A final hearing on the LTTE ban in India will be taken up on November 3 in Madurai, the New
India Express reported.

The three-day long tribunal hearing with regard to the ban on the LTTE ended on Monday, with
tribunal head Justice V K Jain stating that a final hearing would he held at New Delhi on
November 3.

MDMK legal wing secretary G Devadoss had told journalists that their party’s general secretary
Vaiko would participate in the final hearing.

Earlier the Justice heard out three police personnel – Sub-Inspector Selvarani, Inspector R
Venkateswaran and Srinivasan with regard to cases pertaining to the banned outfit.

From Selvarani, the Justice asked for the details pertaining to a case filed against Naam Tamilar
Iyakkam leader Seeman, for his alleged comments with regard to the killing of Sri Lankan
students.

The New India Express news report said that inspector Venkateswaran detailed the case in which
the Q-branch police arrested five persons, including two Lankan refugees, with 47 walkie talkies,
a Tata Sumo and `4.5 lakh in cash. Another case pertained to the arrest of Jesuraj, a member of
the Tamilar Revolutionary Front, who was alleged to have close links with the LTTE.

The case at the heart of Friday’s ruling centered on a scheme in which Mr. Berlusconi and several other defendants used a series of offshore companies to buy the rights to broadcast American movies on Mr. Berlusconi’s private television networks and falsely declared the amount of the payments to avoid taxes. Prosecutors said the defendants then inflated the price for the television rights of some 3,000 films as they relicensed them internally to Mr. Berlusconi’s networks, pocketing the difference, which amounted to around 250 million euros, about $320 million. Mr. Berlusconi, who has major holdings in real estate, insurance, advertising and publishing, has been involved in dozens of legal cases over the years. In 1997 and 1998, when Mr. Berlusconi was the opposition leader, he was convicted by lower courts on charges of tax fraud and corruption.

ROME — A court in Milan convicted former Prime Minister Silvio Berlusconi of tax fraud on Friday and sentenced him to four years in prison. Mr. Berlusconi is also currently on trial over charges that he paid for sex with an underage prostitute. He has denied the accusation.

The ruling was Mr. Berlusconi’s fourth lower-court conviction, and the first since he stepped down as prime minister in November, after years in which his personal legal battles often eclipsed the work of his government. His four-year sentence was reduced to one year under a law aimed at reducing prison overcrowding.

Besides being a blow to Mr. Berlusconi personally, the ruling comes at a time when his center-right party is unraveling and Italy is in the throes of the most dramatic political transition since the early 1990s, when he first came to power. It was just two days ago that he announced that he would not lead his party in Italy’s next elections.

“It’s without a doubt a political sentence, the way so many other trials invented against me have been political,” Mr. Berlusconi said after Friday’s ruling, calling in to a news program on a channel he owns.

A lawyer for Mr. Berlusconi said the former prime minister would appeal the ruling, which must go through two more rounds of appeal before becoming definitive. It is unlikely that he will ever serve jail time. Even if a definitive ruling were reached before the statute of limitations in the case runs out next year, Mr. Berlusconi would enjoy immunity as long as he remained in the Parliament.

However, the judges also barred the former prime minister from holding public office for five years, a penalty that would be applied only if his conviction were upheld by the highest court. They also took the unusual step of reading the reasoning behind the verdict, which normally takes 60 to 90 days after a ruling. That could speed up the appeals.

On Wednesday, Mr. Berlusconi, 76, said he would not lead his People of Liberty party in Italy’s national elections next spring to replace the unelected technocratic government of Prime Minister Mario Monti, who has been guiding Italy through a perilous economic crisis. But he said that he would stay involved in politics.

இலங்கை-இந்திய ஒப்பந்தம் வழிகாட்டிய 13வது திருத்தத்தையும் மாகாணசபைகளையும் இல்லாது ஒழித்து இந்நாட்டில் இன்றுள்ள ஒன்பது மாகாணங்களின் எல்லைகளையும்  மீளமைத்து அவற்றை ஐந்து மாகாணங்களாக மாற்றுவதற்கு இந்த அரசாங்கம் இரகசிய திட்டம் தீட்டியுள்ளது. பாதுகாப்பு செயலாளர் கோதாபய ராஜபக்ச தலைமையில் அரசாங்கத்தின் பங்காளி கட்சிகள் இந்த நோக்கத்திற்காக பயன்படுத்தப்படுகின்றன. 

இந்த இலக்கை முன்வைத்தே அரசாங்கம் இன்று காய் நகர்த்துகிறது. இந்த தகவலை முடியுமானால் அரசாங்கத்தின் அதிகாரபூர்வ பேச்சாளர் மறுக்கட்டும். அதேபோல் அரசில் உள்ள தமிழ் முஸ்லிம் கட்சிகளும் இடதுசாரி கட்சிகளும் இதற்கு பதில் சொல்லட்டும் என ஜனநாயக மக்கள் முன்னணி தலைவர் மனோ கணேசன் தெரிவித்துள்ளார்.

13வது திருத்தத்தை ஒழிப்பது தொடர்பில் சில அரசு சார்பு தீவிரவாத கட்சிகள் தொடர்ந்து பேசி வருவது தொடர்பில் கருத்து தெரிவித்த மனோ கணேசன் மேலும் கூறியுள்ளதாவது


முழு நாட்டையும் சிங்கள பெளத்த நாடாக அறிவிக்க வேண்டும் என்பதுவே இவர்களது கொள்கைத் திட்டம். இதன் முதற்கட்டமாக  13வது திருத்தமும்  அதையொட்டிய மாகாணசபைகளும் ஒழிக்கப்படும். இரண்டாம் கட்டமாக நாட்டின் மாகாணங்களின் எல்லைகள் மாற்றியமைக்கப்பட்டு ஒன்பது மாகாணங்கள் ஐந்து மாகாணங்களாக அறிவிக்கப்படும். இதன்மூலம் எந்த ஒரு மாகாணத்திலும் தமிழ் முஸ்லிம் மக்கள் பெரும்பான்மையாக இருக்க மாட்டார்கள். மூன்றாவது கட்டமாக அனைத்து நிர்வாக மற்றும் தேர்தல் மாவட்டங்களிலும் தமிழ் முஸ்லிம் மக்கள் சிறுபான்மையாக மாற்றப்படும் நடவடிக்கைகள் முன்னெடுக்கப்பட்டு எந்த ஒரு மாவட்டத்திலும் தமிழ் பேசும் மக்கள் பெரும்பான்மையாக இருக்க முடியாத நிலைமை உருவாக்கப்படும்.

இன்று வட மாகாணத்தில் தமிழர்களும் கிழக்கு மாகாணத்தில் தமிழ் பேசும் மக்களும் பெரும்பான்மையாக வாழ்கிறார்கள். இந்த மாகாணங்களுக்குள் அடங்கிய மாவட்டங்களிலும் தமிழர்களும் முஸ்லிம்களும் பெரும்பான்மையாக வாழ்கிறார்கள். இந்த நிலைமை மாற்றப்படும்.

அனைத்து மாகாணங்களுக்கும் கடல் எல்லை அவசியம் என்ற காரணத்தை காட்டி மாகாண எல்லைகளை மீளமைக்க அரசாங்கம் முடிவு செய்துள்ளது. இதன்மூலம் தமிழ்முஸ்லிம் மக்கள் பாரம்பரியமாக வாழ்ந்து வரும் மாகாண மாவட்டங்களின் எல்லைகள் மாற்றி அமைக்கப்பட்டு அனைத்து மாகாணங்களிலும் மாவட்டங்களிலும் ஜனத்தொகை குடிப்பரம்பல் மாற்றி அமைக்கப்படும்.

இதுதான்  தேசிய இனப்பிரச்சினைக்கான அரசாங்கத்தின் தீர்வாகும். இந்த இலக்கை நோக்கியே அரசாங்கம் பயணம் செய்கிறது. இதன் முதல் கட்டமாகவே  13வது திருத்தத்திற்கும் மாகாணசபைகளுக்கும் எதிரான பிரச்சார இயக்கத்தை அரசாங்கம் இன்று தனது பங்காளி கட்சிகள் மூலமும் பாதுகாப்பு செயலாளர் மூலமும் ஆரம்பித்துள்ளது.

