ENB- சிங்களத்தின் இஸ்லாமியத் தமிழர்கள் மீதான தொடர் தாக்குதலை கண்டிப்போம்!

ENB-புதிய ஈழப்புரட்சியாளர்களின் கண்டன அறிக்கை

அம்பாறையில் இஸ்லாமியத் தமிழர்களின் வர்த்தக நிலையங்கள் தீக்கிரை! பள்ளிவாசல் மீது தாக்குதல்!!


லங்கையின் கிழக்கு மாகாண, அம்பாறை நகரில் சிங்களக் காடையர்கள் ஒன்று கூடி பொலிஸ் நிலையத்துக்கு அருகாமையில் உள்ள  முஸ்லிம்களுக்கு சொந்தமான  கடைகளை தீக்கிரையாக்கியுள்ளனர்.  பள்ளிவாசல் மீதும் தாக்குதல் நடத்தியுள்ளனர்.இந்த சிங்களப் பேரின பெளத்த மதவெறித் தாண்டவம் 26-02-2018 அன்று அரங்கேறியுள்ளது.



அன்று முன்னிரவு முஸ்லிம்களின் உணவு விடுதி ஒன்றுக்கு வந்த சிங்களவர்கள் சிலர், உணவு அருந்திவிட்டு, உணவில் இருந்த கோதுமை மாவின் அவியாத சில பகுதிகளை காண்பித்து "கடைக்காரர்கள் மலட்டுத்தன்மையை ஏற்படுத்தும் மருந்தை-"sterilization pills" - கலந்திருப்பதாக" கூறி குற்றஞ்சாட்டினர் என அப்பகுதி முஸ்லிம்கள் BBC தமிழோசைக்கு தெரிவித்துள்ளனர்.


இதனால் ஏற்பட்ட வாக்குவாதத்தை அடுத்து காடையர்கள் அந்தக் கடையை மட்டுமல்லாமல் வேறு சில கடைகளையும், அங்கிருந்த பள்ளிவாசல் ஒன்றையும் முற் காலை ஒரு மணி வரை தாக்கி சேதமாக்கியுள்ளனர்.

சுற்றுப்புறங்களில் நிறுத்தி வைக்கப்பட்டிருந்த மோட்டார் வாகனங்கள்,மோட்டார் சைகிள்கள் என வாகனங்கள் பலவற்றையும் தீக்கிரையாக்கியுள்ளனர்.

பொலிசாருக்கு உடன் தகவல் தெரிவிக்கப்பட்டும், கோடம்பாக்க தமிழ்ச் சினிமாப் பாணியில் இந்த வெறியாட்டம் ஓய்ந்து காடையர்கள் கலைந்த பின்னர் தான் பொலிஸ் ஸ்தலத்துக்கு ``விரைந்தது``!

இதைத் தொடர்ந்து காடையர்களின் வெறியாட்டத்துக்கு ஆதரவாக ஏராளமான `சிங்கள பொது மக்கள்`திரண்டனர்.இவர்களை கலைந்து செல்லுமாறு கோரிய பொலிசாரை எச்சரித்த  `சிங்கள பொது மக்கள்`, `` எங்களைப் போகக் கேட்க வேண்டாம், அவர்களை வெளியேறச் சொல்லுங்கள்`` என சிங்கள மொழியில் கூச்சலிட்டனர்.



ஒரு பெட்டிக்கடை உணவு வியாபாரி தனது விற்பனைப் பண்டமான உணவில் மருந்து கலந்து அம்பாறை நகரில் சிங்களவருக்கு மட்டும் மலட்டுத் தன்மையை ஏற்படுத்த திட்டமிடுவான் என்பது கற்பனைக்கும் எட்டாத கற்பனை! சிங்களத்துக்கு மட்டுமே சாத்தியம்!!

அம்பாறைத் தாக்குதலின் பின்னணி

அம்பாறை மாவட்டத்தின் இன விகிதாசார சனத்தொகை 2015இல், சிங்களவர் 34.43%,தமிழர்15.46%,இஸ்லாமியத் தமிழர்38.75% ஆகும்.(ஆதாரம் ANNUAL PERFORMANCE REPORT & ACCOUNTS 2015-Amparai District).எனினும் அம்பாறை மாவட்டத்தின் தலை நகரான அம்பாறையில் சிங்களவரே அதிகம் வாழ்கின்றனர்.

எனவே நகர்ப்புற வர்த்தகத்தை தமது ஏகபோகமாக்கவும், படிப்படியாக அம்பாறை மாவட்டத்தையே சிங்கள மயப்படுத்தவுமான திட்டத்தின் ஒரு பகுதியே அம்பாறைத் தாக்குதல் ஆகும்.


முள்ளிவாய்க்காலுக்குப் பின்னால் விடுதலைப்புலிகள் அழித்தொழிக்கப்பட்டு தமிழர்கள் நிராயுதபாணிகள் ஆக்கப்பட்டதற்குப்பின்னால் சிங்களம் இஸ்லாமியத் தமிழர்கள் மீது `பெளத்த படையை` ஏவி தொடர்ந்து தாக்குதல் நடத்தி வருகின்றது.


மேலும் இது தேசிய இனப்பிரச்சனையை மத மோதல்களைத் தூண்டி சீரழிக்கும் திட்டத்தின் பகுதியுமாகும்.

இந்திய விரிவாதிக்கத்தின் மோடி ஆட்சி இதற்கு பக்கபலமாக இருக்கின்றது.

அம்பாறைச் சம்பவம் நடந்த அதே சமயத்தில் மன்னாரில் இந்து விக்கிரகங்கள் `தொடர்ந்து தாக்கி அழிக்கப்படுவதாக` குற்றம் சாட்டி, இலங்கையின் `இந்து முன்னணி` எதிர்ப்பு தெரிவித்துள்ளது.

சிங்களக் காடையர்களின் சிங்களப் பேரின பெளத்த மதவெறித் தாண்டவத்தை நியாயப்படுத்த உணவு விடுதி ஊழியன் ஒருவனை புடை சூழ்ந்து மிரட்டி அச்சுறுத்தி, உணவில் மலட்டுத்தன்மை மருந்து கலந்ததாக அவனிடம் ஒப்புதல் வாக்குமூலம் பெற்ற வீடியோ ஒன்று பரப்பப்பட்டு வருகின்றது.

இந்த வீடியோ நமது (Investigative Journalists) ஊடறுப்பு ஊடகவாதிகளுக்கு உடனே ஆதாரம் -Evident- ஆகிவிட்டது! IBC தமிழ் ஆரம்பித்து வைக்க ஊளையிட்டன ஊடகங்கள்!

IBC ஊழியர் ஒருவர் Mc Donalds இல் வாங்கிய உணவில் மலட்டுத்தன்மை மருந்து இருப்பதாகக் கண்டுபிடித்தால் முதலில் Trading Standard Department க்கு தெரியப்டுத்தி உணவுப் பரிசோதனை மூலம் அல்லவா நிரூபிக்க வேண்டும்.இது தானே இலங்கையிலும்
உலகத்திலும் உள்ள வழக்கு.

இதுவரையில் அம்பாறைப் பிரச்சனையில் உணவுப் பரிசோதகர் சம்பந்தப்பட்ட ஒரு பரிசோதனை நடக்கவில்லையே ஏன்?

இந்த எளிமையான கேள்வி நமது தமிழ் ஊடகங்களுக்கு எழவில்லையே ஏன்?

அந்தளவுக்கு கண்ணை மறைத்திருக்கின்றது குறுந் தமிழின வெறி.

இந்த மலட்டுத் தன்மையை என்னவென்று சொல்வது!



சமரசவாத முஸ்லிம் தரகுத் தலைமைகளின் பித்தலாட்டம்:

அமைச்சர் ரவூப் ஹக்கீம், அம்பாறை மாவட்டத்தைச் சேர்ந்த பிரதி அமைச்சர்களான எச்.எம்.எம். ஹரீஸ், பைசால் காசிம், பாராளுமன்ற உறுப்பினர்களான எம்.ஐ.எம். மன்சூர், ஏ.எல்.எம். நசீர் கூடவே மனோ கணேசன் அடங்கிய துணை ஆளும் கும்பல்கள், தாக்குதல்
சம்பவம் தொடர்பில் உரிய நடவடிக்கை எடுக்கப்படும் என ஜனாதிபதியும், பிரதமரும் உறுதியளித்துள்ளனர் என உறுதியளிக்கின்றனர்.  முஸ்லிம் மக்கள் மிகவும் நிதானமாக நடந்துகொள்ள வேண்டும் என்று அறிவுரை கூறுகின்றனர்.

அமைச்சரவை கூட்டத்தில் ஹக்கீம் கூறுகின்றார் '`நள்ளிரவு நேரத்தில் பள்ளிவாசல் தாக்கப்பட்டுள்ளது. வர்த்தக நிலையம் தீவைக்கப்பட்டுள்ளது. வாகனங்கள் எரிக்கப்பட்டுள்ளன. இவ்வளவு கலவரங்கள் நடைபெற்று முடியும் வரைக்கும் பொலிஸார் தலையிடாமல் இருந்தமைக்கு கண்டனம் தெரிவிக்கிறோம். உளவுப்பிரிவுக்கு தெரியாமல் இந்த விடயங்கள் நடந்திருக்காது. ஆனால், உளவுப்பிரிவும் இந்த விடயத்தில் அவதானம் செலுத்த தவறியுள்ளது``.மேலும்  இதில் கைதுசெய்யப்படுபவர்கள் மீது பிணை வழங்குவதில் இறுக்கமான நிலைப்பாட்டைக் கொண்டுள்ள “சிவில் மற்றும் அரசியல் உரிமைகளுக்கான சர்வதேச உடன்படிக்கை” (International Convention Civil and Political Rights) சட்டத்தின் கீழ், உயர் நீதிமன்றத்தில் A Grade வழக்கு தொடுப்பதற்கு நடவடிக்கை எடுக்குமாறு பிரதி பொலிஸ் மா அதிபருக்கு கூறியுள்ளதாக சட்டவாதம் புரிகின்றார்.

தாக்குதலுக்குள்ளான பள்ளிவாசல், வர்த்தக நிலையம் போன்றவை அரச செலவில் புனரமைக்கப்பட வேண்டும். அத்துடன் எரியூட்டப்பட்ட வாகனங்களுக்கும் நஷ்ட  ஈடு வழங்கப்படவேண்டும் என்று  அமைச்சரவையில் வலியுறுத்தினார்.

