Unions hailed a strike by up to two million public sector workers as "historic" tonight as they angrily rejected claims by the Prime Minister that the biggest walkout in a generation had been a "damp squib" (You can describe something such as an event or a performance as a damp squib when it is expected to be interesting, exciting, or impressive, but fails to be any of these things.எமது).


David Cameron told the Commons that the "irresponsible and damaging" industrial action had been far from universally supported as he defended the Government's controversial pension reforms.

Officials from 30 unions involved in today's strike reported huge support, with up to 90% of some organisations taking action, often for the first time in their lives.

The strike closed more than three quarters of schools in England, as well as courts, museums, libraries and jobcentres, disrupted transport, hospitals and Government departments, led to around 15% of driving tests being cancelled, and was described by unions as the biggest since the 1979 Winter of Discontent.

Physiotherapists, headteachers, librarians, lollipop ladies, refuse collectors, weather forecasters and scientists were among those involved in the stoppage.

Civil service union Prospect said action by 26,000 of its members alone disrupted or stopped work at more than 400 locations, ranging from Ministry of Defence sites to prisons.

More than 1,000 rallies were held across the UK, including one in central London attended by tens of thousands of workers, some accompanied by their children.

Len McCluskey, leader of Unite, said the rally showed the depth of anger among public sector workers, adding: "The Prime Minister is completely out of touch. I have been to 12 picket lines and there has been a fantastic response both from workers and the general public.

"The Government can try to spin and tell lies, but they have been found out."

University and College Union leader Sally Hunt said: "Cheap potshots add nothing to what should be a serious debate about millions of people's futures, and just expose how out of touch the Prime Minister really is."

Warnings of massive delays at Heathrow airport failed to materialise, with passengers saying border controls were "better than usual".

Union officials accused the Government of "ramping up" possible airport disruption and claimed that "under-trained" staff had been drafted in to cover striking immigration and passport workers.

Debbie Arnell, a 42-year-old apprenticeship assessor from Bournemouth who had flown back to Heathrow's terminal five after a holiday in Philadelphia, said there appeared to be "more staff than usual" at passport control.

Colin Matthews, chief executive of airport operator BAA, said: "Due to the effective contingency plans we put in place with airlines and the UK Border Agency, immigration queues are currently running at normal levels for Heathrow.

"As a result of the whole airport community working together over the past few days we have more immigration officers on duty and fewer passengers arriving than would otherwise be the case. That has put us in a better place to avoid the serious delays and widespread disruption at Heathrow that were projected last week."

The Public and Commercial Services union reported a "huge" turnout for the strike, with up to 90% of staff in some Government departments, including Revenue and Customs, taking action.

Unison leader Dave Prentis said: "I wouldn't call two million people taking strike action a damp squib. Cameron is sounding increasingly desperate in his attacks on public service workers.

"He has only to turn on the TV, or listen to the radio - or look out the window - to see the nurses, dinner ladies, paramedics, social workers, teaching assistants, lollipop ladies amongst others standing up for their pensions. And the thousands of picket lines, demonstrations, rallies and events are not a figment of our imagination. These people are angry public servants who the Government has driven to the end of their tether."

A "handful" of staff from 10 Downing Street went on strike, and the school attended by Mr Cameron's son Elwen, was closed.

The Department of Health told NHS trusts in England they must not release figures regarding staff on strike or the number of cancelled operations and appointments, it was revealed.

A letter said a "national position" statement must be sent to the media ahead of any regional breakdowns.

Christina McAnea, head of health at Unison, said: "It is outrageous that the Department of Health are desperately trying to hide the fact that NHS services are being disrupted across the UK. Our members are reporting fantastic support for the day of action.

"We appreciate that this will cause difficulty for patients but we have made sure that patient safety will not be compromised."

Mr McCluskey said it was a "diabolical" attempt to "distort the truth".

The London Ambulance Service revealed that 42% of its staff were on strike, saying it was under "increased pressure" after receiving 30% more 999 calls than normal.

In Salford, Greater Manchester, council binmen manned a picket line outside their depot. Standing around a burning brazier to keep warm, they held placards including one asking: "Do we look Gold Plated?"

Primary schoolteacher Teresa Hughes, 48, of Newport, South Wales, who joined a rally in Swansea, said: "I am the main earner in my family and teachers like me are having to work more but for less.

"I don't think anyone wanted to go on strike, and we don't take a decision like this lightly. But ask anyone here today and they will tell you they feel like they have been left little choice but to take part in industrial action. The fact that the Government has reneged on its pension deal does not give us much faith."

Cabinet Office minister Francis Maude said the strike was "inappropriate, untimely and irresponsible", adding: "Responsibility for any disruption which people may experience today lies squarely with union leaders.

"Claims that there are no negotiations going on are simply not true. There were formal discussions with the civil service unions only yesterday and there will be formal discussions with the teaching unions tomorrow and health on Friday.

"In addition, there are frequent informal contacts between the Government and the TUC. All of this underlines how indefensible today's strike is while these talks at scheme level are moving forward."

The Chartered Society of Physiotherapy (CSP) said 90% of its 23,000 NHS members were estimated to be on strike, for only the second time in the union's 117-year history.

Alex MacKenzie, of the CSP, said: "Physiotherapy staff have demonstrated their anger over these pensions proposals by turning out in huge numbers today. No-one wanted to strike, but our members felt we had to take a stand."

The foreign secretary tells MPs he has ordered the expulsion of Iranian diplomats from the UK . The foreign secretary, William Hague, has ordered the expulsion of Iranian diplomats from the UK and announced that the UK is closing its embassy in Tehran, saying that the storming of the mission on Tuesday had the backing of the regime.

Hague said Iranian diplomats would have to leave Britain within 48 hours, and that all British embassy staff in Tehran had now left Iran.

He said that the move would not mean the severance of all ties, as the two countries could continue to have a dialogue at international meetings, as the US has done since the seizure and closure of its embassy in 1979, but the move marks a new low in relations, which have been growing increasingly strained.

The foreign secretary said it was not possible to maintain an embassy in the current circumstances, adding that the estimated 200 protesters who invaded the embassy and the British diplomatic compound yesterday were "student basij militia". The basiji operate as a youth wing of Iran's Revolutionary Guards, one of the most powerful institutions in the country.

Hague said it would be "fanciful" to think that the embassy invasion could have taken place without "without some degree of regime consent".

He added: "If any country makes it impossible for us to operate on their soil they cannot expect to have a functioning embassy here."

Iranian diplomats in London refused to comment on the announcement.

Foreign Office sources said the foreign secretary had made his statement minutes after he received confirmation that the 26 British embassy staff had taken off from Tehran, heading for Britain.

The announcement had been delayed until then for fear "there would be some nutso backlash against our people", the source said.

The fleeing diplomats left the Iranian capital with whatever possessions they could salvage from their homes after the British residential compound in northern Tehran had been completely ransacked, an official said.

"The residential accommodation had been comprehensively trashed. The mob had gone through houses and apartments, wrecking them, nicking things. It was like a gang of feral street kids had been given license to do as much damage as possible," he said.

The crowd had also set fire to the first floor of the embassy, the official said, causing extensive damage. The only staff left at the embassy and the residential compound will be local security staff, who will be asked to prevent the buildings becoming "a playground for local youths".

In the next few days a decision will be made on which country's embassy could act as a UK interests section. In previous low points in UK-Iran relations the Swedes have played that role, but no decision has yet been made.

Hague will now go to Brussels for an EU foreign ministers' meeting looking for support, and for other capitals to call in resident ambassadors to complain.

The message, as one official put it, would be: "If you let your thugs destroy our embassy and assault or scare our staff, you cannot expect to maintain normal civilised relations with the rest of the world."

