The UN Security Council has rejected a Palestinian resolution calling for peace with Israel within a year and an end to Israel's occupation by 2017.
The resolution failed to muster the minimum nine "yes" votes required in the council for adoption.

The motion received eight "yes" votes, including from Russia and France, two "no" votes from the United States and Australia, and five abstentions.

Riyad Mansour, Palestinian ambassador to the UN, criticised the world body for the failure of the vote.

"The Security Council has once again failed to uphold its charter duties to address this crises and to meaningfully contribute to a lasting solution in accordance with its own resolutions," Mansour said.

"This year, our people under Israeli occupation endured the further theft and colonisation of their land, the demolition of their homes, daily military raids, arrests and detention of thousands of civilians including children, rampant settler terrorism, constant affronts to their human dignity and repeated incursions at our holiest sites."

Following the vote, the US, Israel's closest ally, reiterated its opposition to the draft resolution.

Samantha Power, the US ambassador to the UN, said the resolution undermined efforts to "achieve two states for two people".

"It is deeply imbalanced and contains many elements that are not conducive to negotiations between the parties including unconstructive deadlines that take no account for Israelis legitimate security concerns," she said.

Palestinian statehood

The resolution, which was submitted by Jordan - currently the only Arab member of the security council -had called for occupied East Jerusalem to be the capital of Palestine, an end to Israeli settlement building and settling the issue of Palestinian prisoner releases.

The resolution also called for negotiations to be based on territorial lines that existed before Israel captured the West Bank, East Jerusalem and the Gaza Strip in 1967.

Israel had said the Security Council vote, following the collapse in April of US-brokered talks on Palestinian statehood, would deepen the conflict.

Ali Abunimah, co-founder of the Electronic Intifada, derided the resolution, telling Al Jazeera it undermined Palestinian rights, including the rights of refugees and the future of Jerusalem.

"This was a terrible resolution which was unanimously opposed by every major Palestinian faction, it contained so many compromises in an attempt to avoid a US veto that it was weaker than existing UN resolutions," he said.
The Palestinians, frustrated by the lack of progress on peace talks, have sought to internationalise the issue by seeking UN membership and recognition of statehood via membership in international organisations.

Several European parliaments have adopted non-binding motions calling for recognition of Palestine.

The Palestinians had warned that if the UN resolution failed they were prepared to join the International Criminal Court to file suits against Israel.

The draft resolution submitted to the United Nations Security Council is a free waiver of Palestinian rights, especially in reference to Jerusalem, the colonies, the right of return, the resistance and Palestinian national constants, said Comrade Zaher al-Shishtari, leader of the Popular Front for the Liberation of Palestine.

Shishtari emphasized that this project reflects the exclusivity and dominance of the monopolistic leadership in pursuing this project, which is rejected by the Palestinian people and the Palestinian factions. “The Popular Front does not oppose raising the Palestinian cause in the United Nations and the Security Council, provided that the resolution submitted supports the Palestinian people’s rights in full and does not undermine or compromise those rights, and is based on a consensus which involves everyone in its drafting…and which goes alongside the move to enter all international institutions, particularly the International Criminal Court to prosecute the occupation for its crimes against our people and our land. None of this is the case in the submitted draft resolution.”

The PA leadership has done nothing to respond in a fitting way to the continuing crimes of the occupation, Shishtari said, including the killing of Ziad Abu Ein “such as ending security coordination, abolishing the Paris economic protocol, and the cancellation and rejection of the infamous Oslo agreement. On the contrary, the monopolistic leadership is still sticking to the futile path of negotiations, betting on the United States, the chief ally of the occupier. It has violated the rejection of the people and the factions to these negotiations. Now is the time for resistance in all forms. The masses of the Palestinian people reject this approach of settlement and concession and suspicious projects,” said Shishtari.

மைத்திரிபால சிறிசேனவிற்கு ஆதரவு தெரிவிப்பதற்காக மேற்கொண்ட தீர்மானத்தின் பின்னரே, இந்த நிலை ஏற்பட்டுள்ளதாக கொழும்பில் இன்று இடம்பெற்ற ஊடக சந்திப்பில் திவங்கா சோலங்கராச்சி தெரிவித்தார்.

"விஷேட அதிரடி படையினர் நிறைந்துள்ள வாகனம் ஒன்று முதல் நாள் முழுவதும் நாம் இருக்கும் பிரதேசத்தில் காணப்பட்டது.  நேற்று எனது கணவரை தேடி வந்த பொலிஸ் ஜீப் வண்டியே இது.

தற்போது நான் கற்பமடைந்துள்ளேன். காலையில் எழுந்ததும் முதல் நினைவு, கணவருக்கு என்ன நடக்கும் என்ற அச்சம்தான்.

2010ஆம் ஆண்டில் ஒக்டோபர் மாதம் 8 ஆம் திகதி பாரத லக்ஷ்மன் பிரேமசந்திர கொலை செய்யப்பட்டது அனைவருக்கும் தெரியும். 4 பேருடன் வீதியில் கொலை செய்யப்பட்டார்.

இது எனது கணவருக்கும் நேருவதை நான் விரும்பவில்லை. அவரது உயிருக்கு அச்சுறுத்தல் ஏற்பட்டுள்ளமையினாலேயே தங்கள் முன்னால் நாம் நிற்கின்றோம்.

தற்போதைய அரசாங்கம் ஏன் இவ்வாறு செய்கின்றது என்று தெரியவில்லை, அவரைக் கடத்திச் சென்றுள்ளனர். அவரை கொலை செய்ய வேண்டாம்.
அவர் ஆயுதங்களை பயன்படுத்துபவர் அல்ல. தவறு என்றால் அதனை நேரடியாகவே கூறிவிடுவார். 
அரசாங்கம் தவறாக பார்ப்பது ஏன் என தெரியவில்லை. கடந்த 6 நாட்களாக அவரை காணவில்லை. சந்திப்பதற்கும் வாய்ப்பில்லை . இதனால் அவருக்கு பிரச்சினை ஏற்படலாம்.

தெமட்டகொட குற்றத்தடுப்பு பிரிவினர் எவ்விதமான ஆவணமும் இன்றி வருமாறு உத்தரவு இடுகின்றனர். எவ்வாறு அவர்களை நம்பி நான் பொலிஸ் நிலையத்திற்கு செல்ல முடியும்."

U.S. and NATO Formally End War in Afghanistan

KABUL, Afghanistan — The war in Afghanistan, fought for 13 bloody years and still raging, came to a formal end Sunday with a quiet flag-lowering ceremony in Kabul that marked the transition of the fighting from U.S.-led combat troops to the country's own SECURITY forces.

In front of a small, hand-picked audience at the headquarters of the NATO mission, the green-and-white flag of the International Security Assistance Force was ceremonially rolled up and sheathed, and the flag of the new international mission called Resolute Support was hoisted.

U.S. Gen. John Campbell, commander of ISAF, commemorated the 3,500 international soldiers killed on Afghan BATTLEFIELDS and praised the country's army for giving him confidence that they are able to take on the fight alone.

"Resolute Support will serve as the bedrock of an enduring partnership" between NATO and Afghanistan, Campbell told an audience of Afghan and international military officers and officials, as well as diplomats and journalists.

"The road before us remains challenging, but we will triumph," he added.

Beginning Jan. 1, the new mission will provide training and support for Afghanistan's military, with the U.S. accounting for almost 11,000 of the 13,500 members of the residual force.

"Thanks to the extraordinary sacrifices of our men and women in uniform, our combat mission in Afghanistan is ending, and the longest war in American history is coming to a responsible conclusion," U.S. President Barack Obama said in a statement issued in Hawaii, where he is on vacation with his family.

Afghan President Ashraf Ghani, who took office in September, signed bilateral SECURITY agreements with Washington and NATO allowing the ongoing military presence. The move has led to a spike in violence, with the Taliban claiming it as an excuse to step up operations aimed at destabilizing his government.

ISAF was set up after the U.S.-led invasion as an umbrella for the coalition of around 50 nations that provided troops and took responsibility for security across the country. It ends with 2,224 American soldiers killed, according to an Associated Press tally.

The mission, which was initially aimed at toppling the Taliban and rooting out al-Qaida following the Sept. 11, 2001 attacks, peaked at 140,000 troops in 2010. Obama ordered a surge to drive the insurgents out of strategically important regions, notably in the southern provinces of Helmand and Kandahar, where the Taliban had its capital from 1996 to 2001.

Taliban spokesman Zabihullah Mujahid called Sunday's event a "defeat ceremony" and said the insurgents' fight would CONTINUE.

"Since the invasion in 2001 until now, these events have been aimed at changing public opinion, but we will fight until there is not one foreign soldier on Afghan soil and we have established an Islamic state," he said.

