BEIJING — China’s new president, Xi Jinping, took a hands-on approach on Monday while meeting with President Obama’s national security adviser to prepare the agenda for the California summit meeting between the two leaders next week.

He dispensed with the big upholstered chairs that have for decades been the signature of the Great Hall of the People and, seated opposite the American adviser, Tom Donilon, at a long, polished wooden table, got immediately to the point.

The relationship between the United States and China stands at a “critical juncture,” he said, adding that it is time to explore “a new type of great power relationship.”

Mr. Xi and Mr. Obama will meet over two days at Sunnylands, an estate east of Los Angeles, in what is being billed as a get-to-know-you retreat for the two leaders as they define their countries’ relationship.

Their wives, Michelle Obama and Peng Liyuan, will also be there, and a person familiar with the planning said the leaders would have plenty of time to talk informally, undistracted by the constant motion and public scrutiny of meetings in Washington.

Mr. Donilon wound up his two-day visit to Beijing on Tuesday night after meeting the vice chairman of the powerful Central Military Commission, Gen. Fan Changlong, an indication that the mounting distrust between the American and Chinese militaries will be discussed in California.

In a public statement before the closed-door session with General Fan, Mr. Donilon repeated the Obama administration’s desire for stronger strategic communications between the two militaries and for joint, rather than competitive, efforts to deal with regional problems in Asia.

Mr. Xi’s blunt focus on a new relationship with the United States puts that notion at the center of the summit meeting, Chinese and American analysts said, although few were sure what specifically Mr. Xi, who is regarded as a man of big ambitions and a friend of the military, had in mind.

Even before assuming the presidency in March, Mr. Xi mentioned the desire for a new relationship, alluding to it on his visit to Washington as vice president in February 2012.

Earlier this year, officials from the Foreign Ministry met with professors of international relations in Beijing to discuss how best to define the “great power relationship,” but no one knew how to flesh it out, several professors said.

Nicholas Lardy, a senior fellow at the Peterson Institute for International Economics in Washington, said both sides were “struggling to conceptualize what a new type of great power relationship might be.”

It is a given, Chinese and American analysts say, that Mr. Xi and his advisers are referring to the historical problem of what happens when an established power and a rising power confront each other. The analysts said the Chinese were well aware of the example of the Peloponnesian War,
which was caused, according to the ancient Greek historian Thucydides, by the fear that a powerful Athens instilled in Sparta.

Shi Yinhong, a professor of international relations at Renmin University and an occasional adviser to the Chinese government, offered some ideas of what Mr. Xi has in mind.

“He wants the American president to recognize that China is dramatically rising in military and economic ways, and he wants the president to know that he is active in world diplomacy,” Mr. Shi said. “If the American president recognizes all of these things, then Xi can be nicer, nicer in his
definition, in a very tense situation.”

Mr. Xi has already been more strategic, confident and successful in foreign policy than his immediate predecessors, Hu Jintao and Jiang Zemin, Mr. Shi said.

“Under Xi, we can have some big gives and big takes,” some of which could be unveiled by the Chinese leader in California, Mr. Shi said.

Mr. Xi has offered a “big gift” to the United States, Mr. Shi said, by pressuring the new leader of North Korea, Kim Jong-un, to resume talks over his country’s growing nuclear weapons program.

The Global Times, a newspaper that often defends the Chinese Communist Party, reported Tuesday on the changes in China’s policy toward North Korea that it said were in the United States’ interest.

“The former administration always put ensuring the peace and stability of the Korean Peninsula in first place, while the current administration sets the denuclearization of the peninsula first,” the paper quoted Zhang Liangui, of the Communist Party School of the Central Committee, as saying.
China will no longer “indulge” North Korea’s weapons program at the cost of instability in North Asia, Mr. Zhang said. This brought China and the United States closer together, Mr. Zhang said.
Mr. Shi said Mr. Xi would show his toughness to Mr. Obama over Japan. The Chinese president is likely to tell Mr. Obama that Beijing “cannot tolerate the behavior” of Japan over the Diaoyu Islands — known as the Senkaku in Japan — in the East China Sea. China has pressed Japan militarily
and diplomatically over ownership of the islands since September.

The hard-line policy toward Japan has a larger goal, Mr. Shi said. Mr. Xi “is looking for more strategic space in the western part of the Pacific, so that American strategic weapons will not be able to pass through the Yellow Sea and the East China Sea,” Mr. Shi said. “He won’t say this specifically at the meeting with the American president. He will say it in broader, more ambiguous language.”
Aside from the overarching relationship between China and the United States, a range of specific issues will be discussed at Sunnylands, American and Chinese analysts said.

The United States is most concerned about Chinese cyberattacks and the theft of industrial secrets, and China is likely to seek to play down those issues, the analysts said. Discussions about North Korea, the global economy, the East China Sea and the South China Sea are likely be on the agenda,
they said.

But the analysts expect less detail in the talks and fewer specific outcomes than are usual at formal, fast-paced summit meetings.

There has already been modest progress in communication between the two militaries, American officials said.

The chairman of the Joint Chiefs of Staff, Gen. Martin E. Dempsey, spoke by telephone last Wednesday with General Fan, the result of a pledge last month that they would talk on a more regular basis.

US backs EU’s step to arm Syrian rebels, slams Russia's shipments to Assad



The US has welcomed the EU’s decision to lift an arms embargo on Syria, as a show of “full support" for rebels fighting against President Assad. At the same the White House has opposed Russian sales of S-300 missiles to Syria, calling it “a mistake”.

The State Department has called for an end of the embargo on shipment of arms to rebels, saying that this step "gives the flexibility of specific EU member states to support the opposition as they see fit," acting State Department deputy spokesperson Patrick Ventrell said at the briefing on Tuesday.

At the same time, for President Bashar Assad this should be a message "that support for the opposition is only going to increase”, Ventrell said.