Earlier on Wednesday, Norway temporarily closed its embassy in Tehran, citing security concerns, and Sweden summoned Iran's ambassador to Stockholm to its foreign ministry. "Iran has a duty to protect diplomatic premises, and authorities there should have intervened immediately," said a Swedish foreign ministry spokesman.

The Scandinavian countries' reactions follow outspoken condemnation of the attack from the US and France. The US secretary of state, Hillary Clinton, said: "The United States condemns this attack in the strongest possible terms. It is an affront not only to the British people but also the international community," she said.

In Iran the attack on the embassy has prompted mixed reactions even among the supporters of the regime. The Iranian foreign ministry last night expressed regret over the "unacceptable behaviour by [a] few demonstrators" and promised an investigation.

But Ali Larijani, the country's powerful parliamentary speaker, told MPs on Wednesday that the attack was the result of "several decades of domination-seeking behaviour of Britain".

Larijani also criticised the UN security council for condemning Tuesday's incident.

"The hasty move in the security council in condemning the students' action was done to cover up previous crimes of Britain and the United States," the semi-official Mehr news agency quoted Larijani as saying during an open session at Iran's parliament.

In contrast , the Iranian foreign ministry said it was committed to protecting diplomatic personnel and said a thorough investigation would be launched.

In Tehran the episode has been seen as the latest episode in an extraordinary power struggle between the conservatives in parliament and the judiciary on one side, and the government of the president, Mahmoud Ahmadinejad, on the other.

Pro-Ahmadinejad supporters have interpreted the recent events as an attempt to hamper the government's efforts to reduce tensions with the international community and undermine the government's foreign policy.

Iranian state agencies, meanwhile, tried to depict Tuesday's events as an spontaneous protest by "university students" and attempted to distance the establishment from the attack.

ஆனாலும் நெடுங்கேணியில் விளைந்த நெல்லிற்கான விலை அரசாங்கத்தால் நிர்ணயிக்கப்பட்ட இழிவு விலையிலும் குறைவாகவே காணப்படுகின்றது. இக்கிராமத்திலுள்ள வீதி முற்றாக சேதமடைந்திருப்பதே இதற்கான பிரதான காரணமாக உள்ளது.

சில உற்பத்திப் பொருட்கள் அதாவது மரக்கறிப் பயிர்ச்செய்கை, பால் உற்பத்தி, கோழி உற்பத்தி போன்றன பழுதடையும் இயல்பைக் கொண்டுள்ளதால் சிலவேளைகளில் இவற்றின் விலையும் வீழ்ச்சியடைகின்றன.

வவுனியாவிலுள்ள மொத்த விற்பனைச் சந்தைக்கு நெடுங்கேணியிலிருந்து பொருட்களை எடுத்துச் செல்லும் வாகனம் ஒன்றிற்கு கிட்டத்தட்ட மூன்று மணித்தியாலங்கள் வரை தேவைப்படும். "ஆனால் தற்போது இப்போக்குவரத்திற்கு ஏழு மணித்தியாலங்களுக்கு மேல் தேவைப்படுகின்றது" என உதயகுமார் தெரிவித்தார்.

"நெடுங்கேணி மண்ணில் எந்தப் பொருட்களும் நல்ல விளைச்சலையே தருகின்றன. ஏனெனில் இது மிகவும் வளமான மண்ணாகும். ஆனால் இங்கு உற்பத்தி செய்யப்படும் எந்தவொரு பொருளும் மிகக் குறைந்த விலையிலேயே விற்கப்படுகின்றமை மிகவும் கவலைக்குரிய விடயமாகும்" என நெடுங்கேணி வீதியால் அடிக்கடி பயணிக்கும் ஐ.நா அமைப்பொன்றின் உள்ளுர் பணியாளரான கிருஜா சிவசுப்ரமணியம் தெரிவித்தார்.

அருகிலுள்ள நகரத்திற்கு தேங்காய்களை எடுத்துச் சென்று விற்பனை செய்து வந்த கணவனை இழந்தவரும் இரு பிள்ளைகளின் தாயுமான விமலாதேவி "நீண்ட நேரத்திற்கு எனது பிள்ளைகளைத் தனிமையில் விட்டுச் செல்வதற்கு நான் மிகவும் அச்சப்படுகிறேன்" எனத் தெரிவித்தார். தற்போது விமலாதேவி நாளாந்தம் கூலி வேலை செய்வதற்காக வயல்களைத் தேடிச் செல்கிறார்.

கடந்த தடவையைப் போலவே இந்த முறையும் மழை நன்றாகப் பெய்தால் சிறந்த நெல் விளையும் என எதிர்பார்க்கப்படுகின்ற போதிலும், நெடுங்கேணியும் அதற்கு அருகிலுள்ள ஏனைய கிராமங்களில் வாழும் மக்களும் வழமைபோல் பெரும் துன்பங்களை அனுபவிக்கின்றனர்.

மழை தொடர்ச்சியாகப் பெய்கின்ற போது இக்கிராமங்களின் போக்குவரத்துப் பாதைகள் மேலும் மோசடைவதாக இறுதியில் வெளியிடப்பட்ட ஐ.நா நிலவர அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

"எமது வீதி திருத்தப்படும் போதே எங்களது வாழ்வு சிறப்புப் பெறும்" என இக்கிராமத்துப் பிள்ளைகளின் சார்பாக 10 வயது நிரம்பிய அம்பிகாவதி தெரிவித்தார். இச்சிறுமி தனது தந்தையை ஏப்ரல் 2009ல் இழந்தார். இதன் பின்னர் இவரது தாயார் தனது நான்கு மகள்களையும் பராமரித்து வருகிறார்.

"எமது தோட்டத்திலிருந்து எங்களால் நல்ல அறுவடையைப் பெற்றுக் கொள்ள முடியும். ஆனால் அதற்குத் தகுந்த நியாயமான விலையை எங்களால் பெற்றுக் கொள்ள முடியாவிட்டால் அதனால் என்ன பயன்?" என அச்சிறுமி வினவுகிறார்.

நேற்றிரவு காலமான சம்மாந்துறைத் தொகுதியின் நாடாளுமன்ற உறுப்பினரும் முன்னாள் அமைச்சருமான எம்.எ.அப்துல் மஜீட்டின் ஜனாசா இன்று சம்மாந்துறை நகரசபை அப்துல் மஜீட் மண்டபத்தில் பொது மக்கள் அஞ்சலிக்காக வைக்கப்பட்டுள்ளது.

அன்னாரின் ஜனாசாவிற்கு பெருந்தொகையான தமிழ் முஸ்லீம் மக்கள் அஞ்சலி செலுத்தினர். முன்னாள் அமைச்சர் எ.ஆர்.எம்.மன்சூர் கிழக்கு மாகாண சபை அமைச்சர் உதுமாலெவ்வை உறுப்பினர் மஜீட் உள்ளிட்டோர் அஞ்சலி செலுத்தினர்.

அன்னாருக்கு அஞ்சலி செலுத்துமுகமாக சம்மாந்துறையிலுள்ள கடைகள் பாடசாலைகள் உள்ளிட்ட அனைத்தும் இன்று பூட்டப்பட்டிருந்தன. ஜனாஸா இன்று மாலை நல்லடக்கம் செய்யப்பட உள்ளது.

யாழ். பல்கலைக்கழக விடுதியில் ஏற்றப்பட்டது மாவீரர் நாள் சுடர் அல்ல என்கிறார் யாழ். தளபதி

யாழ். பல்கலைக்கழக வளாகத்தில் இரவோடிரவாக எவரோ பந்தம் கட்டி விளையாடியுள்ளனர்.

