The White House has used drone strikes to target al Qaeda regulars and those affiliated with the group throughout the greater Middle East and North Africa (Pakistan, Afghanistan, Yemen, and Somalia)—a “kill list” that the president personally oversees. For many reasons, not least to compel more defections from the regime, Bashar al-Assad should be on that list.

There is another reason for more robust U.S. action to topple Assad.

Advocates of robust American action in Syria to help remove Bashar al-Assad from power have typically made two arguments. One is the humanitarian case, urging the Obama administration to prevent further bloodshed in what is now turning into a campaign of sectarian cleansing against Syria’s Sunni Arab majority. The other is the strategic case, which argues that by bringing down Assad the White House can set back the Iran-led resistance bloc. But now it’s clear there’s a third rationale for America to help get rid of Assad as quickly as possible: The Assad regime is closely allied with al Qaeda.

In an interview in the Sunday Telegraph, the most recent defector from Assad’s regime explains how Syrian security services use al Qaeda to advance regime interests. Nawaf Fares, formerly the Syrian ambassador to Iraq, contends that the regime was behind the May al Qaeda attacks outside a military intelligence building in the al-Qazzaz suburb of Damascus, which killed 55 people and injured 370.

“I know for certain that not a single serving intelligence official was harmed during that explosion, as the whole office had been evacuated 15 minutes beforehand,” Fares said. “All the victims were passers by instead. All these major explosions have been have been perpetrated by al-Qaeda through cooperation with the security forces.”

Fares’s revelations should come as something of an embarrassment to the U.S. intelligence community. James Clapper and other intelligence officials have repeatedly attributed various attacks in Syria to al Qaeda, without any caveats qualifying their assessments, even though it is common knowledge that the regime has made a habit of working with al Qaeda and other Salafi jihadist organizations.

The issue of course is that the White House is so eager for the whole Syria mess to just disappear that it seems to be shaping intelligence assessments. It appears that the administration’s intended message was, if we help the opposition bring down Bashar, then we are aiding al Qaeda—see, they’re already active in Syria, bombing regime installations. The Fares interview argues otherwise—that the regime itself controls al Qaeda operations in Syria.

As analyst Jonathan Spyer writes in the Jerusalem Post, “A degree of scepticism is useful, of course, in evaluating Fares’s statement. He is a newly minted enemy of the regime, and has an interest in blackening its name. But while the cynicism that would enable a regime to deliberately target its own population may seem shocking, it is in fact entirely in accord with the past practice of the Assad regime. Indeed, the skillful use of jihadi organizations as tools of policy is one of the hallmarks of the Syrian dictatorship.”



As Spyer notes, the Syrians used an al Qaeda affiliate, Fatah Islam, to try to destabilize Lebanon in 2007. However, the Assad regime’s most significant joint operation with al Qaeda was run against American forces in Iraq. According to the Telegraph interview, Fares played an important role in that campaign. Fares, the Telegraph explains, is “a senior member of the Oqaydat tribe, a highly powerful clan whose population straddles the Syrian-Iraq border. Following the fall of Saddam Hussein in 2003, their territory became part of the conduit used by Syria to smuggle jihadi volunteers into Iraq.”

“After the invasion of Iraq in 2003,” says Fares, “the regime in Syria began to feel danger, and began planning to disrupt the US forces inside Iraq, so it formed an alliance with al-Qaeda," he said. "All Arabs and other foreigners were encouraged to go to Iraq via Syria, and their movements were facilitated by the Syrian government. As a governor at the time, I was given verbal commandments that any civil servant that wanted to go would have his trip facilitated, and that his absence would not be noted. I believe the Syrian regime has blood on its hands, it should bare (sic) responsibility for many of the deaths in Iraq.”

That is to say, the regime is responsible for many American deaths in Iraq. There is no reason to assume that the regime in Damascus won’t again use al Qaeda to target Americans, if it suits regime interests, as it did in Iraq.

Power has returned to much of north India after a massive blackout for a second straight day caused major transport disruption and traffic chaos in several cities.

Hundreds of millions of people across India were left without power on Tuesday in one of the world's worst blackouts, trapping miners, stranding train travellers and plunging hospitals into darkness.

The blackout comes a day after a mass outage left eight states without power for much of the day.

Shailendre Dubey, an official at the Uttar Pradesh Power Corp, said the northern grid collapsed at about 1:05pm (07:35 GMT) on Tuesday.

VK Agrawal, the general manager of the grid, confirmed the outage.

"We are busy with the revival right now... Both the northern and eastern grids have collapsed. Please allow us to address the problem," Agrawal told the AFP news agency.

Al Jazeera's Nilanjan Chowdhury, reporting from New Delhi, said the outage had knocked out the capital's metro system, as well as its traffic lights. Traffic policemen were filling in, but the blackout had resulted in widespread traffic jams.

"The reason is the same [as for Monday's outage]: apparently there was overloading of the grid, and this has happened at a location about 100km from Delhi, in Agra."

Chowdhury said that outages then spread as demand collapsed the northern and eastern grids.

He also said that while power remains out in the business centres, the VIP areas that house ministers are now receiving power.

About 400 trains were affected by the power outage, a spokesman for the railways told AFP.

SK Mohanty, a power official in the eastern state of Orissa, confirmed that the eastern grid had also been knocked out. He said the fault could take several hours to resolve.

Power was also cut in the main eastern city of Kolkata, and in most parts of West Bengal state, a local official said.

The eastern grid covers five states, including West Bengal, Bihar, Jharkhand, Sikkim and Orissa.

RN Rayak, the chairman of the Power Grid Corporation of India, told reporters at a press conference late on Tuesday afternoon that he expected power to be restored to all areas by 7:00pm local time (13:30 GMT).

Trapped miners

Hundreds of coal miners, meanwhile, were trapped in West Bengal because the power cut left them unable to operate their lifts.

"We are trying to rescue the coal miners. All efforts are on to resume power supplies," Mamata Banerjee, the chief minister of West Bengal, told reporters in the state capital Kolkata.

"You need power supplies to run the lifts in the underground mines."

She said that hundreds of miners were trapped in Burdwan, about 180km northwest of Kolkata.

"Over 200 miners are stuck in several coal mines. They cannot come out till the power service is restored," said Niladri Roy, general manager at Eastern Coalfields in Kolkata.

Roy said that the miners were "in no danger", as they were in a well-ventilated area.

Earlier outage

Power Minister Sushilkumar Shinde blamed the system's collapse on some states drawing more than their share of electricity from the over-burdened grid.

"Everyone overdraws from the grid. Just this morning I held a meeting with power officials from the states and I gave directions that states that overdraw should be punished," he told reporters.

"We have given instructions that their power supply could be cut."

Indians took to social networking sites to ridicule the United Progressive Alliance (UPA) government, in part for promoting Shinde to Home Minister on Tuesday despite the power cuts.
 
On Monday, the northern grid collapsed for six hours shortly after 2:00am (20:30 GMT Sunday), causing travel chaos and widespread inconvenience in nine states and the capital New Delhi.

Major hospitals and airports in the region were able to function normally on emergency back-up power on both days, but train services were severely disrupted.

Industrial lobby groups say the power outages underline the government's inability to address India's acute electricity shortfall.

"The increasing gap between electricity supply and demand has long been a matter of concern," said Chandrajit Banerjee, director general of the Confederation of Indian Industry.

The CII, Banerjee said, has "consistently highlighted" the need for urgent steps to improve supplies of coal to thermal power plants and reforming state distribution utilities.

"This latest outage is just an urgent reminder for addressing these issues as a priority," he added.

Soaring demand

India's demand for electricity has soared along with its economy in recent years, but it has been unable to meet growing energy needs.

The Central Electricity Authority reported power deficits of more than eight per cent in recent months.

The power deficit was worsened by a weak monsoon that lowered hydroelectric generation and kept temperatures higher, further increasing electricity usage as people seek to cool off.