``இனவாதத்தை ஏற்படுத்தி, மக்களை குழப்பும் நோக்கில் சில குழுக்கள் வன்முறையில் இறங்கியிருப்பதானது மிகவும் கண்டிக்கத்தக்க விடயம். அண்மையில் வெளியான தேர்தல் முடிவுகளால் இந்த இனவாதக் குழுக்கள் உற்சாகமடைந்திருக்கலாம். இந்த நேரத்தில் எல்லா தலைமைகளும் ஒற்றுமையாக செயற்பட்டு தீர்வுகாண முன்வரவேண்டும். இப்பிரச்சினைக்கு நடவடிக்கை எடுப்பதாக அரசாங்கம் உத்தரவாதம் தந்துள்ளதால், முஸ்லிம் மக்கள் மிகவும் நிதானமாக நடந்துகொள்ள வேண்டும் என்றும் ரவூப் ஹக்கீம் வேண்டுகோள் விடுத்துள்ளார்.

மேலும் சில தீவிர சமரசவாதிகள், நாடு பிரிய வழி கோலும், முஸ்லிம்களை ஆயுதம் ஏந்தத் தள்ளும் என தமது எஜமானர்களுக்கு ஆலோசனை வழங்குகின்றனர்.

ஆக இவர்கள் விளக்கப்படி;  சில குழுக்கள் இனவாத வன்முறையில் இறங்கியிருப்பதும், பொலிசும் உளவுப் பிரிவும் தலையிடாமல் இருந்தமையுமே இப்பிரச்சனைக்கு காரணம். 1) சந்தேக நபர்கள் மீது A Grade வழக்கு தொடுப்பது, 2) அழிவுக்கு அரசு இழப்பீடு செய்வது
3)முஸ்லிம் மக்கள் மிகவும் நிதானமாக நடந்துகொள்வது, இவையே தீர்வாகும்.
இதன் மூலம் 1) ஒட்டுமொத்த நாட்டையும் அந்நிய நிதி மூலதனத்துக்கு விற்றுத் தொலைத்து 2) உலக மறுபங்கீட்டு யுத்தத்தில் அமெரிக்க இந்திய இராணுவக் காலனியாகும் நிர்ப்பந்தத்துக்கு உள்ளாகிவிட்ட 3) இன ஒடுக்குமுறையின் மீது கட்டப்பட்ட சிங்கள அரசு தனது இருப்பைத் தற்காத்துக் கொள்ள இன மத பூசல்களை தணியவிடாது, ஓயாது தூண்டிக் கொண்டே இருக்கும் என்கிற ஆதார உண்மையை மூடி மறைக்க முயல்கின்றனர்.
முஸ்லிம் துணை ஆளும் கும்பல்கள், வணிகத் தரகு வர்க்கம் என்கிற முறையில் ஆற்றுகின்ற வரலாற்றுப் -பிற்போக்கு எதிர்ப் புரட்சிப் - பாத்திரம் இதுவாகும்.

எவ்வாறு தமிழ்த்தரகு முதலாளிய வர்க்கம், `இனத்தோல் போர்த்து` தன் வர்க்க இயல்பை மூடி மறைக்க முயன்றதோ, அது போலவே முஸ்லிம் தரகு முதலாளிய வர்க்கமும் `மதத் தோல் போர்த்து` தன் வர்க்க இயல்பை மூடி மறைத்து வருகின்றது.

ஆனால் முரட்டுப் பிடிவாதமுள்ள வர்க்க முரண்பாடு-வரலாறு, இந்த போலித் தோல் போர்வைகளை சற்று முந்தியோ பிந்தியோ நீக்கி இவர்களின் சுய ரூபத்தை வெளிக்காட்டி விடுகின்றது, அல்லது வெளிக்காட்டியே தீரும்.

இவ்வாறுதான் தமிழ்த்தரகு முதலாளிய வர்க்கத்தின் `அதிகாரப் பகிர்வு சமஸ்டி இயக்கம்`, ஒரு முப்பது ஆண்டு காலத்தில் சாயம் வெளுத்துப் போனது.இதுவே முஸ்லிம் தரகு முதலாளிய வர்க்கத்துக்கும் நடந்தேறி வருகின்றது.
எனவே இது 1915 மற்றும், கறுப்பு ஒக்டோபர்1990*, களங்கங்களுக்கு பரிகாரமாக, இஸ்லாமியத் தமிழர்களோடு ஒன்றுபட கரம் நீட்டும் காலமாகும்.

இந்த ஒற்றுமைக்கு குழி பறிக்கும், குறுமினவாத,குறுமதவாத சக்திகளைத் தனிமைப்படுத்தி ஜனநாயக சக்திகளை ஒன்று திரட்டும் காலமாகும்.

சிங்களத்தின் இஸ்லாமியத் தமிழர்கள் மீதான தொடர் தாக்குதலை கண்டிப்போம்!

யுத்த மற்றும் பிற்கால அழிவுகளுக்கு நஸ்ட ஈடு கோருவோம்!

1983 ஜூலைக்கு முன்பிருந்த நிலைக்கு இஸ்லாமியத் தமிழர்களின் மீள் குடியேற்றத்தைக் கோருவோம்!

இஸ்லாமியத் தமிழர்கள் செறிந்து வாழும் பகுதிகளை நிர்வாக ரீதியாக ஒன்றிணைத்த பிரதேச சுயாட்சிக்காகப் போராடுவோம்!

  *கறுப்பு ஒக்ரோபர் 1990-தமிழீழ விடுதலைப் புலிகளின், வடமாகாண இஸ்லாமியத் தமிழர் கட்டாய வெளியேற்றம்-சமூக நீக்கம்.

முதலாவது கட்டாய வெளியேற்றம் சாவகச்சேரியில் இடம்பெற்றது. சுமார் 1,500 முஸ்லிம் மக்கள் வெளியேற்றப்பட்டனர். இதன் பின்னர் கிளிநொச்சி, மன்னார் என தமது பூர்வீக வாழ்விடங்களைவிட்டு பலவந்தமாக வெளியேற்றப்பட்டனர். யாழ்ப்பாணத்திலிருந்து 1990 அக்டோபர் 30 இல் வெளியேற்றப்பட்டனர்.  1981 மக்கள்தொகைக் கணக்கெடுப்பின் படி யாழ்ப்பாணத்தில் 14,844 முஸ்லிம் மக்கள் வசித்து வந்திருந்தனர். வட மாகாணத்தில் இருந்து 14,400 முசுலிம் குடும்பங்கள் (கிட்டத்தட்ட 72,000 பேர்) வெளியேற்றப்பட்டனர். இவர்களில் மன்னாரில் இருந்து 38,000 பேரும், யாழ்ப்பாணம், கிளிநொச்சியில் இருந்து 20,000 பேரும், வவுனியாவில் இருந்து 9,000 பேரும், முல்லைத்தீவில் 5,000 பேரும் அடங்குவர்.

இவர்களில் பலர் புத்தளம் மாவட்டத்திலும், ஏனைய பகுதிகளிலும் குடியமர்த்தப்பட்டனர்.

சம்பந்தன் அமெரிக்க காங்கிரஸ் உறுப்பினர் சந்திப்பு


எதிர்க்கட்சித் தலைவர் சம்பந்தனை சந்தித்த அமெரிக்க காங்கிரஸ் உறுப்பினர்கள்

இலங்கை வந்துள்ள அமெரிக்க காங்கிரஸ் உறுப்பினர் ஜேம்ஸ் சென்சென்ப்ரெக்னெர் மற்றும் அவரது தலைமை அதிகாரி மட் பைசென்ஸேனிஸ் ஆகியோர் எதிர்க்கட்சி தலைவரும் தமிழ் தேசிய கூட்டமைப்பின் தலைவருமான இரா. சம்பந்தனை இன்று பாராளுமன்றத்திலுள்ள எதிர்க்கட்சி தலைவரின் அலுவலகத்தில் சந்தித்து கலந்துரையாடினர்.

இச்சந்திப்பின்போது அண்மையில் இடம்பெற்ற உள்ளூராட்சி மன்ற தேர்தல்கள் தொடர்பிலும் அதன் பின்னர் உள்ள அரசியல் நிலைமை தொடர்பிலும் இரா. சம்பந்தன் எடுத்துரைத்தார். 

புதிய அரசியலமைப்பு உருவாக்கம் தொடர்பில் கருத்து தெரிவித்த இரா. சம்பந்தன், இந்த நடைமுறைகள் முன்னெடுக்கப்பட்டு சாதகமான முடிவினை எட்ட வேண்டும் என தெரிவித்த அதேவேளை, புதிய அரசியலமைப்பானது சர்வஜன வாக்கெடுப்பின் மூலம் மக்களின் ஆணையை பெற வேண்டியதன் அவசியத்தினையும் வலியுறுத்தினார்.

இலங்கையின் இணை அனுசரணையுடன் நிறைவேற்றப்பட்ட மனித உரிமை பேரவையின் தீர்மானம் தொடர்பில் கருத்து கூறிய இரா. சம்பந்தன், இந்த தீர்மானத்தினை இலங்கை அரசாங்கம் நிறைவேற்ற கடமைப்பட்டுள்ளதாக தெரிவித்தார்.

இந்த தீர்மானத்தினை நடைமுறைப்படுத்துவதில்  காணப்பட்ட தாமதங்களை சுட்டிக்காட்டிய இரா. சம்பந்தன், இலங்கை அரசாங்கம் சர்வதேசத்திற்கும் இலங்கை மக்களுக்கும் வழங்கிய வாக்குறுதிகளை நிறைவேற்றுவதனை சர்வதேச சமூகம் உறுதி செய்ய வேண்டும் எனவும் காங்கிரஸ் உறுப்பினரிடம் வேண்டுகோள் விடுத்தார்.

இச்சந்திப்பில் தமிழ் தேசிய கூட்டமைப்பின் பேச்சாளரும் யாழ் .மாவட்ட பாராளுமன்ற உறுப்பினருமான எம். ஏ. சுமந்திரனும் கலந்துகொண்டிருந்தமை குறிப்பிடத்தக்கது.

முன்னாள் ஜனாதிபதி மஹிந்த ராஜபக்ஷ இன்று (27)  அதிகாலை கட்டுநாயக்க விமானம் நிலையத்திலிருந்து இந்தியாவின் பெங்களூர் நோக்கி பயணமாகியுள்ளார்.

மஹிந்தவுடன், லொஹான் ரத்வத்த, செயலாளர் உதித லொக்கு பண்டார உள்ளிட்ட 6 பேர் சென்றுள்ளதாக தகவல்கள் தெரிவித்துள்ளன.

இதேவேளை, இன்று இரவு 10.30 மணியளவில் மஹிந்த ராஜபக்ஷ மீண்டும் நாடு திரும்பவுள்ளதாகவும் தெரிவிக்கப்படுகின்றது.