அதற்குப் பெயர் "மாவீரர் சுடர் அல்ல, தீப்பந்தமே'' என்று யாழ்.மாவட்ட இராணுவக் கடடளைத் தளபதி மேஜர் ஜெனரல் மஹிந்த ஹத்துருசிங்க பரபரப்பாகக் கருத்து வெளியிட்டுள்ளார்.யாழ்ப்பாணத்தில் பிரபாகரனின் ஆட்சி கவிழ்ந்து இரண்டரை வருடங்கள் ஆகின்றன. தற்பொழுது மத்திய அரசின் ஆட்சியே இங்குள்ளது. மறந்து செயற்படுபவர்கள் இதைத்தான் நினைவுகூர்ந்து பார்க்க வேண்டும் என்றும் அவர் சுட்டிக்காட்டினார்.

யாழ்ப்பாணம் பல்கலைக்கழகத்தின் ஆண்கள் மற்றும் பெண்கள் விடுதிகளின் தண்ணீர்த் தாங்கியின் உச்சியில் நேற்று முன்தினம் இரவு திடீரென மாவீரர் சுடர் ஏற்றப்பட்டது.

மாவீரர் தினத்தை அனுஷ்டிக்க மாணவர்கள் தயாராக நின்றமையையொட்டி அங்கு பெரும் பதற்றம் ஏற்பட்டது. பாதுகாப்பு பலப்படுத்தப்பட்டது.

இந்நிலையில், யாழ். பல்கலைக்கழக வளாகத்தில் இடம்பெற்ற சம்பவம் தொடர்பில் யாழ். கட்டளைத்தளபதியிடம் வினவியபோதே அவர் மேற்கண்ட தகவலை வெளியிட்டார்.

இது தொடர்பாக அவர் மேலும் கூறியவை வருமாறு:

"இல்லை....இல்லை.... நீங்கள் கூறுவது போன்று அதற்குப் பெயர் மாவீரர் சுடர் இல்லை, தீப்பந்தம்.  இரவோடிரவாக எவரோ பந்தம் கட்டி விளையாடியுள்ளனர். அதுவே இங்கு நடந்துள்ளது. வேறொன்றுமில்லை.

நீங்கள் கூறுவது போல யாழ்ப்பாணத்தில் எவரும் மாவீரர் தினத்தை அனுஷ்டித்ததாகத் தகவல் இல்லை. இங்கு பிரபாகரனின் ஆட்சி கவிழ்க்கப்பட்டு பல வருடங்கள் ஆகின்றனவே. அரசின்

Security forces killed top Maoist leader Mollajula Koteswara Rao in a fierce gunbattle in a forest in West Midnapore district of West Bengal on Thursday, a top official of counter-insurgency forces said.

The body of 58-year-old Rao alias Kishenji, Maoist politburo member and third in Maoist hierarchy, who led armed operations in Junglemahal since 2009, was found after the encounter and identified, the official said.

“Kishenji has been killed and his body identified along with his AK-47 rifle,” he said. Joint forces, acting on specific information that Kishenji was present started cordoning off the area, after the Maoist leader had escaped for a second time since March last year from the Kushaboni forest nearby on Wednesday, the official said.

As many as a thousand personnel of the joint forces of CRPF, BSF and CoBRA, launched an offensive and broke through the four-tier security of Maoists comprising ‘village defence squads’ after a firefight at Burisole jungle, he said.

According to the official, the joint forces were looking for Suchitra Mahato, a Maoist woman leader who was Kishenji’s companions, and others who fled after the encounter.

Absolute certainty In Delhi, Union Home Secretary R K Singh told reporters that “most likely it is Kishenji. The officers on the spot said that it is Kishenji and most likely, 99 per cent it is Kishenji.”
Singh said the Home Ministry had sent the latest photographs of the Maoist leader for comparison
and final confirmation. The Home Secretary said killing of Kishenji was a “huge setback for the

Naxals as he was number three in the hierarchy of the CPI (Maoists)”.

The joint forces recovered letters written by Kishenji and Suchitra Mahato, besides a laptop bag
and some documents, after raiding the house of a person named Dharmendra Mahato at Gosaibandh
village. “Kishenji’s plan was to move to Malabal jungle in Jharkhand, but we were successful in
sealing all escape routes. We could confine him to the Burisole forest,” the official said.

Senior officers, including IG (Western Range) Gangeswar Singh, DIG, Midnapore Range, Vineet
Goel, Counter Insurgency Force (CIF) Superintendent of Police Manoj Verma and CIF DIG S N Gupta,
jointly led the operations which spread over four forest areas starting from Binpur to Silda via
the border with Jharkhand. Kishenji claimed responsibility for the Silda camp attack in 2010
that killed 24 CRPF men, and was well known for operations in the Lalgarh area.

Born in Pedapalli village of Karimnagar district of Andhra Pradesh, Kishenji helped found the
People’s War Group (PWG) in 1980 along with Kondapalli Seetharamaiah and oversaw the group’s
merger with the Maoist Communist Centre of India to form the CPI (Maoist) while on the move for
peace talks with the Andhra Pradesh government in September 2004. He played a crucial role in
organising a public meeting in Jagtiyal in September 1978 and another in Indravelli of Adilabad
in April 1980. When police raided Indravelli, he went underground and never returned to

Karimnagar.
He was the ‘mouth piece’ of the Maoists for most of the Indian and foreign press and was just ‘a
mobile call’ away. His most recent discussion was with a Telugu news channel reporter last week wherein he taunted the West Bengal police as “waste and useless buggers” who were not capable of catching him. He
was also very vocal about his support to the ongoing separate Telangana movement. His differences with the Maoist hierarchy had distanced him from the Central Committee and the policy making bodies, though he was a member of all top cliques. Before the Lalgarh operations began, a section of the Maoists was upset that their leader was very close to the Trinamool Congress leaders in West Bengal, drawing resources and support from them for many operations in other eastern states like Jharkhand, Bihar and Odisha etc.

நாணய மதிப்பிறக்கம், சிங்கள வன்படைச் செலவினத்தின் அமைதிக்கால அதீத அதிகரிப்பு, அந்நியர்களுக்கு வரிச்சலுகை, உலகமயமாக்கலுக்கு உறுதுணை,விவசாயத்தை அந்நியமயப்படுத்தல், தமிழீழத்தை அந்நியருக்கு தாரை வார்க்க இராணுவ முற்றுகையில் வைத்திருத்தல் என ஒட்டு மொத்த இலங்கை மக்கள் மீது ஜனநாயக விரோத பாசிசத் தாக்குதல் தொடுப்பதே சிங்களத்தின் திட்டமாக உள்ளது.

இதனால் பக்ச பாசிஸ்டுக்களின் 2012 ஆம் ஆண்டுக்கான வரவு செலவுத் திட்டம், ஈழத்தமிழ்த் தேசிய இன ஒடுக்குமுறையைப் பற்றி நின்று, உலகமயமாக்கலுக்கு சேவகம் செய்யமேலும் இராணுவமயமாகும் சிங்களத்துக்கு, தீனி போடும் வரவு செலவுத் திட்டமாகும்.

இது ஒட்டு மொத்த இலங்கை மக்கள்மீதும், குறிப்பாகத் தமிழீழமக்கள் மீதும் தொடுக்கப்பட்ட ஜனநாய விரோத பாசிசத்தாகுதலாகும்.இதனைத் தோற்கடிக்க பின்வரும் முழக்கங்களின் அடிப்படையில் அணிசேர்ந்து போராடுவோம்!