Even connection to the grid, however, remains a luxury for many. One-third of India's households do not have electricity to power a light bulb, according to last year's census.

முஸ்லீம் சமூகத்துக்கே உரியது.

உப்புக்குளத்தில் வாழ்கின்ற முஸ்லீம் சமுகத்தினர் கடற்றொழிலையே பிரதானமாகவும் தமது வாழ்வாதாரத்துக்குரிய ஒரே நிரந்தர தொழிலாகவும்
கொண்டு வாழ்கின்றனர்.

கோந்தப்பிட்டிப் பகுதியில் சமூகவிரோத, சமூகச் சீர்கேடான செயற்பாடுகள் இடம் பெற்று வருவதும், இச்சமுகத்தில் கற்றவர்களின் எண்ணிக்கை 
அரிதாகவும்,இவர்கள் இஸ்லாமிய மத நெறிகளை முறையாகப் பின்பற்றாது இருந்தமையாலும், ஏனைய முஸ்லீம் சமூகத்தில் இருந்து
தனிமைப்படுத்தப்பட்டவர்களாக வாழ்ந்து வந்தனர்.

1990 ஒக்ரோபர் 31 இல் முஸ்லீம் சமூகம் மன்னாரை விட்டு ஒரே இரவில் கொட்டும் மழையில் விடுதலைப் புலிகளால் வெளியேற்றப்படபோது சகல
முஸ்லீம் சமுகத்தினரும் இப்பிரதேசத்தை விட்டு வெளியேறினர்.


மன்னார் முஸ்லிம்களுக்கு ஆதரவாக யாழ் முஸ்லிம்கள் நடத்திய ஆர்ப்பாட்டம்.


பின்னர் இராணுவ நடவடிக்கையினால் மன்னார்  தீவு 1990 இன் இறுதிப்பகுதியில் கைப்பற்றப்பட்டதன் பின், ஒரு சில முஸ்லீம்கள் வர்த்தக
நோக்கங்களுக்காக மன்னார் வந்து சென்றனர். அவ்வாறு முதலில் வந்தவர்கள் இந்த உப்புக்குளம் முஸ்லீம்களே ஆவர். அவர்களைத் தொடர்ந்து 1995 இல் மன்னார் நெடுஞ்சாலை திறந்த பின்னரே ஏனைய முஸ்லீம்கள் மன்னார் தீவுக்குள் வரத்தொடங்கினர்.

இருப்பினும் அன்றைய சூழலில் கடற்பகுதியை தமது கட்டுப்பாட்டில் வைத்திருந்த விடுதலைப்புலிகளுக்கும் இராணுவத்துக்கும் இடையில் மோதல்கள் நிகழ்ந்தமையால் முஸ்லிம் மக்களால் கடலுக்குச் செல்லமுடியவில்லை. இதனால் அவர்கள் கூலித் தொழில் செய்து பிழைத்து வந்தனர்.

இந்நிலையில் 1995 இலும், 2003 இலும் விடத்தல்தீவில் நடந்த வான்தாக்குதலால் விடத்தல்தீவு மக்கள் மன்னார் தீவுப்பகுதியினுள் தஞ்சமாக வந்தபோது மன்னார் ஆயரினால் தோட்டவெளி என்ற கிராமத்திலுள்ள ஆலயத்துக்குச் சொந்தமான நிலப்பரப்பு இம்மக்களுக்குப் பிரித்துக் கொடுக்கப்பட்டது. இருப்பினும் இவர்களுக்கு உரித்தான கடற்பரப்பாக விடத்தல்தீவு கடற்பரப்பே அமைந்திருந்தது.

இவர்களது மீன்பிடித் தேவைக்காக வள்ளங்களைக் கட்டுவதற்கும், கடல் உற்பத்திகளை கொழும்புக்கு அனுப்புவதற்கும் வாய்ப்பாக கோந்தப்பிட்டிக்
கடற்கரைப் பிரதேசத்தை விடுதலைப் புலிகளின் முன்னிலையில் முஸ்லீம் சமுகத்துடன்  கதைத்துப் பெற்றுக் கொண்டார்கள். அன்றைய நிலையில்
அவர்களது வாழ்க்கைக்கு ஆதாரமாக இதைத் தவிர எதையும் செய்ய முடியாத முஸ்லீம் மக்கள் இவர்களிடம் இருந்து ஒரு குறித்த
தொகைப்பணத்தைப் பெற்று வந்துள்ளனர். இருப்பினும் இதனால் பெரும் இலாபத்தை ஈட்டிக் கொண்டவர்கள் விடத்தல்தீவு மீனவர்களே ஆவர். அவர்கள் சம்மாட்டிகளாகவும், வர்த்தகர்களாகவும் தங்களது வருமானத்தை பெருக்கிக் கொண்ட போதும் கோந்தப்பிட்டி முஸ்லீம் மக்கள் பெரும் ஏழைகளாகவே அப்பிரதேசத்தில் வாழ்ந்து வந்தார்கள்.



இந்த நிலை 2009 இற்கு பின்னரும், அதாவது பெருமளவிலான முஸ்லிம் மக்களின் மீள்குடியேற்றத்தின் பின்னரும்கூட நடைமுறையில் இருந்து
வந்தது.

மே மாத இறுதிப்பகுதியில் மன்னார் பிரதேசத்தில் முஸ்லீம் மக்களின் மீள்குடியேற்றத்துக்கு மன்னார் ஆயர் தடையாக இருக்கின்றார் என  
இலங்கைப் பாராளுமன்றத்தில் வர்த்தகத்துறை கைத்தொழில் அமைச்சர் றிசாட் பதியுதீன் தரக்குறைவாகப் பேசியதைத் தொடர்ந்தே இப்பிரதேசத்திலும்
பிரச்சனை ஆரம்பமாகத் தொடங்கியது.

இதனைத் தொடர்ந்து மன்னார் ஆயருக்கு ஆதரவாக மன்னார் கத்தோலிக்க குருக்களால் ஒழுங்கு செய்யப்பட்ட உண்ணாவிரதப் போராட்டம் ஒன்று
மன்னார் பேராலயத்தில் நடத்தப்பட்டது. இதில் அமைச்சரின் செயற்பாட்டுக்கு கண்டனம் வெளியிடப்பட்டது. இதில் மன்னாரிலுள்ள சகல மீனவ
சமூகங்களும் பங்குகொண்டிருந்தன. இதன் அடிப்படையில் விடத்தல்தீவு மீனவர்களும் பங்கு கொண்டிருந்தனர்.

இதனை  தனக்கு சாதகமாக பயன்படுத்த எண்ணிய அமைச்சர், உப்புக்குளம் முஸ்லீம் மக்களைத் தூண்டிவிட்டு அங்கிருந்து விடத்தல்தீவு மீனவர்களை
வெளியேற்ற நடவடிக்கை மேற்கொண்டார். இதில் அப்பிரதேசத்தில் வாழும் சமூகச் சீரழிவுகளுக்கு காரணமான முஸ்லீம் சமூக விரோதக் கும்பலை
முஸ்லீம் மக்களின் பிரதிநிதிகளாகக் காட்டி தன் செயற்பாடுகளை முன்னெடுத்தார்.

இதே நேரத்தில் மறுபக்கத்தில் தமிழ் அரசியல்வாதிகள், ``முஸ்லீம் மக்களுக்கு கப்பம் கொடுக்கத் தேவையில்லை`` என விடத்தல்தீவு மக்களை
தூண்டிவிட்டனர்.

இது ``உரிமைப்போராக`` மாற்றப்பட்டு மக்களிடையே குரோதம் வளரக் காரணமாகியது. இருப்பினும் இதனால் இலாபத்தையும் பலன்களையும் அடைந்த விடத்தல்தீவு மக்கள் எவ்வளவுதூரம் இந்த முஸ்லீம் மக்களுக்கு தாம் பெற்ற இலாபத்தில் பங்கு கொடுத்தார்கள் என்பதை சீர்தூக்கிப்பார்ப்பார்களாயின் அவர்களது மனச் சாட்சியே அவர்களது செயல்களுக்காக வெட்கப்படும்.

