WASHINGTON (Reuters) - President Barack Obama said on Monday that a deal with Congress to avoid the U.S. "fiscal cliff," with its tax increases looming at midnight, was close, but he warned that it was not yet complete.

"Today it appears that an agreement to prevent this New Year's tax hike is within sight, but it is not done," Obama said during remarks at the White House complex.

"There are still issues left to resolve, but we're hopeful that Congress can get it done, but it's not done."

The president made his remarks surrounded by cheering supporters identified as "middle class Americans."

Obama, who won re-election in November partially on a promise to raise tax rates for the top two percent of U.S. earners, said the deal would ensure that taxes do not go up for middle income families.

He stressed that it would include an extension of unemployment benefits for the long-term jobless and extension of popular tax credits.

Obama said the agreement being worked out with Republican leaders in Congress would not include a long-term solution to the government's debt problem.

"My preference would have been to solve all these problems in the context of a larger agreement, a bigger deal, a grand bargain, whatever you want to call it that solves our deficit problems in a balanced and responsible way," he said.

"But with this Congress that was obviously a little too much to hope for at this time. Maybe we can do it in stages. We're going to solve this problem instead in several steps."

The outlines of a deal in the U.S. Senate include raising income tax rates for individuals making more than $400,000 (246,275.09 pounds) a year and households making more than $450,000 (277,059.48 pounds) a year, but a sticking point remains on how long to delay automatic spending cuts to defence and domestic programs, known as a "sequester."

Obama stressed that a deal over those spending cuts had to include revenue.

"Any agreement we have to deal with these automatic spending cuts that are being threatened for next month, those also have to be balanced," he said.

"That means that revenues have to be part of the equation in turning off the sequester, in eliminating these automatic spending cuts, as well as spending cuts."

The same would be true for any future deficit-cutting agreement, he said.

As he often stresses, Obama said deficit reduction would have to follow the principle of not hurting senior citizens, students, or middle class families.

"If we're going to be serious about deficit reduction and debt reduction, then it's going to have to be a matter of shared sacrifice, at least as long as I'm president, and I'm going to be president for the next four years," he said.

Drone War Spurs Militants to Deadly Reprisals

ISLAMABAD, Pakistan — They are dead men talking, and they know it. Gulping nervously, the prisoners stare into the video camera, spilling tales of intrigue, betrayal and paid espionage on behalf of the United States. Some speak in trembling voices, a glint of fear in their eyes. Others look resigned. All plead for their lives.

“I am a spy and I took part in four attacks,” said Sidinkay, a young tribesman who said he was paid $350 to help direct C.I.A. drones to their targets in Pakistan’s tribal belt. Sweat glistened on his forehead; he rocked nervously as he spoke. “Stay away from the Americans,” he said in an imploring voice. “Stay away from their dollars.”

Al Qaeda and the Taliban have few defenses against the American drones that endlessly prowl the skies over the bustling militant hubs of North and South Waziristan in northwestern Pakistan, along the Afghan border. C.I.A. missiles killed at least 246 people in 2012, most of them Islamist militants, according to watchdog groups that monitor the strikes. The dead included Abu Yahya al-Libi, the Qaeda ideologue and deputy leader.

Despite the technological superiority of their enemy, however, the militants do possess one powerful countermeasure.

For several years now, militant enforcers have scoured the tribal belt in search of informers who help the C.I.A. find and kill the spy agency’s jihadist quarry. The militants’ technique — often more witch hunt than investigation — follows a well-established pattern. Accused tribesmen are abducted from homes and workplaces at gunpoint and tortured. A sham religious court hears their case, usually declaring them guilty. Then they are forced to speak into a video camera.

The taped confessions, which are later distributed on CD, vary in style and content. But their endings are the same: execution by hanging, beheading or firing squad.

In Sidinkay’s last moments, the camera shows him standing in a dusty field with three other prisoners, all blindfolded, illuminated by car headlights. A volley of shots rings out, and the three others are mowed down. But Sidinkay, apparently untouched, is left standing. For a tragic instant, the accused spy shuffles about, confused. Then fresh shots ring out and he, too, crumples to the ground.
These macabre recordings offer a glimpse into a little-seen side of the drone war in Waziristan, a paranoid shadow conflict between militants and a faceless American enemy in which ordinary Pakistanis have often become unwitting victims.

Outside the tribal belt, the issue of civilian casualties has dominated the debate about American drones. At least 473 noncombatants have been killed by C.I.A.-directed strikes since 2004, according to monitoring groups — a toll frequently highlighted by critics of the drones like the Pakistani politician Imran Khan. Still, strike accuracy seems to be improving: just seven civilian deaths have been confirmed in 2012, down from 68 the previous year, according to the Bureau of Investigative Journalism, which has been critical of the Obama administration’s drone campaign.

And civilian lives are threatened by militants, too. As the American campaign has cut deeply into the commands of both the Taliban and Al Qaeda, drone-fearing militants have turned to the local community for reprisals, mounting a concerted campaign of fear and intimidation that has claimed dozens of lives and further stressed the already fragile order of tribal society.

The video messages from accused spies are intended to send a stark message, regardless of whether innocents are among those caught up in the deadly dragnet. The confessions are delivered at gunpoint, and usually follow extensive torture, including hanging from hooks for up to a month, human rights groups say.

“In every civilized society, the penalty for spying is death,” said a senior commander with the Pakistani Taliban, speaking on the condition of anonymity from Waziristan.

Although each of myriad militant factions in Waziristan operates its own death squads, by far the most formidable is the Ittehad-e-Mujahedeen Khorasan, a shadowy group that experts consider to be Al Qaeda’s local counterintelligence wing. Since it emerged in 2009, the group, which is led by Arab and Uzbek militants, has carefully cultivated a sinister image through video theatrics and the ruthless application of violence.

Black-clad Khorasan militants, their faces covered in balaclavas, roam across North Waziristan in jeeps with tinted windows. In one video clip from 2011, Khorasan fighters are seen searching traffic under a cluster of palm trees outside Mir Ali, a notorious militant hub. Then they move into the town center, distributing leaflets to shoppers, before executing three men outside a gas station.

“Spies, your days are numbered because we are carrying out raids,” chants the video soundtrack.
Thought to number dozens of militants, the Khorasan cooperates closely with the Afghan warlord Jalaluddin Haqqani, who is based in North Waziristan. A sister organization in Afghanistan has been responsible for 250 assassinations and executions, according to American military intelligence.
“Everyone’s frightened of them,” said Mustafa Qadri of Amnesty International, which recently published a report on human rights abuses by both the military and militants in the tribal belt. “No one really knows who is behind them. But they are very professional.”

The videotapes produced by Khorasan and other groups offer a stark, if one-dimensional, picture of their spy hunt. A review of 20 video confessions by The New York Times, as well as interviews with residents of the tribal belt, suggest the suspects are largely poor tribesmen — barbers, construction workers, Afghan migrants.

The jittery accounts of the accused men reveal dramatic stories of espionage: furtive meetings with handlers; disguising themselves as Taliban fighters, fruit sellers or even heroin addicts; payment of between $150 and $450 per drone strike; and placing American-supplied electronic tracking devices, often wrapped in cigarette foil, near the houses and cars of Qaeda fugitives.

But the videos are also portraits of fear and confusion, infused with poignant, even darkly comic, moments. Curiously, some say they have been hired through Pakistani military intelligence officials who are identified by name, directly contradicting the Pakistan government’s official stance that it vehemently opposes the drone strikes. An official with Inter-Services Intelligence, speaking on the customary condition of anonymity, said any suggestion of Pakistani cooperation was “hogwash.”
Quite clearly, the video accounts are stage-managed. Behind the camera, an unseen militant prompts the prisoners to speak. Some say they have been told they will be freed if they tell the “truth.” Others are preparing for death. “Tell my parents that I owe 250 rupees to a guy from our village,” Hamidullah, a bearded Afghan migrant, said in a quavering voice. “After I die, please repay the money to him.”

Death is not inevitable, however. Suleman Wazir, a 20-year-old goat herder from South Waziristan, said militants abducted him in September on suspicion of being a spy. “They held me in a dungeon and flogged me hundreds of times. They told me I would die,” he said in a video interview recorded through an intermediary in Waziristan. But after some weeks, Mr. Wazir said, his relatives intervened through tribal elders and persuaded the Taliban of his innocence. Upon presentation of five goats to the militants, he was set free, he said.