முள்ளிவாய்க்கால்



தலைப்பிடப்படாத கதை

பெரியப்பா அவசரமாக தொடர்பு கொண்டு முதல் இரண்டு முயற்சிகள் தோற்றுப் போய்விட்டன மூன்றாவது முயற்சிக்கு தங்கள் உதவி தேவை என்றுகேட்டார். தங்களுக்குச் செய்யாத உதவியா? விபரமாகச் சொல்லுங்கள் என்றேன். பதிலளித்த பெரியப்பா எனது முக்கியமான நண்பர் ஒருவர்நெடுங்காலமாக குடும்பப் பிரச்சனை ஒன்றில் சிக்குண்டுள்ளதை தாங்கள் அறிவீர்கள் என நம்புகின்றேன். அந்தப் பிரச்சனையானது அவருக்கு ஒரு குழந்தையைப் பிரசவிக்க அவரது மனைவி மறுத்து வருகிறார் என்பதாகும்.(அல்லது கணவனோடு கூடி வாழ மனைவி மறுக்கின்றார் என்பதாகும்.) இது முற்றி அவரது மனைவி விவாகரத்துக்கோரி நிற்கின்றார்.. இப்பிரச்சனையில் தலையிட்டு குழந்தையைப் பிரசவிக்க தங்கள் உதவி தேவை என்றார். 

மேலும், சித்தப்பா இதற்கு முழு உதவியும் வழங்குவார் என உத்தரவாதமும் தந்தார்.

முடிந்தவரைக்கும் முயல்கிறேன் என்று நான் வாக்குறுதி அளித்தேன். 

இது முதலாய் அந்தப் பேதைப் பெண்ணுடன் தொடர்பு கொள்ள முயன்றேன்.இறுதியாக அவளது தத்துத் தந்தை மூலம் அத் தொடர்பு கிட்டியது.  எனது முதல் சந்திப்பில் தங்கள் குடும்பச் சச்சரவை தீர்ப்பதற்கு நான் ஒரு சமாதான நடுநிலையாளனாக பங்கு கொள்ள விரும்புகிறேன் என்பதைத் தெரியப்படுத்தினேன். கணவனும் மனைவியும் ஏற்றுக்கொண்டனர். அவ்வேளையில், விவாகரத்து என்ற பேச்சுக்கே இடமில்லை,இணைந்து குடும்பம் நடத்துவதே ஒரே வழி என்ற கணவனின் மற்றும் பெரியப்பா, சித்தப்பா ஆகியோரின் கூடவே என்னுடையதும் நிலைப்பாட்டைத் திட்டவட்டமாகத் தெரிவித்தேன். தத்துத்தந்தை இதை தலையாட்டி ஏற்றுக்கொண்டார். பெருந் தந்தைக்கோ இதில் பெரிதும் உடன்பாடு இருக்கவில்லை. 

தத்துத்தந்தையைப் பற்றிக்கொண்டு இந்த இணக்கப்பாட்டு முயற்சியில் ஈடுபட்டுக் கொண்டிருந்த போது, ஒரு நாள் கணவன் தன் வழக்கமான மூர்க்க சுபாவத்தால் அவளின் ஒரு கையை அறுத்தெறிந்து விட்டான். மற்றொரு நாள்  நான் கண்டறிந்து கொடுத்த, கணவனின் திடீர் நண்பன் மாடிப் படியில் இருந்து குப்புறத் தள்ளி அவளது வலது காலை உடைத்து விட்டான். இன்னொரு நாள் தன் பங்குக்கு சித்தப்பன் சமையல் அறையில் திட்டமிட்டு விசவாயுத் தீயை எரிய வைத்து அவளது கண்களைக் குருடாக்கி திருமுகத்தையும் கருக்கிவிட்டான். 

 இப்போதும் நான் அந்தக் கணவனுக்கும் மனைவிக்கும் இடையே குழந்தைப் பேறுகாணும் முயற்சியில் உறுதியாகவே இருந்தேன். 

இத்தருணத்தில் கணவன் படுக்கைக்கு சென்றபோது,  அவளுக்கோ எதிர்ப்பதற்கு கையிருக்கவில்லை,  காலிருக்கவில்லை, கண்கள் கூட இருக்கவில்லை. கணவன் குடும்பம் நடத்தினான்.

அத்தோடு நான் விலகிவிட்டேன். 

பின்னால் அப் பேதைப் பெண் பிரசவத்துக்காக அனுமதிக்கப்பட்ட போது ஒரு அதிர்ச்சியான செய்தி வந்தது, அவள் கருச்சிதைந்து காற்றோடு கலந்து விட்டாள் என்று.  

அதைத் தொடர்ந்து இத் `திருக் குழந்தை` முயற்சி, கருச்சிதைவில்  முடிந்ததற்கான காரணங்களை ஆராய்ந்த மருத்துவர் குழு, அவளின் 
கைதறிக்கப்படாமல், கால் முறிக்கப்படாமல், முகம் எரிக்கப்படாமல், விழிகள் அகல விரிந்து கிடந்திருந்தால் இது சுகப்பிரசவமாய் முடிந்திருக்கும் என 
அறிக்கை வெளியிட்டது.

கூடவே இக்கருச்சிதைப்புக் குற்றத்தைத் தண்டிக்க வேண்டுமென ஆய்ந்தறிந்து வெளியிடப்பட்ட மனித நேய ஆவணம் ஒன்று அந்தப் பேதைப் பெண் 
தன் கருவில் சிதைக்கப்பட்ட உயிருக்கு ”சமாதானம்” எனப் பெயரிடுமாறு 
அடி இடுப்பில் எழுதி வைத்திருந்ததாகக்  கண்டுபிடித்திருந்தது.

உலகளவில் அதிகப்படியாக மஞ்சள் உற்பத்தி செய்யும் நாடாக இந்தியா திகழும் நிலையில், அதற்கான அடிப்படை ஆதார விலை அரசால் நிர்ணயம் செய்யப்படவில்லை என்பதை தமிழோசையிடம் சுட்டிக்காட்டினார், அந்தச் சங்கத்தின் தேசிய ஒருங்கிணைப்பாளரான பி.கே. தெய்வசிகாமணி.

கடந்த ஆண்டை விட இந்த ஆண்டு மஞ்சளின் விற்பனை விலை 60 சதவீதத்துக்கு மேல் வீழ்ச்சியடைந்துள்ளது, பல பருத்தி விவசாயிகள் பெரும் பிரச்சினைகளை எதிர்கொண்டு தற்கொலை செய்து கொண்டது போன்ற ஒரு நிலை மஞ்சள் விவசாயிகளுக்கு ஏற்பட்டுவிடக் கூடும் கூடும் என்று தாங்கள் கவலைப்படுவதாகவும் அவர் கூறுகிறார்.

மஞ்சள் வர்த்தகத்தில் ஈடுபடும் வியாபாரிகள் தமக்குள் ஒரு ஒருங்கிணைப்பை ஏற்படுத்திக் கொண்டு உற்பத்தி அதிகரித்துள்ள நிலையில், விலையில் வீழ்ச்சியை ஏற்படுத்தியுள்ளனர் என்றும் தெய்வசிகாமணி குற்றஞ்சாட்டுகிறார்.

எம்.எஸ்.சுவாமிநாதன் தலைமையிலான குழுவின் பரிந்துரைகளின்படி, இந்தியாவில் விவசாய பொருட்களுக்கு விலை நிர்ணயம் செய்யப்படவில்லை என்றும், அதுவும் மஞ்சள் சாகுபடி செய்யும் விவசாயிகள் எதிர்கொள்ளும் பிரச்சினைகளுக்கு ஒரு காரணம் எனவும் அவர் கூறுகிறார்.

இந்தியாவில் எந்த விவசாயும் தனது விளைபொருளுக்கான விலையை நிர்ணயம் செய்யும் நிலை இல்லை என்றும், வர்த்தகர்களே அதை முடிவு செய்வது அனைத்து விவசாயிகளையும் பெரும் பாதிப்புகளுக்கு உள்ளாக்கி வருகிறது எனவும் அவர் மேலும் தெரிவிக்கிறார்.