Obama recently expanded the role of U.S. forces remaining in the country, allowing them to extend their counter-terrorism operations to the Taliban, as well as al-Qaida, and to provide ground and air support for Afghan forces when necessary for at least the next two years.

In a tacit recognition that international military support is still essential for Afghan forces, national security adviser Mohammad Hanif Atmar told the gathered ISAF leaders: "We need your help to build the systems necessary to ensure the long-term sustainability of the critical capabilities of our forces."

Afghans have mixed feelings about the drawdown of foreign troops. With the deteriorating security situation, many believe the troops are needed to back up the Afghan effort to bring peace after more than three decades of continual war.

"At least in the past 13 years we have seen improvements in our way of life — freedom of speech, democracy, the people generally better off financially," said 42-year-old shop keeper Gul Mohammad.

But the soldiers are still needed "at least until our own forces are strong enough, while our economy strengthens, while our leaders try to form a government," he said.

NATO Secretary General Jens Stoltenberg has said that Afghanistan's 350,000-member security forces are ready to take on the insurgency alone, despite complaints by officials that they lack the necessary assets, such as air support, medical evacuation systems and intelligence.

On Sunday, he said that ISAF's mandate was "carried out at great cost but with great success."

"We have made our own nations safer by denying safe haven to international terrorists. We have made Afghanistan stronger by building up from scratch strong SECURITY forces. Together we have created the conditions for a better future for millions of Afghan men, women and children," he said.

As Afghan forces assume sovereignty, the country is without a Cabinet three months after Ghani's inauguration, and economic growth is near zero due to the reduction of the international military presence and other aid. The United States spent more than $100 million on reconstruction in Afghanistan, on top of the $1 trillion war.

This year is set to be the deadliest of the war, according to the United Nations, which expects civilian casualties to hit 10,000 for the first time since the agency began keeping records in 2008. Most of the deaths and injuries were caused by Taliban attacks, the U.N. said.

Two teenage boys were killed late Saturday in the eastern Wardak province when a rocket was fired near a children's volleyball match, an official said. Another five children, AGES 11 to 14, were wounded by shrapnel, said the governor's   spokesman Attaullah Khogyani. He blamed the Taliban.

In Kapisa, also in the east, Gov. Abdul Saboor Wafa's office said eight insurgents were killed Saturday night in an army counter-insurgency operation.

This has also been a deadly year for Afghanistan's security forces — army, paramilitary and police — with around 5,000 deaths recorded so far. Most of those deaths, or around 3,200, have been police officers, according to Karl Ake Roghe, the outgoing head of EUPOL, the European Union Police Mission in Afghanistan, which funds and trains a police force of 157,000.

அந்நிய சக்திகளின் ஆதரவும் அரவணைப்பும் பெற்று நிற்கும் தரகு முதலாளிய பேரினவாத ஆளும்வர்க்கக சக்திகள் ஆட்சி அதிகாரத்தைப் பெற்றுக் கொள்வதற்காகவே பிரதான வேட்பாளர்கள் இருவரும் தங்களுக்குள் இரு தரப்பாகி நின்று இத்தேர்தலில் போட்டியிடுகிறார்கள்.

மகிந்த ராஜபக்சாவும் அவரது சகோதரர்களினதும் குடும்ப சர்வாதிகார ஆட்சி தொடர்வதாலோ அல்லது மைத்திரிபால சிறிசேன ஜனாதிபதிப் பதவியைப் பெற்றுக்கொள்வதாலோ நாடு எதிர்நோக்கி நிற்கும் அடிப்படைப் பிரச்சனைகளுக்கும் மக்கள் எதிர்கொள்ளும் சவால்களுக்கும் தீர்வுகள் கிடைக்கப்போவதில்லை.

அதேவேளை இத்தேர்தலைப் புறக்கணிப்பதோ அல்லது நிராகரிப்பதோ இன்றைய சூழலில் அரசியல் புத்திசாலித்தனமாகவும் அமையமாட்டாது


எனவே உடனடியானதும் தூரநோக்கில் ஆனதுமான விளைவுகளைச் சிந்தித்து மக்கள் சுதந்திரமாக வாக்களிப்பதையே எமது கட்சி சுட்டிக்காட்டி நிற்கிறது

இவ்வாறு புதிய ஜனநாயக மாக்சிச லெனினிசக் கட்சி யாழ்ப்பாணம் கொக்குவிலில் நடாத்திய ஜனாதிபதித் தேர்தலும் மக்கள் எதிர்நோக்கும் சவால்களும் எனும் தலைப்பிலான பகிரங்க அரசியல் கருத்தரங்கில் உரையாற்றிய கட்சியின் பொதுச்செயலாளர் சி.கா.செந்திவேல் கூறினார்.

கட்சியின் வடபிரதேசச் செயலாளர் கா.செல்வம் கதிர்காமநாதன் தலைமையில் நடைபெற்ற மேற்படி அரசியல் கருத்தரங்கில் செந்திவேல் தொடர்ந்தும் உரையாற்றுகையில்,

1978ல் தொடக்கம் நடைமுறையில் இருந்து வரும் அரசியல் அமைப்பையும் நிறைவேற்று அதிகார ஜனாதிபதி முறையினையும் தனது ஆறிலைந்து பாராளுமன்ற பெரும்பாண்மையுடன் ஜே.ஆர் கொண்டுவந்து நிறைவேற்றிய வேளை நாங்களும் ஏனைய இடதுசாரி ஜனநாயக சக்திகளும் அதை வன்மையாக எதிர்த்து நின்றோம்.

அதன் எதிர்கால அபாயங்களையும் ஆபத்துக்களையும் எடுத்துக்கூறினோம.; ஆனால் 36 ஆண்டுகளுக்குப் பின்பும் அந்த நிறைவேற்று அதிகாரத்தின் சர்வாதிகாரப் பிடியில் இருந்து நாடும் மக்களும் விடுபடமுடியாது தத்தளித்து வரும் நிலையே காணப்படுகிறது.

இந்நிலையிலேயே 18வது திருத்தத்தை அரசியல் அமைப்பிற்கு கொண்டு வந்து தனிநபர் குடும்ப சர்வாதிகாரத்தை தொடர்ந்து முன்னெடுக்க மகிந்த ராஜபக்சாவும் அவரது சகோதரர்களும் முனைந்து நிற்கின்றனா.; அதற்காகவே காலத்திற்கு முந்திய தேர்தலை நடாத்தி மக்களை ஏமாற்றி ஆட்சி அதிகாரத்தை தொடர்வதற்கு நிற்கிறார்கள். அதற்காக பலநூறு கோடி ரூபாய்களை தண்ணீர் போல் இறைத்தும் வருகிறார்கள.;

இக் கோடிகோடியான பணம் எங்கிருந்து. கிடைத்தது எதற்காக செலவிடப்படுகிறது. இதனால் நாட்டு மக்களுக்கு என்ன பயன் கிடைக்கப்போகிறது. இவைபற்றி மக்கள் கேள்விகள் எழுப்பி சிந்திப்பது அவசியம். ஏனெனில் நாடும் மக்களும் எதிர்நோக்கியுள்ள அடிப்படை பொருளாதாரப் பிரச்சனைகள் பற்றியோ பிரதான பிரச்சனையாக இருந்துவரும் தேசிய இனப்பிரச்சனை பற்றியோ அதற்கான குறைந்த பட்ச தீர்வு சம்மந்தமாகவோ மகிந்த ராஜபக்சா பேசத் தயாராகவில்லை.

அதற்குப்பதிலாக பயங்கரவாதமும் புலிகளும் வரப்போகிறார்கள் என்றும் நாடு பிரிக்கப்படுவதை அனுமதிக்கப் போவதில்லை என்றும் தாய்நாட்டைக்காக்க தானே தகுதியான தலைவன் என்றும் சிங்கள்மக்கள் மத்தியில் மகிந்தாவும் அவரது அணியினரும் பேரினவாத நச்சுப் பிரசாதத்தைப் பரப்பி வருகிறார்கள்,

அதேவேளை வடக்குக் கிழக்கில் வந்து எவ்வித கூச்சமும் வெட்கமுமின்றி அபிவிருத்தி பற்றி மட்டும் உரத்துப் பேசிச் செல்லுகிறார்கள் குறுக்குவழிகளில் தமிழ் மக்களின் வாக்குகளைப் பெறபல்வேறுபட்ட வேடங்களைப் போட்டு நிற்கிறார்கள் எனவே முழுநாட்டு மக்களும் அதேவேளை தமிழ், முஸ்லீம், மலையகத்தமிழ் மக்களும் நிறைவேற்றுஅதிகாரத்தின் கீழ் குடும்ப ஆட்சியின் பாசிச சர்வாதிகாரத்தை தொடர இடமளிப்பதா என்பதையிட்டு ஆழச்சிந்தித்து செயல்படுவது அவசியமானதாகும்.