The Taliban and Al Qaeda have become obsessed with “patrai” — a local word for a small metallic device, now synonymous with the tiny electronic tagging devices that militants believe the C.I.A. uses to find them. In 2009 Mr. Libi, the Qaeda deputy, published an article illustrated with photographs of such devices, warning of their dangers. He was killed in a drone strike near Mir Ali in June.

This year, the Taliban released a video purporting to show one such device: an inchlong electronic circuit board, cased in transparent plastic, that, when connected to a nine-volt battery, pulsed with an infrared light. A spokesman for the C.I.A. declined to comment on details of the drone program. But a former American intelligence official, speaking on the condition of anonymity, confirmed that the agency does use such GPS devices, which are commercially available in the United States through stores that supply the military.

As a result, the Taliban are adapting. Wali ur-Rehman, a senior Taliban commander, said in an interview last spring that his fighters had started to scan all visiting vehicles with camcorders set to infrared mode in order to detect potential tracking devices.

Still, the Taliban may be overestimating the importance of such devices. A former Obama administration official, speaking on the condition of anonymity because of the classified nature of the subject, said that satellites and aerial surveillance planes — whose powerful sensors sweep up mobile phone, Internet and radio intercepts from the tribal belt — provide much of the drone program’s electronic intelligence. Other experts said many American intelligence informers in Waziristan are recruited in Afghanistan, where a C.I.A. base in the border province of Khost was attacked by a suicide bomber three years ago.

On the ground, though, the spy war has further destabilized a tribal society already dangerously weakened by years of violence. Paranoia about the profusion of tracking chips has fueled rivalries between different clans who accused one another of planting the devices.

“People start to think that other tribes are throwing the chips. There is so much confusion and mistrust created within the tribal communities. Drone attacks have intensified existing mistrust,” one tribesman told researchers from Columbia Law School, as part of a study into the effects of the drone campaign, last May.

The Khorasan’s brutality has alienated even some of its putative allies. In September 2011, Hafiz Gul Bahadur, a leading warlord in North Waziristan, publicly withdrew his support for the group after coming under pressure from tribal supporters over the number of apparently innocent tribesmen who had been executed as spies. In a statement, the Khorasan responded that it would pursue its objectives “at all costs and not spare anyone.”

Amid the long knives and paranoia, some tribesmen believe there is no option but to flee. Some of those accused of espionage run to the gulf states; others make it to the sprawling slums of the port of Karachi. In an ethnic Pashtun neighborhood of that city, one elderly man described how he fled with his family after the execution of his son in 2009.

“I was afraid the militants would also kill me and my family,” said the man, speaking on the condition of anonymity.

Still now, his life remained in danger, he added, because the Taliban believed he was spending what they said was his son’s ill-gotten money. But it was simply untrue, the old man insisted: “My son was innocent.”

சில அரசியல் வாதிகள் சுயலாபம் தேடும் நோக்குடன் மாணவர்களைத் தூண்டிவிட்டுள்ளனர். அத்துடன் 15 ஆயிரம் பாதுகாப்புப்படையினர் இருக்கின்ற இடத்தில் அவர்கள் ஒரு இலட்சத்திற்கு மேற்பட்டவர்கள் இருக்கின்றனர் என்று கூறிவருகின்றனர். இது தவறான கருத்து.

இலங்கையில் உள்ள  இதர பல்கலைக்கழகங்கள் போலவே யாழ். பல்கலைக்கழகமும். அதில் எந்த வேறுபாடும் இல்லை.மாணவர்கள் பல்கலைக்கழகத்திற்குள் இருக்கும் போது அவர்களுக்கு கல்விதான் முக்கியம். கல்வியை முடித்து வெளியில் வந்து அவர்கள் அரசியல் நடத்தலாம். அதற்கு எந்தத் தடையும் இல்லை.

தர்சானந் மற்றும் ஜெனமேஜெயன் ஆகியோரை எனக்கு 8 மாதங்களுக்கு முன்பே தெரியும். கல்வியில் மாத்திரம் கவனம் செலுத்துங்கள் என்று அவர்களுக்கு நான் கூறியிருந்தேன்.

தற்போது குறித்த நால்வரும் பயங்கரவாத தடைச்சட்டத்தின் கீழ் கைது செய்யப்படவில்லை. சாதாரணமான கைதாகவே அமைகின்றது. எனினும் இவர்களது உறுதிப்பாடு தளர்ந்து தாம் நிரபராதிகள் எனக் கூறும் வரைக்கும் இவர்கள் தடுத்து வைக்கப்படுவார்கள். இது தவிர்க்க முடியாத ஒன்றாகும்.

எனினும் அவர்களுடைய உறுதிப்பாட்டில் மாற்றம் ஏற்படுமாயின் அவர்களை விரைவாக விடுதலை செய்வதற்கு நடவடிக்கை எடுக்கமுடியும் என்றார்.

 மாறாக இனியும் விடுதலைப்புலிகளின் தலைவர் பிரபாகரன் வருவார் எனவும், அவரின் கொள்கைகள் பின்பற்றப்பட வேண்டும் எனவும், இவர்கள் கனவு காண்பார்கள்  ஆனால்,  அந்தக்கனவு கலைக்கப்படும் வரையில் அவர்கள் விடுதலை செய்யப்படப் போவதில்லை.

மேலும் புலம்பெயர் நாடுகளிலுள்ள நெடியவன், விநாயகம் போன்ற பயங்கரவாதிகளுடன் இவர்களுக்கு நேரடியான தொடர்புகள் இருப்பதை நாம் உறுதி செய்திருக்கின்றோம்.

இதிலும் பல்கலைக்கழக மாணவர் ஒன்றியத்தின் செயலாளரான தர்சானந்த் மற்றும் சொலமன் ஆகியோர் புலிகள் அமைப்பின் பிரிகேடியர் தரத்திலானவர்கள்.

Explosions bloom over the Damascus suburbs. His country is plunging deeper into chaos. The United Nations’ top envoy for the Syrian crisis, Lakhdar Brahimi, met with Mr. Assad in the palace on Monday in an urgent effort to resolve the nearly two-year-old conflict.

How Mr. Assad might respond to Mr. Brahimi’s entreaty depends on his psychology, shaped by a strong sense of mission inherited from his iron-fisted father and predecessor, Hafez al-Assad; his closest advisers, whom supporters describe as a hard-line politburo of his father’s gray-haired security men; and Mr. Assad’s assessment, known only to himself, about what awaits him if he stays — victory, or death at the hands of his people.

From his hilltop, Mr. Assad can gaze toward several possible futures.
East of the palace lies the airport and a possible dash to exile, a route that some say Mr. Assad’s mother and wife may have already taken. But the way is blocked, not just by bands of rebels, but by a belief that supporters say Mr. Assad shares with his advisers that fleeing would betray both his country and his father’s legacy.

He can stay in Damascus and cling to — even die for — his father’s aspirations, to impose a secular Syrian order and act as a pan-Arab leader on a regional and global stage.

Or he can head north to the coastal mountain heartland of his minority Alawite sect, ceding the rest of the country to the uprising led by the Sunni Muslim majority. That would mean a dramatic comedown: reverting to the smaller stature of his grandfather, a tribal leader of a marginalized minority concerned mainly with its own survival.

Mr. Brahimi was closemouthed about the details of his meeting, but has warned in recent weeks that without a political solution, Syria faces the collapse of the state and years of civil war that could dwarf the destruction already caused by the conflict that has taken more than 40,000 lives.
A Damascus-based diplomat said Monday that Mr. Assad, despite official denials, is “totally aware” that he must leave and was “looking for a way out,” though the timetable is unclear.

“More importantly,” said the diplomat, who is currently outside of Syria but whose responsibilities include the country, “powerful people in the upper circle of the ruling elite in Damascus are feeling that an exit must be found.”

Yet others close to Mr. Assad and his circle say any retreat would clash with his deep-seated sense of himself, and with the wishes of increasingly empowered security officials, whom one friend of the president’s has come to see as “hotheads.”

Mr. Assad believes he is “defending his country, his people, and his regime and himself” against Islamic extremism and Western interference, said Joseph Abu Fadel, a Lebanese political analyst who supports Mr. Assad and met with government officials last week in Damascus.

Analysts in Russia, one of Syria’s staunchest allies, say that as rebels try to encircle Damascus and cut off escape routes through Hama province to the coast, the mood in the palace is one of panic, evinced by erratic use of weapons: Scud missiles better used against an army than an insurgency, naval mines dropped from the air instead of laid at sea.