13வது திருத்தத்தை இல்லாதொழிக்க வேண்டும் என்று கோத்தாபய ராஜபக்ச வலியுறுத்தியுள்ள நிலையில், 13வது திருத்தம் தொடர்பாக கருத்துக்கணிப்பு நடத்தி முடிவு செய்ய வேண்டும் என்று சிறிலங்கா அதிபரிடம் கோரியுள்ளார் சிறிலங்கா அமைச்சர் விமல் வீரவன்ச.

இது தொடர்பாக நேற்று அவர் சிறிலங்கா அதிபர் மகிந்த ராஜபக்சவுக்கு அவசர கடிதம் ஒன்றை எழுதியுள்ளார்.

இந்திய - சிறிலங்கா உடன்பாட்டின் மூலம் உருவாக்கப்பட்ட இந்தத் திருத்தத்தை இல்லாதொழிப்பது தொடர்பாக பேசுவதற்கு, ஜாதிக ஹெல உறுமய உள்ளிட்ட சிங்களத் தேசியவாதக்-(பேரினவாத)- கட்சிகளுடன் இணைந்து சிறிலங்கா அதிபருடன் அவசர சந்திப்பு ஒன்றுக்கும் அவர் அழைப்பு விடுத்துள்ளார்.

“திவிநெகும சட்டமூலத்துக்கு எதிராக பல்வேறு கட்சிகளும் உயர்நீதிமன்றத்துக்குச் சென்றுள்ள சூழ்நிலையை சிறிலங்கா அரசாங்கம் புறக்கணித்து விடக்கூடாது.

13வது திருத்தத்தினால் எழுந்துள்ள அச்சுறுத்தலை முறியடிக்க மாற்று நடவடிக்கைகளை சிறிலங்கா அரசாங்கம் எடுக்க வேண்டும்.

வடக்கு மாகாணசபைத் தேர்தலை அடுத்த ஆண்டு செப்ரெம்பரில் நடத்துவதாக சிறிலங்கா அரசாங்கம் உறுதியளித்துள்ளது.

அதில் தமிழ்த் தேசியக கூட்டமைப்பு பெறும் வெற்றியால், நாட்டில் பாரிய நெருக்கடி ஏற்படக் கூடும்.

வடக்கு மாகாணசபை காணி, காவல்துறை அதிகாரங்களைக் கோரி உயர்நீதிமன்றம் செல்லக்கூடிய வாய்ப்பை சிறிலங்கா அரசு புறக்கணித்து விடக் கூடாது.

ஒரே நாடு என்ற நிலையை ஏற்படுத்த அரசியலமைப்பு ரீதியான பாதுகாப்பை சிறிலங்கா அதிபர் உறுதிப்படுத்த வேண்டும்.

நாடாளுமன்றத்தின் அதிகாரத்தின் மீது மாகாணசபைகள் தலையிடுவதற்கு தொடர்ந்து அனுமதிக்க முடியாது.

விடுதலைப் புலிகளின் போரிடும் பலம் அழிக்கப்பட்ட போதும், பிரிவினைவாதச் சிந்தனைகள் தொடர்ந்தும் உள்ளதையே திவிநெகும சட்டமூலத்துக்கு காட்டப்படும் எதிர்ப்பு உறுதிப்படுத்தியுள்ளது” என்றும் அவர் மேலும் கூறியுள்ளார்.

Several allies of the ruling United Peoples Freedom Alliance (UPFA) have decided to continue their campaign to pressure President Mahinda Rajapaksa to abrogate the 13th Amendment to the Constitution, by using the two-thirds majority in Parliament, Daily Mirror learns.

 The Jathika Nidahas Peramuna (JNP) led by Minister Wimal Weerawansa and the Jathika Hela Urumaya (JHU) have started a public campaign against the 13th Amendment.

 The Mahajana Eksath Peramuna (MEP) led by Minister Dinesh Gunawardane has also decided to prevail upon the government in this regard.

 Minister Gunawardena told Daily Mirror his party foresaw the consequences of this piece of legislation introduced in 1987 under the Indo-Lanka Accord giving birth to the provincial councils, which have become white elephants.

“This is a hastily prepared piece of legislation. The provincial councils are useless. They waste public funds. We have to do away with this system at least now,” he said. “In Sri Lanka, even education and health have been devolved to the provinces. These are two crucial subjects, which need to be handled by the central government to develop a country. We are witnessing the repercussions of leaving such powers in the hands of the provincial councils.

 Asked whether he would carry out a public campaign, the minister said that his party would first discuss the matter with the government.

“We have written to the government on several occasions. We will take it up again. The government has a two-third majority in Parliament. It can be used to abrogate the 13th Amendment,” he said.

 The MEP is an ally of the ruling coalition with three parliamentary seats. Digamadulla district MP Sriyani Wijewickrema and Deputy Minister Geethanjana Gunawardane are the two others.

 He said that instead of the provincial councils a district council system could be set up to implement and co-ordinate development work.

“The Pradeshiya Sabhas and Urban Councils should be strengthened,” the minister said.

 Referring to the Indo-Lanka Accord, he said though the former Indian Prime Minister Rajiv Gandhi played a role in introducing this law here, there are village-based administrative bodies set up in India to carry out grassroots level development activities.

The minister said the MEP wants the cultural and linguistic concerns of people in the North addressed. (Kelum Bandara)

"வடக்கு மக்களின் தேவைகளைப் பூர்த்தி செய்வதற்கு 13 ஆம் திருத்தச்சட்டம் தடையாகவிருந்தால் அதைத் திருத்துவதோ அல்லது இல்லாமல் செய்வதோ தப்பில்லை. அவ்வாறு செய்யவேண்டிய நிலை ஏற்படும்போது சர்வ ஜன வாக்கெடுப்பை நடத்தவும் அரசு தயார்.

 13ஆம் திருத்தச் சட்டத்தில் குறைபாடுகள் இருந்தால் அதைத் திருத்துமாறு அல்லது இல்லாமல் செய்யுமாறு வடக்கு மக்களே கோரிக்கை விடுப்பர். மக்களுக்கு அதி காரங்களைக் கொடுப்பதற்காக 13 ஆம் திருத்தச்சட்டத்தை ஒழித்து 19ஆம் திருத்தச்சட்டத்தைக் கொண்டுவருவதற்கும் நாம் பின்வாங்கமாட்டோம்.''

இவ்வாறு பொருளாதார அபிவிருத்தி அமைச்சர் பஸில் ராஜபக்ஷ நேற்று தமிழ் பத்திரிகையாளர்களைச் சந்தித்து உரையாற்றியபோது கூறினார்.

 அவர் மேலும் கூறியவை வருமாறு:

மக்களுக்காகவே சட்டங்கள் உருவாக்கப்படுகின்றன. அதற்கான அதிகாரத்தை மக்கள் அவர்களின் பிரதிநிதிகளிடம் ஒப்படைக்கின்றனர். மக்களின் தேவைகளை நிறைவேற்ற அவர்களின் பிரச்சினைகளைத் தீர்க்க அச்சட்டங்கள் தடையாக அமைந்தால் அவற்றைத் திருத்துவதோ அல்லது இல்லாமல் செய்வதோ தப்பில்லை.

 அதேபோல், வடக்கு மக்களின் பிரச்சினைகளைத் தீர்ப்பதற்காகவும் அவர்களின் தேவைகளைப் பூர்த்தி செய்வதற்காகவுமே 13 ஆம் திருத்தச்சட்டம் கொண்டுவரப்பட்டது. அவர்களின் தேவைகளை நிறைவேற்றுவதற்கு அச்சட்டம் தடையாக இருந்தால் அதை வைத்திருந்து என்ன பிரயோசனம்?