As the United States has so far provided only non-lethal aid to Syrian rebels, Ventrell said the new decision “allows others to continue to accelerate that assistance to the opposition."

The State Department has stressed that it will not change its policy based on the EU’s decision.

Ventrell reiterated America’s position, saying that it opposes Russia selling anti-aircraft missiles to the Assad regime.

“We think that's a mistake. They've described it as fulfilling existing contracts,” he said, then assuring that the US government will “continue to work with them [Russia]."

The comments came after Russia criticized the EU lifted its arms embargo, with diplomats branding the move as an "example of double standards". Russia insists that its own sale of arms to the Syrian government may help restrain warmongers.

However, it has neither confirmed, nor denied “the status of those shipments” Russia is carrying out under a contract signed with Syria several years ago.

Moscow has been asserting its right to ship S-300 batteries, maintaining that it does not violate international law.

Russia’s Foreign Minister Sergey Lavrov lambasted the EU’s latest move as “an illegitimate” decision.

"This is an illegitimate decision, in principle, to discuss seriously on official level the issue of supplying or not supplying arms to non-state actors is contrary to all norms of international law,” Lavrov said.

He recalled negotiations on the text of the Global Arms Trade Treaty, which read that “arms should be supplied to governments and only with requirement of an end-user certificate”.

“I don’t know which end-user certificate the Syrian opposition can give to exporters from Europe,” Lavrov added.

The Syrian government has slammed the easing of the EU’s embargo as an “obstruction of efforts to resolve the conflict in the country peacefully”.

The country’s Foreign Ministry has accused the Union of giving “support and encouragement to terrorists by providing them with weapons in clear violation of international law and the UN Charter.”

Despite Britain and France having made a commitment not to deliver arms to the Syrian opposition "at this stage," the UK’s Foreign Secretary William Hague has not ruled out arming the rebels before August 1, saying that Britain now has the right to do so.

There are opinions that criticize the decision to ease the embargo and predict only more death to come out of the prospect of arming the Syrian opposition. And that also includes the possibility of a dangerous fallout already seen in the aftermath of Afghanistan and Libya, with Western weapons ending up in the hands of terrorists only to be turned against their suppliers. British journalist Neil Clark spoke to RT reiterating those points:

“I think there will be a massive blowback from this because there’s no doubt – it’s 100 per cent sure – that if  Britain and France send  more weapons into this arena they will end up in the hands of groups like the Al-Nusra Front and Al Qaeda-created groups. And these will come back to be used against British citizens in Britain perhaps and across the world. And so, we’ve got a real problem here. We’ve got a British neo-conservative government that’s actually lining up on the same side as Al Qaeda and Islamic extremists in Syria.”

Meanwhile, Moscow and Washington remain undecided as to the content of a proposed international conference on Syria, according to Deputy Foreign Minister Sergey Ryabkov.

There are fears that nothing will come of the idea at all, if no adequate elements of the Syrian opposition are found to be at the other end of the table to Assad.

A frequent contributor on the subject, Sharmine Narwani, who is a senior associate at Oxford University and blogger for Al Akhbar English in Beirut, spoke to RT, sharing her bewilderment at the confused actions of the US, Britain and France, at a time when the West feels it needs any kind of leverage at all before the proposed conference takes place - all signs that their mission in Syria is not as successful as they had hoped.

“They go into these talks with their side, having no military advantage on the ground. They go into these talks with no sign of the Assad government being replaced [and] with a sense that in fact millions of Syrians do not support this rebellion. So, unless they gain some leverage before these talks they have nothing to push their own agendas.”

But despite fears that the Geneva conference will not take place, Narwani is confident that some arrangement will nonetheless materialise, and the reasons are not as obvious as some may think:

“Even if the conference doesn’t go ahead as envisioned, this is a critical time and something that is absolutely important that no one is pointing out is that about a year from now, the US military is going to have to unwind and exit Afghanistan. And [they] absolutely need the cooperation and assistance of Russia, China and Iran, to leave with their heads held high and without any lambasting implications of this. And those are the three countries that would like to see the US exit from Syria, so I think there’s a grand bargain in the works, regardless of whether the Geneva conference goes ahead.”

The influential Sri Lankan Defence Secretary, Gotabaya Rajapaksa, has said Sri Lanka should jettison the system of devolution contained in the India-inspired 13th Amendment of the country’s constitution, irrespective of India’s reaction.

“Just because India or some other country will get angry, we cannot stop doing what is good for our country,” Gotabaya told the Tamil daily Sudar Oli on Sunday.

He was asked if his statements against the devolution of power to the provinces would not irk India, which was responsible for the promulgation of the existing devolution system through the India-Sri Lanka Accord of 1987 and the 13th constitutional amendment which followed it. Indian Foreign Minister Salman Khurshid had recently expressed displeasure over Lanka’s attempts to prune the 13th amendment to deny the provinces powers over land and police.

Gotabaya expressed the fear that if the Tamil majority Northern Province went into the hands of the pro-LTTE Tamil National Alliance (TNA) following the September 2013 elections to the Northern Provincial Council (NPC), that province would demand power over land and police and jeopardize national integrity and security.

He recalled that the 13th amendment did not have the people’s support when it was enacted in 1987. The Janatha Vimukthi Peramuna had “set fire to the whole country,” and the LTTE leader Prabhakaran had rejected it, he pointed out.

“Why should we implement it merely because it meets India’s needs?” Gotabaya asked.
According to him some forces were trying to weaken Lanka’s Central Executive by divesting it of powers of land and  the police; demanding independent commissions to make official appointments; and promoting an independent judiciary. Gotabaya, who is President Mahinda Rajapaksa’s sibling, suggested that Tamils, Sinhalese and Muslims, should all “forget” about the 13th amendment and think about a “reasonable” solution  to the ethnic question.