முன்னாள் போராளிகளின் மரணத்தில் வெளிவரும் உண்மைகள்-தீபச்செல்வன்


தமிழினி உட்பட முன்னாள் போராளிகளின் மரணத்தில் வெளிவரும் உண்மைகள்…. !

ன்னுமொரு மரணமாய் நிகழ்ந்திருக்கிறது விடுதலைப் புலிகள் இயக்க முன்னாள் போராளி சந்திரச்செல்வனின் மரணம்.

தேர்தல் பிரச்சாரத்தில் நாங்கள் அடிபட்டுக் கொண்டிருந்தோம்.
விடுதலைப் புலிகளின் பக்கம் உண்மையாய் யார் இருக்கின்றனர் என சண்டை போட்டுக்கொண்டிருந்தோம். இந்த சண்டை நடந்தபோதே இந்த வீரரின் மரணமும் சலனமின்றி நிகழ்ந்திருக்கிறது.

இப்போழுதெல்லாம் பத்திரிகைகளிலோ, இணையத்தளங்களிலோ முன்னாள் போராளிகள் மரணம் என்ற செய்தி வெறும் செய்தியாகிவிட்டது. ரெஸ்ட் இன் பாஸ்ட் என்றுவிட்டு கடந்து செல்கிறோம்.

இதே வீரர்கள் அன்று களத்தில் சண்டையிட்டு சந்தனப் பேழைகளில் கொண்டு செல்லப்பட்டபோது நிறையுவும் சிந்தித்தோம். நிறையவும் கவலைப்பட்டோம்.

இன்றும் அவர்கள் ஒரு களத்தில் வீழ்கின்றனர் என்ற நுண் அரசியலை புரிந்துகொள்ள மறுக்கிறோம். ஒரு மரணம் நடந்தால் அது பற்றி விசாரணை செய்யப்படும். திடீர் மரண விசாரணை அதிகாரி ஒருவரை இலங்கை அரசாங்கம் பிரதேசத்திற்கு பிரதேசம்
பணியமர்த்தியுள்ளது.

ஆனால் தொடர்ச்சியாக பல்வேறு விதமான நோய்கள் காரணமாகவும் மர்மமாகவும் முன்னாள் போராளிகள் இறக்கின்றனர்.

இந்தக் கூட்டு மரணங்கள் குறித்து ஆக்கபூர்வமான நடவடிக்கைகள் எவுதும் எடுக்கப்படவில்லை. எல்லாமே சாதாரண மரணங்கள்தான் என கடந்து செல்லும் அரச இயந்திரத்தை விடுவோம். நாம் என்ன செய்கிறோம்? இந்த மரணங்கள் எல்லாவற்றையும் வெறும்
மரணங்களாய் கடந்து செல்ல நிர்பந்திப்பது எவ்வளவு குரூரமானது.

ஈழத்தில் போர் முடிக்கப்பட்ட பின்னர் தடுப்பு முகாம்களில் அடைக்கப்பட்ட போராளிகள் இரண்டு, மூன்று, நான்கு ஆண்டுகளுக்குப் பின்னர் விடுவிக்கப்பட்டார்கள். தடுப்பு முகாம் என்பது புனர்வாழ்வு முகாம் என்ற பெயரில் அழைக்கப்பட்ட மாபெரும் வாதை முகாம் என்ற உண்மையை முதலில் புரிந்துகொள்ள வேண்டும்.

அங்கிருந்து வெளிவந்த பின்னர் சில போராளிகள் பல்வேறு நோய்களில் இறந்த சம்பவங்கள் ஈழத்தில் பெரும் அதிர்ச்சியை ஏற்படுத்தியது. இலங்கையில் ஆட்சி மாற்றம் ஏற்பட்ட பின்னர் மைத்திரிபால சிறிசேன தலைமையிலான புதிய அரசு நல்லிணக்க பொறிமுறைக்கான செயலணி என்ற பெயரில் ஒரு அமைப்பை உருவாக்கியது.

இலங்கை அரசு சர்வதேச அழுத்தங்களை எதிர்கொள்ளும் நிலையில் அதனைக் குறைக்கும் முகமாக இந்த செயலணி, வடகிழக்கு ஈழ மக்களிடையே அமர்வுகளை நடத்தி நல்லிணக்கத்திற்கான ஆலோசனைகளை கோருவதாக கூறியது.

இந்த நிலையில் குறித்த செயலணியின் கருத்தறியும் அமர்வில் ஒரு முன்னாள் போராளி ஒருவர் வழங்கிய சாட்சியமே இலங்கை அரசை மற்றுமொரு இன அழிப்பு குற்றத்தில் தள்ளியது.

தமக்கு தடுப்பில் வைத்து ஊசிகள் ஏற்பட்டதாகவும் அவை தமது உடல் வலுவை பாதிக்கும் விச ஊசிகளாக இருக்கலாம் என்று தாம் அஞ்சுவதாகவும் அதன் பின்னர் உடலில் மாற்றங்களை உணர்ந்ததாகவும் அந்த முன்னாள் போராளி குறிப்பிட்டார்.

அப் போராளியின் சாட்சியம்

“கிரேசிமா நாகசாயி வரலாற்றை எடுத்துக்கொண்டால் கூட கண்டிப்பா இன்றைக்கும் அமெரிக்காவிற்கு இழுக்குத்தான். எங்கண்ட விரலை வெட்டிப்போட்டு `தம்பி தெரியாம வெட்டீட்டன் நான் அம்பு வில்லு தாறன் உன்னை பாதுகாக்க`, என கூறுவது போலத்தான் அரசின் செயற்பாடுகள் இருக்கின்றன. விடுதலைப் புலிகள் இவ்வாறான வேலையைச் செய்யவில்லை.
யுத்த தர்மம் என்று ஒன்று உள்ளது. ஸ்ரீலங்கா அரசாங்க இராணுவத்திற்கு யுத்த தர்மத்தைப் பற்றி கடைசிவரை போதிக்க வேண்டும். சரணடையப்போறவங்களைச் சுடுவது நியாமமில்லை. ஏனெனில் அவர்கள் நிராயுதபாணிகள். நான் ஒரு முன்னை நாள் போராளி. தடுப்பால வந்த பிறகு நாங்கள் யுத்தங்களை விட்டு ஒதுங்கி இருக்கிறம்.
சொன்னாலும் சொல்லாட்டாலும் உவங்கள் எங்களிற்கு இரசாயன உணவுகளைத் தந்திருக்கிறாங்கள் என்பது எங்களிற்கு விளங்குகின்றது. நான் முன்பு 100 கிலோ தூக்கி எத்தினயோ கிலோமீற்றர் ஓடுற எனக்கு ஒரு பொருளைக்கூட தூக்க முடியவில்லை. கண் பார்வை குறைகின்றது. எங்களிற்கு ஏதோ நடந்திருக்கிறது என்பது மட்டும் விளங்குகின்றது. ஏன் தடுப்பு மருந்து முழுப்பேருக்கும் ஏற்றினவங்கள்.ஊசியைக் கொண்டுவந்து போடுவாங்கள். என்ன தடுப்பிற்காக ஏற்றினார்கள் என்று எமக்குத் தெரியாது. ஊசி ஏற்றிய அன்று மாலையே ஒரு போராளி இறந்துவிட்டார். அங்கு என்ன என்ன நடந்தது என்று எங்களிற்கு மட்டும்தான் தெரியும்.
 நாங்கள் தலைவரின் உப்பைச் சாப்பிட்டு வளர்ந்தவர்கள்.
கருணா மாறினாலும் நாங்கள் மாறவில்லை. 12 ஆயிரம் போராளிகளிற்கும் நீங்கள் மறுவாழ்வு அளித்தீர்கள் என்றால்தான் இந்தப் போராட்டம் திரும்ப துளிர்க்காது ”

குறிப்பாக தமிழீழ விடுதலைப் புலிகள் அமைப்பின் அரசியல் துறையில் மகளிர் பொறுப்பாளராக இருந்த தமிழினி 2013இல் விடுவிக்கப்பட்ட நிலையில் இரண்டு ஆண்டுகளின் பின்னர் புற்றுநோயில் இறந்தார். அவரது மரணம் இடம்பெற்ற நாட்களில் புதுக்குடியிருப்பை சேர்ந்த மற்றுமொரு முன்னாள் போராளி திடீரென மயக்கமுற்ற நிலையில் இறந்தார்.

அத்துடன் அதற்கு முன்னரும் பின்னரும் சில முன்னாள் போராளிகள் மரணமடைந்தமையும் தற்கொலை செய்து கொண்ட சம்பவங்களும் இடம்பெற்றன.

தமிழினி அவர்களின் மரணம் இடம்பெற்றுச் சில நாட்களில் கிளிநொச்சியில் கௌரி என்ற முன்னாள் போராளி புற்றுநோயில் இறந்தார்.

இவ்வாறு முன்னாள் போராளிகள் புற்றுநோயினாலும் வேறு பல மரணங்களாலும் இறந்த செய்திகள் ஏனைய முன்னாள் போராளிகளின் மத்தியிலும் ஈழ மக்களிடத்திலும் பெரும் சந்தேகங்களை ஏற்படுத்தின.

தமிழினி விடுதலைப் புலிகளின் காலத்தில் ஓய்வற்று பணியாற்றியமையால்தான் புற்றுநோய் வந்து இறந்தார் என்று அவரது கணவர் வாதிட்டதுடன் இவ்வாறான சந்தேகங்கள் அரசியல் பிழைப்புக்கானவை என்று கூறியிருந்தார்.

ஈழ மக்களின் உரிமைக்காக ஆயுதம் ஏந்திப் போராடிய போராளிகளின் தொடர் மரணங்கள் மக்களை சந்தேகத்திற்குள்ளாக்குவது இயல்பானது. அதனை மருத்துவ ரீதியாக நிரூபிப்பது மருத்துவதுறை சார்ந்தவர்களின் வேலை.

இந்த நிலையில் முல்லைத்தீவு மாந்தை கிழக்கு பாண்டியன் குளத்தை சேர்ந்த சோமசுந்தரம் டிகுணதாசன் என்ற முன்னாள் போராளியும் நோய்வாய்ப்பட்டு இறந்தார். அவரது நோய் குறித்தும் மர்மம் காணப்பட்டதாக அவரது நண்பர்கள் கூறினார்கள்.

