Exclusive: Syria strike due in days, West tells opposition - sources

(Reuters) - Western powers have told the Syrian opposition to expect a strike against President Bashar al-Assad's forces within days, according to sources who attended a meeting between envoys and the Syrian National Coalition in Istanbul.

"The opposition was told in clear terms that action to deter further use of chemical weapons by the Assad regime could come as early as in the next few days, and that they should still prepare for peace talks at Geneva," one of the sources who was at the meeting on Monday told Reuters.

The meeting at a hotel in downtown Istanbul was between senior figures of the Syrian National Coalition, including its president, Ahmad Jarba, and envoys from 11 core "Friends of Syria" alliance members, including Robert Ford, the former U.S. ambassador to Syria who is now Washington's pointman with the opposition, the sources said.

Facing Russian and Chinese opposition that could dampen prospects for proposed peace talks in Geneva, Assad's foes have vowed to punish a poison gas attack in some rebel-held districts of Damascus on August 21 that killed hundreds of people.

Another source said Ford told Jarba at the gathering that the coalition should "expect appropriate action to deter more use of chemical weapons".

Jarba offered the 11 nations represented in the Friends of Syria core group a list of 10 proposed targets.

They included the Mezze Military Airport on the western outskirts of Damascus, the Qutaifa missile base north of the city and compounds of the Fourth Mechanised Division, a elite unit headed by Assad's feared brother Maher and composed mainly of members of his Alawite minority sect.

"GET TEAM READY" FOR TALKS

The Friends of Syria core group comprises the United States, Britain, France, Italy, Germany, Turkey, Saudi Arabia, Egypt, Jordan, the United Arab Emirates and Qatar.

U.N. experts trying to establish what exactly happened in the attack were finally able to cross the frontline on Monday to see survivors - despite being shot at in government-held territory. But they put off a second visit until Wednesday.

"The Americans are tying any military action to the chemical weapons issue. But the message is clear; they expect the strike to be strong enough to force Assad to go to Geneva and accept a transitional government with full authority," a Syrian opposition figure said.

"The message to the opposition was to get a team ready for Geneva, and be prepared for the possibility of a transition. But we must also be ready for the possibility of the collapse of the regime. If the strike ends up to be crippling, and if they hit the symbols of the regime's military power in Damascus it could collapse," the source said.

The sources said the meeting was planned before the suspected nerve gas attack on the Damascus suburbs, and was originally meant to discuss preparations for the proposed U.S.- and Russian-sponsored Geneva peace conference, which has been repeatedly put off.

Jarba said this month the coalition welcomed participating in Geneva without conditions, but it still expected the meeting to result in a transition that would remove Assad and his top aides from power.

Assad's foreign minister, Walid Moualem, said in June the authorities were ready to form a broad-based government of national unity, but they would not "head to Geneva to hand over power to another side", in an indication that Assad was not planning to give up control of the country.

அந்த அறிக்கையில் தெரிவிக்கப்பட்டுள்ளதாவது,

எமது வணக்கத் தலங்களுள் ஒன்றாக விளங்கும் கொழும்பு -14 கிராண்ட்பாஸில் அமைந்துள்ள பள்ளிவாசல் மீது முன்னேற்பாடான வகையிலும் நன்கு திட்டமிட்டு நடாத்தப்பட்டுள்ள தாக்குதல் குறித்து இலங்கை அரசாங்கத்தில் அங்கம் வகித்துவரும் முஸ்லிம் அமைச்சர்களாகிய நாம் தெட்டத் தெளிவானதும் வெளிப்படையானதுமான எமது பலத்த கண்டனத்தை வெளிப்படுத்த விளைகின்றோம்.