உலக மஞ்சள் உற்பத்தியில் சுமார் 78 சதவீதம் இந்தியாவில் செய்யப்படும் நிலையில், 7 சதவீதம் மட்டுமே ஏற்றுமதி செய்யப்படுகிறது எனவும், மஞ்சளின் ஏற்றுமதையை ஊக்குவிக்க அரசு முயற்சிகள் செய்யவில்லை எனவும் அவர் கூறுகிறார்.

Government ally Jathika Nidahas Peramuna (JNP) yesterday charged that the Finance Ministry is to abolish the farmer pension scheme which had been existing for years.


Member of the JNP Political Affairs Committee and Former Minister Piyasiri Wijenayake made this serious allegation against some officials of the Finance Ministry calling them economic assassins.

Mr. Wijenayake told a news conference yesterday that the officials of the ministry had informed the aged farmers there are no funds to implement the pension scheme. He said the farmers have been informed of this move when they went to claim the pension which is due to them from the village offices.

He said a farmer was paid Rs 200 when the scheme was introduced by the late minister of Agriculture Gamini Jayasuriya in 1987 but it was increased to Rs 500 during the time of late President Ranasinghe Premadasa. He said it was further revised during President Chandrika Kumaratunga’s time where it was increased up to Rs 1000 per month.

“The scheme had run into a crisis as a result of increasing it without a proper rationale,” he said.

ZINTAN, Libya (Reuters) - Muammar Gaddafi's son Saif al-Islam has been captured, scared and with just a few thousand dollars, in the Libyan desert by fighters who vowed to hold him in the mountain town of Zintan until there was a government to hand him over to.

The fighters claimed his capture as gunfire and car horns expressed jubilation across Libya at the seizure of the British-educated 39-year-old who a year ago was set for a dynastic succession to rule the oil-producing desert state.

Saif al-Islam, who vowed to die fighting but was taken without firing a shot, was arrested overnight, officials said, and he was not injured during his seizure -- unlike his father, who was killed a month ago on Sunday after being captured in his home town.

"At the beginning he was very scared. He thought we would kill him," Ahmed Ammar, one of his captors, told Reuters.

Saif al-Islam told Reuters that he was okay and that his hand was bandaged due to wounds sustained in a NATO air strike a month ago. Asked by Reuters on the Soviet-made cargo plane which flew him to the town of Zintan if he was feeling all right, Gaddafi said simply: "Yes."

The Zintan fighters, who make up one of the powerful militia factions holding ultimate power in a country still without a government, said they planned to keep him in Zintan, until they could hand him over to the authorities.

Prime minister-designate Abdurrahim El-Keib is scheduled to form a government by Tuesday, and the fate of Saif al-Islam will be an early test of its authority. Libyans want to try him at home before, possibly, handing him over to the International Criminal Court which accuses him of crimes against humanity.

The European Union urged Libyan authorities to ensure Saif al-Islam was brought to justice in cooperation with the ICC whose prosecutor is heading for Libya soon to discuss where and how the legal process will take place.

Libyans believe Saif al-Islam holds the keys in his head to billions of dollars of public money amassed by the Gaddafi family but when captured, his captors said, they found only a few thousand dollars and a cache of rifles in seized vehicles.

Ammar told Reuters that his unit of 15 men in three vehicles, acting on a tip-off about a possible high-profile fugitive had intercepted two cars carrying Gaddafi and four others in the desert about 70 km (40 miles) from the small oil town of Obari at about 1:30 a.m. (6:30 p.m. EST on Friday).

"SERVANT OF PEACE"

"We have arrested Saif al-Islam Gaddafi in (the) Obari area," Justice Minister Mohammed al-Alagy told Reuters, adding that the younger Gaddafi was not injured.

After the fighters fired in the air and ground to halt the cars, they asked the identity of the passengers. The man in charge replied that he was "Abdelsalam" - a name that happens to mean 'servant of peace'. But the fighters quickly recognized Saif al-Islam and seized him without a fight.

The fighters put him at ease and he accepted that he would be taken to Zintan, a town in the western mountains south of Tripoli that was a stronghold of anti-Gaddafi rebels.

A crowd of hundreds thronged the runway in Zintan, preventing his captors removing the prisoner for an hour. Some people tried to board the plane but were held back by the fighters, who all came from Zintan.

Saif al-Islam appeared relatively at ease and was not handcuffed as he sat on a bench at the rear of the plane.

Wearing traditional robes with a scarf pulled over his face, Saif al-Islam had a heavy black beard and wore his rimless spectacles.

HEAVILY BANDAGED

His thumb, index and another finger were heavily bandaged from the wounds sustained in the NATO strike.

Muammar Gaddafi's beating, abuse and ultimate death in the custody of former rebel fighters was an embarrassment to the previous transitional government. Officials in Tripoli said they were determined to handle his son's case with more order.

"The capture presents a challenge to the NTC. If they want to try Saif then what can they do to make Zintan hand him over?" said Henry Smith, an analyst with the Control Risks group, referring to the National Transitional Council which won international recognition as Libya's new authority.

"They do not have the capacity to use coercive means so do they offer the town the coveted security portfolios in the forthcoming cabinet? If so, then to which of the Zintan militias?

"They may leave his fate to Zintanis but then where does that leave Libya's embryonic judicial system? This is an acid test of the NTC's authority."

Memories are still fresh of the days Gaddafi's father's corpse spent rotting and on public view in the city of Misrata, another rebel stronghold, as its militia leaders trumpeted their capture of the fallen leader as part of their campaign to extract power and patronage from the new interim government.

A fighter from an anti-Gaddafi unit, the Khaled bin al-Waleed Brigade, which said it seized him in the wilderness near the oil town of Obari told Free Libya television: "We got a tip he had been staying there for the last month.

"They couldn't get away because we had a good plan," Wisam Dughaly added, saying Saif al-Islam had been using a 4x4 vehicle: "He was not hurt and will be taken safely for trial so Libyans will be able to prosecute him and get back their money.

"We will take him to Zintan for safekeeping to keep him alive until a government is formed and then we will hand him over as soon as possible," Dughaly said.

He added that Saif al-Islam, once seen as a reformer who engineered his father's rapprochement with the West, appeared to have been hiding out in the desert since fleeing the tribal bastion of Bani Walid, near Tripoli, in October.

"I'm really surprised that Saif al-Islam has not met the same fate as his father and his brother," Fawaz Gerges, professor of international relations at the London School of Economics, told BBC TV.

"The best thing that the new leadership can do is to hand Saif al-Islam to the International Criminal Court because I don't believe it really has the resources and the means to try Saif al-Islam and give him a fair trial."

"ALMOST ZERO"

Asked of the chances of that, he said "Almost zero." He said he expected him to get the death penalty and be executed in Libya. "This is unfortunate for the new Libya," he said.

Justice Minister Alagy said he was in touch with the ICC over how to deal with Gaddafi, either at home or The Hague.

He told Al Jazeera: "We Libyans do not oppose the presence of international monitors to monitor the trial procedures that will take place for the symbols of the former regime."

Other Libyan officials have said a trial in Libya should first address killings, repression and theft of public funds over the four decades of the elder Gaddafi's personal rule. After that, the ICC might try him accusing him of giving orders to kill unarmed demonstrators after February's revolt.

There was no word of the other official wanted by the ICC, former intelligence chief Abdullah al-Senussi.

The ICC said on Saturday it had received confirmation of the arrest of Saif al-Islam from Libya's Ministry of Justice.

"We trust that the Libyan authorities and the International Criminal Court will ensure that justice runs its course, so that the new Libya can be built on the rule of law and respect for human rights," NATO spokeswoman Oana Lungescu said.