However, according to “The Sunday Times” President Rajapaksa had told the cabinet that the NPC elections should be held as scheduled in September, and under the existing  constitutional arrangement. Perhaps, Rajapaksa does not want to ruffle feathers in India and the West ahead of the Commonwealth summit scheduled to be held in Colombo in November.

The Bodu Bala Sena (BBS) today said the Buddha Sasana Ministry should be brought under the purview of Defence Secretary Gotabaya Rajapaksa to protect Buddhism.

BBS General Secretary Galagoda Aththe Gnanasara thero told a news conference that the Buddha Sasana Ministry was currently performing a poor service in protecting the Buddha Sasanaya and observed that the time had come to take a decision in this regard.

Gnanasara Thera said it could be recommended that the Defence Secretary should be given the responsibility of the Buddha Sasana since he was a person the BBS trusted.

Addressing a joint press conference organised by the BBS and Sihala Rawaya organisation regarding the self-immolation of Bowatte Indrarathana Thera, the BBS General Secretary further said Sinhala Buddhists should awake and be committed to fulfil the aspirations of the Buddhist monk who sacrificed his life for the nation. He further said within a period of one week, the BSS would take a decision regarding the Ministry of Buddha Sasana which is currently performing a poor service to Buddhists and the Buddha Sasanaya.

“We cannot expect an effective service from the Ministry of Buddha Sasana in protecting Buddhism. It has come to the status of a multi-religious Ministry that ignores the real issues of Sinhala Buddhists,” he said.

Meanwhile, the BBS called upon President Mahinda Rajapaksa to convene a discussion with all Ministers to discuss the issues relating to the Sinhala Buddhists. (Lakmal Sooriyagoda)

இச்சம்பவத்தைக் `காட்டுமிராண்டித்தனம்` எனக் கண்டித்து ஆசிரியர் தலையங்கம் தீட்டிய தினமணிப்பத்திரிகை ``சுரங்கப் பணிகள் தொடங்கப்படவில்லை என்ற காரணம் காட்டி உரிமம் ரத்து செய்யப்பட்ட நிலக்கரிச் சுரங்க வயல்கள் பலவும் சத்தீஸ்கர் மாநிலத்தைச் சேர்ந்தவை. பெரும் ""பணம் செலவழித்து'' பெற்ற உரிமம் ரத்து செய்யப்பட்டதால் ஏற்பட்ட ஆத்திரத்தில், இதற்கு இடைத்தரகர்களாக இருந்த காங்கிரஸ் பிரமுகர்கள் சிலரைக் குறிவைத்து இத்தாக்குதல் நடத்தப்பட்டிருக்குமோ என்ற கோணத்திலும் சிந்திக்க வேண்டியுள்ளது.`` எனக் கூறியுள்ளது.

மேலும் ``பழங்குடியினருக்கு எதிரான நடவடிக்கைகள்தான் மாவோயிஸ்டுகள் உருவாகக் காரணம் என்று ஒருபுறம் வாதிடப்படுகிறது. இந்த வாதத்தில் கொஞ்சம் உண்மை இருப்பதை மறுப்பதற்கில்லை. நிலக்கரிச் சுரங்கம், கனிமச் சுரங்கம் என்ற பெயரில் பழங்குடியினர் வெளியேற்றப்படுகின்றனர். வாழ்வாதாரத்தை இழக்கின்றனர். இதை எதிர்க்கும் பழங்குடியினர் பலவந்தமாக அப்புறப்படுத்தப்படுவதும், இந்த எதிர்ப்பில் காவல்துறையுடனான மோதல்களும், இரு தரப்பு உயிரிழப்புகளும் தொடர்கின்றன.இது தீர்வு காணப்பட வேண்டிய விவகாரம் என்பதில் யாருக்கும் மாற்றுக் கருத்து இல்லை.`` என்றும் கூறியுள்ளது.

Some EU members believe that relaxing the arms embargo would only increase the killings [Reuters]

The European Union nations remained divided on whether to ease sanctions against Syria to allow for weapons shipments to rebels fighting the regime of Syria's President Bashar Assad.

Britain is the most outspoken proponent of relaxing the arms embargo but faces opposition from some members that feel more weapons would only increase the killings and tarnish the EU's reputation as a peace broker.

Austria's foreign minister, whose country opposes arms deliveries to the rebels, said on Monday that if there is no agreement the arms embargo would collapse.

"The positions are far apart," Guido Westerwelle, German foreign minister, said. He said it was not clear if the EU foreign ministers, meeting in Brussels, will reach an agreement on the issue.

Assad has been using extensive firepower against lightly armed rebel factions.

More than 94,000 people have died since the uprising against Assad's regime erupted in March 2011, according to the latest UN figures.


Both sides have agreed in principle to enter direct talks in the Swiss city of Geneva next month, backed by both the US and Russia.

Several nations say that arming the opposition would create a level playing field that would force Assad into a negotiated settlement.

“It is important to show we are prepared to amend our arms embargo so that the Assad regime gets a clear signal that it has to negotiate seriously,'' William Hague, UK foreign secretary, said. 

The date, agenda and list of participants for the so-called Geneva 2 conference remain unclear, and wide gaps persist about its objectives.

The opposition the Syrian National Coalition, which has been meeting in the Turkish city of Istanbul since Thursday, has yet to reach an official position on the peace initiative.

Austria was among the holdouts to keep the EU from providing weapons, arguing it would only further fuel an already horrific situation.

"'We just received the Nobel Peace Prize and to now go in the direction of intentionally getting involved in a conflict with weapon deliveries, I think that is wrong," Michael Spindelegger, Austria's foreign minister, said.

Any decision would require unanimity among the 27 member states, but failing to come up with a decision would leave options for individual member states open.