வவுனியா நெடுங்கேணி குழவிசுட்டான் பகுதியில் வசித்து வந்த இரண்டு பிள்ளைகளின் தந்தையரான முன்னாள் போராளி ஆசீர்வாதம் ஸ்ரிபன் (வயது 36), சாவடைந்தார். புளியங்குளம் சந்தியில் பேருந்து தரிப்பிடத்தில் பேருந்துக்காக காத்திருந்த போது, திடீரென

மயக்கமடைந்து கீழே அவர் புளியங்குளம் பிரதேச வைத்தியசாலையில் அனுமதிக்கப்பட்டு பின்னர், மேலதிக சிகிச்சைகளுக்காக வவுனியா பொது வைத்தியசாலைக்கு எடுத்து செல்லும் வழியில் இவர் உயிரிழந்தார்.

யாழ்ப்பாணம் சாவகச்சேரியை சேர்ந்த இனியன் என்ற முன்னாள் போராளி (2.01.2017) தூக்கில் தொங்கிய நிலையில் சடலமாக மீட்கப்பட்டார். 34வயதான ரிசிகரன் என்ற இயற்பெயரை உடைய இவர் ஐந்து பிள்ளைகளின் தந்தை.

கடன் பிரச்சினையால் இவர் தற்கொலை செய்து கொண்டார் என இவரது மனைவி கூறினார். அத்துடன் முல்லைத்தீவு, வற்றாப்பளை பகுதியை சேர்ந்த புனர்வாழ்வளிக்கப்பட்டு விடுதலையான முன்னாள் போராளி இராசதுரை திக்சன் (வயது 26) ( 2016-12-11) சுகவீனம்

காரணமாக திருகோணமலை குச்சவெளி வைத்தியசாலையில் அனுமதிக்கப்பட்டு சிகிச்சை பெற்றுவந்த நிலையில் உயிரிழந்தார்.

விடுதலைப்புலிகளின் அரசியல்துறை கோட்டப் பொறுப்பாளராக இருந்த முன்னாள் போராளி வவுனியா மாமடு- சேனைப்பிலவைச் சேர்ந்த பிறையாளன் என்று அழைக்கப்படும் 42 வயதுடைய இரத்தினசிங்கம் ஆனந்தராசா காய்ச்சல் காரணமாக உயிரிழந்துள்ளார்.

முல்லைத்தீவு – மாஞ்சோலை வைத்தியசாலையில் அனுமதிக்கப்பட்ட இவர் திடீரென வலிப்பு ஏற்பட்டதன் காரணமாக சாவடைந்தார். இறுதி யுத்தத்தினால் விழுப்புண்ணடைந்து சிகிச்சை பெற்றுவந்த முன்னாள் போராளி செல்வம் என்றழைக்கப்படும் மயிலன் மோகன் 10.12.2015 அன்று சிகிச்சை பலனின்றி மரணம் அடைந்தார். இறுதி யுத்தத்தில் மிக மோசமாகப்பாதிக்கப்பட்டு விழுப்புண்ணடைந்து சிகிச்சை பெற்று வந்த நிலையில் மேலதிக சிகிச்சைக்காக கொழும்பு வைத்தியசாலையில் அனுமதிக்கப்பட்ட நிலையில் சாவடைந்தார்.

தமிழீழ விடுதலைப்புலிகள் இயக்கத்தின் மாலதிபடையணியின் முன்னாள்போராளியும், மணலாறு கட்டளைத் தளபதியாக இருந்த குமரன் என்பவரின் துணைவி சந்தியா எனப்படும் முன்னாள் போராளியே தாய்லாந்தில் அக்டோபர் முதல்வாரம், 2017 சாவடைந்தார். இவர் விடுதலைப் புலிகளின் மாலதி படையணியில் இணைந்து தாயகவிடுதலைக்காக போராடியவர். சிறந்த படைப்பாளியாகவும் விளங்கியவர்.

காய்ச்சல் காரணமாக யாழ்.போதனா வைத்தியசாலையில் அனுமதிக்கப்பட்டிருந்த யாழ். குரும்பசிட்டிப் பகுதியைச் சேர்ந்த முன்னாள் போராளி இராசரத்தினம் ஸ்ரீபவன் (வயது – 40) ஜீலை 31,2017 அன்று உயிரிழந்துள்ளார். காய்ச்சல் காரணமாக தெல்லிப்பழை ஆதார வைத்தியசாலையில் அனுமதிக்கப்பட்ட இவர் மேலதிக சிகிச்சைகளுக்காக யாழ்.போதனா வைத்தியசாலைக்கு மாற்றப்பட்டார்.

இந்த நிலையில் உடல் நிலை மோசமடைந்து அவசர சிகிச்சைப் பிரிவில் அனுமதிக்கப்பட்டு தீவிர சிகிச்சை அளித்தபோதும் பலனின்றி உயிரிழந்துள்ளார். இறக்கும் முன்னர் அவரது சிறுநீரகங்கள் செயலிழந்துள்ளமை கண்டறியப்பட்டது.

பனிக்கநீராவி புளியங்குளம் பகுதியை சேர்ந்த ஐந்து பிள்ளைகளின் தந்தையான முன்னாள் போராளி அமலதாஸ் (வயது46) நவம்பர் 3, 2016 அன்று திடீரென மரணித்துள்ளார்.

உறவினர்களுடன் வெளியில் சென்று விட்டு வீட்டிற்கு வந்து ஓய்வு எடுப்பதற்காக படுக்கைக்காக சென்ற வேளை திடீரென மயக்கமுற்று கீழே விழுந்து மரணமடைந்துள்ளார்.

இவர் மயக்கத்துடன் தான் இருக்கின்றார் என நினைத்து புளியங்குளம் வைத்தியசாலைக்கு கொண்டு சென்ற போதே மரணமடைந்தமை தெரியவந்தது. 2011ஆம் ஆண்டு ஏப்ரல் மாதம் 23ஆம் திகதி விடுதலை செய்யப்பட்ட இவரது மரணம் தமக்கு சந்தேகத்தை ஏற்படுத்தியுள்ளதாக இவரது மனைவி பகிரங்கமாக குற்றம்சாட்டினார்.

தமிழீழ விடுதலைப் புலிகளின் புலனாய்வுத்துறைப் பொறுப்பாளராக இருந்த பொட்டம்மானின் சாரதி முன்னாள் போராளி ராகுலன் என்றழைக்கப்படும் சசிகுமார் ஜூலை 15, 2016 திடீர் மரணம் அடைந்தார். அத்துடன் திருகோணமலை மாவட்டம் புலத்தினைச் சேர்ந்த மொராவகன் புலம் கிராமத்தைச் சேர்ந்த முன்னாள் போராளி பேரின்பராசா தனபாலசிங்கம் (40) என்ற 4 பிள்ளைகளின் தந்தையான முன்னாள் போராளி ஓகஸ்ட் 2, 2016 அன்று அனுராதபுரம் வைத்தியசாலையில் மரணமடைந்துள்ளார். விபத்தினால் பாதிக்கப்பட்ட இவருக்கு தலையில் விறைப்புத் தன்மை காணப்பட்டுள்ளது.

1990ஆம் ஆண்டு தமிழீழ விடுதலைப் புலிகள் இயக்கத்தில் இணைந்து விடுதலைக்காக போராடி கடந்த 2013ஆம் ஆண்டு புனர்வாழ்வின்பின் தனபாலசிங்கம் விடுதலையானார்.

போராளிகளின் சமூக இன பற்றை அழிக்கும் உளவியல் போர் ஒன்றே புனர்வாழ்வு என்ற தடுப்பு – வாதை முகாமின் நோக்கமாகும். அத்துடன் வதைமுகாமின் அறிவிப்பு, முள்வேலி, படைகளின் அணுகுமுறை, வழங்கப்படும் உணவு, தங்கியிருந்த அறைகள், பிரிக்கப்பட்ட முறைகள் எனப் பலவும் நூதனமாக அக வாதைகள் சார்ந்தது என்பதை வெற்றிச் செல்வி தன்னுடைய ஆறிப்போன காயங்களின் வலி (பம்பைமடு வதை முகாம் தொடர்பான பதிவு) புத்தகத்தில் பதிவு செய்துள்ளார்.

திருகோணமலையில் சிங்கள அரசின் பாரிய இன அழிப்பு வதைமுகாங்கள் இருந்த விவகாரமமும் கண்டுபிடிக்கப்பட்டுள்ளது. அங்கு பல முன்னாள் போராளிகளும் ஈழ மக்களும் படுகொலை செய்யப்பட்டுள்ளதாக கூறப்படுகிறது. அதனை ஐக்கிய நாடுகள் சபை அதிகாரிகளும் வந்து பார்வையிட்டுள்ளார்கள்.

புனர்வாழ்வில் இருந்தபோது தமக்கு புரயிலர் கோழிகளே அதிகமும் – பெரும்பாலான நாட்கள் தமக்கு வழங்கப்பட்டதாக முன்னாள் போராளி ஒருவர் சொன்னார். தடுப்பில் இருந்தபோது வழங்கப்பட்ட அப்பிள், ஒரேஞ்சுப் பழங்களை சாப்பிட வேண்டாம் என்று வெளியில் இருந்த சில மருத்துவர்கள் கூறியதாக இன்னுமொரு முன்னாள் போராளி சொல்லியிருந்தார்.

ஆனால் தடுப்பில் இருந்த நிலையில் இருந்த விரக்தி, அழுத்தம் காரணமாக இதை குறித்தெல்லாம் யோசிக்கும் நிலையில் தாம் இருக்கவில்லை என்று முன்னாள் போராளிகள் குறிப்பிடுகிறார்கள். இறுதிப் போரின் பின்னர், வதை முகாங்களிலிருந்து வெளியேறி
வெளிநாடுகளில் வாழும் முன்னாள் போராளிகள் பலரும் பல உடல் நோய்களுக்கு ஆளாகியிருப்பதாக கூறப்படுகிறது.

முன்னாள் போராளிகள் மருத்துவ பரிசோதனைக்கு உட்படுத்தப்பட வேண்டும் என்று வடக்கு மாகாண சபையில் ஏக மனதாக தீர்மானம் நிறைவேற்றப்பட்டது.

வடக்கு மாகாண சுகாதார அமைச்சு முன்னாள் போராளிகள் மருத்து ஆய்வுக்கு பெயர்களை பதிவு செய்யுமாறு கோரியது. பல முன்னாள் போராளிகள் தமது உடலை ஆய்வு செய்ய பெயர்களை பதிவு செய்துள்ளனர்.

மனம் தளராமல் அனைத்து முன்னாள் போராளிகளும் இந்த ஆய்வுக்கு முன்வரவேண்டும் என்றும் வடக்கு சுகாதார அமைச்சு கூறியது. அத்துடன் உயிரிழந்த முன்னாள் போராளிகளின் விபரங்களும் மருத்துவம் பெற்றவர்களின் விபரங்களையும் வடக்கு அரசு திரட்டியது.