விடத்தல்தீவு மக்கள் நீதி கேட்டு பொலிஸ் நிலையத்தை நாடினர்.
இதுவே விடத்தல்தீவு மக்கள் செய்த மிகப்பெரிய தவறான செயற்பாடாகும்.
இப்பிரச்சனையை மன்னார் அரசாங்க அதிபரும், மன்னார் பிரதேசச் செயலாளரும் தலையிட்டு இலகுவில் தீர்த்து வைத்திருக்க முடியும். ஆனால்
மன்னார் பிரதேசச் செயலாளர், அமைச்சர் ரிசாட் பதியுதீனுக்காக தேர்தல் காலத்தில் பகிரங்கமாக வேலை செய்தவர். தனது வங்காலை வீட்டிலேயே
சாராயப் போத்தல்களை வைத்து வாக்காளர்களுக்கு விநியோகித்த அதிகாரி. 02-08-2012 இல் மன்னார் மேலதிக அரசாங்க அதிபராக ரிசாட்டின்
அனுக்கிரகத்தால் பதவி உயர்வு பெற இருப்பவர். ஆகவே அவரும் மௌனமாக பார்வையாளராக மக்களை மோதவிட்டு வேடிக்கை பார்க்கும் பணியைச்
செய்து கொண்டிருந்தார்.

மன்னார் நீதிமன்றமும் விடத்தல்தீவு மக்களுக்கு இடத்தைக் கண்டுபிடிப்பதில் நாட்டம் காட்டியதே தவிர, உப்புக்குளம் மீனவர்களின் வாழ்வாதார இடத்தை உத்தரவாதப்படுத்தவில்லை.

இப்பின்னணியில் உப்புக்குளம் மக்களின் கோபம் நியாயமானது.

அதனை தன் சொந்த அரசியல் இலாபத்துக்காகப் பயன்படுத்த  அமைச்சர் ரிசாட் பதியுதின் அப்பாவி மீனவக் குடும்பங்களை நீதிமன்றத்துக்கு எதிராக ஏவிவிட்டு,கம்பு தடிகளுடன் குண்டர்களை இறக்கி காடைத்தனம் புரிந்தது அரசியல் அடாவடித்தனமும், அதிகார துஸ்பிரயோகமும், பாரதூரமான குற்றமுமாகும்.

தன்னுடைய அதிகாரத்தை துஷ்பிரயோகம் செய்து மக்களிடையே செல்வாக்கைப் பெருக்கிக் கொள்ள வேண்டுமென அவர் கைக்கொண்ட  செயற்பாடுகளுக்கு, அநாகரிகமான முறையில் முஸ்லிம் பெண்களும் நடந்துகொண்டது , பண்பான முஸ்லீம் சமூகப்பெண்களுக்கு வேதனைக்குரிய இழுக்கான விடயமாகும்.

தற்போது விடத்தல்தீவு மக்களுக்கு இடந்தேடும் படலம் ஆரம்பமாகியுள்ளது.

ஆயினும் மன்னார்த் தீவினுள் எந்தவொரு தமிழரோ, முஸ்லீமோ இவர்களுக்கு இடம் கொடுக்கமாட்டார்கள்.ஏனெனில் 19-07-2012 இல் மேலதிக அரசாங்க அதிபர் தலைமையில் நடைபெற்ற மீனவர் சங்கங்களுக்கு இடையான கூட்டத்தில் விடத்தல் தீவு மக்களுக்கு இடம் கொடுக்க எவரும் சம்மதிக்கவில்லை. இதற்குக் காரணம் இவர்களுடைய இறங்குதுறை விடத்தல்தீவில் உண்டு. இதற்குள் வேறு யாரும் சென்று உரிமை கோரமுடியாது. அப்படியாயின் இவர்கள் எவ்வாறு மற்றவர்களின் இடங்களைக் கோர முடியும்?.. இது மன்னார்வாழ் சகல மீனவசமூகத்தினரின் கேள்வியாகும்.




மன்னார் நீதிபதியே மக்களுக்கு காலுக்குக் கீழ் சுடுமாறு உத்தரவிடலாம், கோபத்தில் கொதிக்கலாம் என்றால், சாதாரணமக்கள் அடாவடித்தனத்தில்
ஈடுபடுவது கோபத்தின் வெளிப்பாடு ஆகாதா? இதற்குத் தண்டனை வழங்குவது நீதியா?

இவ்வளவு செயற்பாடுகளுக்குப் பின்னாலும், இலங்கையில் பல இடங்களில் மன்னாரில் முஸ்லீமை வெளியேற்ற நடவடிக்கை எடுக்கப்படுவதாக பல
ஆர்ப்பாட்டங்கள் நடந்த போதும், மன்னார் முஸ்லீம்களும் தமிழர்களும் அன்று போல் இன்றும் நட்புறவுடனும் தங்களது அன்றாட செயற்பாடுகளுக்கு
எந்தவித இடையூறுகளும் இல்லாமல் ஒன்றாகவே வாழ்கின்றனர்.
இதுவே இன மத மோதல்களைத் தூண்டி அரசியல் பிழைப்பு நடத்துவோருக்கு மக்களின் பதிலாகும்.

A TAMIL asylum-seeker accused of links with the vanquished Tamil Tigers has been deported, despite being the subject of an appeal to the UN Special Rapporteur on Torture and a pending High Court judgment that could have had an impact on his appeal rights.

Dayan Anthony was taken from the Maribyrnong Detention Centre in Melbourne yesterday and put on a flight to Bangkok at 2.35pm, while refugee advocates scrambled unsuccessfully to get an urgent court hearing.

According to U.S. Treasury Department, China is still the biggest holder of the U.S. debts. It increased holdings of U.S. Treasury bonds of $ 5.2 billion in May, pushing the gross holding to 1.17 trillion U.S. dollars. There is no best choice

Risk aversion in the market and the upward trend of U.S. dollar make investors choose it.
Mei Xinyu, a researcher with Department of Commerce, said China maintained surplus in the international balance of payments, so a big proportion of the increased foreign exchange income will be turned into foreign exchange reserves.

Since mid-March, the U.S. dollar has shown an evident upward trend, which naturally attracted market participants. In China's foreign exchange reserves up to trillions of dollars in the foreign exchange reserves, to increase the investment in U.S. debts is feasible, Mei said.


Talking about the reasons for China's holdings of U.S. debts, Li Ruoyu, Senior Economist with the State Information Center said the U.S. Treasury bonds has become China’s choice because of their safety, liquidity and profitability.

Although the United States is also in the financial crisis, but relative to other countries, it adjusted and responded promptly. We do not have the best choice, only the second best option, said Li.
Gary Locke, U.S. Ambassador to China, recently said that U.S. Treasury bonds are safe assets as President Obama and the U.S. Congress has developed policies to guarantee the U.S. fiscal credibility.

Gold is another option

The State Administration of Foreign Exchange has not been very active for gold reserves. Although some economists believe that China should increase its gold reserves, China’s gold reserves only account for 1.6 percent in its foreign exchange reserves.

According to a ranking released by the World Gold Council on July 9, the Chinese reserve of gold was 1054.1 tons, ranking sixth in the world. The ratio of gold reserves to foreign reserve was the lowest in the top 20 countries.

In this regard, Mei Yuxin said he is in favor of increasing the gold reserves, but does not agree with increasing gold holdings significantly.

"The increase in gold reserves should be made at the right time. We should buy when the price hits bottom," Mei said.

Li believes that the holdings of gold can optimize asset allocation, and can appreciate, but there are also drawbacks. Buying large amount of gold will push the price of gold high, but there is no place to sell so much gold.

Do not put all the eggs in one basket

Since last year, State Administration of Foreign Exchange has repeatedly stressed that taking into account the huge holding of U.S. debts, foreign exchange reserves investment should be diversified, so as to avoid the risks brought by foreign exchange devaluation.