அதே வேளை எதிரணி; எனக்கூறிப் பொதுவேட்பாளராக முன்நிறுத்தப்பட்டுள்ள மைத்திரிபாலசிறிசேன எவற்றை சாதிக்கப்போகிறார் என்பதையிட்டு தூரநோக்கில் ஆழச்சிந்திப்பதும் அவசியமானதாகும். அவரைப் பொதுவேட்பாளராக முன் நிறுத்தியவர்கள் எவரும் அரசியலில் புதியவர்கள் அல்லர். அன்று நிறைவேற்று அதிகார ஜனாதிபதி முறைமையைக் கொண்டுவந்து நாட்டின் பொருளாதாரத்தை அந்நியருக்குத் தாரைவார்த்துக் கொடுத்து 17 வருட இருண்ட ஆட்சியை நடாத்திய ஜக்கிய தேசியக்கட்சியும், அந்தஅரசியல் அமைப்பின் கீழ் 11 வருட கால ஆட்சி செய்த சந்திரிகா அம்மையாரும், 30வருட யுத்தத்தை தழிழ் மக்களுக் கெதிராக நடாத்தி இறுதிவெற்றி எனும் பேரழிவுக்குத் தலைமை தாங்கிய முன்னாள் இரானுவத் தளபதி சரத்பொன்சேகாவும் நாட்டில் அடிப்படை மாற்றங்களை கொண்டு வரப்போவதில்லை.

நிறைவேற்று அதிகாரத்தை ஒழித்து பாராளுமன்றத்துக்கு அதிகாரத்தைக் கொண்டு வந்து நல்லாட்சி நடாத்துவோம் என்று கூறுவது தனிநபர் சர்வாதிகாரத்திற்கு பதிலான ஆளும் வர்க்கக் கூட்டு சர்வாதிகாரத்திற்கே ஆகும்.

பாராளுமன்றத்திற்கு அதிகாரம் மாற்றப்பட்டதும் நாட்டின் பிரச்சனைகள் யாவும் தீர்ந்து மக்கள் சுபீட்சமும் சமாதானமும் நிலவும் சொர்க்கபுரியில் வாழ்வார்கள் என்பது வெறும் கனவுலகக் கற்பனையே யாகும்.

எதிரணிப் பொது வேட்பாளர் மைத்திரிபால சிறிசேன வெளியிட்டுள்ள “நூறுநாட்களில்”; புதிய தேசம் எனும் தேர்தல் விஞ்ஞாபனத்தில் 11 விடயங்கள் கூறப்பட்டுள்ளன. அவற்றுள் முக்கியமாக கூறியுள்ளவை நிறைவேற்று அதிகாரத்திற்கு பதிலாக பாராளுமன்ற அதிகாரமும், பிரதமராக ரணில் விக்கிரமசிங்காவை நியமித்தும் புதிய அரசியல் அமைப்பைக் கொண்டுவந்தும் நாட்டில் நல்லாட்சியை நடாத்துவதேயாகும் என்றே கூறப்பட்டுள்ளது.

ஆனால் நாடு எதிர்நோக்கியுள்ள நாசங்களுக்கு அடிப்படைக் காரணமாக அமைந்துள்ள நவகொலனித்துவத்தின் கீழான நவதாரள பொருளாதாரத்தை அகற்றுவது பற்றியோ அதற்குப ;பதிலான திட்டமிட்ட தேசிய பொருளாதாரத்தை முன்னெடுப்பது பற்றியோ துளிஅளவும் கூறப்படவில்லை.

தாராளமய தனியார்மய, உலகமயமாதல் கொள்கை நடமுறைகளால் மக்களின் அன்றாட வாழ்நிலைகள் நாசமடைந்து செல்வது பற்றிப் பேசப் படவேயில்லை. அத்துடன் நாட்டில் 30 வருட யுத்தத்திற்கும், 3 இலட்சம் வரையான வடக்கு கிழக்கு மக்களின் உயிரழிவுகளுக்கும் உடைமையிழப்புகளுக்கும் காரணமான தேசிய இனப்பிரச்சனையின் தீர்வு பற்றி மைத்திரியின் நூறுநாட்களில் புதிய தேசத்திற்கான
கொள்கைத்திட்டத்தில் ஒரு வார்த்தைதானும் பேசப்படவில்லை.

இந்த நாட்டின் சனத்தொகையில் சுமார் 24 சதவீதத்தினரான தமிழ், முஸ்லீம், மலையகத்தமிழ்த் தேசிய இனங்கள் மற்றும் சிறுபான்மையினர் பற்றியோ அவர்கள் எதிர்நோக்கி நிற்கும் பிரச்சனைகள் பற்றியோ மைத்திரியின் புதிய தேசக்கொள்கை கள்ள மௌனத்தையே கொண்டுள்ளது அதன் அர்த்தம் சிங்கள பௌத்த பேரினவாதமேயாகும். இவைபற்றி ஒடுக்கப்படும் தேசிய இனங்கள் சிந்திக்கவேண்டியவர்களாகவே உள்ளனர்.


கடந்த 9வருடங்களில் இரண்டு தடவைகள் ஆட்சி அதிகாரத்தில் இருந்து சகல வளங்களையும் அதிகாரத்தையும் தமதாக்கி ருசிகண்ட பெரும் அடக்கு முறைப் பூதமாகவே மகிந்த ராசபக்சா இருந்து வருகிறார். அவரை மீளவும் அதிகாரத்திற்கு வராது மறிப்பதற்கும் வீழ்த்துவதற்கும் பாராளுமன்ற ஜனநாயகத்தின் பேரில் புதிய அடக்குமுறை ஆட்சியை நடாத்துவதற்கு மைத்திரி என்ற மற்றொரு வகைப் பூதம் முன்நிறுத்தப்பட்டுள்ளது.

இவ்விரு அடக்குமுறைத் தரப்புப் பூதங்களுக்கும் பின்னால் அந்நிய மேலாதிக்க சக்திகளும், பல்தேசிய கம்பனிகளும், பெருவணிக நிறுவனங்களும், முதலீட்டு வங்கிகளும் அணிவகுத்து நிற்கின்றன. இந்நிலையில் மகிந்த ராசபக்ச சகோதரர்களின் குடும்ப ஆட்சி வீ;ழ்த்தப்படவேண்டும் என்பதில் நியாயம் இருப்பினும் அடுத்து ஆட்சியில் அமரப்போகும் மைத்திரி – ரணில் எதிரணி கூட்டணியானது மக்களை விரைவாகவே ஒடுக்கி நிற்கும் என்பதில் ஜயம் இருக்கமுடியாது.

எனவே இத்தேர்தலில் இவ்விரு தரகு முதலாளிய பேரினவாத தரப்புகளுக்கும் அப்பால் ஒருசக்தி மிக்க இடதுசாரி முற்போக்கு அணியொன்று உழைக்கும் மக்களையும் ஒடுக்கப்படும் தேசிய இனங்களையும் பிரதிநிதித்துவப்படுத்தி மாற்று அரசியல் மார்க்கத்தை காட்டுவதற்கு முன்வந்திருக்க வேண்டும். அதனை வற்புறுத்தி அதற்கான முன்முயற்சியில் எமது கட்சி முன்நின்று செயல்பட்டபோதும் அதனை செயல்படுத்த முடியாமைப் போனமை
இடதுசாரி ஜனநாயக முற்போக்கு சக்திகளின் பலவீனமேயாகும் என்பதனைச் சுட்டிக்காட்ட வேண்டியே உள்ளது.

இருப்பினும் எதிர்காலத்தில் இத்தகைய முயற்சிகள் வெற்றி பெற்று மாற்று அரசியல் பாதையில் பயணிக்கவேண்டியது நம் எல்லோர் முன்னாலும் உள்ள அரசியல் கடமையாகும் என்றும் கூறினார்.

The most diabolical and fiendishly clever policy position that the common opposition has taken is that they will not allow our war heroes to be tried by any international war crimes tribunal, but that any allegations of war crimes will be looked into by a domestic tribunal. The common opposition candidate himself has come before the people and pledged publicly that no international war crimes tribunal will be allowed to try any war hero. However he has given a statement which was carried in  The Hindu and the Indian Express to the effect that a domestic mechanism would be set up to look into allegations of war crimes. This was later confirmed by Champika Ranawaka.  The people of this country have got used to the idea that what is bad is an international inquiry into war crimes. By the mere addition of the word ‘domestic’ most people would be lulled into a sense of false security on the assumption that since such an inquiry will be conducted by ‘our people’ the war heroes will not face any problems.

