் முற்றுப்பெறவில்லை. அது வாழையடி வாழையாக இன்றும் தொடர்கின்றது. இந்தியாவில் சோசலிசத்திற்காகவும் ஜனநாயகத்திற்காகவும் தூக்கு கயிற்றுக்கு முத்தமிட்ட பகத்சிங், ராஜகுரு, சுகதேவ் தொடங்கி மார்க்சிய-லெனினிய திட்ட வகைப்பட்ட கட்சியை கட்டியமைத்து இந்திய புரட்சிக்கு வழிகாட்டிய ஏ.எம்.கே முதல் அப்பு-பாலன் வரை அனைவரும் இந்திய புரட்சியின் தியாகிகள் ஆவர்.

ஏகாதிபத்திய எதிர்ப்பு போராட்டங்கள் 1947க்கு முன்பும் சரி, 1947க்கு பின்பும் சரி இன்றும் தொடர்கின்றன, அன்று வெள்ளை ஏகாதிபத்தியத்தின் கொடுங்கோன்மை நிறைந்த நேரடி அடிமை ஆட்சி, இன்று அமெரிக்காவின் புதிய காலனிய ஆதிக்க சுரண்டலுக்கும், அதன் உலக மேலாதிக்கத்திற்கும் சேவை செய்யும் போலி பாராளுமன்றம் போலி சுதந்திரத்தைக் கொண்ட அம்பானி, அதானி உள்ளிட்ட கார்ப்பரேட்டுகளுக்கு வென்சாமரம் வீசும் அடிமையாட்சி தொடர்கின்றது.

மேலும் ஏகாதிபத்தியங்களுக்கு இடையேயான நாடு பிடிக்கும் போட்டியும், ஒடுக்கப்பட்ட நாடுகளின் மலிவான மனித உழைப்பையும், சந்தைகளையும், இயற்கை வளங்களை கொள்ளையடிப்பதில் போட்டியும் முராண்பாடுகளும் தீவிரம் பெற்று வருகின்றன. மேலும் ஏகாதிபத்தியங்களின் உயிரம்சங்களான சந்தைகளை கைப்பற்றுவது, மூலப் பொருட்களைக் கைப்பற்றுவது, மூலதனமிடுவது போன்ற கூர்மையான முரண்பாடுகளால் அமெரிக்கா-நேட்டோ முகாமிற்கும், ரஷ்ய-சீனா முகாமிற்கும் இடையில் நடக்கும் உலக மறுபங்கீட்டிற்கான பனிப்போர் ஆழப்பட்டு வருகிறது.

குறிப்பாக அமெரிக்கா-சீன ஏகாதிபத்திய முகாம்களுக்கு இடையில் உலக மறுபங்கீட்டிற்கான பனிப்போர் ஆசிய-பசிபிக் பிராந்தியத்தில் தென் சீனக் கடலை மையப்படுத்தி இவ்விரு முகாம்களும் யுத்த தயாரிப்புகளில் ஈடுபட்டு வருகின்றன. மறுபுறம் உக்ரைனில் அமெரிக்கா-நேட்டோ, ரஷ்ய முகாம்களுக்கு இடையில் பனிப்போர் ஆழப்பட்டு உயிர் சேதத்தையும். பொருள் சேதத்தையும் ஏற்படுத்தி வருகின்றன. ஜப்பானின் தலை நகரில் நேட்டோ அலுவலகம் அமைப்பது, உக்ரைனுக்கு ஆயுதம் வழங்குவது, நேட்டோவிற்கு ஜி.டி.பி-யில் 2% நிதி ஒதுக்குவது, ஐ.டி.பி.பி. (ITPP) திட்டம் மூலம் பசிபிக் பிராந்தியத்திலும் நேட்டோவை விரிவாக்கம் செய்து வருகிறது

இவ்வாறு ஏகாதிபத்திய நாடுகள் தமது செல்வாக்கு மண்டலங்களுக்கான போட்டிகள் மற்றும் யுத்த தயாரிப்புகளால் ஏற்படும் பொருளாதார நெருக்கடிகளின் சுமைகளை உலகம் முழுவதும் தொழிலாளர்கள் மீதும் ஒடுக்கப்பட்ட தேசங்கள் மீதும் மூர்க்த்தனமாக சுமத்தி வருகின்றன. ஏற்கனவே 2008-ல் அமெரிக்காவில் வெடித்து கிளம்பிய உலக முதலாளித்துவப் பொருளாதார மிகை உற்பத்தி நெருக்கடி 1930, 70 களில் ஏற்பட்ட நெருக்கடிகளை பன்மடங்கு அதிகரித்து உலகம் தழுவிய நெருக்கடியாக மாறி வருகிறது.

இந்த நெருக்கடிகளின் தொடர்ச்சியாக தொழில்துறை வீழ்ச்சி, உற்பத்திதுறை வீழ்ச்சி, விவசாய நெருக்கடி, வரலாறு காணாத ரூபாய் வீழ்ச்சி, கச்சா எண்ணெய் விலை சரிவு, வேலையின்மை அதிகரிப்பு, வாங்கும் சக்தியின்மை அதிகரிப்பு, ஆலை மூடல், ஆட்குறைப்பு என உலக முதலாளித்துவ பொருளாதாரம் புதை சேற்றில் சிக்கி மரணப்படுக்கையில் இருக்கிறது. உலக அளவில் வேலையின்மை 5.8% சதவிகிதமாக இருக்கும் போது இந்தியாவில் மட்டும் அது 7.95% சதவிகிதமாக  அதிகரித்துள்ளது. மனித வள மேம்பாட்டில் 132 இடத்திற்கு தள்ளப்பட்டுள்ளது. 

மேலும் இந்த நெருக்கடியின் சுமைகளை உழைக்கும் வர்க்கங்கள் மீது சுமத்தப்படுவதை எதிர்த்து உலகம் முழுவதிலும் உள்ள பாட்டாளி வர்க்கம் கடும் போராட்டங்களில் ஈடுபட்டு வருகிறது. இப்போராட்டங்களை ஒடுக்குவதற்கும் அடக்குவதற்கும் உலகம் முழுவதும் பாசிச போக்குகள் தீவிரப்பட்டு வருகின்றன. அமெரிக்காவில் இறுகிவரும் ஏகபோக நிதி மூலதன பாசிசத்திற்கு மோடி கும்பலின் இந்துத்துவ பாசிசம் சேவகம் செய்வதோடு அல்லாமல் அமெரிக்க ஏகாதிபத்திய நிதி மூலதன நெருக்கடி சுமைகளை இந்திய உழைக்கும் வர்க்கங்கள் மீது மூர்க்கத்தனமாக திணித்து வருகிறது இதை எதிர்த்துப் போராடும் உழைக்கும் வர்க்கங்கள் மீது புதிய காலனிய நலன்களிலிருந்தும் ராமராஜ்ஜிய கனவிலிருந்தும் இந்துத்துவ பாசிசத்தை தீவிரப்படுத்தி வருகிறது.

கடந்த 75 ஆண்டுகளுக்கு மேலாக கோடான கோடி உழைக்கும் வர்க்கத்தின் உழைப்பால், வியர்வையால் இரத்தத்தால் உருவாக்கப்பட்ட அனைத்து வளங்களையும் சொத்துக்களையும், புதிய காலனிய தாசன் மன்மோகன் சிங்கையே மிஞ்சி நாட்டை அமெரிக்க ஏகாதிபத்தியத்தின் அடிமை நாடாக மாற்றுவதிலும், விவசாயம், தொழிற்துறை, உற்பத்தி துறை, உள்கட்டமைப்பு, இராணுவம், ரயில்வே, விமானம், விஞ்ஞானம், எல்.ஜ.சி. கல்வி, மருத்துவம், சுகாதாரம், கனிம வளங்கள், இயற்கை வளங்கள் அனைத்தையும் ஏகாதிபத்திய நிதிமூலதன ஆதிக்கத்திற்கு திறந்துவிட தடையாக உள்ள அனைத்து சட்டங்களையும் நீக்கி ஏகாதிபத்தியவாதிகளின் காலை நக்கிப் பிழைப்பதில் தாசனுக்குத் தாசனாக இந்துத்துவப் பாசிச மோடி கும்பல் செயல்படுகிறது.