"In addition to the purchase of U.S. debts, we can also buy some European bonds and Japanese bonds. We should not put all eggs in one basket,” Li suggested.

He said China should control growth in foreign exchange reserves, adjust the foreign exchange policy to achieve the balance of international payments and turn foreign exchange assets into real assets.
Since the debt investment incomes are generally lower than equity investments, the industry generally recommends that the future should not only reduce the proportion of U.S. debt in foreign exchange reserves investment, but also to reduce the proportion of the debt investment in the foreign exchange investment.

Experts said that despite holding U.S. Treasury bonds has certain risks, in the volatility of the global economy, the U.S. debt is almost the products that best combines safety and profitability.

Indian fishermen say U.S. boat fired without warning

DUBAI (Reuters) - Indian fishermen who survived a hail of gunfire from a U.S. navy boat off the coast of the United Arab Emirates disputed U.S. claims that their boat drew fire after ignoring warnings to steer clear of the American vessel.

One Indian was killed and three others injured on Monday when the USNS Rappahannock, a refuelling ship, fired on the fishing vessel, which the U.S. Navy's Fifth Fleet said approached at high speed and ignored repeated warnings.

The incident highlighted the potential for a rapid escalation of tensions in Gulf waters, where U.S. forces are expanding their presence as Washington ramps up pressure on Iran over its nuclear programme.

The fishermen, hospitalised with gunshot wounds after the incident near Dubai's Jebel Ali port, said on Tuesday that they received no warning before the U.S. craft opened fire, and that their craft had attempted to avoid any contact with it.

"We had no warning at all from the ship, we were speeding up to try and go around them and then suddenly we got fired at," 28-year-old Muthu Muniraj told Reuters from hospital, his legs punctured by the rounds of the U.S. craft's .50-caliber gun.


"We know warning signs and sounds and there were none; it was very sudden. My friend was killed, he's gone. I don't understand what happened."

A Fifth Fleet spokesman, Lt. Greg Raelson, asked whether the identification of the craft as a fishing boat made the threat cited by the Navy less likely, said an internal inquiry into the incident had not finished.

"Non-lethal measures were taken while attempting to signal the vessel," he said, adding that the fishing craft did not respond. "That was when the security team fired rounds from the .50-caliber ... Our ships have an inherent right to self-defence against lethal threats."

The United States has been particularly wary of attacks on its ships since two al Qaeda suicide bombers rammed an explosives-laden boat into the USS Cole in 2000, blowing a massive hole in its side and killing 17 U.S. sailors.

In Monday's incident, other members of the boat's crew, which consisted of six Indians and two Emiratis, said their boat had come under fire as it returned from trawling in waters off Jebel Ali.
"We were fishing and then on the way back they started shooting at us, so many shots, like a storm," said 35-year-old Muthu Kannan, who had a gunshot wound to the abdomen and a lower leg wired into place with metal rods.

"This is not the first time for us to go out in the boat and we all know what a warning is," said 26-year-old Pandu Sanadhan. "All I can remember is a lot of shooting."

ASSURANCES

An Indian government spokesman said he had assurances that Washington would provide a full account of the incident, and the Indian foreign ministry said it had no position on the issue of whether the fisherman were warned before the shooting.



But in the UAE, Indian ambassador M.K Lokesh told Reuters after meeting with the fishermen: "Obviously if they were warned they would not go close to such a big vessel. Even if shots were fired in the air, these fishermen would have moved away."

Asked if the Indian government would press for legal charges to be lodged against the U.S. sailors involved, he said: "We have to wait for the inquiry to be completed by the Dubai police before we move any further. But we are pushing for quick completion for the investigations."

Some Indian media appeared to blame the United States for the incident; one television channel ran headlines reading "Murder on the High Seas" and "No Regret, No Apology from America". In a statement, the U.S. embassy in New Delhi expressed its condolences to the families of the boat's crew.

Iran said the incident threatened to further destabilise a region already shaken by the international dispute over Tehran's nuclear programme, which Washington and its allies believe is geared to make bombs.

Tehran denies it is seeking nuclear weapons and has repeatedly threatened to close the Gulf's outlet, the Strait of Hormuz through which 40 percent of the world's sea-borne oil exports are carried, if threatened over its nuclear plans.

"We have announced time and again that the presence of foreign forces can be a threat to regional security," Iranian Foreign Ministry spokesman Ramin Mehmanparast said during a news conference broadcast on state television.

The U.S. Navy said in February that Iran had built up its naval forces in the Gulf and prepared boats that could be used in suicide attacks.

"They have increased the number of submarines ... they increased the number of fast attack craft," said Vice Admiral Mark Fox, commander of U.S. naval forces in the region.

"Some of the small boats have been outfitted with a large warhead that could be used as a suicide explosive device. The Iranians have a large mine inventory."

Syria says could use chemical arms against foreigners

(Reuters) - Western states expressed alarm after Syria acknowledged for the first time that it has chemical and biological weapons and said it could use them if foreign countries intervene.
A week of unprecedented fighting inside the capital, Damascus, including a bomb attack that killed four of President Bashar al-Assad's closest advisers, has transformed the 16-month uprising and dramatically escalated international pressure on Assad.

Damascus residents said the capital was relatively quiet in the early hours of Tuesday after a day of fighting that saw government troops storm a neighbourhood.

Defying Arab foreign ministers who on Sunday offered Assad a "safe exit" if he stepped down, the Syrian leader has launched fierce counter-offensives, reflecting his determination to keep power as the uprising enters its most violent phase.

Foreign Ministry spokesman Jihad Makdissi said the army would not use chemical weapons to crush rebels but could use them against forces from outside the country.

"Any chemical or bacterial weapons will never be used ... during the crisis in Syria regardless of the developments," Makdissi said. "These weapons are stored and secured by Syrian military forces and under its direct supervision and will never be used unless Syria faces external aggression."

Damascus has not signed a 1992 international convention that bans the use, production or stockpiling of chemical weapons, but officials in the past had denied it had any stockpiles. Washington and other Western capitals rushed to warn Syria against making any threats to use such weapons.

"Given the regime's stockpiles of chemical weapons, we will continue to make it clear to Assad and those around him that the world is watching and that they will be held accountable by the international community and the United States should they make the tragic mistake of using those weapons," U.S. President Barack Obama said on Monday.

A U.S. State Department spokeswoman said warnings against using chemical weapons extended not only to the Syrian government but to rebels and any militants who might try to obtain them.
Britain, Germany and other countries also said it was unacceptable for Syria to say it might use chemical arms. U.N. Secretary-General Ban Ki-moon said he was very concerned Syria may be tempted to use unconventional weapons.

Western countries and Israel have expressed fears chemical weapons could fall into the hands of militant groups as Assad's authority erodes. Israel has publicly discussed military action to prevent Syrian chemical weapons or missiles from reaching Assad's Lebanese Shi'ite militant allies Hezbollah.

The Global Security website, which collects published intelligence reports and other data, says there are four suspected chemical weapons sites in Syria: north of Damascus, near Homs, in Hama and near the Mediterranean port of Latakia. Weapons it produces include the nerve agents VX, sarin and tabun, it said, without citing its sources.

Abdelbasset Seida, head of the Syrian National Council opposition group, said, "A regime that massacres children and rapes women could use these types of weapons.

"The technical infrastructure may not be suitable, but as I said, such a step could be expected from this murderous regime. The international community must prevent this," he told reporters after meeting Turkey's foreign minister in Ankara.

FLAGRANT INTERVENTION'

Arab League ministers meeting in Doha urged the opposition and the rebel Free Syrian Army to form a transitional government, Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani told a news conference.

Makdissi rejected the call for Assad to step down as a "flagrant intervention" in Syria's internal affairs. "We regret that the Arab League stooped to this immoral level," he said.