"If there is no compromise, then there is no sanctions regime," Spindelegger said. "In my view that would be fatal, also for those who now absolutely want to deliver weapons."

Beyond the moral question of providing arms in a civil war, there are also fears that delivering weapons to the opposition would open the way for groups considered to be extremist to get hold of weapons that could then be targeted against the EU.

Over the past two years, the EU has steadily increased the restrictive measures against the Assad regime, including visa restrictions and economic sanctions.

In February, it also amended a full arms embargo to allow for non-lethal equipment and medicine to protect the civilians in the conflict.

If not renewed, all those measures expire at the end of the month.

Lord Naseby said that the creator, recruiter and organizer of Tamil child soldiers in Sri Lanka, Mrs. Adele Balasingham lives comfortably in Southern England.

"It was the Tamil Tigers who created, recruited several thousand child soldiers and put them in the frontline so they died first", he said.

Lord Naseby, the Chairman of the All Party British Sri Lanka Parliamentary Group, in a letter to British Deputy Prime Minister Nick Clegg further said that the Tamil Tigers were a terrorist organization seeking an independent state Eelam. They followed no rules of war using suicide bombers with no warning, killing two Presidents, a Tamil Foreign Secretary and thousands of innocent civilians. "Tamil civilians who tried to escape were shot in the back by the Tamil Tigers. It was the same Tamil Tigers who refused to allow food and medicine convoys from the UN and the government to enter by road and then tried to sink the relief ships. Finally, they refused to surrender preferring to plant their heavy artillery next to the Field Hospitals", Lord Naseby noted.

Referring to the answer given by Deputy PM Clegg to Simon Hughes MP at the PM Questions on 16th May, Lord Naseby said, "You highlight alleged despicable government atrocities - presumably based on films like Channel 4 whose filming is challenged by many and we know the claim of 40,000 being killed in the last days is a total exaggeration. The UN in Country Team estimate 7,000 - 8,000 supported by analysis from the recent census and missing persons investigation."

"Your answer was not objective, not balanced, not accurate and appears to be aimed to give succor to those Tamil Diaspora, formerly LTTE supporters, who now campaign to blacken everything the democratically elected government of Sri Lanka does in an attempt to achieve Eelam by stealth. Frankly, you should be thoroughly ashamed of yourself", he said.

Jathika Hela Urumaya (JHU) Parliamentarian, Athuraliye Rathana Thera said, yesterday the government must be compelled to change its stand on the 13th Amendment to the Constitution through public mobilization.

Referring to the announcement made by Cabinet Spokesperson, Minister Anura Priyadarshana Yapa, who confirmed on Wednesday (22) that the government would not be abolishing the 13th Amendment, and the strongly expressed views of the JHU calling for the abolishment of the same, Rathana Thera said, "We must mobilize the public to push the government toward changing their stand on the matter." JHU National Organizer, Nishantha Sri Warnasinghe, responding to the inquiries pertaining to his party's alliance with the government, considering the current differences of opinion regarding the 13th Amendment, said, "What Minister Yapa expressed was the stand of the government. It is our view the amendment should be abolished. This isn't a government-JHU problem."

Commenting further on the government's decision to go ahead with the Northern Provincial Council (NPC) Polls in September, he said, "The government so far has not discussed any of these matters with our party
Minister Yapa at the Cabinet briefing pointed out that only the Parliamentary Select Committee (PSC) can take a decision on the 13th Amendment, echoing President Mahinda Rajapaksa's sentiments.

Warnasinghe, when asked whether the JHU has planned to discuss the matter at the PSC, said, "Even though a PSC has been appointed, it has never been convened, with the United National Party (UNP) and the Tamil National Alliance (TNA) studiously avoiding it. If it is convened, then the problems of the North can be discussed. The reality is that it is never convened."

 Sri Lanka Army-managed ‘Lāya Leisure’ Hotel at Kukuleganga is to run one of its new outlets, now open in the new state-of-the-art mega cafeteria (awanhala) complex at Welipenna service area on E-1 Colombo-Galle Expressway.

The ceremonial opening of the new ‘Lāya Seafood Restaurant’ outlet by Lieutenant General Jagath Jayasuriya, Commander of the Army, took place on Tuesday (21) morning during a brief ceremony as one more welfare wing of the Army where E-1 road-users are able to buy fresh meals at affordable price.

 
Sri Lanka Army in conformity with the government’s ongoing tourism promotion drive saw its widely used leisure outlets across the country be given a new exposure, facelift and modernization, bringing all of them recently under the brand name, ‘Lāya Beach’ (Wadduwa), ‘Lāya Leisure’ (Kukuleganga) and ‘Lāya Safari’ (Yala). Tuesday’s (21) opening of this seafood cafeteria is one more attempt in the same direction.

“Such welfare membership deposits, now matured as dividend payments which are managed by Directorate of Welfare in the Army enable us to go for mega welfare projects of exceptional nature, like Lāya Hotel ch ain, Ranaviru Apparels, Rehabilitation Centers, Ranaviru Resource Center, etc. The Army does not place any burden on Army personnel to fund or maintain such projects, either,” the Commander specified.

A gathering of senior officers and invitees attended the opening ceremony.

இலங்கையில் உள்ள பௌத்தர்கள் கடும்போக்காளர்கள் அல்ல. மத நல்லிணக்கத்தை சீர்குலைக்கவே சிலர் முயற்சிகளை மேற்கொள்கின்றனர் என ஜனாதிபதி மஹிந்த ராஜபக்ச தெரிவித்துள்ளார்.

கண்டி தலதா மாளிகையில் நடைபெற்ற நிகழ்வு ஒன்றில் கலந்து கொண்டு உரையாற்றும்  போதே அவர் இதனைக் குறிப்பிட்டுள்ளார்.