But even if Mr. Assad wanted to flee, it is unclear if the top generals would let him out alive, Russian analysts say, since they believe that if they lay down arms they — and their disproportionately Alawite families — will die in vengeance killings, and need him to rally troops.

“If he can fly out of Damascus,” Semyon A. Bagdasarov, a Middle East expert in Moscow, said — at this, he laughed dryly — “there is also the understanding of responsibility before the people. A person who has betrayed several million of those closest to him.”

Many Syrians still share Mr. Assad’s belief that he is protecting the Syrian state, which helps explain how he has held on this long. At a lavish lunch hosted by a Lebanese politician outside Beirut in September, prominent Syrian backers of Mr. Assad — Alawites, Sunnis and Christians — spoke of the president, over copious glasses of Johnnie Walker scotch, as the bulwark of a multicultural, modern Syria.

But one friend of Mr. Assad, stepping out of earshot of the others to speak frankly, said the president’s advisers are “hotheads” who tell him, “ ‘You are weak, you must be strong,’ ” adding, “They are advising him to strike more, with the planes, any way that you can think of.”
“They speak of the rebels like dogs, terrorists, Islamists, Wahhabis,” the friend said, using a term for adherents to a puritanical form of Islam. “This is why he will keep going to the end.”
The friend added that even though Mr. Assad sometimes speaks of dialogue, he mainly wants to be a hero fending off a foreign attack. “He is thinking of victory — only victory.”

Such a crisis is the last thing that was expected for the young Bashar al-Assad. He was the stalky, shy second brother with the receding chin, dragged from a quiet life as a London ophthalmologist after the death in 1994 of his swaggering older brother, Basil al-Assad, who crashed his sports car while speeding toward the airport — along the very road that is now engulfed in fighting.

Mr. Assad’s father, Hafez, held power from 1970 to 2000, raising a second-tier clan from the oppressed Alawite minority to power and wealth. But critics say the Assads used four decades in power not to promote meaningful ethnic and religious integration, but to cement Alawite rule with a secular face.

After the uprising began as a peaceful protest movement in March 2011, Mr. Assad rejected calls for deep reform — from his people, from Turkish officials who spent years cultivating him, even from militant groups he had long sponsored, Hamas and Hezbollah, which, according to Hamas, offered to arrange talks with the rebels.

Instead, Mr. Assad took his father’s path. To put down an Islamist revolt in the 1980s, Hafez al-Assad bulldozed entire neighborhoods and killed at least 10,000 people. The son now presides over a crackdown-turned-civil war that has killed four times that many, and counting.

In a government that has become even more secretive, it is impossible to know exactly how Mr. Assad makes his decisions. Some people say he wanted to reform but his father’s generals and intelligence officials, along with his mother, convinced him that reforms would bring their downfall.
“There are two Bashar al-Assads,” said Jürgen Todenhöfer, a German journalist who interviewed him in July. One is a quiet man “who doesn’t like his job” and wants a way out, he said; the other wants to show his family and the world, “I’m not a softy.”

Others say that Mr. Assad’s reformist impulses were always meant only to bring access to the luxuries and approval of the West.

The Assads were raised by their father and their uncles — aggressive men — to believe “they were demigods and Syria was their playground,” said Rana Kabbani, the daughter of a prominent diplomat who knew them growing up.

Turkish officials say that in frequent talks during the revolt’s first months, Mr. Assad listened calmly to their criticisms, took personal responsibility for the government’s actions and promised to seek resolution.

“Either he is a professional liar or he can’t deliver on what he promises,” said a senior Turkish official, speaking on the condition of anonymity.

Now, Mr. Assad, 47, faces a set of unpalatable choices. Fleeing to become an Alawite militia leader is likely hard to imagine for the president, who grew up in Damascus, reached out to and married into the Sunni elite, and was even mocked in his ancestral village for his Damascus accent, said Joshua Landis, an Oklahoma University professor who studies Syria and Alawites.

Mr. Assad was long believed to take advice from his mother; his brother Maher, who heads the army’s feared Fourth Division; his brother-in-law Asef Shawkat; and his cousins, the Makhloufs.
But his mother is believed to have fled Syria in recent weeks. Mr. Shawkat, the deputy defense minister, was killed in a bombing in July. The Makhloufs are believed to be spiriting money out of the country. Maher has been reported to have lost a leg in the bombing, but still to be commanding troops.

Turkish, Russian, Syrian and Lebanese analysts agree: Mr. Assad’s main advisers are now his father’s hard-liners and the leaders of the shabiha militias that have carried out attacks on government opponents.

If there ever existed moderates in the government who might cajole Mr. Assad to hand power to a successor who could preserve the Syrian state, that option now appears increasingly remote.
“So much blood has been shed, and it’s impossible to do this,” Mr. Bagdasarov said.

An Alawite businessman in the coastal region who said he knew Mr. Assad’s circle said the one person who might persuade him to leave is his wife, Asma, but she has taken little role in the crisis. She and their children have either left, or been prevented from leaving by Maher, or have insisted on staying — depending on the latest rumor from an edgy Damascus.

Russia will sell India military helicopters and military equipment worth about $3bn under a new agreement as bilateral trade might double to $20bn by 2015.

­Russian President Vladimir Putin and India’s PM Manmohan Singh signed a number of arms deals during Putin’s visit to Delhi, which include the supply of 71 military helicopters for $1.3bn and kits to assemble 42 Sukhoi jet fighters for a further $1.6bn.

India is currently the world's largest arms importer, and one of Russia's top clients for arms sales as Russian-made military equipment accounts for 70% of Indian weaponry.

Trade between Russia and India has been growing steadily and is expected to reach around $10bn dollars in 2012, up from $7.5bn in 2009, according to Indian official figures. Ahead of the visit, the Russia President called to increase bilateral trade to $20bn by 2015.

"Our trade turnover has overcome the consequences of the global crisis, and in 2012 we expect to reach record numbers, over $10 billion. Our next goal is to reach $20bn by 2015," Putin said.

The agreements are expected to overcome a recent slowdown in arms procurement as India has shown increased interest in western suppliers. Last month Dehli preferred Boeing over Russia's MiG for a major helicopter contract.

Trade relations with India were complicated by Russian efforts to improve relations with Pakistan. India has also been unhappy with a delay in delivery of the aircraft carrier Admiral Gorshkov. It was originally due to be delivered in August 2008 but has been postponed to the end of 2013, while the price has more than doubled to $2.3 billion.

In addition to the agreements signed on Monday Russia Helicopters and India's Elcom Systems Private Ltd are to set up a joint venture to manufacture helicopters, according to Indian Foreign Ministry officials.

Despite some negative moments in the two countries’ trade relations, the bigger picture looks much better, according to Professor and Dean at the Jindal School of international affairs in New Delhi Dr. Sreeram Chaulia.

“Both countries have a list of sore points to put it so. Indians want the aircraft career to be delivered faster, and there have been issues about attempting to increase the civilian part of the trade. The civilian part of the trade has unfortunately remained limited to 10 billion dollars per annum and we would like to see it going much faster. India-China for example is over 70 billion dollars,” Dr. Chaulia told RT. “But as I said before, if you look at the big picture in any strong solid special relationship like ours you can find occasional creases here and there which can be ironed out and smoothed out at highest political level.”

President Putin and PM Singh have also discussed security in the region during the meeting in Delhi.
"India and Russia share the objective of a stable, united, democratic and prosperous Afghanistan, free from extremism," Singh said.

Putin has also met President Pranab Mukherjee, Sonia Gandhi, chairman of India’s ruling United Progressive Alliance, and Sushma Swaraj, leader of the main opposition Bharatiya Janata Party. The leaders meeting was relocated to Singh's residence due to security reasons as massive protests over widespread violence against women in the country took place in Delhi.

COLOMBO, Dec. 20 (Xinhua) -- Sri Lanka seeks to expand ties with the Indian army particularly
in training, the army said on Thursday.

Indian Army Commander General Bikram Singh, who is on a five- day visit to Sri Lanka, had
discussions with his Sri Lankan counterpart Lieutenant General Jagath Jayasuriya.

Sri Lankan army media unit said that the discussions centered largely on further expansion of the
newly-established Diyatalawa Army Training Command (ARTRAC) with Indian support at
different levels.

The meeting also explored avenues of receiving more training opportunities for Sri Lankan
officers in India, in addition to ongoing training programs.

During the discussion views were explored on the possibilities of launching one-to-one
correspondence between service regiments of the Sri Lankan army and those of the Indian army
as measures to further broaden the spectrum of military interests, benefiting both countries.