 13 ஆம் திருத்தச் சட்டத்தில் குறைபாடுகள் இருக்கின்றன என்று தமிழ்த் தேசியக் கூட்டமைப்பும் புலிகளும்தான் ஆரம்பத்தில் கூறினர். அச்சட்டத்தைக் கடுமையாக எதிர்த்தனர். இச்சட்டம் உருவாக்கப்பட்டதன் காரணமாகவே புலிகள் இந்தியப் பிரதமர் ராஜிவ் காந்தியைக் கொலை செய்தனர்.

 தெற்கு மக்களை விடவும் தமிழ்த் தேசியக் கூட்டமைப்புத்தான் இச்சட்டத்தைக் கடுமையாக எதிர்க்கின்றது. ஆகவே, இச்சட்டத்தில் குறைபாடுகள் இருக்கின்றன என்பதையே இந்த எதிர்ப்புகள் காட்டுகின்றன.

 நாம் பலமிக்க அரசு. மக்களுக்கான சேவைகளை மேற்கொள்ளும்போது எச்சட்டமும் எம்மைத் தடைசெய்யாது. 13 ஆவது திருத்தச்சட்டம் நடைமுறையில் இருந்தாலும் சரி, இல்லாவிட்டாலும் சரி மக்களுக்கான எமது சேவை தொடரும்.

 ஏதேனும் ஒரு சட்டம் மக்களுக்கான சேவைக்குத் தடையாக இருந்தால் அச்சட்டத்தை மக்களே நீக்குவர். உணவு சமைக்கவே நெருப்பைப் பயன்படுத்தவேண்டும். அந்த நெருப்பு ஊரையே அழிக்கும் அளவுக்கு மாறினால் அந்த நெருப்பை அணைத்துத்தான் ஆகவேண்டும். அதேபோலத்தான் மக்களுக்கு எதிரான சட்டங்களும் கையாளப்பட வேண்டும்.

 13ஆவது திருத்தச்சட்டத்தைப் பிழையாகப் பயன்படுத்த எவராவது முயற்சி செய்தால் அச்சட்டத்தை இல்லாது செய்ய மக்களே முயற்சிப்பர். இச்சட்டத்தை இல்லாது செய்வதற்கு அல்லது திருத்துவதற்கு சர்வஜன வாக்கெடுப்புத் தேவை என்றால் அதையும் நாம் நடத்துவோம்.

மக்களுக்கு அதிகாரத்தைக் கொடுப்பதற்காக  வடக்கு மக்களின் தேவைகளை நிறைவேற்றுவதற்காக நாம் 13ஆவது திருத்தத்தை இல்லாமல் செய்து 19 ஆவது திருத்தச்சட்டத்தைக் கொண்டுவரவும் தயார்.

இந்திய-இலங்கை ஒப்பந்தத்தின் விளைவாக இலங்கை நாடாளுமன்றம் நிறைவேற்றிய 13வது அரசியல் சட்டத்திருத்தத்தை இலங்கை அரசு ரத்து செய்யவேண்டும் என்ற கோரிக்கைகள் இலங்கையில் முன்வைக்கப்பட்டு வருகின்றன.

இதை ஏற்றுக்கொண்டு இலங்கை அரசு ஒருக்கால் 13வது சட்டத் திருத்தத்தை ரத்து செய்யுமானால் அது அரசியல் ரீதியாக பிழையான ஒரு நடவடிக்கையாக இருக்கும் என இலங்கை-இந்திய உறவுகள் குறித்து கவனம் செலுத்திவரும் தில்லி ஜவஹர்லால் நேரு பல்கலைக்கழகப் பேராசிரியர் சஹாதேவன் கூறுகிறார்.


இறையாண்மை பெற்ற ஒரு நாடு என்ற வகையில் எந்த ஒரு சட்டத்தையும் நிறைவேற்றும் உரிமை இலங்கைக்கு உண்டு , எனவே இந்த சட்டத் திருத்தத்தை நாடாளுமன்றத்தின் மூலமாக அது ரத்து செய்வது என்பது சட்டப்படி சாத்தியமே என்றாலும் அது அரசியல் ரீதியில் தவறான ஒரு நடவடிக்கையாக இருக்கும் என அவர் கூறினார்.

இலங்கை இனப்பிரச்சினைக்குத் தீர்வாகக் கொண்டுவரப்பட்ட 13வது சட்டத்திருத்தத்தை இலங்கை ரத்து செய்தால் அதன் விளைவுகள் இலங்கையை மீறி இருக்கும், இலங்கையின் நம்பகத்தன்மையை அது பாதிக்கும் என்கிறார் ஆய்வாளர் பேராசிரியர் சஹாதேவன் ஏனென்றால்,  இந்த சட்டத்திருத்தம் இலங்கையின் மற்ற சட்டத்திருத்தங்களைப் போன்றதல்ல. இனப்பிரச்சினைக்கு தீர்வு காண கொண்டுவரப்பட்ட ஒரு நடவடிக்கை. இலங்கையில் போர் முடிந்து மூன்று ஆண்டுகளாகியும், தமிழ்ச் சிறுபான்மையினருக்கு அரசியல் ரீதியான தீர்வு ஒன்றை தர அரசு முன்வரவில்லை என்ற கருத்து சர்வதேசத்தில் மேலோங்கியிருக்கும் நிலையில், இவ்வாறான நடவடிக்கை, இலங்கை மீதான நம்பகத்தன்மையை பாதிக்கும் என்றார் சஹாதேவன்.

இந்தியா இந்த நடவடிக்கையைத் தடுக்குமோ இல்லையோ , ஆனால் நிச்சயம் வரவேற்காது என்றும் அவர் குறிப்பிட்டார்.

மேலும், இந்த சட்டத் திருத்தம் இந்தியாவினால் இலங்கை மீது திணிக்கப்பட்டது என்ற கருத்து தவறானது என்று கூறிய சஹாதேவன், இலங்கையில், இந்திய-இலங்கை அமைதி ஒப்பந்தத்தை அடுத்து, தமிழர் ஐக்கிய விடுதலைக் கூட்டணிக்கும் அரசுக்கும் இடையேயான கருத்துப் பரிமாற்றங்களை ஒட்டியே இந்த சட்டத்திருத்தம் வந்தது என்று சமீபத்தில் இந்தியா வந்த தமிழ் தேசியக் கூட்டமைப்பினர், ஜவஹர்லால் நேரு பல்கலைக்கழக மாணவர்கள் சந்திப்பில் கூறியதை சுட்டிக்காட்டினார்.

இந்த சட்டத்திருத்தம் வெளிநாட்டினால் திணிக்கப்பட்டதல்ல, உள்நாட்டு வழிமுறையிலேயே உருவானது என்று அவர் கூறினார்.

இலங்கையிலிருந்து யுத்த காலத்தில் வெளிநாடுகளுக்கு அகதிகளாக சென்றவர்கள் நாடு திரும்புவதில் எந்தவிதமான பாதுகாப்பு ரீதியான பிரச்சனைகளும் இல்லையென்று இந்தியாவில் இலங்கை அகதிகளின் நலன்சார் விடயங்களில் ஈடுபட்டுவரும் தொண்டுநிறுவனமான ஈழ ஏதிலிகள் மறுவாழ்வுக் கழகத்தின் (ஆஃபர்) (OfERR (Organisation for Ealam Refugees Rehabilitation) தலைவர் எஸ்.சி. சந்திரஹாசன் கூறுகிறார்.

தமிழகத்தில் இருந்து இலங்கைக்கு திரும்பிச்சென்றுள்ள இலங்கை அகதிகள் 6 ஆயிரம் பேர் வரையில் தமக்கு அங்கு பாதுகாப்புப் பிரச்சனைகள் இருப்பதாக உணரவில்லை என்றும் அவர்களுக்கு வாழ்வாதாரப் பிரச்சனைகளே இருப்பதாகவும் அவர் பிபிசி தமிழோசையிடம் தெரிவித்தார்.


தமிழகத்தில் வசிக்கின்ற இலங்கை தமிழ் அகதிகள் சொந்த நாட்டுக்கு திரும்பிச் செல்வதை ஊக்குவிக்கும் நடவடிக்கைகளில் தமது அமைப்பு ஈடுபட்டுள்ளதாகவும் அவர் கூறினார்.