2014 நாடாளுமன்ற  தேர்தலில் நாங்கள் ஆட்சிக்கு வந்தால், ஊழலை ஒழிப்போம், விலைவாசியை குறைப்போம், சாமானிய மக்களின் அடிப்படை வாழ்வாதாரத்தை உயர்த்துவோம், வேலையில்லாத் திண்டாட்டத்தை ஒழித்து ஆண்டுக்கு இரண்டு கோடி பேருக்கு வேலை தருவோம், கருப்புப் பணத்தை ஒழித்து ஒவ்வொரு இந்திய குடிமகனுக்கும் 15 லட்சம் ரூபாய் வங்கியில் போடுவோம், பெட்ரோல், டீசல் விலையை குறைப்போம், விவசாயிகளின் வாழ்வாதாரத்தை இரட்டிப்பாக்குவோம், நாட்டையே ஒரு சொர்க்கபுரியாக மாற்றுவோம், சுயசார்பு பொருளாதாரத்தை பெருக்குவோம், என வாக்குறுதி அளித்து ஆட்சிக்கு வந்த பாசிச மோடி கும்பல் எந்த வாக்குறுதியையும் நிறைவேற்றாமல் அம்பானி, அதானிகளுக்கான இந்தியாவையும், அமெரிக்காவின் புதிய காலனிய ஆதிக்கத்திற்கு சேவை செய்யும் இந்தியாவையும், சிறுபான்மை மக்களையும், தாழ்த்தப்பட்ட, பழங்குடி மக்களையும் வேட்டையாடும், ரத்தம் குடிக்கும் ராமராஜ்ஜிய இந்தியாவை உருவாக்கி வருகிறது.

மேலும் கடந்த 9 ஆண்டுகளாக மோடி கூறிய டிஜிட்டல் இந்தியா, ஸ்கில் இந்தியா, மேக் இன் இந்தியா, மேட் இன் இந்தியா, கிளீன் இந்தியா, தற்சார்பு இந்தியா, வளர்ச்சி இந்தியா, வல்லரசு இந்தியா உள்ளிட்ட எல்லா இந்தியாவும் மக்கள் முன் அம்பலப்பட்டு மாண்டு போயின. தற்போது இவைகளை மூடி மறைக்க ஏழை மகன் நாடகத்தையும் தேசபக்தி வேடத்தையும் முகமூடியாக அணிந்து வருகிறது பாசிச மோடி கும்பல்.இவ்வாறு பாசிச மோடி கும்பல் ஆட்சியில் தேச விரோத - மக்கள் விரோத பாசிச கொள்கைகளால் வேலையின்மை – வறுமை - விலைவாசி உயர்வு – விவசாயிகள் தற்கொலை போன்றவை அதிகரித்துள்ளது. ரபேல் ஊழல், 5ஜி அலைக்கற்றை ஊழல்களைத் தொடர்ந்து பாரத் மாலா ஊழல், துவாரகா நெடுஞ்சாலை ஊழல், அயோத்தியா மேம்பாடு திட்ட ஊழல், சுங்கச்சாவடி ஊழல், ஆயுஷ்மான் பாரத் திட்ட ஊழல், கிராமப்புற மேம்பாட்டு திட்ட ஊழல்  மூலம் கடந்த ஓராண்டில் மட்டும் சுமார் 7.5லட்சம் கோடி ஊழலில் ஈடுபட்டுள்ளது என ஊழலை ஒழிக்க வந்த உத்தமர் ஆட்சியில் ஊழல் தலைவிரித்து ஆடுவதை சிஏஜி அறிக்கை அம்பலப்படுத்தியுள்ளது. மேலும் கார்ப்பரேட் கும்பல்களுக்கு - அதானி அம்பானிகளுக்கு வரிச்சலுகை வழங்கவும், ரூ.14 லட்சம் கோடி வாராக்கடன்களை தள்ளுபடி செய்ததற்காகவும் இந்த 9 ஆண்டுகளில் மட்டும் கூடுதலாக ரூ.100 லட்சம் கோடி அந்நிய கடன் சுமையை மக்கள் தலையில் ஏற்றியுள்ளது பாஜக ஆட்சி. கருப்பு பணத்தை மீட்க வந்த தேவத்தூதர் தற்போது கருப்பு பண கொள்ளையர்களையும் அதானி போன்ற ஊழல்வாதிகளையும் காக்கும் அனுமாராக மாறிவிட்டது மோடி கும்பல்.நாட்டின் நெருக்கடிக்கும் அழிவுக்கும் காரணமான தாராளமய கொள்கைகளை எதிர்த்தும், நாட்டை அமெரிக்காவின் புதிய காலனியாக மாற்றும் அரசியல் பொருளாதார ராணுவக் கொள்கைகளை எதிர்த்தும் புரட்சிகர ஜனநாயக சக்திகள் போராடி வருகிறார்கள். அவர்களை ஒடுக்கவும், நாட்டின் வளங்களை சூறையாடுவதற்கு ஏற்பவும் காலனிய காலத்து சட்டங்களை மாற்றுவதாக கூறி அதை விட கொடூரமான (வனப் பாதுகாப்பு சட்டம், பல்லுயிர் பெருக்க சட்டம், சுற்றுசூழல் பாதிப்பு மதிப்பீடு சட்டம், குற்றவியல் நடைமுறை சட்டம், நியாய சன்கிதா மசோதா போன்ற) பல்வேறு பாசிச கருப்பு சட்டங்களை  அவசர சட்டங்களாக கொல்லைப்புறமாக கொண்டு வந்து ஏகாதிபத்தியங்களுக்கு பாத பூஜை செய்கிறது மோடி கும்பல்.

எனவே வருகின்ற பாராளுமன்றத் தேர்தலில் எதைச் சொல்லியும் வாக்கு கேட்க முடியாத பாஜக ஆர்.எஸ்.எஸ்., விஸ்வ ஹிந்து பரிஷத் உள்ளிட்ட காவி பயங்கரவாத கூட்டம் மதத்தின் பெயரிலும், இனத்தின் பெயரிலும், சாதியின் பெயரிலும் கலவரத்தைத் தூண்டி குளிர் காய தயாராகி விட்டார்கள்.

In a world where international diplomacy shapes the destiny of nations, the spotlight falls on Sri Lanka’s Foreign Minister, Ali Sabry, PC, as he sheds light on the intricacies of the island nation’s diplomatic relations and foreign policy in a candid interview with the Sunday Observer.

Against the backdrop of President Wickremesinghe’s recent visits to India and an upcoming trip to China, along with the granting of permission for a Chinese research ship to dock in Hambantota, the Foreign Minister navigates the challenging waters of balancing Sri Lanka’s neutrality in the face of rising geopolitical tensions between two global giants, China and India.

With a commitment to upholding peace, promoting economic growth, and rebuilding strained relationships, Sabry paints a comprehensive picture of Sri Lanka’s role on the world stage and the strategic steps taken to safeguard its interests and foster international cooperation.