எனினும் கரிசனை பூர்வமாக வடக்கு மாகாண அரசு இதில் ஈடுபடவில்லை. இன்னமும் போராளிகளின் மரணங்கள் நீடிப்பதற்கான காரணத்தை கண்டறியவில்லை.

சாதாரணமாகவே முன்னாள் போராளிகள் தம்மை அழித்துக்கொள்ளும் ஒரு சூழலுக்குள்தான் வாழ அனுமதிக்கப்பட்டுள்ளனர்.

அரசியல் தோல்விகள், நீதியற்ற நடவடிக்கைகள், சமூக நெருக்கடிகள் என்பன அவர்களை பெரும் அழுத்தத்திற்குள் தள்ளுகின்றன.

பெருமளவான முன்னாள் போராளிகளின் தற்கொலை மரணங்கள் இதன்பாற்பட்டே நிகழ்ந்துள்ளன. இதற்கான பொறுப்பை வெறுமனே சிங்கள அரசிடம் மாத்திரம் தள்ளிவிட முடியாது.

முன்னாள் போராளிகளுக்கு அவர்களின் கல்வி அறிவுக்கு ஏற்ப அரச தொழில் வசதிகளை ஏற்படுத்திக் கொடுக்கவும் வாழ்வாதாரக் கட்டமைப்பை ஏற்படுத்திக் கொடுப்பதிலும் வடக்கு கிழக்கு மாகாண சபைகள் முனைந்திருக்க வேண்டும்.

வேலையின்மை, இராணுவ நெருக்கடி, உடல் நோய்கள் என மன அழுத்தங்களின் மத்தியில் வாழ்ந்த முன்னாள் போராளிகளையும் எதனையும் அறியாமல், உணராமல் வாழ்ந்த முன்னாள் போராளிகளையும் அவர்களின் குடும்பங்களையும் விச ஊசி குறித்த செய்திகள், மேலும் அழுத்தத்திற்கு உள்ளாக்கியுள்ளன.

வவுனியாவில் நடந்த சிறிலங்கா அரசின் கருத்தமர்வில் முன்னாள் போராளி ஒருவர் சாட்சியம் அளிக்கையில் இந்தச் செய்தி தம்மை மீண்டும் பெரும் உளவியல் தாக்கத்திற்கு உட்படுத்தியிருப்பதாக கூறினார்.

தானும் உடல் ரீதியாக மாற்றங்களை உணர்வதாகவும் ஆனால் இந்த செய்திகளால் மேலும் பாதிக்கப்பட்டு தமது வாழ்வும் குடும்பமும் இன்னும் பாதிக்கலாம் என்றும் இருக்கும்வரை எதையும் அறியாமல் இருப்போம் என்றும் அவர் கூறினார்.

மதுப்பழக்கம், புகைத்தல் பழக்கம் இல்லாத முன்னாள் போராளிகளுக்கு எவ்வாறு புற்றுநோய் ஏற்பட முடியும் என்று இலங்கை பராளுமன்றத்தில் வன்னி மாவட்ட பாராளுமன்ற உறுப்பினர் சிவக்தி ஆனந்தன் கேள்வி எழுப்பினார்.

இதுவரையில் 107 போராளிகள் இறந்துள்ளதாகவும் அவர்கள் பல்வேறு நோய்களுக்கு ஆளாகியுள்ளதாகவும் இது தொடர்பில் சர்வதேச கண்காணிப்புடன் மருத்துவ பரிசோதனை இடம்பெறவேண்டும் என்றும் அவர் இலங்கை பாராளுமன்றத்தில் வலியுறுத்தினார்.

விச ஊசி போட்டவர்கள் தொடர்பில் விசாரணை செய்து குற்றவாளிகளை தண்டிக்க வேண்டும் என்று மக்கள் விடுதலை முன்னணியின் முன்னாள் பாராளுமன்ற உறுப்பினரும் முன்னாள் பிரதி தவிசாளருமான இராமலிங்கம் சந்திரசேகரன் தெரிவித்திருந்தார்.

முன்னாள் போராளிகளுக்கு விச ஊசி ஏற்றப்பட்டமை தொடர்பில் உடனடி விசாரணைக்கு ஜனாதிபதியை கோருவேன் என்று அமைச்சர் சுவாமிநாதன் கூறியிருந்தார். ஆனால் இலங்கை அரசாங்கம் ஆய்வுகள், பரிசோதனைகள் எதுவும் இடம்பெறாமலே இராணுவ ரீதியான நம்பிக்கை மற்றும் பௌத்த மத ரீதியான நம்பிக்கையின்பால் பேசுவதாக தோரணை செய்துகொண்டு மறுப்பு வெளியிட்டது.

முன்னாள் போராளிகளுக்கு விச ஊசி ஏற்ற வேண்டிய தேவை இல்லை என்று இலங்கை அரசு கூறியுள்ளது. தமது புனர்வாழ்வு நடவடிக்கையை சர்வதேசம் வந்து பார்வையிட்டதாகவும் பாதுகாப்பு ராஜாங்க அமைச்சர் ருவான் விஜேவர்த்தன கூறினார்.

இலங்கை அரசு, தான் இழைத்த குற்றங்களை எப்போது ஒப்புக்கொண்டது? முள்ளிவாய்க்காலின் இறுதிநாட்களில் சிறிலங்கா அரச படைகள் இழைத்த இனப்படுகொலைக் குற்றங்களை – சாட்சியங்களை – ஆதாரங்களை பார்த்தவர்களுக்கு சிறிலங்கா அரசு பூச் சுற்ற முடியாது. சிங்கள அரசு எதனையும் செய்யும்.தமிழ் இனத்தையும் ஈழப் போராளிகளையும் அழிக்க சிங்கள அரசு எதனையும் செய்யும் என்பதே கடந்த கால வரலாறு.

‘இந்த குற்றச்சாட்டை முழுமையாக இலங்கை இராணுவம் மறுக்கிறது, நிராகரிக்கிறது என்றும் இலங்கையானது பௌத்தத்தை பிரதானமாகவும் ஏனைய மதங்களை முக்கியமானதாகவும் மதிக்கின்ற, பின்பற்றுகின்ற ஒருநாடு என்றும் எமது இராணுவம் ஒரு மிருகத்திற்குக்கூட விஷத்தைக் கொடுத்ததில்லை இராணுவப் பேச்சாளர் பிரிகேடியர் ஜெயநாத் ஜெயவீர கூறினார். இவ்வாறு இவர் கூறினாலும் ஈழ இறுதிப் போரில் கொத்துக் குண்டுகளை போர் தவிர்ப்பு வலயங்கள்மீது சிங்கள இராணுவம் வீசியதையும் நஞ்சுக் குண்டுகள் அடித்து மக்களையும் போராளிகளையும் பரிதாபகரமாக இனப்படுகொலை செய்ததையும் உலகமே அறியும்.

புற்றுநோயை திட்டமிட்டு உருவாக்க முடியும் என்றும் இதன் அண்மைய உதாரணம் அலக்ஸ்சாண்டர் லிற்வினஸ்கோ (Alexander Litvinenko) ரஸ்யா உளவுத்துறையின் சிறப்பு நடவடிக்கைப் பிரிவின் அதிகாரிகளினால் திட்டமிட்டு உருவாக்கப்பட்ட புற்றுநோயினால்

போரில் ஈழத் தமிழர்களை பல்வேறு வழிமுறைகளில் இலங்கை அரசு கொன்றது. உணவை தடுத்து, மருந்துகளை தடை செய்து, போர் தவிர்ப்பு வலயங்கள்மீது அனல் தாக்குதல்களை நடத்தி, குழந்தைகள், பெண்கள், முதியவர்கள் என்று அனைவரும் கொன்று
வீசப்பட்டனர்.

வெள்ளைக் கொடியுடன் சரணடைந்தவர்களை சுட்டுக்கொன்ற நிகழ்வுகள் இடம்பெற்றன. சரணடைந்த போராளிகளை நிர்வாணமாக்கி தரையில் இருத்தி பின் பக்கமாக சுட்டுக்கொன்றதும் பெண் போராளிகளை பாலியல் வன்கொடுமை புரிந்து கொன்றதும் நடைபெற்றது. போரின் பின்னர் வடகிழக்கில் திட்டமிட்டு இன விருத்தியை தடுக்க கருத்தடைகள் இடம்பெற்றமையும் அம்பலமானவை.

இலங்கை அரசு ஈழ தமிழ் இனத்தை அழிக்க எதை வேண்டுமானாலும் செய்யும் என்பதையே கடந்தகால வரலாறு உணர்த்துகிறது. நடந்து முடிந்த இனப்படுகொலை குறித்து மாத்திரமின்றி தற்போது மர்மமாக தொடரும் முன்னாள் போராளிகள் குறித்தும் நீதியான சர்வதேச விசாரணை ஒன்றே அவசியமானது.

வரலாறு முழுவதும் தமிழ் இனம் அழிக்கப்பட்டமைக்கான காரணங்களை கண்டறிவதும் அவர்களின் நிலம் இன்ன பிற உரிமைகள் மறுக்கப்பட்டமைக்கான காரணங்களுக்கு மாத்திரமின்றி இனப்படுகொலைப் போரின் பாதிப்பால் தொடரும் இன அழிப்பு மரணங்களையும் குறித்தும் உண்மையை கண்டறிதலுக்காக சர்வதேச விசாரணை ஒன்றை வலியுறுத்தும் தமிழரின் போராட்டம் வலுவாக முன்னெடுக்கப்படவேண்டும்.

India-Iran Ties: More Challenges Than Opportunities
The visit by Iran’s president to New Delhi has come at a tricky time in the bilateral relationship.

Iran’s President Hassan Rouhani has this week been repaying the trip Prime Minister Narendra Modi took to Tehran in 2016 with a visit to India. Rouhani’s arrival in New Delhi represented a continuation of India’s robust outreach to West Asia, and interestingly comes on the heels of the Modi government’s much-celebrated engagement with one of Iran’s biggest enemies in the region, Israel.

In fact, Rouhani’s trip comes at a time when Israel has marked the presence and advances of Tehran-backed Shiite militias on its borders with Syria and commenced a military campaign against them. Last week, Syrian SAM systems shot down an Israeli F-16 conducting a strike against these Shiite militias. Analysts have highlighted this front as one of the region’s most dangerous fault lines. Yet India’s relations with Iran have remained generally stable in recent years, notwithstanding hiccups during the period of peak sanctions against Tehran by the U.S. administration of Barack Obama and the current narrative created by President Donald Trump’s ad-hoc foreign policy.