U.S. officials said on Monday the Obama administration was shifting its focus from deadlocked U.N. diplomacy over Syria and preparing to provide additional communications equipment and training to help the Syrian opposition improve its command-and-control capabilities for coordinating its fighters.
Officials insist that Washington has no plans for now to send lethal weapons to Syria's rebels, a step the White House has publicly ruled out.

On Monday, the army shelled rebel forces in the northern city of Aleppo and stormed the southern Damascus neighbourhood of Nahr Aisha, breaking into shops and houses and burning some of them, activists said.

Video showed dozens of men in green army fatigues massing in the neighbourhood, which looked completely abandoned. Men carrying machineguns and rocket-propelled grenade launchers knocked and then kicked down doors and climbed through windows.

Assad's forces have reasserted control over several Damascus areas since they seized back the central Midan district on Friday, 48 hours after a bomb attack killed four of Assad's closest security officials.
"The regime strategy is to continue to confront the opposition, this time with much broader military response," said Ayham Kamel, Middle East analyst at Eurasia Group consultancy.

"The expectation that the regime is out of firepower or collapsing right now is misplaced."
But Assad's forces have lost ground outside cities, ceding control of four border posts on the Turkish and Iraqi borders.

Sky Television footage from the town of Azaz close to the border with Turkey showed rebel fighters parading through streets firing triumphantly after a prolonged battle with government forces.

In Aleppo, activists said thousands of residents fled the rebel-held districts of Al-Haideriya, Hanano and Sakhour after army shelling and clashes between rebels and government forces in which activists said three government tanks were destroyed.

A video posted by activists showed families crammed into taxis, vans and the back of trucks trying to flee. Dozens of other families set out on foot, carrying plastic bags with their belongings.

"This is a large-scale hit-and-run battle. The whole point is to bleed the regime dry. It is a very long fight, and it will be especially long in Aleppo," said a spokesman from the Islamist rebel group the Battalions for the Free Men of Syria.

DAMASCUS FIGHTING

The fighting in Damascus, Aleppo and the eastern city of Deir al-Zor has been some of the fiercest yet and showed Assad's determination to avenge last Wednesday's bomb attack, the most spectacular blow of the uprising.

Activists reported clashes on Monday in the Damascus districts of Qadam and Kafr Sousseh. Rebel sources say the guerrilla fighters in the capital may lack the supply lines to remain there for long and may have to make tactical withdrawals.

In the northeast district of Qaboun, where Assad's forces pushed fighters back in recent days, most streets were empty, said a resident reached by telephone who visited the area from another part of Damascus. A few people were returning to check on homes, some of which were destroyed.

"I came just to pick up some of my family's belongings, I am not returning for now," one woman told the visitor at her empty-looking four-storey building.

Groups of men were removing bodies from underneath the rubble of one building. "We have removed 25 bodies so far from this area, we are burying them quickly," one said.

An activist said 24 bodies had been found outside the capital in the Daraya district of the countryside on Monday, and that they appeared to be fighters who had been executed.

The accounts could not be verified independently; Syria restricts access by journalists.

The Syrian Observatory for Human Rights, which compiles reports from anti-Assad activists, said 1,261 people had been killed across Syria since last Sunday when fighting escalated in Damascus, making it by far the bloodiest week in an uprising activists say has claimed at least 18,000 lives.

மேட்டுப்பட்டி இலங்கைத் தமிழர் முகாமைச் சேர்ந்தவர் புவனேஸ்வரன். இவரின் ஆறு வயது மகள் முகாமில் இருந்து ஒரு கி.மீ. தொலைவில் உள்ள திருச்சி சாலை பாலத்தின் கீழ் கழுத்தறுபட்ட நிலையில் சடலமாக மீட்கப்பட்டுள்ளார்.

சிறுமி பாலியல் வல்லுறவுக்கு உட்படுத்தப்பட்டிருக்கலாம் எனப் பொலிஸார் சந்தேகம் வெளியிட்டுள்ளதுடன் அதனை உறுதி செய்வதற்காக சிறுமியின் பிரேதம் சேலம் அரசு மருத்துவமனைக்குக் கொண்டு செல்லப்பட்டுள்ளது.

கொலை செய்யப்பட்ட சிறுமியின் இரு கண்களும் காயப்படுத்தப்பட்டிருப்பதுடன் உடலின் பல்வேறு இடங்களில் இரத்தக் காயங்கள் உள்ளன. மேலும், உடல் முழுவதும் இரத்தக் கோடுகள் வரையப்பட்டுள்ளன. வாயில் மண் வைத்தும் அடைக்கப்பட்டுள்ளது.

மண்ணில் புதையுறப்போகும் எனது கண்களைப் பார்வை இல்லாத ஒரு தமிழ் இளைஞனுக்குப் பொருத்துங்கள். அது, மலரப்போகும் விடுதலைத் தமிழீழத்தைக் காணும் என்று நீதிமன்றத்தில் கூறிய ஒரே காரணத்துக்காக, குட்டிமணியின் கண்களைத் தோண்டி எடுத்து, காலில் போட்டு மிதித்துச் சிதைத்தது சிங்கள இராணுவம்.

30 ஆண்டுகளுக்கு முன் வெலிக்கடைச் சிறையில் நடந்த அவலம், இன்றும் தொடர்கிறது இன்னும் கொடூரமாய்.

2009-ம் ஆண்டு மே மாதம் சிங்கள இராணுவத்துக்கும் தமிழீழ விடுதலைப் புலிகளுக்கும் போர் முற்றிலும் முடிந்ததாக அறிவிக்கப்பட்டது.

அப்போது, 4,500-க்கும் மேற்பட்ட விடுதலைப்புலிகள் சிங்கள அரசாங்கத்தால் கைது செய்யப்பட்டனர்.

அவர்கள் மீது எந்த வழக்கும் போடாமல்... விசாரணையும் செய்யாமல் கடந்த மூன்று ஆண்டுகளாக சிறையில் அடைக்கப்பட்டுள்ளனர்.

இது குறித்து கடந்த 27.5.2012 தேதியிட்ட ஜூனியர் விகடன் இதழில் 'வழக்குப் போடு அல்லது விடுதலை செய்’ என்ற தலைப்பில் கட்டுரை வெளியிட்டிருந்தோம்.

ஒரு மாதத்துக்குள் உங்களின் பிரச்னைகள் அனைத்துக்கும் தீர்வு காணப்படும்’ என்று அப்போது வாக்குறுதி தரப்பட்டது. ஆனால், இதுவரை எந்தத் தீர்வும் காணப்படவில்லை.

இந்தச் சூழ்நிலையில், வவுனியா சிறையில் இருந்த மூன்று அரசியல் கைதிகளை விசாரணைக்கு அழைத்துச் சென்றது சிங்கள இராணுவம். அவர்கள் மீண்டும் சிறைக்கு அழைத்து வரப்படவே இல்லை.

இது புலிகள் மத்தியில் சந்தேகத்தையும் ஆத்திரத்தையும் ஏற்படுத்தியது. சிறையில் வேறென்ன செய்ய முடியும்? தங்கள் எதிர்ப்பைத் தெரிவிக்க 32 கைதிகள் உண்ணாவிரதம் தொடங்கினார்கள்.

அவர்களைச் சாப்பிட வைக்க சிங்கள அதிகாரிகள் பலாத்காரத்தைப் பிரயோகித்தனர். அப்போது அனைத்துப் புலிகளும் ஒன்று சேர்ந்து சிறை அதிகாரிகளை சிறைப்பிடித்துக் கொண்டார்கள். இது சிங்களத் தரப்பை ஆத்திரம்கொள்ள வைத்தது.

உரிமைக்காகக் குரல் கொடுத்த கைதிகள் மீது சிங்கள இராணுவத்தினர் தங்கள் வெறித்தனத்தைத் தீர்த்துக்கொள்ள ஓர் 'அரிய’ வாய்ப்பு கிடைத்தால் விடுவார்களா? சிறை அதிகாரிகளைக் காப்பாற்றுவதாகச் சொல்லி சிறைக்குள்ளே கடுமையான தாக்குதலைத் தொடங்கினர்.