Excerpts from the interview

Q: With the President’s recent visits to India and an upcoming trip to China, along with granting permission for a Chinese research ship to dock in Hambantota, there are concerns that Sri Lanka might find itself at the crossroads of geopolitical tensions between China and India. What steps are being taken to uphold our neutral stance in the face of these developments?

A: Sri Lanka has consistently conveyed its position of neutrality. We are open to engaging in business and cooperation with all nations. Our fundamental priority is to ensure the freedom of navigation in the Indian Ocean Region (IOR). It is unequivocal that we will not permit any country to utilise Sri Lanka as a military base, which could potentially escalate tensions in the region. Our aspiration is for both sea and air to remain peaceful, a heritage we have embraced since 1971.

Balancing this stance is challenging but essential. We are in the process of establishing a Standard Operational Protocol (SOP) to provide clear guidelines on the types of ships, military or otherwise, that are permitted to dock in our ports.

This SOP will guide our decisions regarding visitation requests, ensuring they align with our objectives of scientific research, freedom of navigation, and peace. Our commitment to Indian security concerns, which are legitimate, remains steadfast.

Q: In today’s world, is a neutral or non-aligned foreign policy a viable approach?

A: The world has evolved, and so have our diplomatic strategies. We have learned from our history that aligning too closely with any one nation can leave us isolated when we face challenges.

Sri Lanka’s foreign policy is not about being non-aligned but rather multi-aligned. We engage with a multitude of nations, maintaining multiple choices rather than being confined to one or two specific options. This approach is not unique to us; it is a fundamental aspect of diplomacy.

Our goal is to navigate this complex web of relationships, managing it carefully and diligently. It’s a challenging task, but our foreign policy is rooted in the principle of putting Sri Lanka’s interests first and foremost. We understand that we cannot afford to take sides or become unduly close to any one nation. We prioritise our nation’s welfare above all. Sri Lanka’s foreign policy is pro- Sri Lankan.

Q: As Sri Lanka prepares to take over the chairmanship of the Indian Ocean Rim Association (IORA), how can the country contribute to the concept of a free and open Indo-Pacific?

A: Sri Lanka’s assumption of the IORA chairmanship is driven by a diplomatic vision. We believe in the power of diplomacy and negotiations to resolve differences among nations. Our aim is to promote a predictable, rules-based order. This means creating rules that are agreed upon by all parties, transparent, and not subject to arbitrary changes. A predictable, negotiated order can foster peace, commerce, integration, and reduce tensions.

Q: Can you provide an update on Sri Lanka’s progress with various Free Trade Agreements (FTAs) with regional countries and the possibility of joining the Regional Comprehensive Economic Partnership (RCEP)? Is there any consideration of applying for BRICS membership?

A: FTAs are crucial in today’s world, where trade plays a pivotal role in economic growth. Sri Lanka is actively pursuing FTAs with several countries. Many countries in the recent past who have developed quickly are based on FTAs.

Because no foreign entities will come to Sri Lanka to invest, because Sri Lanka is relatively a very small market, which I think has about 0.07 percent of the world economy. So,it is about 1 out of 10,000. That’s the size of Sri Lanka’s economy. So, nobody is looking at Sri Lanka and trying to grab Sri Lanka. This is a misnomer.

We need to know a really quick assessment of our strengths and our size. If anyone comes into Sri Lanka, they are coming and looking at the markets to export. For that we need FTAs.

Initially, we are looking to finalise agreements with Thailand and implement the existing FTA with Singapore. Negotiations with China are underway, and we are also expanding our economic cooperation with India.

Regarding RCEP, we have submitted our application and are engaged in discussions with the decision-makers in ASEAN countries. We are eager to explore the opportunities it presents.

As for BRICS membership, we have not embarked on that path yet, but our foreign policy is built on engagement and open relationships. So, we keep our options open, and our decisions will align with Sri Lanka’s best interests.

Q: Calls have been made in India, particularly in Tamil Nadu, for India to take over the Kachchativu Island. Is this negotiable from Sri Lanka’s perspective?

A: The status of Kachchativu has already been negotiated and finalised between Sri Lanka and India. It is not a negotiable matter. Sometimes, political discussions surface during elections, but it’s important to remember that these are often driven by political considerations and do not reflect the settled agreements between our nations.

Q: Many are critical of the recent agreements with India which will connect the two countries’ power grids and even pave the way for a land bridge. What are the benefits of these agreements to SL?

A: Connectivity is the name of the game in today’s world. Sri Lanka connects with the rest of the world by air and sea. So, why not add land connectivity to the mix? It does not mean we are throwing open our borders.

There will be standard border control, just like what happens at airports. In fact, it is a step towards reducing threats. It’s about normalising our relationship with neighbouring countries, allowing people to travel freely on established roads.

The United States shares borders with Mexico and Canada. Western countries have common borders with nations they once fought against. The Middle East is interconnected. ASEAN nations have strong connections, and India is well-connected.

This connectivity brings opportunities. India is on a growth trajectory, set to become the world’s third-largest economy by 2050 and possibly the second-largest by 2075, rivaling China.

This means more people-to-people contacts, Indian investments in Sri Lanka, potential real estate growth, increased tourism, and the possibility of establishing international universities in Sri Lanka. It could become an educational hub.

Let’s not forget our abundant natural resources, like wind and solar power, which have been underutilised for centuries. Someone finally wants to harness these resources, and that’s seen as a threat? It does not make sense.

The benefits are substantial. Sri Lanka could become a regional transportation hub, particularly for the southern Indian coast and ports. With around 300 million people in Tamil Nadu, Karnataka, Telangana, Andhra Pradesh, and Kerala, it’s a captive market for Sri Lanka. If we use our ports strategically, there’s potential for people-to-people contact and efficient transit of goods.

This is India’s time, and it is taking the lead in the region, whether we like it or not. The question is, will we seize the opportunity or sit idly by and find fault with it? Many countries have failed to seize opportunities, while others have thrived. The best example is ASEAN, where some nations have seen exponential growth because they opened up to the world.

Q: Sri Lanka’s relations with the Muslim world have been strained due to issues like the Covid-19 cremation controversy. What steps are being taken to rebuild trust and repair these relationships?

A: Sri Lanka has traditionally enjoyed strong relationships with the Muslim and Islamic world, particularly through the non-aligned movement. Unfortunately, during the Covid-19 crisis, certain decisions and actions damaged our image and strained these relationships.

We are working diligently to rebuild these ties and regain the trust of our Muslim friends. Our goal is to reintegrate these vital relationships, and steps have been taken to rectify past misunderstandings. This was immediately after the aftermath of the 2019 East Sunday massacre.

They were not directed by science or logic. It was hatred towards the Muslims. And they wanted to collectively punish the entire Muslim community at that time.

But unfortunately, it punished the Sri Lankans. In the eyes of the world, Sri Lanka looked like an intolerable State, violating human rights, and even the rights of those who are dead, as well as the living.

So, a lot of repair work needs to be done. I think since President Ranil Wickremesinghe took over, a fresh outlook has been given to that. And the Muslim world also appreciates that.

Q: Sri Lanka has faced challenges in its relations with Japan, especially regarding the Light Rail Transit and Eastern Container Terminal issues. How are we mending these fences?

A: Sri Lanka has, at times, encountered diplomatic challenges with nations like Japan. However, under President Wickremesinghe’s leadership, we have made strides in restoring our relationship with Japan.

While Government-to-Government ties are on the mend, we understand that further efforts are needed to rebuild trust with the Japanese private sector. We are committed to providing assurances that Sri Lanka will treat them with respect, transparency, and fairness.

Q: What is the progress of foreign debt restructuring with Japan, India, and the Paris Club? Will the President focus on getting China on board during his trip to Beijing?