In June, the ICC issued arrest warrants for Muammar Gaddafi, Saif al-Islam and Libyan intelligence chief Abdullah al-Senussi on charges of crimes against humanity after the U.N. Security Council referred the Libyan crisis to the court in February.

The ICC said last month that Saif al-Islam was in contact via intermediaries about possibly surrendering, but that it also had information that mercenaries were trying to take him to a friendly African nation where he could evade arrest.

The Story
The following three chapters provide an empirical narrative of the Sri Lankan peace process: its long run-up and its short-lived progress (this chapter), the fragmentation and tensions that it brought about (chapter 5) and the war that followed(chapter 6). Much of  this chronology has been described elsewhere (Balasingham,2004, Fernando, 2008; Goodhand and  Klem, 2005; Goodhand et al., 2011 a and b; Goodhand, Korf and Spencer, 2011; Gooneratne, 2007;  Rupesinghe, 2006;Sahadevan, 2006; Stokke, and Uyangoda, 2011), but our discussion of Norway’s strategies and activities adds empirical detail and insight to the literature. Following a long period of ‘no-war-no-peace’, large-scale, territorial offensives resume in July 2006. Norway faces a difficult dilemma whether or not to remain involved in Sri Lanka, but decides to stay engaged, because it sees a role for itself in limiting the adverse impacts of  the war. It applies pressure on the parties about humanitarian concerns and supports humanitarian initiatives. Continued involvement of the Norwegian team and the SLMM is also seen to be useful in case a new stalemate emerges. The parties prolong their invitation to Norway and the SLMM, whilst claiming a commitment to the CFA, but at the same time the war intensifies.

26 July 2006: the Mavil Aru incident sparks open warfare

The EU proscription of the LTTE has implications for the SLMM. Three out of five contributing countries are EU members and so is the recently appointed Head of Mission: the Swedish retired Major General Ulf Henricsson. The SLMM leader has issued a memo arguing against the ban: there are immediate negative consequences for the SLMM and it could aggravate the escalating dynamics of violence.196 Norway refrains from intervening in EU decision making, but also makes it clear that a ban will have negative consequences, mainly for the monitoring mission.197 Just after the announcement of the ban, Norway organises a second set of talks between the parties in Oslo (8-9 June 2006), but upon arrival, the LTTE refuses to meet the governmentdelegation. The  Norwegians manage to get LTTE security guarantees for the SLMM staff. Subsequently, however, the LTTE issues a deadline for the removal of monitors from EU countries. Denmark, Finland and Sweden withdraw their monitors.Iceland increases its personnel contribution, but barely has more people available (also because it has no armed forces). Norway explores whether other non-EU countries – including Switzerland – could join the mission198, but this does not materialize. Oslo thus adds some staff, but is reluctant to fill all vacancies, partly to show the LTTE the consequences of its decision199 and partly, because the situation is not conducive to effective monitoring by the SLMM anyway. The mission’s presence in the field becomes very limited and it is unable to closely follow the flurry of incidents and attacks that will follow.

The LTTE keeps up the military pressure. It enlists over 10,000 civilians for ‘selfdefence’ training, forcefully recruits children, and attacks with roadside bombs and grenades in different parts of the north-east. On 25 June President Rajapaksa

offers a two-week ceasefire, indicating he is willing to have direct talks, but the initiative is perceived as a ‘smokescreen’.200 An LTTE suicide bomb kills the army Deputy Chief of Staff  that same day and violence continues. Eventually, it is the Mavil Aru incident that sparks the resumption of open warfare. In an attempt to mimic the government strategy of blocking resources and economic assets for military purposes, the LTTE closes an irrigation sluice gate in Mavil Aru (south of Trincomalee) on 20 July 2006. The affected population is not very large, but the place is sensitive due to the tri-ethnic composition of the area, the strategic location between the north and the east, and its proximity to the Trincomalee harbour. Mutual accusations and threats follow. It appears the LTTE is trying to show its strength and provoke the government, but this proves to be a miscalculation by the rebels. Henricsson and Hanssen-Bauer try to defuse the matter in Trincomalee and Kilinochchi respectively. They manage to convince the LTTE to pull back,201 but government forces seize the opportunity to launch a ground offensive on 31 July 2006.

The LTTE strikes back and occupies the neighbouring town Muthur. Within days,however, the army recaptures the Muslim dominated town and presses on to overrun Sampur, a key hub for the LTTE. The government deploys heavy artillery, leading to civilian losses and displacement. In the midst of these offensives, seventeen local aid workers of the French NGO Action Contre la Faim are executed in their compound on 5 August 2006, which leads to significant international criticism. The SLMM is not allowed to investigate – Henricsson in fact narrowly escapes an artillery attack in this period – but holds the government responsible.202 The SLMM commander openly speculates about the withdrawal of his mission. The LTTE is pushed southward and forces the civilian population to withdraw with them. Large numbers of civilians get trapped as an LTTE ‘human shield’ in the battle zones on the eastern front. ICRC manages to broker a brief
ceasefire to let civilians out.203 International attention, however, is dominated by the simultaneous escalation of war in Lebanon. The army continues to advance with heavy bombardments, while the TMVP attacks LTTE camps further south. A second offensive is opened in the north on 11 October with a large-scale attack across the Jaffna frontline, but in sharp contrast to the east, the LTTE puts up stiff resistance. The army incurs heavy losses and call off the attack within a day. The biggest demonstration so far is held against the peace process in Colombo on 4 October. An effigy of Prabhakaran draped in a Norwegian flag is carried through the streets.204The political channel is not completely closed, however. The second Geneva
meeting(28-29 October 2006) takes place as intended and discussions focus onhumanitarian issues,
a political settlement, reduction of violence, political pluralismand democracy. Expectations  are low but the Norwegian team hopes they will atleast extract an agreement about future meetings and some reduction of violence on the ground.205 Neither materializes, but the event helps to keep up the diplomatic pressure on the parties, the Norwegians feel.206 They realise, however, they have

become a ‘side show’.207 In a direct meeting, the team tells the president’s brother Basil Rajapaksa (December 2006) that Norway realizes the government is engaged in full-scale war. As there is no longer any peace process ongoing, Norway will take no new initiatives before the parties reconfirm their readiness to resume negotiations. Special Envoy Hanssen-Bauer offers to withdraw the SLMM and to close down Norwegian support to the peace secretariats. The government however responds that communication channels with Kilinochchi may still be useful, because the outcome of the war is still unclear.208 A similar meeting is held with the LTTE.209 Both parties ask Norway to maintain their support to the peace secretariats and the SLMM. In fact, they request Norway to expand the number of monitors.210 Communication with the LTTE becomes increasingly difficult, however. With the death of Anton Balasingham, who has already moved to the margin, in December 2006, there is limited access to the highest level. Continued involvement in Sri Lanka continues to be a point of discussion among the Norwegians. While there is concern about becoming a peace alibi, those in favour argue that a departure will not have
any positive effect, and if it makes a difference at all, it will only fuel the escalation. There are increasing humanitarian concerns that warrant attention and Norway’s established network with the parties, the co-chairs, India and humanitarian agencies could be useful in addressing these issues. Moreover, proponents of continued involvement argue a new stalemate may emerge. Finally, Norway’s reputation as a persistent and patient mediator would suffer and key players like the US and India may conclude that the Norwegians arenot up to the task.211 International NGOs and diaspora organisations voice concerns about massive human rights  violations and Western countries step up their criticism. Having already banned the LTTE, their statements about the government receive most attention. Among the donors, Germany emerges asmost critical and officially freezes new aid projects. Under mounting international pressure, including periodicco-chair statements, President Rajapaksa installs a Commission of Inquiry (COI) to investigate sixteen of the gravest alleged human rights abuses in November 200 Two months later, Norwegian (and co-chair) efforts result in the creation of an International Independent Group of Eminent Persons (IIGEP) to monitor and exert pressure on the commission. The government does not collaborate with the IIGEP, however,and no meaningful investigations are made. The Sri Lankan government effectively counters and dilutes Western pressure.Firstly, it adopts the Western discourse of humanitarian intervention and anti-terrorism to defend its course of action. It also points to the hypocrisy of Western countries raising concerns about human rights given the abuses and civilian casualties associated with Western intervention in Iraq, Afghanistan and elsewhere. Secondly,it strongly resists the debates around  the ‘Responsibility to Protect’ by emphasizing