தண்ணீரைப் பீய்ச்சியடித்தும் கண்ணீர் புகைக் குண்டுகள் வீசியும் அனைத்துக் கைதிகளையும் மயக்கமடைய வைத்திருக்கிறார்கள்.

மயக்க நிலையிலேயே பலரை அனுராதபுரம் சிறைக்கும் பின்னர் மகர சிறைக்கும் கொண்டு சென்றுள்ளது சிங்கள காவல்துறை.

அங்கு, தமிழ்க் கைதிகள் தனித்தனியாகப் பிரிக்கப்பட்டு தாக்கப்பட்டு உள்ளனர். சிங்களக் கைதிகளைக்கொண்டு தமிழ்க் கைதிகளைத் தாக்கினர்.

பூட்ஸ் கால்களை நக்கச்செய்தும் முகத்தில் எச்சிலைத் துப்பி உதைத்தும் கொடுமைப்படுத்தி இருக்கிறார்கள்.

இப்போது தமிழ் அரசியல் கைதிகள் பலரும் கை, கால்கள் முறிக்கப்பட்டு ரத்தக் காயங்களுடன் கிடக்கின்றனர். அவர்களுக்கு மருந்தும் கிடையாது, உணவும் கிடையாது.

இந்தத் தாக்குதலில், மகர சிறைச்சாலை மருத்துவ மனையில் சேர்க்கப்பட்ட நிமலரூபன் என்ற 28 வயது இளைஞர் கடந்த 4-ம் தேதி இறந்து போனார்.
இவர் வவுனியாவில் உள்ள நெளுக்குளத்தைச் சேர்ந்தவர்.

இறந்த பிறகே மருத்துவமனைக்குக் கொண்டு வரப்பட்டார் நிமலரூபன்.
மாரடைப்பு வந்து இறந்ததாக சிங்களக் காவல்துறை சொல்கிறது.

'மாரடைப்பால் இறந்தவருக்கு உடம்பெல்லாம் இரத்தக் காயம் இருக்குமா?’ என்று கேட்கிறார்கள் தமிழீழ மனித உரிமை ஆர்வலர்கள்.

அடித்து உதைக்கப்பட்ட பல கைதிகள் இன்னமும் கோமா நிலையில் இருக்கிறார்கள்.

கிருபாகரன், முத்துராஜா தில்ரூகசன், சரவணமுத்து யோகராஜா போன்ற கைதிகள் கோமா நிலையிலும் கால்கள் கட்டப்பட்ட நிலையில் மருத்துவமனையில் உயிருக்குப் போராடி வருகின்றனர்.

இறந்த நிமலரூபனின் உடலை, அவரது சொந்த ஊரான வவுனியாவுக்கு எடுத்துச் செல்லக்கூட காவல்துறை அனுமதிக்கவில்லை.

அவருடைய பெற்றோர் எவ்வளவோ மன்றாடியும்... அவரது உடலை மகர பகுதியிலேயே அடக்கம் செய்து விட்டார்கள்.

ஊசலாடிக்கொண்டு இருக்கும் மற்ற தமிழ் அரசியல் கைதிகளின் உயிர்களை யார்தான் காப்பது?

விடுதலைப்புலி யுத்தக்கைதிகளை வெளி உலகில் இருந்து தனிமைப்படுத்தும் சிங்களம்.

சுமார் 150 வரையிலான விடுதலைப் புலிகள் இயக்க சந்தேகநபர்கள் தடுத்து வைக்கப்பட்டுள்ள, மகசின் விளக்கமறியல் சிறைச்சாலையில் நேற்று முன்தினம் இரவு திடீர் தேடுதல்கள் நடத்தப்பட்டுள்ளன.

நேற்றுமுன்தினம் இரவு 8 மணிக்குத் தொடங்கிய இந்தத் தேடுதல் சுமார் இரண்டு மணிநேரம் வரை நீடித்தது.

இந்தத் தேடுதலுக்கு, குண்டுகள், உலோகங்களை கண்டுபிடிக்கும் – மெட்டல் டிடெட்டர்- கருவிகளும் பயன்படுத்தப்பட்டுள்ளன.

இந்தத் தேடுதலின்போது, சிறைச்சாலையின் பல்வேறு இடங்களிலும் மறைத்து வைக்கப்பட்டிருந்த செய்மதித் தொலைபேசிகள் உள்ளிட்ட 36 கைத்தொலைபேசிகள் கைப்பற்றப்பட்டுள்ளதாக சிறிலங்காவின் சிறைச்சாலை அதிகாரிகள் தெரிவித்துள்ளனர்.

இங்குள்ள சிறைக்கைதிகள் வெளிநாடுகளில் உள்ள விடுதலைப் புலிகளின் செயற்பாட்டாளர்களுடன் தொடர்புகளை வைத்திருந்துள்ளதாகவும், இந்த தொலைபேசிகளை சிறைக்குள் கொண்டுவர சிறைச்சாலை அதிகாரிகள் உடந்தையாக இருந்துள்ளனர் என்றும் அந்த அதிகாரிகள் கூறியுள்ளனர்.

இதையடுத்து விடுதலைப் புலிகளின் சந்தேகநபர்களுடன் தொடர்புகளை வைத்திருந்த சிறைகாவலர்களை அடையாளம் காணும் விசாரணைகளும் ஆரம்பிக்கப்பட்டுள்ளன.

வவுனியா சிறைச்சாலையில் இடம்பெற்ற தேடுதலை அடுத்து 57 கைத்தொலைபேசிகள் அங்கு கைப்பற்றப்பட்டன.

அதையடுத்து, கொழும்பு, அனுராதபுர, காலி, நீர்கொழும்பு, மகர சிறைகளிலும் தேடுதல்கள் நடத்தப்பட்டு 100இற்கும் அதிகமான கைத்தொலைபேசிகள் கைப்பற்றப்பட்டுள்ளன.

Elections to Sri Lanka’s northern provincial council will take just over a year from now. “We want to hold elections in September 2013,” President Mahinda Rajapaksa told The Hindu. “We are working towards it [the elections] in a systematic manner.”

In an interaction at his official residence, Temple Trees, here, Mr. Rajapaksa said there were many issues to be resolved ahead of holding of elections. The primary one related to the electoral rolls. People who fled when the Tamil Tigers were in power and during the war were still coming in and staking claim to their land and property after the defeat of the Tamil Tigers in May 2009. These people too had to be accommodated in the rolls.

The last rolls were more than 30 years old and had no relation to the current eligible voters in the province.

The second issue was the completion of the rehabilitation and resettlement process. This was on with international support and was expected to be completed soon. Livelihood issues too were being addressed.

The holding of elections hold the key to moving forward on the question of granting Tamils the political space they lacked. In fact, this should have been possible soon after the India-Sri Lanka accord of 1987 (later called the 13th Amendment because the Sri Lankan Constitution was subsequently amended to include this provision), which also had a clause on devolution of powers. Ironically, the amendment benefitted all the other regions — albeit in a very limited manner — and all the provinces, barring the North, had a provincial council.

On the issue of glaring visibility of the Army in all walks of life, Mr. Rajapaksa said he had instructed that the Army should be visible only when required.

Mr. Rajapaksa refused to accept that the Indian vote against Sri Lanka in the United Nations Human Rights Council was because Colombo did not implement the promises it made to the Council in 2009. Insisting that his government had worked on all the promises that were delivered and was serious about fulfilling all undertakings that were given, he said he had even said that he was willing to go beyond the 13th Amendment.

Clarifying for the first time what the plus was, Mr. Rajapaksa said this was the creation of a Senate. “I said 13th Amendment plus. Then Shankar [Shiv Shankar Menon, Indian National Security Adviser] remarked if I meant the creation of a Senate, and I said yes.”