The visiting Indian army chief in response to a request of the Sri Lankan counterpart, pledged to
provide a few horses to the Diyatalawa Sri Lanka Military Academy (SLMA) for training
purposes and all possible assistance to further improve training slots to the Sri Lanka Army in
various training programmes.

"Several other military matters of mutual and regional interest, including the present day Sri
Lanka Army's post-conflict nation building roles came under close scrutiny during the meeting,"
the army media unit said.

Jayasuriya and Bikram Singh during discussions also focused on reviving the old practice of
sport programs between the two parties like the past, since such approaches would further help
broaden bilateral understanding and goodwill among officers.

Death toll climbs to 25, nearly 20,000 displaced

The death toll from the extreme weather conditions experienced in most parts of the country over
the past few days has risen to 25, the Disaster Management Center (DMC) said today.

A DMC spokesman said that 13 people are still missing, 36 people injured and 18845 people
displaced by the floods and landslides.

The DMC also said that 267525 people have been affected by the bad weather.

The spokesman also said that 358 houses have been fully damaged and 1935 houses partially
damaged.

Meanwhile the Department of Meteorology said that there will be showers or thundershowers at
times in the North-Eastern, Eastern and Southeastern sea areas over the next two days.

Showers or thundershowers can be expected at several places in other sea areas around the island.

Winds will be North-easterly direction and speed will be 30 – 40 km/hr. The speed may increase
up to 50-60 km/hr at times in the Gulf of Mannar sea area and sea areas off Eastern and South-
eastern coasts.

The Gulf of Mannar sea area and sea areas off the Eastern and South-eastern coasts will be rough
at times, the Department of Meteorology said.

Egypt army given temporary power to arrest civilians

CAIRO (Reuters) - Egypt's Islamist president has given the army temporary power to arrest
civilians during a constitutional referendum he is determined to push through despite the risk of
bloodshed between his supporters and opponents accusing him of a power grab.

Seven people were killed and hundreds wounded last week in clashes between the Islamist
Muslim Brotherhood and their critics besieging Mohamed Mursi's graffiti-daubed presidential
palace. Both sides plan mass rallies on Tuesday.

The elite Republican Guard has yet to use force to keep protesters away from the palace, which it
ringed with tanks, barbed wire and concrete barricades after last week's violence.

Mursi, bruised by calls for his downfall, has rescinded a November 22 decree giving him wide
powers but is going ahead with a referendum on Saturday on a constitution seen by his
supporters as a triumph for democracy and by many liberals as a betrayal.

A decree issued by Mursi late on Sunday gives the armed forces the power to arrest civilians and
refer them to prosecutors until the announcement of the results of the referendum, which the
protesters want cancelled.

Despite its limited nature, the edict will revive memories of Hosni Mubarak's emergency law,
also introduced as a temporary expedient, under which military or state security courts tried
thousands of political dissidents and Islamist militants.

But a military source stressed that the measure introduced by a civilian government would have a
short shelf-life.

"The latest law giving the armed forces the right to arrest anyone involved in illegal actions such
as burning buildings or damaging public sites is to ensure security during the referendum only,"
the military source said.

Presidential spokesman Yasser Ali said the committee overseeing the vote had requested the
army's assistance.

"The armed forces will work within a legal framework to secure the referendum and will return
(to barracks) as soon as the referendum is over," Ali said.

Protests and violence have racked Egypt since Mursi decreed himself extraordinary powers he
said were needed to speed up a troubled transition since Mubarak's fall 22 months ago.

The Muslim Brotherhood has voiced anger at the Interior Ministry's failure to prevent protesters
setting fire to its headquarters in Cairo and 28 of its offices elsewhere.

Critics say the draft law puts Egypt in a religious straitjacket. Whatever the outcome of the
referendum, the crisis has polarized the country and presages more instability at a time when
Mursi is trying to steady a fragile economy.

On Monday, he suspended planned tax increases only hours after the measures had been formally
decreed, casting doubts on the government's ability to push through tough economic reforms that
form part of a proposed $4.8 billion IMF loan agreement.

"VIOLENT CONFRONTATION"

Rejecting the referendum plan, opposition groups have called for mass protests on Tuesday,
saying Mursi's eagerness to push the constitution through could lead to "violent confrontation".
Islamists have urged their followers to turn out "in millions" the same day in a show of support
for the president and for a referendum they feel sure of winning with their loyal base and perhaps
with the votes of Egyptians weary of turmoil.

The opposition National Salvation Front, led by liberals such as Mohamed ElBaradei and Amr
Moussa, as well as leftist firebrand Hamdeen Sabahy, has yet to call directly for a boycott of the
referendum or to urge their supporters to vote "no".

Instead it is contesting the legitimacy of the vote and of the whole process by which the
constitution was drafted in an Islamist-led assembly from which their representatives withdrew.
The opposition says the document fails to embrace the diversity of 83 million Egyptians, a tenth
of whom are Christians, and invites Muslim clerics to influence lawmaking.

But debate over the details has largely given way to noisy street protests and megaphone politics,
keeping Egypt off balance and ill-equipped to deal with a looming economic crisis.

"Inevitability of referendum deepens divisions," was the headline in Al-Gomhuriya newspaper on
Monday. Al Ahram daily wrote: "Political forces split over referendum and new decree."
Mursi issued another decree on Saturday to supersede his November 22 measure putting his own
decisions beyond legal challenge until a new constitution and parliament are in place.

While he gave up extra powers as a sop to his opponents, the decisions already taken under them,
such as the dismissal of a prosecutor-general appointed by Mubarak, remain intact.

"UNWELCOME" CHOICE

Lamia Kamel, a spokeswoman for former Arab League chief Moussa, said the opposition
factions were still discussing whether to boycott the referendum or call for a "no" vote.
"Both paths are unwelcome because they really don't want the referendum at all," she said, but
predicted a clearer opposition line if the plebiscite went ahead as planned.

A spokeswoman for ElBaradei, former head of the U.N. nuclear watchdog, said: "We do not
acknowledge the referendum. The aim is to change the decision and postpone it."
Mahmoud Ghozlan, the Muslim Brotherhood's spokesman, said the opposition could stage
protests, but should keep the peace.

"They are free to boycott, participate or say no, they can do what they want. The important thing
is that it remains in a peaceful context to preserve the country's safety and security."

The army stepped into the conflict on Saturday, telling all sides to resolve their disputes via
dialogue and warning that it would not allow Egypt to enter a "dark tunnel".

A military source said the declaration read on state media did not herald a move by the army to
retake control of Egypt, which it relinquished in June after managing the transition from
Mubarak's 30 years of military-backed one-man rule.

The draft constitution sets up a national defense council, in which generals will form a majority,
and gives civilians some scrutiny over the army - although not enough for critics.

In August Mursi stripped the generals of sweeping powers they had grabbed when he was elected
two months earlier, but has since repeatedly paid tribute to the military in public.

So far the army and police have taken a relatively passive role in the protests roiling the most
populous Arab nation.

There was no government so strong as the one led by President Mahinda Rajapaksa and no
government with such strength as the present one, said the former Editor of The Hindu
newspaper N Ram.

He said what the TNA (Tamil National Alliance) should do is to extend their full support to
President Rajapaksa to find a lasting solution to ethnic issue.

Ram said the TNA leadership was silent when the LTTE leadership was acting in similar fashion
to the Pol Pot group. They remained silent until the LTTE was defeated. They did all what the
LTTE commanded of them and today, as the LTTE has been destroyed by the war, the TNA
should use the political freedom for the benefit of the entire country. Hence, the TNA leaders
should join hands with the President and support the Government in finding a lasting solution to
the ethnic issue.

“In 1987, the LTTE declared war against the Indian Peace Keeping Force. In 1991, they
assassinated Indian Prime Minister Rajiv Gandhi. This resulted in the people of India distancing
themselves from the LTTE. The LTTE lost any rapport and sympathy they enjoyed up to then
with India,” he pointed out.

”Today, the Indian people and especially people in Tamil Nadu have expressed their dislike
towards the LTTE.

When a group of Sri Lankan Media personnel went over to the Asian Training Centre for
Journalists in India, former Hindu Editor Ram disclosed these facts to them.

However, Ram underscored the fact that the people of Tamil Nadu are of the view that the ethnic
issue needs a strong political solution.

“The statement attributed to former Chief Minister Karunanidhi who led the Toso Conference
that there should be a referendum to resolve the Tamil issue was only a political statement and
no Tamil politician in Tamil Nadu was keen on that, “Ram said.