its sovereignty and the need for home-grown solutions.212 Thirdly, it secures the political backing of powerful countries in the region, most saliently India and China.The Norwegians continue to solicit a more active Indian role in support of the talks in 2007, but Delhi continues to decline the suggestion.213 As the military offensive intensifies, it becomes increasingly clear that India will not apply pressure on the SriLankan government to call off the offensive. Behind the scenes, India is ‘not hesitant to support the government’s offensive against the LTTE,’ but realizes it needs to ‘manage the political fallout,’ according to a senior Indian diplomat reflecting on this period.214 It is considered a ‘no-brainer’ that India should ‘support the government in this offensive.’215 In public, however, the Indian government refrains from voicing these views.
The Norwegian government realizes its role has become very difficult and limited.Against the background of discussions on whether or not to stay engaged and how,the mediation team develops a number of scenarios. On the military front they foresee either: 1) no war no peace, 2) resumed peace talks, or 3) full-scale war.216 Politically, they expect the government to either remain dependent on its junior partner, or enter into a coalition with the UNP. If neither works, new elections may be the result. Indian and US pressure to stop the war may affect the scenarios.217 During an internal strategy session with Foreign Minister Jonas Gahr Støre in May 2007, the mediation team reiterates that: ‘All observers think that this is a conflict that cannot be won by military means and most believe that the government cannot beat the LTTE militarily.’
Moreover, the group concludes: ‘International pressure does not seem to have any positive influence, but rather to contribute to locking the military strategies of the parties.’218 Strategic thinking thus tends to hinge on the premise that at some point a new stalemate may emerge, either because the LTTE rolls back the frontline (as it did several times in the past), or resorts to guerrilla style tactics to avert defeat. In hindsight, the Norwegian team underestimates the Sri Lankan government’s strength, both militarily and politically. The team considers a wide range of likely and less likely scenarios, but (like most observers at the time), it does not reckon with the sequence of events that is to follow: a strong SLFP-led coalition and a military victory.

The military advances proceed. With support from Indian and US intelligence, the Sri Lankan navy is increasingly proficient in intercepting LTTE shipments on the Indian Ocean, thus cutting off the rebel’s main supply channel. The insurgents strike back with several naval attacks. LTTE suicide attacks on top officials in Colombo become common, and in March 2007, they launch their first air strike (against the Katunayake airport), followed by a second raid in April. The raids are seen as a symbolic triumph for the LTTE, but are largely insignificant in military terms and do not impede the government’s offensive in the east. Tamil nationalist do not have much faith in the process, and they are further
disappointed when the Supreme Court rules the north-east merger unconstitutional on 16 October 2006. The de-merger pleases the Muslims, but backtracks on the Indo-Lankan Accord and the 13th Amendment.

taken over by the government forces. The LTTE appears to retreat rather than fight back and attention shifts to the insurgents’ main bastion in the north. The government prepares the ground – politically, diplomatically and militarily – for what it claims will be the final offensive. On 2 January 2008, it formally terminates the Ceasefire Agreement and the SLMM withdraws its monitors. The LTTE responds with a wave of bombings and assassinations in the south. Following some initial exchanges of fire, which the LTTE successfully resists, the government’s main operation starts with the conquest of Maddhu in the southern Vanni in May 2008. The military increasingly uses LTTE-style attacks – alongside conventional warfare –including claymore mine attacks and Special Infantry Operation Teams. The army marches on and  the whole Western Vanni falls to the government with the capture of Pooneryn in November that year. In that same month, Tamilselvan – head of the Political Wing and effectively Balasingham’s replacement – dies in a government aerial bombardment.
Throughout these offensives, Norway continues its efforts to keep Sri Lanka’s war on the international agenda. The co-chairs keep issuing critical statements towards both parties about civilian suffering and the need to resume a political track. Aware of the limited leverage of  bilateral aid, EU member countries generate a discussion on the union’s preferential trade agreement with Sri Lanka (GSP+),which is conditional on compliance with international human rights law.219 Sri Lanka does not meet some of the criteria, including those on civil rights, child rights, and on disappearances. Norwegian envoy Hanssen-Bauer provides a thorough assessment of the situation in Sri Lanka to EU decision-makers in October 2008. He avoids taking a position on GSP+, but underlines that the EU could apply pressure on the human rights
situation.220 With critical reports by international human rights NGOs, Brussels feels pressured to take a stance, particularly when the Sri Lankan government remains largely unresponsive to EU concerns.221 January 2009: Government forces capture Kilinochchi In view of the rapid offensive, the Norwegians conclude in August 2008 that the army will probably capture the Vanni sometime in 2009, but it cannot be ruled out that this is a tactical LTTE retreat. The team concludes: ‘It is very likely that the LTTE will disappear as dominant power in any geographic area during 2009 and that the government will start a rehabilitation process in the north like the one we see in the east.’222 They expect, however, that the insurgents will flee to the jungle and continue guerrilla style warfare and will not fully disappear as long as Prabhakaran is alive. The Norwegian team decides that even if the government military prevails, it needs to keep reminding the Sri Lankan government of the need for a political solution.223 They also maintain a dialogue around sensitive issues of rehabilitation and the resettlement and return of displaced people.224 (219?) More specifically, GSP+ beneficiaries must have ratified and effectively implemented 27 specified international conventions in the fields of human rights, core labour standards, sustainable development and good governance. Sri Lanka is the only country where GSP+ was formally suspended.