The first thing that we have to realize is that this pledge to hold a domestic inquiry into war crimes has not been adopted by the common opposition to please anyone in Sri Lanka. Nobody in Sri Lanka is really asking for a domestic war crimes inquiry. The TNA did ask for an international inquiry into war crimes but they never asked for a domestic process. In fact it is highly unlikely that the TNA will have any faith in a local process. The hope of the TNA would be that an international process will pave the way for bigger things such as a referendum in the north and east for the creation of a separate state. A domestic inquiry will not necessarily lead to such an outcome and as far as the political objective of the TNA is concerned, will be largely unproductive except in terms of wreaking revenge. If given a choice between the implementation of police powers and having a domestic war crimes inquiry, the TNA would undoubtedly opt for the former rather than the latter because police powers takes them some distance towards their objective.

The Western powers on the other hand have a different agenda in mind. For the West, the need for regime change in Sri Lanka is predicated not so much on the need to administer justice or to express solidarity with the Tamil cause but for geo-strategic interests where the patriotic camp on Sri Lanka has to be comprehensively defeated and a more pliable government installed in Colombo. The way to do that is to put the leaders of the patriotic camp out of circulation for good. If the present crop of leaders of the patriotic camp is removed from the scene they know that it will take years if not decades for Sri Lanka to produce another crop of leaders who can fire the imagination of the public in quite this manner.

The best way to take the Rajapaksas and the war heroes out of the equation would be to have an international war crimes tribunal. But there is no mechanism that can be used to institute an international war crimes inquiry against Sri Lanka. There are only three ways in which a war crimes inquiry against Sri Lanka (or any other country for that matter) can be launched. The first is by the UN Security Council ordering the setting up of such a court. When the Security Council makes such an order the entire UN membership has to fall in line and even provide funding for the upkeep of that war crimes tribunal. The International Criminal Courts for the former Yugoslavia and for Rwanda were created in that manner.

The second method is to utilize the mechanism of the International Criminal Court (ICC).  There are three ways in which the ICC can initiate an inquiry into war crimes in a given country. The first is by the UN Security Council requesting the ICC to have such an inquiry against a given country. When the UN Security Council makes such an order, the ICC can proceed even if the country concerned is not a member of the ICC.  The second method by which the ICC can initiate an inquiry against a country is if a member state brings to the notice of the ICC Prosecutor that a situation in a particular country needs to be looked into. But for this method to be used, the country concerned has to be a member of the ICC and within its jurisdiction. Sri Lanka however, is not a member of the ICC. The third method in which the ICC can start a proceeding against a country is if the Prosecutor feels that an issue that has arisen in a country warrants inquiry. But for this too, the country concerned has to be a member of the ICC and within its jurisdiction. Since SL is not a member of the ICC, the Prosecutor cannot take any action.

The West at a dead end

So whichever way we look at it, the West has no way of instituting an international war crimes tribunal against Sri Lanka. The UN Human Rights Council can hold as many inquiries and publish as many reports they like but they do not have the authority to set up a war crimes court with jurisdiction over Sri Lanka. Some may think that the Western powers will use the authority of the UN General Assembly (UNGA) to set up a war crimes tribunal against Sri Lanka. The UNGA is supposedly the highest decision making body in the UN, but in actual fact is subordinate to the UN Security Council which is the real decision making body so much so that the UNGA is expressly forbidden from taking up any matter that is being discussed at that moment in the Security Council! There is also the fact that the UNGA has never set up a criminal court with regard to any country – that is the exclusive preserve of the UN Security Council.

Furthermore, trying to collect votes in the UNGA will be much more difficult than in the 47 member Human Rights Council. Even in the UNHRC the Western powers have not done well. With the entire power of the USA and the EU mobilized against Sri Lanka, the Western powers managed to get only 23 votes as against 24 that opposed their resolution on Sri Lanka in 2014. So taking the battle to the UNGA will not be easy even for the Western powers. The general assembly does have the power to ‘Discuss any question relating to international peace and security and make recommendations on it.’ However this power does not extend to setting up war crimes tribunals since they can make only ‘recommendations.’

Nobody really takes notice even if the UNGA makes recommendations against a country. In 1952, when Dudley Senanayke entered into the Rubber-Rice Pact with China, the USA had moved the UNGA to impose sanctions against the newly formed Communist government of the People’s Republic of China. The USA could not get sanctions passed against China in the Security Council because of the veto power of Russia. So they settled for second best and got the sanctions passed by the UNGA. The USA which had just won the Second World War was at that time at the zenith of their power and influence so they could muster enough votes to see the sanctions passed. But nobody took any notice because the UNGA can make only recommendations and has no mechanism to see that its decisions are implemented. Even Dudley Senanayake did not think twice before flouting the UNGA sanctions against China. Rubber was one of the items on the prohibited list, but he signed an agreement to sell rubber to Communist China and the USA could do nothing but fume and cut off aid to Sri Lanka. It is unlikely that Dudley would have dared to flout the UN sanctions against China had they been imposed by the Security Council.

So whichever way we look at it, the Western powers don’t have any method of instituting an international war crimes tribunal against Sri Lanka. There is just one way to get to that objective - getting the government of the country concerned itself to set up a domestic war crimes inquiry. This is the way the special war crimes tribunals for Sierra Leone, Kampuchea and Lebanon were set up. The governments of those countries took the initiative to set up the tribunals and later sought advice and logistical support from the UN. The law applied by such courts will be a mix of international and local laws. It is inevitable that such courts will have to borrow a great deal from the body of jurisprudence built up by previous international criminal courts such as the ICTY (International Criminal Court for the former Yugoslavia) as most countries do not have any provisions relating to ‘war crimes’ in their domestic criminal legislation – certainly Sri Lanka does not.

Besides, as we pointed out earlier, nobody in Sri Lanka is asking for a domestic war crimes tribunal. The only reason for the common opposition to make such a pledge is to please the West. The West has no way to institute a war crimes tribunal against Sri Lanka except by getting the government of Sri Lanka itself to cooperate by starting a domestic process. What the people of this country has yet failed to realize is that when the common opposition says that they will not allow war heroes to be taken before any international war crimes tribunal, they are in fact pledging to disallow something that can never be done. Even more importantly, the people and the government itself has not realized that by pledging to institute a domestic inquiry into war crimes, the common opposition is opening the only door available to the West to get a war crimes process started in Sri Lanka. The pledge of a domestic war crimes tribunal IS the Western conspiracy in disguise!

One would think that with an election on, the common opposition would avoid saying anything that may arouse the suspicions of the public. The reason why they announced to the public that a domestic war crimes tribunal will be instituted is obviously at the behest of their Western friends. The West obviously wants to ensure that their investment produces results and they want to hold the beneficiaries of their patronage to account. It would also be useful to seek a mandate of sorts from the Sinhala public for this domestic war crimes tribunal so that nobody can say later that the common candidate did not make his intentions clear before the people voted.

Another reason why the common opposition has begun talking openly about a domestic war crimes inquiry is obviously to enthuse the northern and eastern Tamil voter to go to the polling booth. The biggest fear that the common opposition has is that the northern Tamil voter would remain apathetic and thereby reduce one of their best potential vote banks. They obviously think they can strike a balance between the Sinhalese and the Tamils by telling the former that they will not cooperate with any international war crimes inquiry and satisfying the latter by telling them that they will institute a domestic war crimes inquiry.    

 FRAUD, not commissions

The common opposition has based virtually their entire campaign on allegations of massive corruption against the government. This is of course quite understandable as issues such as the abolition of the executive presidential system or the re-introduction of the 17th Amendment can hardly be expected to fire the imagination of the general public. Talking about rampant and unprecedented corruption however would make many people stand up and take notice. One thing that people would not have failed to have noticed is that politicians in every government somehow end up richer after wielding power. So simply saying that the politicians of the present government are corrupt is not going to set the people against them as the people know that virtually all politicians are on the take.

So the election manifesto of the common opposition has made the assertion that while corruption and fraud ‘have always been there’, things have reached ‘unprecedented and unheard of levels’ under this government. They have elaborated by saying that this is not a government that takes 10% but one that takes 90%. They have taken the argument further and claimed that since the government was stealing 90% of what they are supposed to use for the development of the country, once the common opposition comes into power all that money would be utilized for the correct purpose so the country would have ten times the development. They have even put a figure on these assertions by making the claim in their manifesto that the Kadawatha – Kerawalapitiya segment of the outer circular highway cost 7.3 billion per kilometre and of that, no less than 5.2 billion per km was being purloined by corrupt government politicians and officials. Since the common opposition manifesto was published, we see that the common candidate seems to have modified these calculations somewhat and now we hear him saying that ‘two thirds’ of the cost of these infrastructure projects was going into the hands of corrupt politicians.