இருநாட்டு அரசுகளுடன் இதற்காக பேச்சுநடத்தி இருதரப்பு புரிந்துணர்வு உடன்படிக்கையொன்றை உருவாக்கும் முயற்சிகளிலும் தாம் ஈடுபட்டிருப்பதாகவும் சந்திரஹாசன் தெரிவித்தார்.

தமிழகத்தில் சுமார் ஒரு லட்சம் இலங்கைத் தமிழ் அகதிகள் வசிக்கின்றனர், அவர்களில் 70 ஆயிரம் பேர்வரையில் முகாம்களிலேயே தங்கி இருக்கின்றனர் என்று ஆஃபர் அமைப்பு கூறுகிறது.

21 ஆயிரம் பேர் இந்திய மண்ணில் பிறந்தவர்கள்1983-ம் ஆண்டுக்குப் பின்னர் தமிழகத்துக்கு அகதிகளாகச் சென்ற குடும்பங்களிலிருந்து சுமார் 21 ஆயிரம் பேர் இந்திய மண்ணில் பிறந்தவர்கள் என்றும் அவர்களில் தற்போது 16 ஆயிரம் பிள்ளைகளுக்கு இலங்கை உயர்ஸ்தானிகரகம் ஊடாக பிறப்புச் சான்றிதழ்களைப் பெற வேண்டியிருப்பதாகவும் அவர் கூறினார்.

நூற்றுக் கணக்கான தமிழர்கள் அண்மைய காலங்களில் கடல் மார்க்கமாக ஆஸ்திரேலியா செல்ல முயன்று பிடிபட்டிருக்கிறார்கள்.

இலங்கை உயர்ஸ்தானிகரகத்தில் பிறப்பை பதிந்து பிறப்புச் சான்றிதழ் பெறாதவர்கள் 'நாடற்றவர்களாகும்' நிலை இருப்பதால் அவர்களுக்கு பிறப்புச் சான்றிதழ் பெற்றுக்கொடுத்து இலங்கைக் குடியுரிமையை உறுதிப்படுத்த வேண்டியிருப்பதாகவும் ஈழ ஏதிலிகள் மறுவாழ்வுக் கழகத்தின் ஸ்தாபகர் சந்திரஹாசன் தமிழோசையிடம் தெரிவித்தார்.

இதேவேளை, மலையக பிரதேசங்களிலிருந்து வடக்கு கிழக்கு பகுதிகளில் குடியேறி, பின்னர் அங்கிருந்து யுத்தத்தால் இடம்பெயர்ந்து தமிழகத்துக்கு அகதிகளாக வந்த இந்திய வம்சாவளி தமிழர்களில் சுமார் 30 ஆயிரம் பேர்வரையில் முகாம்களில் இருப்பதாகவும் அவர்கள் வந்த காலத்தில் நாடற்றவர்கள் நிலையில் இருந்ததால் அவர்களுக்கும் குடியுரிமை ஆவணங்களை பெற்றுக்கொடுக்க வேண்டியிருப்பதாவும் அவர் கூறினார்.
அந்த நடவடிக்கையின் ஒருகட்டமாகவே சென்னையிலுள்ள இலங்கை உயர்ஸ்தானிகர் அலுவலகம் ஊடாக ராமேஸ்வரம் அகதிகள் முகாமில் இருப்போருக்கு சனிக்கிழமை பிறப்புச் சான்றிதழ்களும் குடியுரிமை ஆவணங்களும் வழங்கப்பட்டதாக அவர் கூறினார்.

இதேவேளை, இலங்கையில் வடக்கு கிழக்குப் பிரதேசங்களில் மக்கள் குடியிருப்பு காணிகளில் இராணுவ முகாம்கள் அமைந்துள்ளதையும் அங்கு அரசியல் தீர்வுத்திட்ட முயற்சிகள் முடங்கியிருப்பதையும் சுட்டிக்காட்டி தமிழோசை கேள்வி எழுப்பியபோது, அந்தப் பிரச்சனைகள் அரசியல் பேச்சுவார்த்தைகள் மூலமாக பேசித் தீர்க்கப்பட வேண்டும் என்றும் ஈழ ஏதிலிகள் மறுவாழ்வுக் கழகத்தின் தலைவர் சுட்டிகாட்டினார்.

Saudi wants our AG there to discuss Rizana Nafeek’s release
The Saudi Arabian Government has indicated that the Attorney General (AG) of Sri Lanka should
come to Saudi Arabia to discuss the legal issues connected with the release of condemned Sri
Lankan maid Rizana Nafeek, foreign media reported.

President Mahinda Rajapaksa met with Prince Salman bin Abdulaziz Al Saud of Saudi Arabia on
the sidelines of the Asia Corporate Dialogue Summit in Kuwait City this week.

Crown Prince Salman bin Abdulaziz Al Saud, is presently the Vice Custodian of the Two Holy
Mosque, First Deputy Prime Minister and Minister of Defence of Saudi Arabia, as well as the
most senior member of the House of Saud, next to the King of Saudi Arabia.

Prince Salman who is expected to succeed the King of Saudi Arabia was earlier the Governor of
Riyadh and handled the files connected with Rizana Nafeek .

 The Saudi Government has told the Sri Lankan delegation that met them, to send Sri Lanka’s
Attorney General to Saudi Arabia for further talks regarding the legal issues connected with the

ஊடகத்துறை அமைச்சில் நேற்று நடைபெற்ற வாராந்த அமைச்சரவை முடிவுகளை அறிவிக்கும் செய்தியாளர் மாநாட்டில் கலந்துகொண்டு உரையாற்றுகையிலேயே அமைச்சர் மேற்கண்டவாறு கூறினார். அமைச்சர் அங்கு மேலும் குறிப்பிடுகையில் இந்த நாட்டின் தேசியப் பிரச்சினையை நாங்கள் பல கோணங்களில் நோக்கவேண்டியுள்ளது.

30 வருடகாலமாக நீடித்த பயங்கரவாத பிரச்சினையை யுத்தத்தின் ஊடாக ஜனாதிபதி மஹிந்த ராஜபக்ஷவின் தலைமையில் தோற்கடித்தோம். ௭னினும் இந்த 30 வருடகால யுத்தம் ௭ன்பது பல்வேறு பின்னணிகளுடனான வரலாற்றைக்கொண்டுள்ளது ௭ன்பதனை நாம் ஏற்றுக்கொள்ளவேண்டும். ௭னவே இந்த விடயத்தை இலகுவாகக்கொள்ள முடியாது.யுத்தம் முடிந்துவிட்டாலும் இன்றும் கூட அமைச்சர் மஹிந்த சமரசிங்க நியுயோர்க்கில் ஐக்கிய நாடுகள் சபையில் இந்தப் பிரச்சினை குறித்து விவாதித்துக்கொண்டிருக்கின்றார். கசிப்பு சாராயத்தை தயாரித்தவரை பிடிப்பதைப்போன்று இந்த விடயத்தை அணுக முடியாது.இது மிகவும் ஆழமாகவும் விரிவாகவும் ௭திர்கால நல நோக்கோடும் அணுகப்படவேண்டிய விடயமாகும். அந்தளவுக்கு தேசிய முக்கியத்துவம் வாய்ந்ததாக இந்த விடயம் காணப்படுகின்றது.

சட்டத்தை மீறவில்லை ௭னினும் ௭தனையும் சட்டத்தை மீறி நாங்கள் செய்யவில்லை. சட்டத்தின் ஊடாகவே நிலைமையை பார்க்கின்றோம். அதன்படி சில இடங்களில் விட்டுக்கொடுப்புடன் செயற்படவேண்டிய தேவை ௭ங்களுக்கு உள்ளது.அதனை முன்னெடுக்கின்றோம். அடிக்கவேண்டியதை அடித்து முடிந்தாயிற்று. தற்போது பேச்சுவார்த்தைகளையும் கலந்துரையாடல்களையும் நடத்தவேண்டியுள்ளன. யுத்தம் முடிந்துவிட்டது. தற்போது பல விடயங்களில் பல கோணங்களில் ஆராயவேண்டும். நாம் அனைவரும் மனிதர்கள்.சாதகமாக பார்க்கின்றோம் அந்த வகையிலேயே கே.பி. யின் விடயங்களை சட்டத்துக்குள் சாதகமாக அணுகி வருகின்றோம்.