அவர் மேலும் தெரிவிக்கையில்,
நாட்டில் உள்ள பௌத்தர்கள் கடும் போக்கானவர்கள் அல்ல. எனினும் சில அரச சார்பற்ற நிறுவனங்கள் மதத்தின் அடிப்படையில் நாட்டை சீர்குலைப்பதற்கான முயற்சிகளை மேற்கொண்டு வருகின்றனர்.

அத்துடன் பௌத்தர்கள் ஏனைய மதத்தவர்களைத் துன்புறுத்துவதாக குற்றம் சுமத்தப்படுகின்றது. எனினும் ஏனைய மத வழிபாட்டுத் தளங்களை அமைத்துக் கொள்ள பௌத்த விஹாரைகளுக்கு சொந்தமான காணிகளும் வழங்கப்பட்டுள்ளன.

இவ்வாறான செயற்பாடுகள் மூலம் பௌத்தர்கள் மத நல்லிணக்கத்தை ஏற்படுத்த முயற்சிகளை எடுத்து வருகின்றனர் என்பது வெளிப்படையாகும்.

நாட்டில் மத முரண்பாடுகள் கிடையாது, அவ்வாறு முரண்பாடுகள் ஏற்பட பௌத்தர்கள் இடமளிக்க மாட்டார்கள் என ஜனாதிபதி தெரிவித்துள்ளார்.

India, Sri Lanka to double bilateral trade to USD 10 billion by 2016

New Delhi, Jan 22 (ANI): Recognising the need to build a special economic partnership framework to achieve the shared goals of poverty alleviation, job creation and economic development for the people of the two countries, India and Sri Lanka on Tuesday agreed to encourage closer economic and trade linkages between all stakeholders with a view to doubling bilateral trade to USD 10 billion in the next three years.

In this context, a Ministry of External Affairs release said that it was also agreed to initiate a dialogue between the Commerce Secretary of India and the Secretary of the Ministry of Finance and Economic Development of Sri Lanka at an early date to evolve a framework for a special economic partnership between the two countries. ‘

The decision was taken during the eighth meeting of the India-Sri Lanka Joint Commission here today. The meeting was co-chaired by External Affairs Minister Salman Khurshid and his Sri Lankan counterpart Prof. G.L. Peiris. The Joint Commission Meeting (JCM) was preceded by the Senior Officials Meeting at the level of the Foreign Secretaries of the two countries on Monday.

During the meeting, it was acknowledged that the substantial development assistance provided by the Government of India towards relief, resettlement and rehabilitation of Internally Displaced Persons (IDPs) and livelihood generation and reconstruction efforts in the Northern and Eastern Provinces of Sri Lanka has had a positive impact on the ground.

In this context, both sides welcomed the successful completion of the pilot project for construction of 1,000 houses for IDPs in the Northern Province in August 2012 and the launch of the next phase for construction/repair of remaining 49,000 houses on October 2, 2012.

It was noted with satisfaction that substantial progress has been made in implementation of the projects like repair and construction of hospital and schools, setting up of Vocational Training Centres, organization of artificial limb refitment camps, provision of fishing equipment, tractors, bicycles, trishaws, agricultural equipment and seeds, restoration of the Northern Railway lines and the Southern Railway Corridor, rehabilitation of the Kankesanthurai Harbour, rehabilitation of the Palaly Airport, among others.

Both sides also noted the impressive growth of tourism traffic between the two countries both ways. India currently contributed the largest number of tourist arrivals in Sri Lanka and over 250,000 Sri Lankans visited India in 2011-2012.

It was agreed that with a view to enhance connectivity, people to people exchanges and movement of goods and services, the two sides would meet at the earliest to explore the possibility of finalizing and signing a revised Air Services Agreement, work towards the resumption of ferry services between Talaimannar and Rameswaram for which the Joint Committee on Ferry Services would meet at the earliest and hold the meeting of the Joint Working Group on Tourism in the first quarter to 2013 to identify potential areas of cooperation, including marketing and capacity-building.
Describing the Sampur Power Project as a landmark initiative, the two sides directed the officials concerned on both sides to work towards its implementation so that the project goes on-stream by 2016, and to expeditiously complete the joint study on establishing power inter-grid connectivity.
Both sides also agreed to enhance bilateral cooperation in the areas of New and Renewable energy, and in this context agreed to conclude a MoU on Cooperation in New and Renewable Energy; to cooperate in establishing three power plants of aggregate capacity of 15 MW using biomass fuel; and enhance cooperation in wind and solar energy sectors.

It was also agreed to enhance bilateral cooperation in the fields of oil and gas; civil nuclear energy; science and technology; and space technology. (ANI)

சட்டவிரோதமான முறையில் இலங்கைக்கு கடத்திவரப்பட்ட தரத்தில் குறைந்த பெரிய வெங்காய விதைத் தொகையொன்று கட்டுநாயக்கவில் வைத்து கைப்பற்றப்பட்டதாக எமது விமான நிலைய செய்தியாளர் தெரிவித்தார்.

இந்தியப் பிரஜைகள் மூவரால் இவ்விதைகள் இலங்கைக்கு கடத்தி வரப்பட்டதாகவும்  இவை இலங்கையில் தற்போது உற்பத்தி செய்யப்படும் வெங்காய வகைக்கு பெரும் அழிவுகளை ஏற்படுத்தியிருக்கக்கூடியதெனவும் தெரிவிக்கப்படுகின்றது.

சென்னையில் இருந்து இலங்கையை வந்தடைந்த ஸ்ரீ லங்கன் எயார் யு.எல் 126 என்ற விமானத்தின் மூலமே இவ் விதைகள் கொண்டு வரப்பட்டுள்ளன.

இதன்போது சுமார் 195 கிலோ விதைகள் கொண்டுவரப்பட்டதாகவும் அவற்றின் மொத்த பெறுமதி சுமார் 8 இலட்சம் ரூபா எனவும் தெரிவிக்கப்படுகின்றது.