இந்தச் சம்பவமானது நாட்டில் கடந்த பல மாதங்களாக சங்கிலித் தொடராக நிகழ்ந்துள்ள வன்முறைச் சம்பவங்களின் சமீப கால நிகழ்வாகவே நோக்கப்படுகின்றது. முன்னைய சந்தர்ப்பங்களில் முஸ்லிம் சமூகத்தினர் மற்றும் பள்ளிவாசல்கள் மீது வேண்டுமென்றே நடாத்தப்பட்டிருந்த தாக்குதல்கள் குறித்து சட்டத்தை அமுல்படுத்துவோரால் எடுக்கப்பட்டிருந்த அரை மனதான (அக்கறையற்ற) பலனளிக்காத நடவடிக்கைகள் நீண்ட கால யுத்தமொன்றை அடுத்து தேசிய நல்லிணக்கத்தை இன்னும் அதிகளவில் தேடிக் கொண்டிருக்கும் இந்த நாட்டில் குழப்பங்களை உருவாக்குவதென கங்கணங்கட்டிக் கொண்டுள்ளதாகக் காணப்படும் சில தீவிரவாதக் குழுக்களுக்கு தைரியமூட்டியுள்ளவையாகவே காணப்படுகின்றதெனலாம். தண்டனைப் பயமின்மை உணர்வுடன் செயற்படக்கூடிய சில சக்திகள் இருப்பதான எண்ணம் பொதுமக்கள் மனங்களில் வேரூன்றியுள்ள மாய எண்ணம் முற்று முழுதாக ஒழிக்கப்பட வேண்டும்.

ஆகப்பிந்தியதாக பதிவாகியுள்ள இந்தச் சம்பவமானது பல மணி நேரத்தின் பின்னரே இயல்பு நிலைக்குத் திரும்பிய கொழும்பு வடக்கும் மற்றும் கொழும்பு மத்தியில் உள்ள கிராண்ட்பாஸ் மாளிகாவத்தை மருதானை மற்றும் கெத்தாராமை போன்ற பிரதேசங்களில் வாழ்ந்து வரும் முஸ்லிம் சமூகத்தினர் மத்தியில் பதற்றத்தையும் அச்ச உணர்வையும் ஏற்படுத்தியுள்ளது.

முஸ்லிம் சமூகத்தினை நோக்கிய மதம் சார்ந்த குரோத மனப்பான்மையை வெளிப்படையாக ஆதரிக்கும் இந்தப் போக்கை தடுத்து நிறுத்துவதற்கு தீர்க்கமான நடவடிக்கையை எடுக்குமாறு நாம் அதிமேதகு ஜனாதிபதி அவர்களையும் அரசாங்கத்தையும் வலியுறுத்துகின்றோம்.

பயங்கரவாதத்தைத் தோற்கடித்தமை மற்றும் யுத்தத்தை முடிவு கட்டியமை ஆகியவை அனைத்துப் பிரஜைகளினதும் சமாதான சகவாழ்வுக்கு வழி கோல வேண்டுமே தவிர தனித்த ஒரு மக்கள் குழுவின் மேலாக்கத்தை உருவாக்குவதற்கான சந்தர்ப்பமொன்றாக அர்த்தப்படுத்தப்பட்டு விடக்கூடாது. அரசின் அமைச்சர்கள் என்ற வகையில் பாதிக்கப்பட்ட மக்களுக்கு இழப்பீடுகளை வழங்குவதற்கான அவசர நடவடிக்கைகளை எடுக்குமாறு நாம் தங்களை விநயமாக வேண்டுகின்றோம்.

மதங்களுக்கிடையே இணக்க செயற்பாட்டை உறுதிப்படுத்த வல்ல நம்பகத்தன்மை வாய்ந்த நிறுவனம் சார்ந்த பொறி முறையொன்றை உருவாக்குமாறு நாம் தங்களை வலியுறுத்துகின்றோம். பல்லின மற்றும் பல் மதங்களைக் கொண்டுள்ள இந்த நாட்டில் எமது மத சுதந்திரம் பேணிப்பாதுகாக்கப்படுவதனை உறுதிப்படுத்துவதற்கான முக்கியமான கடமையொன்றை அரசாங்கம் கொண்டுள்ளது. சிறுபான்மையின மதமொன்றின் மீது வன்முறையை கட்டவிழ்த்து விடுவதென்பது இன்னுமொரு மதத்தை மேம்படுத்தும் அல்லது பாதுகாக்கும் நடவடிக்கையாக எவ்வாறு அர்த்தப்படுத்த முடியுமென்பதை எம்மால் புரிந்து கொள்ள முடியவில்லை.

கிராண்ட்பாஸிலுள்ளது பள்ளிவாசலேயல்ல. எனவே அதனை அகற்றியே தீரவேண்டுமென அப்பகுதியிலுள்ள ஜயதிலக்கராமய விகாரையின் விகாராதிபதி தம்மானந்த தேரர் தெரிவித்தார்.