முன்னர் பயங்கரவாதிகளாக இருந்தவர்கள் இன்று பாராளுமன்ற உறுப்பினர்களாக உள்ளனர். மேலும் முன்னர் பஸ்களை ௭ரித்தவர்கள் இன்று ௭ம்.பி. க்களாக உள்ளனர். அதாவது மனிதர்களாக உள்ளனர். அவர்களை பழையதைப் போன்றே வைத்துக்கொண்டிருக்க முடியுமா? ௭னினும் சட்டத்துக்குள்ளேயே இதனை பார்க்கின்றோம். பயங்கரவாதம் யுத்ததத்தின் ஊடாக தோற்கடிக்கப்பட்டுள்ளது. ஆனால் அதற்கான காரணங்கள் தீர்க்கப்படவேண்டும் ௭ன்ற நிலைப்பாட்டில் அரசாங்கம் உள்ளது. அதற்காகவே கே.பி. ஊடாக கடந்த காலங்களில் புலம் பெயர் தமிழ் மக்களுடன் அரசாங்கம் பேச்சுவார்த்தைகளை நடத்திவந்துள்ளது.

அவ்வாறான கலந்துரையாடல்கள் வெற்றிபெற்றுள்ளன. ௭திர்காலத்தில் கே.பி. ஊடாக புலம் பெயர் மக்களுடன் பேச்சுவார்த்தை நடத்த ௭திர்பார்க்கின்றோம். தொடர்ந்து புலம் பெயர் தமிழர்களுடன் பேச்சுவார்த்தை நடத்தப்படும்.

இராணுவ நடவடிக்கை முடிவு

இராணுவ நடவடிக்கை முடிந்துவிட்டது. ௭னவே ௭திர்கால நலனை நோக்காகக்கொண்டு மீண்டும் ஒருமுறை பயங்கரவாதம் ஏற்படாமல் இருப்பதை உறுதி செய்யும் வகையில் சில விட்டுக்கொடுப்புக்களுடன் செயற்படவேண்டும் ௭ன அரசாங்கம் கருதுகின்றது. இல்லாவிடின் இன்னும் 20, 15 அல்லது 10 வருடங்களில் மீண்டும் பயங்கரவாதம் உருவெடுக்கலாம்.
அதனால்தான் யுத்தத்துக்குப் பின்னரான வேலைத்திட்டங்களை விரைவுபடுத்துமாறு ஐ.நா. செயலாளர் பான் கீ. மூன் கோரிக்கை விடுத்துள்ளார். ௭மது அரசாங்கமும் அந்தக் காரணத்துக்காகவே கற்றறிந்த பாடங்களும் நல்லிணக்கமும் தொடர்பான ஆணைக்குழுவை நியமித்தது. அதன் பரிந்துரைகளை அமுல்படுத்த நடவடிக்கை ௭டுக்கப்பட்டுள்ளது. 50 வீதமான பரிந்துரைகள் அமுல்படுத்தப்பட்டுள்ளன.

௭து ௭வ்வாறெனினும் இறுதியில் நிரந்தர சமாதானமே தேவைப்படுகின்றது. அதற்காக முயற்சித்துக்கொண்டிருக்கின்றோம். அதுவே ௭மது பிரதான நோக்கமாகும்.

In a new turn of events, the government yesterday said that it would enter into a dialogue with the
Tamil Diaspora to find a solution to the long drawn out ethnic conflict.

Media Minister Keheliya Rambukwella, addressing the weekly Cabinet press briefing in Colombo, said that the groundwork had already been done and there had been a positive response from Sri Lankan Tamils resident abroad.

He said that government emissaries had established the required channel and if things went
according to plan, President Mahinda Rajapaksa would hold talks with the Tamil Diaspora in
Colombo shortly.

The war was over but the state of conflict and tension continued, the Minister said, adding that the objective was to end years of mistrust and usher in permanent peace for the benefit of Sri Lankans.Plantation Industries Minister Mahinda Samarasinghe was currently meeting world
leaders to explain the steps taken to forge ethnic harmony and reconciliation, Minister
Rambukwella said.

It was important to ensure that there would not be a repeat of the thirty-year conflict that had
caused irreparable damage to the country, its people and the economy.

The talks with the Tamil Diaspora were aimed at eliminating the causes that had led to the
emergence of groups like the LTTE. If not, Sri Lanka would be faced with another terrorist
problem in about a decade or so, the Minister said.

Amidst denials by Lakshman Hulugalle, Director General of the Media Centre for National Security, that K. P. Pathmanathan, the LTTE’s former chief arms procurer, had been released, Minister Rambukwella said those who had changed their ways should be given an opportunity to be reintegrated into society.

He said that since the southerners who engaged in violent activities had been given an opportunity
to enter mainstream politics, there was no reason why the ex-LTTE member should not be treated
in a similar manner.

KP to play "useful role"

The LTTE’s former chief arms procurer K. P. Pathamanathan, who was said to be in protective
custody, is to be given a ‘useful role’.

Media Minister Keheliya Rambukwella told journalists in Colombo yesterday that many
southerners involved in armed insurrections had been given an opportunity to enter mainstream
politics and there was no reason why Ex-LTTE cadres should not be treated in the same manner.

His comments came amidst denials by Lakshman Hulugalle, Director General of the Media
Centre for National Security that K. P. had been released from protective custody.

"It’s important to treat everyone alike; many former LTTE cadres are holding important positions
in government and there was nothing wrong in giving KP a ‘useful role’, the Minister noted.

Rambukwella said that the Lessons Learnt and Reconciliation Commission had been established
to achieve exactly what its name denoted.

Kaabi: October 17 operation a heroic action to confront Ze’evi’s apartheid project

On the 11th anniversary of the October 17 operation, freed prisoner displaced to Gaza, Allam Kaabi, saluted the comrades and heroes of the Popular Front for the Liberation of Palestine who led, planned and carried out the targeting of the extremist racist Zionist occupation Minister of Tourism Rehavam Ze’vi in East Jerusalem, in response to the assassination of PFLP General Secretary, Comrade Abu Ali Mustafa.

Kaabi said in his remarks to the Information Office of the Popular Front that this operation forced the government of the Zionist occupation to pay a price for its crimes, and emphasied the strength and courage of Ahed Abu Ghoulmeh, Majdi and Mohammed Rimawi, Hamdi Qur’an and Basil al-Asmar, as well as General Secretary Ahmad Sa’adat, in their confrontation of the Zionist military machine.

Kaabi said that their action proved that Palestinian blood – and the blood of our Palestinian leaders – is precious and that assassination of our leaders shall not be taken lightly. Kaabi said further that the targeting of Ze’evi came not only in revenge for the assassination of the leader Abu Ali Mustafa, or as a response to the ongoing shedding of the blood of the Palestinian people and their leaders through the terror of the occupation state, but as a natural response to the continuous presence of the occupation and its long history of crimes against our whole people.

Kaabi noted that the operation spoke to the ongoing position of the PFLP from its inception to the present day, that there can be no peace, calm or truce with the occupier and that resistance is a necessary response to its crimes.

He added that the action of the fighters of the Abu Ali Mustafa Brigades to target the Zionist racist Rehavam Ze’evi is justified, especially as Ze’evi was one of the foremost advocates of ethnic cleansing and transfer against our people and the assassination of Ze’evi was a heroic action to confront his apartheid project. Kaabi saluted the steadfastness, national commitment and maturity of the Front’s leaders, martyrs and prisoners, saying that the assassination of Abu Ali Mustafa had been deeply painful for the Front yet it never lost its commitment and vision.

He demanded that the Palestinian Authority take this opportunity to reject the policy of security coordination and in particular draw lessons from the crime committed against General Secretary Sa’adat and the heroes of October 17, namely their kidnapping, detention and imprisonment in PA prisons under US/British guard for over four years, from which they were abducted by Zionist forces on March 16, 2006. Kaabi noted that this action by the PA remains an indelible stain on all of those who participated in the commission of this crime.