Whether the proportion going into the pockets of corrupt politicians is 90% or two thirds (66%), that’s still a hefty amount. Saying that commissions and kickbacks may be changing hands in awarding contracts for these projects is one thing, but to say that the cost of the project itself was being inflated several fold by crooked politicians and officials is another thing completely. Among the accusations made by the common opposition was that the actual cost of the Southern expressway was only 2.5 million USD per kilometre but it had ballooned to 7.5 million USD by the time the project came to an end (It was actually more like 6.7 million USD). One notes that the highway projects that came after the Southern Highway cost much more per kilometre. The Colombo-Katunayake highway cost 13.7 million USD per km   while the Kottawa-Kaduwela segment of the Outer Circular Highway cost 20 million per km, the Kaduwela-Kadawatha stretch 43 million USD per km and the Kadawatha-Kerawalapitiya stretch a whopping 57 million USD per km. The Godagama- Hambantota highway which is a continuation of the Southern Expressway was estimated to cost  19 million USD which is three times the cost of the Kottawa-Matara segment of the same highway.

When a layman looks at the difference in cost per km between the various highway projects, they may be led to believe that what the opposition says is true and that these costs have been inflated with somebody skimming off the difference. The opposition has been plumbing these suspicions for all they are worth, but can there be any foundation in the allegations being made? For example, the opposition is trying to say that while the cost of the Southern expressway was just 2.5 million per kilometre, somebody has inflated the cost to 7.5 million USD per km and has pocketed the difference of five million USD. If what the opposition is saying is true then the Chinese and Japanese contractors who built the various segments of the Southern expressway would have been given only 2.5 million USD per kilometre and the rest purloined by local politicians and officials.

None of these highways however have been built with government funds. They have all been built on concessionary loans from Japan and China. If one takes the Southern Expressway, two segments were built with Japanese loans and two with concessionary loans from China. The contractors who built these roads were also from Japan and China. The accusation is that the cost of the Southern highway was inflated twice over for corrupt Sri Lankan politicians to pocket the difference. What that means is that the Japanese and Chinese contractors who built the Southern expressway were given only 2.5 million USD per kilometre and the Japan International Cooperation Agency and the Exim Bank of China had given the other five million per km to corrupt Sri Lankan politicians.

Organisations like JICA and the Exim Bank of China deal with the public funds of Japan and China - money that belongs to the taxpayers in those countries. It is highly unlikely that such institutions give one third of the money to Japanese or Chinese contractors to build a road and give more than twice that amount as ‘santhosams’ to corrupt government politicians in the host country. Both JICA and the Chinese EXIM bank are active not just in Sri Lanka but in dozens of other countries and they don’t have unlimited funds to just pour into the pockets of third world politicians. Besides, organizations like JICA and the Exim bank of China obviously have their internal processes to ensure that their money is well spent. As we pointed out last week, China imposes the death penalty for corruption. If the Chinese Exim bank had given the Chinese contractor just 2.5 million per km to build the Southern Highway and then given five million per km to crooked Sri Lankan politicians, the Chinese contractor would have complained to their government and got the Exim bank officials jailed or given the death penalty.

So what we have to realize is that while commissions and kickbacks may have changed hands in commissioning these projects, it is very unlikely that the cost of the project itself would have been inflated several fold for Sri Lankan politicians to pocket the difference. In reading the annual reports of the Road Development Authority it can be seen that the contractors responsible for the actual construction of these highways are held to account for the quality of the work being done. There were instances when the RDA has complained that the quality of the asphalt laid is not up to specifications and that the contractor should redo the whole thing. At times these disputes have ended up before arbitrators. If the contractor had been given only 10% or one third of the project cost with the rest going to corrupt politicians, one would have seen contractors climbing on to roofs and water tanks every week, demanding the rest of the money for them to do the job properly. The contractors would in fact have complained to their governments saying that JICA and the Exim Bank of China were giving the lion’s share of their taxpayers money to corrupt politicians in Sri Lanka, and not giving the contractors enough to do the job properly.

எனவே போர்க் குற்றச் செயல்கள் இடம்பெற்றிருந்தால் உள்நாட்டு ரீதியில் ஆணைக்குழு அமைத்து விசாரணை செய்வதில் தவறில்லை.

இவ்வாறு நடைபெற்றால் சர்வதேச ரீதியில் விசாரணை நடத்த வேண்டிய அவசியமுமில்லை  என்றும் அவர் மேலும் தெரிவித்துள்ளார்.

எனது புதிய அரசில் யுத்த வெற்றியை எதிர் கொண்ட தளபதிகளை மீள நாட்டிற்கு அழைத்து தேசிய பாதுகாப்புச் சபையை நான் பலப்படுத்துவேன்.

இந்த நாட்டை பிளவுபடுத்த விடமாட்டோம். எனக்கு எதிராக முன்வைக்கப்படும் போலியான குற்றச்சாட்டுக்களை ஏற்றுக் கொள்ள முடியாது என அவர் குறிப்பிட்டுள்ளார்.

வெலிகம பகுதியில் நேற்று இடம்பெற்ற பொதுக்கூட்டத்திலேயே அவர் இதனைக் தெரிவித்துள்ளார்.

The National and Islamic Forces in the Gaza Strip have called for a massive popular rally in Gaza on Sunday, December 28, demanding the immediate end to the siege on Gaza and the reconstruction of Gaza without delay. In a press conference held near Beit Hanoun crossing on Tuesday, December 23, Comrade Jamil Mizher, member of the Political Bureau of the Popular Front for the Liberation of Palestine and leader of its branch in Gaza said that “we have decided to collectively mobilize all of the Palestinian people to bang on the walls of the tank through a mass popular rally which will include all Palestinian factions, to pressure the international community to take action to lift the siege on the Gaza Strip.”

The mass march will take place in Beit Hanoun and there will also be rallies in Zeitoun, Shujaiya, central Gaza, Khan Younis and Rafah. “The occupation has violated all of the understandings on which the ceasefire in the Gaza Strip is based; these understandings stipulated a halt to all forms of aggression and an end to the siege, but the occupation state has abandoned and violated all of its agreements and the siege and closure is worse than it was in the past.”

“There is the potential for a popular explosion in Gaza considering the ongoing enforced delay in the reconstruction of Gaza,” Mizher said, urging Arab national and Islamic forces and international forces to accelerate their efforts to end the Israeli siege on Gaza and She stressed that the delay in the reconstruction of the Gaza Strip, the world will pay the price and the Zionist occupation, warning that the occupation of the popular explosion will serve as a barrel of gunpowder explode at any moment. ”

They called on the national and Islamic forces of the Arab world and the European to accelerate the lifting of the Israeli siege on the Gaza Strip and allow the free passage of goods and people. Further, they demanded that Palestinian Authority officials act to pressure the Egyptian government to open the Rafah crossing immediately on a permanent basis. Further, the forces reiterated their rejection of the so-called Serry plan for the reconstruction of Gaza, saying “this plan is rejected on a popular level…the national interests of the Palestinian people cannot be placed under the governance of the occupier.” They noted the complete failure of the United Nations to act decisively to implement the reconstruction of Gaza, instead accommodating the demands of the occupier and the destroyer.

The Popular Front for the Liberation of Palestine urged Palestinian and Arab communities and friends of Palestine around the world to support the call of the Palestinian people of Gaza to end the siege immediately and stand with this popular movement to break the siege and the marches and rallies on December 28.

“The suffering of the people of Gaza has continued and has reached a truly disastrous situation. The Zionist crimes have continued, the effects and repercussions of the aggression persist and have spread to impact all aspects of life in the Strip, through the intensification of the siege, causing social problems, increasing unemployment, poverty and inflation in light of the continued closure and siege on Gaza, especially the lifeline of Rafah crossing,” said the Front.

Hope is in danger of crumbling that Prime Minister Narendra Modi would rein in the divisive agenda of his militant Hindu-nationalist supporters and allow India to concentrate on the important work of economic reform, and the blame lies squarely with Mr. Modi.

During the last days of its winter session ending on Tuesday, Parliament was unable to deal with important legislative business because of repeated adjournments and an uproar over attempts by Hindu groups to convert Christians and Muslims. The issue has come to a head following a “homecoming” campaign by the Rashtriya Swayamsevak Sangh and the Vishwa Hindu Parishad — groups dedicated to transforming India’s secular democracy into a Hindu state — to “reconvert” Christians and Muslims to Hinduism.

In recent weeks, Hindu militants have engineered conversions of Muslims and Christians in Agra and in the states of Gujarat and Kerala. Police are investigating accusations that people have been induced to participate in mass conversion meetings by a combination of intimidation and bribery, including the promise of food ration cards. Attacks on Christians and their places of worship have intensified in recent weeks. One of New Delhi’s biggest churches burned down on Dec. 1 — arson is being blamed — and Christmas carolers were attacked on their way home in the city of Hyderabad on Dec. 12.