The Iranian president’s visit comes at a precarious time in its domestic politics. The recent protests against a flailing economy that was promised rejuvenation as part of the nuclear deal with the P5+1 group of countries has drawn global attention. These protests also represented a stand against the Iranian government’s conservatism, as women took on laws requiring them to wear a veil. Rouhani, an elected moderate, has his own domestic battles to fight against the conservatives, while dealing with the economic downturn, saving the nuclear deal from the Trump administration, and facing a renewed risk of international isolation via sanctions, all the while having little control over his country’s involvement in the Syrian civil war. These challenges also put India’s relations with Tehran on the spot, with planned investments, specifically the Chabahar port, potentially immobilized if the Trump administration orchestrates extra sanctions and pulls out of the nuclear agreement, or worse. After all, recent reports in the Indian media have suggested that Washington asked for Toyota Motors in the U.S. to issue an apology merely for selling one car to the Iranian embassy in New Delhi.

India has been caught up in the U.S.-Iran nuclear imbroglio before. During the Obama administration, New Delhi struggled to purchase oil from Iran, with the latter dropping out of its position among the top three oil providers to eighth, as New Delhi’s payment system to Tehran via a bank in Turkey was shut down by Washington. A brief relief was organized for a few weeks during which India was able to transfer funds to Iran, but immense pressure from the U.S. forced India to ward off Iranian requests to allow bank branches to open in New Delhi to facilitate transactions. India has also followed the U.S. line at the UN, voting against Iran at the IAEA and cutting energy trade significantly in recent years. While things seemed to have taken a turn towards the better with Iran after the nuclear deal, reservations about the future course of the Trump administration could stall Indian plans.

During the P5+1 negotiations, many Western nations had camped out in Tehran to grab first mover advantage once sanctions eased and the market became accessible. India lacked this foresight (no Indian energy company was present in Tehran) and floundered over its investment in the Farzad B field, exclusively assigned to India by Iran. Committing money at various stages without delivering, in its financial squeeze, Iran threatened to remove the exclusivity of the field and open it up to international bidding.

India and Iran relations are transactional, notwithstanding the Chabahar deal and the narrative of the two regions having civilizational ties. In fact, the “civilizational” argument may be all that remains, absent corrective measures. While India has used its presence in Iran well to operate trade into Afghanistan, giving Kabul a much needed alternative to Pakistan and bolstering India’s position in that war-torn country, today there are more problems between Iran and India than just troubled agreements. For example, the issue of alleged Indian spy Kulbhushan Jadhav currently on death row in Pakistan being kidnapped from Iran is not just an India-Pakistan matter. Beyond this, revelations of Iranian access to Al Qaeda and giving home to Osama Bin Laden’s family after he was killed in the Abbottabad raid in Pakistan raises some uncomfortable questions for Iran in the global narrative on terrorism. For India, it is imperative that it does not constantly approach Iran in the context of its own issues with Pakistan. While the Afghanistan angle has worked for India, Iran is a geographical neighbor of Pakistan, and will have a completely different approach to its relations with Islamabad.

Diplomacy with Iran itself is an art of its own. Much of Tehran’s approach to international diplomacy is based on survivability. Sanctions, economic blockades, covert wars, and a race for regional supremacy more often makes Iran a difficult partner, civilizational ties or not.

The challenges for India and Iran are not just economic, but political as well. In June last year, Iran’s Supreme Leader Ayatollah Khamenei brought up the issue of Kashmir for the first time in seven years in an address on the occasion of Eid-ul-Fitr, including Kashmiris along with Muslims in Yemen and Bahrain as among those being oppressed by tyranny. The reasons behind the timing of this event could be many, from India’s growing closeness with both Israel and Saudi Arabia to the Ayatollah offering a narrative for a domestic audience.

Still, it is in India’s interest to support Rouhani’s governance in Iran. His moderate credentials and democratic approach to the limits of what is possible within Iranian political systems is important to both regional and global stability. The P5+1 nuclear agreement would have not been fathomable under the government of conservatives such as former President Mahmoud Ahmadinejad, whose confrontational approach on the slightest of disagreements often saw New Delhi avoid Iran on many issues of bilateral interest, particularly after a few uncalled for incidents over pending topics such as Farzad B, including the unannounced arrival of teams from Tehran to deliver ultimatums.

Rouhani’s New Delhi visit, despite all the baggage, is a good opportunity for both countries to iron out their differences, make significant strides on long-pending economic topics, and discuss the regional dynamics of a destabilized West Asia. This visit should focus on deliverables, an aspect of India-Iran ties that has lost momentum amid much small talk masquerading as deepening relations between the two states.

Misplaced rhetoric at the highest level shoots down 'Yahapalanaya'

As the Good Governance (Yahapalanaya) of President Maithipala Srisena and Ranil Wickremasinghe has lost the confidence of the people of this country.
* Tamils have rejected   Rajapaksa and also majority of the Muslims in the country too have ignored him -again.
*  It became clear that the majority of this councils under ITAK control are hung councils and it would not be possible to form the rule without the support of Douglas Devananda’s EPDP or with Gajendraumar’s All Ceylon Tamil Congress.
 As far as Tamil areas are concerned people demand for a change in the leadership.

At last, the long awaited local government election in the country is over and by a political quirk of fate, the former President Mahinda Rajapaksa has suddenly returned to the national limelight by winning most of the local bodies as well as councilors.

Though this election is meant for electing local leadership for local bodies, without taking this main factor into consideration, the former President has called for dissolving the Parliament and to hold fresh elections as the Good Governance (Yahapalanaya) of President Maithipala Srisena and Ranil Wickremasinghe has lost the confidence of the people of this country.

Mahinda Rajapaksa is fully aware that the results do not reflect the mood of the people towards the dissolution of Parliament, yet he has brazenly politicalized Sri Lanka Podujana Perumuna (SLPP)’s victory and succeeded in confusing the people.

10,576,862 people were eligible to cast their vote at this election, and 57,252 candidates contested for a total number of 8,356 members for 340 local government bodies.

According to the latest results, SLPP led Mahinda Rajapaksa has secured 4941952 votes which is 44.65 % of the total and won the control of 225 local bodies out of 340 local government bodies. They include municipal councils, urban councils and pradeshiya sabhas-40 Urban Councils, 24 Municipal Councils and 276 Pradeshiya Sabhas.

Mahinda Rajapaksa also campaigned in the North, but has failed to secure any sympathy from the Northerners. As usual, the Tamils have rejected him and also majority of the Muslims in the country too have ignored him -again.

The Elections Commission did not release a final tally of the results but in-house calculations showed that the UNP won 37 LG bodies and the Illankai Tamil Arasu Kachchi (ITAK) bagged 28 Local Government bodies. The SLFP secured only seven Local Government bodies.

Also SLPP a newly formed political party, and its candidates contested for the very first time and were in the fray in the Local elections , contesting in the ‘Lotus bud’ symbol and more than 3369 candidates won the local government councilor seats, out of the available 8,356 councilors-doing far better than the “Good Governance” (Yahapalanaya) led by President Maithripala Srisena and Prime Minister Ranil Wickremasinghe.

It is rightly alleged that the rhetoric of President Maithripala Srisena cost him his election victory as well as that of the United National Party.
Mahinda Rajapaksa also campaigned in the North, but has failed to secure any sympathy from the Northerners. As usual, the Tamils have rejected him and also majority of the Muslims in the country too have ignored him -again.
Someone might have advised him to be harsh on UNP and brand everyone in the Party as ‘culprits’, involved in the ‘Bond Scam.’

But what he failed to understand was that he too was part and parcel of the scam-as he was the authority who appointed Ranil Wickremasinghe as the Prime Minister, soon after he won the Presidential elections in January 2015. Furthermore, until such time the report of the scam was released Maithripala Srisena was the President and Head of State and even today he is the President and Head of State.

Mahinda Rajapaksa is fully aware that the results do not reflect the mood of the people towards the dissolution of Parliament, yet he has brazenly politicalized Sri Lanka Podujana Perumuna (SLPP)’s victory and succeeded in confusing the people.

When the magnitude of the scam was exposed, he as President and Head of State did not come forward to take moral responsibility the loss of state fund and resign his position as the situation warranted.

Instead he took up the position as the modern ‘Angulimala’ who in the end transformed himself into sainthood.

President Maithripala Srisena took up a ‘Holier than Thou’ position once he received the Bond Scam Report and began to nauseate on the UNP, Prime Minister Ranil Wickrmasinghe and on all those in the UNP who practically created his Presidency. In return the vindictive stance adopted by him has led to expose him that he has no voter base and his position as the party leader of SLFP too no longer tenable.

The United National Party led by Prime Minister Ranil Wickremasinghe was at the receiving end after the Bond Scam report and the party’s position was shaken due to the imbroglio with President Srisena on one side and on the other, due to the sharp and poignant attacks by the ‘Joint Opposition’.
President Maithripala Srisena took up a ‘Holier than Thou’ position once he received the Bond Scam Report and began to nauseate on the UNP, Prime Minister Ranil Wickrmasinghe and on all those in the UNP who practically created his Presidency.
When the magnitude of the scam was exposed, he as President and Head of State did not come forward to take moral responsibility the loss of state fund and resign his position as the situation warranted. Instead he took up the position as the modern ‘Angulimala’ who in the end transformed himself into sainthood.

In the elections UNP polled 3612259 votes which amounted to 32.63 % of the total votes polled and 2385 candidates managed to win and also won the control in 37 local government bodies including the prestigious Colombo Municipality.

In the meantime President Maithripala Srisena’s SLFP and United Peoples Freedom Alliance (UPFA) managed to win only 9 local bodies. The UPFA polled 989,821 votes which was 8.94 % of the total votes polled and 674 of the Party’s candidates won. At the same time SLFP polled 491,835 votes taking 4.44% of the total votes and winning 674.

The results were unexpected for President’s camp but for many political analysts, was a foregone conclusion from the very moment he started the verbal duel with UNP and the Prime Minister.

Meanwhile in the North, a new political reality is emerging. 

Northerners started longing for a change and began to discard the appeals of the aging leaders of the Ilankai Thamil Arasu Kadchchi. Leader of the Opposition and the Leader of the Tamil National Alliance is in his early eighties.

Similarly the leader of the Ilankai Thamil Arasu Kadchi S, Mavai Senathirajah would be 76 years on coming 6th October. The third in the ITAK troika is none other than M.A,Sumanthiran who is the spokesman of the TNA and one of ITAK's two Assistant Secretaries in September 2014. It was this troika which control the local government body elections for the other two constituent parties of the Tamil National Alliance. They failed to pay heed to the concerns of their political alliance leaders and was almost dictatorial in the selection of the local bodies and candidates. Now it has become evident that the aging leaders of the ITAK has failed to read the mood of the voters, especially the new voters who have exercised their franchise for the first time.
Northerners started longing for a change and began to discard the appeals of the aging leaders of the Ilankai Thamil Arasu Kadchchi. Leader of the Opposition and the Leader of the Tamil National Alliance is in his early eighties.
It is reported that now people are calling for Sampanthan and Mavai Senathiraja to give way to youngsters. They also call for Sumanthiran to play a bigger role than simply trying to safeguard the UNP and its leadership at all times.