Kaabi also called upon the Palestinian people to engage in a wider campaign of solidarity with Comrade Mohammed Rimawi, one of the heroes of October 17, suffering from serious health problems inside the jails of the occupation.

Sri Lanka discover many agrarian products using Cobalt 60 radiation sources

Sri Lanka intends sending two Cobalt 60 radiation sources to India within a fortnight at a cost of  Rs. 10 million. The sources are currently installed at the Gannoruwa Horticulture Agrarian Centre. 

According to the Atomic Energy Authority (AEA), these two sources had been used for purposes of agrarian research for nearly 30 years and are now considered outdated.

‘Even though these sources are outdated, their nuclear impact has not reduced. Sri Lanka does not have the technology or facilities to dispose nuclear equipment. It needs lots of expertise and care for these sources to be removed and to be transported. Thus, a team of Indian nuclear experts are currently here and are working on it. It requires careful handling as even the slightest mistake may cause a major environmental impact and also affect the people”, Senior Deputy Director of AEA, Anil Ranjith, said.

He also noted that these sources cannot be transported in a normal shipment, thus needing the facilitation of a special shipment.

“The US government has extended its assistance in financing the removal and transportation of the two sources while India extends technical assistance. Since India is heavily engaged in civil nuclear projects they have all the facilities and technologies needed for nuclear disposal,” he added.

According to Ranjith, one of these sources had been installed some 30 years ago and the other 25 years ago.


“We were able to discover many agrarian products using these sources. Apart from different kinds of paddy seeds, one of the popular products we discover is the Sri Lankan cherry tomato. This is very popular among hotels and airlines,” he added.

Hotel, Seaplanes Land Kurunegala Paddy Farmers In Dire Straits!

The Buddhima mudalali’s hotel, according to the Irrigation Dept. officials,is an illegal construction

Paddy farmers in the Kurunegala district, who lost their cultivation due to the prolonged dry weather conditions, blame irrigation officers for not managing water carefully.

 Farmers in Bathalagoda and Nikaweratiya – two badly affected areas in the district – accused their respective Irrigation Engineers and their staff for wasting water in the tanks to please political stooges.

 “If not for this wastage, at least we could have saved 10% of the crop,” they said.

 Chairman, Thambagalle Farmers’ Organization, Piyathilake says there are many farmer organizations in Bathalagoda that received ample stocks of water through their canals although his organization and few others did not get water for three weeks after ploughing their fields.

 “More than 15,000 acres of paddy is cultivated from the water we get from Bathalagoda. There was a time when we had to meet the irrigation officers to ask for water. Although we were told that water level has gone down considerably and water could not be distributed, there were instances, the ruling party supporters were given enough of water,” said Piyathilake.

 Not wanting to name these officials and the politicians who pressurize these irrigation officers to carry out their instructions, in fear of his life, Piyathilake said farmers will have to support the ruling party in future to get enough of water to grow paddy during the dry season.

“This is a known secret as to how the irrigation officers released water on the request of those who are connected to ruling political parties. These are paddy farming colonies and we all depend on the water we get from the Bathalagoda tank. All these years there was no issue in water management, but little by little Bathalagoda irrigation office too became politicized and during a crisis situation like now, water was released only to the farmer organizations affiliated to the government and the rest of the organizations that do not back the government could not get enough water for their cultivation,” said Piyathilake .

 Piyathilake also levelled accusations against every government that came into power for not developing the Bathalagoda tank which was built 118 years ago by a British Engineer Mr. Parker.
 “After the first construction, although this tank was not rehabilitated by any government that came into power, they did not forget to erect a plaque, but nothing beyond that. The same happened under the patronage of President Mahinda Rajapaksa as well,” he added.

 Piyathilaka meanwhile queried as to why the government hurriedly wanted to begin dredging in the tank.  “Since the entire tank has gone dry, this is the best time for them to mine sand and earn money. In the guise of dredging the tank, not only politicians but also their henchmen are busy mining sand illegally. We have seen as to how this happened in some other small tanks around Bathalagoda earlier. It was said that the tanks would be dredged to hold more water but instead after sand mining, the soil that were dredged was not taken out but made into heaps within the tank. They now form small islands within the tank. We are scared whether the same would happen to Bathalagoda tank as well,” said Piyathilake.

 Thilakaratne, another paddy farmer, who too had lost his entire crop said that he had to spend nearly Rs.20,000 for one acre before it was destroyed completely.

 He further accused the government for the dredging project claiming that the farmers would not benefit by that exercise.  “This is being done to land seaplanes to promote inland tourism. Up to now till the water level decreased up to the tank bed, we were still able to fight and get even a little water for our cultivations but in future when this sea plane project is implemented, and once the water level goes down by a few feet, water distribution for paddy lands would be stopped to maintain the water level for the sea plane landing,” said Thilakaratne.

 In Nikaweratiya the farmers accused the Irrigation Engineer for not filling the Magalle tank from Deduru Oya when the water level was going down.  “In addition, being well aware that the water level is very low, the Irrigation Engineer opened all sluice gates to send out the remaining water. When we inquired as to why this was done as a lot of water was wasted, we were told that on a request from some farmers, they had to open the gates. This was not true. The sluice gates were opened to dry the tank to help Buddhima mudalali – enabling him to lay the foundation to his hotel by the tank,” said E. M. Jayathilake, a JVP member of the Nikaweratiya Pradeshiya Sabha.
 According to him, had the Irrigation Engineer maintained the water level, the mudalali wouldn’t have been able to lay the foundation to his hotel.

 “Although it is said that the hotel is owned by Buddhima mudalali, we know who the real owner of this project is. It is none other than Minister of Co-operatives and Internal Trade and Kurunegala District parliamentarian Johnston Fernando. Since the foundation cannot be laid when the tank is full, they started work during the dry season as it was easy for them to dry the tank by opening the sluice gates,” alleged the JVP Pradeshiya Sabha member.

 Meanwhile, Ranjith Bandara, another farmer said that Minister Johnston Fernando foiled all protests against the hotel by farmer organizations.  “When we opposed to this construction we got the support of our Divisional Secretary and he used his powers to stop that. At the end this Divisional Secretary was transferred to Puttalam and now they are carrying out the work to their whims and fancies,” said Bandara.  According to Bandara, the government recently called for tenders for a boat service in the Magalle tank, and published a paper advertisement.  “The owner of this hotel would have now got the tender and once the hotel is opened he will start the boat service as well to boost tourism. Although Buddhima mudalali claims that he owns the hotel, we know for certain that this is owned by Johnston Fernando,” said Bandara.  Thilakawathi too is a paddy farmer who has lost her entire crop and blamed the irrigation engineer for wasting the water unnecessarily which could have helped the people to get at least 25% of the crop.  “When the water was released from morning till evening we knew that there would be a reason behind that move. Now we know as to why the sluice gates were opened as if the Magalle Tank was overflowing. We are the losers and have to suffer now. I have spent over Rs. 20,000 but how can I recover the money. How can I settle my debts,” said Thilakawathi.
 
When this reporter and the photographer visited Magalle tank in Nikaweratiya on Wednesday to get a clear idea about the allegations, a group of over 40 people including the said owner of the hotel J. M. Jayathilake alias Buddhima mudalali who is also a Director at the Consumer Affairs Authority (CAA), surrounded the vehicle and insisted the reporter’s official identity card.

 Shouting at us for taking photographs of his hotel, which is under construction between the Magalle tank and its bund, Jayathilake wanted his group of thugs to be vigilant where the photographer was as he was not in the vehicle at that time but had gone to the middle of the tank to capture photographs of the dry tank bed.

 However, in a threatening voice Jayathilake shouted at the reporter to be careful claiming that no one has the authority to photograph his hotel, which is under construction on the request of politicians.

 “This is being constructed on the request of our politicians. I am not sacred of anyone as I am working hand in glove with a powerful politician in the district. Where is the man that took photographs of my hotel from the main road side and also from the tank side,” Jayathilake shouted.