எவ்வித முன் அனுமதியோ, சான்றிதழ்களோ இன்றி அவை கொண்டுவரப்பட்டுள்ளதாக தெரிவிக்கப்படுகின்றது.

இதனை கடத்திக் கொண்டு வந்த இந்தியப் பிரஜைகள் தற்போது தடுத்து வைக்கப்பட்டுள்ளதாகவும் அவர்களிடம் மேலதிக விசாரணைகள் நடத்தப்பட்டு வருவதாகவும் தெரிவிக்கப்படுகின்றது.

அரசாங்கம் உரமானியம் வழங்கி வருகையில் உரமானியம் தொடர்பில் எதிர்க்கட்சியினர் மோசமான பிரசாரங்களில் ஈடுபட்டு வருகின்றனர். உரமானியம் முறையாக வழங்கப்படுவதில்லை என விமர்சிக்கும் அவர்கள், மறுபுறம் இரசாயன உரம் காரணமாக விவசாயிகள் சிறுநீரக நோயினால் பாதிக்கப்பட்டு வருவதாகவும் அரசாங்கம் இது விடயத்தில் கவனமெடுப்பதில்லை எனவும் கூறி வருகின்றனர்.

நாம் எத்தகைய விமர்சனங்கள் பிரசாரங்களுக்கு மத்தியிலும் விவசாயிகளை ஊக்குவிக்கும் நடவடிக்கைகளை நிறுத்துவதில்லை. எனினும் கடந்த காலங்களை சிந்திக்காமல் செயற்படுபவ ர்களும் உள்ளனர்.

நாம் ஜனநாயகத்திற்கு மதிப்பளித்து ஆட்சியை முன்னெடுப்ப தால்தான் ஏனைய கட்சிகளும் அரசியல் நடத்த முடிகிறது என்பதை அவர்கள் உணர வேண்டும்.

யுத்த காலத்தில் வெலிஓயா மக்கள் பட்ட துயரங்களை நாம் அறிவோம். பயங்கரவாத தாக்குதலில் பெருமளவிலான மக்கள்பலியாகியுமுள்ளனர். சிறிபுர, பராக்ரமபுர உட்பட பல பகுதிகள் இரத்தக் காடாகக் காட்சியளித்ததை நாம் காண முடிந்தது. நாம் இப்பிரதேச மக்களை மீளக்குடியமர்த்தி அவர்களின் தேவைகளைப் பெற்றுக்கொடுப்பதில் கூடுதல் கவனம் செலுத்தி வருகிறோம். சில நாடுகள் ஏனைய பகுதிகளை அபிவிருத்தி செய்ய உதவி செய்த போதும் இப்பகுதியை அபிவிருத்தி செய்வதில் அக்கறை கொள்ளவில்லை.

எமது மக்களின் தேவைகளை நிறைவேற்றுவதில் நாம் வெளிநாடுகளின் நிதியை எதிர்பார்த்திராமல் எமது அரசாங்கத்தின் நிதியிலேயே அவற்றை மேற்கொள்ள நடவடிக்கை எடுத்துள்ளோம். இது தொடர்பில் உரிய அதிகாரிகளுக்கும் தெளிவுபடுத்தியுள்ளோம்.

இப்பகுதியில் ஆசிரியர் வெற்றிடங்களை நிரப்புவதற்கு வடமாகாண ஆளுநர் நடவடிக்கைகளை மேற்கொண்டுள்ளார். மக்களுக்கு மின்சாரம் வழங்கும் நடவடிக்கைகளை மேற்கொள்ளுமாறு நான் அமைச்சர் ரிசாட் பதியுதீனுக்கு பணிப்புரை விடுத்துள்ளேன். இப்பகுதி மக்கள் தமது பிள்ளைகளின் கல்வியைக் கருத்திற் கொண்டு ஏனையவற்றை விட அதற்கு முக்கியத்துவமளிக்க வேண்டுமென கேட்டுக்கொள்கிறேன்.

காணி உறுதிப்பத்திரங்களைப் பெற்றுக்கொண்டுள்ள மக்கள் அதனைத் தமது சொத்தாக பாதுகாக்க வேண்டும். அதனை விற்று விடும் சிலர் சம்பந்தமாக அறிய முடிந்தது. அவ்வாறு செயற்பட வேண்டாம்.

நாம் நாட்டைப் பாதுகாத்துள்ளோம். பிளவுபட்ட நாட்டை ஒன்றிணைந் துள்ளோம். எல்லைக் கிராமம் என்ற பெயரை இல்லாதொழித்துள்ளோம். நாடு பிளவுபடும் உடன்படிக்கையை நாம் கிழித்தெறிந்திராவிட்டால் இன்று எமக்கு நாடு இருந்திருக்காது. நாடு இரண்டாகப் பிளவுபட்டிருக்கும்.

இப்போதும் நாட்டைத் துண்டாடும் எதிர்பார்ப்பிலேயே சில சக்திகள் செயற்படுகின்றன. மீண்டும் இந்த நாட்டைப் பிளவுபடுத்த எவருக்கும் இடமளிக்கப்போவதில்லை.

கடந்த நான்கு வருடங்களில் நாம் பல மாற்றங்களை ஏற்படுத்தியுள்ளோம். இடம்பெயர்ந்த தமிழ் மக்களை மீளக்குடியமர்த்தும் நடவடிக்கைகள் நிறைவுற்றுள்ளன. இடம்பெயர்ந்து முஸ்லிம், சிங்கள மக்களையும் மீளக்குடியமர்த்த நடவடிக்கை எடுத்த வருகிறோம். முஸ்லிம் மக்கள் புலிகளால் 2 மணித்தியாலயங்களுக்குள் துரத்தப்பட்டு கடந்த 19 வருடங்களாக புத்தளத்தில் வாழ்ந்து வருகின்றனர்.