இது தொடர்பில் அவர் மேலும் கூறுகையில்;

அப்போது அங்கு சென்ற தவ்ஹீத் ஜமாத் நிர்வாகிகள் உடனடியாக அவர்களை கைது செய்து பள்ளியின் இடத்தை விட்டும் அவர்களை அப்புரப்படுத்துமாறு பொலிசாரிடம் வேண்டிக் கொண்டார்கள். இருப்பினும் போலிசார் அவர்களை கைது செய்யவோ அல்லது அந்த இடத்தில் இருந்து வெளியேற்றவோ முயலவில்லை.

ஆனால் பள்ளியை உடைக்க வந்த காடையர்களை வெளியேற்றுவதை விடுத்து பள்ளியை பாதுகாப்பதற்காக அங்கு கூடிய முஸ்லிம்களை எப்படியாவது வெளியேற்றிவிட வேண்டும் என்பதில் பொலிஸார் கருத்தாக இருந்தார்கள்.பல தடவை தவ்ஹீத் ஜமாத் நிர்வாகிகளுடன் கலைந்து செல்லுமாறு பொலிசார் பேச்சுவார்தை நடத்தினார்கள். இருப்பினும் பள்ளியை உடைக்க வந்தவர்கள் கலைந்து செல்லும் வரை நாம் கலைய மாட்டோம் என்றும் எங்கள் உயிரைக் கூட இதற்காக இழப்பதற்குத் தயாராக இருக்கின்றோம் என்றும் அனைத்து முஸ்லிம்களும் ஒருமித்து குரல் கொடுத்தார்கள்.

இந்நிலையில் இன்று காலை சிஹல ராவய இயக்கத்தினர் பாதிப்பை உண்டாக்க வந்தார்கள். பொலிசார் அவர்களை தடுத்து அனுப்பினார்கள். எனினும் இந்த தாக்குதல் பின்னணியில் சிங்கள ராவய இருக்கின்றதோ எனவும் எமது சந்தேகம் ஏற்பட்டுள்ளது.

மேலும் அமைச்சர் சம்பிக்க சம்பவத்தை பெரிதும் படுத்தும் வகையில் காட்டமான வார்த்தைகளை பிரயோகித்துள்ளார். இன உறவை பாதிக்கும் வகையில் காட்டமான வார்த்தைகளை பிரயோகிப்பதை அமைச்சர் சம்பிக்க உடனடியாக நிறுத்த வேண்டும் எனவும் ஸ்ரீ லங்கா தவ்ஹீத் ஜமாத் கோரிக்கை விடுத்துள்ளது.

The Egyptian army's economic juggernaut

Cairo, Egypt - "From needles to rockets" is a common Egyptian phrase used to describe a business offering a wide range of merchandise, and is always used in exaggeration. But when referring to the economy of the Egyptian army - which ousted the country's first civilian president last month - the expression is spot-on. 

As political turmoil pushes Egypt's economy into its worst slowdown in more than two decades, only its well-heeled army can afford to construct bridges, offset bread shortages, raise herds of cattle and chicken, manufacture home appliances and even provide child-care.

"The question isn't what sectors do they invest in, but rather: is there a sector that they don't invest in?" said Robert Springborg, an expert on Egypt's armed forces and a professor in the department of national security at the Naval Postgraduate School in California.

The Egyptian armed forces, headed by Defence Minister Abdel-Fattah El Sisi, who is supervising a roadmap encompassing early presidential elections and the drafting of a new constitution, runs scores of manufacturing and service-providing companies, through which it controls a significant stake of the nation's economy.

The Ministry of Military Production manages at least 14 such companies - producing merchandise varying from tank shells and ammunition to fertilisers, sports equipment, cement, pasta and cars.
'Limited stake'

"Very little is known about how big is [the army's] economy, as very little is released about it," explained Springborg. He said estimates have said the army accounts for between 10 to 40 percent of Egypt's entire economy. "The range is too vast," he added.

An Egyptian military spokesman rejected that statistic, saying "there is no proof whatsoever regarding this percentage, which was circulated by currently detained Islamists". He added that the military's stake in the economy was "very limited".

Propelled by thousands of under-paid conscripts, the army's economic empire dates back to the 1960s, shortly after Gamal Abdel Nasser's arrival to power and the establishment of the Egyptian Republic.

With about 450,000 active personnel, the largest military in either Africa or the Arab world has daily demands that need to be met, motivating generals to achieve self-sufficiency when the military's industries were launched, decades ago. Not long after, the military's economic empire expanded to provide civilian products.