A: The process of foreign debt restructuring has faced some delays but remains a top priority for us.

We are working to convene discussions with the Paris Club, India, China, and Japan. During his visit to Beijing, the President will emphasise the urgency of including China in this process. Successful debt restructuring will pave the way for Sri Lanka’s economic recovery and encourage investor confidence.

Q: What measures are being taken to professionalise Sri Lanka’s Foreign Service amidst concerns about the qualifications of some diplomats appointed to foreign missions?

A: The shortage of foreign service officers has posed challenges. We are in the process of recruiting new diplomats to address this issue.

The recruitment results are promising, and interviews will soon commence. We are striving to strike a balance between diplomatic appointments from within the service and external experts, as both have the potential to serve our nation effectively. In the long term, consistent recruitment policies and ongoing training will ensure a professional and efficient Sri Lankan Foreign Service.

அப்பு பாலன் நினைவு தினமான செப்.-12ஐ பாசிச எதிர்ப்பு தினமாகவும், மோடி ஆட்சியை  தூக்கியெறிவதற்கு சூளுரைக்கவேண்டிய தினமாகவும்  ம.ஜ.இ.க கடைபிடிக்கிறது. அதற்காக புரட்சிகர,  ஜனநாயக சக்திகளை அறைகூவி அழைக்கிறது.

மோடி ஆட்சி ஒழிக!

இந்தியாவை வல்லரசாக்குவோம், ஊழலை ஒழிப்போம் என்று முழங்கி ஆட்சிக்கு வந்த மோடி கும்பல் அனைத்து துறைகளிலும் படுதோல்வி அடைந்துள்ளது.  அமெரிக்காவின் புதியகாலனிய ஆதிக்கத்திற்கும்  உள்நாட்டு கார்ப்பரேட்டுகளுக்கும் நாட்டை  தாரைவார்ப்பதிலும், வரலாறு காணாத  ஊழலிலும்தான் முதல் இடத்தைப் பிடித்துள்ளது. வறுமை, வேலைவாய்ப்பின்மை, விலைவாசி உயர்வு போன்றவற்றால் நாட்டு மக்களை கொன்று குவித்து வருகிறது. கார்ப்பரேட்டுகளின் வளர்ச்சியை நாட்டின் வளர்ச்சியாக காட்டி மோசடி செய்கிறது. மக்களை பொருளாதார நெருக்கடிகளில் இருந்து திசைதிருப்ப குஜராத்- மணிப்பூர் - ஹரியானா மாடல் கலவரங்களை நாடெங்கும் கட்டியமைப்பதன் வாயிலாக மீண்டும் ஆட்சியைப் பிடிக்க திட்டமிட்டு வருகிறது. இத்தகைய தேசத்துரோக ஆர்.எஸ்.எஸ்-பாஜக கும்பலை  ஆட்சியிலிருந்து தூக்கியெறிய சூளுரைக்க வேண்டியது ஒவ்வொரு குடிமகனின் கடமையாகும்.

ஜூலை 2023 இன் படி, நாட்டின் வர்த்தகத் துறை  பணவீக்கமானது 7.44% ஆகவும், உணவுத்துறை  பணவீக்கமானது 11.51 % ஆகவும் உயர்ந்துள்ளது. எரிவாயு சிலிண்டர் விலை சுமார் ரூ.1,200 வரை உயர்ந்துவிட்டது. பெட்ரோல் விலை ரூ.102.6, டீசல் விலை ரூ.94.3 என உயர்ந்துள்ளது. காய்கறிகள் விலை 37.3%, மசாலா பொருட்கள் 21.6%, பருப்பு வகைகள் 13%, பால் 8.3%, பெட்ரோல் டீசல் 3.7% மற்றும் வீட்டு பராமரிப்பு 5% வரை விலை உயர்ந்துள்ளது. மோடி கும்பல் ஆட்சிக்கு வந்தபோது (2014) வேலை வாய்ப்பின்மை விகிதம் 5.2% ஆக இருந்தது. ஜூலை 23 கணக்கீட்டின் படி 7.95% ஆக உயர்ந்துள்ளது. இவ்வாறு மக்கள் சொல்லொணா துயரத்தில் செத்து மடிகின்றனர். இந்த அடிப்படை பிரச்சினைகளைத் திசைதிருப்ப குஜராத் மாடல் கலவரத்தை ஹரியானாவில் கட்டியமைத்து 10 க்கும் மேற்பட்ட இசுலாமியர்களை கொன்றுள்ளது. மணிப்பூர் மண்ணில் இரத்தம் இன்னமும் காயவில்லை. இந்துமத உணர்வுகளைத் தூண்டி வாக்கு வங்கியாக மாற்றி ஆட்சியை பிடிக்க இரத்த வெறிகொண்டு அலைகிறது. நரவேட்டையாடும் இந்த பிணந்தின்னி கும்பலை இனியும் ஆள அனுமதிக்கலாமா? கூடாது.

வனங்களை தனியார்மயமாக்குவதற்கான வனப்பாதுகாப்பு சட்டம் மற்றும் மருத்துவ குணம் கொண்ட மூலிகைகளை கார்ப்பரேட்டுகளுக்குத் தாரை வார்க்கும் வகையில் ஆயுர்வேதம், சித்தா உள்ளிட்ட பாரம்பரிய மருத்துவ திட்டமான AYUSH திட்டத்தையும், பல்லுயிர் பெருக்க மையங்களையும்  தனியார் மயமாக்கும் பல்லுயிர் பெருக்க பாதுகாப்பு சட்டத்தை நிறைவேற்றியுள்ளது மோடி அரசு. காலனிய சட்டங்களை நீக்குவது எனும் பெயரில் அதைவிட கொடிய திருத்தங்களுடன் இந்திய தண்டனை சட்ட திருத்தம், இந்திய சாட்சியச் சட்டம் மற்றும் குற்றவியல் நடைமுறை சட்ட திருத்தங்களை அமித்ஷா தாக்கல் செய்துள்ளார். இவை போலீஸ் ராஜ்ஜியத்தை நிறுவுவதற்கான கொடிய புதிய காலனிய பாசிச சட்டங்களாகும். ஏற்கனவே டெல்லி அரசின் அரைகுறை அதிகாரத்தையும் பறித்து ஆளுநருக்கு அதிகாரம் வழங்கும் சட்டத்தையும் நிறைவேற்றியுள்ளது மோடி ஆட்சி. இவ்வாறு பாசிசத்தை அரசியல் சட்டம் வாயிலாகவே அரங்கேற்றிவருகிறது.

மணிப்பூர் உள்ளிட்ட வடகிழக்கு மாநிலங்களில் பாஜக அரசுகளின் பாசிச காட்டாட்சியால் நாடெங்கும் மக்கள் கொந்தளித்துள்ளனர். நிரந்தரமான பிரதமர் எனும் மோடி பிம்பம் நொறுங்கிவிட்டது. வடகிழக்கு மாகாணங்கள் முழுவதையும் உலக வங்கி, ஆசிய வளர்ச்சி வங்கி, முக்கியமாக ஜப்பானின் ஜிகா நிறுவனம் மற்றும் அம்பானி அதானிகளின் வேட்டைக்காடாக மாற்ற அம்மக்களை மதரீதியாக, இனரீதியாக பிளவுபடுத்திவருகிறது. மணிப்பூர் பாஜக அரசும் மோடி அரசும் கூட்டு சேர்ந்து நரவேட்டையாடி வருகிறது. ஆகவேதான் அதன் மீதான பாராளுமன்ற விவாதத்திற்கு வராமல் கோழைத்தனமாக அதானி வீட்டு கழிப்பறையில் ஒளிந்துகொண்டார் மோடி. பிறகு எதிர்க்கட்சிகள் வெளியேறிய பின்பு யாருமில்லாத மன்றத்தில் டீ ஆற்றுகிறார்.