சிங்கள மக்கள் அகதி முகாம்களில் வாழவில்லை. அவர்கள் தமது உறவினர்களின் வீடுகளில் வாழ்கின்றனர். அவர்களை அவர்களது சொந்த இடங்களில் குடியமர்த்துவது அவசியமாகும். நாடு என்ற ரீதியில் கடந்த 4 வருடங்களில் நாம் பல துறைகளையும் கட்டியெழுப் பியுள்ளோம். பல அமைச்சுக்களினூடாக தொடர்ந்தும் அதற்கான செயற்பாடுகள் முன்னெடுக்கப்பட்டு வருகின்றன.

குறைகளை நிவர்த்தி செய்து கொண்டு முன்னோக்கிச் செல்வோம். அனைவரும் இணைந்து நாட்டைக் கட்டியெழுப்புவோம் எனவும் ஜனாதிபதி மேலும் தெரிவித்தார்.

வட மாகாண ஆளுநர் ஜீ.ஏ.சந்ரசிறி, பாராளுமன்ற உறுப்பினர் ஹுனைஸ் பாரூக் உட்பட பலரும் கலந்து கொண்ட இந்த நிகழ்வில், விவசாயிகளுக்கு இயற்கைப் பசளையை உற்பத்தி செய்யும் உபகரணங்களும் ஜனாதிபதியால் வழங்கப்பட்டன. (ஸ)

செய்தி விமர்சனக் குறிப்பு

இன்று (17 April 2013) அதிகாலை இரண்டு மணியளவில் இரத்தினபுரி மாவட்ட வேவல்வத்தை பொலிஸ் பிரிவில் அலுபொல தோட்டத்தில் வாழும்  மலையகத் தமிழ்த் தோட்ட தொழிலாளர்களின் குடியிருப்பு பகுதிக்குள் நுழைந்த சிங்கள பெளத்த வெறியர்களின் கும்பல் ஒன்று தாக்குதல் நடத்தியுள்ளது. இதனால் காயப்பட்ட மூன்று தொழிலாளர்கள் தற்போது பலாங்கொட வைத்தியசாலையில் அனுமதிக்கப்பட்டுள்ளனர்.

மதுபோதையில் வந்த சிங்கள பெளத்த காடையர்கள்  இந்துக் கோவிலின் தர்மகர்த்தாவை குறி வைத்து தேடியதாகவும், அவரைக் காண முடியாத பட்சத்தில் அவரது சகோதரர் மீது தாக்குதல் நடத்தியதாகவும் அப்பகுதி மக்கள் தெரிவித்தனர்.

நேற்றைய தினம் (16 April 2013) இதே பகுதியில் கலபொட தோட்டத்திலும், இரண்டு நாட்களுக்கு முன்னர் நிவித்திகல பகுதியில் தொலஸ்வல என்ற தோட்டத்திலும், சில நாட்கள் முன்பு பெல்மதுல்ல பகுதியின் லெல்லுபிடிய, கோணகும்புற ஆகிய இரண்டு தோட்டங்களிலும் இத்தகைய தாக்குதல்கள்  நடைபெற்றுள்ளன.

இரத்தினபுரி மாவட்ட தோட்டங்கள் சிங்களக் கிராமங்களால் புடை சூழப்பட்டவை.இதனால் தொடர்ந்து இனவெறித் தாக்குதலுக்கு உள்ளாக்கப்பட்டு வருபவை.இது இன்று தொடங்கியது அல்ல 1983 லிருந்து, சொல்லப்போனால் அதற்கு முன்பே இருந்து, தொடர்கிற கதையாகும்.
இரவு வேளையில் கூட்டம் கூட்டமாக வந்து சிங்கள பெளத்த காடையர்கள் எந்நேரமும் தாக்குவார்கள் என்ற அச்சத்துடனேயே  இரத்தினபுரி தோட்டங்களில் வாழும் தமிழ் மக்கள் இரவுகளில் விழித்திருந்து தமது அன்றாட வாழ்க்கையைக் கழிக்கின்றனர்.

இதே வேளையில் இஸ்லாமியத் தமிழர்களுக்கு எதிராகவும் சிங்கள பெளத்த காடையர்கள் தாக்குதல் தொடுத்து வருகின்றனர்.மசூதிகள் மீது தாக்குதல்,வர்த்தக நிலையங்கள் மீது தாக்குதல், கலாச்சார விழுமியங்கள் மீது தாக்குதல், நில அபகரிப்பு, மீள் குடியேற்ற உரிமை மறுப்பு,என இவை தொடர்கின்றன.

தமிழீழ விடுதலைப் புலிகளை மே 18 2009 இல் தோற்கடித்துவிட்ட சிங்களம், குறிப்பாக பக்ச பாசிஸ்டுக்கள் தமது இராணுவ சர்வாதிகார பாசிசத்தை நிலை நிறுத்த ’பாசிசப் பிக்கு கும்பலுடன்’ கூட்டமைத்து புதிய தாக்குதல் களம் ஒன்றைத் திறந்துள்ளனர்.

தமிழீழ இனச்சிறுபான்மையிரான மலையகத் தமிழர்களுக்கு எதிராகவும், மதச்சிறுபான்மையினரான இஸ்லாமியத் தமிழர்களுக்கு எதிராகவும் சிங்களம் புதிய தாக்குதல் களம் ஒன்றைத் திறந்து,அவர்களுக்கு எதிராக வெறி கொண்டு பாய்ந்த வண்ணம் தான் நல்லிணக்க நாடகம் ஆடி வருகின்றது.
இந்த நல்லிணக்கப் பிண்டத்துக்கு இரண்டு பெரு தொடைகள் உண்டு

1) அதிகாரத்தைப் பகிர்ந்து ஐக்கியப் படுவோம்!