The most recent war fought by Egypt took place in 1973, and afterwards hundreds of retired officers and thousands of soldiers needed jobs, homes and privileges. This gave all the more reason for generals to expand their projects to include real estate, housing, tourism, healthcare and education. The emergence of sprawling cities across Egypt where soldiers reside is one sign of the massive entity the army has become.

One such area is Nasr City, where thousands of pro-Morsi protesters continue their month-long sit-in, seeking to reinstate the former president, a protest which has triggered the contempt of the district's many army-related residents. The cabinet has authorised the Ministry of Interior to take "all necessary measures" to disperse the crowd, following massive demonstrations on July 27, mandating the army to combat "violence and terrorism".

However, "lands in certain areas that are not owned privately, are only technically controlled by the army, for national security purposes," said the military spokesman, who asked not to be named. Giving an example, he said that areas around the Cairo International Airport, at which military jets also land, are such titles that come under the "technical control" of the army.

"Media automatically rush to wrongly report that the army is eyeing these plots of lands, when in fact the army is watching out for its and the public's interest."

'Regime stability'

In a September 2008 State Department cable published by WikiLeaks, then-US ambassador to Egypt Margaret Scobey said: "The military helps to ensure regime stability and operates a large network of businesses, as it becomes a 'quasi-commercial' enterprise itself."

Other documents published by WikiLeaks quoted former Minister of Military Production Sayed Meshal as saying that the ministry's revenues from the private sector were about 2bn Egyptian pounds ($286m) a year, and that it employs 40,000 civilians.

"It is clear that the army penetrates the civilian economy in various ways: it undertakes civilian contracts in areas such as construction and infrastructure, and military-owned companies increasingly start joint ventures with domestic or foreign companies," said Yezid Sayegh, a senior associate at the Carnegie Middle East Center.

"The army additionally gets involved whenever major government programmes or private-sector projects involve land, so there is a large and possibly growing area of military commercial activity that is not transparent or fully accounted for," he added.

Aid beneficiary

Egypt's army is also considered to be the region's second-largest recipient - after Israel - of US aid money, reportedly receiving around $1.5bn annually. Following Morsi's ousting, a bill in the US Senate to block aid to Egypt because of the military coup was rejected with only 13 votes in favour, versus 86 opposed.

The possibility of cutting aid, however, sparked concerns of additional financial hardships. Egypt's economy remains anaemic following the 2011 revolt that ousted Hosni Mubarak. During the five years before Mubarak's downfall, Egypt's economy grew by an average rate of 6.2 percent, according to the International Monetary Fund. But growth is predicted to drop to two percent this year, compared with 2.2 percent in 2012.

 "The army's economy must have been affected by the shrinking economy," Stringborg said. "Everyone in Egypt has been affected by the negative events. The pie has been shrinking, and the army's share must have shrunk too."

Sayegh disagreed, saying the military's economy did not appear to have been affected since 2011. "But there were instances in which the army and the Morsi administration disagreed over major economic investment programmes," he explained. "The army insisted on having a role and veto power, suggesting that it felt challenged by the Morsi presidency. This may have been a factor - but only one of several - leading it to conclude that it had to remove him from power."

Keeping information on the army's finances away from civilians has been of paramount importance to the generals. In December 2011, when the army was under fire for allegedly derailing Egypt's transitional period, the government attempted to pass a constitutional declaration shielding the army's budget from civilian oversight. But this army-driven attempt was decried by the public, and was foiled.

"You cannot speak of a democracy when there is an institution above scrutiny," Springborg said. "It is of utmost importance for Egypt that the army and its economy comes under civilian control. However, I don't think that is happening any time soon, since there is no group of civilian activists at the moment capable of achieving this."

A spokesperson for Egypt's military denied that there was any wrongdoing in the army's commercial enterprises.

"Many of these companies, including the Arab Organization for Industrialization for instance, [are] state-owned, but only technically affiliated to the army," he told Al Jazeera.

"All of the projects, may it be agricultural, services, industrial, or others, are subjected to taxation and the monitoring of the Central Auditing Organisation, like any other company in Egypt.

"It is very essential to differentiate between the Ministry of Defence and the Ministry of Military Production, for they are two different natures and duties, although they share the same minister."
Commenting on the confidentiality of army assets and budgets he said "soldiers' salaries, many of the arming expenses, the budgets of companies are just some of what is known to the public. Naturally, there are certain issues that are not disclosed, like in any other part of the world."

Getting back to "ordinary Egyptians", Nadia Shaheen, a 64-year-old pharmacist, maintained that it was essential for the army's finances to be disclosed.