“Indian Peace Keeping Force Commander Lt. Gen. Digendra Singh said in a interview with the
Hindu newspaper in 1987 that it would take about 30 years to end the war.

He said as he was a government servant at the time and had to side by the Government command.
Ram also pointed out that the enemy of the Tamils of Sri Lanka are the Tamil Diaspora leaders.
He said the International Media seems to be supportive from the weight they give to the ethnic
issue.

Making reference to Arjuna Ranatunga, Ram said although he is a good cricketer, a cricketing
hero, his political policies and principles lack maturity. Ram said the Asian Institute for
Journalists is willing to grant scholarships to youth.

A Maoist leader from Jharkhand Anil Kharwal alias Anandji was arrested along with his brother-
in-law in Tezpur on Thursday, police said.

Thirty-four-year-old Anandji, who is the zonal commander of Latehar, Garwah and Palamau
districts of Jharkhand, was arrested from a hotel in Tezpur town, Sonitpur Additional
Superintendent of Police P.K. Nath said.

His 24-year old brother-in-law, Anil Singh, a former employee of Power Grid Corporation of
India, was also taken into custody though his involvement with the outfit was yet to be
ascertained, Mr. Nath said.

The duo had checked into the lodge last night and was arrested following specific information
received by the police.

Anandji hailed from Dewar village in Latehar district and had joined the outfit in 2002.

There are 18 cases registered against him in Jharkhand and he carried a reward of Rs. 5 lakh on
his head.

He was also jailed for eleven months in 2007.

Police suspected that he had come to Tezpur to organise the outfit in the remote areas of the
district.

Latehar police in Jharkhand have been informed about the arrest.

With the academic activities of the Jaffna University coming to a grinding halt in protest of
police and military atrocities during the past three days, Sri Lanka’s defence authority has
increased the military presence around the Jaffna University amid fears that there could be more
arrests of University students on false charges of terrorism related activities.

It is reliably learnt that the Jaffna University administration has been given a wanted list of names
of at least ten University students following the police-military joint attack on the students on
November 27 and 28. Acting Vice Chancellor of the University Prof. Velnamby however, has
refused to speak to the media in this regard.

According to media and academic sources in the island’s north, the military which was drastically
reduced following the raid on the ladies’ hostels on November 27 and the unprovoked attack on
the peaceful students’ march on November 28, has been visibly increased in the vicinity of
University from the early hours of today (02).

“The University area looks virtually like a battlefield with the unusual presence of heavily armed
military personnel. You could see hundreds of soldiers guarding all the roads and lanes leading
to the Jaffna University and carrying out random checks using sniff dogs on almost all the
commuters in a threatening manner,” the sources told the JDS from Jaffna via phone.

“This has increased a very tensed atmosphere in the area and instilled fear among the students
using the hostel facilities, especially after the arrest of four students by the Terrorism
Investigation Division (TID). The students in the hostels are facing great difficulties even in
getting their food as a result,” the sources said.

Attempt for more arrests

Meanwhile, a police team has visited the house of Management Faculty Union leader,
Paranthaman Sabeskumar in the early hours of Sunday (02) to arrest him. As he was not present
at home at the time of the police visit, his parents were ordered that he be produced at the Jaffna
police station before noon to avoid them being arrested.

Sri Lanka’s police chief, DIG N. Illankakoon when contacted by the leader of the Tamil National
Alliance (TNA) R. Sampanthan, had claimed no knowledge of the predawn move by the police to
arrest Sabeskumar.

DIG Ilankakoon however, has confirmed to the TNA leader during his conversation via phone the
arrest of the four other university students on Saturday, informing him that they were being kept
and interrogated by the TID at the Vavuniya prison.

Secretary of the Jaffna Students’ Union Paramalingham Darshananth (24) of Kantharmadam,
Arts Faculty Union President Kanakasundaraswami Jenamejeyan (24) of Puthukkudiyiruppu,
Science Faculty Union member Shamugam Solomon (24) of Jaffna and Ganeshamoorthy
Sutharshan (22) of Urumpirai were arrested by  the police on Saturday.

False charges

Police spokesman SSP Prashantha Jayakody has told the media in Colombo that these University
students have been arrested “on charges of throwing petrol bomb at a pro-government Tamil
party office in Jaffna and pasting posters supporting the militarily defeated Tamil Tiger rebels”.

The academic sources of the University, however, have rejected these charges as “fake, fabricated
and politically-motivated to stifle the independency and integrity of the Jaffna University”.

“The military, which virtually runs the daily affairs of the north and the east despite the presence
of a so-called civil administration, is hell-bent on establishing its administration even in the
Jaffna University. It is unacceptable for the military to practise its anti-terrorism tactics on the
innocent students’ society in the war-ravaged Jaffna,” he told the JDS from Jaffna.

“The University administrations are under the University Grants Commission and Ministry of
Higher Education, and certainly not under the Ministry of Defence,” he said angrily reacting to
the recent military activities.

The University students who boycotted their classes initially for two days in protest of the attacks
have now decided to continue their boycott campaign indefinitely with the arrest of four fellow
students. The students are demanding that the University Administration should ensure the safety
and integrity of the University, instead of allowing the military to run the administration at their
will.

Meanwhile, the TNA and the Tamil National People’s Front (TNPF) have decided to launch a
joint protest rally in Jaffna on Tuesday (December 4) to condemn the ongoing military
aggression on the Jaffna students’ society.

Academics, clergy and members of the public want the Police and military banned from entering
the premises of the Jaffna campus, including the student hostels. If they insisted on visiting the
campus, they should seek the permission of the university authorities. Two separate letters and a
statement to this effect were issued last week.

Writing to President Mahinda Rajapaksa, the Jaffna University Science Teachers’ Association
(JUSTA) warned that “dragging innocent students through police stations and cells – as in the
1970s and 1980s – would harden them and breed contempt for the law and its enforcers.”

“Where there should be trust and co-operation, there is fear, resentment and then defiance,” the
association said. “Surely, we do not want the consequences of that again.”

In a separate communication, members of the clergy and the public expressed concern that Jaffna
University students had been arrested for campaigning against alleged Army human rights
violations.

 Describing the arrests as “baseless and politically motivated”, 121 persons, some representing
organisations, signed a document urging the Government to release the students, as there was no
clear evidence of wrong-doing. They also demanded legal assistance and family visits for the
detainees and an assurance that the students in custody would be treated well.

The statement was signed by religious leaders, including the Roman Catholic bishops of Mannar,
Jaffna, Anuradhapura, Galle and Kurunegala. Jaffna University students were boycotting classes
to protest these arrests and “acts of intimidation and attacks carried out by the Army,” the
statement pointed out, adding that many students had left their hostels, fearing further assaults or
arrest.

“The situation in the Jaffna University remains tense and volatile,” the statement said, adding that
the actions of the security forces would disrupt life at the university, academic work and threaten
the safety and security of the students on the campus.

The Jaffna University Science Teachers’ Association has called for intervention by President
Mahinda Rajapaksa. The Association said it wasforced to write to the President because no
official in Jaffna seemed “able to deal with the problem or to adequately comprehend our
concern.”
 
The association said there was no agreement or consensus among the university community on the action taken by some students to observe “Heroes’ Day.” The significance of the actions had to be discussed and differences of opinion sorted out, they said.
In the absence of a political settlement to the problems in the North and East, “residual influences” have been allowed to legitimise November 27 as a day of defiance, the association added.

President Rajapaksa has been in politics for several decades and was at the centre of two
insurgencies in the South, the Jaffna University Science Teachers’ Association said. The
President should therefore know that the defeat of an insurgent force does not extinguish or
eliminate the feelings or causes that gave rise to the insurgent movement, the JUSTA observed.

“Such feelings are not a police matter, but are rather to be handled as part of the political task of
reconciliation and rebuilding,” it was pointed out.

In an open letter to the Jaffna University Vice-Chancellor, the University Teachers’ Association
of Jaffna (UTAJ) called for the “immediate removal of military, Police and security checkpoints
around the campus (set up after November 27).”

It also demanded a guarantee that no outsider, particularly military or Police, be allowed to enter
the Jaffna University or hostels without permission from the university authorities.

Authorities have launched an investigation into an alleged multi-million rupee scam involving
the smuggling of Sri Lankan workers to U.S. bases in Iraq and NATO bases in Afghanistan,
senior officials said yesterday.