வலி. வடக்கு மற்றும் கிழக்கு பிரதேச செயலாளர் பிரிவுகளில் தமிழ் மக்களின் 6 ஆயிரத்து 381 ஏக்கர் உறுதிக் காணிகள் இராணுவத்தினரால் சுவீகரிக்கப்படவுள்ளன. இதற்கான உத்தியோகபூர்வ அறிவித்தல்கள் நேற்று ஒட்டப்பட்டுள்ளன.

யாழ்.மாமாவட்டக் காணி மற்றும் காணி அபிவிருத்தி அமைச்சின் அலுவலகத்தினால், காணி சுவீகரிப்பு அதிகாரி ஆ.சிவசுவாமியின் கையொப்பத்துடன், காணி எடுத்தல் சட்டத்தின் (அத் 460) 2 ஆம் பிரிவின் கீழான அறிவித்தல் என்று அதில் குறிப்பிடப்பட்டுள்ளது.

காலை 8.30 மணியளவில் தெல்லிப்பழை பிரதேச செயலகத்திலிருந்து புறப்பட்ட கிராம சேவையாளர்கள் மற்றும் பட்டதாரி பயிலுநர்கள், மாவிட்டபுரம் சந்திக்கு அண்மையிலுள்ள உயர்பாதுகாப்பு வலய எல்லையில் வைத்து இராணுவ வாகனத்தில் ஏற்றிச் செல்லப்பட்டனர்.

The Popular Front for the Liberation of Palestine sent greetings of pride and appreciation to all Palestinian prisoners in the jails of the occupation, men and women, children and elders, to the veteran long-time prisoners and our imprisoned leaders, at the forefront, the Front’s General Secretary, Comrade Ahmad Sa’adat, and brother leaders Marwan Barghouthi, Sheikh Hassan Yousef, and members of the Legislative Council.

The Front saluted the historic role of the prisoners’ movement in building and sustaining the Palestinian national liberation movement and its ongoing victories in upholding the prisoners’ will and steadfastness against the executioner. The prisoners’ struggle is one that transcends Palestinian political and geographical division and builds national unity based on the resistance of our people and their multilayered struggle to defeat the occupation, free the prisoners and achieve return, liberation, self-determination and our capital in Jerusalem.

The Front said that the first duty in supporting the prisoners’ movement, their struggles, their families and honoring their sacrifices and those of the martyrs is to uphold the resistance and restore national unity, ending this national crisis and the twenty-year nightmare of negotiations, to struggle together to defeat the occupation, the settlements, the siege, killings, arrests and terror exerted by the occupation state against our people, our land and our rights.

The Front called on Palestinian Prisoners Day, April 17, to be a landmark for the Palestinian movement to adopt a strategy and a unified national and political resistance to support the struggle of the prisoners’ movement against the occupier and its crimes. It also emphasized the need to provide a framework for the solidarity movement internationally to work to hold Israel accountable on the international level and to confront the occupation on the Arab level, including recognizing Palestinian prisoners as prisoners of war, prosecuting the occupation for violating their rights guaranteed in customary international law and the Geneva Conventions. The Front urged international organizations to act to defend the rights of our people and our prisoners as prisoners of war and fighters for freedom, independence and self-determination, and to hold the occupation and its leaders accountable.

The Front said that the prisoners’ struggle is part of an alternative national strategy based on a program of resistance, national liberation, democracy, and restoring the status of the PLO as the sole legitimate representative through a new elected National Council representing our people inside and outside the homeland, and developing a unified national leadership. The Front emphasized the need to protect the prisoners’ rights during their imprisonment and after their liberation, as they are the vanguard of the Palestinian struggle for liberation and role models for generations to come.

The Front called for the widest participation in actions and events on Palestinian Prisoners’ Day inside and outside Palestine. The battle of freedom of the prisoners is an integral part of the battle for freedom of our people, and action cannot be delayed.

British Prime Minister David Cameron will attend the Commonwealth Summit in November in Sri Lanka, the British Telegraph reported quoting a government spokesman as saying .

Calls on Mr Cameron to boycott the event risked an embarrassing split with Buckingham Palace, had the Queen travelled to the meeting as the Commonwealth’s head.

The organisation decided at its last meeting two years ago to hold the Commonwealth Heads of Government Meeting (CHOGM) in Sri Lanka this year but many states have since been dismayed by Sri Lanka’s failure to heed calls for reform.

In particular Colombo has come under fire for its failure to promote reconciliation with the Tamil minority in the aftermath of the vicious civil war that ended in 2010.

According to the Telegraph, British officials have said that Cameron had decided to make a robust stand in person against Sri Lanka’s human rights record and attacks on its democratic standards by its authoritarian president, Mahinda Rajapaksa.

“We do not think that turning away from the problem is the best way to make progress in Sri Lanka. There’s nothing to suggest that not going will convince Rajapaksa he must do more,” said a government spokesman.

“Instead, we should make very clear that as the incoming chair of Chogm they need to live up the values of the Commonwealth. We believe that the attendance of many world leaders and the global media will help to shine a light on what is going on the country, what has been achieved and what more needs to be done.

“And the PM will use his visit to see the situation in the country for himself and be clear on what progress is needed.”

Downing Street has taken the view that it can push Rajapaksa in the coming months to adopt recommendations of its own reconciliation inquiry into the Tamil conflict.

It also hopes that the government will allow free provincial elections in September.

“The prime minister believes this is the right thing to do for the Commonwealth and he will take a very tough message to the Sri Lankan Government: that they need to make concrete progress on human rights, reconciliation and political settlement,” the official said. “This Government is a strong supporter of the Commonwealth and we firmly believe that it can continue to be a force for good around the world, promoting the important values about freedom and democracy and rights.” (Colombo Gazette)