More than 80 percent of Indians are Hindus, but Muslims, Christians and Sikhs form important religious minorities with centuries of history in India. Religious pluralism and freedom are protected by India’s Constitution. The issue of religious conversion is contentious in India. Many Dalits, known formerly as untouchables, and other low-caste Hindus and Tribals admit they convert to Islam or Christianity primarily to escape crushing caste prejudice and oppression. The main architect of the Constitution, Dr. Bhimrao Ramji Ambedkar, born a Dalit, famously converted to Buddhism to escape caste-oppression under Hinduism.

As opposition political leaders are demanding, Mr. Modi must break his silence and issue a stern warning to emboldened Hindu militants before their actions turn further progress on economic reform into a sideshow, with the politics and divisiveness occupying center stage.

COLOMBO, Sri Lanka — In the days after Mahinda Rajapaksa, the Sri Lankan president, was betrayed by a group of his longtime aides, comparisons were made to Judas Iscariot and the serpent in the Garden of Eden, but nothing expressed the depth of the president’s hurt and bewilderment like the fact that the desertion had occurred just after a shared meal of hoppers.

As he watched his old allies begin to stage an unexpected campaign last month to block his re-election, Mr. Rajapaksa could not help but dwell bitterly on the hoppers, pancakes made of fermented rice flour that are one of Sri Lanka’s most beloved comfort foods. He praised his new health minister, who replaced the most prominent defector, by saying he was not “someone who eats hoppers in the night and then stabs you in the back in the morning.”

Mr. Rajapaksa is a famously sure-footed campaigner, so confident that he scheduled elections for Jan. 8, two years before the end of his second term. But the defections caught him unaware, and he is so jittery that he has begun promising concessions — like constitutional reforms and an investigation into possible war crimes committed during the government’s campaign against northern separatists — should he win a third six-year term.

At opposition rallies, crowds listen with fascination as the president’s former allies describe a “soft dictatorship” controlled by Mr. Rajapaksa and his relatives, who occupy dozens of top government posts. The defectors also brag about how they plotted under the president’s nose — through private group chats on a smartphone app, it turns out.

The challenge to Mr. Rajapaksa is being watched closely by officials in New Delhi, Washington and Beijing who view this island as a strategic foothold in contested maritime territory. Mr. Rajapaksa has steered his country closer to China, which has provided Sri Lanka with billions of dollars in loans for new ports and highways. India is especially wary of this trend, and in recent months has twice protested the appearance of Chinese submarines in a port in Colombo, the capital.

In a flush of popularity after crushing the northern insurgency, Mr. Rajapaksa removed the constitutional limit of two six-year presidential terms and dismissed the chief justice of the Supreme Court when she resisted his centralization of power. But it seems that he was less vigilant about the simmering dissent among men sitting beside him at cabinet meetings.

“They just thought that no one was going to be powerful enough to take them on,” Alan Keenan, a senior analyst with the International Crisis Group, said of the president and his family. “Now that the dam has broken, they are quite worried it will continue to break. Sri Lanka is a very political country. This kind of authoritarianism is quite a big shift.”

Visiting Sri Lanka ahead of the vote, one could be forgiven for thinking that there was only one candidate. Posters of Mr. Rajapaksa are plastered by the dozen on walls in towns and villages. At a rally for Mr. Rajapaksa in the town of Kuliyapitiya last week, 30 state-owned buses parked by the roadside and released a sea of people. Among the 20-foot cutouts of the president that towered over the crowd, one read, “President Today, President Tomorrow, President Forever You Will Be!”

One speaker at the rally, a former regional chief minister named Athula Wijesiri, said he could not think of any policy changes he would like to see in the president’s third term.

“Actually, we have no problems,” he said brightly.

Mr. Rajapaksa enjoys great popularity among the dominant ethnic group, the Sinhalese, Buddhists who make up around 70 percent of the population and who credit him with ending the 26-year civil war against rebels from the minority Tamil ethnic group in 2009. The postwar years have brought steady economic growth and a swift drop in the poverty rate.

But there is grumbling about the rising cost of living. Sampath Jayasundera, 33, a shop owner in Kuliyapitiya, said customers now ask for the prices of food items before buying.

“Little by little, people are forgetting about the war,” he said, “and as they forget about the war, other problems take precedence.”

Sumaru Wijesinghe, 46, a journalist at a pro-government newspaper, said Mr. Rajapaksa’s popularity was fading naturally as he approached 10 years in office.

“When you are in power for a long time, you can become a dictator,” he said. “People don’t like that.”

Any erosion is a risk for Mr. Rajapaksa. Because he has little backing from minority voters — Tamils resent the triumphalism around the end of the civil war, and Muslims feel alienated after brutal attacks by hard-line Buddhist groups — analysts say he needs at least two-thirds of the Sinhalese vote to be re-elected.

One central mystery remains: why leaders from Mr. Rajapaksa’s Sri Lankan Freedom Party, led by Health Minister Maithripala Sirisena, were suddenly willing to risk taking on the president after standing by him for so long. Since late November, just after the president called for elections, 15 ministers, deputy ministers and legislators have left the governing coalition.

The most recent departure, on Monday, stripped Mr. Rajapaksa’s party of its two-thirds majority in Parliament, which allows it to pass nearly all legislation without opposition support. Over the last week, paid advertisements for the opposition candidates have begun to appear in newspapers and on television. Mr. Sirisena is now Mr. Rajapaksa’s main challenger for president.

Former Fisheries Minister Rajitha Senaratne, a friend of the Rajapaksa family for more than 40 years, said a core group of party leaders had planned to defect in secret — swapping their telephones for ones they trusted not to be tapped, speaking in code and via group chats on Viber, a mobile app.

As soon as news of the defections went public, he said, the president “was talking to my wife every hour, trying to influence her.”

“It was painful for me, also, leaving a friend,” he said. “But he changed himself totally after the victory over terrorism. He was a wonderful person earlier. He used to listen to everyone.”

These days, he said, Mr. Rajapaksa is “trapped by his family.”

Mr. Senaratne said the opposition drew its inspiration from Narendra Modi’s campaign for prime minister in India, which tapped into a reservoir of frustration with the ruling Nehru-Gandhi family. He said opposition campaigners had received advice from firms that worked on Mr. Modi’s campaign, although they had not received any funds from foreign governments.

“I think even India would like to have another government” in Sri Lanka, he said, “where they would have another understanding” with the country’s leaders.

At his appearance in Kuliyapitiya, Mr. Rajapaksa was his usual self, all belly laugh and toothy smile. He began his stump speech by celebrating his victory over the Tamil rebels, making only the most opaque reference to his challengers. (“We will not allow them to destabilize the country, as they did in Libya, Syria and Egypt.”) Keheliya Rambukwella, the media and information minister, said the opposition campaign was misreading public opinion by focusing on Mr. Rajapaksa’s family members.

“Just because the president has relatives who are qualified, should they go outside of the island and work somewhere else?” he said. “Where is the rationale for that? This is all propaganda. Unfortunately, the president has quite a lot of relatives who are very highly qualified.”

He described Mr. Rajapaksa as hurt, but not surprised, by the defection of his lieutenants, whose loyalty he said had been the subject of rumors for months. The president’s eldest son, Namal, used more pointed language, calling Mr. Sirisena “the man that dissected a piece of faith I had in mankind.”

“Like the snake that betrayed Eve in the Garden of Eden, or rather like Judas that betrayed his men after the Last Supper,” he wrote in a blog post, “without a word of warning he switched sides, faster than a chameleon changing his color.”

The University of Jaffna has severely criticized the University Grants Commission for requesting University teachers to sign a document, to be sent to President Mahinda Rajapksa wishing him success at the January Presidential poll.

According to University sources, the University Grants Commission was interfering in their independence and democratic rights.

The University Grants Commission has sent a document to the Vice Chancellor of the Jaffna University and down the line to the Deans, Professors, lecturers and other academics, to place their signatures on it wishing President Rajapaksa success.

The Jaffna Teachers Association has severely criticized the move and refused to sign the document.
The document had stated that the teachers were wishing the President success at the forthcoming polls to enhance the educational activities in the peninsula and for greater development in the region.

Meanwhile, the Jaffna Teachers Association was also up in arms a few weeks ago over excessive military presence in the vicinity of the University during the November LTTE martyrs' day observances.

Meanwhile, according to the officials of the Elections Department, in Jaffna, the Postal voting had taken place peacefully on 23 and 24 December
.
As President Mahinda Rajapaksa is expected to address an election rally in Jaffna on 2 January the security in the city has been intensified.

President Rajapaksa is also expected to inaugurate the extended railway service to Kankesanthurai from Jaffna.