 Foreign Employment Secretary Nissanka Wijeyratne told the Sunday Times they were probing
the activities of an individual, alleged to have amassed millions through his clandestine
operations carried out through a third country.

“We are in possession of documentary evidence related to this issue and the matter is under
investigation at the highest level by a cross section of the authorities,” he said.

According to Mr. Wijeyratne, copies of the documents that include cleverly doctored entry visas
into the United Arab Emirates (UAE), have already been forwarded to the authorities at the
Defence, External Affairs Ministry (EAM) and the Sri Lanka Bureau of Foreign Employment
(SLFEB).

“According to available information, the workers were first taken to the UAE and later
transferred to NATO bases in Afghanistan and Iraq by charter flights that leave Terminal 2 at
Dubai International Airport,” he said.

“It was only last month that we set a trap involving the relevant agencies, at the Bandaranaike
International Airport (BIA), when a fresh batch of workers were bound for the NATO bases, but
the exercise proved futile as no one turned up,” Mr. Wijeyratne added.

Officials at the SLFEB’s Legal Division, said they were also examining the documents, mainly
the forged visas, and that, the matter would be shortly handed over to the police for further
investigations.

 “At the moment, there are only allegations and copies of forged visas for us to go on, but it is a
start, and we will probe this down to the wire,” Additional General Manager (AGM) SLFEB
Legal Division, M.A.C.K. Pemasiri told the Sunday Times.

“We will also look into allegations that officials at the Bureau may have connived with this
particular individual who is alleged to have been operating this racket for the past eight years,”
Ms. Pemasiri added.

 Head of Approval Division, SLFEB, Kalyani Herath said that, although there is no current ban
for Sri Lankans to travel to both these countries, approval for work at NATO bases is yet to be
sanctioned.

 “It is not clear how these people are getting there, but as far as the SLFEB is concerned, there are
no official records to confirm that Lankans had left the country for work in the NATO bases of
these two countries. If it is happening at all, then these people are being smuggled through
various channels,” Ms. Herath said.

 She added that, employment in these two countries are subject to several conditions that include
a NATO clearance and a safety insurance cover of US$ 15,000 or Rs 1.9 million per worker,
among other requirements.

She added that this is something the Immigration and Emigration authorities should look into
more closely because it largely involves the exit point at the BIA.

Immigration Controller Chulananda Perera said that he was not aware of such a smuggling ring,
but said that the matter would be investigated once his office is notified towards this end. “As of
now, I have not received any information,” he told the Sunday Times.Sources in the foreign
employment industry said that this particular individual had several contacts with senior
government officials who were allowing him to have a free run, and this has been going on for
the past several years.

“It will be damning, should the relevant authorities say they are not aware of this racket. We have
time and again raised the matter with the various authorities, even providing them with
documents and other evidence, but they opted to remain quiet all these years for reasons known
only to them,” the sources said.

 They added that the workers were being smuggled out to mainly dodge the pre-conditions, that
of the NATO clearance certificate and the massive insurance cover.
 
“These individuals could also pose a threat to the interests of these bases, as they are not screened and not accounted for at any end.”
 EAM Secretary Karunatilleke Amunugama said he was not aware of such a smuggling racket,
adding that, the security factor should be the concern of the NATO authorities who are offering
employment to these individuals.

However, he added that Colombo’s Mission in Baghdad has had reports of Lankans turning up
for employment in military bases in that country. “Their source of entry into the bases is not
known, but their presence could be confirmed,” Mr. Amunugama added.

கண்டி மாநகர் என்பது முற்றிலும் ஒரு மாறுபட்ட அமைப்பைக் கொண்டது. அதாவது நீண்டகாலமாக மூவினங்களும் ஒற்றுமையாகவும் இணக்கமாகவும் வாழ்கின்ற ஒருபகுதி.

ஆங்காங்கே சிறு சம்பவங்கள் ஏற்பட்ட போதும் அவை வெளியாரால் மேடை ஏற்றப்பட்டதே தவிர உள்ளுர் மக்கள் வெளிப்படையாக ஈடுபடுவதுமில்லை.

அப்படி பெரும்பான்மை இன கண்டி மக்களிடத்தில் இன ரீதியான குரோத உணர்வுகளை காண்பதற்கும் இல்லை.

கதை என்னவென்றால் அனுராதபுரம், தம்புள்ளை, தெஹிவளை, ராஜகிரிய, குருநாகல், பதுளை… என வந்துள்ள ஒருவகையான உணர்வு கண்டிப் பக்கமும் தலைகாட்ட ஆரம்பித்து விட்டது என்பது தான்.


நேற்று (8.12.2012) கண்டி நகரிலும் சுற்றுப்புறங்களிலும் ஒட்டப்பட்டிருந்த சுவரொட்டி எதைக் கட்டியம் கூறுகிறது என்பதை, யூகிக்க முடியுமே தவிர உறுதியாக எதையும் கூறமுடியாதுள்ளது.

ஓன்று மட்டும் நிச்சயம் தெரிகிறது பேரினவாதிகளின் அடுத்த இலக்கு கண்டி என்பது. இதற்கு இரண்டு உதாரணங்களைக் கூறமுடியும். ஓன்று இத்துடன் உள்ள சுவரொட்டி.

மற்றது கண்டி மீராமக்கம் பள்ளியில் முற்பக்க சுவரைப் பர்த்தால் தெரியும் அது என்ன என்பது.

மீராமக்காம் தர்ஹா மற்றும் பள்ளி போன்றன அமைந்துள்ள இடம் சிங்கள மன்னர் காலத்தில் முஸ்லிம்களுக்கு தானம் வழங்கப்ட்டது. அதுவும் அஸ்கிரிய பீடத்திற்குச் சொந்தமான காணியிலாகும்.

நூற்றாண்டுகள் பழைமை வாய்ந்த இந்த இடத்தில் அஸ்கிரிய பீடமும் மீராமக்கம் பள்ளியும் அயல் வீடுகள் போன்று காணப்படலாம். அதற்காக நாம் எமது பள்ளியை தாரை வார்க்கத் தேவையில்லை. அது அவர்களுக்குச் சொந்தமானது என உரிமை கொண்டாடவும் முடியாது.

ஆனால் அதன் சுவரில் பொறிக்கப்பட்டுள்ளது ‘அஸ்கிரிய விகாரைப் பிரதேசம்’ என்று.

பழக்கப்பட்ட எம்மவர்களுக்கு அது புரிவதில்லை. ஏனெனில் அஸ்கிரிய பிரதேசத்திற்கு போகும் பாதையை அல்லவா அது குறிக்கிறது என்று நாம் கண்டும் காணததுமாக உள்ளோம் இன்னும் பலவருடங்கள் சென்று பள்ளிச்சுவரிலே அஸ்கிரிய விகாரைப்பிரதேசம் எனப் பொறிக்கப்பட்டுள்ளதே. இது நீண்டகாலமாவே உள்ளதே. எனவே இது எமக்கு சொந்மதானது என
ஒருசாரார் உரிமை கொண்டாட வந்தாலும் வருவார்கள்.

இன்று தீகவாப்பி, கதிர்காமம் புனித பிரதேசம், பலாங்கொடையிலுள்ள ஜெய்லானியை அண்மித்த பகுதி என எவ்வளவோ உதாரணம் கூறலாம். இப்படி உரிமை கொண்டாடும் இடங்கள் எல்லாம் முன்னைய ஆதாரங்களை வைத்தே சொல்லப்படுகிறது. அப்படியாயின் இதுவும் பின் ஒரு
காலத்தில் முன் ஆதாரமாகலாமே. ஏதஜர் காலத்தில் கபளீகரம் செய்யப்படலாமே.

அத்துடன் கண்டியில் ஒட்டப்பட்டுள்ள சுவரொட்டியை உற்று நோக்கினால் சில உண்மைகள் தெளிவாகிறது. இது எவனோ ஒரு கோமாளி செய்தான் எனக் கருத முடியாது. ஏனெனில் இவ்வாறான போஸ்டர்கள் தொடர்ந்து எழுதிப் பழக்கப்பட்ட ஒருவரது கைவண்ணமாக உள்ளது. எனவே அதன் பின்னணியில் ஒரு திட்டமிட்ட குழு செயற்படுகிறது என்பது தெளிவு.

அத்துடன் ஒட்டப்பட்டுள்ள இடங்கள் மறைவான இடங்கள் அல்ல. சன நெரிசல் மற்றும் பாதுகாப்புப் படையினர் போன்றவர்கள் நடமாடும் மிகப் பிரதான சந்தி எப்பொழுதும் பொலீஸார் சேவையில் இருக்கும் இடம். தைரியமாகச் சென்று ஒட்டுவதற்கு சாதாணை ஒருவனால்
முடியாது.