எனவே நாட்டை நரகத்தில் ஆழ்த்தியுள்ள இந்த தேசவிரோத மக்கள் விரோத காவிக்குண்டர்களின் கார்ப்பரேட் எடுபிடி ஆட்சிக்கு சவக்குழி வெட்டவேண்டும். இல்லாவிடில் மக்களுக்கு மேலும் மேலும் இக்கும்பல் சவக்குழி வெட்டும். இரத்த வெள்ளத்தில் நம்மை மிதக்க வைக்கும். மணிப்பூர், ஹரியானா மாடலில் நாடெங்கும் மக்கள் கொல்லப்பட்டு பெண்களை நிர்வாண ஊர்வலம் அழைத்துச் செல்லும் இந்த பாசிசக் கும்பல்.

திமுகவின் இரட்டை நிலைபாடு

ஒரு புறம் தனது தரகு முதலாளித்துவ நலன்களிலிருந்து பாஜக எதிர்ப்பு பேசிக்கொண்டே மறுபுறம் சாதிய வன்கொடுமைகளின் தாய்நாடாக தமிழ் நாட்டை மாற்றி வருகிறது தி.மு.க அரசு. அண்மையில்  நாங்குனேரியில் சின்னத்துரை குடும்பம் மீது சாதிவெறி கும்பல் கொலைவெறி தாக்குதல் நடத்தியுள்ளது. அவர்களை வன்கொடுமை தடுப்பு சட்டத்தின் கீழ் கைது செய்யாமல் SC/ST சட்டத்தின் கீழ் கைது செய்துள்ளது. அமைச்சர் அன்பில் பொய்யாமொழி பாதிக்கப்பட்ட மாணவர்கள், தாக்கிய மாணவர்கள் அனைவரையும் சமப்படுத்தி பேசுகிறார். திராவிட மாடல் அரசுக்கு கல்வித்துறை, அரசு நிர்வாகம், காவல் துறையில் ஊடுருவியுள்ள சங்பரிவார கும்பலை களையெடுக்க கூட வக்கில்லை.

மேலும் நீட் படுகொலைகள் தொடர்கதையாகி வருகிறது. இவ்வாண்டு ஜெகதீஸ் மற்றும் அவரது தந்தை இருவரும் தற்கொலை செய்து மாண்டுவிட்டனர். ஆட்சிக்கு வந்தால் நீட் இரத்து செய்யப்படும் என கூறிய தி.மு.க ஆட்சிக்கு வந்ததும் மசோதா ஒன்றை தாக்கல் செய்துவிட்டு கடமை முடிந்துவிட்டதாக கருதிவிட்டது. தொடர் மக்கள்திரள் போராட்டங்களை நடத்தாமல் சட்டவாதத்தில் மூழ்கிவிட்டது. 2 ஆண்டுகளாக எந்த போராட்டத்தையும் நடத்தாத திமுக அரசு நாடாளுமன்றத் தேர்தல் நெருங்கியதும் போராட்ட நாடகம் நடத்துகிறது. மக்கள் விரோத ஆளுநர் ரம்மி ரவியோ நீட்டை இரத்து செய்ய முடியாது என ஊளையிடுகிறார்.

நேட்டோவின் ஆசிய விரிவாக்கம்

சர்வதேச அளவில் அமெரிக்காவின் தெற்காசிய மேலாதிக்கத்திற்காக குவாட், ஆக்கஸை அடுத்து, ஜப்பானின் தலைமையில் நேட்டோ - இந்தோ பசிபிக் கூட்டமைப்பு ஒன்று  உருவாக்கப்பட்டுள்ளது. ஜப்பான்,  ஆஸ்திரேலியா, நியூசிலாந்து, தென் கொரியா உள்ளிட்ட நாடுகளின் இராணுவ மற்றும் வர்த்தக கூட்டமைப்பான இது சீனாவை முக்கிய எதிரியாக அறிவித்துள்ளது. ஜப்பானின் தலை நகரில் நேட்டோ அலுவலகம் அமைப்பது, உக்ரைனுக்கு ஆயுதம் வழங்குவது, நேட்டோவிற்கு ஜி.டி.பி-யில் 2% நிதி ஒதுக்குவது, ஐ.டி.பி.பி. Gota slams Channel 4, says video is an anti Rajapaksa tirade

In response to the recent allegations made by UK Channel 4 News regarding the 2019 Easter bombings, former President Gotabaya Rajapaksa said that the latest program by Channel 4 is primarily an anti-Rajapaksa tirade aimed at blackening the Rajapaksa legacy from 2005 onwards.

In a statement, the former President said that the film is filled with lies, much like previous films aired by the same Channel.

The latest Channel 4 film on Sri Lanka

The central allegation made in the latest film on Sri Lanka broadcast by Channel 4 is that the Easter Sunday suicide bombings of 21 April 2019 carried out by Islamic extremists had been deliberately facilitated in order to create the conditions to get me elected to power in November 2019. This charge hinges on claims made by one Hanzeer Azad Maulana, an applicant for political asylum in Europe, that he had introduced Maj General Suresh Sallay (who is best known for his past role as the Director of Military Intelligence) to the principle suicide bomber Zaharan and his brother Zainee Moulavi in February 2018. Maj Gen Sallay has been described as one of my loyalists. However, he is a career military officer who has served under many Presidents and all military officers are loyal to the State and not to private individuals. I too was a former army officer, and like him, I too served under different governments. After leaving the position of Defence Secretary in 2015 and until I was elected President, Maj Gen Sallay and I had no contact at all.

Maj Gen Sallay had informed Chanel 4 that he had been removed from the position of Director Military Intelligence and was serving in Malaysia as Minister-Counsellor from 2016 to December 2018 and that he had not been in Sri Lanka at the time this meeting is said to have taken place. Furthermore, from January to November 2019 he was in India following the National Defence College course and during this entire period from 2016 to 2019 he was not operative within the defence or security structure of Sri Lanka. After Maj. Gen. Sallay was removed from Military Intelligence in 2016, he never served in that organisation again. It was only after I became President that he rejoined the intelligence apparatus as the head of the State Intelligence Service from December 2019 onwards. Hence this story about Maj Gen Sallay meeting the suicide bombers in February 2018 is clearly a fabrication.

In order to bolster their claim that Military Intelligence was in league with the suicide bombers, the film alleges that when the police started investigating into to the Vavunativu incident of 30 November 2018 where two policemen were killed and their weapons stolen and the discovery of explosives at the Wanathawilluwa safe house on 16 January 2019, the Military Intelligence had sabotaged the police investigations. All Sri Lankans are aware that the government of 2015-2019 persecuted the intelligence services and particularly the Military Intelligence and that that quite a few of its members spent months and years in remand and in police custody during that period. Hence any claim that the Military Intelligence could sabotage police work during the 2015 – 2019 government, is plain nonsense.

The Presidential Commission of Inquiry into the Easter Sunday bombings has stated quite clearly that signs of a Muslim extremist build up were ignored by the government of 2015- 2019. They stated that the revelation made by the then Justice Minister Wijedasa Rajapakshe

 

on 18 November 2016 that 32 Sri Lankans had gone to Syria and joined the ISIS terrorist group and that foreign Islamic preachers were coming to Sri Lanka to propagate extremist teachings had been ignored. The Easter Sunday suicide bombers had held training camps from 23 to 25 March 2018 at a guest house in Lewella and more gatherings had been held in April and May 2018 at a guest house in Nuwara Eliya all of which had been reported to the police but had not been investigated.