ஜனாதிபதி வேட்பாளர்கள் இருவருமே தமிழ் மக்கள் நலன் தொடர்பில் எதுவித கருத்தையும் முன்வைக்காத நிலையில், வேட்பாளர்களின் தேர்தல் விஞ்ஞாபனம் வந்த பின் எமது முடிவை மக்களுக்கு தெரிவிப்போம் என தமிழரசுக் கட்சியின் தலைவரும் யாழ் மாவட்ட நாடாளுமன்ற உறுப்பினருமான மாவை சேனாதிராஜா தெரிவித்துள்ளார்.
ஜனாதிபதித் தேர்தலில் யாருக்கு ஆதரவு அளிப்பது என்பது குறித்து, தமிழரசுக் கட்சியின் இன்றைய கூட்டத்தில் எடுக்கப்பட்ட முடிவு அரசியல் குழுவின் ஊடாக கூட்டமைப்பிடம் முன்வைக்கப்படும்.  அதன் பின்னரே இறுதி முடிவு எடுக்கப்படும் என்றார்.

இலங்கை தமிழரசுக் கட்சியின் மத்தியகுழு கூட்டம் வவுனியா இரண்டாம் குறுக்குத் தெருவில் உள்ள விருந்தினர் விடுதியில் இன்று முற்பகல் 10 மணி முதல் மாலை 5.30 வரை இடம்பெற்றது.

அதன் பின்னர் ஊடகவியலாளர்களுக்கு கருத்துத் தெரிவிக்கும் போதே இவ்வாறு தெரிவித்தார். அவர் மேலும் தெரிவிக்கையில்,

தமிழரசுக்கட்சியின் செயற்குழு நிகழச்சி நிரலின் அடிப்படையில் இன்றைய அரசியல் நிலை, ஜனாதிபதி தேர்தல் தொடர்பாகவும் ஏனைய விடங்கள் குறித்தும் கல்துரையாடியிருந்தோம்.

இந்தக் கூட்டம் கருத்து ஆராயும் கூட்டமாக இடம்பெற்றிருந்தது. பல மாவட்டங்களிலும் இருந்து வந்த எமது உறுப்பினர்களின் தமது கருத்துக்களை தெரிவித்தனர். இதன் போது அவர்களது கருத்துக்கள் ஒருமித்தனவாக இருந்தன.

இன்று இந்த கருத்துக்களை உள்வாங்கி, தமிழரசுக்கட்சியின் அரசியல் குழு ஊடாக ஆராய்ந்து பொருத்தமான முடிவை எடுக்கவுள்ளோம்.

அவ்வாறு எடுக்கப்படும் முடிவு, தமிழ் தேசியக் கூட்டமைப்பின் தலைமைக்கு கொடுக்கப்படும். அதன் பின் தமிழ்த் தேசியக் கூட்டமைப்புதான் உரிய நேரத்தில் ஆராய்ந்து தீர்மானத்தை எடுக்கும் எடுக்கும் என்றார்.

ஜனாதிபதி வேட்பாளர்களுடன் ஒப்பந்தங்களை செய்துள்ளீர்களா என ஊடகவியலாளர்கள் கேள்வி எழுப்பினர்.

இதற்குப் பதிலளித்த மாவை எம்.பி, நாம் அவ்வாறான ஒப்பந்தங்கள் எதனையும் செய்யவில்லை என்பதனை திட்டவட்டமாக சொல்லுகின்றேன் என்றார்.

தமிழ்த் தேசியக் கூட்டமைப்பில் அங்கம் வகிக்கின்றவர்கள் மறைமுகமாக மைத்திரிபாலவுக்கு ஆதரவான கருத்துக்களை கூறுவது தொடர்பாக உங்கள் கருத்து என்ன என கேட்டபோது,  அவ்வாறு யாரும் பகிரங்கமாக மைத்திரிபால சிறிசேனவை ஆதரிக்க வேண்டும் என்று சொன்னதாக இல்லை.

ஆனால் பொதுமக்கள் அனைவரும் வாக்களிக்க வேண்டும் என்ற கருத்தைத்தான் அவர்கள் வெளிப்படுத்தினர் என்று அறிகின்றோம். இன்றைய கூட்டத்திலும் எல்லோரும் வாக்களிப்பதற்கு வற்புறுத்த வேண்டும் என்ற கருத்தைத்தான் வலியுறுத்தினர் என்றார்.

ஜனாதிபதி வேட்பாளர்கள் இருவருமே தமிழ் மக்கள் நலன் தொடர்பில் எதுவித கருத்தையும் முன்வைக்காத நிலையில் தமிழ் மக்கள் கட்டாயம் வாக்களிக்க வேண்டும் என ஏன் கோருகிறீர்கள் எனக் கேட்டபோது, அது மக்களின் ஜனநாயக உரிமை. அதனைப் பயன்படுத்துமாறு கோருகின்றோம். வேட்பாளர்களின் தேர்தல் விஞ்ஞாபனம் வந்த பின் எமது முடிவை மக்களுக்கு தெரிவிப்போம் என்றார்.

கூட்டமைப்பின் நாடாளுமன்ற குழு தலைவர் இரா.சம்பந்தனின் இந்திய விஜயம் ஜனாதிபதி தேர்தல் தொடர்பானதா எனக் கேட்ட போது, அவர் ஏற்கனவே செய்து கொண்ட சத்திரசிகிச்சைக்காக வருடாந்தம் சிகிச்சை பெற்று வந்தார்.

அந்த சிகிச்சைக்காகவே அவர் இந்தியா சென்றுள்ளார். மாறாக ஜனாதிபதி தேர்தல் தொடர்பாக டில்லி சென்று பேச வேண்டிய தேவை தற்போதைக்கு ஏற்படவில்லை என்றார் மாவை எம்.பி.

கடந்த, 1995இல் இந்த நாட்டில் சமஷ்டி முறையிலான தீர்வை பற்றி சிங்கள மக்கள் மத்தியில் பேச முடிந்தது.

இன்று துரதிஸ்டவசமாக இனப்பிரச்சினை நாட்டின் பிரதான கட்சிகளின் நிகழ்ச்சி நிரலில் இல்லாமல் போய்விட்டது.

நிறைவேற்று அதிகாரமுள்ள அதிபர் முறையை நீக்குதல், சகல இன, மத சமூகங்களும் சமத்துவமாக வாழ்வதற்கான ஏதுநிலைகள் உருவாகுதல், இந்திய – இலங்கை ஒப்பந்தத்தின் அடிப்படையில் உருவான மாகாணசபைகளுக்கு 13 ஆவது திருத்தச் சட்டத்தின் கீழான அதிகாரங்கள் பகிர்ந்தளிக்கப்படுவது முழுமைப்படுத்தலுடன், அரசியல் அமைப்பின் 19 வது திருத்தச் சட்டம் நீக்கப்பட்டு,  17 வது திருத்தச் சட்டத்தை மீளக்கொண்டு வருதல் மூலம் சுதந்திரமான காவல்துறை சேவை, நீதிச் சேவை மற்றும் தேர்தல் ஆணைக்குழுக்கள் உருவாக்கப்பட வேண்டும் என நாம் உணர்கின்றோம்.

ஊழலற்ற, பாரபட்சமில்லாத, மக்களுக்கு நெருக்கமான நிர்வாகம் நாட்டின் எல்லா மாவட்டங்களிலும் நிலவுவதற்கு நடவடிக்கை மேற்கொள்ளப்பட வேண்டும்.

மேற்படி எதிர்பார்ப்புக்களுடன் எதிர்வரும் அதிபர் தேர்தலில் பொது அணியின் வேட்பாளர் மைத்திரிபால சிறிசேனவை ஆதரிக்கவுள்ளோம்” என குறிப்பிடப்பட்டுள்ளது.

கடந்த ஆண்டு, நடந்த வடக்கு மாகாணசபைத் தேர்தலில் ஈபிஆர்எல்எவ் பத்மநாபா அணி, ஐக்கிய மக்கள் சுதந்திர முன்னணியின் வெற்றிலைச் சின்னத்தில் போட்டியிட்டிருந்தது.

ஆனந்தசங்கரி தலைமையிலான தமிழர் விடுதலைக் கூட்டணியும் ஏற்கனவே மைத்திரிபால சிறிசேனவை ஆதரிப்பதாக அறிவித்துள்ளது.