"What was a norm for decades won't be accepted nowadays by younger generations," she said. "They demand clarity and transparency, and won't accept the same set of rules we did."

Western embassies shut amid security alert

US and many European countries close embassies mostly in Middle East after worldwide alert by US and Interpol.

The United States has temporarily closed 21 embassies and consulates in mostly Muslim
countries, and several European states have shut embassies in Yemen over fears al-Qaeda was
planning to launch attacks.

The US closed its faciilites on Sunday, after saying it had information that al-Qaeda and its allies may
increase efforts to attack Western interests this month.

The closures came as Interpol issued a global security alert after hundreds of militants were set
free in prison breaks linked to the al-Qaeda terror network, and suicide bombers killed nine near the
Indian consulate in the Afghan city of Jalalabad.

Britain, Germany, France and the Netherlands said they would close their embassies in Yemen on
Sunday and Monday for similiar security reasons. Yemeni authorities said they were on a state of
high alert.

The US has also issued a global travel alert to warn its citizens of potential "terrorist attacks".

A heavy military presence was reported around the US and British Embassies in Yemen's capital
Sanaa on Saturday, with numerous checkpoints.

In London, the Foreign Office said that a number of staff at the British embassy had been withdrawn
from Sanaa, particularly because of increased concerns in "the final days of Ramadan and into
Eid". France and Germany cited instability for their decisions in Yemen.

In Washington DC, meanwhile, top US officials met to review the threat, with US President Barack
Obama briefed following the session.

Susan Rice, Obama's national security advisor, led the meeting, which was also attended by top state
department, defence department and intelligence agency officials.

No official statements were made regarding the cause of the threat level elevation following the
meeting.

Interpol, in issuing its alert, said it suspected al-Qaeda was involved in recent jailbreaks across
nine countries, including Iraq, Libya and Pakistan. The global police agency said the jailbreaks had
"led to the escape of hundreds of terrorists and other criminals" in the past month alone.

The alert calls on Interpol's 190 member countries to help determine whether these events are
coordinated or linked, the organisation said in a statement Saturday.

'Threat is very strong'

In Yemen, at least one person died and six others were wounded in clashes on Friday between
soldiers once loyal to Ali Abdullah Saleh, Yemen's toppled president, and a rival army faction in
Sanaa, police and medical sources said.

The friction added to rising tension in Yemen, which is increasing because of renewed drone
attacks and security concerns.

"The threat of al-Qaeda is very strong right now," he said.

The weekend in Yemen is Friday and Saturday.

Canada, meanwhile, said its mission in the Bangladeshi capital Dhaka would also be shut on
Sunday.

கச்சதீவை விட்டுகொடுப்பதன் மூலம் அது தொடர்பான ஒப்பந்தத்தை இல்லாது ஒழித்து, அதை அடிப்படையாக கொண்டு 1987ன் இந்திய-இலங்கை ஒப்பந்தத்தை கிழித்து எறிந்துவிட்டு  13ம் திருத்தத்தை அடியோடு
அழித்தொழிக்க அரசுக்குள் சதியாலோசனை நடைபெறுகிறது.

ஆனால் இன்று 13ம் திருத்தம் என்பது இலங்கையின் அரசியலமைப்பில் ஒரு அங்கம். அது தொடர்பாக ஐநா செயலாளர் நாயகத்துக்கு அரசாங்கம் எழுத்து மூலமான உத்தரவாதம் தந்துள்ளது.

ஆகவே இந்தியாவுடனான  ஒப்பந்தங்களை  கிழித்தாலும், ஒழித்தாலும் இலங்கையில் தமிழ் மக்களுக்கு அரசியல் அதிகாரங்களை பகிர்வது
என்பது இன்று இந்தியாவையும் தாண்டிய சர்வதேச பிரச்சினையாகி விட்டது என்பதை நான் அரசுக்கு உறுதியுடன் ஞாபகப்படுத்த விரும்புகின்றேன், என ஜனநாயக மக்கள் முன்னணி தலைவர் மனோ கணேசன் தெரிவித்துள்ளார்.

அதேபோல், இலங்கையில் மலையகத்திலும், வட-கிழக்கிலும் வாழும் தமிழர்களின் அபிலாஷைகளையும், தமிழக மக்களின் அபிலாஷைகளையும் கணக்கில் எடுக்காமல், தொடர்ந்து வந்த இலங்கை அரசாங்கங்களை