Mr. Menon had met Mr. Rajapaksa on June 29 on post-Geneva issues. India is the chair for the Universal Periodic Review at the UNHRC that comes up in November.

Mr. Rajapaksa made it clear that the creation of a Senate and the fleshing out of a solution needed to come from Parliament. “This is [where] the Parliamentary Select Committee is important,” he said
When The Hindu brought to his notice the plight of five fishermen from Tamil Nadu, who were being held in a Jaffna prison since November 28, 2011, he said he would first ascertain the facts of the case. He had called the Inspector General of Police and received an update on the issue.

At least 76 people have been injured in Madrid as clashes flared up between protesters and police, the latter using rubber bullets. Thousands of Spaniards turned out against new cuts introduced by the government.

Those injured include 33 police officers and 43 protesters – miners and their supporters.

Minor arrests have been made so far, with seven people being detained. Three of those arrested reportedly threw bricks at police, local El Pais newspaper reported.

Protesters panicked and sought shelter as police began to disperse the crowd, Olvidio Gonzalez, 67, a retired miner from the northern Asturias region told AP.

“We were walking peacefully to get to where the union leaders were speaking and they started to fire indiscriminately. There was no warning,” said Gonzalez, who was also struck by a rubber bullet.

About 200 people remain surrounded by dozens of police in front of parliament, Twitter user Danips posted on his microblog.
Some media reports suggest a spontaneous demonstration flared up in front of parliament. Protesters are calling on Spaniards via Twitter to join bigger protests at 19:30 local time.

Protesters disagree with a 63 per cent cut in subsidies to coal mining companies, major contributors to the Spanish energy market. Unions say the plan threatens 30,000 jobs and could destroy their livelihoods.

Miners, who were hiking from the north of the country for the past two weeks, have been joined by tens of thousands of Spaniards also protesting against Prime Minister Mariano Rajoy’s tax hike.

The prime minister announced his decision to raise VAT by 3 per cent as part of the plan to trim the public budget by 65 billion euro over the next two-and-a-half years. Rajoy also declared a 3.5-billion-euro cut to local government spending.

Many protesters marched more than 400 kilometers (250 miles) from mines in northern Spain.
As protesters call for more demonstrations to make their voices heard journalist and writer Miguel-Anxo Murado told RT that the government seems to underestimate the protests. 

“They think they can cope with these protests partly because mining regions are localized in certain areas of the country. These are small areas. So they think that this will not affect the rest of the country. The truth is that the miners are getting a lot of solidarity because many people relate to them and see their problems as their own problems,” he said.

The Tamil people want to have the share of their political power. They want the political settlement. They want to look after themselves. This must be clearly understood by the leaders of the government.

It is better to allow the people to decide for themselves - what to do and how to do. Let the people do their own development work. Why do you want to decide from Colombo? - Asked Suresh Premachandran.

The TNA parliamentarian Suresh Premachandran said, “Actually it is more and more alienating the people from the government and the government could not win the hearts and minds of the people.

The best example is in the parliamentary elections and in the local government elections, TNA won convincingly. You must consider why the Tamil people are voting for the TNA?
In fact Tamil people wanted to look after themselves. They want to develop their own area. They want to keep their own security. They want to take care of their children’s education, their economical growth and they want to do all these for themselves.

Suresh Premachandran when talking to Asian Tribune said at present, the land issue is the primary issue. We are not against Arm Forces. You know in 1983 also they had a camp at Palaly. And also in Vavuniya and they can go back to the 1983 position.

He said If the government want to keep their armed forces in the North and East and if they want to grab lands and if they want to put up the Buddhist temples where there are no Buddhists, then the Tamil people will think that there is no point in talking to this government and there is no point in living in this country. So they have only an option of going out of this country or fight back.
Given below excerpts of the interview Asian Tribune had with Suresh Premachandran M.P., one of the important leaders of the Tamil National Alliance:

Asian Tribune: I want to ask you whether TNA is contesting in the Eastern Provincial Council?
Suresh Premachandran: We are contesting.

Asian Tribune: What about any alliance with Sri Lanka Muslim Congress?
Suresh Premachandran: The TNA is the only alliance we are having. The Muslim Congress to my knowledge and understanding, they will be with the government.

Asian Tribune: There were some reports to say that TNA is also seeking alliance with the Sri Lanka Muslim Congress?
Suresh Premachandran: Yes we told them, but all depend on them.

Asian Tribune: Have you contacted them?
Suresh Premachandran: Yes we have sent our request and we told them very clearly, but all depend on them.

Asian Tribune: Regarding the resettlement - you staged a satyagaraha recently at Thirumurukandy. What is the latest on the resettlement?
Suresh Premachandran: You know very well that the land grabbing matters are still going on in the North and Eastern Provinces. So in the North, so many thousands of acres of land have been taken by the Sri Lankan arm forces for their own requirements. There are state lands, as well as private lands involved in the acquisition by the Army.
In the case of the lands in the Thirumurukandy village is concern, all the lands over there belongs to the private people. That the people wanted to go back to their own area.
According to the Geneva Convention, the displaced people have the right to go back to their own lands. But Sri Lankan government is telling the world that they are sending them back to their original places, and resettling them. Unfortunately in Thirumurukandy they didn’t allow the people to go and resettle in their own lands. That is why we staged an agitation against the government, likewise you know in Jaffna, in Mannar because of government’s involvement in the land grabbing.

Asian Tribune: What is happening in Mannar?
Suresh Premachandran: In Mannar also the Navy has taken over a complete village called Mullikulam, located in the Muslai Divisional secretariat area. That village is located very closer to the sea. The fishermen of that area were not even given a place to go and settle down. The fact is that people belongs to Mullikulam are displaced and they don’t have a place to go. That area is being taken by the Sri Lanka Navy. They have put up a camps there. Now they have brought their families also.
So these poor people of Mullikulam do not have any place to go. Now they are in the jungle. The government did not clear the jungle and resettle them even in the jungle. They are simply there.
This is a small example and in other parts of Mannar also, there are several other areas where the Army wanted put up their camps. The place called Channar in Mannar district and there also the Army has taken a very large amount of area to put up the camp and so the people could not stay there.
There are several areas in the Mullaitivu district, in Kilinochchi district, in Vavuniya and Mannar districts and also in the Jaffna district. So, all these areas are facing the same problem.
We are not against the armed forces. You know in 1983 also they had a camp at Palaly. And also in Vavuniya and they can go back to the 1983 position.
Why still they need such a huge area. In Jaffna they are occupying large number of houses. Asian Tribune: I want to know details of you all staging of Satyagraha
Suresh Premachandran: Satyagraha is the democratic way of protest. We are showing our anger and frustration and tell the government “look here, hundreds of thousand displaced persons need resettlement and government must come forward to resettle them as the citizens of this country.

Asian Tribune: Do you believe in an undivided united Sri Lanka?
Suresh Premachandran: We have told again and again, several times and Mr. Sampanthan - leader of the TNA has told repeatedly, that ‘we wants to resolve our problems within a united Sri Lanka.’
Therefore, there is no point in asking again and again, “do we believe in a united Sri Lanka?”.
The way the government behaves is simply pushing the Tamil people into a corner.
He said If the government want to keep their armed forces in the North and East and if they want to grab the lands and if they want to put up the Buddhist temples where there are no Buddhists, then the Tamil people will think that there is no point in talking to this government and there is no point in living in this country. So they have only an option of going out of this country or fight back.

Asian Tribune: What do you mean by ‘fight back’?
Suresh Premachandran: You know, when we say fight back, Late Mr. S.J.V. Chelvanayagam fought with the succesive governments for more than 30 years. And again for another 30 years there was a violent struggle.
And if now the government thinks that there is no need to give the Tamils their rights back, then that all available and acceptable democratic process we will use to retrieve our rights.

In fact Tamil people wanted to look after themselves; they want to develop their own area. They want to keep their own security. They want to take care of their children’s education, their economical growth and they want to do all these for themselves.