 This reporter meanwhile overheard Jayathilake calling OIC Nikaweratiya over the phone asking to send a police team to the scene.

 Meanwhile Thusitha  – our staff photographer who was far away in the middle of the tank, seeing a crowd near our vehicle called and asked what it was all about and whether his presence was needed. Since there was a possibility to grab his camera and the thugs could delete the pictures taken, I pretended that there was no issue but asked him to be where he was until I called him.

 Realizing that the vehicle could come under attack, this reporter immediately telephoned Minister of Co-operatives and Internal Trade and Kurunegala District parliamentarian Johnston Fernando to keep him informed of the thuggery that was taking place at his electorate.

 Although Minister Fernando wanted the reporter to give the phone to Jayathilake, not realizing that it was Minister Fernando who was on line, Jayathilake once again shouted claiming that he was not scared of any one and that he did not want to answer calls.

 “I am not scared of anyone and I don’t want to answer any calls of your contacts. I know how to tackle this,” he said.  Realizing that the situation was getting worse, Fernando after getting the description of the trouble maker said that he knew who the man was and promised to call him on his mobile.

 No sooner Minister Fernando called, Jayathilake began pleading with the journalist.

 “Thousand apologies madam for shouting at you all the time, please forgive me for my misbehavior in such a manner. Had I known that you are known to our minister I wouldn’t have acted like this,” he said.

 Jayathilake then wanted his group of thugs to move away from the vehicle. It was then that two police constables rushed to the scene in support of Jayathilake.

 Their expressions too changed immediately when Jayathilake said that there was no issue with the reporter, as the Minister knew her.

COLOMBO, Oct. 15 (Xinhua) -- Sri Lanka and India have agreed to work on a comprehensive agreement on nuclear cooperation, the Indian High Commission said here on Monday.

The first round of talks between India and Sri Lanka on comprehensive civil nuclear cooperation was held last Friday in New Delhi, the statement said.

"Discussions were held in a warm, friendly and cordial manner. Both sides exchanged views on all aspects of civil nuclear cooperation and reaffirmed their commitment to strengthen bilateral cooperation in the use of nuclear technology for peaceful purposes to mutual benefit of the people of the two countries," the statement added.

During the meeting it was agreed that the two sides would work towards a comprehensive agreement on bilateral civil nuclear cooperation.

Discussions included, inter alia, training of officials, nuclear safety and response to nuclear accidents.

It was also decided that the next meeting would be held in Sri Lanka in the first half of 2013.

The talks were held after local environmentalists raised concerns over India's Kundankulam nuclear plant, which is being constructed in southern India.

During the latest talks India has offered Sri Lanka an early warning system as part of safety measures in the event of a leak at the Kudankulam nuclear plant but safety concerns persist among locals.

'' Washington, which is keen to forge a closer diplomatic and commercial relationship with India as an ally in Asia, has been pushing for better access for its companies in the vast and largely untapped South Asian market'' .

 The reforms are "obviously very promising. They will be welcomed around the world", Geithner
told a news conference in New Delhi following talks with his Indian counterpart, P. Chidambaram.

The measures "will help provide stronger economic growth and stronger growth in private
sector", he added.

Geithner, who is accompanied by Federal Reserve chairman Ben Bernanke, said his visit to India

Since mid-September, Prime Minister Manmohan Singh's Congress-led government has opened
the retail, broadcasting and aviation sectors to foreign companies and proposed overseas
investment in the insurance and pension industries.

US supermarket giant Walmart intends to be one of the first companies to benefit, saying it will
open its first store for consumers in the next 18-24 months. It already operates as a wholesaler in
India.

In April, Geithner criticised proposed legislation to chase overseas firms for taxes on mergers
involving Indian assets, saying the move had "dampened enthusiasm about India's investment
climate".

Chidambaram, who took over in July, has since said the proposed law will be reviewed.

Washington is still pushing for business in the fast-growing Indian atomic energy sector after
being disappointed that a landmark 2008 nuclear deal failed to yield contracts for its reactor
manufacturers such as Westinghouse Electric.

Says United States may issue more visas to Indians

Visiting US Treasury Secretary Timothy Geithner on Tuesday called the recent reform measures
initiated by India very promising and said it would push up investors’ confidence.

He sought to allay the impression that the US had lobbied for these steps. “The reforms outlined
by the government of India offer a very promising path to improving growth outcomes for the
Indian economy,” he said at a joint news conference with Finance Minister P Chidambaram. At a
function organised by the Confederation of Indian Industry (CII) later, Geithner said it was
entirely India’s choice to choose the reforms it wants to pursue.

When asked what reform he would like to see next, the US treasury secretary said, “Really, not
my place. We have our hands full in the United States. (It is ) not for us to know where India’s
interests lie.” Geithner was accompanied by US Federal Reserve Chairman Ben Bernanke, to
participate in the third Cabinet-level meeting of the Indo-US Economic and Financial Partnership.
The meeting was also attended by Reserve Bank of India Governor D Subbarao.

Geithner and Bernanke are scheduled to visit Mumbai tomorrow and then leave for Tokyo to
attend the International Monetary Fund and World Bank meetings. Chidambaram left for Tokyo
tonight. Geithner said he expected an increase in the number of visas granted to Indians. He did
not give the details but said this might provide relief to Indian information technology companies
demanding more H-1B work visas.

Chidambaram told the visiting treasury secretary that supply of excess liquidity by the US Fed
through the third quantitative easing could increase commodity prices.

The US side, however, pointed out that prices might rise in dollars terms, but not in rupee terms
if the Indian currency continued to appreciate.

The rupee had depreciated 9.36 per cent to Rs 55.64 against the dollar at the end of the quarter
ending June from Rs 50.88 at the end of March quarter. It appreciated by 4.99 per cent to 52.86
against the dollar at the end of the July-September quarter.

When asked if India-US relations are facing any problems, Geithner said, “Sometimes the absence
of drama is considered as signs of strain. We don’t have any major issues or problems in bilateral
relations.”

U.S. State Department officials will testify before a congressional panel today on the events in Benghazi that led to the death of U.S. Ambassador Christopher Stevens. Department officials on Tuesday offered their most detailed description yet of the events in the Libyan city last month, backing away from earlier assertions (AP) that the violence was triggered by protests against an anti-Islam video that insulted the prophet Mohammed. Republicans have accused the State Department of ignoring pleas from diplomats in Libya to increase security in the months before the attack in Benghazi.

Massacre at Marikana: the fight continues in South Africa
 
Mineworkers of the Marikana diamond mine in South Africa are continuing their strike. Their perseverence comes after violent police efforts to suppress the strike, efforts culminating in a horrendous bloodbath on 16 August, when police machinegunned protesting miners, killing 34 and arresting at least 250 of them.

On 10 August, 3.000 of the 28.000 Marikana miners went on strike to support a wage demand. The strikers belonged to a category of very low-paid miners doing arduous, risky work deep down below. The National Union of Miners (NUM), belonging tot the mainstream union federation COSATU, neglected these workers and their needs. Another union, the Association of Mineworkers and Construction Union (AMCU) took a more militant pose and tried to make itself into the voice of the angry miners. Soon the strike was accompanied by violence between strikers on the one hand, police, security, and NUM supporters being attacked by strikers on the other.
 
But it would be very wrong to blame it all on 'inter-union rivalry'. AMCU sounds more militant and is more in touch. But the battle line is not AMCU versus NUM; the frontline is angry workers pressing a wage demand against management that refuses. A violent impasse followed. Then, police – encouraged by NUM and COSATU – moved into action.
 
They attacked the strikers who had assembled on a nearby hill , some of them armed with nives and the likes, encircled them, tied to disperse them by teargas. A group of strikers refused to disperse and, according to the police version, attack their attackers. Police opened fire with machine guns and shot 34 miners dead in the most ferocious repression against protesting workers in post-Apartheid South Africa. It reminded people of the violence the apartheid regime meted out against protests, for instance in Sharpeville, 1961 and Soweto, 1976. The skin colour of the state-funded murderers had changed, but no much more.