It becomes clear that the endgame has started when the army captures Kilinochchi– the symbolic rebel headquarters in the Vanni – on 2 January 2009. The remaining LTTE territory around Puthukuduyiripu and Mullaitivu shrinks quickly. The LTTE’s human shield of hundreds of thousandsof civilians225 who are not allowed to escape, form a crucial part of the insurgent’s defence. Continued forced recruitment of ever younger child soldiers and brutalities are reported (Human Rights Watch, 2008). The civilian presence slows down the army offensive, but the government is determined not to let casualties change the course of events. The LTTE suffersfrom low morale (International Crisis Group, 2010) and internal dissent (Jeyaraj,2010), and appears to pin unrealistic hopes on the diaspora, India or Western countries coming to their rescue.
Towards the end of 2008, international actors realize the game is changing. Aid agencies are requested to vacate the Vanni in September 2008 and it is clear that the government is closing in on the rebels. Concerned with the possible humanitarian consequences, four players, the UN, the ICRC, the US and Norway, coordinate their efforts closely. The UN and ICRC are primarily engaged with preserving humanitarian access: getting aid in and (wounded) civilians out of the war zone. The UN (through the World Food Program) provides food and medicine; the ICRC supplies the remaining doctors and tries to evacuate civilians; and Norway and the US make several  diplomatic attempts to avoid the bloodshed of a final onslaught.226 The cochairs agree to work towards some form of LTTE surrender, but Japan and the EU are not engaged directly in subsequent negotiations.227 India is not involved in these efforts either, but makes some parallel pleas for limiting civilian casualties. The Indian government also makes it very clear that it
supports a continuation of the offensive and the defeat of the LTTE.228 Pressure from Western countries on the Sri Lankan government is mounting, however. The EU postpones its decision on the GSP+ trade framework. An IMF standby credit, direly needed in view of economic downturn and budget deficits, is also held back. These measures invoke protests from the Sri Lankan government, but have no discernable impact on offensives on the ground.229 Soon after the conquest of the geographically strategic Elephant Pass (9 January) and the remaining rebel pockets on the Jaffna peninsula (14 January), the government unilaterally declares a No Fire Zone (NFZ) on the LTTE’s southern and western defence line (21 January). Dropping leaflets from the air, it requests civilians to move there while the offensive continues. The LTTE continues
to fire from inside the zone. The government also launches sustained, heavy bombardments on this purported safe haven. A UN convoy, grounded in the Vanni because of the LTTE’s refusal to let local UN staff vacate the area230 seeks shelter in the zone and gets barraged with bombs and  shells. on the spot. Militarily experienced eyewitnesses and satellite imagery provide evidence for these humanitarian atrocities (Human Rights Watch, 2009; International Crisis Group, 2010; UN Panel of Experts, 2011; Weiss, 2011). In the following days,the District Hospital and the Ponnambalam Hospital in Puthukkudiyiruppu, packed with injured people (as well as some wounded LTTE cadres in the second hospital), get bombed. Government statements initially acknowledge, then deny the attack (Human Rights Watch, 2009; International Crisis Group, 2010; UN Panel of  Experts, 2011; Weiss, 2011). The World Food Program and ICRC keep up their attempt to provide aid, but there are heavy government restrictions and supplies often do not reach the whole population.The government declares a limited ceasefire from 1 to 3 February 2009 to allow civilians to leave, but the LTTE restricts the number of people allowed to depart and uses the lull to launch a counter strike. On February 3, a co-chair statement publicly asks the LTTE to
lay down arms and suggests both parties declare a temporary cease-fire and resume dialogue. The insurgents ignore the statement. LTTE (child) recruitment and forced detainment of the civilian population in the war zone continues as the army keeps moving forward. As the front line moves, Puthukkudiyiruppu’s hospital is moved further into LTTE territory, but shelled again on 9 February. The government calls off the first No Fire Zone and announces a new one on the narrow strip of land on the east coast north of Mullaitivu (12 February). The army presses on and shelling into the zone and on demarcated hospitals will continue over the next three months. In this period, the remaining ICRC expatriates vacate the area. Evacuations and supplies continue by sea – between the No Fire Zone and Pulmoddai further south. On 24 February, the LTTE sends a letter to the EU, US, Japan and Norway indicating they request a ceasefire, but offers no firm guarantees in return. The government calls the letter an ‘unrealistic prayer about a ceasefire’231 and turns the request down. International actors call on the LTTE to lay down weapons and attempts to negotiate an ‘organised end to the war’ continue.In close dialogue with the US, Norway continues its efforts to resolve the humanitarian crisis through some form of surrender. The ideas circulated consist of fourmain components: 1) a government guaranteed amnesty for LTTE cadres other than the top leadership; 2) the LTTE handing
in their weapons to the UN; 3) LTTE cadres surrendering to the UN or the ICRC; and 4) the co-chairs promising involvement to improve the situation for civilians and support a political solution to the conflict.232 The US is prepared to make landing vessels available for transport to Trincomalee. Preparations are made for an international presence in the war zone – by the UN Resident Representative or in another way – and make sure both India and the US stand witness to the implementation of whatever arrangement emerges. The Norwegian team receives signals that the Sri Lankan government may accept LTTE surrenderat this point, though they are resistant to the idea of a UN envoy and the Norwegians are not sure the military can be convinced either. The Norwegian team hopes the ‘face saving measures’ will make it easier for the LTTE to accept.233 Inter-

views and archives suggest the plan for LTTE leaders was to transfer them to Colombo and provide international guarantees for their well-being, but according to testimony from former LTTE operator ‘KP’ (with whom the Norwegians have a meeting in Malaysia on 26 February), the LTTE  expected the evacuation of 25 to 50 LTTE leaders and their families to a foreign country to be a  possibility. Prabhakaran, however,rejects the proposal out of hand as ‘unacceptable’ (Jeyaraj, 2010). The LTTE leadership is living in a ‘dream world’, the diplomats involved conclude. The LTTE seems to believe in ‘miracles’; ‘Prabhakaran had survived on numerous previous occasions by a miracle and perhaps believed he would do it again,’ according to one of the Norwegians.23 As the net around the insurgents closes, LTTE surrender becomes a less and less attractive option for Colombo. It is also doubtful India has any interest in the LTTE surviving the end of the war. Non-Western countries tell the Sri Lankan government to ignore Western pressure and ‘get it over with,’ according to the testimony of a Sri Lankan diplomat.235 Another former government official adds, the government has ‘hardly any reason to let the LTTE surrender or escape’, ‘to think twice before grabbing the cobra by its head, and maybe have trouble again for another twenty years.’236 It is in this period that the Sri Lankan government terminates Norway's facilitator role in Sri Lanka.237 Attempts to get the government to agree to internationally monitored safe havens fail. Additional time pressure is generated by the Indian elections. Though considered unlikely, there is a chance of the Hindu nationalist Bharatiya
Janata Party (BJP)238 defeating the ruling Congress party.239. A less permissive Indian position poses a risk for the Sri Lankan government. Although a major change in the Indian stance is very unlikely, the government really fears someone will come to the insurgents’aid.240 Following more international pressure, the government announces another two-day ceasefire in April to enable civilians to get out, after which the offensive resumes. On 29 April, foreign ministers Miliband (UK) and Kouchner (France) make an unexpected visit to Colombo and try to convince the government to change its stance, without success. In fact, hardly anyone even notices their efforts, and critical aid workers refer to it as ‘a joke’.241 The second No Fire Zone is replaced by a third zone which covers a very small piece of land on 8 May. On the next day, the last ICRC ship reaches the Vanni. Subsequent shipments are called off due to the heavy fighting. Indian Home Minister Chidambaram contacts Prabhakaran and suggests the LTTE agrees to  a pre-drafted statement that they will lay down their weapons.242 The document leaks to Vaiko, a radical but marginal Eelamist politician in Tamil Nadu, who rejects it as a Congress trick and  assures the LTTE that BJP will win the

ongoing Indian elections and come to the Tigers’ rescue. The army launches its final offensive. Improvised LTTE plans to evacuate their leader fail (Jeyaraj, 2010) and their chain of command unravels. A group of civilians as large as 60,000 attempts a mass break out across the lagoon on 14 May. Many of them drown, however, and when the army on the other shore tries to extend its help, LTTE cadres open fire (UTHR, 2009). In the night between 17 and 18 May, Nadesan (head of the LTTE Political Wing) and Pulidevan (head of the LTTE Peace Secretariat) contact the Norwegians as well as the UK and US embassy, the ICRC, and Chandra Nehru (a Tamil politician in Colombo) indicating their last-minute willingness to surrender. Following hasty negotiations with presidential advisor and brother Basil Rajapaksa, they are told to walk across the frontline with a white flag. The last phone conversation is held shortly before their departure. Hours later they are reported shot. Government troops move into the last LTTE stronghold and kill LTTE chief Prabhakaran and the remaining LTTE leaders including Soosai (Sea Tigers) and Pottu Amman (intelligence). Tens of thousands of civilians escape the war zone in the days before the last battle, but some 30,000 civilians remain entrapped. The civilian death toll during the last night alone is estimated at 1000 to 4000 (UTHR, 2009). No firm overall evidence is available, but the International Crisis Group’s estimate on the basis of population movements suggests the total  number of civilians who died in the last months plausibly exceeds 30,000 (International Crisis Group, 2010).