So why can’t the government give the powers to them so that they can do as they wish.
There are several countries like in Switzerland, like in India, like in Canada , like in Australia and similarly there are various other countries, they are having a system where people are living together and looking after their own economy in their own states, or in cantons or in their provinces. So why can’t the government of Sri Lanka do something like that.

Asian Tribune: Are you happy with the development works this government is doing in the North and East? Do you think that the government can win the hearts and minds of the Tamil people through these development works?
Suresh Premachandran: No ... not at all. Because the entire population is badly affected.

1. They want to go back to their own land

2. They need assistances to build their houses.
3. They need some help for their livelihood

Unfortunately, these things are not there. But the government is only putting up the highways. These highways may be helpful for the army for their easy movements.

It is better, let the people decide for themselves what to do and how to do. Let the people do their own development work. Why do you want to decide from Colombo?

Actually it is more and more alienating the people from the government and by this the government could not win the hearts and minds of the people.

The best example is in the last parliamentary elections and in the local government elections, TNA won convincingly. You must consider why the Tamil people are voting for the TNA?
Because, the Tamil people want to have the share of their political power. They want the political settlement. They want to look after themselves. This must be clearly understood by the leaders of the Government.

இலங்கையில் இறுதிக்கட்டப் போரின்போது கொல்லப்பட்டவர்களின் எண்ணிக்கையை பல தரப்பினரும் தமது நலன்கள் சார்ந்த உள்நோக்கத்தோடு மிகைப்படுத்திக் கூறிவருவதாக இலங்கைப் பாதுகாப்பு அமைச்சின் செயலாளர் கோட்டாபய ராஜபக்ஷ கூறியுள்ளார்.

இங்கு பேசியிருக்கின்ற இலங்கைப் பாதுகாப்புச் செயலாளர் கோட்டாபய ராஜபக்ஷ, ஐநா தலைமைச் செயலர் பான் கீ மூனுக்கு ஆலோசனை வழங்கும் நிபுணர்கள் குழு அடங்கலாக சர்வதேச சமூகத்தில் பல்வேறு தரப்பினரும் இறுதிக்கட்டப் போர்ச் சம்பவங்கள் குறித்துதான் கவனம் செலுத்திவருவதாகக் கூறியிருக்கிறார்.

குறிப்பாக, கொல்லப்பட்ட பொதுமக்களின் எண்ணிக்கை தொடர்பில் அடிப்படை ஆதாரமற்ற தகவல்கள் முன்வைக்கப்பட்டு வருவதாக அவர் கூறினார்.

7 ஆயிரம் முதல் 40 ஆயிரம்பேர் வரையில் என அமைந்துள்ள இந்த எண்ணிக்கைகள் சுயாதீனமான ஆதாரங்களை கணக்கில் எடுக்காமல் கூறப்பட்டவை என்றும் கோட்டாபய கூறியிருக்கிறார்.

ஆட்சேதங்கள் பற்றிய ஐநாவின் இலங்கைக்கான ஆய்வுக்குழுவின் அறிக்கையில், 2008-ம் ஆண்டு ஆகஸ்ட் மாதம் முதல் 2009ம் ஆண்டு மே மாதம் 13ம் திகதி வரையான காலப்பகுதியில், அதாவது போர் முடிவடைந்ததாக அறிவிக்கப்பட்ட மே 18ம் திகதிக்கு சில தினங்களுக்கு முன்னர்வரை, 7,721 பேர் தான் கொல்லப்பட்டிருக்கிறார்கள், 18,479 பேர் காயமடைந்திருக்கிறார்கள் என்று கூறப்பட்டதாகவும் அதனைக் கருத்தில் கொள்ளாமலேயே ஐநாவின் நிபுணர்குழு 40,000 பேர் அளவில் கொல்லப்பட்டிருக்கலாம் என்று கூறியிருப்பதாகவும் அவர் தெரிவித்துள்ளார்.

'தெளிவுபடுத்தவே சனத்தொகை கணக்கெடுப்பு'

இதனை தெளிவுபடுத்த வேண்டிய தேவை அரசுக்கு இருந்தபடியால்தான், அரசாங்கத்தின் சனத்தொகை புள்ளிவிபரத்துறை, வட மாகாணத்தில் இறுதிக்கட்டப் போரில் கொல்லப்பட்டவர்களின் எண்ணிக்கையை கணக்கெடுத்துள்ளதாக பாதுகாப்புச் செயலாளர் கூறினார்.

இதன்படி, இறுதிக்கட்டப் போரின்போது, 8000க்கும் குறைவானவர்கள்தான் கொல்லப்பட்டிருக்கிறார்கள் என்றும் இவர்களில் விடுதலைப் புலிகளும், அவர்களால் கொல்லப்பட்ட பொதுமக்களும், மோதலின் இடைநடுவில் சிக்கிக் கொல்லப்பட்டவர்களும் அடக்கம் என்றும் கோட்டாபய கூறினார்.

'இறுதிக்கட்டப் போர் தொடங்கியபோது கிட்டத்தட்ட 25 ஆயிரம் விடுதலைப்புலிகள் இருந்தார்கள், அவர்களில் 12 ஆயிரம் பேர் வரையில் படையினரிடம் சரணடைந்துவிட்டார்கள். இதன்படி, கைப்பற்றப்பட்ட விடுதலைப் புலிகளின் சடலங்களின் எண்ணிக்கையை வைத்துப்பார்த்தால், கிட்டத்தட்ட 4600 போராளிகள் கொல்லப்பட்டிருக்கிறார்கள். இவர்களில் போரிடுவதற்காக விடுதலைப் புலிகளால் நிர்ப்பந்திக்கப்பட்ட பொதுமக்களின் எண்ணிக்கை சேர்க்கப்படவில்லை' என்றும் அவர் தெரிவித்திருக்கிறார்.

இதேவேளை, இறுதிப்போரில் கொல்லப்பட்டதாகக்கூறப்படும் 7,896 பேரில் பெரும்பாலானவர்கள் புலிகள் தான் என்று வெளிநாட்டுத் தூதர்களின் பயிற்சி முகாமில் கோட்டாபய ராஜபக்ஷ கணக்குக் காட்டியிருக்கிறார்.

அதேபோல், 2009 ஜனவரி முதல் மே வரையான காலப்பகுதியில் 2,635 பேர் காணாமல் போயிருக்கிறார்கள், அவர்களில் பலர் வெளிநாடுகளுக்கு படகுகளில் சென்றுவிட்டார்கள். இவர்கள் பற்றிய விபரங்களை மற்ற நாடுகள் தந்து உதவவில்லை என்றும் அவர் கூறியிருக்கிறார்.

காணாமல்போனவர்களை கண்டுபிடிப்பதற்காக அரசு யுனிசெஃப்பின் உதவியுடன் வேலைத்திட்டத்தை முன்னெடுத்திருப்பதாகவும், வயது வந்தவர்கள் 1888 பேரையும், சிறார்கள் 676 பேரையும் கண்டுபிடித்துத் தருமாறு குடும்பங்களிடமிருந்து விண்ணப்பங்கள் வந்துள்ளதாகவும், காணாமல்போயுள்ள 64 வீதமான சிறார்கள் விடுதலைப் புலிகளால் படையில் சேர்க்கப்பட்டவர்கள் தான் என்றும் இலங்கை பாதுகாப்புச் செயலாளர் தெரிவித்துள்ளார்.

இதேவேளை, இலங்கைப் படையினரின் நடவடிக்கைகளால் கொல்லப்பட்டவர்கள் எத்தனைபேர், காணாமல்போனவர்கள் எத்தனைபேர் என்று எழுகின்ற குற்றச்சாட்டுக்கள் மற்றும் கேள்விகளுக்கான பதில்களைத் தரக்கூடிய புள்ளிவிபரங்களை கோட்டாபய ராஜபக்ஷ இங்கு தெளி்வாக முன்வைக்கவில்லை.