நாடு முழுக்க வாழும் தமிழ் பேசும் மக்கள், ஜனவரி எட்டாம் திகதி காலை ஏழு மணிக்கும் பத்து மணிக்கும் இடையில் தமது வாக்குகளை அளித்து விட வேண்டும். அன்று மாலை நேர வாக்களிப்பு வேண்டாம். தாமதம் வேண்டாம். மாலை நான்கு மணிவரை வாக்களிப்புக்கான வாய்ப்பு இருந்தாலும் நாம் நேர காலத்துடன் வாக்களிப்பது நமது வீட்டுக்கும், நமது நாட்டுக்கும் நல்லது. இவ்வாறு ஜனநாயக மக்கள் முன்னணியின் தலைவர் மனோ கணேசன் தெரிவித்தார்.

மாத்தளை நகரில் நடைபெற்ற பொது எதிரணி பிரச்சார கூட்டத்தில் உரையாற்றிய மனோ கணேசன் மேலும் கூறியவை வருமாறு:-
இந்த ஆட்சிக் கொடுமையில் இருந்து கொஞ்சமாவது மீண்டு தலை தூக்க வேண்டும். இன்றைய இறுக்கமான சூழலில் இருந்து கொஞ்சமாவது மீள வேண்டும்.

துன்பப்படும் தமிழ் பேசும் மக்களின் கோணத்தில் இருந்து பார்த்தால் தான் இந்த உண்மைகள் புரியும். இதற்கு இன்று எம்முன் இருக்கும் ஒரே வழி அன்னப்பறவை சின்னத்துக்கு வாக்களித்து இன்றைய ஆளும் கூட்டணியை தோற்கடிப்பதுதான்.

அதனாலேயே பல்வேறு விட்டுக் கொடுப்புகளுடன் இந்த கூட்டணியில் இன்று நாம் இருக்கின்றோம். எங்கள் அரசியல் சமூக வாழ்வில் ஆரம்பித்து, எம் சமூக பொருளாதார வாழ்விலும் கை வைக்க இவர்கள் ஆரம்பித்து விட்டார்கள்.
எமது நேர்மையான நியாயமான அரசியல் அபிலாஷகளை பிடுங்கினார்கள். நாம் என்ன தொழில் செய்ய வேண்டும், எப்படி செய்ய வேண்டும் என்று கட்டளையிட்டு எம் பொருளாதாரத்தில் கை வைத்தார்கள். இப்படியே போனால் நாம், நாளை நாம் வழிபடுவதற்கும் தொழுவதற்கும் பிரார்த்திப்பதற்கும் இவர்களிடம் அனுமதி வாங்க வேண்டி வரும்.
எனவே தமிழ் பேசும் மக்கள் மத்தியில் இன்று வாதப்பிரதிவாதங்கள் தேவையில்லை. தயக்கங்களுக்கு அவசியம் இல்லை.

எமது வாக்கு முக்கியமானது. அதை பாதுகாப்பாக உரிய இடத்துக்கு கொண்டு சென்று சேர்ப்பது அதைவிட முக்கியமானது. இந்த காட்டாட்சியை விரட்ட அதை பயன்படுத்த வேண்டும். எனவேதான் ஜனவரி எட்டாம் திகதி காலை ஏழு மணிக்கும், பத்து மணிக்கும் இடையில் தமது வாக்கை அளிக்க வேண்டும் என தமிழ், முஸ்லிம் மக்களை நான் கோருகிறேன்.

தாமதிக்காதீர்கள். எங்கள் தாமதம், தோல்வியில் துவண்டு கொண்டிருக்கும் இவர்களுக்கு சட்ட விரோத வாய்ப்புகளை தந்து விடலாம். அதற்கு இடம் கொடுக்க வேண்டாம். – என்றார்.

பொது எதிரணிகளின் உடன்படிக்கையில் தமிழ்மக்களுக்கான தீர்வுகள் எதுவும் உள்ளடக்கப்படவில்லை - மனோ கணேசன்

சிறீலங்காவில் நடைபெறவுள்ள ஜனாதிபதித் தேர்தலை முன்னிட்டு பொது எதிரணிகளினால் கைக்சாத்திடப்பட்ட உடன்படிக்கையில் தமிழர்களின் பிரச்சினைக்கு தீர்வு காணும்வகையில் எந்தவொரு விடயங்களும் அதில் உள்ளடக்கப்படவில்லை என ஜனநாயக மக்கள் முன்னணியில் தலைவர் மனோ கணேசன் குறிப்பிட்டுள்ளார்.

விகாரமாதேவி பூங்கா திறந்த வெளி அரங்கில் பொது எதிரணிகள் ஏற்படுத்திக்கொண்ட இந்த உடன்படிக்கை நிகழ்வில் கலந்துகொண்டு உரையாற்றும் போதே அவர் இதனைக்கூறியுள்ளார். இது குறித்து அவர் மேலும் தெரிவிக்கையில்:

தமிழ் மக்களின் பிரச்சினைகளுக்கோ அல்லது அவர்களின் அபிலாசைகளுக்கு தீர்வை முன்வைக்கும் எத்தவொரு தீர்வையும் இந்த உடன்படிக்கை கொண்டிருக்கவில்லை. மாறாக இந்த உடன்படிக்கை ஒரு ஜனநாயக அடிப்படைகளே காணப்படுகின்றன.

இன்று நாட்டின் இரு பிரதான கட்சிகளும் ஒரே தேசிய பயணத்தை ஆரம்பித்துள்ளன. நாம் இதில் அங்கம் வகிக்காவிட்டால் நாம் பின்தங்கிவிடுவோம். நாங்கள் எங்களின்அபிலாசைகளை எழுப்பிக்கொண்டு சிங்கள சகோதரர்களுடன் இணைந்து பயணிக்க வேண்டிய காலகட்டம். இதன்மூலம் கொடுங்கோல் ஆட்சியை முடிவுக்கு கொண்டுவர முடியும்.

இன்றைய தினம் இந்த நாட்டிலே ஒரு வரலாற்று முக்கியத்துவம் வாய்ந்த தினமாகும். இங்கு பொது எதிரணியாக ஒரு புரிந்துணர்வு உடன்படிக்கையில் கையெழுத்து இட்டுள்ளோம்.

இந்த உடன்படிக்கை இந்த நாட்டிலே வாழ்ந்து கொண்டிருக்கக் கூடிய தமிழ் பேசும் தமிழ், முஸ்லிம் மக்களின் அனைத்து பிரச்சனைகளையும் அடையாளப்படுத்தவில்லை.

எங்கள் தேசிய அபிலாசைகளுக்கு முழுமையான தீர்வுகளை தரவில்லை. ஆனால், ஒரு ஜனநாயக அடிப்படை இங்கே காணப்படுகிறது. அது எமது எதிர்பார்ப்புகளை ஈடு செய்யும் எமது

பயணத்துக்கு வழிசமைக்கும் என நாம் நம்புகின்றோம்.

ஆகவேதான் நம்பிக்கை வைத்து முழுமையில்லாத உடன்படிக்கையில் எதிர்பார்ப்புகளுடன் கையெழுத்திட்டுள்ளோம் என ஜனநாயக மக்கள் முன்னணியின் தலைவர் மனோ கணேசன் தெரிவித்தார்.

இன்று கொழும்பு விகாரமகாதேவி பூங்கா திறந்தவெளி அரங்கில் நடைபெற்ற பொது எதிரணியின் புரிந்துணர்வு உடன்படிக்கை கையெழுத்திடும் வைபவத்தில் உரையாற்றும் போதே இவ்வாறு தெரிவித்தார்.

மனோ கணேசன் பொது எதிரணி மேடையில் மேலும் கூறியதாவது,

இந்த நாட்டிலே முதன்முறையாக, பிரதான இரண்டு தேசிய கட்சிகளும் ஒரு தேசிய பயணத்தை ஆரம்பித்துள்ளன. இந்த அடிப்படையில் ஒரு பொது வேட்பாளர் முன்நிறுத்தப்பட்டுள்ளார்.

இந்த தேசிய பயணத்தில் நாமும் கலந்து கொள்ள வேண்டும் என நான் நம்புகிறேன். இதில் நாம் இணைந்துகொள்ளா விட்டால் நாம் பின்தங்கி விடுவோம். எமது அபிலாசைகளுக்காக குரல் எழுப்பும் அதேவேளையில், சிங்கள சகோதரர்களுடன் இணைந்து பயணிக்க வேண்டியது காலத்தின் கட்டாயமாகும்.

இதன்மூலமாகவே இந்த நாட்டை இன்று ஆண்டுக்கொண்டு இருக்க கூடிய கொடுங்கோல் ஆட்சியை முடிவுக்கு கொண்டு வந்து அடுத்த கட்டத்தை அடைய முடியும். அந்த அடுத்த கட்டம் பற்றிய தெளிவு படிப்படியாக தெரிய வரும். அந்த எதிர்பார்ப்புடனேயே, ஜனநாயக மக்கள் முன்னணி இன்று இங்கே இந்த மேடையில் இருக்கின்றது என அவர் மேலும் தெரிவித்தார்.