Rilwan, the brother of Zaharan Hashim was seriously injured whilst experimenting with explosives in Kattankuddy in the early hours of 27 August 2018. Apart from the Vavunativu and Wanathavilluwa incidents referred to earlier, there had been the vandalizing of Buddha statues in Mawanella in late December 2018 as well. As the Presidential Commission observed, the proper investigation of any one of these early incidents would have led to the early apprehension of the terrorists and the prevention of the suicide bombings. It was the police and not Military Intelligence that was in charge of these investigations. Apart from the fact that I was not in power during this entire period, like many members of the intelligence services and armed forces, I too was going from one police unit to another and from one court house to another from 2015 till I became President in November 2019 as a result of relentless government persecution.

One of the allegations made against me and my government in this latest film is that after becoming President, I ‘sabotaged’ the investigation by transferring officers carrying out the investigation. I assume that this is a reference to the former Director of the CID Shani Abeysekera. Leaked telephone recordings had revealed that he had conspired with a politician to influence the outcome of an ongoing criminal case in the High Court, and he could not be kept in a position of responsibility in the CID under any circumstances by any government. The police officers attached to the Presidential Commission to investigate the Easter Sunday attacks were not transferred after I came into power. In any case, there was a gap of nearly seven months between the Easter Sunday attacks and my coming into power, and investigations should have been carried out during that period. SSP Abeysekera was also one of those responsible for the negligence between 2016 and 2019 mentioned in the Presidential Commission’s report.

Chanel 4 states that when the report of the Presidential Commission to investigate into the Easter Sunday Attacks published its report, that I refused to make it public. That is an outright lie. Everyone in Sri Lanka knows that it has even been tabled in Parliament. Last year, when some people started linking me to the Easter Sunday bombings, I instructed Ambassador Mahinda Samarasinghe in Washington to explore the possibility of obtaining FBI/CIA assistance in investigations into the Easter Sunday bombings. On 7 April 2022, Christopher A. Landberg of the Bureau of Counterterrorism, U.S. Department of State wrote to Ambassador Samarasinghe stating the following:

“Thank you for raising with us Sri Lanka’s request for an independent investigation into the Easter Sunday attacks… In the immediate aftermath of the attacks, and continuing to the present day, the U.S. government provided assistance in the investigation and prosecution of those responsible – to the point that the Department of Justice filed a criminal complaint in January 2021 against those deemed responsible for the deaths of U.S. citizens. In light of that, even as we stand ready to continue providing support to your government, it would not make sense for the United States to conduct an additional investigation into the attacks…In terms of our cooperation on this case, I would like to highlight that the U.S. Federal Bureau of Investigation (FBI) has worked closely with Sri Lankan law enforcement, and in the week after the attack, deployed approximately 33 personnel to Colombo to assist Sri Lanka’s Criminal

 

Investigation Department with all aspects of their investigation. These efforts included evidence collection, witness and victim interviews, and exploitation of digital devices…”

In this letter, Landberg also stated that if any additional requests were made by the Sri Lankan Attorney General they would be able to provide support from the two U.S. prosecutors, who were on the ground in Colombo at that time in April 2022. Earlier on 8 January 2021, the US Department of Justice had issued a media release stating among other things, that:

“…three Sri Lankan citizens have been charged with terrorism offenses including conspiring to provide material support to a designated foreign terrorist organization (ISIS)… The men were part of a group of ISIS supporters which called itself ‘ISIS in Sri Lanka’. That group is responsible for the 2019 Easter attacks in the South Asian nation of Sri Lanka, which killed 268 people including five U.S. citizens, and injured over 500 others… Two days after the attacks. ISIS claimed credit for the terrorist acts, attributing the murders to "Islamic State fighters."… The criminal case filed on Dec. 11, 2020, in the U.S. District Court in Los Angeles is the result of a nearly two-year investigation by the FBI, which assisted Sri Lankan authorities in the wake of the suicide bombings that targeted Christian churches and luxury hotels frequented by Westerners.”

This latest film by Chanel 4 is mostly an anti-Rajapaksa tirade aimed at blackening the Rajapaksa legacy from 2005 onwards and is a tissue of lies just like the previous films broadcast by the same Channel. To claim that a group of Islamic extremists launched suicide attacks in order to make me President, is absurd.   Despite the politically motivated accusations being made against me by certain individuals, I have personally done everything possible to help the Roman Catholic community when I held government office. After the war ended, I helped in the restoration and reconstruction of the Madhu Church and the Church in Mullikulam. I also helped facilitate the arrangements to invite His Holiness the Pope to Sri Lanka and I headed the committee formed by the then government to organize the visit. I also played a key role in the construction of the Benedict XVI Catholic Institution of Higher Education in Bolawalana. I worked very closely with His Eminence the Cardinal during that period.

US to provide controversial depleted uranium weapons to Ukraine

Continued supply of Western arms and military equipment for the Ukrainian military would only prolong the war.-Russia

The United States says it is sending depleted uranium ammunition to Kiev, despite global concerns about serious health problems caused by such ammunition.

Washington said on Wednesday the controversial ammunitions are part of a new security assistance package worth up to $175 million.

The package also includes anti-tank missiles, artillery and mortar rounds, tactical air navigation systems, and additional ammunition for High Mobility Artillery Rocket Systems.

The new military assistance is part of more than one billion dollars in overall aid announced for Ukraine during US Secretary of State Antony Blinken’s Wednesday visit to Kiev.

The US aid also includes over $665 million in new military and civilian security assistance and millions of dollars in support for Ukraine's air defenses and other areas.

The US promise of depleted uranium rounds comes about two months after Washington said it would provide cluster munitions to Ukraine.

Kiev has already received more than $43 billion from the US in the form of weapons systems like howitzers and millions of rounds of ammunition, including widely-banned cluster munitions, since February 2022 when Russia started a "special military operation" in Ukraine.

A number of Republican presidential hopefuls have questioned the US aid to Ukraine, fuelling concerns over whether Washington will still support Kiev at the same level once the US 2024 election campaign intensifies.

The US has decided, in contravention of the Convention on Cluster Munitions, to provide Ukraine with cluster munitions as part of the latest military aid package.

In reaction to Blinken’s visit to Ukraine, Kremlin spokesman Dmitry Peskov told reporters, “We have heard repeated statements that they (the Americans) intend to continue to help Kiev for as long as it takes.”

“In other words, they are going to continue to support Ukraine in a state of war and to wage this war to the last Ukrainian, sparing no money for this. That's how we perceive it, we know it. It's not going to affect the course of the special military operation,” Peskov added.

Russia has repeatedly warned that a continued supply of Western arms and military equipment for the Ukrainian military would only prolong the war.

Premier makes a four-point proposal for closer China-ASEAN ties

    Chinese Premier Li Qiang said at the 26th China-ASEAN Summit in Jakarta, Indonesia Wednesday that as long as China and ASEAN countries keep to the right path, whatever storms may come, their cooperation will be as firm as ever and they can press ahead against all odds, and analysts said that China-ASEAN ties remain close and will continue to develop to withstand the impacts of any external interference that attempts to instigate tensions and conflicts.

Li said that China-ASEAN cooperation has come a long way thanks to their keen understanding about hardships. "China and ASEAN countries have been committed to the unwavering pursuit of peace with a strong aspiration for development, and both take real actions to safeguard regional stability," he said at the summit, the Xinhua News Agency reported on Wednesday.

The Chinese premier also said that China and ASEAN countries have properly handled disagreements by seeking common ground while shelving differences through dialogue and consultation. 