In the North & East ITAK was able to poll 339675 which was 3.07 percent of the total votes cast and 407 of their candidates won in the election and in a position to administer 28 local bodies in the North and in the East.

When the results were analyzed it became clear that the majority of this councils under their control are hung councils and it would not be possible to form the rule without the support of Douglas Devananda’s EPDP or with Gajendraumar’s All Ceylon Tamil Congress.

As far as Tamil areas are concerned people demand for a change in the leadership.

காதலர் தினக் கொண்டாட்டத்துக்கு தடை விதிக்க வேண்டும்: இந்து முன்னணி வலியுறுத்தல்

காதலர் தினம் என்கிற பெயரில் பிப்ரவரி 14-ஆம் தேதி பொது அமைதிக்கு குந்தகம் விளைவிக்கும் வகையில் நடைபெறும் கொண்டாட்டத்துக்கு தடை விதிக்க வேண்டும் என்று இந்து முன்னணி வலியுறுத்தியுள்ளது.

இதுகுறித்து இந்து முன்னணி மாநிலத் தலைவர் காடேஸ்வரா சி.சுப்பிரமணியம் வெளியிட்டுள்ள அறிக்கை:

நமது புராணங்கள், இதிகாசங்களில் காதலை அன்பின் அடையாளமாகவே படைத்துள்ளனர்.  உண்மைக் காதலை நாங்கள் போற்றுகிறோம். ஆனால், பண்பாட்டுச் சீரழிவை ஏற்படுத்தி,  குடும்ப அமைப்பு முறையைப் பாழ்படுத்தும் ஆபாசக் காதலர் தினக் கொண்டாட்டத்தை எதிர்க்கிறோம்.

கலப்புத் திருமணங்களை ஆதரிக்கிறோம்.  அதே நேரத்தில்,  பிப்ரவரி 14-ஆம் தேதி கோயில்கள்,  சுற்றுலாத் தலங்களில் வரைமுறை மீறுவோர் மீது தகுத்த நடவடிக்கை எடுக்க வேண்டும்.


காதலர் தினத்தைப் பயன்படுத்தி குறைந்த விலையில் உள்ள பொருள்களை அதிக விலைக்கு விற்பனை செய்து மோசடியில் ஈடுபடுவோர் மீது அரசு தகுந்த நடவடிக்கை எடுக்க வேண்டும்.

மேலும்,  பொது மக்களுக்கும், பொது அமைதிக்கும் குந்தகம் விளைவிக்கும் வகையில் நடைபெறும் ஆபாசக் காதலர் தினக் கொண்டாட்டத்துக்கு தமிழக அரசு தடை விதிக்க வேண்டும் என்று தெரிவித்துள்ளார்.

சென்னை: காதலர் தினக் கொண்டாட்டத்திற்கு எதிர்ப்பு தெரிவிக்கும் வகையில், கோவையில் காதலர் தின வாழ்த்து அட்டைகளை கிழித்து போராட்டம் நடத்திய இந்து முன்னணியினர் 30 பேர் கைது செய்யப்பட்டனர்.

இதேபோல், திருப்பூரில் நாய்களுக்கு திருமணம் செய்து வைக்கும் நிகழ்ச்சியும் நடைபெற்றது. காதலர் தினம் இன்று உலகம் முழுவதும் கொண்டாடப்படுகிறது. காதலர்கள் ஒருவருக்கொருவர் தங்களது அன்புப் பரிசுகளை பரிமாறிக் கொண்டும், பிடித்த இடங்களுக்கு ஜோடியாகச் சென்றும் கொண்டாடி வருகின்றனர்.

ஆனால், காதலர் தினக் கொண்டாட்டங்கள் கலாச்சார சீரழிவுக்கு வழியமைப்பதாக இந்து முன்னணி உள்ளிட்ட சில அமைப்புகள் தொடர்ந்து எதிர்ப்பு தெரிவித்து வருகின்றன. இத்தகைய கொண்டாட்டங்களுக்கு தடை விதிக்க வேண்டும் எனவும் அவை வலியுறுத்தி வருகின்றன.

இந்நிலையில், கோவை மாவட்ட இந்து முன்னணி சார்பில் காதலர் தின வாழ்த்து அட்டைகளை கிழிக்கும் போராட்டம் காந்திபுரம் கிராஸ்கட் சாலை சந்திப்பில் நடைபெற்றது. போராட்டத்துக்கு செய்தி தொடர்பாளர் சசிக்குமார் தலைமை தாங்கினார். காதலர் தினத்துக்கு எதிர்ப்பு தெரிவித்து கோஷமிட்டவாறே, அவர்கள் காதலர் தின வாழ்த்து அட்டைகளை கிழித்துப் போட்டனர். இந்த போராட்டத்துக்கு போலீசார் அனுமதி அளிக்கவில்லை. இதனால் போராட்டத்தில் ஈடுபட்ட இந்து முன்னணியினர் 30 பேரை போலீசார் கைது செய்தனர்.

இதேபோல், காதலர் தினத்திற்கு எதிர்ப்பு தெரிவிக்கும் வகையில் திருப்பூர் மாநகர் மாவட்ட இந்து முன்னணி சார்பில் நாய்களுக்கு திருமணம் செய்து வைக்கும் நிகழ்ச்சி நடைபெற்றது. முன்னதாக இந்த நிகழ்ச்சிக்கும் போலீசார் தடை விதித்திருந்தனர். ஆனால், தடையை மீறி மாநகர் மாவட்ட இந்து முன்னணி பொதுச்செயலாளர் சேவூகன் தலைமையில் தொண்டர்கள் நாய்களுக்கு திருமணம் செய்து வைத்தனர். இதற்காக 2 நாய்களை கொண்டு வந்த அவர்கள் தாம்பூல தட்டில் பழங்கள் வைத்து சடங்குகள் செய்து தாலிகட்டி, மோதிரம் அணிவித்தனர்.

இதேபோல் தமிழகத்தின் பல பகுதிகளில் காதலர் தினத்தை, ‘கழிசடைகள் தினம்' என குறிப்பிட்டு இந்து முன்னணியினர் நோட்டீசும் ஒட்டியுள்ளனர் என்பது குறிப்பிடத்தக்கது.

Defence Minister Nirmala Sitharaman on Monday said militants who killed five soldiers and a civilian at Sunjwan Military Station in Jammu were Pakistanis and warned that Pakistan will have to pay for the attack. "Pakistan will have to pay for this misadventure," Sitharaman told reporters here. The deaths of "our soldiers won't go in vain".

The minister was in Jammu to take stock of the situation at the Sunjuwan Army camp which was stormed by three heavily armed militants on Saturday morning.

The operation was called off on Monday morning after the three attackers were killed. A fourth one, she said, may have been a guide and didn't enter the military base.

Sitharaman said the three slain militants were all Pakistanis and were handled by their Jaish-e-Muhammad leaders across the border. "The demography of the cantonment and the adjoining area indicates the possibility of local support to the militants."

The Minister asserted that evidences related to Jaish's involvement in the attack would be shared with Pakistan. "Giving evidence to Pakistan is a continuous process. It will have to be proved over and over again that they are responsible."

She said giving evidence to Pakistan would not prevent the Indian Army from responding "appropriately and at a time we deem fit".

She said, “JeM module which conducted the attack may have infiltrated sometime back and there is a possibility of them having enjoyed local support before the final operation.”

“Militants had chosen to attack a military station, which houses both troops and families of the Indian Army,” she said.

“An alert had been sounded on the likelihood of militant attack around this period. Accordingly, Quick Reaction Teams (QRT) were positioned in vulnerable areas. It was assessed that militants may target softer elements, hence a QRT was also positioned at the Sunjwan family accommodation,” she added.

The Defence Minister said the intrusion of the militants inside the Cantonment was promptly detected by the sentry and challenged by the nearest available QRT, leading to a brief exchange of fire. This immediate action compelled the militants to split into single individuals thereby preventing a coordinated strike. “The scattered militants then rushed towards their pre-designated target of the family quarters and occupied some of the accommodation blocks. They were then isolated. Since the militants were dressed in battle fatigues and had similar appearance to their possible target victims, the operation had to be done deliberately to eliminate the possibility of any mistaken identity or collateral damage,” she added.

Earlier, the Minister undertook an aerial survey of the Army station and visited the Army Hospital in Jammu city where those injured in the attack are being treated.

Meanwhile, Sitharaman said that Ministry of Defence is likely to move Supreme Court over FIR against army major in connection with Shopian killings.

“Father of the Major got stay for 15 days against FIR from the Supreme Court. We have to see how it goes," she said. “We stand by with our soliders and army,” she said, adding, “If they have performed something in line of duty it has to be contextualized.”

“Responding in the Supreme Court against FIR is subject to verification but MoD will possibly have to respond,” she added.

COLOMBO, Sri Lanka — Local elections across Sri Lanka on Saturday were supposed to be about small issues, like installing street lighting for some neighborhoods and improving garbage sweeping in others.

But the country’s first postwar national government has stagnated, with the governing coalition partners at each other’s throats. Suddenly, the local vote has become a referendum on the national government’s performance.

And, to an extent, the results of the elections may signal what direction the island nation takes in its still-fragile transition from decades of a civil war that killed as many as 100,000 people before it ended in 2009.

The results trickling in on Sunday made it clear that opposition party candidates, led by the former president Mahinda Rajapaksa, were close to sweeping the local councils. They put Mr. Rajapaksa — a former strongman accused of human rights abuses and corruption who brutally crushed the Tamil insurgency before the war ended — once again at the center of the country’s political future.

Mr. Rajapaksa, speaking from his hometown, Tangalle, congratulated his supporters and asked them to celebrate their victory peacefully. Some members of his party went so far as to say that the “people have abolished the mandate” of the governing coalition and called on the government to resign.

“The victory is a clear indication that Sri Lankans are fed up of inaction and want to rebuild Sri Lanka,” Mr. Rajapaksa said on his Facebook page.

Analysts warned that a resounding victory by Mr. Rajapaksa’s party — the Sri Lanka Podujana Peramuna (the Sri Lanka People’s Front, or S.L.P.P.) — would have broader consequences than simply weakening the government of President Maithripala Sirisena, which has two years left.

Mr. Sirisena came to power in 2015 with the help of an unlikely coalition of minority groups and as the face of Sri Lankans’ hope that power would be decentralized, the military and corruption would be reined in, and some of the country’s wounds from the long war would be healed.