Since the massacre, government-linked progressives like the South African Communist Party (SACP) have supported the police repression, calling the event “not a massacre”, but “a battle”, and the police operation “admirable” (1). Defending capital, the state and the police is more important to these so-called leftists than defending workers in struggle. Different reactions are coming from opoor people in struggle against the authorities, as a solidarity declaration of a slum dwellers organisation shows (2). Meanwhile, Lomnin, the mine owning company, tried to force the miners back to work with an ultimatum that they later softened. However, at the moment of writing – 28 August - the strike is still continuing, while reports of arrested workers having been mistreated by police are now surfacing (3). The angry miners have not been defeated by the massacre. There is more resistance to come.

JOHANNESBURG (Reuters) - A branch leader of South Africa's National Union of Mineworkers (NUM) was shot dead on Friday near a mine run by platinum producer Lonmin as labour unrest sweeps the mining sector.
 
NUM spokesman Lesiba Seshoka told Reuters the union leader had been killed "execution style" in the evening hours but gave no further details.
 
Earlier on Friday Anglo American Platinum (Amplats) fired 12,000 wildcat strikers, a high-stakes attempt by the world's biggest platinum producer to push back at the illegal stoppages in Africa's biggest economy.

JOHANNESBURG, Oct 5 (Reuters) - South Africa's Amplats fired 12,000 wildcat strikers on Friday, a high-stakes attempt by the world's biggest platinum producer to push back at a wave of illegal stoppages sweeping through the country's mining sector and beyond.
 
Later on, a trade union leader was shot dead near a mine run by platinum producer Lonmin in a potentially explosive escalation of the two-month-old violent labour unrest that took the death toll to 49.
 
National Union of Mineworkers (NUM) spokesman Lesiba Seshoka said the NUM branch leader had been killed "execution style" in the evening but gave no further details.
 
A six-week stoppage at Lonmin in August and September erupted out of a turf war between the NUM and the more militant Mineworkers and Construction Union (AMCU), which accuses the NUM of acting for its government allies rather than its members.
 
The hefty hikes won by workers from that saga has been a red rag to others while anger has been stoked by the killing of 34 miners in a hail of police bullets outside Lonmin's Marikana mine in an incident that evoked apartheid-era shootings.

 
 
The sackings at Amplats (Anglo American Platinum) on Friday triggered a sharp fall in South Africa's rand as investors dumped the country's assets.
 
The rand fell as much as 4 percent to 3-1/2 year lows after Johannesburg markets closed, adding to the mounting toll inflicted on Africa's biggest economy.
 
Strikes have spread beyond the mining sector, with Shell saying on Friday it would not be able to honour contracts to deliver fuel near Johannesburg because of a trucking strike.
 
The unrest is causing political trouble for President Jacob Zuma and his ruling African National Congress (ANC), the veteran liberation movement with long-standing ties to labour unions.
 
"You fire 12,000 people, and it's like 'Oh my god, what happens now?'" one Johannesburg-based currency strategist said.
 
When rival Impala Platinum fired 17,000 workers on an illegal strike rooted in the NUM/AMCU struggle, it led to a violent six week stoppage in which the company lost 80,000 ounces in output and platinum prices jumped 21 percent.
 
The wage deal that followed the killings at the Marikana mine in August triggered copycat demands in gold and iron ore.
 
"Amplats had been giving signals that it was going to hold the line after Lonmin had folded - but it's a huge gamble," said Nic Borain, an independent political analyst.
 
"Someone had to take it on the chin or this would have kept on unravelling and spread through the economy. It's difficult to know whether this causes the unrest to spread or whether it takes some of the sting out of it. It could go either way."
 
Speaking to South Africa's e-News television channel, one dismissed worker said Amplats was "starting a war".

ZUMA UNDER PRESSURE

The ANC Youth League, a fierce critic of Zuma, lashed out at Amplats, which it said "has made astronomical profits on the blood, sweat and tears of the very same workers that today the company can just fire with impunity".
 
"Amplats is a disgrace and a disappointment to the country at large, a representation of white monopoly capital out of touch and uncaring of the plight of the poor," it said.
 
Zuma tried to put a positive spin on the situation in a speech to business leaders late on Thursday, stressing that since the end of white-minority rule South Africans have shown "the capacity to overcome difficulties when we work together".
 
"We should not seek to portray ourselves as a nation that is perpetually fighting," he said.
However, with an ANC leadership run-off looming in December, Nelson Mandela's 100-year-old liberation movement is preoccupied with its own divisions. Zuma is seen as unlikely to take any action that could upset his political allies in the unions.
 
"In the build-up to the election, the government is unlikely to come out with any clear policy directives," said Simon Freemantle, an analyst at Standard Bank in Johannesburg.
 
Reflecting such concerns, Moody's cut South Africa's credit rating last week. Finance Minister Pravin Gordhan has already said he will have to cut his 2.7 percent growth forecast for 2012 when he delivers an interim budget on Oct. 24.
 
MINER SHOT
 
More than 75,000 miners, or 15 percent of the workforce in a sector that accounts for 6 percent of output, have been out on unofficial strikes, and tensions with security forces and mining bosses were running high even before the mass Amplats sackings.
 
Near the "platinum belt" city of Rustenburg, 120 km (70 miles) northwest of Johannesburg, workers said a miner was killed by a rubber bullet fired by police on Thursday night.
 
Police would not confirm the cause of the death, although the ground nearby was strewn with spent rubber-bullet shell casings and teargas canisters after clashes the previous night.
 
On Friday, protesters in a shanty town near the Amplats mine barricaded streets with rocks and burning tyres as more than 30 riot police backed by armoured vehicles stood nearby.
 
AngloGold Ashanti, South Africa's biggest bullion producer, has lost virtually all local production due to wildcat strikes, while rivals Gold Fields and Harmony Gold have also taken a hit. Around 300 strikers at Kumba Iron Ore have also blockaded the company's giant Sishen mine in the remote Northern Cape province.
 
Apart from the mining sector, a strike with more potential to damage the wider economy is brewing in transport, with 20,000 truckers on a two-week authorised stoppage to demand higher pay.
 
Shell said on Friday it could not honour fuel delivery contracts around Johannesburg, declaring "force majeure" to free itself and customers from existing obligations.
 
"There is fuel available across the country, so the issue is not fuel supply, but the challenge is delivering it safely to our retail sites," the oil major said. Other petrol companies are holding their breath, especially around the commercial hub Johannesburg, but have not yet followed Shell's move.
Raising the stakes, transport union SATAWU said it wanted workers at railways and ports to strike next week, a development that would affect coal and other mineral shipments.

The Popular Front for the Liberation of Palestine congratulated solidarity activists in Naples, Italy and around the world on the launch of the “Estelle,” the Ship to Gaza organized by Swedish solidarity activists, from Naples to Gaza after a tour of several months through European ports building for its journey to break the siege. The Estelle launched on October 6, 2012 from Naples.

Three days of events took place in Naples leading to the launch of the ship, including marches in solidarity with Palestine and its people, including Palestinian prisoners and in particular Comrade Ahmad Sa’adat, the imprisoned Palestinian national leader and General Secretary of the PFLP.

Solidarity activists held a concert in Naples to support the Palestinian cause, in which they raised the images of Palestinian prisoners, including Comrade Sa’adat. Mayor Luigi de Magistres came to the ship’s berthing to show support for the ship and its mission, and evening screenings and discussions brought many people to see the ship before its departure.

On Saturday morning, over 2000 rallied in solidarity with the Palestinian people and in support of the ship’s mission to break the siege on Gaza, as the ship prepared to depart in the evening. 17 activists from Sweden, Norway, Canada and the US are traveling on the ship; it will take approximately one to two weeks to reach Gaza. This is the first attempt to break the blockade by sea since the Tahrir’s sailing in November of last year, and the occupation military is once again threatening to storm the ship and detain its crew and passengers as it has with previous solidarity ships to Gaza. In August and October 2008, two ships successfully broke the blockade; since that time, solidarity ships have been attacked by the Israeli army including the attack on the Mavi Marmara in May 2010, when occupation forces killed nine solidarity activists as they sailed to challenge the blockade of Gaza.