"The two sides have been deepening practical cooperation in the traditional and non-traditional security fields, and have upheld the five principles of peaceful co-existence and the purpose of the TAC (Treaty of Amity and Cooperation in Southeast Asia)," Li remarked.

Xu Liping, director of the Center for Southeast Asian Studies at the Chinese Academy of Social Sciences, told the Global Times on Wednesday that "facing rising turbulence among the international community and the challenge of reverse globalization, China continues its attendance at the multilateral event held by ASEAN and chaired by Indonesia, where it presents China's solutions to global challenges with sincerity despite interruptions brought by external forces. These have shaped an image of China as a responsible major power."

The US is making great efforts to use disputes among regional countries on the South China Sea issue to instigate new tensions, interrupting the stability and development of the region to ruin the process of negotiation, experts said. These acts are not welcomed by the majority of ASEAN members, and with more pragmatic cooperation and dialogues with China, ASEAN is able to maintain peace and stability for the region to withstand external interruptions, they noted.   

For ASEAN, the key is to see whether China or the US is sincere in its support of ASEAN's centrality in the region, Xu said. "While it openly expresses support, the US' actions show its duplicity. The Biden administration is trying to promote its Indo-Pacific strategy over and over again. It wants to force ASEAN members to join its small clique and to have unnecessary but dangerous tensions with China while offering no meaningful support to boost regional integration or economic development. It is only interested in costly security cooperation. This in fact weakens ASEAN's centrality and shows that the US' purpose is different from what ASEAN wants," Xu noted.

China has proven its respect and support for ASEAN by actions and notable cooperation projects like high-speed rail construction. China has always insisted on seeking solutions to disputes via diplomacy with relevant countries in the region, and China has never established any new multilateral platforms in the region to weaken the ASEAN's position. ASEAN members are crystal clear about these differences between China and the US, experts said. 

Premier Li took a test ride Wednesday on Southeast Asia's first high-speed railway, the Jakarta-Bandung High-Speed Railway, which connects two Indonesian cities as part of China-proposed Belt and Road Initiative, media reported.

ASEAN's wisdom

According to Indonesian media TEMPO, Indonesian President Joko Widodo hailed the importance of China-ASEAN mutual trust as he opened the summit on Wednesday. He stressed the need for ASEAN and China to realize concrete cooperation that is mutually profitable. "This can only be done if we have trust in each other, which of course needs to be developed and maintained by all parties," Jokowi said at the Jakarta Convention Center on Wednesday.

On Tuesday, at the 43rd ASEAN Summit, Widodo stated that ASEAN would continue to uphold equality. As the world faces all kinds of issues, greater challenges will come, and there will be things leading to a tussle for influence by the superpowers. "ASEAN has agreed not to become a proxy for any power," Jokowi said, TEMPO reported.

Chinese analysts said as a major power in ASEAN, Indonesia realizes that with the rising tensions caused by the US-launched containment against China, as well as the tensions between the West and Russia over the Ukraine crisis, ASEAN is facing a danger of becoming an arena for confrontation between great powers. 

Marzuki Alie, former speaker of the House of Representatives of the Republic of Indonesia, told the Global Times in an exclusive interview that "The relationship between China and the United States has a very complex and growing effect on Southeast Asian conditions. To attain stability and prosperity in Southeast Asia, it is essential that countries in the region maintain a balance and establish mutually beneficial relations with the two countries, as well as promote constructive dialogue and cooperation to achieve stability and prosperity in Southeast Asia."

"In some respects, China's contribution to ASEAN is greater than that of other nations, including the United States," Marzuki said.

Wirun Phichaiwongphakdee, director of the Thailand-China Research Center of the Belt and Road Initiative and researcher at the Thailand-China Strategic Research Center at the National Research Institute of Thailand, told the Global Times that "It seems like some Western countries have gone to great lengths to maintain their hegemonic position on the global stage, even at the cost of instigating divisions and even conflicts." 

"But what ASEAN economies and other parts of the world need are cooperation and development, which are incorporated in the concepts and initiatives China has put forward. We welcome competition, but not in the form of veering into confrontation," said the Thai expert.

"China is not only the creator of mutually beneficial concepts, but also a true propeller of regional development, which are in stark contrast to some countries' empty promises. I would suggest that some countries not interfere and create chatter while interfering in China-ASEAN cooperation, because we know what is best for us," Wirun said.

Singaporean Prime Minister Lee Hsien Loong said at the ASEAN-China summit on Wednesday that the US and China need to "show leadership" to address a range of global issues, making it crucial for both to continue dialogue, build strategic trust at all levels and strive for greater cooperation, according to the CNA.

When the US only interested in containing China's development by all means to preserve its hegemony, it is impossible for the two biggest economies to "show leadership" together, even though China has always urged the US not to be driven by a cold war mentality, to cease its hostile containment strategy against China, and has called for cooperation to find a solution for global challenges, experts noted. On this matter, China shares a consensus with the majority of the international community, and the key is for the rest of the world to convince the US to change its mind, experts said. 

Economic growth center

In his speech, Li outlined the Chinese economic situation with the ASEAN members and other Asian countries. According to Xinhua, Li said in his opening remarks at the 26th ASEAN Plus Three Summit that the "Chinese economy is on track to realize the annual growth target of around 5 percent." China is advancing high-quality development in Chinese modernization on all fronts. The Chinese economy enjoys bright prospects, and will continue to generate fresh and greater opportunities for the region and the rest of the world, he remarked.

Li stressed that the ASEAN Plus Three countries, and indeed all countries in Asia, share so many things in common. They share a common home, common interests and common opportunities, Li said at the 26th ASEAN Plus Three Summit.

Li made a four-point proposal for fostering a closer China-ASEAN community with a shared future, the first of which is that China and ASEAN should work together to build an economic growth center, enhance interconnectivity, and deepen cooperation in industrial and supply chains.

Both sides should also jointly promote cooperation in emerging industries, and strengthen collaboration in such fields as new energy vehicles, photovoltaics and artificial intelligence, Li said.

Li Haidong, a professor at the Institute of International Relations at the China Foreign Affairs University, told the Global Times on Wednesday that "the premier's remarks sent a strong signal to counter the recent narratives among Western media and politicians that have badmouthed China's economy. He delivers confidence to the region about not only China's economic growth, but also the joint growth that will benefit all countries in Asia."

"According to some data released by the US, it might be able to realize 2 to 3 percent annual growth, and if we take the US national debt into account, the US can only realize an annual growth of 0.2 to 0.3 percent at the most. Based on these facts, China, with a 5 percent annual growth, is still growing faster than the US, and with more potential," Li Haidong noted.

By badmouthing China's economy, the US is trying to spread fear and concern about a potential crisis in Asia, to drive talents and money away from the region and move to the US, so when US leaders and media talk about the economy, they do not care about benefiting everyone, but try to ruin the growth of others and use the crisis for their own benefit, Li Haidong said. "This is what the US is really good at, and it has tried many times in the past."

This is why China is encouraging ASEAN, as well as the whole of Asia, to remain confident and work together to build an economic growth center with strong certainty amid a world in turbulence, experts said. 

During the summit, a joint statement was issued on mutually beneficial cooperation between the Belt and Road Initiative and the ASEAN Outlook on the Indo-Pacific, and a series of outcome documents were adopted, including a joint statement on deepening agricultural cooperation between China and ASEAN, an action plan on China-ASEAN green agricultural development (2023-2027), an initiative on enhancing bilateral e-commerce cooperation, and an initiative on jointly implementing China-ASEAN science and technology innovation enhancement program.

The summit also welcomed the signing of an agreement on China-ASEAN technical cooperation and announced the year of 2024 as the China-ASEAN year of people-to-people exchanges.