But he has not delivered on his promises. And now, critics say, his party’s apparently miserable performance in the local elections — against opponents accused of corruption and abuse — means that the president has missed his chance to carry out his reform agenda.

“This election has made it clear that that window has been closed,” said Jayadeva Uyangoda, former head of the political science department of the University of Colombo. “It’s very difficult to open that window again.”

Mr. Sirisena has led an uneasy coalition government, which he established with Prime Minister Ranil Wickremasinghe’s United National Party in 2015. As the local elections neared, the differences between the two leaders spilled out into the open, with the president frequently attacking United and accusing it of holding back his agenda.

That bickering ended up helping Mr. Rajapaksa, who had never stopped mobilizing in the wings.

“Over the past two years, the coalition government did not do anything significantly new,” Mr. Uyangoda said.

“They had very open disunity, and particularly during the last month of the election campaign, the signal they sent was that this is a government of chaos,” he said. “Obviously, the people then want a strong government. And Rajapaksa is the candidate for a strong ruler, for the stability of governance.”

While the voting on Saturday went smoothly in a country that has experienced violent elections, the Election Commission was slow to release results, as parties demanded recounts in many localities.

The results released so far, and information broadcast by the local news media, suggested that out of 341 local councils total, Mr. Rajapaksa’s S.L.P.P. won 225, the United National Party won 41, and Mr. Sirisena’s Sri Lanka Freedom Party, or S.L.F.P., along with smaller allies, got 14.

For the first time in the country’s history, Sri Lanka required parties to field at least 25 percent female candidates in the elections, hoping the quota would increase the number of women on local councils, where they hold just 2 percent of seats.

Although the impact of the quota was not immediately clear, some neighborhoods reported increased victories by women. Colombo, the capital city, was expected to get its first female mayor after electing Rosy Senanayake, the current deputy head of the prime minister’s office and a former winner of the Mrs. World Pageant.

“It should be 50 percent women, really,” said Dulani Paranawithana, 20, a first-time voter. “But that is difficult to imagine.”

Both governing parties were in soul-searching mode, struggling to figure out their next moves and make changes in time to make sure Mr. Rajapaksa’s party does not ride discontent with the government to victory in the presidential election in 2019. Coalition members were clear that both ruling parties were facing a wave that would be difficult to reverse.

Members of Mr. Sirisena’s team said the president would shake up his cabinet in the coming days.

“This election is a setback, but the majority of Sri Lanka is still anti-Rajapaksa,” said Rajitha Senaratne, Mr. Sirisena’s health minister. “This election has shown that despite everything, the January 8, 2015, coalition, which changed the political culture in this country and ousted the Rajapaksa regime, has remained intact.”

Mr. Seanartne said the election results showed that the combined votes of all other parties, which essentially joined hands in 2015 to defeat Mr. Rajapaksa, were still more than Mr. Rajapaksa’s party’s.

But it was not clear how Mr. Sirisena, long seen a political survivor, could emerge from this political bind.

For decades, he and Mr. Rajapaksa were both S.L.F.P. loyalists, and Mr. Sirisena served as the party’s general secretary for 13 years. In 2015, Mr. Sirisena left the party to run against his own incumbent leader, projecting himself as a unifier above party politics, but soon after becoming president, he took over the party leadership, as well.

Mr. Rajapaska’s wing of the party then formed a new party, the S.L.P.P. In hopes of peeling away some of Mr. Rajapaksa’s support, Mr. Sirisena has backtracked on his own promises of fighting corruption and reining in the military.

To many observers, Saturday’s elections showed that not only had Mr. Sirisena failed to make a dent in Mr. Rajapaksa’s support base, but his confused signals had cost him much of his own.

Boasting a 25ft swimming pool and a charming sun terrace, this is the luxury apartment block in Haiti where Oxfam aid workers cavorted with young prostitutes at a sex party likened to a 'Caligula orgy'.

Terracotta walls, palm trees and floral arrangements give the gated complex the feel of a Mediterranean holiday villa.

The six-bedroom serviced complex, which can sleep 12, was rented to Oxfam for around £1,200 a month – an astronomical sum by Haitian standards.

The Daily Mail found it in a rundown part of Haitian capital Port au Prince after three sources confirmed it was used for the alleged sex parties.

Each of the rooms comes fully furnished so that aid workers do not need to buy their own furniture.

It was here that video footage was said to have been filmed showing aid workers partying with prostitutes who wore Oxfam T-shirts.

One source said at least five half-naked girls were running around at a 'full-on Caligula orgy'. Such gatherings were referred to as 'young meat barbecues'.

The villa comes with an armed guard as well a 12ft security gate with barbed wire on the top.

By contrast, some of the other houses in the area still bear the scars from the 2010 earthquake, which killed 220,000 and left 1.5million people homeless.

The hilly and chaotic streets are choked with pedestrians, traders and traffic. There are potholes everywhere and cars bounce around on the uneven surfaces.

On the street, the traders try to scratch out a living selling rice, eggs and beans from sacks supplied by aid agencies.

A Haitian woman wearing dirty jeans who was cooking meat on a grill in the street said: 'I don't think they should be doing that here. Oxfam were supposed to help people, not do this'.

Another local man added: 'This shouldn't have happened. This neighbourhood was really struggling after the earthquake.'

The villa sits in a densely populated neighbourhood called Delmas, which is home to 600,000. Locals said it was one of the worst affected places after the earthquake in 2010.

There was no electricity and the poor quality housing meant that more buildings collapsed than in other areas, causing more deaths.

Workers at the property confirmed that Oxfam staff used to stay there, as did a neighbour.

A former driver who used to work for Oxfam said: 'I left before all this came out, but I heard there were lots of girls at these parties. They used to have girls up there all the time'.

Last night another source told the Mail: 'This is where those Oxfam sex parties took place. They happened on more than one occasion and they weren't very subtle about it.

'I think they thought they could get away with anything. They nearly did.'

Another source added: 'The aid workers lived in a guesthouse rented by Oxfam that they called the 'pink apartments' – they called it 'the whorehouse'. They were throwing big parties with prostitutes.

'These girls were wearing Oxfam T-shirts, running around half-naked, it was a like a full-on Caligula orgy. It was unbelievable. It was crazy. At one party there were at least five girls and two of them had Oxfam white t-shirts on.'

The group of aid workers was said to have control over the team of drivers hired by the charity to move staff.

A source said: 'They said, 'Listen, if you want your contract to be extended we need girls and you need to pick them up'.' Oxfam's country director there was Roland van Hauwermeiren, 68, a Belgium national who has worked for the charity for many years.

He admitted using prostitutes at a different villa – known as the Eagle's Nest rented for him by Oxfam with charitable funds, according to a report.

After the allegations surfaced, investigators flew into Haiti and carried out covert surveillance on some suspects.

Contact was made with Oxfam-employed drivers used by the group to bring women to their house, and the prostitutes themselves.

Separately, three sources said they had concerns that some of the prostitutes were girls aged 14 to 16, below the age of consent in Haiti, which is 18.

Meanwhile, it emerged that senior Oxfam workers were using prostitutes in Haiti as far back as 2004 as part of a deep-seated 'culture of entitlement'. A former employee at the charity said she once nearly walked in on two senior male staff arguing with prostitutes about the price for their services.

The incident happened at an Oxfam apartment in the Petionville area of the capital. One of them men was said to be an Oxfam finance director and the other worked as programme officer. One was said to be French.

The former employee said: 'I went to knock on their door one morning and I heard voices coming from inside so I asked the security guard.

'He said that the men had come back drunk and bought some prostitutes. They apparently did not agree a price and the women were arguing about it with them now.

'I went back to my car and called and texted them to say I was there because I did not want to go in and see that. I felt very uncomfortable.

'They came out a little while later and seemed very relaxed as if nothing happened'.

The former employee did not speak up at the time because she felt intimidated because the men were senior to her.

She said: 'Oxfam staff used to go to clubs that were really heavy, you could get drugs there and there were lots of women. One of them was called Jet Set.

'They used to park outside with their vehicles which had Oxfam logos on them. They did not seem to care.

'They had a culture of entitlement and there were many instances when they behaved inappropriately with Haitian females who worked alongside them.'

She said that she had spoken to others who worked at Oxfam in 2010 around the time of the allegations about the orgy with prostitutes and they confirmed that it did take place. Asked about Roland van Hauwermeiren, she added: 'He was supposed to represent everything good about the charity but instead he did this.

'When you have this kind of behaviour going on for so long it just becomes part of the culture and people think they are entitled to it.

'It's never going to change unless people speak out.'

Widza Bryant, who worked in human resources for Oxfam in Haiti from 2009 for three years, said she raised concerns and was ignored.

'There was a lot of rumours on the ground about management and leaders exploiting the locals, sexually and in other ways, to get jobs and to have good standing,' she told the BBC.

'So these were ongoing rumours that would come to me through the drivers and other employees. So in many occasions I would share those rumours with my boss,' Miss Bryant added.

WASHINGTON (Reuters) - The U.S. State Department said on Wednesday it had designated Ismail Haniyeh, leader of the Islamist Palestinian group Hamas, as a terrorist.

The State Department said in a statement that Haniyeh, along with two Islamist groups active in Egypt and one in the Palestinian territories, were listed as specially designated global terrorists.

It quoted Secretary of State Rex Tillerson as saying the designations “target key terrorist groups and leaders – including two sponsored and directed by Iran – who are threatening the stability of the Middle East, undermining the peace process, and attacking our allies Egypt and Israel.”

In Gaza, Hamas official Sami Abu Zuhri told Reuters: ”We reject and condemn the decision and we see it as a reflection of the domination by a gang of Zionists of the American decision.“The decision is worthless,” he added.

Hamas, which dominates the Gaza Strip, advocates Israel’s destruction and is designated as a terrorist group by the United States and some other Western countries.

In December, after U.S. President Donald Trump recognized Jerusalem as the capital of Israel, Haniyeh told a rally in Gaza marking the 30th anniversary of Hamas’s founding: “We will knock down Trump’s decision. No superpower is capable of offering Jerusalem to Israel, there is no Israel that it should have a capital named Jerusalem.”

The three groups designated by the State Department are:

- Harakat al-Sabireen, which the statement said is backed by Iran, operates primarily in Gaza and the West Bank, and fired rockets into Israel;

- Liwa al-Thawra, which it said has claimed responsibility for killing an Egyptian army general in Cairo in 2016 and a bombing in 2017;

- Harakat Sawa’d Misr (HASM), which it said claimed responsibility for killing an Egyptian security officer and other attacks.

The State Department designations deny Haniyeh and the three groups access to the U.S. financial system.