மேலும் எமது சிந்தனையில் உதிக்காத யாருமே எதிர்பார்த்திராத ஒரு தனிநாட்டுப் பெயர் குறிப்பிடப்படுகிறது. அது …ஸ்தான் என முடிவதனால் பாகிஸ்தான், ஆப்கானிஸ்தான், கசகிஸ்தான், என்ற அடிப்படையில் இதுவும் ஒரு ..ஸ்தான். சபரிஸ்தான் என்றால் என்ன? என்ற விபரம் தெரியாது.

அத்துடன் முஸ்லிம் கடைகளில் பொருட்களை வாங்க வேண்டாம் என்று அதில் கூறப்படவில்லை. வாங்குவோமா? எனக் கேட்பதன் மூலம் மிகப் புத்தி சாதுர்யமாக விசக் கருத்தைப் புகட்டுவதாக உள்ளது. இது முஸ்லிம் வர்த்தகர்கள் மீது ஒரு காழ்ப்புணர்ச்சியை ஏற்படுத்துகிறது.

2025ம் ஆண்டு இலங்கை முஸ்லிம் நாடாகும் என்று கூறுவதற்கு எது  ஆதாரம் என்று தெரியவில்லை.

எனவே கூட்டு மொத்தமாக முஸ்லிமகள் மீது பொறாமை கொண்டு ஒரு குழு இயங்குவதையும் சட்டத்தை கையில் வைத்திருப்போர் கண்டும் காணாததுமாக இருப்பதும் தொட்டிலை ஆட்டும் செயல் என்பதும் தெளிவு. இன்னும் குழந்தையை கிள்ளத் துவங்கவில்லை. இன்று தொட்டிலை ஆட்டும் அதே கைகள் குழந்தையை கிள்ளி விட்ட பின்பும் ஆட்டமுடியும்.
 
எனவே நாம் என்ன செய்யவேண்டும் என்பதில் தீர்க்கமான முடிவு தேவை. எம்மை தூண்டுகிறார்கள். தூண்டி விட்டு மோதப் பார்க்கிரார்கள் என்பது தெளிவு. எனவே நாம் பொறுமைகாக்க வேண்டும். அதனால்தானோ சபர் – சபரிஸ்தான்(பொறுமை) எனப் பெயர்வைத்துள்ளார்களோ தெரியாது. அல்லது பர்மிய மொழியில் ஏதேனும் கருத்துக்கள் உள்ளதோ தெரியவில்லை.

CAIRO (Reuters) - A concession offered by President Mohamed Mursi failed to placate opponents who accused him on Sunday of plunging Egypt deeper into crisis by refusing to postpone a vote on a constitution shaped by Islamists.

Islamists say they see the referendum as sealing a democratic transition that began when a popular uprising toppled Hosni Mubarak 22 months ago after three decades of military-backed one-man rule.
Their liberal, leftist and Christian adversaries say the document being fast-tracked to a vote could threaten freedoms and fails to embrace the diversity of Egypt's 83 million people.

More protests were planned near Mursi's palace, despite tanks, barbed wire and other barriers installed last week after clashes between Islamists and their rivals killed seven people.
Mursi had given some ground the previous day when he retracted a fiercely contested decree giving himself extra powers and shielding his decisions from judicial review.

But the president insisted the constitutional referendum go ahead next Saturday and the Muslim Brotherhood, from which he sprang, urged the opposition to accept the poll's verdict.

Ahmed Said, a liberal leader of the main opposition National Salvation Front, described the race to a referendum as "shocking" and an "act of war" against Egyptians.

The Front has promised a formal response later on Sunday.

Egypt is torn between Islamists, who were suppressed for decades, and their rivals, who fear religious conservatives want to squeeze out other voices and restrict social freedoms. Many Egyptians just crave stability and economic recovery.

Brotherhood spokesman Mahmoud Ghozlan said the scrapping of Mursi's decree had removed any reason for controversy.

"We ask others to announce their acceptance of the referendum result," he said on the group's Facebook page, asking whether the opposition would accept "the basics of democracy".
The retraction of Mursi's November 22 decree, announced around midnight after a "national dialogue" boycotted by almost all the president's critics, has not bridged a deep political divide.
Prime Minister Hisham Kandil, a technocrat with Islamist leanings, said the referendum was the best test of opinion.

"The people are the makers of the future as long as they have the freedom to resort to the ballot box in a democratic, free and fair vote," he said in a cabinet statement.

"CONSTITUTION WITHOUT CONSENSUS"

But opposition factions, uncertain of their ability to vote down the constitution against the Islamists' organizational muscle, want the document redrafted before any vote.

"A constitution without consensus can't go to a referendum," said Hermes Fawzi, 28, a protester outside the palace. "It's not logical that just one part of society makes the constitution."

Egypt tipped into turmoil after Mursi grabbed powers to stop any court action aimed at hindering the transition. An assembly led by the Muslim Brotherhood and other Islamists then swiftly approved the constitution it had spent six months drafting.

Opponents, including minority Christians, had already quit the assembly in dismay, saying their voices were being ignored.

A leftist group led by defeated presidential candidate Hamdeen Sabahy demanded the referendum be deferred until a consensus could be reached on a new draft, saying there could be "no dialogue while blood is being spilled in the streets".

After the dialogue hosted by Mursi, a spokesman announced that the president had issued a new decree whose first article "cancels the constitutional declaration" of November 22. He said the referendum could not be delayed for legal reasons.

The decree ignited more than two weeks of sometimes bloody protests and counter-rallies in Egypt. Mursi's foes have chanted for his downfall. Islamists fear a plot to oust the most populous Arab nation's first freely elected leader.

The April 6 movement, prominent in the anti-Mubarak revolt, derided the result of Saturday's talks as "manipulation and a continuation of deception in the name of law and legitimacy".

Islamists reckon they can win the referendum and, once the new constitution is in place, a parliamentary poll about two months later. The Islamist-led lower house elected this year was dissolved after a few months by a court order.

Investors appeared relieved at Mursi's retraction of his decree, sending Egyptian stocks 4.4 percent higher on Sunday. Markets are awaiting approval of a $4.8 billion IMF loan later this month designed to support the budget and economic reforms.

The military, which led Egypt's transition for 16 turbulent months after Mubarak fell, told feuding factions on Saturday that only dialogue could avert "catastrophe". But a military source said these remarks did not herald an army takeover.

சில்லறை வர்த்தகத்தில் அன்னிய நேரடி முதலீட்டை (எஃப்.டி.ஐ.) அனுமதிப்பதை எதிர்க்கும் தீர்மானம் மீது மக்களவையில் நடைபெற்ற வாக்கெடுப்பில் மத்திய அரசு வெற்றி பெற்றுள்ளது. வாக்கெடுப்பின்போது முலாயம் சிங்கின் சமாஜவாதி மற்றும் மாயாவதியின் பகுஜன் சமாஜ் எம்.பி.க்கள் வெளிநடப்பு செய்ததால் இந்த வெற்றி சாத்தியமானது.

எதிர்க்கட்சிகள் குற்றச்சாட்டு:

முன்னதாக, எஃப்டிஐ தீர்மானத்தைக் கொண்டு வந்து சுஷ்மா ஸ்வராஜ் பேசுகையில், ""சில்லறை வர்த்தகத்தில் அன்னிய நேரடி முதலீட்டை அனுமதிக்கும் முடிவை அவையின் பெரும்பான்மை உறுப்பினர்கள் எதிர்க்கின்றனர். இத்தீர்மானத்தை ஆதரிக்கும் பல்வேறு கட்சித் தலைவர்களிடம் 282 வாக்குகளும், தீர்மானத்துக்கு எதிரானவர்களிடம் 224 வாக்குகளும் உள்ளன. 18 கட்சிகளைச் சேர்ந்த 22 தலைவர்கள் இந்த விவாதத்தில் பங்கேற்றனர். அவர்களில் 14 பேர் தீர்மானத்தை ஆதரித்துள்ளனர். எனினும், இந்த வாக்கெடுப்பைப் புறக்கணித்து சமாஜவாதியும், பகுஜன் சமாஜ் கட்சியும் வெளிநடப்பு செய்து விட்டதால் நான் நினைத்தது நடக்கப் போவதில்லை'' என்றார்.

மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியின் மூத்த தலைவரான பாசுதேவ் ஆசார்யா பேசுகையில், ""சில்லறை வர்த்தகத்தில் அன்னிய நேரடி முதலீட்டை எதிர்த்து போராட்டங்களை தீவிரப்படுத்துவோம். பிரதமர் ஏற்கெனவே மாநிலங்களைவையில் எதிர்க்கட்சித் தலைவராக இருந்தபோது எஃப்.டி.ஐ. முடிவை எதிர்த்தார். காங்கிரஸ் தலைவர்களில் ஒருவரான பிரியரஞ்சன் தாஸ் முன்ஷி இது தேசவிரோத முடிவு என்றார். இந்த விஷயத்தில் நாங்கள் எங்கள் நிலைப்பாட்டை மாற்றிக் கொள்ளவில்லை. ஆனால் அரசு மாற்றிக் கொண்டுவிட்டது'' என்று தெரிவித்தார். பா.ஜ.க. மூத்த தலைவர் முரளிமனோகர் ஜோஷி பேசுகையில், ""சில்லறை வர்த்தகத்தில் ஜனநாயகம் வேண்டுமே தவிர சர்வாதிகாரம் இருக்கக் கூடாது என்பதே எங்கள் கட்சியின் நிலை. அது போன்ற நடவடிக்கையை மக்கள் சகித்துக் கொள்ள மாட்டார்கள்'' என்று எச்சரித்தார்.

அரசுத் தரப்பு பதில்: விவாதத்தின்போது, அரசுத் தரப்பில் மத்திய வர்த்தகத் துறை அமைச்சர் ஆனந்த் சர்மா பேசுகையில், எஃப்.டி.ஐ. முடிவால் சிறு வர்த்தகர்களும் விவசாயிகளும் பாதிக்கப்படுவார்கள் என்றும் அரசு அவசர கதியில் இதை அமல்படுத்துகிறது என்றும் எதிர்க்கட்சிகள் கூறிய குற்றச்சாட்டை மறுத்தார். அவர் பேசுகையில், ""இந்த முடிவு ஒரே இரவில் எடுக்கப்படவில்லை. முதல்வர்கள் மற்றும் விவசாயிகள், நுகர்வோர் அமைப்புகள், உணவு பதப்படுத்தல் தொழிலில் ஈடுபட்டுள்ளவர்கள் என்று பலரையும் கலந்து ஆலோசித்தே முடிவு எடுக்கப்பட்டது. மத்திய அரசு கருத்து கேட்ட 21 மாநிலங்களில் 11 மாநிலங்கள் இந்த முடிவுக்கு தங்கள் ஆதரவை எழுத்துமூலம் தெரிவித்தன. வெறும் 7 மாநிலங்கள்தான் இந்த முடிவை எதிர்த்துள்ளன. சில மாநிலங்கள் இது குறித்து மேலும் விளக்கமளிக்குமாறு எங்களிடம் கோரியுள்ளன. நானே நேரடியாக பஞ்சாப் முதல்வர் பாதல், ஒடிசா முதல்வர் நவீன் பட்நாயக், மேற்கு வங்க முதல்வர் மம்தா பானர்ஜி ஆகியோரைச் சந்தித்தேன்.

நாட்டின் கூட்டாட்சித் தத்துவத்தின் அடிப்படையில், அன்னிய முதலீட்டை அனுமதிப்பதா, வேண்டாமா என்ற இறுதி முடிவை எடுப்பதை மாநிலங்களிடமே விட்டுவிட மத்திய அரசு முடிவு செய்துள்ளது. முடிவெடுக்கும் அதிகாரத்தை தேர்ந்தெடுக்கப்பட்ட அரசிடம் இருந்து யாரும் பறித்துவிட முடியாது. கருத்தொற்றுமை என்பதற்கு பொது உடன்பாடு என்றுதான் அர்த்தமே தவிர ஒருமனதாக முடிவெடுத்தல் என்று அர்த்தமல்ல'' என்று தெரிவித்தார்.

தெலங்கானா காங்கிரஸ் எம்.பி.க்கள் வாக்கெடுப்பில் பங்கேற்பு

புது தில்லி, டிச. 5: மக்களவையில் புதன்கிழமை நடைபெற்ற வாக்கெடுப்பில் தெலங்கானா பகுதி காங்கிரஸ் எம்.பி.க்கள் பங்கேற்று மத்திய அரசுக்கு ஆதரவாக வாக்களித்தனர்.

முன்னதாக தெலங்கானா பிரச்னையை முன்வைத்து வாக்கெடுப்பை புறக்கணிக்கப் போவதாக இவர்கள் அறிவித்திருந்தனர். இதையடுத்து அவர்களுக்கு தெலங்கானா பிரச்னை தொடர்பாக வாக்குறுதி அளித்து சமாதானப்படுத்தியது காங்கிரஸ்.

தெலங்கானா பிரச்னை குறித்து விவாதிக்க டிசம்பர் 28ஆம் தேதி, அனைத்துக் கட்சி கூட்டம் நடத்தப்படும் என்று அவர்களுக்கு காங்கிரஸ் சார்பில் உறுதிமொழி தரப்பட்டது.

இதனை ஏற்றுக் கொண்ட தெலங்கானா பகுதி காங்கிரஸ் எம்.பி.க்கள் 7 பேரும் வாக்கெடுப்பில் பங்கேற்று அரசுக்கு ஆதரவாக வாக்களித்தனர்.

வெளிநடப்பு ஏன்? முலாயம் சிங் விளக்கம்

புது தில்லி, டிச. 5: விவசாயிகள் மற்றும் சிறு வணிகர்களின் நலனை அரசு புறக்கணித்ததால், மக்களவையில் இருந்து வெளிநடப்பு செய்தோம் என்று சமாஜவாதி கட்சித் தலைவர் முலாயம் சிங் யாதவ் தெரிவித்தார்.

மாநிலங்களவையிலும் எஃப்.டி.ஐ. முடிவுக்கு எதிரான தீர்மானத்தைத் தோற்கடிக்கப் போதிய எம்.பி.க்கள் பலம் இருப்பதாக அரசு நம்பிக்கை தெரிவித்துள்ளது.

மக்களவையில் எஃப்.டி.ஐ. தீர்மானம் மீதான வாக்கெடுப்பில் மத்திய அரசு வெற்றி பெற்றுள்ளது. இது குறித்து கருத்து தெரிவித்த எதிர்க்கட்சித் தலைவர் சுஷ்மா ஸ்வராஜ், ""சமாஜவாதி மற்றும் பகுஜன் சமாஜ் கட்சிகள் அரசை எதிர்த்து வாக்களிக்காமல் இருப்பதை உறுதிசெய்ய சி.பி.ஐ. பயன்படுத்தப்பட்டது'' என்றார்.

இந்தக் குற்றச்சாட்டை நாடாளுமன்ற விவகாரத்துறை அமைச்சர் கமல்நாத் மறுத்தார். அவர், செய்தியாளர்களிடம் கூறியதாவது: இது பா.ஜ.க.வின் அரசியல் நிராகரிக்கப்பட்டதையே காட்டுகிறது. அவர்கள் தங்கள் தேர்தல் அறிக்கையிலேயே எஃப்.டி.ஐ. முடிவை ஆதரிக்கின்றனர்.

மாநிலங்களவையில் எங்களுக்குக் குறைந்த அளவிலான எம்.பி.க்கள் மட்டுமே இருப்பது உண்மை. எனினும், அங்கும் நாங்கள் வெற்றி பெறுவோம் என்று முழு நம்பிக்கையுடன் இருக்கிறோம். மாநிலங்களவையில் எம்.பி.க்களின் எண்ணிக்கை எங்களுக்கு எதிராக இருப்பதாக நாங்கள் கருதவில்லை என்றார் கமல்நாத்.

வெளியுறவு அமைச்சர் சல்மான் குர்ஷித் கூறுகையில், ""எஃப்.டி.ஐ. விவகாரத்தில் எங்கள் நிலைப்பாடுதான் சரியானது என்பது மக்களவையில் இதன் மீதான தீர்மானம் தோற்கடிக்கப்பட்டதன் மூலம் உறுதியாகியுள்ளது.
சமாஜவாதி, பகுஜன் சமாஜ் கட்சிகள் வெளிநடப்பு செய்ததைப் பொறுத்தவரை, வெளிநடப்பு என்பது நாடாளுமன்ற அமைப்பில் ஒரு பகுதிதான்'' என்றார்.