This chilling Dispatches documentary reports on the aftermath of 2019’s apparently random terrorist attack, and alleges unpalatable truths

On Easter Sunday 2019, six suicide bombings hit Catholic churches and luxury hotels in Sri Lanka, killing 269 people. Quickly, the perpetrators were identified as domestic religious extremists the NTJ (National Thowheeth Jama’ath), claimed by Islamic State as their own. The wider world, pausing to note that the perceived threat of Islamic fundamentalism helped the controversial Rajapaksa family regain the Sri Lankan presidency a few months after the bombings, chalked it up as yet another terrorist atrocity about which nothing much could be said or done and moved on.

Sri Lanka’s Easter Bombings, a new Dispatches investigation, makes serious new allegations about the attacks, based on whistleblower testimony. While the accusations are startling, they are straightforward: the charge is that allies of the Rajapaksas had associations with the NTJ, and that they made it hard for law enforcement to arrest its leaders prior to the bombings or to fully investigate the massacre afterwards.

Such information does not fill an hour of television; the programme is three-quarters done before the bombings take place. But, while the programme may feel like a 15-minute news report with a 45-minute preamble, that context is fascinating. The earlier section is a pithy summary of modern Sri Lankan politics, telling a tale of how authoritarians wield power, the lengths they will go to when that power is challenged, and how they lay dormant in the aftermath of apparent defeat, waiting to return.

We start in 1983, when an armed uprising by Tamil separatists sparked civil war, before spooling forward to the end of that conflict in 2009. Actions taken then by the Sri Lankan army, under the presidency of Mahinda Rajapaksa, have since been widely described as war crimes, not least by the 2011 Channel 4 documentary Sri Lanka’s Killing Fields – a film furiously criticised by Sri Lankan authorities.

Rajapaksa and his younger brother Gotabaya, appointed by the president as defence secretary, had already built a reputation as leaders to be feared. Numerous political opponents were threatened or attacked. The film recalls the chilling murder in 2009 of journalist Lasantha Wickrematunge, the government’s most prominent critic, who predicted his own demise and left behind an editorial to be published after his death: “Murder,” he wrote, “has become the primary tool whereby the state seeks to control the organs of liberty.” Such violent retribution was, the Dispatches contributors say, believed to be carried out by a clandestine death squad called the Tripoli Platoon.

In 2015, the Rajapaksas, who had flooded government posts with extended family and were beset by allegations of corruption, were voted out. Senior police officer Nishantha Silva then investigated the Wickrematunge murder, finding phone record evidence putting Tripoli Platoon members at the scene. Making his first public statements in this programme, Silva claims that, despite no longer running the country, the Rajapaksas still had enough friends in powerful positions to ensure the case stalled in the Sri Lankan courts.

Dispatches’ star whistleblower is an exile named Hanzeer Azad Maulana, who spent nearly 20 years working within the Rajapaksas’ inner circle as a translator and aide. And so we come finally to those headline allegations: Maulana says he was in the room when Gotabaya Rajapaksa ordered the founding of the Tripoli Platoon. Even more seriously, he says that in 2018, the year before the bombings, he brokered a meeting between NTJ members and Suresh Sallay, who was the Rajapaksas’ head of military intelligence. (Sallay, who was demoted to an outpost in Malaysia after the end of Mahinda Rajapaksa’s presidency in 2015, denies this, telling Dispatches he was in Malaysia at the time of the supposed 2018 meeting. Gotabaya Rajapaksa did not respond to requests to comment.)

We are told that information from Indian intelligence sources, warning of an attack by the NTJ on Catholic churches, was not acted upon. Efforts by the police to arrest NTJ followers were, according to documents obtained by Dispatches and testimony from a further, anonymous whistleblower, derailed by briefings from military intelligence filled with baseless accusations against other groups.

The new ruler appointed Suresh Sallay as his new intelligence boss – Dispatches’ anonymous whistleblower claims to have evidence of Sallay then obstructing the investigation into the bombings. Sallay, who denies everything and is now pursuing defamation claims in the Sri Lankan courts, is still the director-general of the State Intelligence Service today.

Citizens of many countries are accustomed, in the aftermath of apparently random and unstoppable terrorist horror, to learning that in fact the culprits had been “known to the intelligence services” and ought to have been intercepted. If the allegations here prove correct, the truth in Sri Lanka is even more disturbing.

Channel 4 to telecast documentary on Easter Sunday attacks

UK’s Channel 4 News has announced that it will telecast a special documentary tomorrow pertaining to the Easter Sunday terror attacks in Sri Lanka in 2019.

Channel 4 in its weekly programme parade announced that a highly anticipated documentary that would make shocking revelations about the Easter Sunday carnage would be aired from 11.05 pm to 12 midnight London time on Sept 5. The programme, titled “Sri Lanka’s Easter Bombings – Dispatches”, will shed light on new information brought forward by highly-placed whistle blowers, implicating government officials in complicity, the organization announced.

Whistle blower was leader of the  TMVP  Sivanesathurai Chandrakanthan alias Pillayan.

A British television station is to reveal shocking details over the Easter Sunday attacks in Sri Lanka, which it says alleges complicity by officials inside the Government.

Channel 4 television announced it will broadcast the program, ‘Sri Lanka’s Easter Bombings – Dispatches’ on Tuesday 5th September based on information from highly-placed whistle blowers.

Just last year Colombo Gazette and Daily Mirror had reported that a whistle blower had shared sensitive information related to the Easter Sunday attacks to diplomatic missions in Colombo.

That whistle blower was later revealed to be a close aide of the leader of the Tamil Makkal Viduthalai Pullikal (TMVP) and current State Minister for Rural Road Development Sivanesathurai Chandrakanthan alias Pillayan.

The informant of the TMVP, the breakaway faction of the LTTE, had made explosive revelations to the United Nations (UN) in Geneva.

Diplomatic sources had told Daily Mirror last year that the informant had revealed sensitive information related to the Easter Sunday attacks and a number of murders and enforced disappearances.

The informant had written to some key diplomatic missions in Colombo and overseas giving brief details of the information in his possession.

He had then fled the country and sought refuge overseas fearing for his life.

Pillayan later told Daily Mirror that the allegations were baseless.

The MP told Daily Mirror that anyone can leave Sri Lanka and seek asylum by making false allegations. 

Complicity by officials inside the government

UK Channel-4 News has announced that it will unveil shocking revelations about the 2019 Easter bombings in its latest programme titled “Sri Lanka’s Easter Bombings – Dispatches” to be broadcast tomorrow (5), what it says, ‘allege complicity by officials inside the government’.

“Shocking new revelations about Sri Lanka's deadly Easter bombings of 2019, as high-placed whistle-blowers allege complicity by officials inside the government,” it stated.

Informed sources said that the primary source of the programme is the former spokesperson of Pillayan, who is currently living in Geneva, Switzerland seeking asylum. 

He was the media spokesperson and finance secretary of Sivaneshthurai Chandrakanthan alias Pillayan group.

Sources also said that Channel 4 had planned to broadcast this video on August 15, but had stopped broadcasting the video on that day following a clarification given to Channel 4 by the Chief of State Intelligence Service (SIS), Major General Suresh Salley through his lawyers about the allegations levelled against him in the video.

It is also reported that Major General Suresh Salley has informed Channel 4 with documents confirming that he was not on duty in Sri Lanka during the period related to the incidents that Azad Maulana made using his name.

However, it is reported that after Major General Suresh Salley’s response, Channel-4 had reportedly changed the title of the video and scheduled to broadcast it tomorrow.

Channel 4 previously aired a documentary video titled Sri Lanka's Killing Fields, a hard-hitting investigation into the final weeks of the Sri Lankan civil war.
